It was a full council chambers Monday, June 16, as interim police chief Jason Blinks took his oath of office.

Several members of the Mount Vernon-Lisbon Police Department were in attendance, as were many members of Blinks family for the occasion.

Before the oath of office, outgoing Mount Vernon-Lisbon Police Department chief Doug Shannon gave remarks at the podium.

“I want to give my deepest thanks to the community of Mount Vernon and Lisbon,” Shannon said. “Serving as police chief for these two towns has been one of the greatest things in my life.”

Shannon noted that there were times the decisions were more difficult or rocky, but the community support has made this a safe and vibrant place to raise his family.

Shannon thanked city staff for their support and willingness to engage in dialogues on a number of issues.

Shannon recounted when he started in 1993, one of the first programs he ran for 17 years was the

Drug Abuse Resistance Education programs at area schools. He used that to help build relationships that would be important in the years to come.

Shannon also thanked the officers of the department.

“It’s been the honor of a lifetime to serve alongside you,” Shannon said.

“It’s why even as I’m retiring, I’m not sad, because I know this department is in very capable hands.”

Odyssey Theatre’s Alice in Wonderland opens Friday

The performances will take place at the Mount Vernon Middle School Theatre, 525 Palisades Rd SW, on Friday, June 27 at 7 p.m. and Saturday, June 28 at 2 p.m. General admission tickets will be available at the door for $6.

The show is the culminating performance of Odyssey’s three-week summer drama workshop. Directed by longtime local educator and theatre professional Karla Steffens, the production features a cast of between 75 and 100 kids, ranging from kindergarteners to high schoolers, with support from interns and tech crew members behind the scenes.

“We don’t hold formal auditions. We get to know the kids through games and readings the first couple of days and cast them based on who fits the role best,” Steffens explained.

Scarlett Musser, an eighth grader from Mount Vernon, is a cast member in the upcoming show.

“I have a lot of friends that I only get to see in Odyssey, so I love coming back each year to see them,” Musser said. “I’m most excited for the opening night. Karla makes everything so fun and it’s honestly amazing how she’s able to put this together in three weeks.”

Behind the scenes, Odyssey’s team of interns — made up of high school and college students — help guide the younger performers. Meg Dye, a recent Mount Vernon high school graduate and Odyssey intern, says the older students play an essential role in production, from lighting to backstage management and character coaching.

“Our interns really get to know the kids and help them grow as performers,” Dye said. “It’s fun and fast paced, but we all love seeing the kids happy as the show comes to life.”

Lincoln Highway Tour passes through area

The Middle Third Tour of the Lincoln Highway made a stop in Clarence and passed by on the old Highway 30 in Mechanicsville, Lisbon and Mount Vernon Thursday, June 19.

Paul Gligar, one of the guides of the tour, said that the Lincoln Highway Tour will be celebrating 100 years in 2028, and this middle third stretching from Chicago, Ill., to Cheyenne, Wyoming, encompasses roughly 1,100 miles of the roadway.

The first third of the Highway (New York to Chicago) was completed in 2022.

“By focusing on these 1,100 mile stretches of road, it allows more people to take the time to do these tours,” Gligar said. “Some of those tours where we’ve had 100s of cars, it becomes a nightmare of logistics when we pull into a town to stop, as participants can’t find a place to park before the rest of the group is ready to be back on the road.”

Adapting to things like the road construction between Calamus and Wheatland and the work between Mechanicsville and Stanwood is also easy for those on the tour, who are used to taking detours as needed and following the paths of other drivers to stay on time.

Gligar said that what he enjoys most about this stretch of the tour is that some of the people who live on the cost have the opportunity to experience states in the Midwest that aren’t featured as much in movies or popular culture.

“Some of their points of reference may just be corn fields and that the state is flat,” Gligar said. “That isn’t entirely the case for all of Iowa. There’s a lot of hills and some variety in the scenery you see and other beauty to see.”

“If there wasn’t a supercharger, we’d end up staying at an RV camp overnight to charge,” Spater said.

Spater said that between 2015 and 2022, the number of charging stations along stretches of the trail have drastically improved.

“I remember in 2019 telling those in Marshalltown, one of our overnight stays, there was no charging option outside of an RV park,” Spater said. “Today, there are charging stations in many of the cities like Cedar Rapids, Des Moines, Ames, and Marshalltown, as well as smaller communities. It’s far, far easier to make the trek in an electric vehicle now than it was a decade ago.”

He says every year it gets even easier.

Use of consumer and display fireworks in Linn County The Linn County Board of Supervisors recently updated its fireworks resolution to align with the updated state law signed by Governor Kim Reynolds. The updated law amends Iowa Code Section 331.301(17) and allows cities and county boards of supervisors to prohibit or limit the use of consumer fireworks or display fireworks, as described in Iowa Code Section 727.2, on any day other than July 3, July 4, and December 31 in accordance with Iowa Code Section 727.2(4).

Linn County already allowed consumer-grade fireworks in unincorporated areas of Linn County during designated times on July 4 and December 31. The only change for unincorporated Linn County is the addition of July 3 to the days when consumer-grade fireworks are allowed during designated times.

Mowing, eating grass and other ruminations Living in Iowa Dan Brawner

Mowing grass may be tedious but it gives us time to think about stuff. Like, are we actually living in a computer simulation? And if we are, how would we know?

As you bounce along on your riding mower, round and round the yard, hypnotized by the drone of the motor, you begin to struggle with an ancient paradox. In Greek mythology, the hero Theseus had a wonderful ship. But as it grew older, he gradually replaced its boards and rigging until eventually, he had replaced everything. You have to ask: was it even the same ship anymore? And now we learn that the human body is constantly replacing cells so that after 7 to 10 years, all our cells (except for neurons) are new. So, then are we no longer the same person? And if we keep getting younger cells, how come we still get older?

Zen Buddhism teaches that human thinking is mostly a waste of time. Rumination is the kind of repetitive thinking, mainly about negative memories that leads from one rabbit hole to the next. Why didn’t I take Geometry in high school instead of Algebra? Geometry is practical but I never found any use for Algebra. And at the district track meet my senior year, in the 400 -meter finals, why, oh why, didn’t I notice that guy about to pass me at the finish line?

Rumination may be unproductive for people but gastronomical rumination is pretty important for cows and sheep. Having four-chambered stomachs for processing grass allows them to digest the cellulose.

Humans have only a one-chambered stomach (although sometimes it seems like more) which means we can’t eat grass without getting sick.

Of course, there’s grass and then there’s grass. Wheat is a kind of grass. So is rice and barley and wild garlic. You’d hardly know it today but corn is a grass and 9,000 years ago before it was domesticated, it even looked like grass. (If you get too deep in thought while mowing, you might be brought back to reality by the colorful shredded fragments of the neighbor kid’s My Little Pony exiting the mower’s side discharge.)

Corn is America’s leading harvested crop, but turfgrass is the country’s biggest irrigated crop, occupying 2% of the landmass, over 63,000 square miles or enough grass to cover the entire state of Florida-- which would turn it into one big golf course. Golf courses alone, use between 100,000 to 1 million gallons of water a week during the peak summer season.

Every year, Americans spend $30 billion on our lawn grass. And we can’t even eat it.

Maybe we should start growing wheat instead of grass on our lawns and golf courses. Then, instead of mowing, we could graze. Or we could evolve a four-chambered stomach like cows. Or maybe we already are cows, dreaming we are people. It’s probably good my lawn isn’t any bigger or things would get really wacky.

Development along Business 30 Projects can take a long time from being announced to beginning, but if the bids come in on budget, people in Mount Vernon can expect to see work beginning on the Rachel Street infrastructure still this summer. That infrastructure for the corner near Mercy Clinic and Richardson, Hanson and Hotz Insurance extending westward will be the start of the new Kwik Star location in Mount Vernon.

On Monday, June 16, a notice went out for bids on the project after a public hearing was held. Construction on those improvements will begin this late summer and fall, with hopes to be completed by April. Kwik Star/Kwik Trip has already indicated they would love to begin work on the new gas and service station as soon as April, even if all infrastructure isn’t quite completed to be open in summer 2026.

The city also made some slight changes to add more businesses on the north side of Business 30 into the Hwy. 30 bypass plan. That would include the site of the former Mount Vernon Motel, which a developer is working on a plan for what may reside in that location. By extending the bypass plan, that would put some of the visual restrictions for new businesses that are to be constructed in those spaces while still allowing development to occur along those locations.

It’s the continued work of development of Business 30 after the bypass was constructed that will spell more things for Mount Vernon to come.

On another front – the city tackled the first leg of the bicycle trail that will connect the city of Mount Vernon to Cedar Rapids, the Interurban Trail.

Public Works director Eldon Downs and crew worked on the grading of the trail along city property along Bryant Road to see how long it would take to do this on their own. Because it was city property, they didn’t have to worry about the easements that may or may not be impacted. For the city, that starts getting a little more complicated as the project moves forward onto adjacent landowners properties.

That’s not to say it won’t happen in the future, just that it will require more work to navigate on some of that land than it did city property where crews could try gauging their path and plans. More thoughtful connections and mapping may be needed to extend the project further to the west. And it’s going to be a marathon more than a sprint to connect that trail from Mount Vernon to other communities.

do we as Americans, still reflect on why we celebrate? For many, it’s simply a summer day filled with cookouts, beer and fireworks with family and friends.

But the meaning runs far deeper.

Before our founding, brave patriots stood up against British colonial rule. Men from 13 colonies –without a formal army, navy, marine corps and certainly no air or space force— rose to the occasion. They sacrificed everything for the dream of a free and independent nation. We lost an estimated 70,000 patriots in that struggle. But through courage, unity, and unwavering belief in liberty, we prevailed. And from their sacrifice, a

democratic republic was born.

Today, it is disheartening to see a small segment of our population entertain the idea that socialism—or worse, communism—should replace the very foundation upon which this nation was built. That is not freedom. That is not what our Founders fought and died for.

Let us pray that the United States of America remains a strong, sovereign and democratic republic. May we always honor those who gave us our freedom—and may we never take it for granted.

Linn County held a roundtable of non-profits and care providers to talk about the impacts of cuts to Medicaid and Supplemental Nutrition Assistance Program (SNAP) in proposed legislation from the federal government.

Linn County supervisor Sami Scheetz was the moderator for the forum.

“This is a chance to talk about what potential cuts in the bill for Medicaid and SNAP will have on our area,” Scheetz said. “The bill has passed through the House and is being debated by the Senate. It will need to go through reconciliation before it’s enacted.”

Joe Lock of Eastern Iowa Health Center said that the budget hit for the care center will be between $1.5 million to $3 million to the bottom line.

“I don’t know many non-profits that could withstand that type of impact to their bottom line,” Lock said. “Cuts will impact roughly 17,000 people and their 71,000 visits per year.”

Those visits account for family medicine, pediatrics, dental and behavvioral health. EIHC was also looking to start a pharmacy and vision care option.

Aron Brecht with HACAP said that the budget cut as proposed from the

Senate will range from $13 million to $25 million.

Less money will equal less food or food access to many people.

“Whenever we hear cuts for SNAP, that always raises concerns for us, because it means more impossible decisions for participants in the program,” Brecht said. “Will they be spending more money on the grocery bill they haven’t had to in the past, or making car repairs or health.”

Brecht said that less SNAP benefits will also mean more demand on local food pantries, and he compared that to running an engine in the red line.

“We’re doing the best we can as community food pantries to meet the increased demand, but we can’t do this alone,” Brecht said. “It’s not the government’s job to feed everyone, but it is a partnership, and right now the private side is maxed out.”

Lock said that many of the patients served by EIHC use Medicaid, and many fall below the poverty level.

Emergency health care, especially for things like dental visits, are one of the things EIHC provides.

“We try to turn no one away and get them the emergency health care they need,” Lock said.

Pregnancies handled have been lower since COVID, but Lock expects those

numbers to increase, and the importance of prenatal care to help people avoid the impacts of a high risk pregnancy are important.

“If Make America Healthy Again becomes the law of the land, the Substance Abuse and Mental Health Administration goes away, and that will have implications for many healthcare providers,” Lock said.

Brecht said that the food pantries across the state are already seeing record usage before SNAP cuts.

“A lot of that is they are the most accessible aid for those who need it,” Brecht said. “People are able to get food quickly without a lot of red tape or bureaucracy. A lot of people who use pantries don’t necessarily use SNAP.” Brecht said that there will be an impact on everyone if SNAP is reduced.

“There will be less food for all food pantry users, and rural areas and urban food deserts will be particularly impacted,” Brecht said.

The SNAP benefits will also increase the age of dependents in a home to age 64 that people should still be working.

Children 7 and older wouldn’t necessarily be declared dependents anymore, which would make it more difficult.

for health insurance coverage under Medicaid would be impacted, with eligibility checked every six months.

“Those checks can lead to service disruptions, that is someone has a pre-existing condition like diabetes, hypertension or cancer, those treatments might be disrupted,” Feister said.

Teresa Graham-Minehart with Abbe Creek Mental Health said that the impact for them is how mental health treatment might be paid for.

“When people skip mental health care, it means a lot of different things for mental health,” Graham-Minehart said. “It could be people digging in their heels trying to

Adding to that issue is that sometimes mental health issues impact the ability to read the mailers that people get from their insurance providers about what is or isn’t covered.

Lock said that the impact to local hospitals will also likely increase if EIHC were to disappear. By providing as much care as they do for patients, it relieves some of the strain on local hospitals.

“It doesn’t take long before a complex condition that is not managed will end up in an emergency room or need hospitalization,” Lock said.

Disaster SNAP benefits are also a lifeline for many following a storm or crisis, allowing people faster access to the food aid they need if they live in an area hit by a disater.

Brecht said that while there are 130,000 eligible for the Women Infants and Children program in the state, only 60,000 take out the benefits from the programs.

“If there’s one thing citizens take home today it’s that these programs are available for people in need,” Brecht said. “If you have questions, contact your local Department of Human Services office to learn more about these programs.”

A candlelight vigil was held for Minnesota Representative Melissa Hortman and her husband Mark

by Voices United and the Mount Vernon area churches Wednesday, June 18 at Memorial Park.

Arlie Willems noted that the vigil was turned around quickly after hearing of plans for a vigil in Minnesota the same evening at 8

p.m. and wanting to do this in solidarity with the neighbors to the north. Rev. Lori Wunder of Mount Vernon Presbyterian Church provided a message for the event.

Former Iowa State Senator Rob Hogg was an attendee at the vigil. Hogg was also a former classmate of Hortman in law school.

“She was smart, and always on point,” Hogg said. “She was a wonderful person.”

Hogg and Hortman found a new connection in 2004, when both were in state legislatures and attending a conference in Chicago. The two eventually became minority party leaders during their time in legislature.

Hogg was also instrumental in getting Hortman to be the speaker at the Iowa Democratic Wing Ding at the Surf Ballroom in 2023.

Hogg said that this past week has been really hard as he has been wrestling with the grief of losing a friend in such a violent matter.

Hogg said one of the things that really touched him Wednesday, June 18, was watching coverage from Minnesota of the motorcade for Hortman and seeing Minnesotans coming out of their house to line the streets.

OBITUARIES Marcia Lehr, 81, of Lisbon, passed away peacefully Sunday, June 15, 2025, at the Oldorf Hospice House in Hiawatha. A Celebration of Life will be held at a later date.

Marcia was born Oct 16, 1943, in Cedar Rapids, Marcia was the daughter of Emil and Frances (Kolek) Reyhons.

She graduated from Mount Vernon High School in 1961 and later earned her certification from beauty school. On October 19, 1963, she married Robert “Bob” Lehr at the Federated Church in Lisbon.

With that union, she traded city life for farm life, embracing the role of a farm wife and devoted mother. Alongside helping on the farm, Marcia also worked as an EnvironMarcia Lehr mental Aide at Hallmark Care Center in Mount Vernon.

Marcia was known for her strong work ethic and love of the outdoors. She took great joy in gardening, caring for her yard, and planting flowers. She also enjoyed bowling, playing cards with friends, and gathering with her Hardees Coffee Club on Fridays.

She is lovingly remembered by her daughter, Tami (Derek) Sanders; granddaughter, Alex Sanders; sister, Norma Abbott; sister-in-law, Susan Beres; extended family member, Melvin Stout; a niece; seven nephews; numerous friends and acquaintances; grand dogs, Wrigley Jo and Sage; and her very best friend for over 70 years, Annamae Baker.

Marcia was preceded in death by her parents; husband, Robert “Bob” Lehr; son, Gary Robert Lehr; sister-in-law, JoAnn Stout; brother, Roger (Lou Ann) Reyhons; brother-in-law, Tom Abbott; extended family members, Dennis Hampton and Mike Beres; and nephews, Kevin and Bobby Westfall.

Gretchen Ann Beckhelm, 87, died Sunday, June 15, 2025, at the Woodlands of the Meth-Wick Community in Cedar Rapids.

Born April 19, 1938, in Hays, Kansas, Gretchen was the younger daughter of Dr. Paul and Daisy Child Beckhelm. Shortly after her birth, the family moved to Frederick, Md., for her father Gretchen Beckhelm to teach at Hood College in Frederick. The family lived in Frederick until 1949, when they moved to Mount Vernon, for her father to head the music department at Cornell College. Gretchen graduated from Mount Vernon High School in 1956 and then, having returned to Hood for her college years, graduated from Hood College in 1960 with a degree in biology.

Nearly all of her working career was with the pharmaceutical company, Eli Lilly and Company in Indianapolis, Ind., where she participated in research for cardiovascular drugs now in use today. After thirty-two years with Eli Lilly, Gretchen retired and ultimately moved to a warmer climate. She enjoyed some pleasant years living in Punta Gorda, Fla., for ten years, and then in Venice, Florida, for another 11 years.

Never having had children of her own, Gretchen loved and doted on her two nephews and one niece, Rich Moore, now of Graham, Texas, Tom Moore, of Cedar Rapids and Bonnie Moore, now deceased but formerly of Mount Vernon. As an example, as they turned 11 years old, she treated each one to a trip alone with her for a full weekend of fun activities appropriate for their age. For Rich, it was a weekend of the Indy 500 Time Trials. She and Bonnie spent their Indianapolis weekend shopping for new clothes purchased with Bonnie’s baby-sitting earnings (most probably increased a bit by her aunt!) She took Tom to the Big Island of Hawaii for a weekend of sightseeing.

Gretchen delighted in any time spent with her grand-nephews and grand-nieces, Ryan Wikstrom (Dani) and his son, Kenson; Jami Wikstrom Myers (Ryan) and their children, Brantley and Wren; Cody Moore West (Brodey) and their sons, Bennett and

Archer; Hannah Moore Smith (Riley) and Sadie; and Sam Moore.

Gretchen moved back to Iowa nearly eight years ago to be nearer to her sister, Barbara Beckhelm Moore, of Mount Vernon and other family. She was a member of The United Methodist Church of Mount Vernon, the P.E.O. Sisterhood, and several science-related organizations.

As is typical of this strong, independent women, she had pre-arranged for Stewart Baxter Funeral & Memorial Services in Mount Vernon to take care of all arrangements. A Graveside Service was held for family and friends at the Mount Vernon Cemetery Tuesday, June 24, followed by an informal reception at the home of Babs Moore, 1103 3rd Street SW Mount Vernon. Memorial contributions may be made to the United Methodist Church of Mount Vernon.

On June 10, Miriam Bergman crossed the finish line at the completion of a glorious run of 94 years and seven days. She spent the last two weeks in this world with her wits and sense of humor fully intact and on display to the steady stream of friends and family that had the pleasure to see her off.

Miriam was born to parMiriam Bergman ents Willard and Emma Otterbach in Mendota, Ill., in 1931. She grew up on a farm and upon graduation from high school took a big leap of faith and went off to school at Simpson College in Indianola. She graduated with a home economics degree and a teaching certificate. While at Simpson, she met a handsome, well-dressed jock from Des Moines named Don Bergman. While it wasn’t exactly love at first sight, four years later she took another leap of faith and flew out to San Diego, Calif., to join Don and get married. (Don had been called to active duty in the Navy in support of the Korean War.) One year later with a new baby boy and Don’s enlistment complete, they set sail in a 1947 Pontiac on a four-day adventure down Highway 6 back to Indianola so Don could complete his last year at Simpson.

Several small town teaching/coaching jobs for Don led to Cedar Rapids in 1961. Along the way, Miriam brought three more boys into the world. Miriam certainly put the home economics degree to good use by keeping four boys and a husband clothed and fed on a teacher’s salary.

After getting the boys out of the house, Miriam could get serious about her interests in antiques, painting and cooking contests. In addition to keeping her house well decorated with interesting pieces, she made a business of buying and selling antiques in several shops around Mount Vernon and Lisbon.

Miriam was preceded in death by her parents, brother Dean and husband Don. She is survived by her boys, Mike, Dave, Dan and Tim, their respective wives, Lynn, Jackie, Tonya and Dawn; eight grandchildren and 10 great-grandchildren.

A celebration of life will be held at The Barn by Water’s Edge, 507 E. Main Street, Lisbon, Friday, June 27 from 10 a.m. to noon.

Spots Book signing event Scott Russell Morris, Mount Vernon’s Poet Laureate, will have a reading and book signing tonight (Thursday, June 26) at the Abbe Creek Gallery, 105 First Street West.

The event begins at 7pm.

Morris is the 2025-26 Poet Laureate and Associate Professor of English and Creative Writing at Cornell College.

He has published in several literary journals and been on the Notable Essays list of the Best American Essay series.

His first book, Points of Tangency, was published in 2024

Bob Campagna ​ ​On Wednesday, July 2, the Abbe Creek Gallery will unveil paintings and assemblages of Cedar Rapids master artist Bill Stamats.

Titled Back Roads and Blue Skies / Paintings and Assemblages, the Stamats exhibition opens with an artist reception that night at 6:30pm in the uptown Mount Vernon gallery. His 16-piece exhibit runs through August 23. ​Stamats will return to the Abbe Creek Gallery for an artist talk Saturday, July 19, at 11:30 a.m.

A Midwest artist who creates neo-regionalist artwork, Stamats’ net result for this exhibit is an intensely colored, passionately created and playfully designed collection of original paintings which stem from his Stamats local and national meanderings.

Productions include pieces from series based on the Sac and Fox trail, barns and bridge on Rosedale Road in SE, Cedar Rapids, Three Forks, Montana, Deerfield, Massachusetts, and Watkins Glen, New York. ​“People have historic connection to barns, they are the icon of farming in Iowa,” Stamats furthered.

B ​ ill’s story begins with his father Peter Stamats, an art collector, who owned a significant library of art books.

“My father had a good eye for art, and a good rapport with galleries in New York,” Bill recounted, adding that long ago his father asked, “who’s this Ansel Adams guy?” He then started buying Adams prints. Mount Vernon public works director Eldon Downs and city staff finished a first grading of trail that will connect to the Interurban Trail from Mount Vernon.

Downs said that the grading for this stretch was a test of capabilities for city staff and to see how much time it would take moving forward on the project. The trail will

“There,” Bill recounted, “the art room was in a building basement, tucked away, an afterthought…”

After Deerfield Bill obtained a BFA in design at Pratt Institute in Brooklyn, New York. An initial in-depth experience was his internship in New York for printmaker Kathy Caraccio. “She printed the work of other artists,” he explained, “and that hands-on experience got me interested in printmaking.”

After many years and geographic stops, Bill finally settled in his hometown of Cedar Rapids where he was Executive Vice President at Stamats Communications until October, 2024 when he retired from the business.

Additionally, he and his wife Anne offer art appraisals.

Bill’s creative process involves “painting to such music as Sylvan Esso (electropop duo), or Black Pumas (American psychedelic soul band), and contemporary music, indie stuff.”

A signature element of Stamats’ paintings is the inclusion of subtle “ancestor spirits” which connect his family with the land, barns or bridges. His skies depart the commonplace with brilliant, unconventional colors.

“It’s a funny thing how I decide the sky, the painting tells me what I need. The painting talks back to me. It’s a feeling…” Stamats explained.

“My work is a study of these structures and, by extension, the objects and relics of rural America. Part chronicle and part celebration, my paintings and assemblages are a tribute to practical beauty, to peeling paint and popped nails, to what is found again after being nearly forgotten,” Stamats concluded. need to be bid for the concrete pouring at a future date.

“We are not anticipating this trail will get to the connection at Irish Lane this year,” Downs said. “The elevations for the trail get a little more challenging as we go west, and we have some need to determine the property lines along ITC towers on where we can go in the future.”

Still, the beginning of the work was shared with the Linn County Trails Association of what had been established near the public works site, and mayor Tom Wieseler said that moving forward on this has helped accomplish at least one of the goals he has set out as mayor, to see that completed.

There is something almost magical about what the Mount Vernon baseball team did last week. The Mustangs rallied with seven runs in the seventh inning to beat Clear Creek Amana, 11-9, on Monday, June 16, in Tiffin.

Mount Vernon (10-9, 7-7 WaMaC East) then won the second game, 5-0, to complete the sweep.

“That was unique,” Mount Vernon coach Charles Chatman said.

“We got a little help. They walked a few guys. But the guys made good contact and it was nice to come back and win one of those games.”

There were hits up and down the lineup in the Game 1 win. Garet S w a r t z e nd r ub e r h i t 4-for-5 with a double, Erik Lamb was 3-for-5 with two doubles and three RBIs, Michael Ryan had two hits and two RBIs, Cole Thurn had two hits, Porter Chatman hit 3-for-3 with a double, and Cael Foreman

“You don’t see many homers at Cornell by high school kids,” Chatman said. “It was a good way to start the game.”

Mount Vernon had eight hits total. Ryan hit 2-for-3 and Chatman had two hits.

Junior Landon Wilson pitched five innings and Swartzendruber closed it out.

In the second game, a seventh-inning comeback fell a run short. Lamb hit 3-for-3 with a double.

A clutch hit can come from anywhere.

Especially with the Lisbon softball lineup. From leadoff to No. 9, the ninth-ranked (Class 2A) Lions can

come through in the clutch.

“I have full faith in all of my girls,” Lisbon coach Abby Shultz said. “In that they can get the job done.”

On Wednesday, June 18, Lisbon got it done to beat Northeast 6-5 in a non-conference game at Bunting Field at Miller Ball Park.

“We’re all pretty confident when each batter goes up, no matter the situation,” senior Gretchen Moehlman said. “If we have no runners on, two outs, or whatever the situation is with people on base. We have a lot of confidence in each other.”

Northeast, which run-ruled the Lions last season, 10-0, got out to a quick 2-0 lead after the first inning.

Lisbon, meanwhile, left five runners on base the first two innings.

But all that changed in the fourth. Lisbon used four hits, a walk, a sacrifice fly and an error to plate five runs. Moehlman had a two-run double to center field, and senior Sarah Dietsch followed that up with an RBI double of her own.

Another run scored on an error, and senior Addie Clark, the leadoff hitter, capped the scoring with an RBI single.

“We’ve talked about confidence all season long, and just producing,” Shultz said. “They’ve got the skills, they trusted their training tonight and they did well.”

Northeast tied the game with a run in the fifth, and two in the sixth. Rebel leadoff hitter Cadence Driscoll hit a clutch two-run single to knot the game at 5-5.

Freshman Kyla Kahl drew a walk to open the bottom of the sixth inning, and her courtesy runner, junior Lohgan Anderson, scored when junior Kamryn Kahl doubled to center.

“I just use the same approach every at-bat,” Kamryn Kahl said. “Visualize it. See it. Drive it.”

That proved to be the game winner. Kyla Kahl set down the Rebels in order in the top of the seventh inning: Fly ball, strike out, ground out.

Kyla Kahl finished with five strikeouts and two walks, both in the first inning.

The week started with a Tri-Rivers sweep over Starmont, 15-1 and 10-1, on Monday, June 16.

In the first game, the Lions used eight hits and seven walks. Kyla Kahl had a home run and four RBIs. Emma Pleasant and Sarah Dietsch hit doubles and Moehlman had a triple and was 2-for-3 at the plate.

You want matchups against ranked teams? No. 5 (3A) Mount Vernon had them last week. The Mustangs faced four teams (six games) against ranked foes.

“The kids played really well,” Mount Vernon coach Robin Brand said. “Our team is really coming together. They

played error-free defense, are hitting well, and baserunning extremely aggressively.

“It is fun to watch it all come together.”

It started w ith a doubleheader against No. 6 (4 A) Clear Creek A m a n a on Mond ay, Ju ne 16, in Tiffin.

Mount Vernon won the opener, 7-3, then lost the nightcap, 10-1.

In the second game, Hayden Gookin had two hits and Rassmussen had a double and an RBI. A game at Mid-Prairie on Tuesday, June 17, was cancelled due to weather.

On Wednesday, June 18, Mount Vernon hosted then-No. 1 (3 A) Williamsburg, now No. 2, at Van Metre Family Field.

The Mustangs won the opener, 7-0, and lost the nightcap, 12-4.

In the win, Gookin hit 3-for-4, Rasmusen had two hits and three RBIs, Bettcher had two hits, and Sophia Patten and Lucy Wischmeyer each added a double.

In loss, the Raiders were trailing 4-2 and put up 10 runs in the top of the fifth.

The Mustangs managed just three hits, with doubles from Olivia Haverback and Bettcher.

Then it was an overnight trip to the Roland-Story Kiwanis Tournament.

On Friday, June 20, Mount Vernon

lost to No. 5 (4A) ADM, 1-0, in 9 innings.

Mount Vernon had just two hits.

Gookin gave up just three hits and no walks and struck out 12.

On Saturday, the Mustangs enjoyed their trip to Hickory Park in Ames. “They like it when it is someone’s ‘birthday’ and everyone comes over to sing,” Brand said.

At the tournament, Mount Vernon beat previously-ranked Gilbert, 7-2.

The Mustangs closed the week with a win over No. 6 (3A) Estherville-Lincoln Central, 8-0 in five innings.

Gookin pitched a no-hitter over five innings, striking out 14.

Haverback had two hits. Gookin and Rasmussen each had two RBIs. “It was a great weekend,” Brand said.

“We play tougher the hotter it gets.”

Brand knows the regional pairings come out soon, and wanted to make sure the Mustangs made a statement.

“We needed to get stuff done,” Brand said. “We got some exceptional wins this week.”

Lisbon baseball has come a long ways from that five-win team of a year ago.

On Thursday, June 19, they were leading No. 7 (1A) North Linn 6-5 at City Park when the wheels came off.

The Lynx scored nine in the top of the fifth and went on to win, 18-7.

“They had a big inning,” Lisbon coach Lance Kamaus said. “We played four innings about as good as we can. We’ve got to figure out a way to clean it up a little bit.”

The Lions (7-10, 5-5 Tri-Rivers East) had nine hits, with Bryce Boots and Carew Kamaus each having a pair. Ian Whittenbaugh had a home run and four RBIs. The loss capped an 0-3 week for the Lions.

Lisbon was leading Monticello 5-3 and had the bases loaded on Tuesday, June 17, when rain delayed, and then postponed the game. It is scheduled to be finished July 2 with a second game to follow.

Another game, against New London on Wednesday, June 18, was postponed, and then cancelled.

The week started with a pair of TriRivers losses, 4-3 and 9-5, to Easton Valley in Miles.

“That was disappointing,” Kamaus said.

“We had a couple of hard-luck losses.”

In the first game, the Lions rallied with two runs in the top of the sixth and had runners on in the top of the seventh to tie or take the lead … but came up short.

Dakota Clark scored twice. Boots and Kamaus had RBIs. Ian Whittenbaugh took the loss, giving up just four hits and no walks, while striking out seven.

In the second game, Ethan Hoekstra had two hits. Carew Kamaus took the pitching loss, despite giving up just one earned run.

Errors were the culprit.

“We wanted to improve this year in all phases of the game,” Kamaus said. “We’ve definitely done that offensively. We had a team batting average of .226 last year, and it is now at .320.

“We just need to buckle down in the field. We are giving up too many unearned runs.”

Lisbon Schools will be holding an informational meeting on Monday, June 30, at 6:30 p.m. at Lisbon Auditorium about a potential conference change for the 2026-27 school year.

The meeting will address the potential change from the Tri-Rivers Conference to the River Valley Conference for the Lisbon School district.

Current member schools of the Tri-R ivers Conference include Alburnett (Moving to RVC Fall 2025), Calamus Wheatland, Cedar Valley Christian, Central City, East Buchanan, Easton Valley, Edgewood

Colesburg, Lisbon, Marquette Catholic, Maquoketa Valley, Midland, North Linn, Prince of Peace Clinton, North Cedar, Springville and Starmont.

Current member schools of the River Valley Conference include Alburnett (Fall 2025), Anamosa, Beckman Catholic, Bellevue, Camanche, Cascade, Durant, Maquoketa, Mid-Prairie, Monticello, Northeast, Regina, Tipton, West Branch, West Liberty and Wilton.

At the May school board meeting, Horman outlined a number of reasons why the district was looking at this change, including not enough games at the junior varsity and subvarsity levels of play, as well as for middle school athletics. The district by moving to the River View conference will compete against more Class 2A teams, and enrollment trends show Lisbon

heading to Class 2A in the next few years.

“We do realize and want to acknowledge that there will be moments in certain areas when providing more opportunities for kids, we will be faced with more competitive play which could impact our overall win/ loss records,” activities directors Brandon Horman and Levi Montague wrote. “At times this could become a concern to some, additional games and events can increase performance, enhance skill development, foster teamwork, and help teach life lessons to our students through varying levels of adversity and success.”

The Mount Vernon-Lisbon-Springville Youth Soccer Club is entering its fourth year as a club, and looking to cement its future by forming a board of directors. An informational and organizational meeting for the club is being held tonight (Thursday, June 26) at 7 p.m. at Scorz Bar and Grill.

Lewis said anyone interested in learning about the club and this direction are welcome to attend.

According to Richard Lewis, coordinator for the club, the club had an outstanding 2024-25 season, with 96 youth involved in eight different boys’ and girls’ teams from age 10U to 15U. Six of those teams also advanced to trophy matches at the season-ending tournament in early June, with three teams the 10U boys’, 14U girls’ and 15U co-ed team winning championships.

“The goal of these programs isn’t just on winning, however, it’s on helping youth soccer move forward and giving youth the ability to play competitively as a team,” Lewis said. “These kids, when they play on the same teams build relationships with other players that develop their skills moving forward.”

After four years of running this league as a coordinator, Lewis is looking for more help to raise awareness about the club, help shape the club’s future and help recruit and support youth playing soccer.

“There is only so much I can do as one person coordinating this club,” Lewis said. “I’m looking for help to more firmly establish our teams and make sure we have coaches to keep these teams local.”

Lewis said the AYSO programs help to provide an uninterrupted pipeline of players from the parks and recreation

leagues to when students start playing soccer in the middle school and high school levels.

Brad Ketels, County Engineer, presented a Professional Services Agreement Amendment No. 1 between Linn County and Snyder & Associates, Inc. for the Tower Terrace Road National Environmental Policy Act (NEPA) Study and Design for endangered species. He stated that more species have been found, and the cost will be split between Linn County, Cedar Rapids, Marion and Hiawatha.

Kim Hanna, Chairperson Linn County Historic Preservation Commission, stated that there have been no changes since she met with them on Monday regarding the grant recommendations.

Total Grant amount $28,800.

Charlie Nichols, Planning & Development Dir., presented a 28E agreement with the City of Cedar Rapids for administration of Zoning and Construction Code for a portion of the Prairie Landing Development.

He stated that when the property was annexed to the city of Cedar Rapids, a small strip of land was left in Linn County. The Board will discuss and approve on Monday.

Daniel Gibbins, Asst. Conservation Dir., presented a Resolution Setting a Public Hearing to Dispose of Interest in Real Property and Authorize the Granting of an Electric Line Easement to ITC Midwest Electric.

This has been reviewed by legal staff and the Conservation Board.

Chairperson Meisheid called the meeting to order.

Pramod Dwivedi, Public Health Dir. and Heather Meador, Public Health Clinical Serv., presented an update on measles cases and county responsibilities. Also present: David Thielen & Ashley Balius, LCCS. Dwivedi reported that there are now three cases of measles in Iowa. Nationally there are 1200 cases (95% are unvaccinated). Linn County’s responsibilities were explained.

Public Health highly recommend getting vaccinated and someone does not have health insurance, they can go to Linn County Public Health for a free vaccination.

The Board thanked Public Heath for the report and also encouraged vaccinations.

Luke Fischer, Facilities Manager, presented an Order Form between Linn County and Reno Dry to install a Renodry Dehydration System in the Courthouse for an amount of $72,468. He stated that this is new technology that is basically an antenna system that is installed in the basement.

This will help to protect the building and includes a 25 year warranty. The Board will approve on Wednesday.

Brent Oleson, County Treasurer, presented a Resolution abating property taxes determined impractical to collect. He stated that the list of properties includes outlots and mobile homes.

The Board indicated that they spoke individually to Deputy Finger in advance and appreciate her explanation. The Board will approve on Wednesday Charlie Nichols, Planning & Development Dir., presented a 28E agreement with the City of Cedar Rapids for administration of Zoning and Construction Code for a portion of the Prairie Landing Development. He explained that a small strip of land was left in the county after annexation to the city of Cedar Rapids. This allows Cedar Rapids to inspect all property improvements.

Motion by Meisheid, seconded by Running-Marquard to approve 28E agreement with the City of Cedar Rapids for administration of Zoning and Construction Code for a portion of the Prairie Landing Development.

Stephanie Lientz, Planning & Development, presented a proposed Temporary Use Permit for the Cedar Rapids Freedom Festival Drone Show located at 3239 C Ave Ext, Marion, (Tuma Soccer Field) on June 26, 2025, from 5-10 p.m. Lientz stated that they expect approximately 5,000 people, have provided a Certificate of Insurance, a severe weather plan and agreed to all conditions.

Discussion continued regarding the exact location (within Linn County but owned

by Cedar Rapids), neighbors do not get notified and the Temp. Use Permit includes the entire day.

The Board asked that this be placed on Wednesday’s Regular Agenda for approval.

Jessie Black, Admin. Specialist, presented a Temporary Construction Easement between Linn County and the City of Mount Vernon to begin grading work on a proposed nature trail (prior to Linn County conveying property to Mt. Vernon). The Board will approve on Wednesday.

Becky Shoop, Deputy Auditor, presented a request for a 5-day liquor license for the Tin Roof Hideaway to serve alcohol during a wedding held at the Indian Creek Nature Center on Saturday, June 21st.

Motion by Meisheid, seconded by Running-Marquardt to approve Class C 5-day Retail Alcohol Liquor License for Tin Roof Hideaway to serve alcohol at the Indian Creek Nature Center on June 21, 2025.

Motion by Meisheid, seconded by Running-Marquardt to approve payroll authorizations (detail is available upon request).

Motion by Meisheid, seconded by Running-Marquardt to appoint Sami Scheetz to the East Central Region Governing Board for an unspecified amount of time, term beginning July 1, 2025.

The Board received updates from the following Department Heads: Charlie Nichols, Planning and Development Dir. – Budget is on track; Lead Permit Specialist position closed June 15 (there is an internal applicant); Building Division has been working on Code updates (including snow load standards) as well as multiple commercial projects in both rural Linn County and within contract cities; clerical staff training; Zoning Division has been working on ordinance updates; one vacancy on Planning & Zoning Comm.; engaged Cook Appraisal to complete an updated appraisal on Dows Farm property; the Governor intends to create a Nuclear Energy Task Force (asking that Linn County have representation on the Task Force); Coggon Solar project developer has given a construction timeline now that the tax credit bill passed (site operational by mid-2028); and permit activity.

Supervisor Scheetz asked about ordinance language should a data center be proposed for Linn County.

Nichols stated that they have been contacted by a company that is interested in locating one in Linn County. Planning & Development is looking at an ordinance (Aug./Sept. 2025).

Britt Hutchins, Purchasing Dir. – continue meeting with departments to push procuring green/sustainable products; budget on target; fully staffed; postal summary report; and purchasing assistance to various departments.

Steve Estenson, Risk Management Dir. – met yesterday with FEMA and closed out the COVID project (over half was for the Medical Examiner); and Derecho project updates ($22.7 million identified in costs, $18.1 million received).

Luke Fischer, Facilities Dir. – budget on

track; two staff vacancies; time and material contractors; building automation upgrades; lighting updates; Winter Weather Shelter is 50% complete; Juvenile Detention Center courtyard fence still pending; Courthouse exterior renovations; Secondary Roads Headquarter periodic meetings; and EMA project update.

Joi Alexander, Communications Dir. – Editorial Calendar activities; Medicaid/Social Services Roundtable is today; property tax insert from the Treasurer; communications plan for Treasurer’s Office title transfer appointments and EMA mobile unit rollout; Veteran Services webpage content update; Intranet migration to Sharepoint; County Assessor allowance/disallowance letter (on behalf of the Board); Courthouse anniversary October 3rd; Veteran of the Month online nomination form; various videos; and ongoing projects (website redesign, brand management and online clothing store).

2025 SIDEWALK IMPROVEMENTS MOUNT VERNON, IOWA NOTICE OF PUBLIC HEARING ON PLANS AND SPECIFICATIONS, PROPOSED FORM OF CONTRACT AND ESTIMATE OF COST FOR CONSTRUCTION OF THE 2025 SIDEWALK IMPROVEMENTS, MOUNT VERNON, IOWA Notice is hereby given that the City Council of Mount Vernon, Iowa will meet in the Council Chambers at City Hall, 213 First Street NW, Mount Vernon, Iowa, at 6:30 p.m. on the 7th day of July, 2025, at which time a hearing will be held and said Council proposes to adopt plans, specifications, form of contract and estimate of cost for the construction of the 2025 Sidewalk Improvements and work incidental thereto for said City.

Work on the improvements shall commence within ten days of the issuance of a written Notice to Proceed. The Notice to Proceed will be issued upon approval of the contract by the Council, and be completed as stated below.

A refundable deposit of $30 is required. Please make checks to Veenstra & Kimm, Inc. Mail said deposit checks to Rapids Reproductions, 415 Highland Avenue, Suite 100, Iowa City, Iowa 52240, Attn: Jill Chambers. Upon receiving deposit check, plans and specifications will be mailed out. When plans and specifications are returned in good condition within 14 days of the award date of the project, deposit checks will be returned.

All proposals and bids in connection therewith shall be submitted to the City Clerk of said City on or before the time herein set for receiving bids. All proposals shall be made on official bidding blanks furnished by the City, and any alternations in the official form of proposal will entitle the Council, at its option, to reject the proposal involved from consideration. Each proposal shall be sealed and plainly identified.

Each proposal shall be made out on a blank form furnished by the municipality and must be accompanied by bid security, as follows: a certified or cashier’s check, drawn on a solvent Iowa bank or a bank chartered under the laws of the United States or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount equal to five percent (5%) of the bid, or a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa in a penal sum of five percent (5%) of the bid.

The bid security should be made payable to the CITY OF MOUNT VERNON, IOWA. The bid security must not contain any conditions either in the body or as an endorsement thereon. The bid security shall be forfeited to the City as liquidated damages in the event the successful bidder fails or refuses to enter into a contract within 10 days after the award of contract and post bond satisfactory to the City insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and other contract documents. Bidders shall use the bid bond form bound in the specifications.

No bidder may withdraw a proposal within thirty (30) days after the date set for opening bids.

The successful bidder will be required to furnish a bond in an amount equal to one hundred percent (100%) of the contract price, said bond to be issued by a responsible surety approved by the City Council and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and shall guarantee the prompt payment for all materials and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the Contractor, and shall guarantee the work against faulty workmanship and materials for a period of Two (2) years after its completion and acceptance by the City Council.

All Contractor(s) and subcontractor(s) are required to obtain tax exemption certificates from the City of Mount Vernon, Iowa for this project. These tax exemption certificates are only for use on this specific project as covered under the Contract.

The work under the contract shall commence within ten (10) days after date set forth in written Notice to Proceed. All work under the contract shall be completed by November 14, 2025, subject to any extensions of time which may be granted by the City Council.

Liquidated damages in the amount of Two Hundred Dollars ($200.00) per calendar day shall be assessed for each calendar day that work on the contract remains uncompleted after the end of the contract period, with due allowance for extensions of the contract period due to conditions beyond the control of the Contractor.

Payment to the Contractor for said improvements will be made in cash derived from the proceeds of the issuance and sale of such bonds and/or from such cash funds of the City as may be legally used for said purposes. Any combination of the above methods of payment may be used at the discretion of the City Council.

Payment to the Contractor will be on the basis of monthly estimates equivalent to ninety-seven percent (97%) of the contract value of the work completed and payments made to material suppliers for materials ordered specifically for the project or delivered to the site during the preceding calendar month. Estimates will be prepared on the last day of each month by the Contractor, subject to the approval of the Engineer, who will certify to the City for payment each approved estimate on or before the tenth (10th) day of the following month. Such monthly payments shall in no way be construed as an act of acceptance for any part of the work partially or totally completed. Upon completion of the work and its acceptance by the Council, the Contractor will be paid an amount which, together with previous payments, will equal ninety seven percent (97%) of the contract price of the contract. Final payment of the remaining three percent (3%) will be made not less than thirty-one (31) days after completion and acceptance by resolution of the City Council of the completed contract, subject to the conditions and in accordance with the provisions of Chapter 573 of the Code of Iowa, as amended. No such partial or final payments will be due until the Contractor has certified to the City that the materials, labor and services involved in each estimate have been paid for in accordance with the requirements stated in the specifications.

The request for payment may also include an allowance for the cost of such major materials and equipment which are suitably stored either at or near the site.

Proof of purchase amount and verification of insurance for stored materials must be provided with any request for payment of stored materials.

By virtue of statutory authority preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa domestic labor.

In accordance with Iowa statutes, a resident bidder shall be allowed a preference as

THURSDAY, JUNE 26, 2025 | 13 against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country.

The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident.

In accordance with the requirements of the Iowa Department of Labor all bidders must submit a fully completed Bidder Status Form. The Bidder Status Form must be included with and is considered an essential attachment to the Proposal. Any Proposal that does not include a fully completed Bidder Status Form may result in the Proposal being determined non-responsive and rejected.

If it is determined that adherence to these Iowa statutory requirements may cause denial of federal funds which would otherwise be available for a public improvement or would otherwise be inconsistent with requirements of any federal law or regulation, the application of Iowa Code Chapters 73 and 73A shall be suspended to the extent necessary to prevent denial of the funds or to eliminate the inconsistency with federal requirements.

The City of Mount Vernon reserves the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.

Board Member Baker gave a facility plan update to include: Continued work on chiller install, water testing of weight lifting room, punch list items meeting, progress on Legacy Hallway, and the work on the thermostat in for the Lions Den air conditioning system.

Board Member Mallie gave a facility update on the planning for work on the kitchen. The plan is for new epoxy flooring and updates over summer break. They are also working on some work around plans for LECC lunches and contingency plans.

Elementary Principal Brown gave a report on the following: work on an elementary academic mailer that will go out next week which will include grades and testing scores, summer school plans and scheduling, meetings with Frontline for a new sub scheduling system, and Bullying and Harassment training through McGrath Training Solutions that will take place next week.

Superintendent Pino discussed the progress and hard work going into Champions which will open on July 1st. They are working through the details of communication and hiring staff.

Linn County seeks voluntary board and commission members The Linn County Board of Supervisors is accepting applications to fill several voluntary appointments on County boards and commissions. Serving on a County board or commission is an excellent way to get involved with local government and contribute to the quality of life in Linn County.

Board of Adjustment – three-year terms There is one opening on the Board of Adjustment (BOA). Individuals are appointed for five-year terms and may not serve more than two terms. Members of BOA must live outside the corporate limits of any city.

The Board of Adjustment hears and decides on appeals for variances and special exceptions for proposed improvements which do not meet Linn County zoning regulations.

The BOA also hears and decides on Conditional Use Permits and on appeals of the zoning administrator’s decision where an error of law is alleged in the decision.

Electrical Board of Appeals – threeyear terms There is one opening on the Electrical Board of Appeals for an individual currently serving as a utility board member. Individuals are appointed for three-year terms and may serve consecutive terms without limitation.

The Electrical Board of Appeals hears and decides on the suitability of alternate methods and materials for compliance with the National Electrical Code as adopted by Linn

County. The board also participates in code development and makes recommendations to the Board of Supervisors.

Mechanical Board of Appeals – fouryear terms There are three openings on the Mechanical Board of Appeals. Individuals are appointed for three-year terms and may serve consecutive terms without limitation. Residents with experience as an HVAC installer or architect are encouraged to apply, but all applications will be considered.

The Mechanical Board of Appeals hears and decides on the suitability of alternate methods and materials for compliance with the Linn County Mechanical Code. The board also participates in code development and makes recommendations to the Board of Supervisors.

Planning & Zoning Commission – three-year terms There is one opening on the Planning & Zoning Commission. Individuals are appointed for five-year terms and may not serve more than two terms. Commission members must live in unincorporated Linn County.

The Planning & Zoning Commission (PZC) makes recommendations on requests for rezonings, subdivision plats, and conditional use permits. In addition, the PZC makes recommendations on revisions to the Linn County Unified Development Code and the Linn County Comprehensive Plan.

“It really only comes into play if there are any major renovations or remodels to existing buildings or construction of new businesses,” city administrator Chris Nosbisch said.

The site of the former Mount Vernon Motel would be a potential location for new development in the near future.

Language cleaned up for accessory

The Mount Vernon City Council approved extending building zoning regulations the Hwy. 30 Master plan to businesses along the north side of Business 30.

Nosbisch said Kwik Star has asked to be able to begin construction of their building in April 2026, even if all infrastructure has not been finished, with hopes of opening in late summer 2026.

Nosbisch said that would be similar to how the development worked for the Glenn Street extension near Cottonwood Housing Initiatives.

Plaza is slowly working at taking portions of their fence down from the site ahead of the work to begin as well.

LBC fees will be increasing

Fees at Lester Buresh Center will be increasing, effective July 1.

City administrator Chris Nosbisch said the fees are slated to increase between 6 and 10 percent for membership rates, rental rates and program fees.

“We can’t always say that increases will hold to that 6 to 10 percent increase every two years,” Nosbisch said. “Sarah and Matt have been doing a great job in streamlining the costs at LBC to help keep these rates down, which is why we are looking at that every two years to keep up with inflation.”

The other issue the center is dealing with is keeping up with minimum wages for the area. Nosbisch said that pressures of new jobs coming to the area, like the new Fareway opening this summer, are slating for increases in salaries.

Beginning July 1, the proposed starting wages for LBC will be increasing. For rec attendants, that starting wage will go from 9 per hour to $9.50 per hour, customer service from $12 an hour to $12.75 per hour, facility leaders from $15 an hour to $16 an hour, group fitness instructors from $20 an hour to $21.25 an hour and personal trainers from $24.50 per hour to $26 per hour.

Nosbisch explained that any staff who has been with the city for a year will see a 4.5 percent increase to their current rate, plus bring them to the starting wage for the position they serve in to keep up with those wage increases.

Hearing set for water meters A public hearing is also set for July 7 for an ordinance pertaining to water meters that aren’t radio water meter reads at this point.

The ordinance will add language to allow a $50 surcharge for those homes that are not compliant with a radio water meter.

City administrator Chris Nosbisch said that there are less than 30 homes that are not compliant with the new meters.

“The $50 surcharge barely covers the cost for an employee to go out and do these individual readings,” Nosbisch said.

When the ordinance goes into effect, homeowners have 30 days to comply or face the new charges. These property owners have been given letters, door tags and other communication prior.

Cottonwood trees to be removed

The city has marked a number of cottonwood trees in city parks to be removed.

City administrator Chris Nosbisch said the cottonwood trees, especially near the pool will be removed this year.

“They have absolutely wreaked havoc at the pool and at the Nature Park quarry,” Nosbisch said.

“They’re not overly sturdy trees, and when the derecho hit, instead of losing branches, entire trees were blown over.”

Nosbisch said the city will look to replace those trees with harder wood trees.

Mayor Tom Wieseler said that he had broken the news to the sustainability committee and recounted the issues the pool was having with the cottonwoods this spring and summer.

Nosbisch said they have pulled out numerous balls of cotton from the filters at the pool.

“Last year was a particularly bad year for walnut trees,” Nosbisch said.

“This year was bad for cottonwood trees.”

2018, the city council has approved an amendment intended to restrict the size of accessory buildings, to keep garages smaller than the size of a home on a residential lot. In doing so, the city restricted accessory buildings to 144 square feet.

Bradbury said that was not the intent of the amendment.

That size restriction, however, also applies to accessory dwelling units, which the council adopted an ordinance for in 2024 with a size restriction not to exceed 800 square feet.

The clean-up of the language in the ordinance addresses that detached garages or accessory dwelling units can have larger square footages.

“This is an instance of the wrong words in the wrong areas have unintended consequences,” city administrator Chris Nosbisch said. “It wasn’t our intent to limit these accessory structures as thoroughly as we did.”

There were no comments made at the public hearing for the amended language of the ordinance.
