Lisbon-Mount Vernon Ambulance Service hosted a free screening of the documentary “Honorable But Broken: EMS In Crisis” at the Bijou Movie Theater in Mount Vernon.

The screening was a fundraiser for the service, with half the proceeds from concession sales for the screening going to the service, as well as donations.

The documentary walks through the staffing crisis facing many volunteer services, as well as the issues facing the funding for EMS. As a transport service, that is where a lot of funding happens for ambulance services, and COVID-19 pandemic added a lot more calls for service but fewer transports for medical services provided.

Other issues addressed include the amount of burnout and stress providers face in the profession throughout the country.

The Mount Vernon city council rejected a request from the Board of Adjustment for a loading zone for a new daycare provider in uptown Mount Vernon.

The Board of Adjustment met Monday, July 14, reviewing a permit application for the new daycare at 113 Second Avenue N.W. (just north of Mount Vernon City Hall). The commission set a conditional approval to establish a loading zone in the alley, noting the busy street the daycare is located on.

City administrator Chris Nosbisch was recommending against establishing a loading zone for the childcare center, noting it would set a precedent and open a Pandora’s box for city staff for similar requests in uptown Mount Vernon.

“We get requests from uptown businesses all the time to establish 15-minute parking or loading zones in the uptown,” Nosbisch said.

“While I recognize that childcare is an item of need in this community, establishing a loading zone for the daycare would also impact the use of a busy alley in our town.”

Council member Mark Andresen, who previously served on the board of adjustment, concurred with Nosbisch.

Honoring history & celebrating community: Lisbon Sesquicentennial Committee named Committee of the Year Natalia Scales Mount Vernon-Lisbon Sun

The upcoming celebrations will start earlier this year, as the annual Sauerkraut Days will be combined with Lisbon’s 150th anniversary celebration. The celebration will take place from August 10 to 17, with events happening

daily throughout the town. Sauerkraut Days, the annual summer festival, will take place August 14–16 as part of the larger sesquicentennial celebration.

“It’s going to be an exciting time. We’ve got a lot of variety this year, some new ideas and some great traditions coming back,” said president of the Sauerkraut Days committee Jerry Dietsch.

New events planned for the sesquicentennial include a Community Breakfast, History Portrayal & Walks through downtown Lisbon, Golf Tournament, Take Down Wrestling Tournament, and much more. The library will also host special programming, including a historical portrayal of Laura Ingalls Wilder, special kids’ story time, and a “Why Save an Old Barn” presentation by Rich Tyler discussing the importance of preserving rural heritage.

Returning events taking place during Sauerkraut Days include the parade, the Kraut Route 5k walk/run, slow pitch softball tournament, and other crowd favorites to look forward to.

The week kicks off with a citywide breakfast and outdoor church service on August 10th and wraps up on August 17th with carnival rides, a final History Walk, and the official closing ceremony and time capsule burial.

“It’s important for people to see all the good things that Lisbon brings and what can be put together entirely by community volunteers.

We just invite everyone to come out, try something new, and enjoy all the things Lisbon has to offer,” said Dietsch.

Lisbon’s Sesquicentennial Committee has been honored as Committee of the Year by the Mount Vernon-Lisbon Community Development Group, in recognition of its efforts toward this year’s milestone celebration of Lisbon’s 150th anniversary. The committee, formed over a year ago, was created to help celebrate the city’s history through community-focused planning and partnerships.

Made up almost entirely of volunteers, the group brought together residents and representatives from a range of local organizations who shared a common goal: to honor Lisbon’s past and engage the community in meaningful ways. The award highlights the dedication, creativity, and collaborative spirit that drove their work.

City administrator Brandon Siggins helped organize the group by reaching out to individuals and organizations throughout Lisbon and encouraging open involvement. Committee meetings were announced at city council sessions to welcome new voices, and members donated their time to ensure the anniversary was marked in a way that reflects the community’s values and pride.

Siggins, who has deep roots in Lisbon, mentioned the committee’s work reflects a broader sense of pride and purpose.

“It was a big honor to be recognized, and it just shows the type of people Lisbon has. It reflects the character of the community, and that’s important because without that charac-

ter, you don’t have the belief in Lisbon or the drive to be great,” said Siggins.

Elizabeth Hoover de Galvez, director of the Lisbon Public Library and a member of the committee, noted the award felt especially meaningful because of how visible the group’s work has been. The group’s strength stemmed from its diverse range of voices and dedication across various departments.

“It’s not just one or two people—it’s the entire community coming together. From the library to the city and the park and rec department, everyone’s been working on this from different angles,” said Hoover de Galvez.

The recognition reflects not only the efforts of the Sesquicentennial Committee but also the broader spirit of community involvement that defines Lisbon.

Organizing events for a milestone like a 150th anniversary requires months of planning, collaboration, and dedication. The committee’s work represents a commitment to honoring the city’s past, celebrating its present, and looking ahead to its future. Their contributions have helped set the tone for a meaningful celebration while showcasing the pride and unity that exists throughout the community.

Amy Hall-Haney: The volunteer who does it all Meet Mount Vernon’s Volunteer of the Year, Amy Hall-Haney Ella McEntaffer Mount Vernon-Lisbon Sun news@mvlsun.com

MOUNT VERNON — After her retirement in 2015, Amy Hall-Haney kickstarted her volunteer work in the Mount Vernon community. A Mount Vernon resident for more than 30 years, Hall-Haney is a well-known figure across several organizations.

Hall-Haney said she wanted to start volunteering so she could get involved in the community and give back to the town with her newfound free time after retirement.

One of the aspects Hall-Haney is most known for in Mount Vernon is Awards Night, which honored the work of local volunteers throughout the past year. Hall-Haney primarily worked on designing and constructing the themes of Awards Night, creating elaborate party scenes with creative decorations.

Hall-Haney said she didn’t have a specific process behind creating the themes and just went with ones she thought would be exciting to present. Past themes include Outer Space, Cowboys and Cowgirls, and the Roaring ’20s.

Hall-Haney said she purchased a flapper dress for the Roaring ’20s Awards Night, and many volunteers recall her teaching a few Charleston dance steps. The Outer

Space theme was also particularly notable for its creativity and dedication to the concept.

“We used tissue paper to create the alien decorations and added googly eyes to them,” Hall-Haney said. “I dressed up as a martian.”

When asked why she was so passionate about creating memorable Awards Nights, Hall-Haney said the experience was the driving factor for her.

“I suppose I just loved the party,” she said.

Hall-Haney was also a driving force behind the Cold Turkey Contest, which raised money for the Hilltop Park area on Main Street. She said about seven people ended up quitting smoking for at least the duration of the contest.

Hall-Haney said she never expected to be named Volunteer of the Year and was surprised when she learned of her nomination.

“That’s not the reason we do it, but it’s nice to be sort of recognized,” she said. “My husband Patrick is very proud of me. I’ve heard from so many of my friends who’ve all had nice things to say as well.”

Outside of her volunteer work, Hall-Haney and her husband, Patrick Haney, are passionate about their 1955 Pontiac Chieftain. Although Hall-Haney’s Pontiac was not in the classic car show at Heritage Days this year, it has occasionally made appearances at the Main Street show in past years.

Besides Awards Night, Hall-Haney has been instrumental in several Mount Vernon organizations and events throughout the past decade, including the Smithsonian’s Home Town Teams, the Community Development Group and chairing the Organizational Committee.

This month, Hall-Haney will be busy volunteering at Camp Tanager with the diabetes camp group. She worked for many years as a registered dietitian and diabetes educator with MercyOne until her retirement in 2015.

Overall, Hall-Haney encourages everyone to find a local organization to volunteer with, saying it provides valuable experiences for all.

“Go out and get involved,” she said. “You won’t regret it.”

Babies are Garbage ordinance raises a bunch of stink superhuman— who knew?

Living in Iowa Dan Brawner Admittedly, I haven’t had much experience with babies. I never had any of my own nor was I ever loaned babies by anyone else. To me, babies were just things other people had—like a private jet or a rock-climbing trip to El Capitan. Sure, I had done some “babysitting” in the past. But that was for children who could talk—which made them qualitatively different—practically a separate species.

Preverbal babies were idle, sleepy, dull. Basically, potted plants with diaper rash.

Boy, was I wrong! Somehow, my wife’s son and his wife had twins. Two babies at the same time!

Amazing (I almost said “inconceivable”). They were living in Paris--a long way from Iowa. But when they recently came for a visit, they asked if they could drop off their eight-month-old twins while they took care of some errands. I thought, sure, fine. What could be so hard about that? Set them on a pillow and water them twice a day.

Little did I suspect that within the next eight hours, I would endure the aerobic workout of my life and learn to administer squeezy bags filled with unlikely combinations of sweet potatoes, blueberries and beets or a kind of pureed Thanksgiving meal, most of which got squirted onto the carpet. I also discovered the intricate operations of dozens of toys which the twins seemed to understand intuitively and were a bit impatient with my slow learning curve.

The first thing I learned about babies is that they are superhuman. Given the opportunity, a baby can crush your finger. It’s something called the “palmar grasp reflex” which allows a baby to support his or her own body weight with the strength of their grip. Experts say this is an evolutionary trait that once empowered prehistoric babies to cling to their mother’s fur. (Back then, mothers were furry.) Babies have virtually no experience yet they have preferences. They can recognize their mother’s voice and can distinguish between sounds of different languages and show a preference for their own. Babies can imitate adults’ facial expressions. They like happy expressions and are disturbed by unhappy expressions.

Babies float. When I lived in California, there was a pool outside my apartment. One day, a young mother climbed into the pool with her tiny baby. To my horror, she dropped it in the water.

Before I could dial 911, the little guy sank beneath the water and bobbed to the surface like a cork with a big grin on his face. (Okay, the diaper might have helped with his floatation). Clearly, he had instinctively held his breath. It seems babies are born with a “diving reflex”.

Did I mention that babies are strong? I saw the eight-month-old boy, Ari pick up a huge wooden toy and wave it around for fun. Proportionately, that would be like an adult picking up a dining room table with one hand, while lying on his back and chewing a Lego.

Babies are geniuses. They learn at an accelerated rate adults can only dream of. They have an innate sense of math. They can heal with astonishing speed. I had to admit these little babies are superior to me in practically every way. And yet, I found I was still talking to them as if they were dogs. “Good boy!” I would say. “Who’s a good boy?” “Sit.” “Stay.” Babies also have a sense of humor. They just look at me and smile as if to say, “You’re funny.”

We agree with council member Scott Rose that the ordinance being considered for resource recovery and refuse disposal proves a number of issues.

The first is the new requirements of when garbage bins can be put outside and when they have to be picked up.

As city administrator Chris Nosbisch noted at Monday, July 21 meeting, for residents in the northwest quadrant of town that is going to spell a chance that they could be dinged with municipal infractions, as their cans may be sitting in the street long after 11:59 p.m. the day of their collection, as they may have left town for the weekend.

The last thing on many people’s mind is worrying about garbage or recycling containers and if they were back up near the house before their weekend getaway.

The restrictions on how soon containers can be near the street is also an added burden to property owners or renters who may think about getting the bins to the curb as soon as they get home from work, not necessarily at that 5 p.m. hour. We get no one wants to see garbage cans lining the streets or as council member Paul Tuerler noted, being blown across roads in neighborhoods and colliding with parked cars or other people’s buildings. They are like he said, a chance for damage to happen to property or vehicles.

But the issue that really is frustrating is that an ordinance was created, like Rose said, without the council deciding this was necessary in addressing this issue to

begin with.

Look at the other item that came up for discussion at the July 21 Mount Vernon city council meeting about the possibility of a loading zone for an area day care. In that instance, city staff had an argument as to why they did not want to entertain that variance, and council had discussions of nuance trying to come up with a solution to the problem before taking action.

We have had two discussions on this issue at this point, with a solution seeming to be coming from city staff for a deluge of complaints they’ve received this windy year in the form of an ordinance. Part of the solution could have been getting communication out to citizens and educating them about “we need garbage bins taken back to your homes as soon as possible after they’ve been emptied because it is causing issues in several areas of the community” and seeing if that corrected the issue before sticking a municipal infraction on to the matter.

Instead, this ordinance outlines municipal infractions that will be collected on violators to an ordinance that is now nearing a third and final reading at the Aug. 4 meeting.

This just seems like an opportunity to have informed more of the public before jumping to an enforcement issue, that as Nosbisch has noted, could mean more infractions for citizens in certain quadrants of the community if this were to be judiciously enforced as written.

Nathan Countryman By the time you are reading this column, we’ll be down to three more performances of “Jesus Christ Superstar.”

I have been hyping this production since my audition for the show, and I stand by it is one of my favorite pieces of art I’ve ever been involved. I loved the director’s take on the story and how that somehow makes the rise and fall of a religious movement more intriguing.

And part of the challenge of the small roles I play is embodying characters who are important to the story. My priest character in one scene’s whole background is just disdain for the passing fad of Jesus.

My Roman guard, though? He’s not the same as when I first started playing him to the second week of performances. He’s grown.

There are nuances I’ve found in scenes that have fallen into my lap. Escorting Judas off stage is one of those instances where I’m louder, more direct. And when the character returns, it’s to lines of people who were asleep a few seconds ago signing “we’re going to fight for you…” and getting across the “oh, it’s going to be one of those days at work, then…” to relief when that confrontation evaporates.

Or pushing Peter out of the way when we encounter him and are escorting Jesus once more, even when it happens offstage after getting permission from the actor playing him that what seems right for my character is something he’s okay with.

It’s easy to play happy characters on stage. It’s much harder to get across the culpability of just “following orders to keep the peace” that Roman guard has throughout the second and third act. Especially when those orders lead to a possible innocent man’s death.

I know it’s small, but the more nuanced and real the supporting characters are, the better the story we’re telling.

And there are no small actors on the stage with me.

Wednesday, Aug. 13.

The guest speaker will be Mount Vernon native Michael Bowers who has spent his career working with international relief programs. Michael will speak about the life-saving work of US-AID and the devastating results from the elimination of the program.

White Tree Bakery owner Jen Juhl asked questions about signage in uptown businesses during citizens opportunity to address city council.

Juhl was asking for clarification for items like sandwich boards that are used to promote businesses in uptown.

Juhl is one of several businesses who utilize sandwich boards to let people know what is at the shop on a weekly basis, with The Local and Chameleon’s Pub and Grub also utilizing them.

“Looking at the ordinance, that type of advertising is prohibited in uptown Mount Vernon,” Juhl said. “I just want to make sure I’m adhering to the rules for my business.”

Juhl was also concerned with Mount Vernon Historic Preservation Commission’s meeting discussing window signage/decoration in the uptown at a recent meeting and the parameters for logos/decals her shop had to meet being in the historic district.

“I can’t get more than a 17 square foot decoration on my building to denote my business, but there are other businesses that are not meeting those same requirements,” Juhl said. “I just want to make sure we’re seeing fair and equal treatments for all buildings in the uptown.”

Juhl also had questions on the block grant that some business owners will be applying for and the work that may be done to building facades and how much of a hindrance working with HPC will be on that project.

“Our goal is to help make our uptown look better,” Juhl said.

City administrator Chris Nosbisch said that sandwich board signage is considered off-site advertising and is not allowed because of that.

“As long as it is not impeding the sidewalks and no one is complaining, we’re not out looking to have the signs moved,” Nosbisch said.

If there is an issue, city officials will ask business owners to move the signs back to their buildings.

As for signage issues, Nosbisch said those are municipal infractions, and they can take months to work through the process to enforce.

MV CITY COUNCIL BRIEFS Contracts approved by Mount Vernon for projects The city also approved a number of contracts at July 21 meeting, including a contract for crack sealing on the west end of Business 30, reasphalting three streets in northwest Mount Vernon due to favorable prices and moving forward with a bid for the sidewalk replacement project.

Modern Concrete was the low bidder on the sidewalk improvement project, with a bid of $121,384. There were four bidders for the project.

Modern Concrete worked on the resurfacing job on Fourth Street for the city last year. Their bid on this project also came in lower than the engineer’s estimate of $200,000 for the project.

The city approved a bid with Kluesner Construction to complete crack sealing on First Street and Business 30 West this year for $20,129.

City administrator Chris Nosbisch said that crack sealing is a temporary fix for some areas and trying to address water seeping into the ground and wearing down the roadway, but it is not as comprehensive as resurfacing a road.

The city also approved a contract with Kluesener Construction for asphalt overlays on D Street and Fourth Avenue Northwest from Second to Third Street

for $13,601.

Nosbisch said the streets do not see a lot of vehicles every day, so a minor asphalt overlay will remedy issues.

Training room at police station to be renamed The training room at the Mount Vernon-Lisbon Police Department will be renamed the Douglas J. Shannon training room.

That was a request from current officers of the Mount Vernon-Lisbon Police Department to honor the long serving police chief for the communities.

City administrator Chris Nosbisch said that was fitting, thinking of all the work Shannon did in relocating the police department from city hall to its current location.

“For a number of years, officers shared basically two offices at Mount Vernon City Hall,” Nosbisch said. “He led the charge for these new offices.”

Council member Paul Tuerler agreed and said it was also fitting because of Shannon’s work to unite the communities of Mount Vernon and Lisbon into one police force.

“In all my times working with Doug, training was critically in his mind,” Tuerler said. “Law enforcement is not an easy field to be in, and he made sure officers were trained. I think this is an appropriate recognition.”

Spots Iowa sales tax free weekend The Iowa Sales tax free holiday is coming up Friday, Aug. 1 and Saturday, Aug. 2.

The exemption period begins Friday at midnight and runs until midnight Sunday, Aug. 3.

No sales tax or local option sales tax will be collected on sales of an article of clothing or footwear having a selling price less than $100.00. The exemption applies to each article priced under $100.00 regardless of how many items are sold on the same invoice to a customer “Clothing” means any article of wearing apparel and typical footwear intended to be worn on or about the human body.

“Clothing” does not include watches, watchbands, jewelry, umbrellas, handkerchiefs, sporting equipment, skis, swim fins, roller blades, skates, and any special clothing or footwear designed primarily for athletic activity or protective use and not usually considered appropriate for everyday wear.

OBITUARIES HOMER D. STONEKING ROWLEY – Homer D. Stoneking, 87, of Rowley, formerly of Lisbon, died Thursday, July 17, 2025 at his home in Rowley.

Homer was born Aug. 26, 1937, the son of Harold “Tommy” and Hilda (Helmer) Stoneking.

Homer was brought home and raised in Lisbon. He was a longtime resident of Lisbon, and one of the best known. Homer worked as a truck driver in Cedar Rapids for many years, making deliveries all over the Cedar Valley. He was better known for his talents in tinkering and fixing things. For many years Homer’s Appliance Repair was who the residents of Lisbon and the surrounding area called to get their appliances fixed. He never met a problem that could be fixed, that he couldn’t fix.

He loved meeting new people and could get along with anyone. Through helping others fix their things he became so well known, and often randomly ran into people that would recognize him while he was traveling throughout the United States.

In 2015, Homer moved to Rowley to live with his longtime friend and significant other, Linda Howell.

In his free-time he enjoyed watching stock car races.

He is survived by his significant other, Linda Howell, Rowley, his sons, Brian (Sandy) Stoneking, Stanwood, Brad Stoneking, Lisbon, and Brett (Sue) Stoneking, Grinnell, three grandchildren, Kyle Stoneking, Amber (Lucas) Reed, and Ryan Stoneking, six great grandchildren, an ex-daughter-in-law, Karin Stoneking, and a close cousin, Davey Stoneking, Springville, IA. Homer is preceded in death by his parents, Tommy and Hilda Stoneking, and a brother, Eddy Stoneking.

A Celebration of Life will be held at a later date. The Reiff Family Center – Funeral Home & Crematory is assisting the family with arrangements.

RHONDA LEA NIEHAUS Rhonda Lea Niehaus, 53, of Lisbon, passed away Sunday, July 20, surrounded by family.

Celebration of Life was held Saturday, July 26, at Stewart Baxter Funeral & Memorial Services in Mount Vernon.

Funeral Service will take place at 1 p.m., Saturday, Aug. 9, at Immanuel United Church of Christ, Latimer.

Rhonda was born March 25, 1972, in Hampton, the daughter of Roger and Patricia (Gruis) Meyer. She graduated from CAL Community High School in 1990 and went on to study Horse Science at Kirkwood Community College in Cedar Rapids.

Rhonda’s love for horses began in elementary school when a neighbor’s pony wandered onto her family’s farm in rural Latimer. She wanted a horse so badly that her parents helped her get a part-time job with Jim Dudley Quarter Horses, cleaning stalls and alleyways—hoping to show her the hard work involved in caring for them. Rhonda worked tirelessly, and Jim eventually rewarded her with riding lessons. She soon got her first horse, Jedi, followed by Windy, Annie, and Gus. From that point on, she was hooked— showing her horses in 4-H, FFA, AQHA, and Paint shows whenever she could.

In 1995, Rhonda met Jody Niehaus in Cedar Rapids. They married on June 19, 1999, in Latimer, and later built a home and life together in Mount Vernon and then Lisbon. They shared their love of horses with their sons, Tyler and Trever.

Rhonda ran a daycare in Mount Vernon for many years.

Her deep love for children was evident in how she cared for them, often seen with her “little tribe” at the pool, the library, or walking around town. She later worked in the after-school program at Mount Vernon Elementary and at the Southeast Linn Community Center in Lisbon. Caring for others was second nature to her.

Rhonda was happiest on horseback, cheering on her sons at sporting events and rodeos, or simply spending time with her family and friends.

She is survived by her husband, Jody; sons, Trever and Tyler; parents, Roger and Patricia Meyer; sister, Jodi (Wayne) Hormann; sisters-in-law, Kelly Sankey and Tammy (Adam) Kaufman; brother-in-law, Lance Holm (Josh Brown); and nieces and nephews: Hunter Hormann, Garrett Hormann, Brady Maurer, Wally Kaufman, Reachal Kaufman, Kendrick Saulsberry, Kiara Saulsberry, and Kinley Saulsberry.

Rhonda was preceded in death by her grandparents, Otto (Irene) Meyer and Herman (Dorothy) Gruis Jr.; uncle, James Thompson, and father-in-law, Keith Holm.

SUZANNA GILLESPIE Suzanna (Sue or Suzy) Gillespie, 73, of Marion, passed away surrounded by loved ones on July 9 after a long struggle in the hospital. She was full of joy and adventure and she left her family far too soon.

Suzanna was born in Beckley, W.V. in 1952 and lived in Toledo, Ohio until when she moved to Marion where she raised her family. She and Gary Bishop were married in 1971 and Suzanna found happiness again with Harley Gillespie in 2021.

She worked for many years in the medical records field including teaching medical records at Kirkwood Community College and working at hospitals and nursing homes in Cedar Rapids and Marion.

Suzanna was loved by all who knew her and she doted over her children and grandchildren. She enjoyed attending family events and loved music, traveling, watching Hallmark movies (especially at Christmas), and playing games with her grandchildren. Her Easter baskets were famous for outrageous amounts of Easter grass and she loved to surround herself with hair products and crystals and other items she referred to as her “woo-woo” collection.

She leaves behind her husband Harley Gillespie; beloved sons Bryan Bishop (wife Amanda) of Mount Vernon and Stephen Bishop (wife Sheena) of Urbana, Ill.; stepchildren Kim Maxheimer (husband Ron) of Des Moines and AAron Gillespie (wife Kerre Nachazel) of Iowa Falls; her grandchildren Lillian, YeongHo, and JiSeob Bishop of Mount Vernon; many step-grandchildren; and her cousins Shelly Marie Pritchett and Wayne Trent. She was proceeded in death by her parents James and Frances McCutcheon.

There will be a remembrance service at Antioch Church in Marion at 10 a.m. August 23. The family gladly invites friends and loved ones to attend.

Story time continues every Thursday Summer Reading ends this week - Story Time does not. Story Time is a program that Cole Library offers year round on Thursday mornings at 9:30 a.m. The Story Time program lasts about half an hour and includes three stories, each followed by a song or finger play, and ends with a simple arts and crafts activity. Behind the scenes, I have spent time looking at the pieces of early literacy – print motivation, print awareness, narrative skills, vocabulary, and phonological awareness – and put together a theme with books that strengthen these skills for participants. Then I add a dash of fun and a touch of silliness, and story time is ready!

If your child is in a day care setting and unable to attend Story Time, we do offer a monthly Book Buddies program. Book Buddies is a free library delivery service to in-home day care providers within the city limits of Mount Vernon. To sign up for Book Buddies or learn more about it, email me at cboggs@cornellcollege.edu.

For children unable to attend story time we also offer Story Time to Go bags. Story Time to Go follows the Story Time format used in the library. Each bag includes three books, two songs or finger plays, and a simple craft. For the craft, we will provide everything but scissors, glue, or tape. The Story Time to Go Bags are located on the first floor near the Book Sale Shelf. They are not in the Children’s Room but clearly marked and easy to spot.

I hope to see our preschool patrons at Story Time or at their day care when I drop off books. The first three years of listening to stories, playing with books, and learning new words are truly the building blocks for language and literacy development – not to mention great fun!

Mount Vernon sophomore Hayden Gookin was named the WaMaC East Player of the Year for the second straight season last week.

Gookin went 21-5 on the mound with a 0.95 ERA and 0.77 WHIP. She struck out 249 in 161.1 innings pitched.

She also hit .383 with 15 doubles, six home runs and a team-best 37 RBIs. Mount Vernon finished 27-12 overall and 16-6 in the WaMaC East. They won the league title for the fifth straight year and finished one game short of making the state tournament.

Joining Gookin on the first team of the WaMaC East All-Conference list were sophomore Rylee Rasmussen and senior Olivia Haverback.

Third baseman Rasmussen hit .385 with 10 doubles and 30 RBI. Haverback hit .421 with nine doubles, three ripples, 21 RBI and 11 stolen bases. Haverback, an outfielder, was also the No. 2 pitcher, going 6-7 with a 3.69 ERA and 37 strikeouts.

Two Mustangs were second-team picks – freshman infielder Sophia Patten (.376, 15 doubles, four home runs, 28 RBI) and sophomore catcher Brynlee Bettcher (.343,

eight doubles, 26 RBI).

Sophomore outfielder Abbie Moss (.282, 27 RBI) and sophomore shortstop Lucy Wischmeyer (.247, 25 runs, 18 SB) earned Wamac recognition.

MV has three first-team all conference players

Mount Vernon baseball finished one game short of the state tournament at 19-13 overall with a 10-8 record in the WaMaC East.

Three players were named first-team all-conference – senior AJ McDermott, senior Colin Bentley and senior Erik Lamb.

Bentley, shortstop and leadoff hitter, hit .394 with 33 runs scored, nine doubles, five triples and a home run. He also had 26 stolen bases (on 29 attempts).

“Colin batted over .400 in conference play and was the heartbeat of our team,” Mount Vernon coach Charles Chatman said. “As he went, we went!”

McDermott was 8-0 on the mound with a 2.84 ERA and 45 strikeouts in 49.1 innings pitched.

“A unanimous first team selection and much deserved,” Chatman said. “He was undefeated on the season and a leader in every part of our team.”

Lamb hit .416 with a team-high 14 doubles and four home runs and 35 RBI. “Eric had more big hits than I can count,” Chatman said. “If baseball had an enforcer position, he would be the example.”

Junior Michael Ryan (.330, nine doubles, 26 RBI) earned second team honors, and senior Garet Swartzendruber (.358, 10 doubles, 20 RBI) and senior Cole Thurn (.263, 10 RBI) were given WaMaC recognition.

“Michael was arguably the best center fielder in the Corridor,” Chatman said. “Garet was the glue of our team. We are not in a substate final without Garet. Cole was a senior leader and one of the toughest mentally and physically in our lineup.”

HUD announces Joe Mitchell as Great Plains Regional Administrator HUD announces Joe Mitchell as Great Plains Regional Administrator U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner announced the appointment of Joe Mitchell as the regional administrator for the Great Plains Region (Region VII).

“With Joe Mitchell’s leadership, Mitchell HUD’s Great Plains Region will continue to make a positive difference in the lives of Americans who call that region home,” said HUD secretary Scott Turner. “As the youngest member of the Iowa House, Mitchell has proven his ability to use innovative solutions to accomplish big wins for the American people, and I look forward to the great work we will accomplish at HUD.” Mitchell joins the administration following his tenure as a resident fellow at the John F. Kennedy School’s Institute of Politics at Harvard University and founding the nonprofit, Run GenZ, which aims to recruit young Americans to run for office. Mount Vernon grad Libby Dix, a few months before leaving for college, changed her future.

Instead of throwing the discus and shot put for the Northern Iowa track team, Dix will be wrestling at Iowa.

“I just realized I couldn’t really give up wrestling,” Dix said.

The two-time state champion at 190-pounds joins a loaded 2025 recruiting

class for the Hawkeyes that includes Isabella Marie Gonzales, Samantha Sachs, Adriana Palumbo and Bella Williams.

The Hawkeyes have won the past two National Collegiate Women’s Wrestling Championships and are the top program in the emerging sport. Women’s wrestling is set to become an official NCAA sport with its first championship in the winter of 2026-27.

“I’m really excited,” Dix said. “Coach Chun is awesome and every girl on that team is insane.”

Fargo, N.D., a week ago, said her training for that made her realize she didn’t want to give it up.

“I came back to practice and just convinced myself,” Dix said. “I love

wrestling. I can’t stop.”

Dix finished fourth at Fargo.

“I don’t really know how to wrestle freestyle,” Dix said. “It is a totally different sport than folkstyle.”

By almost every metric, Lisbon baseball improved in 2025.

The Lions finished 11-15 and were 5-7 in the Tri-Rivers East. That was a jump from 5-24 and 4-8 of a year ago.

Lisbon had three players earn first-team Tri-Rivers East – junior Carew Kamaus, junior Bryce Boots and senior Dakota Clark.

Clark was a defensive whiz in center field, and hit .232 with three doubles, a triple and eight RBIs. He led the team with 17 stolen bases and manned the leadoff spot in the order.

He also finished 1-1 on the mound with a 5.73 ERA and 7.1 innings pitched.

“Dakota hit .364 in conference play, ranking sixth in the conference with 14 runs scored in only nine games played,” Lisbon coach Lance Kamaus said. “Defensively, Dakota played a flawless center field.”

Clark was a two-time first-team pick.

Kamaus was the first-team catcher pick. He hit .333 with two doubles and 20 RBIs. He also went 3-2 on the mound

with a 1.53 ERA and 24 strikeouts in 32 innings pitched.

He was a second-team pick as a sophomore.

“We look for Carew to be one of the mainstays of our 2026 rotation, as well as move up in the order to more of a runproducing role,” Lance Kamaus said.

Boots was perhaps the breakout player in 2025 for Lisbon. He hit 4.07 with a team-best 27 RBIs with three doubles. He also was 1-4 on the mound over 18.2 inning.

“Bryce saw a great improvement from his sophomore season to his junior season, swinging a solid bat for us all year long,” Kamaus said.

In addition, junior Ian Whittenbaugh (.288, five doubles, 24 RBI) and sophomore Ethan Stone (.333, two doubles, 10 RBI) earned second-team honors, and senior Wesley Sadler (.333, 26 RBI, 13 SB) was honorable mention. All three also pitched for the Lions.

“Ian is just scratching the surface of his ability in the field, at the plate, and on the mound,” Kamaus said. “Ethan was a very pleasant surprise for our squad this year. Wesley had a great senior season. He did a great job as a leader for the younger players and was a true role model.”

Boots and Kamaus were also picked to the Class 1A Northeast District All-District Team as second-team selections.

“The Northeast District has 18 schools, among them some of the strongest in Class 1A,” Kamaus said.

Lisbon softball finished a game short of return to the state tournament for an eighth straight season, but there was still a lot to celebrate.

The Lions finished 26-13 overall, and 20-4 in the TriRivers East, winning the league title for the ninth straight season.

Three players earned first-team Tri-Rivers East honors, led by senior Addie Clark. The second baseman hit .287 with a team-high 48 runs scored, five doubles, two triples and 14 RBI. She was also 19-for-20 in stolen base attempts, to lead the team.

“Addie was a constant in our lineup producing a lot of singles for us to either start the game or move runners around,” Lisbon coach Abbey Shultz said. “She had one of the best ranges in the infield, and was able to grab most anything side to side, in front, and behind her.”

Clark also earned Class 2A Northeast All-District firstteam honors.

Senior outfielder Kaitlynn Hasselbusch hit .308 with nine doubles, two triples and two home runs, with 20 RBI and 34 runs scored.

“Effective at hitting her teammates around when runners are on and can also hit for power,” Shultz said. “High softball IQ out in the outfield.”

Freshman Kyla Kahl again handled the bulk of the pitching duties for the Lions, going 16-7 with a 3.38 ERA, 1.29 WHIP, and with 117 strikeouts across 147 innings pitched.

“She was able to produce in a lot of big games for us on the mound,” Shultz said. “She has that veteran gamer mentality while only being a freshman.”

Kahl also hit .343 with nine doubles and 20 RBIs. Sophomore Emma Pleasant (.407, 15 doubles, two home runs, 20 RBI plus 9-6 W-L with 4.92 ERA), junior Kamryn Kahl (.316, nine doubles, 28 RBI) and senior Sarah Dietsch (.298, six doubles, three home runs, 21 RBI) were secondteam picks for the Lions.

“Emma’s bat produces some of the best power in our lineup; she can smack a softball hard,” Shultz said. “Kamryn made the routine plays at shortstop, but also the nonroutine

ones as well. She showed great hustle and had a positive attitude during games.

“Sarah at the plate provided a lot of power for us with a lot of RBIs.” Eighth-grader Alexis Jensen was honorable mention after hitting .407 with a team-best 15 doubles and 30 RBIs.

Luke Fischer, Facilities Dir., presented TNT Tuckpointing Change Orders 1, 2 and 3 for Linn County Exterior Renovation project noting that they are zero cost change orders. This contractor was under budget, so they added a line to the project general building tuckpointing by the linear foot. Change order 1 is to paint lentils north elevation; change order 2 is to cut stone and change order 3 is mortar change.

Supervisor Running-Marquardt thanked Fischer for his work on this and encouraged continued collaboration due to hearings taking place at the Courthouse.

Motion by Running-Marquardt, seconded by Scheetz to approve TNT Tuckpointing Change Orders 1, 2 and 3 for the Linn County Exterior Renovation project.

Alyssa Comer, ECICOG, stated that she has been working on the Tree Replanting Program for Conservation. She is asking the Board to set a public hearing date on the Status of Funded Activities.

Motion by Running-Marquardt, seconded by Scheetz to set public hearing for Monday, July 28th, 2025 at 10 a.m.

Jessie Black, Admin. Specialist, presented a Resolution Setting a Date for a Public Hearing on a Proposal to Convey Real Property located in the 1600 Block of Bryant Rd SW, Mount Vernon, Iowa.

This item was previously discussed on June 16th regarding a contemporary construction easement. They want to convey property to the City of Mount Vernon for their nature trail.

Motion by Running-Marquardt, seconded by Scheetz to adopt Resolution 2025-7-107 A RESOLUTION SETTING A DATE FOR A PUBLIC HEARING ON A PROPOSAL TO CONVEY REAL PROPERTY, AND PROVIDING FOR PUBLICATION OF NOTICE WHEREAS, the Linn County, Iowa Board of Supervisors (the “Board”) received a request from the City of Mount Vernon, Iowa, to convey certain real property (the “property”) to the City of Mount Vernon, Iowa; and WHEREAS, the Board wishes to consider the proposal to convey said property, which is located along the former trolley corridor in the 1600 Block of Bryant Rd SW, Mount Vernon, Iowa, and is more particularly described as: Parcel A, Plat of Survey #2386 and, WHEREAS, Iowa Code Section 331.361 requires counties to hold a public hearing prior to making a determination on a proposal to convey real property.

BE IT THEREFORE RESOLVED by the Board as follows: The Board will hold a public hearing on the proposal to convey real property on the 28th day of July, 2025 at 10 a.m. in the Formal Board Room of the Linn County Public Service Center located at 935 2nd Street SW, Cedar Rapids, Iowa, at which time any interested person may appear and file objections to the proposal, and, after hearing objections, the Board may proceed with approval of said proposal.

The Board hereby authorizes and directs the publication of a notice of public hearing on the proposal at least once, not less than four (4) nor more than twenty (20) days before the date of the hearing in one or more newspapers which meet the requirements of Iowa Code Section 618.14.

Supervisor Scheetz stated that he appreciates Alexander bringing AI to their attention.

There were incredible storms Friday and a confirmed tornado in northern Linn County. She is thinking of those in the northern part of the county with damage to homes, crops, etc.

Chairperson Meisheid called the meeting to order.

Motion by Meisheid, seconded by Running-Marquardt to approve minutes of July 14, 15 & 16, 2025 as printed.

Motion by Running-Marquardt, seconded by Scheetz to approve claim dated 07/18/25 for payroll deduction Check Nos. 71018474 to 71018478 in the amount of $12,922.57, ACH in the amount of $62,584.09, an EFT wire in the amount of $940,657.93 and a Ceridian ER Funds Trust Wire in the amount of $2,524,787.87, for a total of $3,540,952.46.

Jody Bridgewater, East Central Region, presented a Resolution Declaring Surplus Property and Authorizing the Transfer of Ownership to the Mental Health Disability Services of the East Central Region. This is in reference to a Chevy Malibu noting that they were not able to own property previously with the Region. The vehicle was purchased by Linn County and then reimbursed by the Region for the cost of the vehicle. The Disability Access Point (DAP) can own property so they are requesting the transfer.

Supervisor Running-Marquardt asked that this be placed on Wednesday’s regular agenda in case any extra steps need to take place. She shared her appreciation for all the work previously done regarding Linn County’s property for a seamless transition of this vehicle.

Supervisor Meisheid echoed Running-Marquardt’s comments. She added that it makes sense that the vehicle be moved to the DAP as it takes liability off Linn County and was purchased with the Region’s dollars. Meisheid feels that this is a benefit for Bridgewater as well as the taxpayers.

Motion by Meisheid, seconded by Running-Marquardt to approve Employment Change Roster (detail is available upon request).

Sonia Evans, Budget & Finance, presented Community Development Block Grant (CDBG) Funding - IowaGrants.gov Single Audit Forms for Replanting Program 20-DRI-020 and for 3rd Fire District Generator 20-DRI-013. These are subrecipient forms when $750k or more in federal funding is utilized. The form states that Linn County will be completing a single audit.

Discussion and Consideration of the Fire Department Training Facility Site Plan – Council Action as Needed. Council previously approved the use of the site on Bryant Road for the training facility. Motion made by Engel, seconded by Tuerler to approve the official site plan for the Fire Department Training Facility. Motion carries.

Discussion and Consideration of Loading Zone Request for 113 2nd Ave NW – Council Action as Needed. The Board of Adjustment met on Monday, July 14, 2025 to review a Conditional Use Permit application for Daycare Services at 113 2nd Ave NW. One of the conditions for recommending approval was to “apply for and secure a loading zone in front of the business and alley”. Unfortunately, staff cannot recommend in favor of a loading zone in an active alley. A number of businesses use the parking area behind City Hall throughout the day and blocking the alley for child loading and unloading will cause a number of conflicts. Parents dropping off and/or picking up their children would be allowed to park in the public parking, but designating parking spots and/or loading zones would not be isolated to this one request. The City often received and denies requests to designate parking for individual businesses. Although Council was in full support of this type of business, they agreed they could not approve this individual request and felt that the available parking spots behind City Hall should be sufficient. Motion made by Rose, seconded by Tuerler to recommend against the designation of a loading zone at 113 2nd Avenue NW. Motion carries. Request for loading zone designation denied.

Discussion and Consideration of Architecture Firm Selection for the CDBG Façade Rehabilitation Grant Application – Council Action as Needed. Staff, along with business owners representing possible applicants, interviewed three firms for the CDBG Façade Grant application.

They are formally recommending MGA Architects for this work. Motion made by Rose, seconded by West to approve Martin Gardner Architecture as the firm for the CDBG Façade Grant application. Motion carries.

Discussion and Consideration of 2025 Crack Sealing Proposal – Kluesner Construction, Inc. – Council Action as Needed.

The city has tried to maintain an alternating crack sealing program to ensure the longevity of municipal street improvements. Staff is recommending the crack sealing of Business 30 and 1st Street this year at a cost of $20,129.20. Motion made

by Rose, seconded by Engel to approve the proposal from Kluesner Construction for crack sealing. Motion carries.

Discussion and Consideration of 2025 Asphalt Street Repair Proposal – Kluesner Construction, Inc. – Council Action as Needed. D Street and 4th Ave NW from 2nd to 3rd Street contain areas that are deteriorating rapidly. Neither street sees a significant amount of vehicle trips per day, so a minor asphalt overlay should be a suitable remedy for both locations.

Kluesner Construciton is proposing a project amount of $13,601.00. Motion made by West, seconded by Andresen to approve the proposal from Kluesner Construction for asphalt street repairs. Motion carries.

Discussion and Consideration of Delaney Concrete Invoice #0017459-IN for Uptown Concrete Repairs – 2025 Streetlight Project – Council Action as Needed. Delaney Concrete completed the necessary sidewalk repair work at the intersection of Hwy 1 and 1st Street in time for Heritage Days, replacing the brick at the intersection with concrete, for a total of $11,980.00. Motion made by Rose, seconded by West to approve the invoice from Delany Concrete for concrete repairs.

Discussion and Consideration of V&K Invoice #51378 - 9 – Rachel Street Improvement Project – Council Action as Needed. Discussion and Consideration of Repair Work for the Oak Ridge Lift Station – Council Action as Needed. The inner workings of the Oak Ridge lift station are in need of pump and other related equipment repairs. The current estimate for the repairs is between $12,000 and $16,000.

Motion made by Rose, seconded by Engel to approve the necessary repairs at the Oak Ridge lift station. Motion carries.

Discussion and Consideration of Catastrophic Leave Bank Reimbursement – Council Action as Needed. Chief Shannon received a “catastrophic leave” bank of 373.39 hours when transitioning from Sergeant to Police Chief. The previous Police Chief and City Administrator received a cash payout for their sick hours; however, Chief Shannon was not given that option.

He is asking that his catastrophic bank be used to cover the cost of his COBRA insurance coverage moving forward. Chief Shannon was the only recipient of this catastrophic bank so no other employees would be affected by this decision. The total payout would cover approximately $22,000 in insurance premium payments.

Motion made by Tuerler, seconded by Rose to approve the use of Shannon’s “catastrophic leave” bank as payment towards his COBRA insurance in lieu of cutting him a check. Motion carries.

ORDINANCE #6-16-2025C

AN ORDINANCE AMENDING CHAPTER 165 ZONING REGULATIONS OF THE MUNICIPAL CODE OF MT. VERNON, IOWA BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF MT. VERNON, IOWA: SECTION 1. AMENDMENT. Chapter 165 Zoning Regulations. Subsection 710, is hereby amended as follows: 710 ACCESSORY BUILDINGS. Accessory uses and buildings are subject to all site development regulations of its zoning district, except as provided below: 1. Setbacks: A. Side Yards: An accessory building may be located a minimum of five feet (5’) from the side lot line of the property if it is located between the rear building line of the principal building and the rear property line.

B. Front Yards: No accessory building may be located between the front building line of the principal building and the front property line.

C. Rear Yard: The minimum rear yard setback for accessory buildings shall be 8 feet (8’). This minimum rear yard setback shall be increased to 15 feet (15’) if the accessory building requires vehicular access from an alley.

D. Street Yards: No accessory building shall be located within 20 feet from any street side yard property line.

E. Easements: Easements may be incorporated into these required setbacks. however, no accessory building shall be located within any easement or right-ofway along the property line.

2. Maximum Size: A.​No accessory building shall exceed 144 square feet, or 1.5% of total lot area, whichever is larger, within an SR, TR, or HR residential district., with the exception of an accessory dwelling unit or detached garage.

B. All buildings on a site, taken together, must comply with the building coverage requirements for the zoning district.

C. The maximum square feet of any detached garage or accessory dwelling unit shall not exceed 100% of the primary dwelling unit’s ground floor square feet, alone or in combination, excluding any attached garage square feet. Dwelling space which may occupy a half story is not subject to this limit, however, the area limit applied for an accessory dwelling unit between this section and section 610 shall be the most restrictive limit.

3. Height: A. In residential districts, the maximum height shall be 12 feet (12’) for a detached garage and 10 feet (10’) for any other accessory building.

B. Additionally and without any increase to the height of the sidewalls of a detached garage or accessory building based on the aforementioned maximum height limitations, the height and pitch of the roof may be increased if, in the discretion of the Zoning Administrator, that increase is necessary to complement the pitch and style of the primary residential structure.

C. In no event shall a detached ga-

rage or accessory building exceed the height of 20 feet (20’), as measured from the established grade to the highest point of the structure.

4. Separation from Other Buildings: No accessory building shall be placed within ten feet of any other building on its own property or any adjacent properties.

5. Attached Accessory Buildings: Any accessory building physically attached to the principal building shall be considered part of the principal building and subject to the development regulations of its zoning district.

6. Effect on Adjacent Properties: If an adjacent lot is built upon, the accessory building must be entirely to the rear of the line of any principal building on such adjacent lot. No accessory building shall damage adjacent property by obstructing views, inhibiting solar access, or hindering ventilation.

7. Hazards: Any accessory use which creates a potential fire hazard shall be located a minimum of 10 feet from any residential structure. Such uses include but are not limited to detached fireplaces, barbecue ovens, or storage of flammable materials.

8. No accessory building shall be built upon any lot until construction of the principal building has begun.

SECTION 2.​ SAVINGS CLAUSE. VERNON MUNICIPAL CODE BE IT ENACTED BY THE CITY COUNCIL OF THE CITY OF MT. VERNON, IOWA: SECTION 1. ADOPTED. Section 509 US Highway 30 Overlay District and the associated zoning map amendment are hereby incorporated into the Mt. Vernon Municipal Code as set forth in Exhibit “A,” attached hereto and made a part thereof.

SECTION 2. SAVINGS CLAUSE. Notice is hereby given that the Board of Directors of the Lisbon Community School District, in the Counties of Linn, Jones, Johnson, and Cedar, State of Iowa, will hold a hearing upon its Resolution to Consider Continued Participation in the Instructional Support Program. The hearing will be held in the Lisbon Community School District Pride Room, 235 West School Street, Lisbon, Iowa 52253, on August 13, 2025, at 6:00 P.M. The Board of Directors is considering continued participation in the Instructional Support Program as provided in Sections 257 .18 through 257 .21, Code of Iowa, for a period of five years, commencing with the fiscal year ending June 30, 2027.

Additional funding for the Instructional Support Program for a budget year will be determined annually by the Board of Directors and will not exceed ten percent (10%) of the total regular program district cost for the budget year and moneys received under Section 257 .14, Code of lowa, as a budget adjustment for the budget year.

Moneys received by the District for the Instructional Support Program may be used for any general fund purpose.

The Instructional Support Program shall be funded by instructional support state aid and a combination instructional support property tax levied annually upon the taxable property within the School District commencing with the levy of property taxes for collection in the fiscal year ending June 30, 2027, and an instructional sup-

port income surtax imposed annually, the percent of income surtax to be determined by the Board for each budget year to be imposed upon the state individual income tax of each individual income taxpayer resident in the School District on December 31, 2026, and each year thereafter.
