UNRAVEL MOPANI PUZZLE CAPTAINS of industry, citizens and other interest groups are keenly waiting to see how Mopani Copper Mine’s notice to suspend operations will pan out, bearing in mind that the 90-day period is coming to an end this month.

Yes, the mining firm gave a 90-day notice to place Mufulira and Nkana assets on care and maintenance, citing slowed down business in the wake of Covid-19 outbreak and plummeting copper prices among other reasons.

If this action is effected, thousands of workers will be thrown onto the streets, including employees from contracted companies while business for mine suppliers will collapse.

The entire economy will be affected.

Mining remains the mainstay of Zambia’s economy, accounting for over 70 percent of the country’s export earnings.

While Government has embarked on diversification of the economy to manufacturing, tourism, energy, construction and agriculture, mining still leads as the main export earner since independence.

Therefore, the mining sector needs much more nurturing on a win-win basis with investors so that it remain sustainable.

Recently, Government commissioned a high-level team in Kitwe to carry out a thorough assessment of operations at Mopani, but to-date the outcome of that assignment has not been announced.

The hype with which the high-level team was touted, simply fizzled out and now uncertainty has set in.

Further, Finance Minister Bwalya Ng’andu led a team which included his counterparts from Mines, Richard Musukwa, Labour and Social Security, Joyce Simukoko, host Japhen Mwakalombe to establish the exact cause of the problems at Mopani.

The country is yet to get the results of this important assignment undertaken by ministers.

Meanwhile, the clock is ticking away!

Trade unions in the mining sector and contractors have cried blue murder over the silence on Mopani, but to no avail.

The Glencore International-run firm has not indicated a reversal of its decision to place Mufulira and Nkana assets on care and maintenance, meaning the suspension will be effected.

In fact, Mopani has been running monthly contracts with some selected Zambian firm, a clear indication that operations at the giant mining house will not last long.

The first announcement to suspend operations at the two units was made in April, but after Government intervened over procedure, the mining firm backpedaled and tendered a fresh 90-day notice in May. This invariably means that the notice is expiring soon and Mopani may pack up and leave.

The prolonged impasse is not healthy for the mining and other industries as this could lead to speculations.

Therefore, Government should update interested parties and the country as a whole on the way forward regarding this giant investment.

Initially, reports emerged that, in fact, the malaise arose partly because Mopani had employed a contingent of expatriates, who were paid huge salaries when highly qualified Zambians could do a better job in those positions.

Also in the public domain were reports that the same expatriates, who had a dim idea of Zambia’s mining terrain, were recommending wrong and expensive operation systems and methods.

Additionally, the same expatriates preferred foreign contractors to do the jobs in the mines which locals could do at lower rates.

Government must shed more light and inform the nation on the status quo!

HE Covid-19 outbreak is negatively impacting the business volumes of mine suppliers and contractors whose operations are now threatened with closure, Association of Mine Suppliers and Contractors has disclosed.

Association president, Augustine Mubanga, told the

Daily Nation in Kitwe that business volumes had dropped as many mining firms began to reassess their operations in view of the virus.

Mr Mubanga said that there had been a drastic reduction in business and imports due to logistical restrictions.

"South Africa closed its ports, China as well, making it difficult to send some products. A few airlines have also increased their charges by three times, making it very difficult for our members to deliver their products," he said.

Mr Mubanga said, an unexpected amount had to be put

in place to help with the operations.

He appealed to members to remain resolute in the face of declining business as he was hopeful that the situation would improve.

Mr Mubanga said every business had its own ups and downs, but observed that the current Covid-19 outbreak had affected all sectors of the economy.

He further disclosed that mining firms were up to date with their payments, stating that they did not owe the association or their suppliers and contractors anything.

And President Lungu has described Mr Zulu as a man full of wisdom who accomplished his vision through hard work.

“We have every reason to give thanks to God Almighty for the life of Mr Grey Zulu.

Let us honour this man by working hard in various capacities and contributing to making Zambia a better place for all,” he said.

And Ms Mary Zulu, his widow, said her husband was a pillar of the family who was committed to his family, to God and to the country.

She said this in a tribute read for her by family member, Ms Edna Kamanga.

Mr Zulu died at his home in Lusaka on Sunday August 16, 2020 aged 96, after an illness.

He will be put to rest today in Chipata at Agripa Village in Chief Mafuta, Mugubudu area.

Attendance of Mr Zulu’s funeral was restricted to his close family members and senior government officials due to the escalating cases of Covid-19.

UPND wants bankruptcy order dismissed

By GRACE CHAILE-LESOETSA THE UPND has asked the Lusaka High Court to dismiss a case in which Prospect Tech Limited and a Lusaka businessman, Prince Siame, are demanding payment of a K520, 000 debt.

Siame and Prospect Tech Limited also want an order that UPND be declared bankrupt for failing to pay debts and that the party be dissolved and deregistered.

They sued UPND president Hakainde Hichilema, Steven Katuka in his capacity as UPND secretary-general, Ms Miriam Masando, organising committee chairperson for the card renewal and UPND registered trustee.

But according to an affidavit in support of summons to set aside originating summons for irregularity, Katuka said the documents filed by the plaintiffs were defective as they did not disclose any actionable cause against the

defendants.

“I am advised by my advocates and verily believe that pleadings in this matter are defective and must be struck off in so far as they seek to liquidate the UPND. “That I am further advised by my advocates and verily believe that the said writ of summons filed in this matter is irregular in material particulars as the 2nd plaintiff’s (Prospect Tech) full address has not been endorsed on the writ of summons in terms of the amended High Court rules,” he said.

Katuka said that no prejudice would be occasioned to the plaintiffs by order striking out originating process and equally the interest of justice shall be served.

The plaintiffs had stated in their statement of claim filed by their lawyer, Tutwa Ngulube, that the defendants represented by Masando on March 16, 2017, contracted them to print 200, 000 tickets

for the national card renewal exercise.

This was at the cost of K2 per ticket, thereby translating to K400, 000.

The plaintiffs stated that soon after the execution of the agreement, they printed 200, 000 tickets.

They added that the defendants also requested for 50, 000 more tickets on gratuitous terms known as “mbasela.”

Siame and Prospect Tech limited stated that the defendants pegged the tickets for sale at K1, 000, K50 and K30 respectively.

Last month, the plaintiffs asked the court to enter judgement in default of appearance and defence against Mr Hichilema and others.

This was on grounds that they issued and served process by way of writ of summons and statement of claim to the defendants but they failed to enter appearance and defence in the matter.

Apply for stimulus package, Siliya prods media MEDIA houses should take advantage of the stimulus packages to help their businesses transition the Covid-19 era, Information and Broadcasting Services Minister Dora Siliya has said.

Ms. Siliya said Government was aware that all businesses were suffering the adverse effects of Covid-19 and that media houses have not been spared.

She said media organisations should start thinking of themselves as business entities and come up with innovations on how to survive the decline of revenue incurred.

The minister said this when a delegation from Free Press Initiative Zambia called on her in Lusaka yesterday to present findings of a survey which was conducted on the impact of Covid-19 on media houses in the country.

And Free Press Initiative Zambia Founder Joan Chirwa said findings of the survey indicate that challenges faced by media houses are similar in both public and private institutions.

Ms. Chirwa explained that most media houses are facing revenue decline and that Government should consider suspending some taxes to help the media houses meet operational costs.

She said the newspaper industry has been the hardest hit with low sales.

ACC ABETTING CORRUPTION From Page 1 Dr Kalumba said both institutions know of junior officers in the Road Development Agency (RDA) and other procurement institutions, owning mansions and property beyond their means, but do not act, often due to tribal affiliation.

He complained that public perception is quickly mounting that the ACC has become unprofessional in the way they are discharging duties.

Both ACC and DEC have failed to stop dubious contract deals because of misdirecting their energy to chasing politicians who may not even be involved in corruption.

Dr Kalumba said instead of politicking, the institution should have been conducting due diligence on government contracts and prevent over pricing.

The former minister who also served at Home Affairs, said there was need for the ACC to be vigilant and ensure that government contracts and deals were above board.

Dr Kalumba who is also former Minister of Home Affairs said there were a lot of corruption especially in the way contracts were awarded which the Commission needed to concentrate on but were busy chasing politicians who were not even involved in corruption activities.

He said dubious deals such as over pricing of contracts

were supposed to be stopped by the Commission to stop people from ripping the nation of its resources.

He however complained that the institution seemed to be busy politicking instead of playing its rightful role in the governance system.

The former minister said such conduct was unprofessional and needed to be stopped for the best interest of the nation.

In an interview yesterday, he said the ACC needed to invest much in probing serious matters and not merely wanting to de-campaign politicians who were innocent.

“I expect and pray that the ACC prioritise important issues. It is just shocking that they are concentrating on politicians when they do not even have much information. “”They are busy following wrong trails, as a result they miss targeting those major areas of investigations.

“They waste a lot time on unnecessary issues which are not of interest of the nation I think they can do better in their duties because going by this they are being unprofessional.

Those are mandated to look into serious issues in order for them to give a service to the people,” he said.

The ACC needed to stop politicising issues for them to do things right, stating as long as they continue politicising they will continue to be unprofessional.

He testified that after closely examining the letters and the provided specimen, he came to the conclusion that signatures on the documents were forged. The forged documents bore the handwriting and signature of Mutale.

He said although the documents looked genuine, all the purported letters from State House he examined were not genuine but generated through simulation.

The matter has been adjourned to September 4, this year for continued trial.

A MAN identified as Abednigo Katuta of Lusaka was yesterday left howling in agony and pain after unknown people cut off his genitals.

The victim was brutally attacked at Lusaka's Misisi Fly over bridge along Kafue Road in the early hours of yesterday before being left for dead in a pool of blood.

People who found him lying in a pool of blood with missing genitals informed the police who took him to the University Teaching Hospital (UTH).

Confirming the incident, UTH public relations officer, Natalie Mashikolo said

the victim was currently admitted and nursing wounds.

"He is admitted in University Teaching Hospitals and nursing wounds that were inflicted on him after he had his testicles and penis chopped off by unknown people in the early hours of yesterday," Ms Mashikolo said.

She explained that the man was brought to UTH in a semi-conscious state by the police after being informed by the public that there was a man lying in a pool of blood under the flyover bridge.

Ms Mashikolo said the victim was attended to in the accident and emergency Unit. She however said he

BATOKA POWER PROJECT TO COMMENCE THIS YEAR

HE Batoka Gorge power plant which was proposed by Zambia and Zimbabwe is now expected to be constructed this year at a cost of US$4 billion.

According to information obtained, the power plant would have a capacity of 2,400 megawatts The project was approved by the two countries in 2012 and expected to create about 3, 000 job

opportunities during the peak of construction works.

Zambezi River Authority (ZRA) had been mandated by the two governments to facilitate the implementation of the project, which was approved in close consultations with Zesco and Zimbabwe Power Company (ZPC).

The project would provide 1, 200 megawatts power to the Zambian side and another 1, 200 megawatts to the Zimbabwean side.

Manager, John Kunda, said the feasibility study which started last year for the construction of the massive project had been completed.

Dr Kunda said the only process which had remained was to identify a developer to start the construction of the project.

He said in an interview yesterday once the developer was identified the project would commence this year.

“The feasibility study

was completed and they are now in the process of taking a developer, which I can say that a selection of the developer for the same.

“So feasibility was done so they are now at a procurement process. This project will have about 2,400 megawatts and it will cost about US$4 billion,” he said.

Mr Kunda said this was a massive project which would also contribute to improve power generation in the country.

Covid-19 impact deepens

…cases cross 10, 000 advanced phase

THE impact of Covid-19 on Zambia is deepening as the country crosses the 10, 000 threshold of cases recorded since March this year.

Government has observed with sadness that the pandemic had continued to spread countrywide with 63 districts having reported cases.

Health Minister, Chitalu Chilufya, said the pandemic had reached an advanced stage and called on all citizens to strictly adhere to the guidelines.

The minister was speaking during the latest update on the pandemic

in Lusaka yesterday.

"We are now beginning to feel the impact as the cases continue to increase countrywide. We need to work together as a country in fighting to reduce the infection rate," Dr Chilufya said.

He said 154 new cases were recorded from 1, 155 tests done in the last 24 hours, bringing the cumulative total of cases recorded to 10, 372.

Three facility deaths have been recorded with two Brought in Dead bringing the total number of deaths to 274.

A total of 114 people have been discharged bringing a total of recoveries to 9, 140.

COVID-19 DELAYS NORTH-WEST RAILWAY PROJECT

HE construction of North-western railway has been delayed because Chinese constructors awarded the contract are still stuck in their country, says Enoch Kavindele.

Mr Kavindele, the North-western Railway Company Chief Executive Officer, said te contractors could not travel in the wake of the Covid-19 outbreak.

He said the project which would cost US$1.1 billion was expected to commence in April this year but the Covid-19 had affected the progression.

The former Vice-President said in an interview yesterday that the company had raised all the resources.

“The contractors have been caught up with Covid-19, we should have been on the ground

by April but we have a drawback

because of this pandemic.

“All the financing is in place, the money has already been made available for this project which we want to embark on. We would have been somewhere, but have made progress in this massive project,” he said.

He said once the restrictions on movements were relaxed, the contractors would be in the country so that the long awaited project could commence.

Mr Kavindele explained that the project was expected to run for 36 months and would create about 8,000 jobs for the locals.

“As far as we are concerned, we have done everything to ensure that the construction commence,” he said.

Mr Kavindele said the project once completed, would resolve the transportation challenges faced by the mines in North-western Province.

Mr Banda said he was a successful citizen who runs a number of businesses and could therefore not sink so low to stage a robbery at the police station.

After surrendering himself to the police on Wednesday, Mr Banda was arrested and charged with aggravated assault but was released on bond after presenting two sureties.

Recently, police in Lusaka launched a man hunt for Mr Banda who was alleged to have staged a robbery at the police station.

SMEs, cooperatives get market tips sidelines of the ongoing third session of the GFSI training of trainers workshop on “Advanced HACCP Implementation” in Lusaka.

“The GFSI Global Markets Program is one of the key components under the Zambia Agribusiness and Trade Project (ZATP) which will benefit the SMEs if fully embraced.

“It is an initiative that seeks to promote a continuous improvement of food safety management systems to ensure confidence in the delivery of safe food to consumers around the world,” she said.

Ms Kancheya said the GFSI certification would be mainstreamed into the Certified Local Supplier Certification scheme that ZABS was currently providing for SMEs. SMEs, she said, would have to meet basic requirements such as general principles of food hygiene and good manufacturing practices, all of which are essential for a food safety system.

ZATP Senior Agribusiness Specialist, Wilfred Mufwambi, indicated that the Global Markets Programme was tailored for small businesses who faced challenges in achieving food safety certification.

By BUUMBA CHIMBULU 30 SMALL and Medium sized Enterprises (SMEs) and seven cooperatives will be trained and coached under the auspices of the Zambia Bureau of Standards (ZABS) as a way of assisting them to easily access the market.

This will be done under the Global Food Safety Initiative (GFSI) Programme.

SMEs and cooperatives would be identified under Market Connect and Productive Alliances programme and will undergo training, coaching and mentorship and eventually GFSI certification.

This is according to the ZABS Standards Development Manager, Belinda Kancheya.

Ms Kancheya said ZABS was committed to effectively support SMEs and cooperatives in the food and agribusiness sector by using opportunities provided in the GFSI Program.

ZABS, she said, was keen to support SMEs and cooperatives in the food and agribusiness sector to assist them produce quality products and services and ultimately attain market access.

By SIMON MUNTEMBA THE water reticulation problem that Lusaka Manda Hill Shopping Mall experienced last weekend leading to the shutdown of toilets has been rectified and running water restored.

And the Centre management said it was committed to ensuring safety for customers visiting and conducting business at the mall.

The mall was earlier this week temporarily closed down by Lusaka City Council for non-functional public toilets due to lack of running water. But in a statement issued to the Daily Nation by a management, Frazer Mulenga, soon after the shut down, centre management worked with speed to rectify the problem and restored water.

Mr Mulenga explained that the temporary water supply shut down that was necessitated by a burst pipe was resolved within

two hours on the same day.

“Center Management made the decision to temporarily shut down water to the mall in order to limit water wastage that was gashing out of a perforated main domestic water line,”Mr Mulenga said. He said the mall management regretted the incident, but assured that all safety precautions were adhered to during the temporal water shutdown.

Mr Mulenga reiterated Manda Hill’s continued commitment

to follow all health guidelines to ensure customers coming to the mall and those conducting business at the mall are always safe.

"The centre management complied with guidance from LCC health inspectors who were on site to inspect the repair works to temporarily close the mall until the repairs were fully done," Mr Mulengasaid.

The mall is fully functional, he said, open and ready to server our customers.

IMPORT TAXES TO GET ON WHATSAPP PAYMENT MODE

HE Zambia Revenue Authority (ZRA) will soon include import taxes on the recently launched Tax on WhatsApp Payments innovation to enhance the ease of making payments.

ZRA this week launched the Tax on WhatsApp Payments innovation to ease methods of tax payments.

Import taxes will be included on this platform, meaning that taxpayers will be able to pay for importation of goods such as motor vehicles using the WhatsApp platform.

This is according to ZRA Corporate Communications Manager, Topsy Sikalinda.

Mr Sikalinda said ZRA was keen to make tax payment in the country as comfortable, convenient and simple as possible by adopting all possible payment options available,

What ZRA has launched is an innovative method of paying for all domestic taxes through a social media platform called WhatsApp.

“Currently, taxpayers are using Airtel money, MTN Mobile, Zamtel Kwacha and other bank platforms to pay for taxes,” Mr Sikalinda said in a statement.

Mr Sikalinda said ZRA would continue to simplify the methods and processes of paying taxes for the benefit of taxpayers and to promote tax compliance.

He however noted with regret that some people on social media were misleading innocent citizens that ZRA

had launched a tax for using WhatsApp. “What ZRA has launched is an innovative method of paying for all domestic taxes through a social media platform called WhatsApp. “Therefore, WhatsApp is a latest online method of paying for domestic taxes in the country,” Mr Sikalinda explained.

He said ZRA wanted to ensure that taxpayers did not leave the comfort of their social media platform to go to

another platform to make a tax payment.

“We want to make tax payment in the country as comfortable, convenient and simple as possible by adopting all possible payment options available. There will now be no need for taxpayers to leave their comfort of WhatsApp to pay taxes,” he said.

Meanwhile, ZRA this week donated 1, 250 by 25kgs bags of mealie to the University Teaching Hospital, Levy Mwanawasa and Chainama Hospitals in an effort to ease the challenges faced by major hospitals in the country.

Mr Sikalinda said: “the donation is as a result of the enhanced anti-smuggling activities by the Authority in collaboration with other government security wings.

“The efforts resulted into the seizure of the mealie meal we are donating from various smugglers around the country.”

COMPANIES are struggling with statutory obligations that are attracting huge penalties despite improved liquidity and reduced interest rates, says Bridges Limited Managing consultant, Chibamba Kanyama.

Mr Kanyama indicated that a monetary policy approach was not enough to cure the current economic ills.

He was reacting to the announcement by the Bank of Zambia (BoZ) Governor, Denny Kalyalya, regarding the policy rate which was reduced to 8.0 percent, the lowest ever recorded in Zambia.

In a response to a press query, Mr Kanyama said: “beyond the Bank of Zambia, there is need for Government to assess why companies are in a stressed position.

“Even if we improve liquidity and reduce interest rates, these companies are using every ngwee to meet statutory obligations.”

Mr Kanyama attributed the current stagnation of the private sector growth to the fiscal side.

He said the reduction in the policy rate was a clear indication that BoZ wished to pass a through ball to the strike force, the private sector to score goals via improved liquidity, lower interest rate and higher consumption.

BoZ, he said, was also concerned with the low credit growth, meaning companies were not responding to the recent (May) drop to the monetary policy rate.

“In other words, against all other realities facing the economy such as high inflation and devaluing Kwacha, the Central Bank believes an expansionary approach to the economy will to some extent cure the other vulnerabilities posed by high inflation and unstable Kwacha,” Mr Kanyama said.

Mr Kanyama expressed concern that the insurance to inflation through the impact of the bumper harvest was extremely risky as inflation rate was stalling.

He explained that high inflation meant that long term, the improved liquidity situation reduced the actual buying power of the Kwacha.

“This is August and pretty soon we are going into another farming season when there is food scarcity in the market.

“The consumers that the bank is rightly concerned about may have better access to credit but the value of that money is diluted due to high inflation levels,” Mr Kanyama said.

He said: “not many Zambians are currently aware that the same money they earned last year is buying less commodities than they did at the same time last year.”

E finally recording and experiencing a rapid rise of unprecedented levels of Coronavirus cases that have continued to ravage globe. In an effort to combat Covid-19, a few organisations across the country have shuttered operations and require employees to work remotely.

Sadly though, the majority of organisations including a number of Government ministries and agencies have continued to work normally despite recording record cases of the virus including fatalities in some cases.

These organisations and the ones that haven’t been as quick to take action, face an uncertain financial future including facing the possibility that their employees will contract the coronavirus and hold them accountable for not putting proper protections in place. Most of them are now having to revisit their human resource manuals on how to place employee safety on the top agenda. Ultimately, a lot of leaders including policy makers are now reviewing strategies, policies, and procedures regarding the legal risks facing their organisations.

Can your employer be liable for negligence if you contracted Covid -19 in the workplace? countries, employers are guided by the Occupational Health and Safety Act No. 36 of 2010 which imposes on them the duty of care as far as is reasonably practicable, the health and safety of employees and others.

Under this Act, employees are protected to the extent that if an employee became infected at work, in some circumstances the employer may face penalties while in some cases, unprepared employers may be exposed to lawsuits related to workers’ compensation, invasion of privacy, discrimination, unfair labour practices and negligence.

The Act under its general duty clause, encourages em-

ployers to furnish to each of its employees, a place of employment that is free from recognized hazards that are causing or are likely to cause death or serious physical harm to its employees. While the Occupational Safety and Health Administration has not released specific standards covering Covid-19, most employers could face risks under this clause if they don’t take steps to protect their workplace and ensure it is not exposed to individuals who may have contracted the virus.

In most countries, despite the uncertainty and difficulty (especially in the scientific field) in identifying and fighting Covid-19 infection,

Governments have openly and expressly declared that Covid-19 infection in the workplace will be considered an ‘accident at work’ and not an ‘illness’, meaning that the employer would be considered responsible for it.

This distinction is very important but it does not strictly affect the compensation payment for the employee since the period of abstention from work caused by Covid-19 infection contracted during work time including any period of quarantine or home stay of a sick person during which he or she cannot work should be paid by the employer or Workers Compensation In-

surance Fund or any such Institution.

However, one of the critical points concerns the need to establish whether the infection occurred during work time. This situation is definitely not easy, considering the long incubation period for the virus and provides no certainty about the place and cause of the infection and whether it occurred during work time or during the employee’s private life.

The same applies as to whether an organization can be held liable if one of its employees infects others, this may also depend on whether that employee can prove the virus was contracted at work. Overall, It thus be-

comes the Doctor’s duty to verify that the Covid-19 infection actually took place in the workplace and moreover the law expressly provides that even though Covid-19 cases qualify as accidents at work, they will not be taken into account for purposes of determining variations in the average rate of the employer’s accident trend.

We at the Institute of Risk Management Zambia expects that more discrimination, retaliation or whistleblowing claims will result from the Covid-19 pandemic rather than the Occupational Safety and Health Act or the Workers’ Compensation claims. And with the complexity in proving these cases in courts of law, we also suspect that most cases will be resolved through Workers Compensation claims rather than lawsuits. Our hope is that Government will come up with detailed guidelines especially for those who are in the frontline against the fight of the virus. We shall continue as an Institute to lobby, advocate and support policies that will expand the health and life insurance, deliver protect equipment and guarantee sick leave and hazard pay for all frontline workers.

US-China tensions send gold back to $2, 000 mark LONDON - Gold climbed back above US$2, 000 an ounce as renewed tensions between the United States and China boosted demand for haven assets, and the dollar weakened.

The Trump administration announced further curbs on Huawei Technologies Co. aimed at cutting its access to commercially available chips.

The move is the latest tit-fortat in escalating tensions between Washington and Beijing over everything from the pandemic to China’s tight grip over Hong Kong. Equities drifted, while a dollar gauge slid to the lowest since 2018.

Gold has surged this year on rising haven demand and as investors bet central banks and governments will maintain support for economies hit by the coronavirus. Bullion hit an all-time high on August 7, before posting its first weekly drop in more than two months, buffeted by an uptick in real yields.

“We’re getting back in the saddle,” Stephen Innes, chief market strategist at AxiCorp Ltd., said in a note.

“After plunging 10 percent, washing out leveraged players and retail buyers who arrived late to the party, gold has made an enduring comeback.”

OPEC+ presses for compliance with oil cut

DUBAI/LONDON/MOSCOW - Global oil demand should recover to pre-pandemic levels as soon as the fourth quarter of 2020, the Saudi Energy minister said on Wednesday while urging OPEC members and allies to boost compliance with oil output cuts aimed at supporting prices.

The comments came as OPEC oil producers and allies such as Russia, a grouping dubbed OPEC+, began a meeting on Wednesday to review the compliance levels.

“Based on the average projections of various institutions, including OPEC, EIA and the IEA, it is estimated that the world will reach about 97 percent of prepandemic oil demand during the fourth quarter - which is a big recovery from the huge falls in April and May,” said

TOURISM BAILOUT …Covid-19 hit hotels to get US$300m bailout next month

AIROBI - The Tourism Finance Corporation (TFC) will disburse US$300 million stimulus package to the hardest Covid-19 hit hotels to boost the tourism and hospitality industry.

The sector has borne the brunt of the viral health pandemic since March 13 when the first case was reported, quickly followed by movement restrictions which starved hotels of customers.

Most establishments shut down and laid off hundreds of their employees in a bid to contain their expenses.

But after easing restriction in July, the government

is now banking on the US$300m package to help the sector’s recovery.

According to TFC Director Jonah Orumoi the package will be disbursed from early next month to hotels and lodges.

Speaking at Amboseli National Park when the corporation drummed up support for domestic and regional tourism over the weekend, Orumoi said the recipients will be charged a flat rate of five percent interest repayable in period of between five to 10 years.

“The government is committed to revive the hospitality industry. Most hotels have

since shut down and require a boost to turnaround. The industry must embrace restructuring and embrace domestic tourism,” said Arumoi who met different hospitality industry stakeholders during the tour.

He added that the corporation was working on a plan to extend the package to tourism related small business enterprises. Besides the funding he said stakeholders are also receiving free advisory on recovery from the corporation.

“To ensure sustainability of the tourism industry, various players must develop modern business models

that are flexible and cost cutting. The corporation is ready to partner and provide advisory services,” he added.

Within Amboseli wildlife circuit with more than 11 hotels and lodges only Oltukai Lodge is in operation after months of closure.

Dr Keziah Odemba, director, Ministry of Tourism who accompanied Arumoi said the government was eying sustainable tourism laying more emphasis to domestic tourism.

She said with the stimulus package, hotel will be able to offer discounts to their guests to entice more locals.

Zimdollar moves towards stability HARARE - The Zimbabwe dollar has effectively reached a stable exchange rate with Tuesday’s auction showing a slight movement of 0.43 percent or just under 36 cents, as the price of the US dollar moved to $82.9184 from last week’s $82.5608 with the bid range narrowing further to a minimum of $80 and a top bid of $88.38 in the main auction.

Bidders in the SME auction were more optimistic about stability, bidding between $78 and $85.

The bid range in the main auction was the narrowest in the eight auctions since the system was introduced by the Reserve Bank of Zimbabwe towards the end of June, and the same was seen in the third

SME auction since that came on line a fortnight ago.

All valid bids in both auctions managed, for the second week running to buy all the US dollars they were seeking to pay their foreign bills, another sign that the market forces of supply and demand have managed to find a viable exchange rate in the process described as “price discovery.”

The high rate of success in recent auctions, with only those indulging in very low underbidding losing out, and the total success in the last two, is also helping to narrow bid ranges, with low bidders realising there are not many bargains and high bidders seeing that they can control costs by careful calculations.

SA businesses have negative view of trade conditions for rest of the year - index JOHANNESBURG - Trade conditions in South Africa were “distorted” as the nationwide lockdown dragged on from late March, the latest Trade Activity Index (TAI) by the SA Chamber of Commerce and Industry has shown.

new orders, supplier deliveries, inventory levels and employment.

In addition to deepened recessionary economic conditions, there seems to have been a “selected restrictive approach towards certain types of trade”, especially during the initial hard lockdown period, said the chamber. This

Explore investment opportunities in rural areas Dear Editor, INVESTMENT is another way of generating income besides someone being in gainful employment. Both people and corporate entities can invest in various sectors of the economy such as agriculture, manufacturing, mining and tourism.

There is a widely held notion that investment opportunities are only prevalent in urban areas and individuals can only succeed in these areas. I wish to rebut this notion because investment and business opportunities are everywhere.

Zambia is known globally as one of the best investment destinations. This is because the country offers a conducive investment environment. This is applicable to both local and foreign investors.

The internal functioning of individual political parties is somewhat determined by external forces such as the domestic electoral system, political culture, and legal regulations and more so the system of the party itself.

Overall, however, it is internal processes that are the deciding factor in this process and when one person holds the party to ransom, it is easy to manipulate the system, such is the case of UPND and HH. Other factors that influence a political party from within include the personality of party leaders and staff, the ideological

foundations, party history, and internal political culture.

Political parties and candidates are key stakeholders in elections. They compete for public office, carry out election campaigns, and attempt through party issue-based electoral platforms to convince eligible voters to vote for them.

Ultimately, the possibilities for party-affiliated candidates to campaign, assume public office, or form a credible opposition depend on the legal, political, and cultural environment in the country, and on the administration and outcome of the elections.

But when a system is dependent on one individual for its existence and livelihood, it becomes a tool for manipulation and this is where we find UPND compromised.

As elections draw closer, every UPND party member must now bow down to the party president (The Alpha & the Omega) HH to seek adoption or re-adoption and not from the people in the constituencies or party structures. This is where huge amounts are to be paid for you to get adopted.

It is no wonder, UPND finds itself with the lon-

gest list of saving MPS who have been in parliament for more than 20 years and are now very impotent and cannot offer any meaningful solutions to the problems our country is facing, they are in parliament to feed their bellies and in essence, they are now actually part of the problem this country is facing.

What we need to understand and appreciate as citizens is that, parties and candidates are also actors that have the potential to be destructive.

Practices of vote-buying or illegal party finance, the prolif-

eration of defamation and hate speech in campaigns, voter intimidation by party workers, corruption in decision-making, and the systematic exclusion of certain sectors of the society constitute examples of where political parties threaten the functioning of democratic systems rather than support it.

of K750 fine welcome Dear Editor, THE suspension of the K750 fine for not wearing a mask in public

by Inspector General of Police Kakoma Kanganja is very much welcome and timely.

The fine in the first place was a very bad regulation regarding that we have entered a hot season and that the situation should have been observed before such a regulation is passed.

Secondly, the regulators should have thought outside the box to know that the regulation was not sustainable with the current economic situation caused by the pandemic and that the end result was that it was a recipe for corruption.

Who would resist receiving a K200 direct in his/her pocket right now?

In the few days in which it was enforced a lot of people were heard complaining how they paid so much without a receipt and one wonders who benefitted from it as the police officers were on the ground to implement it.

It is my appeal that Government should in future always endeavour to do a thorough introspection on the effects of some of the regulations they would want to enforce.

How surely should people just moving about be ambushed and fined that much when those gathering for political expediency are

All things being equal, there is an urgent need for the entrepreneurs and those contemplating to venture into business to explore investment opportunities in the rural areas of our country.

Once investment opportunities in rural areas are explored, the move will reduce rural-urban drift that is people moving from rural to urban areas in search of employment opportunities and other social amenities such as electricity among others. This is because jobs will be created and these areas will be fully developed. Investment in rural areas is not debatable. It is high time people considered exploring investment opportunities in these areas.

President Edgar Lungu is on record of encouraging people to invest in rural areas as well due to the potential which is there.

Ultimately, this will contribute to gross domestic product (GDP) and at the same time, it will lead to increased income of the potential investors.

Both the employed and unemployed individuals can invest in rural areas. This is inevitable in that people should have multiple sources of income (MSI). These can be derived from employment, investment like in shares and business to mention but a few.

Parents prodded GOVERNMENT has encouraged parents to ensure their children take advantage of the on-going mobile issuance of National Registration Card (NRC) being conducted in five provinces.

Home Affairs Permanent Secretary, Leah Mutale, said it was important that children obtained their national identity documents.

Dr Mutale said this in Kabompo when she addressed a group of residents that were lined-up to have their NRCs issued at INDECO and Kanaji Chilanda registration centres.

“It is your right to have your NRC, it is by law that you have it as the card identifies you as a Zambian. As a Zambian it will allow you to access certain privileges.

“So it is important that you encourage your children and everyone who is 16 years or over to come and obtain their NRC,” Dr Mutale said.

She said that the exercise was a Government programme which was a benefit to the citizens thus everybody who was eligible should be encouraged.

“The Government is working very hard to ensure all citizens who are eligible

obtain the NRCs as we are currently in five provinces conducting the same exercise,” Dr Mutale said.

At the same event, NorthWestern Province Permanent Secretary, Willies Manjimela, said the mobile registration exercise should not be politicized as it was a routine Government programme.

“This programme should not be politicized as it is Government routine work for all, let us just work as a team and support the officers issuing the NRCs,” Mr Manjimela said.

Kabompo District Commissioner, Patrick Kasoka, said that the mobile issuance of NRCs was on track with minor challenges.

“The exercise commenced on August 9, 2020 with minor challenges such as some traditional leaders who are not gazetted but requested to have their names on the national document,” he said.

Mr Kasoka said the exercise has captured 355 male and 400 female since August 9, this year.

He explained that the registration had been moved to densely populated areas such as such Kabulamema, Mumbezhi and Kabompo town.

“We have now moved some of our officers to densely populated areas and have also engaged the Zambia News and Information Services to help with publicity on the exercise,” Mr Kasoka said. - ZANIS

HIEFDOM bylaws have been formulated in Mwinilunga aimed at curbing violence against children following a stakeholders’ validation exercise held in the district.

Mwinilunga District Child Justice Forum (DCJF) successfully formulated the bylaws.

The by-laws have abolished construction of children’s houses detached from their parents’ houses, placed a charge on owners of public premises who will entertain children loitering at their premises after 19:00 hours.

According to the by-laws, all identified child marriages would be dissolved.

DCJF also validated a fine of three goats or cash equivalent for each person

Southern Province Permanent Secretary, Mwangala Liomba, said this is because those enlisted need to adequately prepare for the task.

Mr Liomba said the Province would conduct the mobile registration from September 1, to October 10, 2020.

This is contained in a circular addressed to all heads of Government departments in the province.

"Accordingly, officers from within the civil service have been identified and enlisted for this exercise. You are therefore requested to release all officers under your charge involved in this exercise of national interest," he said.

were crafted within the confines of the laws of the land and the good community practices already obtaining on the ground. “It is good that the by-laws are ready to be implemented and are supplementary to the community enforcement already being done in the chiefdoms,” he said.

Mr Mtonga further implored the local authority to support the by-laws at district level and urged them to incorporate them in the local authority’ by-laws. - ZANIS.

GOVERNMENT has put in place measures to cushion the effects of the Covid-19 in the tourism Sector, Tourism and Arts Minister Ronald Chitotela has said.

Mr Chitotela said the government had taken advantage of the relief United Nations Development Fund to ensure that the Zambian tourism sector could thrive amidst the Covid-19.

The minister was speaking during a meeting with tourism sector players in Livingstone on Wednesday.

Mr Chitotela said President Edgar Lungu has directed his ministry and Ministry of Finance to come up with programmes that would make the sector favourable and make the transformation agenda real.

"It can't be business as usual, we need to actualize the pronouncement imbedded in the United Nations development fund to stimulate the tourism sector. We need to turn it into reality.

"Therefore, his Excellency the President has directed my Ministry and Ministry of Finance to come up with tangible programmes that will make the tourism sector to favourable be able to make the transformation agenda

real," Mr Chitotela said.

The Minister assured the sector players that Government was doing everything possible to have the sector back on track.

"I want to assure you that; we have been sitting and concluded and very soon, some of the things are in the concept budget and in the next

presentation of the 2021 proposed budget, you will hear them," he said.

Government, he said, was aware of the effects the sector in Livingstone was experiencing due to the Covid19 outbreak. Mr Chitotela suggested to the tourism sector in the Tourist Capital to organize a pre-budget discuss with

Ministry of finance so that they could be given responses to queries the sector players.

Earlier, Livingstone Chamber of Commerce and Industry president Namakau Siyanga called on Government to find solutions that would address the effects the tourism industry in Livingstone was faced with.

KNOW THINE ENEMY: PART 1: SARSCOV2 “BELOVED, we are at war,” this is my song, this is my distress signal and it shall be until Covid-19 dies. One of General Sun Tzu first strategies in war is good planning which comes from knowing your enemy.

Colonel Archibald Gracie is quoted to have said “the sea was like glass, so smooth that stars were clearly reflected.

“Had he known, this exceptionally calm water was a sign of an ice pack, he probably would have informed Captain Smith, who would have ordered immediate change of course and the RMS Titanic would not have collided with the iceberg, eventually going down under that cold watery grave with 1, 500 souls on that fateful April 15, 1912.

Outside, he has stolen our way of life, stolen our freedom to breathe freely without masks, he has stolen our need for socialising, he has killed so many dreams by prematurely taking so many six-feet under, he has destroyed our economies , our transport, education, hospitality industries, etcetera threatening the greatest economic meltdown in history.

Our enemy is not Covid-19, our enemy is SARSCOV 2. The time we are busy politicising Covid-19, SARSCOV2 quietly slips in.

I usually tell people in simpler terms that Covid-19 is a condition brought about by the interaction between SARSCOV2 and one’s immune system which itself is dependent on one’s sex, whether male or female, age, unique genetic make-up which includes their blood groups etcetera.

So for us to be at least a bit equipped for this war, it is important that we try to know our enemy SARSCOV2

as much as possible, though whatever we know at the moment is like a scratch on the tip of an iceberg.

This part of the series is called “know thine enemy,” and it is a four-part series.

I will try to explain in a little bit of detail with a lot of examples and simplicity. Please take your paper and pen we do a bit of virology, am sorry I’m asking you to sacrifice a bit of your time just to read these articles and as for you TV show fans, don’t worry you will still catch up with the dramas in Big Brother and keeping up with the Kardashians, hopefully before SARSCOV2 catches up with you.

As explained in one of the earlier articles, SARSCOV2 stands Severe Acute Respiratory Syndrome Corona Virus 2. Virologists named it so as it resembles a similar corona virus SARS of 2003 by about 70 percent. SARSCOV 2 causes the disease Covid-19. It is a virus.

So what is a Virus?

A virus is a small collection of genetic code, either DNA (Deoxyribonucleic Acid) or RNA (RiboNucleic Acid), surrounded by a protein coat. A virus cannot replicate alone.

One can even argue that when outside a living cell, viruses are both inanimate and inert.

They must infect cells and use components of the host cell to make copies of themselves.

Often, they kill the host cell in the process, and cause damage to the host organism.

And viruses are easily the most abundant life form on earth, that is if we can even refer to them as alive. It’s mind-numbing to try and estimate how much of the planet is populated by viruses.

If you are a Mathematician like Wago try multiplying a billion by a billion, then multiply that by ten trillion, and that (10 to the 31st power) you may get close to the number.

Because viruses don’t have the same components as bacteria, they cannot be killed by antibiotics; only antiviral medications or vaccines can eliminate or reduce the severity of viral diseases, including AIDS, Covid-19, measles and smallpox.

SARSCOV2, THE GIANT AMONG VIRUSES

SARSCOV2 has dwarfed most of the other viruses because:*SARSCOV 2 is an RNA virus. Unlike DNA viruses RNA viruses mutate very often that

mosquito so you arm yourself with an insecticide-treated mosquito net, but the following day comes a lion, so you arm yourself with a gun.

Due to this rapid mutation it is even unclear if any vaccine will have a lasting effect.

Talking of Vaccines, Russia became the first country to have produced a vaccine against SARSCOV2.

The M protein has dominant cellular immunogenicity and elicits a strong humoral response which suggests it could serve as a potential target in vaccine design. *Nucleocapsid (N) Protein The primary function of the nucleocapsid (N) protein is to package the viral RNA genome within the viral envelope into a ribonucleoprotein (RNP) complex called the capsid.

Ribonucleocapsid packaging is a fundamental part of viral self-assembly and replication.. This will be discussed later.

Germany, France want more funding, power for WHO BERLIN/GENEVA - Germany and France want to give more money and power to the World Health Organisation after the Covid-19 pandemic underscored long-standing financial and legal weaknesses at the U.N. agency, an internal document seen by Reuters shows.

The proposed reforms could already be discussed at the WHO in mid-September, three officials familiar with the talks told Reuters, in a fast timeline that would confirm the two European powers’ growing concerns about the organisation, which they also see as excessively subject to external influences.

AVEMA president Abel Chikwa said that many customers refused to mask-up and also gave excuses that they had washed their hands a lot and could not see the reason they needed to continue.

Mr Chikwa was speaking

in an interview in Kitwe yesterday.

"We face the biggest challenge with those that run salons and especially the customers themselves. They spend so many hours in one place putting them at high risk of contracting and spreading the virus but they are the ones in the forefront refusing to adhere to the preventive measures," he said.

Mr Chikwa noted that the suspension of the K750 fine of people who were found not wearing masks would contribute to people going back to their normal careless way of living.

He said that despite having been into effect for only a

few days, people had started masking-up for fear of being punished.

He said it was unfortunate that people waited for police to punish them before they could start watching their own health.

"We have no problems with traders because we have clearly told them that we will shut the stand of whoever will be found conducting business without masking up or following any of the recommended health guidelines," he said.

Mr Chikwa however said that the association had continued to run sensitization programmes in all the markets in the city.

Chililabombwe women venture into vegetable business

By ROGERS KALERO WOMEN in Mathew Nkholoma ward in Chililabombwe have urged youths and fellow women to work with their political and other representatives to come up with income generation projects.

The 20 women have ventured into vegetable growing in G-area of Chililabombwe constituency and were planning to develop a big project and increase production.

According to the women, the produce could be supplied to the nearby Democratic Republic of Congo (DRC) and chain stores like Shoprite.

Ms Mercy Kapu, a member of the Mathew Nkholoma women group, said her team had been working with area Member of Parliamant (MP) Richard Musukwa.

She said Mr Musukwa was willing to support women and youth income generation projects which were sustainable.

"So if you have an MP like Mr Musukwa, you should take advantage of his good will to exploit various ways and means of income generation "We can't continue complaining about hunger and poverty, we need to apply ourselves and see how things will

move. No one will put food on our table if we wait for everyting to be done for us,'' Ms Kapu said.

And speaking when he visited the area, Mr Musukwa said he was impressed that the women had taken initiative to embark on vegetable growing as an income generating venture.

Mr Musukwa, who is also Mines Minietr, donated K50, 000 to the women group to buy pumps, wheel barrows and other requirements.

In an interview in Kitwe, Mr Chipili said because of technological advancement, there had been reduction in terms of formal employment because many companies were depending on technology and reducing manpower.

"Technology advancement has contributed to reduction of formal employment and so the only way to go is informal employment. So it is sad that because youths are desperate for jobs, some opposition politicians want to promise them formal employment which they will not create,” he said.

Mr Chipili said politicians must not mislead Zambians with sugar-coat-

ed campaign promises, but must be honest.

Politicians, he said, must tell youths and other Zambians that only hard work and discipline was the way to self-reliant and poverty alleviation.

Mr Chipili said Zambians especially the youths should prepare themselves for various leadership roles and develop a good work culture.

"Yes, we can blame government for one thing or the other, but to a larger extent, as Zambians, we are to blame for the poverty and hunger in various communities. We don't want to apply ourselves. We derive joy in handouts, but these handouts are not sustainable,'' he said He said politicians who were claiming to have solutions to the various problems and challenges the country was facing were merely telling lies to gain political mileage.

NATIONAL Olympic Committee of Zambia (NOCZ) president Alfred Foloko has advised athletes who qualified for the Tokyo Olympic Games to stay focused as they prepare from home for the games which have been pushed to next year because of the Covid-19 pandemic.

Foloko, who is nursing injuries from his home after he survived a road traffic accident last week in Mansa said there is need for athletes to follow health guidelines and continue training from home to protect themselves from the pandemic.

In an interview after he was visited by Zambia Sports Fans Association patron Peter Makembo at his house in Chelstone, Foloko said the leadership of the NOCZ technical committee is doing everything possible to ensure that athletes are camped at the right time.

"The pandemic has affected a lot of athletes but we have to encourage our athletes that the remaining period, we must give them impetus to work extra hard and ensure that they bring the much needed results the nation is looking for," Foloko said.

"We are only counting months before the games and I would like to urge the players to follow the technical guidance provided by our technical staff," he said.

Meanwhile Foloko, who is Zambia Judo Federation president has hailed the sports fraternity for the encouragements he received after the traffic accident which left him with a deep head cut and a broken hand.

And Makembo has urged Foloko to ensure that he recovers fully before returning to his sports administration duties.

Makembo has also wished vice president Inonge Wina who was critical to the Shepolopolo's qualification for the Olympic Games a quick recovery after she was diagnosed with Covid-19.

He added that there is need for athletes to remain disciplined as they prepare for the games in Japan noting that fans will always be there to support the athletes representing country at international championships.

Minnows want cut of FIFA Covid-19 cash

TEAMS in the lower leagues must also be considered for the FIFA Covid-19 relief fund earmarked for distribution to mitigate the impact of the pandemic, says Konkola Mine Police president Gideon Mwenya FAZ president Andrew Kamanga last week announced that Super Division clubs will get US$15, 000 (K278, 025) each while National Division One sides will receive US$7, 500 (K139, 012) each.

But Mwenya notes that lower teams in Division One provincial, two and Division three should also be considered as football development starts from those competitions and that they had also been affected by the Covid-19 pandemic .

And Mwenya says no one should take credit from the relief fund as it was coming from FIFA and had only asked the member states to distribute money.

He notes that the funds should never be used as a campaign tool during the FAZ elections as it was an entitlement for the affected teams.

“I appreciate the gesture to distribute money from FIFA but what are we saying to the lower teams in Division One provincial, Di-

vision two and all grassroots teams because football development starts from those levels. Are they also not affected by the coronavirus?” Mwenya said. Mwenya also questioned why the money was being distributed now when some countries are reported to have

received their share some months ago and had already distributed to their affiliates.
