The K10 Billion Stimulus Package FREQUENTLY ASKED QUESTIONS The Zambian economy has been facing significant macroeconomic challenges as reflected in low growth, high fiscal deficits, rising inflation and debt service obligations as well as low international reserves. The outbreak of COVID-19 pandemic has worsened the situation as it is already having an adverse impact on the economy through the closure of businesses and restrictions on important trade routes as countries fight the spread of the pandemic.

Without compensating policy action, the decline in economic activity and the drop in incomes for businesses and households will also impact the financial sector through rising non-performing loans and this may compromise financial system stability.

The Bank of Zambia has therefore introduced a Targeted Medium- Term Refinancing Facility to enable Financial Service Providers (FSPs) to support businesses and households that are being impacted

by COVID-19.

and tenors of five (5) years for targeted sectors (agriculture, manufacturing, tourism and energy) and three (3) years for other sectors including households.

What is this facility?

The Targeted Medium-Term Refinancing Facility (TMTRF) is a facility which allows Financial Service Providers (FSPs) (commercial banks and non-bank financial institutions) under the supervision of the Bank, to access funds from the Bank of Zambia for on-lending to businesses and households.

The TMTRF will prioritize key sectors identified in the 7th National Development Plan, notably, agriculture, manufacturing, tourism and energy.

Sixty (60) percent of the funds will go to these sectors while forty (40) percent will be reserved for ALL other sectors and households.

2. Is the facility free?

The facility is not free. The Bank of Zambia (BoZ) is lending funds to Financial Service Providers (FSPs) who, when they borrow from BoZ, are obliged to on-lend to businesses and households.

How much money is available under the facility?

The facility has an initial amount of K10 billion

FSPs will access this facility from BoZ at 12.5%.

This interest rate is arrived at by taking the current Monetary Policy Rate (MPR) of 11.5% and adding 1 percentage point. Further, FSPs will have a oneyear grace period (moratorium) for both principal and interest payments on the facility. This facility became available for access by FSPs on April 15, 2020.

How can Businesses and Households access this facility?

Businesses and individuals can access the Facility through their FSPs. Businesses and households interested in accessing this facility must therefore do so through their FSPs.

Which Businesses and Households can access this facility?

Everyone is entitled to the fund on the facility through their respective FSP. However, priority is to support sectors that will propel economic recovery and stimulate private sector led growth. Sectors identified in the 7NDP as priority are agriculture, manufacturing, energy and tourism and these will receive 60% of the fund on the facility. The rest of the sectors shall access the remaining 40%.

Following the introduction of this facility, a number of questions have been asked seeking clarification on how this facility will be implemented.

Which FSPs are eligible to borrow from BoZ under this facility?

At what rate will the funds be available?

FSPs will determine the interest rates at which the funds will be on-lent to their clients. However, FSPs are obliged to pass on the benefits of lower interest rates, fixed interest rates and the possibility of a payment holiday to their clients.

BoZ will check on the benefits being passed on prior to the disbursement of funds.

Further, BoZ has provided additional incentives to FSPs which lend to their clients at no more than 5 percentage points above the cost of funds from BoZ. If FSPs borrow the funds at 12.5% from BoZ

Will BoZ fine a FSP that breaches the terms and conditions set out?

The Bank has put in place mechanisms to ensure adherence to the set terms and conditions.

Firstly, access to the funds on the Facility by any FSP is subject to the terms and conditions as provided for under section 2.4. All FSP are subject to regular reporting to the Bank and this is in addition to the Bank’s continuous surveillance through on-site and off-site inspections. Failure to report appropriately shall result in sanctions as guided under section 14 and the imposition of such sanctions is without prejudice to the Bank’s use of its regulatory powers as provided for in the Bank of Zambia Act and Banking and Financial Services Act.

How will BoZ ensure benefits on the facility trickle down to intended beneficiaries?

It is one of the requirements stipulated under the terms and conditions of the Facility that FSPs should demonstrate how the benefits obtained on the Facility are passed on to their clients.The Bank will regularly monitor performance and any FSPs that fail to comply will be subject to mandatory repayment as provided for under section 13. With regard to interest rates, the Bank has provided incentives for FSPs that offer lower interest rates to their clients.

10. Will SMEs be discriminated or prevented from accessing the facility?

There are FSPs that specifically service SMEs that are eligible to participate in the Facility. SMEs can therefore benefit from the facility particularly through the FSPs that already serve small and micro enterprises. However, because these funds are a loan, SMEs need to fulfil some minimum criteria required by FSPs.

HE Mine Workers Union of Zambia (MUZ) has complained to Government and asked for intervention in the termination of contracts for two contractors by Lubambe Copper Mines, resulting in more than 400 job losses.

MUZ complained yesterday that about 425 jobs have been lost following the decision

MUZ president Joseph Chewe said the mine had terminated one contractor with 100 workers because the contract had come to an end while the other contractor with 325 workers termination was

Mr Chewe said it was disheartening on how mining firms were terminating contracts thereby sending many workers in destitution.

He said in an interview yesterday, there was need for the Ministry of Mines and Mineral

Development to look into the matter so that the situation was stopped.

It is important that Government take keen interest in this matter so that all these happenings end, Mr Chewe said.

It disheartening, he said, that mining firms could just

wake up and terminate contracts without thinking of the plight of the workers.

Workers were being subjected to abject poverty due to the selfish decision being exhibited by the mines, Mr Chewe said.

He said the situation was a source of concern which must be resolved by Government

FEARING looming deregistration for failure to uphold intra-party democracy, the UPND has instructed its structures to hold elections at all levels.

The move has been seen as a reaction to an application to the Constitutional Court to deregister political parties which have never held elections as demanded by the constitution.

UPND Secretary-General Steven Katuka has applied to be joined to the case indicating that he was an interested party acting on behalf of the party.

The party has already appointed electoral commissioners to foresee the elections in all the 10 provinces.

According to a memo by the party’s national chairperson for election and campaigns, Gary Nkombo addressed to all provincial, district, constituency and ward chairpersons, elections are expected to be held between this month and end of June, 2020. n“As you are aware, the party is now in the process of holding elections at all levels starting with wards in line with party and Republican constitution,” read part of the memo which was also copied to UPND president Hakainde Hichilema, Mr Katuta and the national chairperson, Mutale Nalumango.

PF still pro-poor, says Mwanza

Featuring on a live programme on UNZA Radio, Mr Mwanza also said the announcement by the World Health Organisation (WHO) that Covid-19 is here to stay has vindicated President Edgar Lungu's decision not to lockdown the country.

He said there was need for all Zambians to embrace the new normal by changing their life styles.

Mr Mwanza said through pro-poor policies, the PF Government under President Lungu has transformed the education and health sectors by investing in the construction of hospitals and schools.

The PF, he said, was currently reviewing its 2016 manifesto and party constitution to bring it in tandem with the current political and social- economic situation in the country.

UNINSPIRING ACC IDEALLY, the Anti-Corruption Commission (ACC) should instill pride and confidence among the people, that it has what it takes to tackle corruption in all its forms.

But the ACC in its current form has failed to inspire confidence and only provides cannon fodder for the opposition as it belts out its corruption chorus in the government.

Allegations of corruption in whatever form is what provides the opposition figures access to the media – it is what attracts the public.

Sadly however, little attention is paid to the role of law enforcement agencies that Government has given the leeway to tackle all forms of corruption without interference.

The ACC has not been inspiring in its performance.

Neither has the Drug Enforcement Commission (DEC), nor the Zambia Police Service.

Their combined failure to tackle corruption with zeal is what has eroded the public’s confidence in these state organs.

For the Zambia Jubilee Coalition Secretary-General, Kwaela Mwanza, failure by the Anti-Corruption Commission to fight corruption is embarrassing to Government.

We cannot agree more.

For the truth of the matter is that when the ACC fails to carry out its mandated task of investigating a matter of public interest for reasons best known to itself, it is the government that shoulders blame.

Mr Mwanza said the inefficiency by the ACC to stamp out corruption was placing Government under unnecessary attacks from unscrupulous individuals who did not understand governance.

According to Mr Mwanza, the ACC has for example failed to fight corruption among traffic officers and public officials who were looting resources with impunity.

The corruption that has been exhibited by the Traffic Section of the Zambia Police Service is a classic example of how the ACC has failed to nip the practice in the bud – even with overwhelming evidence.

But of more worry to the public has been the failure by the ACC to pursue the case of the 48 housing units in Lusaka’s Chalala area whose ownership it failed to identify.

It even declared the case closed.

Yet, the Daily Nation as a newspaper was able to unearth all the pertinent details about who owned the property.

President Edgar Lungu was even forced to step in and ordered the ACC to get to the bottom of the housing scandal.

Ideally, the President is not even supposed to involve himself in the operations of the ACC. It has all the authority to institute investigations and not wait for instructions from anywhere. But this is not happening.

What the public demands is a proactive ACC that will not sit on cases and will be politically blind to those involved as its mission statement says.

This is the ACC’s Vision Statement: “A proactive, impartial and professional anti-corruption agency that promotes the attainment of a corruption free Zambia.”

And “To effectively and impartially prevent and combat corruption in order to promote integrity, transparency and accountability for the attainment of a corruption-free Zambia.”

What has been happening is scandalous to say the least. The few cases it has managed to take before the courts of law have ended up in acquittals due to botched or compromised investigations.

Serious allegations of corruption have not been followed up.

We have in the past questioned about the many times President Lungu complained about the inflated costs of road construction tenders yet we have not seen any action.

But the chorus has continued from the opposition that there is wanton corruption in the tendering process.

"We call for the ACC to investigate corruption in Government institutions, civil service, in public entities as well as in privately-owned corporate entities," Mr Mwanza said. But not all hope is lost. The ACC can still win back the public trust by changing for the better – becoming pro-active and not being selective in the manner it investigates cases.

"The traffic police officers are now engulfed in rampant corruption right on the nose of the ACC, if you go in Lusaka town where the ACC headquarters is located, corrupt cops are hovering around freely," Mr Mwanza said.

Mr Mwanza said it was unfortunate that the ACC has failed to provide information on 48 mysterious houses, leaving public to speculate about the owner.

"We have the issue of the 48 houses, nothing tangible has come out of their investigations," he said.

Mr Mwanza has called on the ACC to be proactive and investigate corruption in the civil service and private sector.

"We call for the ACC to investigate corruption in Government institutions, civil service, in public entities as well as in privately-owned corporate entities," Mr Mwanza said.

Mr Mwanza said there was need for the ACC to invest in whistle blowing and instill a sense of protection among whistle blowers.

He said the ACC should not be a breeding ground for speculations that painted some sections of political players as corrupt.

THE Ministry of Fisheries and Livestock has released US$10.3 million to Citizens Economic Empowement Commission ( CEEC) for aquaculture seed fund, Permanent Secretary Benson Mwenya has said.

And Dr Mwenya said the ministry has approved 736 aquaculture business loan applications valued at K118.3 from the Zambians from all the ten (10) provinces.

Dr Mwenya said has implored CEEC to start the disbursement of the funds without delay as the ministry is aggressively implementing strategies that are aimed at reducing the fish deficit which is estimated at 87,000 tonnes annually.

"The 736 projects are in addition to the twelve (12) fish hatcheries and nurseries in all the 10 provinces valued at K20.7 million that were approved in 2019 and are already receiving the

funds through CEEC," Dr Mwenya said.

Dr Mwenya said the initiative will create 4,366 sustainable jobs impacting further 21,830 individuals.

He said the Ministry projects an increase of aquaculture production in Zambia by 1,148 metric tons by December 2020, thereby, contributing to poverty reduction and food security by developing the aquaculture value chain.

Dr Mwenya said the objective of ZAEDP is to promote the aquaculture sub-sector as a viable and inclusive business opportunity through enhanced production and productivity in order to improve the livelihoods of beneficiaries along the aquaculture value chain.

Meanwhile, CEEC Director General Likando Mukumbuta said the commission will expedite the disbursement of funds to the beneficiaries.

‘Kambwili day-dreaming, PF getting stronger’

CHISHIMBA Kambwili is daydreaming to think that the Patriotic Front (PF) will crumble next year when the ruling party is becoming stronger every day, PF Secretary General Davies Mwila has said.

Mr Mwila said PF had continued growing in numbers owing to the good Leadership of President Edgar Lungu and its development agenda.

Mr Mwila said it was pure day dreaming for the NDC leader, Mr Kambwili to claim that PF was on the verge of crumbling.

"It is wishful thinking for Mr Kambwili to even think PF members will defect next year to join his NDC. PF has

continued to attract new members across the country and no one can join his party because it has no future," Mr Mwila said.

Mr Mwila said Mr Kambwili should instead concentrate on mobilising for his party ahead of next year's general elections as opposed to dreaming about PF. "How can he claim that members have lost confidence in the party when numbers are increasing every day?" he wondered.

Mr Mwila said someone can only claim that PF are losing when members resign like what was happening in the UPND. Mr Mwila said no genuine politician can join Kambwili's party because it has no polit-

ical future.

He has advised NDC members to stop wasting their time and join the ruling PF. He said the future is PF and no members are planning to defecting to the opposition.

And Mr Mwila has challenged Mr Kambwili to mention names of PF and government officials that are benefitting from North Western gold scandal.

Mr Mwila said culprits in the North Western gold scandals have been arrested and police have continued to investigate the matter.

"As far as the party is concerned there are no beneficiaries of Kasenseli gold scandal in PF and we challenge Kambwili to mention party or government officials that are

beneficiaries, "Mr Mwila said.

The Secretary general said no PF member is benefitting from gold scandals.

PND president Hakainde Hichilema's desperation to get to State House is motivated by selfish interests and so the electorate should not grant him that opportunity, says PF deputy national chairperson for mobilisation, Geoffrey Bwalya Mwamba.

not for sale, after all we all have money," Mr Mwamba said.

He said HH has no clue on how to lead the nation and that voting for him will be the worst mistake Zambians could ever make.

And Mr Mwamba has advised Mr Hichilema to leave politics and concentrate on business because his desires to become president of Zambia were just a pipe dream.

Mr Mwamba said the UPND leader needed to make a decision to return to business which he understood better.

Mr Mwamba said the people of Zambia were aware of the development President Edgar Lungu has delivered throughout the country.

He called on Zambians to give President Lungu massive support in the 2021 general elections.

Chinsali to test for Covid-19, as cases surge

By AARON CHIYANZO CHINSALI General Hospital will start testing for Covid-19 following a surge in cases in Nakonde as the United Church of Zambia handles over Mwenzo Girls Mission School to Government for use as an isolation centre.

Health Minister, Chitalu Chilufya said Zambia recorded 208 cases of Covid- 19 from the 903 tests which were conducted in the last 24 hours.

Dr Chilufya said 554 tests were from the routine screening where 12 positive cases were picked and that these

were truck drivers that entered Zambia through the Chirundu border.

He said 247 tests were for the mass screening and targeted testing in Nakonde where 196 tested positive and that these included truck drivers, community members, border staff and health workers.

Dr. Chilufya said during the Covid-19 update yesterday that the country now had a cumulative total of 654 cases with seven deaths and 134 recoveries.

He said the country had 523 cases that were active in various isolation centres.

Dr. Chilufya said all the

Covid-19 patients were stable except for one in Masaiti, who had hypertension.

He said currently 45 patients were admitted in Nakonde and 39 in Chinsali General Hospital while 84 were under quarantine in Nakonde.

Dr Chilufya said Chinsali Hospital would now start testing for Covid-19 as all the samples from Nakonde were being taken to Lusaka for testing.

He said the results for Nakonde were taking long to be announced because of the long process that was involved for the samples to reach

Lusaka.

Zambia Public Health Institute Director Victor Mukonka added that the expert gene laboratory machines have the capacity to process COVID-19 samples within 2 to 3 hours.

And Dr Chilufya also said Mwenzo Girls Mission School had been turned into an isolation centre.

Meanwhile, minister in the Vice President’s office, Olipah Phiri said more than 6,000 by 12 kilogramme bags of mealie meal have been dispatched to Nakonde for onward distribution to vulnerable groups in Nakonde.208

Company closed over ‘poor’ health standards

THE Ministry of Labour and Social Security has closed Kai Kai Hardware limited in Lusaka for two weeks for failure to meet health standards.

Labour Assistant Commissioner for Inspection Lumbili Sichone said the company did not meet health standards and would be closed until the situation was ratified.

Ms Sichone also ordered the company to pay all its employees the outstanding salaries and leave days in line with the provisions of Employment Code Act. She was speaking yesterday when she made an impromptu visit at the company to check on quality of standards. Ms Sichone said the employers could accommodate the employees but the premises must meet the health standards.

She said the company had been closed because this was not the first time the warning had been made.

Meanwhile police in Lusaka have arrested the company management and instituted investigations into the matter.

The draft also suggests a listing of 25% of the Company on the appropriate tier of the Lusaka Securities Exchange via a private placement to Zambians and institutional investors such as the National Pension Scheme Authority (NAPSA), the Public Service Pension Fund and some private pension funds as appropriate. This will inject the necessary equity capital into the Company.

‘Postponing 2021 elections will be constitutional crisis’

By AARON CHIYANZO POSTPONING the 2021 general elections will create a constitutional crisis that will have devastating consequences in the future, the Young African Leaders Initiative (YALI) has warned.

YALI president, Andrew Ntewewe said the election should be held as stipulated by the law amid the Covid-19 outbreak.

Mr Ntewewe said during a radio interview yesterday that a Government that would continue after 2021 without holding an election would not be respected and considered credible.

He said the decisions of such a Government would be considered null and void because Zambia operated on a democratically elected governance system.

This follows insinuations that the 2021 elections might be postponed to a later date due the covid-19 outbreak.

Mr Ntewewe said a Government that would assume power without being elected would be undermined by most citizenry. “The constitution gives every Government a five year mandate. So going beyond the 5 year term with holding an election would create a constitutional crisis. How will that Government make appoints, in whose mandate such Government can be executing their dues will be questionable,” he said.

Mr Ntewewe pointed out that even if the 2021 elections were postponed, it was not known when Covid-19 would end.

He questioned whether the nation would have to wait for 20 years if that was how long the pandemic would stay on.

Mr Ntewewe said an the nation reverts back to normal amid the Covid-19 outbreak, there was need to allow the Electoral Commission of Zambia (ECZ) to continue its earlier plans it prepares for the upcoming election.

‘Stop playing jokes about Covid-19’

people in his constituency and elsewhere not to be gullible but remain realistic because the disease was real and deadly.

Mr Ngulube, who is also the deputy parliamentary Chief Whip, said he was concerned that people in the district were not adhering to the mandatory face mask wearing.

Mr Ngulube said on Tuesday he distributed 1, 200 face masks to traders in the central business district and two hours later none of those who were given had them on.

He has since urged the Kabwe Municipal Council and other stakeholders to ensure that face masks wearing was enforced.

"Wearing of face masks is not there in Kabwe, I distributed 1,200 face masks around town centre but when I went back to check two hours later, none of them was wearing a mask," Mr Ngulube said.

HE Petroleum Tr a n s p o r t e r s Association (PTAZ) has directed tanker drivers to strictly adhere to preventive measures in various countries to curb the spread of COVID-19.

PTAZ spokesperson, Benson Tembo, said however that his organisation was impressed that the drivers adhering to health guidelines in various countries.

Mr Tembo said fuel transporters as essential workers had continued to operate so that the economic activities could not

be disrupted amidst Covid-19.

He said fuel transporters would continue operating within the guidelines provided

by Government to ensure that they delivered the commodity.

"As fuel transporters we have been very compliant with the

directives provided by health authorities in countries we are traversing, "Mr Tembo said.

Mr Tembo has advised tanker drivers to continue upholding professional conduct to avoid contracting covid-19.

He said fuel transporters

had provided the necessary Personal Protective Equipment (PPEs) to drivers.

And Mr Tembo has appealed to other cargo drivers to comply with directives by health authorities to avoid the spread of Covid-19.

PRESIDENT Edgar Lungu has directed Finance Minister, Bwalya Ng’andu to explain clearly to citizens on the processes of accessing the K10 billion economic stimulus package.

Information and Broadcasting Services Minister, Dora Siliya disclosed this during an interview on ZNBC Radio 2.

Ms. Siliya said Zambians needed to know the right institutions that would administer the K10bn stimulus package and the conditions attached to accessing the funds.

She said the President had tasked Dr Ng’andu to ensure that the public were provided

with the all the necessary information about the relief package.

“The President has directed Dr Ng’andu to explain clearly on the processes of accessing the K10bn economic stimulus package,” she said.

Meanwhile, Ms. Siliya, who is chief government spokesperson also called on Zambians to embrace patriotism amid the Covid-19 and stop making baseless allegations of corruption.

She said it was counterproductive and a drain on national resources to prosecute baseless corrupt cases in the courts of law.

Ms. Siliya also called on Zambians to be proactive and take personal responsibility to help combat the

spread of the Covid-19.

She said except for front line workers, the government could not afford to buy protective equipment for every Zambian.

Ms. Siliya called on parents not to let their children loose in public places as the Covid-19 pandemic persists.

THE reopening of the Victoria Falls heritage site to the public by President Edgar Lungu has brought a sigh of relief to the people of Southern Province, Patriotic Front chairperson Lawrence Evans has said.

FIRST and foremost I write to congratulate the new Patriotic Front leadership in Chingola led by Felix Mulenga, who was elected new district chairman in the just ended party elections.

Mr Mulenga is coming from a wealthy political background as a dedicated and loyal member who even amid non recognition, continued toeing the party lines in the background and have no doubt he will live to the people and the party’s expectations, not his own.

I therefore now write to appeal to him and the new team to put more energy in uniting the party leadership before settling to give light to the whole district on the way forward.

Going into the just ended district party elections, the district was more divided with fighting each other than advancing the party manifesto to the disappointment of the general membership.

N the first place, I would like to apologise to my readers for my absence last week. I suffered a writer’s block due to stress caused by many unforeseen circumstances. Many thanks to those who phoned to find out what was happening to me.

As we inch towards the election year 2021, political parties and other interested stakeholders are strategising to ensure they get their parties or their preferred candidates the victory at the close of voting day in that special August which only comes every five years.

The big worry that should bother every patriotic Zambian is the tribal accusations and counter accusations that seem to be trending as though this country has never been or is not One Zambia One Nation.

These tribal strategies are even made more dangerous by the mudslinging which is based on lies such as the recent allegations by one UPND cadre in a recorded message sent on social media.

Tribalism was the core message of this cadre’s message.

He goes on to say that 90 percent of the ministers and permanent secretaries were Bembas and they were all thieves who had done nothing to develop the Northern Province but were stealing money for their pockets and that they had invested in Lusaka and built New Kasama where they live in luxury instead of developing their province. Which political party leader lives in his province?

Mr Yaluma is accused of sending his children to schools in Europe and America as well as owning lodges and other businesses in Lusaka instead of creating employment for youths in his constituency. He is also accused of owning companies in Malaysia and Europe.

I made inquiries and the general comment or answer I got from many people I spoke to, is that politicians from the Northern Province are nationalists who believe in serving all the people of this country whenever they occupy government office.

They believe that this country is One Zambia One Nation and that development must be undertaken equitably throughout all the regions of the country. Therefore they aspire and strive to serve every Zambian regardless of their origin.

The cadre who made this video does not know the history of this country very well. During the Unip and MMD administrations, the Northern Province was left underdeveloped with very poor infrastructure. There was only the Great North Road which was a national road providing a gateway for Zambia’s imports and exports.

The Great North Road was tarred following the deaths of many drivers and loss of product as well as expensive bridgers. It was a perilous route called the “Hell Run” but patriotic Zambians took the risks to drive to Dar-es-Salaam to collect refined fuel products to keep the wheels of our industries running. A branch of the Great North Road was built from Mpika through Kasama and Mbala to Mpulungu Port. On this route, fuel used to move from Dar-es-Salaam by rail to Lake Tanganyika where it was then loaded on the SS Liyemba and transported to Mpulungu Port in Zambia.

It was then loaded on road tankers to Lusaka and Ndola. The road from Mpulungu to Mbala could easily be called the Hell Run branch. The terrain is hilly and many drivers died until after the Zambian government managed to tar the road.

The other major project through the Northern Province was the Tanzania Zambia Railway. This again was a project built out of necessity to service the country’s imports and exports. It was not built to open up or develop the Northern Province.

The Northern Province before 2011 was a backward place to which no investor wanted to go despite all the land and water and other abundant natural resources found in the area. Travel between towns in the province was another “Hell Run.” For example, it used to take between six to nine hours for journeys between Mporokoso and Luwingu to Kasama, today these journeys only take one hour and forty-five minutes. Buses depart

from Luwingu and Mporokoso in the morning and arrive in Lusaka the same day. Previously they used to take two days.

And thanks to the PF administration, the provincial centres of Luapula and Northern provinces are now linked by tarred road. So one can travel from Kasama to Mansa and vice versa within three hours. This journey used to take 16 hours and one had to replace the tires after a round trip.

Similarly, Mafinga in Muchinga Province has been connected by tarred road. This area was part of Northern Province and used to sound like it was in another country because it was only accessible during the dry season. The people of this area are very productive peasant farmers.

As regards the accusations concerning Mr Yaluma, the truth is that Mr Yaluma does not have any school going children in Zambia or anywhere else in the world.

Mr Yaluma was my senior by one year at school. He left Mungwi Secondary School in 1971 and all his children are adults and where educated in South Africa at the time he worked for Eskom in that country. The allegation that he has lodges in Lusaka is also not true. At any rate, it is not the responsibility of a Member of Parliament to employ all the people in his constituency. The role of an MP is to create an environment for investors to open businesses in the country so as to create employment; and this is what Mr Yaluma and his fellow MPs from Northern Province have done very well since 2011.

We all know which politician retreated to his tribal enclave during the struggle for independence, we all know the results of the first one man one vote election in this country. One region voted against independence purely on tribal grounds.

But this is history we should bury and talk about things that can open up people’s thinking for positive living. We are One Zambia One Nation and we should choose our leaders on “Merit,” not on tribal or family affiliations.

COVID-19 MAY NEVER GO AWAY, WARNS WHO GENEVA - The coronavirus “may never go away”, the World Health Organisation (WHO) has warned.

Speaking at a briefing on Wednesday, WHO emergencies director Dr Mike Ryan warned against trying to predict when the virus would disappear.

He added that even if a vaccine is found, controlling the virus will require a “massive effort.”

Almost 300, 000 people worldwide are reported to have died with coronavirus, and more than 4.3m cases recorded.

The UN meanwhile warned the pandemic

was causing widespread distress and mental ill health - particularly in countries where there’s a lack of investment in mental healthcare. The UN urged governments to make mental health considerations part of their overall response.

“It is important to put this on the table: this virus may become just another endemic virus in our communities, and this virus may never go away,” Dr Ryan told the virtual press conference from Geneva.

Dr Ryan then said he doesn’t believe “anyone can predict when this disease will disappear.”

WHO Director-General Tedros Adhanom Ghebreyesus stressed it was still possible to control the virus, with effort.

WHO epidemiologist Maria van Kerkhove also told the briefing: “We need to get into the mindset that it is going to take some time to come out of this pandemic.”

Their stark remarks come as several countries began to gradually ease lockdown measures, and leaders consider the issue of how and when to reopen their economies. Dr Tedros warned that there was no guaranteed way of easing restrictions without triggering a second wave of infections. – BBC.

RE-OPENING of learning institutions may lead to a rise in Covid-19 cases, says the Zambia Aged People’s Association (ZAPA).

ZAPA National Secretary, Cyprian Pombolokani, said children were more vulnerable and at higher risk of contracting the virus as they could not effectively observe social distancing.

In an interview in Ndola, Mr Pombolokani said children were vulnerable in the sense that they were likely to not follow the preventive measures.

He explained that many schools had over enrolled and would find it difficult to implement preventive measures such as social distancing.

Mr Pombolokani said schools boarding schools in particular, accommodated children from different towns, some of them Covid-19 hotspots.

Burundi expels WHO Covid-19 experts NAIROBI - Burundi has ordered the expulsion of the World Health Organisation’s (WHO) expert team coordinating the country’s response to the coronavirus pandemic, just days before a presidential election.

The foreign ministry, in a letter to WHO Africa headquarters and seen by AFP on Wednesday, said the UN agency’s representative in Burundi and his three colleagues “are declared persona non grata and as such, must leave the territory of Burundi” by today.

The directive, dated May 12, expels WHO’s top official in Burundi, Doctor Walter Kazadi Mulombo, the country’s coronavirus coordinator Dr Jean Pierre Mulunda Nkata, communicable diseases head Dr Ruhana Mirindi Bisimwa, and a laboratory expert in the testing for Covid-19, Professor Daniel Tarzy.

“It is the whole WHO team responsible for supporting Burundi in its response against Covid-19,” a Burundian official told AFP, speaking on condition of anonymity.

“They are expelled and the health minister has totally excluded WHO, accusing it of unacceptable interference in its management of the coronavirus.”

The letter does not provide a reason for the decision.

Diplomatic and administrative sources told AFP the foreign ministry aborted a similar attempt to expel the same four officials a month ago.

The announcement comes just days before Burundians go to the polls on May 20 to choose a new president, parliamentarians and local officials. – AFP.

Burkina prosecutor probes detainees’ deaths in cells Ouagadougou.

He said 25 people were arrested during the night of May 11 - 12 by Burkina Faso security and defence forces for suspected terrorism in a village in the Fada N’Gourma area.

“Unfortunately 12 of them died during the same night in cells where they were being held,” Kadeba said.

Burkina Faso has been battling armed Islamist insurgents, some with ties to al Qaeda and Islamic State, since 2017.

…as Ministry of Sports and FAZ iron out differences

By MICHAEL MIYOBA THE Ministry of Sport, Youth and Child Development and the Football Association of Zambia (FAZ) have agreed to work closely together in ensuring the development of football in Zambia.

The two parties agreed to forge a new chapter in their relationship after Tuesday’s closed door meeting in a statement issued by FAZ communications manager, Sydney Mungala and signed by FAZ general secretary Addrian Kashala and Ministry of Sports Permanent Secretary Joe Kapembwa, Kashala said the two parties identified miscommunication as the cause of their fall out which had resulted in the Sports Minister Emmanuel Mulenga refusing to deal with any football matters.

Kashala noted that FAZ president Andrew Kamanga reiterated during the meeting his executive committees’ commitment to ensuring that it works with Government for the development of football in the country.

FAZ also appealed to the government to expedite the conclusion of the Memorandum of Understanding with it on the upgrading of selected provincial sports centres.

Kashala indicated that time was running out and that if there was further delay Zambia risked not accessing Infrastructure Development Project funds from FIFA. He said the parties also

agreed that administrative matters which the ministry was handling would be expeditiously dealt with in the interest of the game.

Kashala said FAZ gave its account on the electoral process detailing some of the areas that had sparked a lot of controversy.

FAZ also outlined the Constitutional Amendments, Electoral Committee and Electoral College that were ratified by the FAZ Council.

FAZ also pledged to fully update the ministry through the National Sports Council of Zambia (NSCZ) about the electoral process.

On Tuesday, Minister of Sport, Youth and Child Development Emmanuel Mulenga called for a meeting with the FAZ president and his executive to urgently iron out outstanding issues.

The meeting chaired by the minister himself was attended by Kapembwa, Director of Sports John Zulu, Deputy Director of Sports, Cade Chikobo and acting NSCZ secretary Raphael Mulenga while, Kamanga headed the FAZ team.

Meanwhile, Kapembwa reaffirmed Governments’ commitment through the Ministry of Sports to continue providing policy and legal guidance in the administration of football.

Kapembwa also confirmed that NSCZ has been requested to lead the process of setting up a Sports Tribunal to avoid the financially stressful route of the International Court for Sports Arbitration.
