700 ex-KCM miners petition over Saturnia

FORMER Konkola Copper Mines (KCM) employees have petitioned President Edgar Lungu to compel Saturnia Regna Pension Trust Fund to pay them their 100 percent pension contributions.

They also want him to investigate how offshore accounts had disappeared and why properties belonging to the KCM Pension Fund were now under Saturnia, which was deriving benefits instead of pensioners.

FARMERS SMUGGLING SUBSIDISED INPUTS INTO TANZANIA

OVERNMENT has directed the police in Muchinga Province to arrest farmers selling subsidised farming inputs in Tanzania and other neighbouring countries.

Nakonde District Commissioner, Field Simwinga, said some farmers were selling their inputs accessed under Farmers’ Input Support Programme (FISP) to neighbouring countries, thereby frustrating Government’s efforts of boosting the agriculture sector.

But in an interview yesterday, Agriculture Minister, Michael Katambo, said such illegalities should not be overlooked but ensure that

farmers involved were arrested.

Mr Katambo was disappointed that vulnerable farmers who had been identified to access subsidised inputs could indulge in such conduct.

He urged the provincial minister, Mr Malozo Sichone, Permanent Secretary, Joyce Nsamba, the District Commissioner and

agriculture officers to ensure all those involved were arrested. “It saddening that Government has identified vulnerable people to be beneficiaries but these are the ones being involved in fraudulent activities, this is unacceptable.

“President Lungu gave a directive that these inputs should go to intended beneficiaries and shall not be sold,

even the bags are written GRZ and not for sale. Is our officers identifying wrong beneficiaries the answer is no, it’s the same beneficiaries who are selling the inputs.

Government, he said, was helping the farmers in order to enhance productivity and increase the household income and household food security.

Kambwili apologises to Lungu NDC leader Chishimba Kambwili has reportedly unreservedly apologised to President Edgar Lungu for a statement he made last year which he claims was misconstrued to mean that he referred to the Head of State as a drug dealer.

Briefing the press in Lusaka yesterday after attending an ECZ presidential summit earlier where President Lungu was in attendance, Mr Kambwili, the former chief government spokesperson, is alleged to have now realised that his “careless” statement made last year about the presidential challenger plane which he said

was being used to ferry drugs will land him trouble and has remained with no choice but to apologise to President Lungu.

“There’s been word going around that I have called President Edgar Lungu a drug dealer. I have not called President Lungu a drug dealer at any time, or accused him of dealing in drugs. I have no evidence on that.

ZAMRA caned over drugs theft

By NATION REPORTER IT is disappointing that the Zambia Medicines Regulatory Authority (ZAMRA) has failed to put a halt to the theft of medicine in public clinics and hospitals, the Medical for Quality Healthcare in Zambia (MQHZ) has said.

MQHZ media and advocacy director, Francis Kangwa, said public clinics and hospitals had previously been experiencing shortages of essential medicines partly because of pilfering by unpatriotic health workers.

Mr Kangwa said MQHZ had been expecting ZAMRA to put a halt to this public plunder of medicines.

He said in a statement that ZAMRA had a statutory mandate to ensure safety and availability of medicines in public health institutions.

“We demand that ZAMRA explains to the nation why it has completely failed to stop stealing of medicines in clinics and hospitals,” said Mr Kangwa.

Mr Kangwa said people cannot continue receiving prescriptions at health institutions when ZAMRA can easily seal the stealing loopholes.

He said MQHZ would now scale up the monitoring of availability of drugs in all public health institutions because lack of drugs would not be entertained in Zambia.

PATRIOTIC Front (PF) secretary general, Davis Mwila, has refuted claims that he instructed Kitwe Mayor, Christopher Kang’ombe to start campaigning and position himself in Kanfinsa Constituency.

And the PF on the Copperbelt have lifted the suspension of Mr Kang’ombe and former Kitwe District Commissioner Binwel Mpundu in the spirit of unity of purpose.

Mr Kang’ombe upon being suspended from the party on Wednesday told media houses that what he was doing had blessings from Mr Mwila.

The Kitwe Mayor said that there would be two constituencies in Kanfinsa once the delimitation exercise was done and he was told to start marketing himself by Mr Mwila.

World Bank deploys $160m support ABOUT US$160 billion will be deployed by the World Bank in financial support over 15 months to help more than 100 countries to protect the poor and vulnerable.

The funds will also be used to support businesses and bolster economic recovery.

This includes US$50 billion of new International Development Association (IDA) resources through grants and highly concessional loans, says the World Bank (WB).

World Bank Group, one of the largest sources of funding and knowledge for developing countries, is taking broad, fast action for developing countries strengthen their pandemic response.

Probe on cement price fixing continues INVESTIGATIONS regarding suspected cartel conduct by some players in the cement manufacturing industry have continued, the Competition and Consumer Protection Commission (CCPC) has said.

CCPC Director Restrictive Business Practices, Luyamba Kapembwa said his organisation had continued to receive complaints from members of the public on suspected price fixing.

“To this effect, the commission would like to update the general public that it has continued investigations of

the suspected cartel against Lafarge Zambia PLC, Dangote Cement Zambia, Zambezi Portland Cement and Mpande Limestone Ltd,” she said.

Ms Kapembwa said in Lusaka yesterday that CCPC would undertake more interviews with persons and enterprises of interest.

She urged members of the general public who may have information on price fixing to contact the commission.

China gives Zambia debt relief From Page 1 Government external debt service on Chinese loans amounts to approximately US$426.3 million in 2020 and US$428 million in 2021.

Main Chinese creditors include the Export Import Bank of China, China Development Bank, the Industrial and Commercial Bank of China and a few other commercial entities including the Bank of China.

This is contained in a document prepared by the Ministry of Finance with the assistance of financial advisor Lazard frères.

This is in response from investors relating to the presentation Government made to creditors on September 29, this year.

The document has been posted on the London Stock Exchange.

According to the document, Government had submitted a bilateral request to the Chinese Government for debt service deferment on Government to Government (G2G) facilities.

“The Chinese Government has since agreed to grant DSSI for all G2G facilities and all Concessional facilities as per the G20 guidelines of one-year grace period and three years repayment.

“As for the commercial

facilities, Government has been engaging the Banks and SINOSURE bilaterally on the insured loan facilities. These discussions are still underway pending agreement on deferment of interest payments and accumulated arrears,” the document said.

The document indicated that assuming the debt service suspension requests made by Government were all successful.

In addition, the document said, there were ongoing discussions to include arrears that had accrued up to end-April 2020 (approximately US$201 million) to be included in the DSSI. “The Government of the Republic of Zambia has proactively engaged with Chinese creditors in the past few months, in the context of the DSSI, to try and secure the suspension of debt service falling due from May 1st, 2020 to December 31st, including arrears accumulated up to May 1st, 2020.

“Beyond discussions on debt service suspension, the Government have informed Chinese creditors that they would be asked to participate to whatever subsequent debt treatment might be necessary to restore long-term public debt sustainability,” the document said.

It said Government intended to share the burden equitably across its official and commercial creditors, save for multilateral creditors that would be called on to participate by way of fresh financing rather than debt relief as was customary in such circumstances.

‘PROTECT ECZ AGAINST CARELESS TALK’ T

He said ECZ was within its mandate in undertaking all the activities and had the capacity to register nine million voters within the planed timeframe. Mr Shindano called on political parties to encourage their members to get NRCs and get registered as voters during the exercise.

Kambwiil appeal goes ahead

THE Court of Appeal has dismissed the State's application for leave to appeal to the Supreme court, it's decision to throw out the State's preliminary issue on whether it has jurisdiction to hear Chishimba Kambwili's renewed application out of time.

The National Democratic Congress party leader Kambwili has applied for renewal of his application for judicial review in the Court of Appeal to challenge Lusaka Principal Magistrate David Simusamba's decision to refuse to re-

cuse himself from handling his forgery case.

Kambwili is charged with three counts of forgery, uttering a false document and giving false information to a public officer in relation to Mwamona Technical Services Company Limited.

The NDC leader had asked magistrate Simusamba to recuse himself from handling the case for fear that his rights under Article 18 would be breached.

He said that management at KCM pension scheme had become a convoluted affair with four companies being involved in the exploitation of the miners.

He said that all the four entities were allegedly owned by three individuals namely Mr Hakainde Sammy Hichilema, Mr Valentine Chitalu and Mr Munakupya Hantuba.

Mr Muyambo accused the trio of planning to move their pension contributions to be used as their capital contribution in Sanlam and other companies where they had interest.

Other demands were that President Lungu should investigate the Pension and Insurance Authority to establish why they had not followed the law which stipulated that the fund manager and fund administrators should not be related parties.

UPND vows to protest without police permit

He said the failed protest against the online voter re-registration would be revived if nothing sensible comes out from the meeting between the ECZ stakeholders’ meeting. Mr Manenga claimed that the online voter re-registration and the deleting of the 2016 voters register was a step towards rigging the 2021 elections.

He said the ECZ under Justice Chulu was a fraud and so it was important that the UPND youths were allowed to protest.

He demanded that Mr Chulu and Deputy Inspector General of police for opera-

tions, Bonnie Kapeso, should be removed from their positions because they were bringing confusion in the two institutions.

And UPND national youth vice chairperson, Sibetta Mutelo, said the problem was not the PF or President Edgar Lungu, but the problem was Mr Chulu because he was the mastermind of election rigging.

Ms Mutelo said the UPND wold ensure that Mr Chulu was removed from his position because there would be nothing for the opposition in 2021 if he continued to be the chairperson at the ECZ.

Hichilema said there was no compliance of existing laws in the manner elections were conducted.

Golden Party leader Jackson Silavwe accused ECZ of being too defensive of its actions and activities and that it was making decisions without consulting stakeholders.

Forum for Democracy and Development (FDD) president, Edith Nawakwi, said there had been too much politics in responding to efforts of ECZ. And UPPZ president Charles Chanda urged ECZ to act against erring political parties and urged leaders to tame their cadres to stop violence that characterises most elections in the country.

United Liberal Party president Sakwiba Sikota observed that some political party leaders were bent on derailing ECZ with ‘baseless’ accusations.

Judge Mwila Chitabo dismissed Kambwili’s application because it was not a fit or proper matter to grant leave to commence judicial review.

Judge Chitabo said Kambwili, having been aggrieved with the court’s decision, should have appealed against it to the superior court.

But the State, through Solicitor General Abraham Mwansa, raised a preliminary issue, among them whether the court had jurisdiction to hear the case.

On September 25, the court dismissed the preliminary issue," said the court.

Hichilema ignores President Lungu

HAKAINDE Hichilema yesterday shocked the nation after he failed to recognize the presence of President Edgar Lungu during a meeting with party presidents organized by the Electoral Commission of Zambia (ECZ).

Even when other political party leaders acknowledged the presence of the Head of State before making a contribution, the UPND leader, Mr Hichilema did not bother to follow suit.

Throughout the two hours summit, Mr Hichilema ignored the presence of President Edgar Lungu to the surprise of everyone in the meeting and many Zambians who were following the proceedings via through the media.

After the meeting which was attended by most political party leaders and their Secretary Generals, Mr Hichilema briefed the Media and described the presidential summit as a sham.

He said the meeting was just a passing time event and that substance will be when the political parties meet the ECZ to look at the issues they are raising which included legal matters, procedural issues, regulatory issues and things that are wrong with the electoral system

SETTING THE RECORD STRAIGHT THE question is simple, did Mr Hakainde Hichilema declare interest or not when he sold the Hotel Intercontinental in Livingstone on behalf of the government? An emphatic answer is what is needed to settle the matter.

So far, the UPND president has not pronounced himself to set the record straight and the public is left to conjecture and come up with different interpretations.

Mr Hichilema’s previous attempts at setting the record straight through radio interviews, have been shambolic and empty public relations stunts. This is because he has become a master at spinning and putting out smokescreens for the public when confronted.

Not long ago, Mr Hichilema boasted that he should not be blamed what happened during the privatization exercise just because the government or the Finance minister, in particular, Ms Edith Nawakwi, was sleeping when the deal was being cut.

That is hardly the language or reasoning one expects from a person charged with carrying out a serious business transaction on behalf of Government.

Government or indeed Ms Nawakwi could be forgiven for being too relaxed because they believed that the person charged with representing it had the nation’s interests at heart.

To give her credit, Ms Nawakwi responded that she could have been sleeping because she was not expecting thieves as she trusted the team representing Government.

Consequently, Ms Nawakwi decided to spill the beans over the hotel deal and the person selling on behalf of government who assumed chairmanship of the hotel, a day after the sale.

Even a child at kindergarten could smell something fishy in the deal, that someone had really done his homework to make it a reality. It was not a mere coincidence he recommended Sun International, with the lowest bid at $5.6 million to be sold the hotel.

There were higher bids at more than $20 million which were disregard at Mr Hichilema’s advice.

This is why the public is demanding that the privatisation of the hotel should be probed on its own.

The sale of the hotel is deemed to have been conducted in a less than honest manner to the disadvantage of Government and the Zambian people.

And now more political leaders have backed calls for the privatisation of Intercontinental Hotel in Livingstone to be investigated separately because it was a clear act of corruption and criminality.

According to stakeholders, the matter of the hotel should not be combined with the proposed Commission of Inquiry to probe the entire privatisation of state-0wned firms.

The consortium of political parties and Christian Democratic Party (CDP) president, Danny Pule, has demanded that if individuals enriched themselves through the fraudulent sale of the hotel, they should be exposed.

Like many Zambians, Dr Pule wants the government to ensure that Zambians get to know what transpired during the privatisation and if there was criminality involved.

The Zambian DNA spokesperson Spuki Mulemwa has also called for the probe of International Hotel and insisted that what was sold belonged to Zambians and answers needed to be provided.

Clearly, the sale of the Intercontinental Hotel is at the core of this privatisation saga and it is imperative that this is treated as a separate matter.

A probe will rest the matter, especially if answers are provided as demanded by Zambians.

EGOTIATIONS over the Bulky Supply Agreement (BSA) between Zesco and the Copperbelt Energy Corporation (CEC) are in limbo because the matter is in court.

The case which is currently active in court has halted the negotiations because some of the issues that needed to be ironed out were part of the court case, Zesco Corporate Affairs Manager John Kunda said.

But Copperbelt Energy Corporation (CEC) Chief Ex-

ecutive Officer, Owen Silavwe indicated that the Ministry of Energy must give guidance on the matter.

Zesco and CEC failed to finalise terms for a new BSA contract to replace the one which expired in March this year.

Recently, Minister of Energy, Mathew Nkhuwa, instructed them to ensure that the negotiations began immediately when he had a meeting with both parties.

In an interview yesterday, Dr Kunda said some issues which were supposed to be discussed during the negoti-

ations were in court.

He said that it would be contempt of court if the two negotiating teams touched on issues that were before the court.

“We might be cited for contempt of court especially when we discuss the issues which are before the court of law. We might be in serious problems,” he said.

Kitwe land probe takes new twist

KITWE City Council Administrator Adam Jere has nullified the council resolution that was passed in 2017 on land allocation.

Mr Jere has since warned that the adhoc committee that was constituted to look at the illegalities after the council was suspended in July this year, will soon start narrowing down to individuals involved in illegal land allocation.

ter, Charles Banda, constituted the adhoc committee to investigate illegal and disorderly allocation of land near Ndeke presidential lodge, Kitwe West among other areas in the city.

"The resolution lacked certain specifications because of its ambiguity and was created to institutionalise illegalities at the council," he said.

Mr Jere said that the council had been planning and allocating plots on sensitive land reserved for public structures, using the resolution.

He disclosed that ad hoc committee also found that the resolution was being used with impunity by disregarding other laws.

He said that findings from over 250 submissions were appalling, hence the decision to put in place mechanisms to ensure proper adherence to provisions of land management.

Maize smuggling worries Lusambo

By KALOBWE BWALYA LUSAKA Province Minster Bowman Lusambo has expressed concern how trucks loaded with bags of maize were being smuggled into the neighboring Zimbabwe, despite the road being mounted with roadblocks.

Mr Lusambo has since directed Kafue district commissioner Gibson Sinkala together with his counterpart in Chirundu, Stafford Kayame to immediately institute patrols between the two districts in order to prevent smuggling of maize.

Mr Lusambo said a few days ago trucks loaded with maize destined for Zimbabwe were impounded, and wondered how the trucks managed to be cleared on police roadblocks.

The Lusaka minister has since challenged the security wings in the province to ensure that maize smuggling is prevented.

He said this in Kafue yesterday when he flagged off the 2020/2021 farming input fertilizer distribution at Nitrogen Chemical of Zambia (NCZ).

And the minster however said the reason for distributing inputs early, was to give the farmers enough time to plan for the coming farming season.

Support Comprehensive Sexuality Education suspension - Parley urged

Kasama communities to work in CDF projects

KASAMA Central Member of Parliament Kelvin Sampa has suggested that the community should be given materials to undertake projects as opposed to giving jobs to local contractors under the Constituency Development Fund (CDF).

Mr Sampa lamented that some local contractors in Kasama had delivered poor quality of works on projects funded through the CDF, hence his decision to offer jobs to members of the community.

He was speaking yesterday when he inspected some primary schools that were funded under the CDF. He inspected Musenga, Lukashi, Chitwe, Itamina and Milenge among other schools.

He said he would soon sit down with councillors and the CDF committee members at Kasama Municipal Council to ensure that it abolishes the awarding of the CDF funded contracts to local contractors in his constituency.

Mr Sampa’s suggestion comes in the wake of some 2018 CDF funded-schools construction, which were of shoddy works.

He suggested that the local authority should be providing the building materials while members of the community would do the work on their own without engaging contractors.

Mr Sampa, who is also PF national youth chairperson said the move would enable communities especially youths get empowered through CDF, as they would be given incentives, once they do the work.

NEW KAFUE HYDRO POWER WATER LEVELS UP …switches on next month

ATER has started to fill up at the Kafue Gorge Lower dam in readiness to switch on the first unit of the power plant next month, Zesco has disclosed.

Manager, John Kunda, said that the first unit needed to be switched on has the capacity of 250 megawatts.

Dr Kunda said the power utility company was eager to ensure that the first unit was commissioned in order to cushion the power deficit the country was facing.

He said in an interview yesterday that once water was completely filled the dam the first unit with 250 megawatts of the 750 megawatts would be ready for commissioning next month.

The power project was being constructed at a cost of US $2 billion.

“When switching a unit is not like just a bulb, there is a

process which is done and this process is filling water in the dam. This is what is being done currently and once the water is filled then the unit will be ready for commissioning next month,” Dr Kunda said.

Dr Kunda added that the second unit of the 750 megawatts project would be switched on

by December this year.

He said that once the first

unit was commissioned the efforts would now be channelled towards ensuring that the second unit was commissioned come December 2020.

Dr Kunda said the hydro power station would be operational with the capacity of 750 megawatts by next year.

Government initiated the construction of the 750MW Kafue Gorge Lower (KGL) hy-

droelectric power station on the Kafue River in the southern Chikankata district, 90km away from the Lusaka in November 2015.

Considered the third biggest hydropower station in the country on its completion, KGL is Zambia’s first major investment being funded through a public-private partnership (PPP) model.

AMBIA’S debt restructure process has slowly started to take shape as Lazard Freres assigned Morrow Sodali to assist in taking stock of the country’s dollar bond holders which was done well ahead of a request for coupon payment freeze.

Government in May this year hired Lazard Freres Gestion of France for US$5 million to restructure the US$11.2 billion external debt over a three year period, a 0.05 percent of the entire foreign debt portfolio.

Last month, Lazard named Morrow Sodali, a leading provider of strategic advice and

shareholder services to corporate clients, to help register Zambian dollar bondholders as part of commencement of a liability restructure process.

Eurobond holders in June – July period did form a committee which Lazard would deliberate with in the restructure process, says the Kwacha Arbitrageur Magazine Chief Macro Business Strategist, Mutisunge Zulu.

Mr Zulu said this was an initiator to the request from the Zambian Government to Eurobond holders to defer its coupon payments for a period of six months starting October 14, 2020 to April 14, 2021.

This, he explained, was done as Government sought to book reprieve in creating fiscal space as COVID-19 ef-

fects continued to weigh.

He said this in the latest Kwacha Arbitrageur Report on “Budget Analysis and Debt Note.”

“A successful restructure would be tantamount to a technical default which markets await to see whether or not Zambia will meet its coupon payment in October “This follows the initial position by bond holders on the 30 September after the solicitation request received no positive feedback on the back of various factors such as lack of transparency on other creditor engagements,” Mr Zulu said.

GOVERNMENT should urgently look at the pace of policy and regulatory reforms in the energy sector and halt the recurring power-deficit and its related negative impact on industrialisation.

The energy sector is a catalyst to economic growth covering industrialisation and job creation, says Chabuka Kawesha, Zambia Chamber of Commerce and Industry (ZACCI) president.

Dr Kawesha said Government should immediately rule on an intermediary or transitional cost-reflective rates range for independent power producers with ZESCO. He said in a statement that Government should fully liberalise the power distribution sub-sector and unlock its direct involvement in targeted 600 Megawatts (MG) and 120MW from solar renewable energy.

“The African Continental Free Trade Area agreement (AfCFTA), launched on March 21, 2018, creates the largest free trade area in the world and is designed to

create a single market for goods and services across the continent.

“Trying to micro-manage every new MegaWatt while we push for industrial growth and increase mining output will not deliver the safety-net and power security we desire,” Dr Kawesha said.

Zambia, Dr Kawesha said, needed 6, 000MW by 2030 and that the country was not on track to achieving the target.

“Government must let the private sector lead in project implementation and evolution of new innovations. As Government sets the policies, kindly ensure compliance and regulatory measures are at best aligned to international best standards and practices,” he said.

He said the projected inclusion of 300MW to 750MW on to the national grid was not sustainable because all economic sub-sectors were currently operating at 30 –

50 percent.

This, Dr Kawesha said, was below the desired and intended capacities or capabilities.

“Government must let the private sector lead in project implementation and evolution of new innovations. As Government sets the policies, kindly ensure compliance and regulatory measures are at best aligned to international best standards and practices,” he said.

Meanwhile, Dr Kawesha said a thriving local pensions sub-sector could become an opportunity pool from which Government coulf also engage for affordable finance.

He said the creation of a healthy financial sector was key to economic stability and growth for Zambia.

Zim fertiliser firms assure farmers of enough supplies HARARE - Zimbabwe’s fertiliser industry has assured farmers that there will be adequate stocks to cater for farming needs during the forthcoming season as many companies have managed to secure foreign currency on the auction market.

Some companies are using letters of credit to import critical raw materials, chairman of the Zimbabwe Fertiliser Manufacturers Association, Tapiwa Mashingaidze said.

Zimbabwe requires at least 400, 000 tonnes of fertilisers in a normal season. Demand for this season is likely to be strong on the back of good rains.

Over the past years, fertiliser producers struggled to secure foreign currency to import raw materials and this resulted in low production and serious shortages.

Government-assisted farming programmes such as

“We have managed to get foreign currency from the auction market and this has helped producers to import some raw materials. So we are likely to have stable supplies this farming season,” said Mashingaidze.

“From our side, the capacity to supply is there.

What can only affect demand is low disposable incomes on the part of our customers.”

Between January and June this year, production of fertiliser was subdued largely due to foreign currency shortage.

The low production figures were attributed to shortage of foreign currency to import ammonia gas, a major raw material.

Some analysts have, however, said while stable supplies are anticipated, many farmers, especially small-scale and communal farmers may not afford.

Zimbabwe is expecting an early rainy season, starting with scattered falls this month, firming into heavy rains next month.

Pick n Pay blames alcohol, tobacco and clothing sales ban for halving of profits JOHANNESBURG Raymond Ackerman founded, Pick n Pay expects headline earnings to tank by as much as 60 percent when it reports its interim results later this month.

The retailer is due to publish its interim financials for the 26 weeks ended August 30 2020 on October 20, 2020.

The first half of its financial year which began on March 2 was almost entirely marred by the Covid-19 restrictions which cut the kind of items Pick n Pay could sell in the early days of the lockdown to bare bones while restriction on alcohol sales.

While better now, the restrictions remain in place on weekends causing retailers to lose out two days a week of trading compared to the same period last year. Liquor sales were prohibited for 15 weeks of the 26-week trading period while the sale of cigarettes and other tobacco products was not allowed for much longer.

"This inevitably had a profound impact on liquor and tobacco sales, with negative growth of 47.5 percent over the

period," wrote Pick n Pay in the trading update on Wednesday.

Because the restrictions meant that Pick n Pay could not sell higher-margin goods like liquor, clothing and general merchandise at one point or another during the ongoing lockdown, the retailers earnings will be down by between 50 percent and 60 percent despite the 8.7 percent increase in core retail sales.

Core retail sales include food, groceries and general merchandise, but exclude liquor, clothing and tobacco.

Clothing sales were prohibited during the Level 5 lockdown causing the group's clothing turnover to decreased 4.2 percent in South Africa over the period. Pick n Pay said the trade restrictions in SA and in its other operations in southern Africa impacted up to 20 percent of its revenue at different stages of the nationwide lockdown. Outgoing Pick n Pay CEO, Richard Brasher previously said that the retailer was "quite successful" in getting a good profit margin of alcohol and tobacco products.

And even though almost all sectors of the economy have opened up after the strict lockdown, the South African Chamber of Commerce and Industry (SACCI) said business confidence in the country appears to "find it difficult to regain its rhythm."

After confidence levels rebounded in June and July from the deterioration recorded in the first two months of the lockdown, SACCI said its business confidence index declined marginally again in September.

WISH to congratulate Mr. Christopher Mphanza Mvunga on his appointment as Governor of the Bank of Zambia (BoZ).

Mr. Mvunga, an Accountant by profession is a Fellow of the Association of Chartered Certified Accountants and also a Fellow of the Zambia Institute of Chartered Accountants..

Mr. Mvunga takes over from Dr. Denny Kalyalya.

This follows the dismissal of the latter by President Edgar Lungu on August 22, 2020.

Mr. Mvunga has vast experience in the banking industry, having worked for more than a decade. Standard Chartered Bank Africa is one of the notable financial institutions he has worked for. And this is not a mean achievement per se.

If this is not good enough, the new Governor of the central bank served as Deputy Minister of Finance and National Planning from 2015 to 2016. He also served as Deputy Secretary to the Cabinet in charge of Finance

and Economic Development.

Mr. Mvunga is assuming the position of BoZ chief at the time the country is undergoing economic challenges. The poor economic performance of the country can be attributed to the Covid-19 which has devastated the economies of many countries across the globe.

Low volume of export and the plummeting price of copper at the London Metal Exchange (LME), among others can also be attributed to the country’s economic quagmire. In this vein, it is correct to state here that there is a lot of expectation from Mr. Mvunga as the new Bank of Zambia Governor.

Going by Mr. Mvunga’s professional qualifications as a Chartered Accountant coupled with his vast experience in the banking industry, I am optimistic that he will be equal to the task. Ultimately, he will deliver to people’s expectations.

To achieve this objective, there is need for support from everyone at the Bank of Zambia.

Stage managing violence is being irresponsible Dear Editor, THE behaviour of stage managing crime for the sake of seeking sympathy for political expediency can no longer be regarded as a political issue but a security issue.

The loss of the infrastructure by UPND by and large is unfortunate but with the recent unfolding of the events makes a sad reading.

On Wednesday, Muchinga Province Commissioner of Police Engineer Joel Njase revealed that their preliminary investigations on the burnt down UPND offices suggests that it might be an act of internal dealings, which makes sad reading.

We wonder why the UPND sympathisers can burn their own offices and implicate the Patriotic Front.

What is the motive of making a careless statement and conceal the truth that the offices were burnt at the hands of the UPND. The habit of stage managing violence for the sake of publicity is an act of terror and sabotage and this comes barely a week after the UPND cadres damaged the PF office in Munali constituency.

Instead of showing remorse, UPND president Hakainde Hichilema (who has 14 years’ experience in losing Presidential elections) went with the horde of the members of the media fraternity to slander the PF and went further to incite civil disobedience.

This is irresponsible behaviour and makes the

UPND a danger to itself as much as it is a danger to the nation. As a political party wishing to be given state power - the UPND - must be above board as such conduct endangers the security of the state.

We also urge the UPND to be honest and desist from glorifying their institutionalised hooliganism while at the same time throwing mad at the PF. It is a fact that the UPND premises are manned by their own marshals (as they have shunned away from seeking for state security) therefore it is inconceivable that an alien can invade their premises without any altercation.

Moreover, the UPND want at all costs to make this country ungovernable and take advantage of the fragmented nation for the sake of seeking the efforts of the international community to possibly push for a coalition government with the PF after President Lungu’s mandate is renewed for the second five-year term.

The UPND is desperate to create an artificial atmosphere upon which their petition the outcome of the polls. Moreover, their previous glorifying of civil unrests in other countries speaks volumes.

On the other hand, we urge the police to be vigilant and see to it that this newly hatched sabotage does not turn into a national issue. It will be regrettable for this stage managing criminal activities to reach to exponential levels to gain the equal prominence with the gassing.

Like any other criminal activity, we trust the police will do their job and bring the culprits behind the burning of the UPND office in Nakonde.

Political prostitution syndrome in Zambia Dear Editor, PARTY criss -crossing by most political players has seemingly reached alarming proportions by these seemingly “demagogue” politicians.

As Zambia heads towards the August 2021 watershed general elections, this shameless phenomenon will undoubtedly become the order of the day.

While being cognizant that every citizen has a fundamental right to belong to any political party of his/her choice as enshrined in the Bill of Rights, the question that baffles many political

spectators is- what political ideology do such politicians represent?

For example, in South Africa one is either an ANC (Kongolosi), Democratic Alliance (DA), EFF (Commissar), UDM, etc member despite the prevailing political temperature of one’s party at any given time.

Same goes for the Americans and the British, one is either a Republican or Democrat and Conservative or Labour respectively.

But what is so different about Zambian political players? It is an issue of “bamusela kwakaba,” “nchelele bula”

(politics of the belly), seeking political office and positions at all costs irrespective of one’s values, beliefs and ideology?

It’s in the public domain or rather we have witnessed those the at some point “raised a middle finger” to the party in government including those that had branded themselves as “die hards” of a given party in power then are today at the helm of running the affairs of our governance system through the party in power. What changed overnight? As we head to the general elections in ten months; time we the electorate ought

to be not only cautious but rather be mindful of such ‘political prostitution’ failure to which we might end with the very perennial pattern of the same team players simply changing jerseys in the event of change of governments.

Zambia has had enough of “recycled” politicians and the hour is nigh to inject new blood, the youth, more women or alternatively the very old yet principled politicians that remain loyal to their respective parties despite where the wind blows.

‘Zambians must genuinely reconcile’

The National Day of Prayer, Fasting and Reconciliation falls on October 18.

Kitwe District Pastors Fellowship Chairperson, Raddy Lewila, said that it was important for the citizens to take advantage of the day to make things right.

Bishop Lewila has since written to all political parties to attend or take part in the prayer and fasting.

He was speaking to the Daily Nation in Kitwe yesterday. “ The fact still remains that there will always be tension among some people due to the differences in opinion, but let us take advantage of this day to pray about it,” he said.

Bishop Lewila called on the church to pray so that tensions that had been mounting in the country especially among political leaders could be reduced.

He said that prayer was important to solve matters that seem difficult, because it was the only way through which a meeting point between two fighting groups could meet.

HE United Party for National Development (UPND) has challenged Government and the ruling party to respect Covid-19 guidelines as they continue with party mobilisation programmes to avoid the second wave of the virus.

In the same vein, the council has submitted application to the Technical Education Vocation, Entrepreneurship Training Authority (TEVETA) for registration and inspection is underway.

At the moment, the local authority which has 13 teachers, is operating the Mushili Training Institute as an accredited centre with TEVETA. Council Director Housing and Social Services, Jonathan

Mr Kakoma said that almost all the people that attend mobilisation programmes were spotted without face masks and not observing social distancing. "This is very

dangerous and a big risk because we may experience the second wave of the virus as a country. If we failed to contain the first wave of the virus, do you think we will manage the second one?" he questioned.

Mr Kakoma said people should not take advantage of the declining numbers of the positive cases recorded, stating that the virus was still among

the citizens.

He said that the leaders in the ruling party were merely showing the public that they could ignore the Covid-19 guidelines and go back to their ways of living.

Mr Kokoma said that the earlier the situation was controlled by the leaders the better.

Ndola to have two more skills straining centres Simbeye, said the council would soon open Chifubu Training Centre which was offering training in food production but was not accredited with TEVETA. According to Mr Simbeye, another centre would be opened at Mine Masala.

He said Mushili Training Institute offers courses in hospitality, design, cutting and tailoring, plumbing and sheet metal, metal fabrication, bricklaying and plastering, carpentry and joinery and Information Communication

Technology.

"Once accredited, the Ndola City Council will have three TEVETA accredited training centres.

The skills training centres target the less privileged as well as people that have skills but do not have secondary school qualifications," he said.

Mr Simbeye said that this was done in order to address unemployment among the youth.

He said that opening up of centres was done in order to ensure that everyone was

empowered regardless of their financial capacity and secondary school qualifications.

Mr Simbeye said the success of the exercise was as a result of the dedication shown by the teachers.

The teachers, he said, had shown dedication even during the time of the COVID-19 pandemic and other tough situations.

“Therefore without a teacher, this world can be completely nothing as they are the most important in our society,” Mr Simbeye said.

Lstone to have cancer hospital

By ANDREW MUKOMA GOVERNMENT will next year construct a Cancer Diseases Hospital in Livingstone, Health Minister Chitalu Chilufya has announced.

The development, according to the minister, was in line with the PF Government’s transformation agenda.

Dr Chilufya announced this in Livingstone yesterday on arrival at Harry Mwaanga Nkumbula International Airport before leaving for Kazungula Border.

“In the quest not to leave anyone behind in expanding universal health coverage, Livingstone Central Hospital is the new host to Cancer Diseases Centre.

“Construction will begin next year in 2021. This is in line with the PF Government’s transformation agenda of universal health care,” he said.

Dr Chilufya said that the new cancer disease hospital would help in curbing congestion of patients at the University Teaching Hospital in Lusaka.

The minister who was with a team of health experts, said he and his team had arrived to offer technical support to the team on the ground in the wake of Covid-19 pandemic.

Dr Chilufya said the opening up of boarders by neighbouring countries was important for Livingstone and other screening districts heighten their covid-19 screening points.

He however expressed delight that no cases had been recorded in Livingstone in the last two weeks adding that this was due to the effectiveness of response management by health workers.

HE Lusaka High Court has sentenced a 51-year-old man of Kabangwe area in Lusaka to seven years imprisonment with hard labour for killing his wife.

They had been married for 21 years.

Mr Justice Timothy Kantanekwa convicted Jeremiah Nyirenda after he pleaded guilty to manslaughter.

WIFE KILLER GETS SEVEN YEARS Facts of the offence read by state advocate Mukuma Chipawa are that on June 14, this year, around 07:30 hours, Nyirenda was at his house in Kabangwe area with his wife Valinase Tembo (deceased) and other members of the family preparing to go to church.

At the time, his wife had

put pots of water on two braziers to use for bathing.

The woman got the first pot of water and took it to the bathroom and Nyirenda collected the other pot of water heading for the bathroom.

In the process, Nyirenda and his wife picked a quarrel over the water This angered Nyirenda

and without a word turned and poured the hot water on his wife, who was rushed to Matero Level One hospital where she was treated for severe burns.

She was discharged on June 17 and continued treating her wounds from home until June 28, this year when she died.

The postmortem indicated that she died from third degree burns.

In mitigation, by Legal Aid counsel Dr O.Kaba, Nyirenda asked the court for leniency as he was the sole provider of the three children aged nine, 13 and 16.

He said he loved his wife and their 21 years of mar-

riage was a happy and incident free and that he deeply regretted the act of gender-vased violence.

Mr Justice Kantanekwa slapped a seven year sentence saying most GBV cases were due to failure to manage emotions which has a severe effect on the children who are neutral.

350 positive truck drivers treated in Kazungula

THE New Kazungula District Hospital has hosted over 350 truck drivers who were Covid-19 positive since the disease broke out.

Kazungula District Health Director, Chimuka Haankombo, said that currently, the institution was being used as an isolation centre for Covid-19.

Dr Haankombo said that since the outbreak of covid-19, the facility had looked after over 350 truck drivers who were Covid positive drivers and not necessarily patients.

He disclosed that in the last two days, the border has not recorded any positive case.

Dr Haankombo was speaking when Health Minister, Chitalu Chilufya, toured the new hospital which is yet to be commissioned.

"This facility has a bed capacity of more 150 bed space but currently, we are only using part of it," he said.

Meanwhile, District Commissioner Mutinta Musokotwane, said the area has no challenges in terms of supplies of antiretroviral drugs (ARVs).

Ms Musokotwane said that the district was operating well in providing health care to the people in the district.

She said the district has a good number of health centres and health posts where people are getting health services.

Ms Musokotwane said she had employed a multi-sectoral approach in the fight against covid-19 And Dr Chilufya said that Kazungula Border was a critical crossing point and part of Government's port of health services.

Dr Chilufya said that President Edgar Lungu places public health as a high priority and that health security demands that port health services are strengthened.

The minister urged health personnel at Kazungula to be alert now that the neighbouring countries have begun to reopen their borders.

He said the country will begin to see more traffic and so, health personnel need to deal with the situation.

SUBJECT: ENGLISH LANGUAGE Introduction In a sentence like this: The upper branches of the tree tossed violently in the high wind. certain words are more essential than others. The complete subject is The upper branches of the tree; but the main word is branches.

This is called the simple subject. The complete predicate is tossed violently in the high wind; but the main word is tossed. This is called the verb, or simple predicate.

Reduced to its essentials the sentence becomes: branches tossed You might call this the framework of the sentence.

Similarly, in every sentence, the main parts of the complete subject and predicate are the simple subject and the verb. From here on, when this book refers to subject and verb, the word subject means simple subject.

In order to analyze any sentence grammatically, you must be able to pick out the verb and the subject. As a rule, it is easier to find the verb first, since that is the operative word, the word that makes the statement or tells what happened. Then, by asking yourself who? or what? in front of the verb, you will find the subject.

Examples: (a) One of our planes crash-landed safely in a ravine.

(What happened? Something crash-landed.

That's the verb.

What crash-landed? The subject is one.) (b) In the doorway stood a tall gentleman with a hat.

(Somebody stood—that's the verb. Who stood? The subject is gentleman. The transposed order is no problem.) (c) Sechelani will be three in May. (Somebody will be. Who will be? The subject is Sechelani.)

Mali strongman frees political and military figures arrested during coup BAMAKO - A dozen political and military figures arrested during Mali’s coup have been released, including former Prime Minister Boubou Cisse, the transition authorities announced.

New army strongman Assimi Goita issued an official statement late on Wednesday saying “the political and military personalities arrested on August 18 have been set free.”

They would however “remain at the disposition of the courts if needed.”

Former National Assembly Speaker Moussa Timbine was among those released, as were eight generals.

The 15-nation group called for the civilian and military figures detained during the bloodless coup to be freed.

ECOWAS has also demanded the dissolution of the junta, which calls itself the National Council for the Salvation of the People.

Meanwhile, gunmen seized about 20 people in volatile central Mali, with nine remaining in detention Wednesday after their captors released the other hostages, local and security officials said.

The kidnapping occurred on Tuesday during a weekly market in the village of Farabougou, near the central Malian town of Niono, according to Boukary Coulibaly, the village chief.

Mali has been struggling to quell a jihadist insurgency which emerged in 2012 and has since spread into neighbouring Burkina Faso and Niger.

ONAKRY - The UN has warned that continued invoking of ethnic affiliations and hate speech in Guinea's election campaigns could lead to violence.

The UN rights boss Michelle Bachelet and acting Special Adviser on the Prevention of Genocide Pramila Patten have urged candidates to refrain from hate speech.

"There have been increasingly pervasive and divisive appeals to ethnic affiliations during the campaign, particularly references to the Malinké and Peuhl ethnicities," a joint statement read in part.

President Alpha Condé, who is seeking a controversial third term, is largely backed by Malinké people, while his main opponent, Cellou Dalein Diallo, is largely backed by Fulani people, although both insist that they are pluralists, AFP news agency reports.

Guinea is set to hold presidential elections on October 18. So far, at least 50 people have been killed during demonstrations against President Condé's third term bid, according to Amnesty International.

FAZ VP Mweemba given emotional send off

By SPORTS REPORTER FAZ vice president Rix Mweemba was yesterday given a passionate send off by the football fraternity at the Anglican Cathedral of the Holy Cross following his death on Tuesday at Coptic Hospital in Lusaka.

Mweemba, a FIFA instructor, accountant and a seasoned football administrator who worked with three different FAZ executives in different capacities such as FAZ treasurer and chairperson of the League Restructuring Working Group, was given a befitting send-off amidst an outpouring of grief at the Cathedral.

The funeral service was attended by Sports Minister Emmanuel Mulenga, Deputy Secretary to Cabinet Patrick Kangwa, National Sports Council of Zambia chairperson Patrick Mutimushi, FAZ president Andrew Kamanga, Chipolopolo technical bench led by Milutin “Micho” Sredojevic, Zambia Sports Fans Association patron Peter Makembo, football administrator Marsha Chilemena and other hundreds of mourners.

Kamanga said the FAZ executive committee was happy to have benefitted from Mweemba’s immense knowledge that he generously shared with the association.

Lakers to wear Bryant-designed jerseys for potential title clincher THE Los Angeles Lakers will switch to their “Black Mamba” jerseys in honor of the late Kobe Bryant when they seek a record-tying 17th NBA championship today.

The Lakers, who lead the Miami Heat 3-1 in the best-of-seven NBA Finals, are 4-0 this postseason when wearing the Bryant-designed alternate jerseys, which are black with gold trim and feature a subtle snakeskin pattern.

Bryant’s nickname was “Black Mamba.”

“It’s always special to represent someone that meant so much, not only to the game but also to the Lakers organisation for 20-plus years,” Lakers forward LeBron James said after his team wore the jerseys in Game Two of the NBA Finals.

The team will then face Guinea on January 23 followed by another clash with neighbours Namibia on January 27.
