PUBLIC NOTICE PUBLIC DISCLOSURE RADIO PROGRAMME FOR PROPOSED TD11 TAILINGS STORAGE FACILITY BUTTRESSING PROJECT AT MUFULIRA MINE IN MUFULIRA In normal social conditions, the aforementioned public disclosure of the project’s Environmental and Social Impact Assessment in respect of the buttressing project would have been carried out at a public meeting with the affected and interested parties.

However, these are not normal social conditions due to the COVID-19 pandemic. To comply with the Government’s directives and the Public Health Guidelines on social distancing and gatherings, it has therefore, been decided to carry out the public disclosure through a radio programme.

Background: Mopani Copper Mines PLC (MCM), a joint venture company comprising major shareholders Glencore, First Quantum Minerals Ltd and ZCCM Investment Holdings, own and operate mining and mineral processing operations in Mufulira and Kitwe on the Copperbelt in Zambia running the Mufulira and Nkana Mine Sites, respectively. The company’s success has resulted from its focused approach to operation facilities’ improvement and the mutually beneficial relationships enjoyed with its stakeholders.

MCM operates the TD11 Tailings Storage Facility at Mufulira Mine Site in Mufulira District. The tailings storage facility is located about 3.7 kilometres to the South-West of Mufulira Mine Main Plant and Works area.

The facility lies within the Mine Sur-

face Rights area of MCM Mufulira Mine and covers an area of approximately 480 hectares. It has confining walls built with earthfill and cycloned tailings material. The process waste from the Concentrator known as tailings (or slimes) are deposited into the facility, which has been in continuous operation since 1987.

The Project: MCM is proposing to reinforce (buttress) the walls of TD11 Tailings Storage Facility with graded waste rock and other selected earthfill material to implement the TD11 Tailings Storage Facility Buttressing Project. The reinforcement plan entails reinforcing the walls made of cyclone tailings by constructing an outer wall against the existing TD11 walls. This is to increase the factor of safety of the facility, thus further stabilising the retaining outer walls.

MCM commenced the Environmental and Social Impact Assessment (ESIA) Process for the proposed project as required under the Environmental Management Act No.12 of 2011 of the Laws of Zambia read together with the Environmental Impact Assessment Regulations, Statutory Instrument No. 28 of 1997. The company also held a Scoping meeting in August 2019 as the initial stage in public consultation on the project.

The buttressing extent will be wholly within Mopani surface rights. The construction materials will be sourced from within Mopani mining rights.

Public Disclosure Mechanism: Further to the Scoping meeting, and in compliance with environmental legislation stated above, MCM has prepared a Draft Environmental Impact Statement (EIS) for the proposed project and is now inviting Government Agencies, the Local Authority, Non-governmental Organisations, Community-Based Organisations, Interested and Affected Parties and the general public to participate in a phone-in radio programme for Public Disclosure of the Draft EIS for the proposed project.

The phone-in programme will be hosted by Mafken FM Radio on Tuesday, 2nd June 2020 from 10:00 hrs to 11:00 hrs and stakeholders are warmly invited to tune in to the Radio on 97.7 MHz and participate in the radio programme by phoning the Radio Station on 0762 541266 free of charge. ‘SELL MUKULA LOGS’

AFFICO should partner with local Mukula dealers to mop up and sell the already harvested Mukula logs lying hidden in many places across the country, says Zambia Jubilee Coalition (ZJC).

ZJC Muchinga Province coordinator Jerome Kasongo said there were a lot Mukula logs that were harvested before the ban, lying in Isoka, Chinsali and Nakonde.

Mr Kasongo said allowing dealers to sell the logs especially with the current state of economy due to Covid-19 will help the government and Mukula realise revenue.

Mr Kasongo said Government should give an amnesty to Mukula dealers to allow mop up and sale the already harvested Mukula.

"We are appealing to the government to give amnesty to

Mukula dealers to allow them sell the already cut logs before they go to waste," he said.

Mr Kasongo said Government should allow Mukula dealers to mop up the already cut logs in the bush and sell to Zaffico at a reasonable price so that they can return their investment.

Mr Kasongo said in as much as the ban on illegal cutting and sale of Mukula is welcome, it was important for Government to allow for sale of already cut logs.

He said allowing the sale of Mukula logs will bring revenue to Government through ZAFFICO if amnesty is granted to dealers, including those without licenses.

"We appeal for an amnesty to local dealers to partner with ZAFFICO at a reasonable price so that we recover our money, "Mr Kasongo said.

Mr Kasongo said some dealers duly acquired production

and conveyance licenses at huge cost but have not yet retained their investment.

Mr Kasongo said it is unfortunate that Mukula logs that are laying idle and just going to waste.

"Muchinga has a lot of Mukula logs that are just going to waste when they can be sold and help government raise some revenue,"Mr Kasongo said.

Mr Kasongo said government through ZAFFICO should a grace period to sell Mukula logs.

Mr Kasongo said the Mukula logs laying in the bush could contribute to the national treasury if government can give dealers a three months amnesty to dealers to sell the Mukula.

Mr Kasongo said government should also relook at the procedure of selling Mukula to Zaffico.

He said the current process was too tedious and maybe costly to both ZAFFICO and the dealer.

SECURE MAIZE

AMIDST the uncertainties associated with the novel coronavirus pandemic that has turned the world’s economy upside down, Zambians appear to have been assured that they would have enough maize for consumption.

And from the initial indications given, it is evident that Government has taken measures to ensure that the maize crop is secured, even taking note of smuggling that takes place.

Agriculture Minister Michael Katambo has reported that the country has recorded a bumper harvest of 3.4 million tonnes of maize.

While credit must go to farmers – commercial and small-scale – for the produce, Government must also be commended for creating an ideal environment that made the work of farmers easy.

Government ensured that agro inputs were distributed early under the Farmer Input Support Programme and that they reached the intended target.

Our concern now however is to impress upon Government to ensure that the harvest is properly secured considering the upheavals that the country has had to contend with.

Zambians should remember that the country not only experienced severe drought in some regions, but also experienced devastating flooding in other parts of the country.

And against this background, Government has had to intervene and send relief food to the affected areas.

Illegal smuggling has also taken a toll on the country’s maize stock.

But we are elated that Government is taking precautions to ensure that there is proper accountability for the bumper harvest.

Mr Katambo, speaking during the crop forecast survey for the 2019 and 2020 said the Ministry of Agriculture plans to buy 1, 000, 000 metric tonnes of maize for the Food Reserve Agency (FRA) in the cereal balance sheet this year.

Mr. Katambo said FRA’s target has been 500, 000 metric tonnes. He said that the surplus was expected to be more than 710, 000 metric tonnes.

Mr. Katambo said that despite factoring in the higher FRA maize purchase target of 1m metric tonnes, the country had still managed to record a maize surplus of over 210, 000 metric tonnes in 2020.

“What this now implies is that the country is food secure and will remain as such for the next year to come, provided smuggling is controlled.

“With a projected population of over 17 million people, the total maize required is 3, 356, 617 metric tonnes.”

Considering the lambasting that Government has received from certain quarters over its “poor” agricultural policies, Mr Katambo should be proud of this achievement.

If anything, the minister has conceded that the yield could even have been higher. According to Mr. Katambo although the national average yield rate for maize has increased to 2.07 metric tonnes per hectare from 1.29 metric tonnes per hectare last season, the yield per hectare is still very low, and can do better as a country.

Thus the ministry has its work cut out, to improve on this and ensure that farmers make the best of the nation’s resources.

Zambia, as Mr Katambo noted during the crop forecasting survey briefing, must be a net exporter of maize and other crops. Being a land-linked country, there is a ready market from all the eight neighbouring countries especially from the Congo DR. Open trade must be encouraged with the Congo DR as opposed to the present set up where the bulk of Zambia’s maize is transported across the porous border for smuggling is the biggest threat to ensuring food security in Zambia.

TRADE BOOMS AS ZAMBIA RECORDS SURPLUS

ZAMBIA has recorded a trade surplus of over K2.2 billion from K359.4 million recorded in March this year, representing a 521.0 percent increase.

Zambia Statistics Agency (ZSA) interim Statistician, Mulenga Musepa, said Zambia’s exports increased by 4.7 percent to K8.9 billion in April 2020 from K8.5 billion in March 2020.

Mr Musepa explained that

the trade surplus meant that the country exported more than it imported in nominal terms.

He said exports which mainly comprised of domestically produced goods increased by 4.7 percent from K8.5 billion in March 2020 to K8.9 billion in April.

“This increase was mainly on account of a 7.6 percent increase in export earnings from Intermediate goods.

“Exports mainly increased due to a 7.6 percent increase

in Intermediate goods exports earnings to K7. 718.7 million from K7. 175.7million in March 2020,” he said yesterday in Lusaka during a monthly bulletin update.

Mr Musepa explained that refined copper export earnings during April 2020 rose by 8.4 percent to K6.7 billion from K6.2 billion in March 2020.

He stressed that refined copper export volumes during April 2020 rose by 2.6 percent to 73,717.3 metric tonnes.

Support Bill 10, Lungu urges Chiefs

By SILUMESI MALUMO PRESIDENT Edgar Lungu has advised traditional leaders to support Bill 10 to address the mushrooming of traditional leaders.

The Head of State said the government had no powers whatsoever to handle matters of traditional leaders, therefore, if the Bill 10 succeeded then it would address such matters.

Mr Lungu said that it was prudent that the traditional leaders rally behind the legislation so that issues of chiefs can be resolved.

Meanwhile senior chief Sikufele said he was not opposition and he would remain resolute to working with the government of the day.

The traditional leader said people accusing him of being an opposition member were misplaced because he would stand firm to support the Patriotic Government.

Meanwhile the traditional leader appealed to President Lungu to ensure government quickens up the construction of staff houses in the newly created town called Manyinga in his chiefdom so that officers can stay in decent homes unlike it now.

And President Edgar Lungu has warned that Government will not shield any PF members who breaks the law from facing prosecution.

Addressing PF members in Chavuma, the President said law breakers were the ones who destroyed UNIP and MMD and that he was not going to allow the same fate to happen to the PF.

Covid-19 saves fishermen from Zim jail

By OLIVER SAMBOKO COVID-19 has saved nine Zambian fishermen from going to jail after one of them tested positive to the virus when they were arrested by Zimbabwean wildlife officers on the international waters of Lake Kariba.

According to Siavonga District Commissioner Lovemore Kanyama, the nine, all residents of Siavonga, were quickly deported back to Zambia immediately it was discovered that one of them had the virus.

The fishermen were arrested on Monday night for illegally straying and fishing on the

Zimbabwean side of the lake, the offence that could have seen them serving lengthy jail terms at Karoi maximum prison, some 100km from the border with Zambia.

And Mr Kanyama has disclosed that all the nine fishermen have been placed under quarantine at Lakeview Lodge until independent tests are carried out.

He pointed out that the Zimbabwean authorities decided to deport them rather than be given a custodial sentence after being suspected to have Covid-19.

Mr Kanyama also said two other fishermen who escaped the dragnet by swimming from the Zimbabwean side have also been traced and quarantined at the same lodge.

Captain Mukengami said that a sickness is a sickness regardless of what type and the person who is affected.

He told the Daily Nation in Livingstone yesterday that, UNIP was worried about the language Zambians had adopted of mocking the sick and belittling sicknesses.

“It is unchristian, uncalled for and unacceptable to mock someone who is unwell

or belittle any sickness because at one point or another all of us will get sick.

We need to love one another and pray for one another and not what is happening,” Capt Mukengami said.

Capt Mukengami said that UNIP was wishing those that were unwell a quick recovery without politicising their sicknesses.

“Our priority as UNIP in this era is to attract the new generation, the young women and men to join politics. We need to initiate them into the Mahatma Gandhi’s politics of nonviolence,” he said.

State produces over 200,000 face masks

GOVERNMENT has produced about 210, 200 face masks for school pupils in examination classes out of the total target of four million since production started on May 21, 2020.

The face masks are being produced at the Zambia China Mulungushi Textiles Joint Ventures and Mukobeko Maximum Correctional Facility in Central Province.

Provincial minister, Sydney Mushanga who checked on the production yesterday said the two facilities were equal to the task as seen from progress made so far.

Mr Mushanga said Mulungushi Textiles had so far produced 200, 000 faces masks out of the targeted 2.5 million with a target of about 6 000 per day.

Mukukobeko Maximum Correctional Facility has produced 10, 200 as of yesterday with a total target of one million face masks before schools open on June 1, 2020.

“From the tour to see how prepared we are, I can safely say we are ready, progress has been seen since the beginning of production,” said Mr Mushanga.

The minister said President Edgar Lungu and his administration has since the outbreak of the coronavirus been committed to preventing its spread as evidenced by the production of face masks for the school pupils.

And Zambia Correctional Service senior assistant commissioner who is acting director for correctional industries, Moses Chipokolo assured the minister that the service was equal to the task and would meet the 1million target. Commissioner Chipokolo said the inmates and other tailors trained from the community had been working throughout to meet the target.

KOPULANDE TICKS OFF HYPOCRITICAL UPND

T is hypocritical for the UPND to continue calling for a withdrawal of the Constitutional amendment Bill number 10 of 2019, says PF Chembe Member of Parliament Sebastian Kopulande.

Mr Kopulande said the calls for a complete withdrawal of Bill 10 were motivated by an insatiable political appetite at the expense of national development.

"For them if Bill 10 fails to

pass in Parliament they will be happy to have undermined and embarrassed Government," Mr Kopulande said.

Mr Kopulande said national development revolved around law reforms and, therefore, complete rejection of the bill 10 by the UPND would be an assault on national development.

He said the UPND had been rejecting Bill 10 without taking time to bring out their grievances.

"The country has to go on regardless of who wants to be

in power. There can only be one government at a time.

“Part of the development process of the country revolves around appropriate law reforms that will ensure there is efficiency as well as consistency in the delivery of governance," Mr Kopulande said.

He said it was unfortunate the UPND was bent on sabotaging Government to gain political mileage.

Mr Kopulande said it was important for the nation to put aside political interests and unite for the development of

the country.

"We cannot be in a campaign mode non-stop and therefore undermine every effort that the sitting Government is making to develop the country," Kopulande said.

Mr Kopulande said Bill 10 like any other law could not be passed until it was fully debated by parliament hence the need for UPND to take part.

"UPND MPs have an opportunity to move amendments on any clause or article they are uncomfortable with on the floor of the House," he said.

VICE PRESIDENT Inonge Wina has flagged off the countrywide distribution of food, face masks and sanitisers in readiness of opening schools on Monday.

Speaking during the event in Lusaka yesterday, Ms Wina said the socio economic impacts of the pandemic would linger with the nation for a long time to come hence people had to brace themselves and come to terms with the new normal.

She said to safeguard the future of children and the country through education, President Edgar Lungu had directed that all schools be opened for examination classes to continue learning.

Fr Muyela said the closure of schools had affected examination classes and this could translate into extra costs

ZAMBIA might have diamond deposits due to her proximity to Angola and Botswana, which produce the precious mineral, Ministry of Mines Permanent Secretary w Mulenga has said.

Mr Mulenga said Zambia was a neighbouring country to large producers of diamond such as South Africa, Angola and Botswana, an indication that the country could have the deposits of the mineral.

He said in an exclusive interview that Zambia was a near large producers of the mineral, hence the need to ensure that some areas were mapped to see if there was

some deposits.

Mr Mulenga noted that the country had numerous natural resources which had remained untapped and could turn out to be the game changer of the economy.

He said the country must focus on all the resources which were trading at a good price on the international market.

“We have gold now which we have focused on because its price is very attractive on the international market compared to that of copper which has been our major contributor to the national development.

“It is important that we also look at other mineral

‘ENLISTING LAZARD GREAT LEAP TOWARDS IMF BAILOUT’

NGAGING a French firm, Lazard Freres Gestion, to assist Zambia re-organise its debt portfolio is an aggressive step towards a bailout package from the International Monetary Fund (IMF).

The recent steps by Government signals intent to address debt sustainability as it seeks IMF assistance, let alone maturity of the US$750million draws near in 2022, says the Kwacha Arbitrageur Magazine.

Zambia is in the process of re-organising its external debt of US$11.23billion comprising US$3 billion of dollar bond

debt and about 60 percent being project finance debt with the Chinese in addition to other private creditors.

To successfully do so, Government has awarded Lazard Freres Gestion a US$5 million contract to assist in strengthening liability management of the debt portfolio.

Commenting on this, the Kwacha Arbitrageur magazine indicated that Zambia had for three years struggled to get a bailout package on account of debt sustainability.

Earlier in March, Zambia approached the IMF while expressing intention to reorganize its widening debt which sent its dollar bond spreads to over 5, 500 basis points

as yields climbed to 55 percent-66 percent due to asset sell off pressure causing panic as markets priced in default risk.

The Kwacha Arbitrageur magazine however said Zambia’s debt stock had hampered successful bailout talks because the country had taken to infrastructure spend as part of its Seventh National Development Plan.

“However rising debt both at domestic and external level coupled with energy bottlenecks as a consequence of drought effects, has dented its fiscal posture.

“With disease pandemic effects weighing the world, Zambia has not been spared

as its already elevated fiscal posture in balance sheet vulnerability has been amplified

by Covid-19 protocols such as the partial lockdown and muted business activity,” said the Kwacha Arbitrageur.

The Magazine said Zambia’s debt to Gross Domestic Product has widened to 91 percent at current exchange rate while a decline in copper prices would affect foreign exchange build up while partial lockdown effects bite revenue generation from airport taxes to customs duties.

Covid-19, the Kwacha Arbitrageur said, had triggered a reorganisation of resources to public health from other sectors of the economy.

THE instability of the Kwacha coupled with Covid-19 related disruptions have continued to drive Zambia’s inflation rate upwards, shooting to 16.6 percent this month from 15.7 percent recorded in April.

In January this year, inflation stood at 12.5 percent but moved further up in February to 13.9 per cent and 14.0 percent in March before getting to 15.7 percent in April.

Zambia Statistics Agency (ZSA) Interim Statistician, Mulenga Musepa, indicated that price increase in both food and non-food items had continued to push it on an upward trajectory.

“Food inflation increased to 17.5 percent from 17.0 percent. The increase in the annual food inflation was mainly attributed to increases in prices of food items such as fish, meats and oils and fats,” Mr Musepa said yesterday in Lusaka during a monthly bulletin update.

Mr Musepa explained that non-food inflation increased 15.5 percent from 14.2 percent.

VER the last four months (July to October 2019), the price of Zambia's staple food (maize and mealie meal) has been on an upward trend.

This is largely due to an open system allowing farmers to sell maize at market value. A healthy situation.

Government on the other hand has continued to procure agricultural produce from farmers as per tradition (at slightly lower prices) to beef up food security through the Food Reserve Agency.

This market value or cost reflective tag has led to an increase in mealie meal prices for the consumer. It's a bitter sweet tale of sorts in that the farmer is getting value with every drop of sweat and the consumer (mostly in urban areas has to forego certain

luxuries to meet the cost of nshima.) The PF government's open market policy has created a conducive environment for sector growth.

For decades Zambia has enjoyed government subsidies on food and essential services such as electricity.

With time, these subsidies have been reduced and in some cases withdrawn to ease the burden on the national treasury. The adjustment process is never seamless but is a necessary measure.

We need to ask ourselves; "Who feeds Zambia?"

"At what cost do they do it?"

"Do they make a profit out of it?" The answer to each of these three questions will in turn determine whether or not the current price of mealie meal is justified. Zambia is largely fed by subsistence farmers most of whom are in rural or outskirt areas of

the country. President Edgar Lungu and PF government has tossed the coin and it is still spinning. The farmer's side of the coin is finally facing upwards. The farmer has for the first time sold his maize at the market price.

This has put more money in his pocket. This has stirred a production movement and an increase in the number of persons putting hoe to ground. The right formula has been found and a balance struck. An increase in agricultural output will mean; *A reduction in prices of agro produce and increased exports. This in turn becomes a self-regulating or market driven sector of the economy. *An increase in industries manufacturing farming equipment, fertiliser and other inputs, *An increase in demand

The elected official should not feel lonely, the people and we the cadres are behind him and the President.

Only consume approved medicines - ZAMRA

NY newly discovered medical product can only be certified and approved for use in management of patients after satisfactory results based on the conduct of clinical trials and other required procedures, Zambia Medicines Regulatory Authority (ZAMRA) has said.

The organisation has thus appealed to the public to refrain from buying and consuming unauthorised medicines and allied substances as it can result into adverse effects.

We remain resolute in our dedication of protecting and promoting public and animal health by ensuring that only medicines and allied substances that met the required set standards of quality, safety and efficacy are placed on the Zambian Market.

ZAMRA senior public relations officer, Christabel Iliamupu, explained that clinical trials were aimed at establishing the safety, quality and efficacy of medicines and allied substances before approval for use in humans and animals.

Ms Iliamupu said clinical trials also facilitated decision-making on whether side effects of a new treatment were acceptable when weighed against the benefits offered by the new treatment.

“World over all newly discovered medicines are subjected to clinical trials, even the ‘herbal drink Covid-19 Organics’ that has been discovered in Madagascar and believed to cure Coronavirus is being subjected to clinical trials in countries that have since procured it before approval for use in management of patients,” Ms Iliamupu said.

Ms Iliamupu however stated that ZAMRA was not mandated to conduct clinical trials, but instead regulates and monitors the conduct of clinical trials.

FARMERS must not sell maize fields to exploitative traders because they may end up giving away the grain cheaply, Chongwe Member of Parliament Japhen Mwakalombe has warned.

He observed that selling maize fields was a threat to national and household food security and as such must be stopped.

Mr Mwakalombe said this when he addressed residents of Mulalika village in Lwimba ward where he handed over 180 bags of mealie meal to 90 households.

The mealie meal was in 12.5 kg packs.

He said that the practice would deprive the families of the hard earned produce.

Mr Mwakalombe observed that the practice was mostly done by men without the consent of their wives.

He advised the female residents to stand up and save the produce which was a result of their sweat.

Mr Mwakalombe, who is also Copperbelt Minister, warned that if the practice was left to continue, it would lead to food shortages in the area.

He said that the briefcase maize buyers were taking advantage of the people’s desperation and buying the maize at a very low price.

Mr Mwakalombe said that it was for this reason that farmers must wait for Government to set the floor price and sell the grain to the Food Reserve Agency (FRA).

He told the residents that Government was committed to ensuring that food security was enhanced through the Farmer Input Supply Programme and farmers should show appreciation by treasuring the produce.

He directed the Chongwe District Commissioner, Mr Robster Mwanza to verify the business licences of the buyers who had set up depots in the area.

‘Ignore leaders who preach hatred’

AMBIANS should not vote for people who promote hatred, fake news and insults because they will plunge the country into chaos if given a mandate to govern, says Change Life Zambia.

The orrganisation’s board chairperson, Mr John Kasongo said leaders who promote hatred were a danger to the country’s peace.

Mr Kasongo said most opposition leaders lacked leadership qualities hence they engaged in immoral actions.

He said in an interview yesterday, it was unfortunate that political leaders engaged in issues that were not even beneficial to the Zambians.

Hate speech has become a norm for the opposition which is uncalled for and there is need for change of mindset, Mr Kasongo said.

“It is high time people started to tame hate in their speeches and social media because it is not part of our DNA in Zambia. Those who sleep outside Zambia must stop the habit of importing hatred into our country. Indeed we need not be like Cain.

We urge Zambians to emulate President Edgar Lungu’s tolerance towards those who have hate, envy and appetite of insulting him to take a leaf of humbleness and do away with pride. Hate can affect the peace in Zambia.

“Let love begin with Zambia and Africa as a whole. Let us stand together against the enemy of peace and love in Zambia, Africa and world over. Now we know the truth and the truth shall set us free from Cain’s yoke.

Zambians must avoid to join files and ranks of Zambian Cains. Let us wake peace, eat peace, work peace and breathe peace,” Mr Kasongo said.

THE completion of Kazungula Bridge has been extended to the end of August this year, Ministry of Housing and Infrastructure Development Permanent Secretary Charles Mushota has said.

Mr Mushota said the multi-million project was initially supposed to be completed by the end of June but the contractor had asked for the extension.

He said in an interview however thst the consultant overseeing the project had not approved the extension.

“The consultant has advised that he is supposed to know the reason the contractor has requested for an extension before approving,” he said.

The Permanent Secretary said the consultant would then advice Government on whether to extend the completion period or not.

“The completion period of the Kazungula Bridge has been revised. What we projected was that this project must be completed

by June this year but the contractor is asking for the extension.

“So the consultant needs to analyse the reason the contractor has asked for the extension. So once this is done, then the consultant will let us know whether the extension can be approved or not,” Mr Mushota said.

He said it was obvious that the period of the project could be revised if there was some issues which needed to be addressed.

Mr Mushota said such could be done because of the unforeseen circumstances during the time the project was being done.

“The completion of the project cannot be on the precise period which was project because of some things which need to be attended to,” he said.

Meanwhile, a school has denied reports that it had asked final year students to report back next week with money for ginger and lemons to boost immunity against Covid-19.

St Mary's Mazinde school in Tanga district had been accused of asking parents to pay 750, 000 Tanzanian shillings ($324) to be used in buying the ginger and lemons.

The administration has however denied the reports, according to an announcement carried on local media.

Lstone vendors protest

SOME street vendors in Livingstone protested against the Livingstone City Council (LCC)’s decision to remove them from the Central Business District (CBD).

The street vendors staged a protest at the office of Mayor following the arrest of their colleagues for vending in undesignated areas.

According to the vendors, the local authority was “victimising” them, insisting that in other towns such as Choma, street vending was thriving.

The vendors who thronged in front of the office of the mayor’s parlour demanded that they be given an alternative trading areas to do business from.

Group representative Akafekwa Mundia told the Mayor Eugene Mapuwo that they should immediately be given alternative trading place.

“As we are talking to you right now, our colleagues are in custody but where are we heading, are we not Zambians ourselves.

“This is a difficult period, people have lost their jobs because of COVID-19 and they depend of small businesses they do on the streets,” said an emotional representative.

Mr Mundia accused the council of making the Government unpopular because of such decisions.

And the Mayor said tha street vendors should not be politicized as it had potential to backfire.

In his address, Mr Mapuwo told the vendors not to get on the main streets of the CBD while solutions to their challenges was being discussed.

The Mayor had initially wanted the Council Public Relations Manager Melvin Mukela to address the vendors.

Mr Mapuwo said that previously, the local authority had advised street vendors to trade along Kapondo and Senanga streets and also at the frontage of Hindu Hall.

“You’re aware that there are certain places you can trade from and certain places you can’t. We did agree a long time ago with yourselves that, in the main street from Mosi-oa-tunya up ZESCO, no one should trade there.

“The reason is very simple this is a tourist capital and it doesn’t show the cleanliness and smartness of the town.

That is why we said no one should be found on the main street,” he said.

THE United Party for National Development (UPND) has pledged to upgrade Mwinilunga Town Council into a city council when it forms government.

UPND vice chairperson for Local Government, Brian Ndumba, noted that Mwinilunga was endowed with a lot of natural resources including gold in Kansenseli area.

Mr Ndumba said the loyalties from the gold mine once fully operational could be enough to redesign the district and upgrade townships including some villages.

The talk in this country today is gold from Kasenseli, here in Mwinilunga. And where there is gold, there is life unlimited because money is plenty.

It was for this reason, he said, that UPND would quickly transform the district and upgrade to city status.

He said the upgrade of Mwinilunga to a city status hinged on infrastructure and population because of the mining activities at Kasenseli Mine.

Mr Ndumba was speaking in Mwinilunga when he addressed UPND councillors yesterday.

This is in his continued tour of North-Western Province ahead of the intraparty elections.

“The talk in this country today is gold from Kasenseli, here in Mwinilunga. And where there is gold, there is life unlimited because money is plenty.

“Do you think with UPND in power, Mwinilunga will remain a district council? No, we will open that gold mine, this (Mwinilunga) will be a city council because we know exactly what to do,” Mr Ndumba said.

He wondered why the Mwinilunga Kalumbila road was still in a deplorable state when the district was producing gold though not on a commercial scale.

OVER 500 flood victims in Kitwe that have been temporarily accommodated at Buchi Hotel for four months now, have complained that the conditions are getting unbearable and that they would rather go back to their previous locations.

The victims said that they were tired of waiting to be allocated alternative land as earlier promised by the local authority.

Most of the flood victims lost their items when their houses collapsed in Bulangililo, Mufuchani, Musonda, Mwaiseni and other townships during the last rainy season.

"We are now wondering if the promise of providing us with land and building material will come to pass because we cannot see anything moving as at now.

We feel things will continue being the same that is why we think going back to our homes will help," one of the victims Chila Mambwe said.

Mr Mambwe complained that families at the facility had not been living under proper conditions a situation he said was worrying.

Captured fugitive denies financing Rwanda’s genocide PARIS - The man accused of financing the Rwandan genocide has denied playing a role in the massacres.

“All of this is lies. I have not killed any Tutsis. I was working with them,” Félicien Kabuga told a French court during a bail hearing.

The 84-year-old businessman was arrested earlier this month in a suburb in Paris after 26 years on the run.

He is alleged to have backed and armed ethnic Hutu militias who slaughtered about 800, 000 people in 1994.

Kabuga also founded and funded the notorious Radio Télévision Libre des Mille Collines, a Rwandan broadcaster that actively encouraged people to search out and kill anyone who was from the Tutsi ethnic group.

In 1997 he was indicted

by The International

Criminal Tribunal for Rwanda on seven counts including with genocide and crimes against humanity.

His lawyers argue that Kabuga, who was detained in a dawn raid on May 16 in the suburb of Asnières-sur-Seine where he had been living under a false identity, should be tried in France instead of being transferred.

Kabuga’s denial in court, made in Kinyarwanda and translated by an interpreter, were his first public comments in more than a quarter of century.

Police say during this time he used 28 aliases to evade capture.

The court rejected a request to release Kabuga on the grounds of age and ill health as prosecutors said the octogenarian was a flight risk. It will rule on the extradition request on June. 3. – BBC.

Hong Kong security bill backed

EIJING - China’s parliament has backed a new security law for Hong Kong which would make it a crime to undermine Beijing’s authority in the territory.

The bill - which now passes to China’s senior leadership - has caused deep concern among those who say it could end Hong Kong’s unique status.

It could also see China installing its own security agencies in the region for the first time. The move has already sparked a new wave of anti-mainland protest.

Clashes broke out on Wednesday as Hong Kong’s parliament debated a different proposed law, which would make it a crime to disrespect the Chinese national anthem. Hundreds of people were arrested in protests over that and the security law.

At least two pro-democracy legislators were ejected from the council yesterday.

One lawmaker, Ted Hui, threw rotten plants on to the floor of the chamber, saying it symbolised the decay of Hong Kong’s political system.

“I want the speaker to feel what is meant by rotten,” he said.

The speaker deemed the package to be an “unknown dangerous object,” and called police and fire crews.

Full details about exactly what behaviour will be outlawed under the new law are not yet clear. It is due to be enacted before September.

general secretary Pritchard Ngoma said it was unfortunate that the girls who were eager to go through the qualifiers tournament would not have the opportunity to do so.

Ngoma said everyone is keeping their fingers crossed as they await the rankings.

The 2021 World Youth Cup is slated for June in Fiji with about 20 countries expected to compete.

On Wednesday, Sports Minister Emmanuel Mulenga announced the appointment of board chairperson Patrick Mutimushi and four others.

But associations in their submission said no one will file a nomination until the K1, 000 fee is removed.

“We are against the proposal for candidates to pay K1, 000 nomination fees. It’s against provisions of the Sports Council Act. The Sports Council Act does not talk about nomination fees.”

“NSCZ operate under an act of Parliament so any law that needs to be added to the act has to pass through Parliament for ratification. So we want the nomination fees removed because people are already committed through associations,” sports administrator Josab Changa explained.

When contacted for a comment, Mutimushi phone went unanswered.

The nomination period ends on June 2 while the elections for the vice-chairperson and the seven other board members will be held 11 days after.

Some stakeholders and sports federations have welcomed the re-appointment of Mutimushi as the NSCZ chairperson.

Some sports federations have however called on the new NSCZ board to share the resources and attention fairly to all associations.

Zambia Hockey Association General Secretary Thomas Mumba said the appointment of Mutimushi was welcome but called on the new board to treat all associations equally.

Meanwhile Mufulira Wanderers Chief Executive Officer, Chimwemwe Luzendu urged the association to give clubs a clear road map on how the league will be played as the association plans for the restart set for June 21.

Luzendu asked if the association would compensate clubs which are set to make more loses during home matches which are likely to be played behind closed doors.

“As clubs we require one full month to prepare for the restart of the league. A lot of things have to be put in place so we need ample time as clubs to organise ourselves,” Luzendu said.

Over two months have passed since the local league was suspended by the Football Association of Zambia over fears around the coronavirus pandemic.
