NFORMATION has emerged that Covid-19 test results are being deliberately delayed by some unscrupulous health workers so that patients are enticed to pay for them.

The Medical for Quality Healthcare in Zambia (MQHZ) said a survey they recently carried on the delay in the release of Covid19 test results revealed that patients were being asked to pay bribes.

COMPLY OR ELSE THE enhanced approach towards Covid-19 prevention is an effective panacea given the reluctance by many people to follow rules and the resultant spike in the number of cases across the country.

While certain quarters may feel the involvement of law enforcement officers is high-handed, the strategy will surely bear positive results.

The laissez-faire approached has proved a risk affair as the Covid-19 cases spiralled in the last three weeks while at the same time compliance levels plummeted with many people disputing the existence of the pandemic.

Ignorance and defiance abound!

A story is told of a horde of youths in street corners mocking compliant citizens, who have masks on the faces.

The uncultured youths burst out in laughter and pass derogatory commentaries each time an elderly masked person walks past.

In other instances, some people have out rightly refused to mask up even on mini-buses where debate erupts spontaneously on whether the pandemic is real or not.

It is not strange nowadays in public buses for passengers to react angrily each time they are reminded to mask up by fellow passengers or indeed by a complainant bus crew.

In other cases bus conductors and their drivers are spotted with masks dangling from their chins in crowded Toyota Hiace mini-buses, putting everyone at risk.

The situation is the same in crowded markets, bus stations and other public places and sadly some people have been demanding to see patients to prove that indeed Covid-19 is real.

A mention of isolation centres does no resonate in their minds at all.

Therefore, Government’s bold decision to gazette regulations pertaining to Covid-19 enforcement will bring a paradigm shift in the manner defiant citizens will be handled.

Yes, human nature is such that any change in the pattern of life, will meet resistance and in this case defiance can only be effectively handled through unleashing law enforcement officers to monitor the public.

The sight of police officers and ensuing arrests will send a clear message that indeed it is time to change the mind-set.

People ought to follow the rules, mask up, observe social distancing, wash hands regularly or sanitise and maintain high levels of hygiene all the time.

It is as simple as that!

Hand-shakes are banned for now while bars and night clubs must remain closed, not as punishment but as a genuine measure to prevent the spread of the virus and save lives.

Citizens who are still in denial will face the law.

Yes, penalties including fines and jail terms will be imposed on citizens found guilty of abrogating the statutes relating to Covid-19 prevention.

With escalating number of deaths, Government has been left with no option but to impose more stringent measures that will make citizens realise the seriousness of the pandemic.

It is prudent for all citizens to join hands in bringing down this pandemic, which has brought about a complete change in the manner certain issues are being done.

It was unimaginable in the past to ever think that Church gatherings, weddings, funerals would be banned or restricted to limited attendees.

Who ever imagined that accessing a retail outlet or bank premises would require a temperature check!

Therefore, all citizens must comply.

OLITICIANS must be patriotic and should not misinform people for political expediency. The Bank of Zambia cannot risk the country's economy by printing money, former Minister of Finance Katele Kalumba has said.

Dr Kalumba said the central bank cannot engage in any activities that can danger the economic situation of the country.

He was reacting to statement by Dr Situmbeko Musokotwane, a former minister of finance when featured on Millenium Radio yesterday and claimed that the BoZ was printing to loan out Government, Dr Kalumba said in an interview yesterday, the institution could not take a risky path knowing very well the effects of inflation.

The former minister said Dr Musokotwane was a seasoned economist and he knew how the economy works and he should be able to give the nation correct information.

Musokotwane to fall in a trap of politicians who were in the habit of misleading the nation.

“Let’s not disinform the nation for political convenience, Dr Musokotwane knows well, what the Bank of Zambia can do and what it cannot.

“I urge him to speak for Zambia and work for Zambia instead of trying to mislead the people out there. This country is ours and let’s do what is correct which can benefit the country,” Dr Kalumba said.

He said politicians must always be eager to do things in the interest of the people.

Think-tank bashes Food Reserve Bill 2020

THE Food Reserve Bill 2020 risks creating inefficiencies and a platform for rent-seeking behaviour by well-connected largescale producers and political actors at Food Reserve Agency (FRA) if care is not taken.

This is because the proposed bill does not address the historical inefficiencies of the FRA in its current form and this calls for serious consideration on its implications, says Centre for Trade Policy and Development (CTPD) Senior Researcher Trade and Development, Simon Manda.

Dr Manda said in a statement yesterday that the Food Reserve Bill 2020 did little to address historical controversies associated with FRA such as increased presence in the commodity.

He warned that the bill

risked creating a FRA full of contradictions, inefficiencies and a platform for rent-seeking behaviour by well-connected large-scale producers and political actors.

“We think, this is completely misleading and contradictory as it can only create a fittingly relevant platform for inefficiencies and scope for corruption,” Dr Manda said.

He stressed that the Food Reserve Bill 2020 in its current form extended the existence of the FRA by redefining and extending its functions.

Dr Manda explained that it also allowed the FRA to integrate social functions of maintaining strategic grains as well as commercial functions of grain marketing driven by profitability potential.

According to the bill, FRA is allowed to market and trade designated agricultural

commodity and buy on one hand and also allows the organisation to import, sell, trade or export a designated agricultural commodity on the other.

The bill also states that a trader or processor shall, prior to selling a designated agricultural commodity to the agency, declare to the FRA or otherwise commits an offence.

But Dr Manda said: “As CTPD, we find these provisions in the bill not progressive and we also think that the role of the private sector actors in agriculture marketing is not clear.

“CTPD thinks that extending the mandate of FRA beyond the social role of maintaining strategic grain reserves can cause disruptions and unpredictability in commodity markets, which can have implications on growth of the sector and private sector participation.”

$5.2m Tazama pumping unit launched GOVERNMENT has commissioned US$5.2 million pumping unit on the Tazama oil pipe line.

Tazama Pipelines Limited spent US$37 million to replace old pumps at seven stations along the on pipeline, which runs from Dares-Salaam to Ndola.

Energy minister, Matthew Nkhuwa, and his Finance counterpart, Bwalya Ng’andu, commissioned the last new unit, installed at Kalonje in Lavushi-Manda district.

Speaking after commissioning the pumping station, Mr Nkhuwa said the Kalonje pumping facility was an economic infrastructure, which Government could not afford to neglect.

He said that was why he invited Dr Ng’andu to appreciate how the US$25 million loan his ministry gave Tazama had been utilised.

Mr Nkhuwa said Tazama Pipelines Limited had been operating on second hand engines since it was commissioned in 1968.

And Dr Ng’andu said he was impressed with the investment that Tazama had put in place. He said that while the amount of money that had gone towards replacement of pump engines was huge, the development was a good example of using resources prudently.

At the same function, Tazama Pipelines Limited director operations and engineering, Deodatus Zegge,

said the status of the engines had deteriorated thereby becoming a cost to repair.

Mr Zegge said the replacement of the main engines would now improve operational performance, reduce on costs of repair and maintenance. Earlier, the Ministers made a stopover at Mulilima pigging station, in Serenje, a facility used to clean the inside of the pipeline. During the tour Tazama pipelines Limited managing director, Davison Thawethe said that his firm had been carrying out routine maintenance of the facility.

He said the intelligent pigging to detect any damage to the pipeline costs Tazama over US$2 million every five years. - ZNBC

ZAFFICCO empowers youths with wood processing machinery

By GRACE CHAILE-LESOETSA and JULIET MAKWAMA YOUTH-OWNED enterprises will receive 4, 800 cubes of logs from ZAFFICO to enable them produce desks at a competitive price, Minister of Youth, Sport and Child Development, Emmanuel Mulenga has said.

And the inister said youths will also be empowered with wood processing machinery to produce timber.

Briefing journalists in Lusaka yesterday, Mr Mulenga said Government had entered into an agreement with ZAFFICO to allow youths acquire timber at an affordable price.

He said the market for desks has already been created as his ministry has entered into an agreement with the Ministry of General Education as the major clients. “Youths have been failing to produce desks at a competitive price because the cost of timber has accelerated. So we have agreed with ZAFFICO to give us certain cubes of logs. At the moment they have given us 4, 800 cubes which we will give to the youth which they will harvest.”

“Another set of youths will be empowered with wood grinders to process the logs into timber while the other set will produce desks,” he said.

He said Government would ensure all youths accessing funds are equipped with financial skills.

Meanwhile, Mr Mulenga announced that President Edgar Lungu is tomorrow expected to launch an empowerment scheme to cater for youths across all sectors.

Mr Mulenga explained that the money which is already sitting with his ministry is meant to cater for youths who are not artists and cannot benefit from the K30 million launched earlier.

The Medical for Quality Healthcare in Zambia (MQHZ) said a survey they recently carried on the delay in the release of Covid- 19 test results revealed that patients were being asked to pay bribes.

MQHZ director general, Dr Quince Mwabu said delayed Covid 19 results had a detrimental effect on public health as positive cases could further spread the diseases in the period of waiting.

Dr Mwabu warned health workers involved in the ‘evil’ act to stop immediately as officers were on the ground to fish out such dangerous elements.

“We are worried about the delay in the release of Covid19 test results in designated medical facilities across the country, due to unscrupulous health workers. It has come to our attention that

this delay is at times deliberate by some members of staff in these health institutions.

“Our survey has revealed that patients are being asked to pay bribes, even in UTH, for them to receive the results on time. We condemn this in the strongest terms possible,” he said.

Dr Mwabu also advised the general public that all Covid-19 tests were free and only UTH, Levy Mwanawasa Teaching Hospital, Chipata General Hospital, Mansa General Hospital, Chinsali General Hospital, Ndola Teaching Hospital, Macha Mission Hospital Medland Clinic and CIRDZ laboratories in Lusaka were designated facilities to do Corona virus tests.

He also warned that blood testing was unreliable for Covid -19 because the tests were only for antibodies, which tests give inaccurate results.

He said during a dialogue with various church mother bodies yesterday in Lusaka, the people of Zambia were looking forward for the church to unite the country instead of bringing confusion.

Rev Sikwela said the church was key in fostering peace and should not be bringing confusion in the country.

GOVERNMENT has pledged adequate investment to Zambian academic institutions and research organisations that will engage in research for Covid-19 virus to adduce evidence.

Minister of Health Dr Chitalu Chilufya said the government was confident that Zambian researchers can help in finding answers to the pandemic that has affected the world in all spheres of life.

“The Zambian academia and research specialists have

been challenged to engage in research for Covid-19 to adduce evidence. Government will provide the conducive environment for such research.

This is the best way we will have answers to the unanswered questions.”

“Our academic institutions and research organisations are urged to respond to this challenge and Government will invest adequately to support this research,” he said.

He said no death was recorded in the previous 24 hours with the death toll still at 246 while 246 patients were discharged bringing the accumulative total of recoveries to 7, 401.

Dr Haabazoka said EAZ was shocked with the negative sentiments issued from ZCM which had potential to harm investment.

He said the information ZCM was releasing painted a picture that Zambia was unable to receive investors and new investments which was contrary to the hospitality that the mining companies had been receiving from Zambians.

“As an association, we are very worried and shocked at the manner in which the mining companies have been issuing negative statements trying to paint a picture that Government is not solvent enough to

meet VAT refunds.

“It is giving an impression that mining companies survive on VAT refunds. So we call upon the mining companies to respect Zambian citizens and the countries in which they operate and try to object a much more optimist picture,” Dr Haabazoka said.

Dr Haabazoka said mining companies should instead assist Government stabilise the economy amid the Covid-19 pandemic.

He said anchor business companies, especially mining, in countries that were dependent on the extractive industry were helping governments to ensure that the economies continued running.

GBM predicts more UPND defections

MORE members of the United Party for National Development (UPND) are expected to defect to the ruling party citing lack of leadership in the party, Patriotic Front (PF) national vice chairperson for mobilisation Geoffrey Bwalya Mwamba has said.

And Mr Mwamba said the PF would work tirelessly to recruit more members in readiness for the 2021 general elections.

The mobilisation deputy chief said a number of UPND members in Northern Province were fed up with the leadership of their party.

He said in an interview yesterday, the said members had seen that the PF was doing all it can to improve the welfare of Zambians and the massive development across the country which they wanted to be part of.

Mr Mwamba said the UPND must therefore brace for more defections because it had proved not to be worth supporting.

He said the national mobilisation team would ensure that the UPND did not have presence in the province.

“We have been going round the province telling people what the ruling party has done and what we intend to do in order to improve the welfare of the people and our message has been received by many especially those in the UPND. These people are willing to work with us now because they have seen themselves what the ruling party is doing for this country and they want to be party of these good things which are being done,” he said.

Mr Mwamba also said their aim was to ensure that they recruited more members as the country goes to the general elections.

$450m Kafulafuta water project on course

GOVERNMENT is happy with work at the $450 million Kafulafuta Dam Water Supply Project in Masaiti on the Copperbelt.

Minister of Development Sanitation and Environmental Protection, Jonas Chanda, said he was pleased with the works being done at the site by the contractor, China National Complete Engineering Corporation.

Dr Chanda, who toured the site, noted that it was Government's desire to provide quality water and sanitation services to the people by 2030.

He said the water project which was at 84 percent completion would benefit over one million people on the Copperbelt.

The minister also indicated that the project would cater to other sectors of the economy such as the tourism, fisheries and livestock as well as the agriculture sectors in the province.

President Edgar Lungu launched the project in Masaiti in September, 2018, and

is aimed at improving water supply in Ndola, Luanshya, Mpongwe and Masaiti.

Once complete, the project will increase water supply hours from an average of 18 hours to 24 hours per day and reduce water losses from the current 64 percent to 35 percent through replacement of old infrastructure.

The project would increase Kafubu Water Supply and Sanitation Company’s customer base from 504, 000 to 678, 800 and improve the utility’s revenue base.

Major works on the project involve the construction of a 125 million cubic meter Kafulafuta Multi-Purpose Dam and intake tower while the transmission main from the intake to midway pump station had been completed.

And Copperbelt Minister, Japhen Mwakalombe, said the project had promoted job creation in both the formal and informal sectors.

Mr Mwakalombe said that the contractor had always implemented quality works at the site.

Meanwhile, Kafubu Water and Sanitation Company Managing Director Anthanasius Mwaba said the project was ahead of schedule.

Mr Mwaba however indicated that the pace of construction had slowed due the Covid-19 but would be completed in time.

FISH IMPORT SCAM LAID BARE

GOVERNMENT is losing a lot of revenue through illegal importation of fish and meat, Permanent Secretary in the Ministry of Fisheries and Livestock Benson Mwenya has said.

Dr Mwenya said that some companies that were involved in the import business, obtained transit permits but end up offloading the fish and other products on the Zambian market.

He said yesterday in an inter-

view that his ministry had on a number of times issued transit permits of the fish and meat products but surprisingly, the products end up being offloaded at the borders.

“We give transit permits to companies buying meat or dairy products destined for Democratic Republic of Congo for instance but to our surprise, they offload the goods at Kasumbalesa and they start selling the products in Zambia, which is very unfortunate,” Dr Mwenya said. Dr Mwenya said, as a result, Government

was losing revenue because such companies were dodging to pay importation tax which was higher than the tax for a transit permit. He said the government did not encourage the importation products that could be produced within the country.

He said if the country experienced a shortfall in fish requirements, it would create the zeal to produce more and ultimately be self-sustained.

Dr Mwenya said a committee had been put in place to advise when the country could

import fish and meant among other products.

“We don’t encourage the importation of what we have the capacity to produce so as the country. This is what the President is talking about, let's produce for our own then we are going to be self-sufficient, jobs will be created and we can eat what we want,” Dr Mwenya said. He noted that the importation of meat and fish products, especially dairy, disadvantages the local producers because imported products were usually highly subsidised.

ANUFACTURERS have been urged to comply with the extended producer responsibility (EPR) to safeguard human life and the environment.

Ms Elaine Kafwimbi sustainability manager at Zambian Breweries said the Manja Pamodzi project was set up

by Zambian Breweries PLC as an initiative to help clean up packaging waste, improving sanitation and hygiene.

She said it is a community driven environmental health

education and clean up project providing entrepreneurial business opportunities.

Ms Kafwimbi said they have over 800 collectors of which most are women.

She said dedicated collectors make between K5, 000 and K7, 000 per month whereas casual collectors make between K700 to about K1, 000.

Mr Misheck Simwanza project manager of Manja Pamodzi said when collectors take the waste to the aggregator site, it is separated in different sacks to determine its value per kg.

He said waste include different types of plastic material and aluminum bottles but not all materials are recyclable.

2,800 unlicensed teachers face sanctions

THE Teaching Council of Zambia (TCZ) has embarked on a robust compliance inspection exercise in Lusaka, Kitwe, Kasama and Livingstone.

TCZ Public Relation Officer, Ngoza Malonga, said of the 4, 600 teachers inspected so far, only 1, 800 were compliant.

Ms Malonga said the rest of the teachers were found to be non-compliant, as they were interfacing with the learners without practising licences, contrary to The Teaching Profession Act 5 of 2013 Section 26 (1).

She urged education administrators, who include Provincial Education Officers, District Education Board Secretaries, Principals and Head-teachers, to ensure that practitioners under the jurisdiction of the Teaching Profession Act were registered and licensed.

Only licenced practitioners, he said, were allowed to interface with learners in schools and colleges of education.

She said the exercise would soon be extended to other parts of the country to make sure that only qualified, registered and licensed teachers provided education at all levels.

Herman Kasekende.

Mr Kasekende said some of the much sought-after careerists during and after Covid-19 would be biomedical engineers, microbiologists, epidemiologists, biochemists and biophysicists.

“We have already seen how bio-technology is promising to develop a

Covid-19 vaccine in new record time! We anticipate this sector to grow, as well as the pharmaceutical industry.

port businesses in these growth sectors,” he said in his write up on the impact of Covid-19.

Mr Kasekende said technological advances, including increased use of Artificial intelligence (AI), robotics and the Internet of Things (IoT) were expected to displace many jobs.

Congo to meet miners to debate copper concentrate export waivers KINSHASA - Mining companies and copper and cobalt buyers have been invited to a meeting in Kinshasa next week to discuss if there is a way to maintain waivers to an export ban that are meant to expire in September, the mining minister said yesterday.

Congo, Africa’s biggest copper producer, banned exports of copper and cobalt concentrates in 2013 to encourage miners to process and refine the ore within its borders.

But the country does not have enough smelting capacity and has repeatedly issued waivers.

A full-scale ban would lead to a drastic fall in Congo’s copper exports. It would also deliver a heavy blow to neighbouring Zambia, which processes Congolese copper and cobalt. \“There have been exemptions for certain reasons.

Each time, we analyse the file with all the technical data. The

applications are submitted with the justifications,” Mines Minister Willy Kitobo told Reuters.

“These mining companies and the processors interested in purchasing these concentrates have been invited to Kinshasa on (August) 20th to see what can be done.”

In January, China’s stateowned mining company CNMC launched Congo’s first large-scale smelter, the Lualaba Copper Smelter (LCS).

The government joint venture is capable of processing 400, 000 tonnes of copper concentrate and producing around 120, 000 tonnes of copper blister per year.

But even at full capacity, the LCS cannot process all Congo’s copper production. Congo produced 765, 000 tonnes of copper concentrate in the first half of the year alone, the central bank said, up 13.4 percent year-on-year. - REUTERS

QUANTITATIVE EASING 'WON'T MAKE SENSE' FOR SA

OHANNESBURG - While there is a "surprising" amount of interest for quantitative easing to be implemented in South Africa, Reserve Bank Governor Lesetja Kganyago said such a programme "doesn't make much sense."

The governor was speaking during a webinar hosted by University of Pretoria's faculty of economic and management sciences on Wednesday.

The Reserve Bank in recent months has responded to the impact of Covid-19 on the economy through a raft of measures such as lowering interest rates by as much as 300 basis points to provide relief to households and firms, backing a R200 billion credit guarantee scheme for small businesses, and loosening capital requirements for banks to lend more.

But despite this there have been growing calls for the bank to do more – both by government officials such as deputy finance minister David Masondo and some economists have even suggested quantitative easing (QE) is necessary due to the risk of deflation.

Kganyago however has said that while the country is experiencing disinflation – the slowing increase in prices, there is no risk of deflation – when prices turn negative.

"QE will become appropriate when interest rates are at the zero lower bound and there is deflation risk.

"While inflation has eased and created space for lower rates, I am not aware of any professional analyst who projects deflation in South Africa. Our own SARB forecasts are in line with this consensus," said Kganyago.

He added that if deflation were to manifest, then the bank would deploy the tools at its disposal, "as appropriate," while keeping to its mandate of price stability. "Our inflation-targeting framework would help us make that decision, and would underpin the credibility of any steps we might need to take," he said.

If the bank were to opt for QE by buying bonds on the secondary market, it would have the effect of investors shifting risk back to the public sector's balance sheet, at a higher price, he said. – FIN24.

World oil demand will tumble by 9.06 million barrels per day (bpd) this year, the Organisation of the Petroleum Exporting Countries said in a monthly report, more than the 8.95 million bpd decline expected a month ago.

Oil prices have collapsed

as the coronavirus curtailed travel and economic activity.

While some countries have eased lockdowns, allowing demand to recover, fear of new outbreaks has kept a lid on prices and OPEC expects this to persist.

“Crude and product price developments in the second half of 2020 will continue to be impacted by concerns over a second wave of infections and higher global stocks,” OPEC said in the report.

OPEC stuck to its forecast that in 2021 oil demand would rebound by seven million bpd but said the outlook was subject to large uncertainties that might result in “a negative impact on petroleum consumption,” such as demand for air travel, more fuel-efficient cars and more competition from other fuels.

“Almost all forecasters expect jet fuel in 2021 to struggle making up for lost demand,” OPEC said.

HARARE – Mining companies have engaged the Reserve Bank of Zimbabwe (RBZ) over the exchange control requirement that compels the miners to liquidate their foreign currency if not utilised after a 30-day period, which they say is too stringent.

The Chamber of Mines of Zimbabwe (CoMZ) chief executive Isacc Kwesu said mining projects had long gestations and required time to execute, which may still be in process when the liquidation period falls due.

Notably, the 30-day foreign currency liquidation period was already in place but was not being enforced after its

introduction by the central bank in February last year, through the 2019 Monetary Policy.

Kwesu also said mines were under pressure from exchange control laws that compel liquidation of unused forex after 30 days, a period miners feel is too short.

The bank’s monetary policy committee resolved to reinstate, with effect from July 1, 2020, the 30-day limit of liquidating surplus foreign exchange receipts from exports to ensure that more foreign exchange was released onto the market.

DR SITUMBEKO MUSOKOTWANE: ‘A WOLF IN SHEEP’S CLOTHING?’ Dear Editor,

I

N my preamble, allow me to say that if you want to identify a wolf in a sheep’s clothing pay attention to listen to the bleating and not the clothing. My discourse is drown from an article entitled PF is Printing Money, posted on Zambia Observers by UPND Media Team, on the 12th August 12, 2020 and authored by Dr Situmbeko Musokotwane.

In the introduction and the main body of his discourse he was bleating like a sheep as regards thematic issues he was raising.

For once I thought and said, here is a sheep, a patriotic Zambian, concerned with people’s affairs.

But I spoke way to early, indeed he was bleating like lambs but suddenly he was howling like a wolf. Here is how he howled like a wolf and I quote “As UPND, we will ensure there is a budget that will allow us to hire 40, 000 youths that have graduated from universities…”

Indeed, a wolf in sheep’s clothing is good at hiding true intentions, who doesn’t know that youth unemployment is a thorny issue and an emotional one for that matter.

President Edgar Lungu has been on record on several occasions issuing policy

pronouncements, directives and interventions.

But more importantly, the thorny issue of youth unemployment requires patriotic Zambian’s input to complement government’s efforts so as to come up with holistic approaches to the problem.

In fact, the burden of providing alternative solutions to this problem so as to complement Government lies squarely on UPND as a major opposition party. This ought to be a noble cause on their part.

Alas! the sweeping statement by the learned economist is void of the “HOW.” Alll it is saying is “WE WILL FIX IT.” But among other things it is not addressing the following issues; • What is the thematic composition of the said 40, 000 graduates?

• Which thematic sectors have they prioritised to employ the target audience?

• What are the specific sources of funding for such a programme?

• How long will it take to have those 40, 000 graduates employed and so on and so forth?

Indeed, youth unemployment needs solutions now! The learned economist could have done us an honourable task of categorically highlighting some of the issues I have raised.

However, if he claims that indeed UPND has the solutions for youth unemployment, why not make them available to the government via relevant channels. If they claim that Government has not been coming forth to UPND proposed input on the subject matter, the honourable thing was to highlight “THE HOW” in his article.

But you know wolves in sheep’s clothing” are sly enough to get away with things by playing on other people’s emotions, lying, and manipulation.

It is well know fact that almost 68 percent of our population are the young people and they are hardest hit by unemployment.

Therefore, true agenda of the learned economist and his master as regards the youth unemployment is not really to address the youth’s aspirations but play with the youth’s emotions and manipulate them for the purpose of 2021 youth votes.

Indeed, they are playing on heightened emotions game of cards to engage youths in behaviour that benefit them during the 2021 general elections. They are trying to get the youth hooked through sweet talk and a false sense of interest.

All they are trying to do is to build trust and form a bond. This will enable them to use the youth

emotionally once the real motive of the relationship becomes clear, the “2021 Presidential and General Elections.”

Above all, a wolf in sheep’s clothing appears worried if something or someone will affect their desired outcome.

They struggle with maintaining the “right kind” of associations because desired outcomes (winning an election) are everything to them, and they care about the way other people think to have control.

Does this sound familiar? One thing is for sure; a wolf in sheep’s clothing is good at hiding the true intentions.

Dr Musokotwane, I personally respect you, but on the subject matter at hand, I think you can do better.

We cannot at all times do things for political expediency and 2021 presidential and general election when it borders on youth’s livelihood.

Let us not play the game of cards with the lives of Zambian youths. I know, I am running a risk of being insulted by your fellows online, but it’s okay, I would rather choose to be objective about a matter much as it relates to the youth of Zambia. Musiyale fo.

EACH day that we close, draws us closer to the 2021 elections which to the best of our ability, is the appointed time to renew President Edgar Lungu’s second term mandate.

We are confident, if not overzealous of the pending victory because we are convinced that our flag bearer and Presidential candidate Edgar Chagwa Lungu has not and will never betray our trust.

Contrary to the unfounded and imaginatively concocted accusations by our adversaries, we are mere participants in the elections.

We are wrestling against invisible aliens who have used the named opposition party and its leader.

The Zambian people reserves their exclusive ownership of the entire electoral process and we shall endeavour to be on the side of the people.

We are so far satisfied with the conduct of preliminary processes leading to elections as they have been conducted in an inclusive manner. Every stakeholder has been given a very fair chance to have their grievances heard including bringing frivolous suits before the courts.

We will endeavour to win their trust and the socioeconomic programmes reflects the will of the people. This is why the PF is the only political party that has constituted a Technical Committee of the various intellectual powerhouse who commands respect amongst a pool of their respective professional peers to review its manifesto.

The PF appreciates the evolution that has taken place hence the aspirations expressed in the manifesto yet to be unveiled shall always correspond with time.

We can only wish that we will be held accountable on the social contract we made in 2016.

This is the basis upon which we assumed state power.

Zambians should resist any temptation of falling for plagiarised speeches of our oppo-

nents to substitute the tangible results the PF has scored.

Our opponents only habour ill will against us for they know we are a stumbling block to the ascending to corridors by the life President. They keep threatening us with unknown consequences because they know that we are enlightening Zambians that President Lungu is unmatched in his quest to selflessly serve Zambians.

We are not responsible for the consistent failure of the named opposition figure. We are mere messengers of the silent voices of Zambians who overwhelmingly voted for President Lungu.

As we wage the protracted political battle to move around the countryside to market our brand in President Lungu, we are determined to take an issued-based approach.

We have facts on our side that the PF has delivered to the expectations of the people. We are determined to mount a realistic approach to national issues.

Our desire is to prolong the resolve for the democratic rule in line with the founding values which made Zambia to earn the enviable reputation in the estimation of various political followers.

We will therefore relentlessly stand with the Zambian people and use every medium available to respectfully seek the consent of the people.

President Lungu has faithfully delivered beyond the expectations therefore should be rewarded with another term.

‘Stop abusive language’

AMBIANS should stop using abusive language against the Head of State and Government officials in the name of enjoying freedom of expression, the Zambian DNA has said.

Zambian DNA spokesperson, Spuki Mulemwa said in as much the the democratic space in Zambia had expanded, civil society organisations, political parties and individuals should not be reckless in their discourse.

He said in an interview that it was a good thing that organisations, politicians and media houses were enjoying the freedom of expression without interference or arrests.

Mr Mulemwa however said the freedom being enjoyed should not be abused.

“The current Government under the all-inclusive leadership of President Edgar Lungu has issued so many Television and Radio Broadcasting licences, a move which has enabled citizens' access to efficient and reliable critical information.

“However, we have noted with concern how some citizens are abusing the freedom of expression and the media with impunity, by relentlessly attacking the character of President Lungu and other government officials, yet no one has been arrested,” he said.

Chief Luchembe woos palm oil investors

By STEPHEN MWEWA CHIEF Luchembe of both Bisa and Bemba speaking people of Kanchibiya has sourced for local investors that will soon engage in value addition for Zam-Palm Oil Company.

He said the local investors were interested in processing the palm oil from plants grown by Zam-Palm Oil Company.

The traditional leader said the aim of the prospective investors was to be processing the raw materials of ZamPalm Oil Company into finished products.

Chief Luchembe could not however name the local investors as negotiations were still under way.

He expressed optimistic that, once the industry was established, it would create employment for a number of his subjects.

The traditional leader said he had come up with an opendoor policy, for any investor wishing to invest in any of economic sectors in his chiefdom, so as to create employment for his subjects.

Since the establishment of Zam-Palm Oil Company in 2008 in Kachibiya the company has not established oil processing industry and other finished products.

RADERS at Chisokone market in Kitwe and some cross border traders have protested the decision by some shop owners to display their goods on the newly constructed pavers which are meant to be used by pedestrians.

Copperbelt Cross Border and Integrated Business Association (CCBIBA) publicity secretary Poster Jumbe said the action by the shop owners to display their goods on the pavers amounted to street vending and should be stopped.

pedestrians. So if shop owners start displaying their goods on pavers, they are denying pedestrians enough walking space.

"These shop owners are slowly becoming street vendor. Yes, the action by the shop owners to display their goods on pavers amounts to street vending and it should be stopped. This is a walking space and so even if business is difficult, shop owners

should not display their goods on the pavers,'' Mr Jumbe said Mr Jumbe said business entities should not resort to any form of lawlessness because doing so could lead to their licences being revoked.

He said shop owners were not street vendors and so, they should conduct their business in line with their licenses.

When contacted, Kitwe Town Clerk, Mbulo Seke said he could not comment on the

matter because no one had reported that issue to the local authority Mr Seke, however, said the Local Government Act on nuisance Statutory Instrument (SI) number 12 of 2018 forbids street vending.

"Displaying goods in the streets is street vending and shop owners should not do that. The law forbids street vending,'' Mr Seke said.

LOCAL authorities have been directed to double efforts and ensure that all bars and shebeens are closed in line with the COVID-19 preventive measures.

Copperbelt Permanent Secretary, Bright Nundwe, also noted that the sale of illicit beer commonly known as kachasu had become rampant in densely populated areas.

He cited some of the townships where Kachasu was brewed and sold as Chipulukusu, Mapalo, Twapia, Nkwazi and George townships in Ndola.

Mr Nundwe, urged all the local authorities on the Copperbelt to ensure that there was no sale of kachasu anywhere.

He said with the swelling numbers of Covid-19 positive cases, drinking illicit beer was contributing to escalating numbers of infections.

The Permanent Secretary stated that Government had not sanctioned operations of any bar or shebeens and thus anyone purporting to have been allowed to sell beer in bars should be brought to book.

Mr Nundwe said he was aware that some beer dens had sprouted out in townships while some lodges were hosting large numbers of patrons, who were partying without observing preventive measures.

He said it was important for people to adhere to the measures to curb the virus.

He advised the public to avoid over crowded places and appealed to the local authorities to apprehend anyone found to be abrogating the law.

Mr Nundwe noted that once people got drunk they cared less about the health and the welfare of people around them.

Dirty water flows from Kwacha taps in Kitwe

By SANFROSSA MANYINDA SOME residents in Kitwe's Kwacha Township area have complained of the poor quality of water that they have been receiving for the past one week.

The residents have since appealed to Nkana Water and Sanitation Company (NWSC) to quickly check and establish why dirty water was being supplied.

The residents said that they had been supplied with brown water for the past one week.

"Only those that draw water very early in the morning draw clean looking water, but some of us who rarely have running water in the morning, draw dirty water for the rest of the day," one resident Emily Luchanga told the Daily Nation.

Ms Luchanga explained that most of the times, the water

from the tap was only used for bathing and not drinking.

She said that the water could not even be used for cooking on grounds that they did not know what was causing the strange colour of water.

Another resident Mr Joel Musonda, suspected that the dirty water being supplied could be as a result of leaking pipes. Mr Musonda said that there were a lot of broken pipes in the area and was sure that the water was mixing with soil before reaching certain homes.

When contacted for a comment, NWSC Public Relations Officer Agnes Simwinga said the company had not received any report.

She however called on the residents to remain calm as technicians would be sent to check what the problem could be.

Ms Simwinga said that the company was committed to ensuring that people accessed clean water and advised them to report any noted faults as soon as possible.

Release of CDF funds elates MP

Women, youths urged to form clubs

WOMEN and youths in Livingstone have been encouraged to form clubs and cooperatives in order for them to access empowerment funds.

Livingstone Constituency Patriotic Front (PF) Chairlady, Alice Mwela, said women and youth should join clubs and cooperatives so that Government was able to easily empower them in a structured manner.

Ms Mwela said that this was one of the organised way in which people coulf benefit from the Government’s empowerment programmes.

She said that last year, the party’s empowerment committee in Livingstone managed to empower more than 250 women who were involved in different categories of businesses.

Ms Mwela said that the money which was used to empower the women was raised through a fundraising dinner which was graced by Gender Minister Elizabeth Phiri.

The Chairlady said the initial plans of the committee was to make it a revolving fund but unfortunately, due to the Covid-19, it had been difficult for some of the beneficiaries to pay back.

However, Ms Mwela said that the committee would continue encouraging women to form clubs so that more

support could be sourced.

She was speaking during a party mobilisation meeting in Dambwa Site and Service.

Ms Mwela said it was purely the ruling party’s initiative and targeted everyone regardless of their political affiliation.

At the same meeting, committee member, Ikuka Muleta, called on youths to raise up and stop waiting for handouts.

Mr Muleta who is PF Livingstone parliamentary aspiring candidate said the PF Government had created a conducive environment for young people to venture into a number of empowerment projects.

He said that the party in Livingstone was always ready to help those interested.

He said called on youths to start forming clubs and cooperatives of 10 members in each for easy access of the funds.

THREE ARRESTED FOR ENCROACHING ON GRAVE YARD

HREE residents in Solwezi have been arrested in connection with illegal developments and activities at the Kimasala Cemetery.

In 2015, the Solwezi Municipal Council closed the Kimasala graveyard but recently discovered that part of the graveyard had been turned into a block making arena while some residents had put up some structures.

Solwezi Municipal Council working with Zambia Police apprehended Anord Chingwa, Moses Sakunda and Mwebela Kabembela in a crackdown aimed at bringing sanity to land

development and planning.

Council Assistant Public Relations Manager, Esther Chirwa, said that Arnold Chingwa had been arrested for building a house and block moulding while Moses Sakunda and Mwebela Kabembela were cited for block moulding within the old graveyard.

“The suspects are in police custody awaiting trial in the courts of law,” she said.

Ms Chirwa said if convicted, the suspects would be liable to a fine not exceeding two hundred thousand penalty units (K60, 000.00) or imprisonment for a period not exceeding two years, or to both.

She said according to the Penal Code Act Chapter 87 in

Section 130, every person who, with the knowledge that the feelings of any person are likely to be wounded, commits any trespass in any place set apart for the performance of funeral rites or as a depository for the remains of the dead is guilty of a misdemeanour.

“Additionally, Section 71 of the Urban and Regional Planning Act No. 3 of 2015 stipulates that a person commits an offence if that person, without lawful authority, uses or occupies any piece or parcel of land or building or erects any building or structure in any area without the prior approval of the planning authority within whose jurisdiction

the land is situated,” she said.

Recently, Solwezi Municipal Council Town Clerk undertook a site visit of the Kimasala graveyard and discovered that some people were putting up structures.

Some structures were at slab level whereas three structures were already finished and occupied with two of them connected to the ZESCO power line. It was also discovered that the developers were not in possession of any Council documents to back their activities.

Ms Chirwa said it was saddening that some people had continued disrespecting the dead by undertaking illegal activities at the old graveyard.

Solwezi to have four new community centres

The project has so far commenced in Kamalamba, Kapijimpanga, Kimasala and Sandangombe wards.

Council Assistant Public Relations Manager, Esther Chirwa, said in Kamalamba ward, WKP had been contracted to build the community centre at a cost of K427, 583.20 She said the works so far done included excavation of foundation trenches, casting of foundation footings and building of foundation walls.

In Kapijimpanga ward, she said, Kuzhika Limited was awarded a contract which was currently at slab level and expected to be completed at a contract sum of K424, 195.20 while G-greens Investment limited was building the community centre in Sandangombe ward at a total cost of K479,356.92.

"Furthermore, Compstat Limited won the tender of K423, 989.50 for the construction of the Kimasala ward community centre where the foundation, footing and excavation of trenches have so far been done," she said.

MASKING UP IS THE CATCHWORD!

I

T is so unbelievable to think that about half of the 40+ million lives that were lost during the Spanish flu of 1918 could have been saved only if people observed simple guidelines. “A later study found that measures such as banning mass gatherings and requiring the wearing of face masks could cut the death rate up to 50 percent, but this was dependent on them being imposed early in the outbreak and not being lifted prematurely,” Bootsma,Martin C.J;Ferguson,Neil M.(6 April 2007).

I can imagine the future generations also saying something similar about 2020, they will be like: “It’s so unbelievable to think so many people died during Covid-19 outbreak when most deaths could have been reduced if only people had adhered to simple regulations.

“Of these the most controversial one, one that has been politicised, is masking up.

While in some countries there is a maskomenia in others you can even be fined for wearing one.

Just recently, I was in Nakonde for a Covid-19 related programme, I recall one of our staff members narrating how while he was walking in no man’s land, he was approached by a group of angry Tanzanians who wanted to beat it up for wearing a mask, to them wearing a mask is a sign of rebellion as Covid is a hoax on that side of civilisation.

Even in the United States of America, the wearing of face masks has been divisive among Americans, some have considered them to be a sign of vulnerability, while attitudes have also varied along the political spectrum.

Some have been more receptive to the practice, seeing it as a sign of respect towards others, while for some it’s seen as an infringement of their personal

liberties and a symbol of fear, control, and opposition towards President Donald Trump. There are even some Anti mask movements in countries like The US, UK, Brazil.

The Zambia Police has reinforced masking up in public places as a matter of urgency and national security.

TYPES OF MASKS There are a lot of different types of masks in circulation, some with logos, others with political symbols etcetera and some have seen a big business opportunity here, the price of some of the masks has gone up even tenfold.

To appreciate how these different masks are classified please refer to my previous article on the subject of transmission in which I touched on how the virus spreads vis-à-vis the different sizes of the air particles.

If you didn’t read that Article, please try to find it. As long as Covid-19 is around and as long as God still lends me breath, it’s my soul’s obligation to write an Article on Covid-19 and have it published in the Daily Nation every Friday as a series. Please make sure to always get a copy so you don’t miss out.

HERE IS A RECAP Air Particles are classified as small, intermediate and large.

Small are less than three microns, Intermediate are between five to 100 microns, Large are above 100 microns in diameter. Human Hair is about 80 microns, SARSCOV2 the virus that causes Covid-19 is about 0.1 to 0.3 microns in Diameter. Large particles travel balistically up to about a meter away, whereas the smaller ones, the aerosols travel even up to eight meters in the air as a cloud and the virus can be viable in that air for up to three hours.

Thus anyone not wearing a mask who passes within the three-hour period in the eight-meter radius of where the virus has been expelled by an infected person can inhale the virus and risk infection.

1) THE N95 AND ITS EQUVALENTS, THE FFPs, THE KN95.

*The N95 Originally designed for industrial use; became a healthcare standard subsequent to virus-blocking technology invented by University of Tennessee Professor Peter Tsai, and patented in 1995.

The anti-viral technology was first developed to prevent the spread of Multi Drug-Resistant Tuberculosis (MDR TB), it’s in an MDR ward where I had my first use of an 95 mask. * N stands for NOT resistant to oi and 95 to represent 95 percent capacity to filter air particles.

2) THE SURGICAL MASKS 3) THE HOMEMADE CLOTH MASKS… These are the most common, in all sorts of colours, sizes and shapes, some with logos either representing work, a political affiliation, sports brand etc.

These are usually cheap, being sold almost everywhere, on the streets, to motorists, on buses, in shops, at entrance to hospitals even at the graveyards, they usually range between K5 and K10 a piece.

Just recently recommended to aid in the fight against Covid-19 owing to shortage and limited supply of The N95s and surgical masks which in most countries are now being reserved for healthcare workers, especially the Frontliners.

The Table below summaries the filterability of the three categories of masks.

However, just because one is putting on a cloth on their face doesn’t necessarily mean its effective, the intention is good and also a good business opportunity for others. When making these masks or indeed when buying them the issues of fabric selection and fitting should be

paramount. * Fabric Selection This is the most important part to decide before making a cloth mask. To try and explain this I will go a bit deeper in the field of tailoring, wow, indeed fighting Covid-19 has taught me lot of things.

These fabrics are made from Yarns which themselves are made from different Fibres.

Fibres =Yarns =Fabric.

Fibres are twisted together to form yarns. Yarns vary in size affecting fabric thickness and breathability. “Yarn count” is the number of yarns in a one-inch square of woven fabric. A high yarn count fabric indicates a dense fabric with droplet blocking potential. Yarns with different properties can be blended to combine characteristics.

Yarns are then structured into the physical fabric *Fitting.

This applies to all types of masks, A good mask should be well fitting and should cover both the nose and mouth like Simon has demonstrated below So a good homemade mask should have the following 1. A good filter 2. Well-fitting mechanism 3. Comfortable, Breathable 4. Reusable if possible.

5. Also fashionable. Ladies you can still be fashionable and cute in a mask, fellas as long as our noses and mouths are well covered let’s leave the ladies to worry about cuteness.

And a good wearer should: * Not touch the mask while wearing it. * Still practice social distancing; this is now eight meters away. * Always wash hands with soap or sanitiser after removing the mask.

Who and when Not to Wear a Mask: • Children younger than two years old • Anyone who has trouble breathing • Anyone who is unconscious, incapacitated, or otherwise unable to remove the mask without assistance.

• People who are deaf or hard of hearing - or those who care for or interact with a person who is hearing impaired may be unable to wear masks if they rely on lip-reading to communicate.

• People with intellectual and developmental disabilities, mental health conditions or other sensory sensitivities, may have challenges wearing a mask.

• While engaged in activities

that may cause the mask to become wet, like when swimming.

• When doing high intensity activities, like running, wearing a mask cause difficulties breathing. If unable to wear a mask, consider conducting the activity in a location with greater ventilation and air exchange (for instance, outdoors versus indoors) and where it is possible to maintain physical distance from others.

Al-Shabab militants in prison shoot-out prison

MOGADISHU - At least 10 people have been killed in a shoot-out between jailed militant Islamists and security officers at a prison in Somalia, government spokesman Ismail Mukhtar has said.

The al-Shabab militants had attempted to escape from the heavily guarded prison in the capital, Mogadishu. An investigation is under way into how the militants obtained weapons.

Joe Biden expected to announce running mate

WASHINGTON - US Democratic presidential candidate Joe Biden has interviewed the finalists to be his running mate and his campaign is readying to announce his choice as soon as this week, a person familiar with the process told Reuters.

Trump has left US 'in tatters' WASHINGTON Democratic presidential candidate Joe Biden and running mate Kamala Harris have attacked "whining" President Donald Trump as an incompetent leader who has left the US "in tatters."

The pair held their first campaign event together, a day after Biden unveiled Harris as his number two.

President Trump hit back, saying Harris had "dropped like a rock" in her own presidential bid.

Biden will face Trump, a Republican, in November's election.

Wednesday's event at a school in Wilmington, Delaware, was not open to the public, with Biden, 77, citing coronavirus prevention needs.

Both candidates walked on stage wearing masks to address a group of masked journalists.

Biden noted that harris, a US senator from California, was the first woman of colour to serve as a presidential running mate for a major US party.

Biden said: "The choice we make this November is going to decide the future of America for a very, very long time."

He continued: "Donald Trump has already started his attacks, calling Kamala, quote, nasty, whining about how she

"It's not a surprise because whining is what Donald Trump does best, better than any president in American history.

He also attacked Trump's handling of the coronavirus pandemic, climate change, the unemployment rate and "his politics of racist rhetoric that appeals to division."

Coming to the podium next, Harris said: "I am ready to get to work."

The 55-year-old former prosecutor told reporters: "Everything we care about, our economy, our health, our children, the kind of country we live in, it's all on the line."

Harris - the daughter of immigrants from India and Jamaica - continued: "America is crying out for leadership, yet we have a president who cares more about himself than the people who elected him.

Biden will formally accept the Democratic presidential nomination at next week's convention, which will largely be a virtual event because of the pandemic.

FIGHTING BACK …Mozambique battles for port seized by IS

APUTO Mo z a m b i q u e says its troops are fighting to regain control of the key port of Mocimboa da Praia, following multiple reports that it had fallen to Islamist militants on Wednesday.

The city is near the site of natural gas projects worth $60 billion.

The military says there is ongoing action to “neutralise” the Islamists, who have been using the local population as shields.

It follows days of fighting for the port in the country’s gas-rich north.

BBC Africa reports that the loss of the city was a serious

blow to Mozambique’s military, who are struggling to contain a growing rebellion in the gas-rich province of Cabo Delgado.

Mocimboa da Praia is used for cargo deliveries to the offshore projects about 60km away, which are being developed by oil giants including

Total.

The militants - linked to the Islamic State group have briefly taken a number of northern towns in recent months, displacing tens of thousands of people. This was one of several attacks on Mocimboa da Praia this year.

Tanzania has also said it will

launch an offensive against the jihadists in forests along the border with Mozambique.

Attacks began in 2017 in the northern province of Cabo Delgado, but escalated this year after the group responsible, Ahlu Sunnah Wa-Jama, pledged allegiance to IS. Earlier this week IS claimed, though its own media channels, that it had taken over two military bases near Mocimboa da Praia, killed Mozambique soldiers and captured weaponry, including machine guns and rocket-propelled grenades.

Top Kenyan health official dies from Covid-19 NAIROBI - A top official in Kenya’s health ministry has died of Covid-19 as the country battles to contain rising infection and deaths.

Kamau Mugenda was the second in charge at Kenya Medical Research Institute which oversees the country’s Covid-19 testing and vaccine trials programme.

Sources have told the BBC that he’s among more than 450 workers in the health ministry who have contracted the deadly disease.

Officials say at least three front-line healthcare workers – a doctor and two nurses have succumbed to the virus, with Kamau now being the fourth.

Kenya has seen a sharp rise in Covid-19 cases over the past weeks. Despite imposing strict measures to deal with the virus, cases have more than doubled over the past days.

Islamic court sentences Nigerian rapist to death

ABUJA - An Islamic court in the Nigerian city of Kano has sentenced an elderly man to death for raping a 12-year-old girl.

In recent weeks, there has been increasing public outcry and street protests by activists against rape cases across Nigeria.

A spokesperson for the judiciary in Kano state said the Upper Sharia Court found the 61-year-old man guilty of raping the girl under a tree on the outskirts of the remote village of Farsa in 2019.

In a rare judgement on rape, the man - who was married - was sentenced to death by stoning according to Islamic laws.

He has the right to appeal against the judgement within 30 days.

This is the second death penalty handed down by Islamic courts in just a week in the city of Kano. On Monday, a local singer was sentenced to death by hanging for blasphemy against the Prophet Muhammad in his lyrics. Kano is one of around a dozen states in northern Nigeria that have practised the Sharia legal system alongside the country’s secular laws over the last two decades.

THE Football Association of Zambia (FAZ) has fined Super Division outfit Kabwe Warriors FC K20, 000 for failing to fulfil their week 27 home fixture against Power Dynamos.

FAZ has also awarded Power Dynamos three points and three goals for travelling to Kabwe for nothing.

According to a ruling signed by FAZ general secretary Adrian Kashala, Kabwe Warriors violated article 13 (1) (e) of the FAZ Constitution which states that Kabwe Warriors as a club has the obligation to participate in all competitions organised by FAZ. Kashala said the association considered all the evidence adduced by the referee’s report and applied article 31 of the FAZ disciplinary code that states that the referee’s report is presumed accurate.

He said that the aggrega-

tion of constitutional violations are punishable by either suspension as stipulated in article 14 and 15 of the FAZ Constitution.

“Accordingly you violated article 110 failure to fulfil a fixture and 109 abandonment of FAZ Disciplinary Code as your club failed to show up at the venue of the match after 30 minutes and refused to play the match.

“Your club therefore forfeits the match as provided for in article 77 of the FAZ Disciplinary code and Power Dynamos have been awarded three points with a 3-0 shoreline,” read the ruling.

Kashala said the association has given the five-time Super Division champions seven days to pay the K20, 000 fine.

“While the sanctions for the FAZ disciplinary code breaches shall be implemented immediately.

You are thereby directed to show cause while the sanctions for the constitution-

al violations should not be effected. Your response must be submitted before close of business on Friday 14th August 2020,” said Kashala.

Kabwe Warriors finished the 2019/2020 MTN/FAZ Super Division on eighth position with 41 points collected from 12 wins, five draws and 10 defeats in the league which was concluded prematurely with Nkana FC scooping the title after 27 rounds of games played.
