HOW TO VOTE When is Election Day?

Tuesday, Nov. 6. Polls are open from 7 a.m. to 9 p.m.

How do I register?

Voters can register up until 10 days before the election, or they can register on Election Day. Voters can register online at the Department of Transportation website or turn in a voter-registration form to the county auditor’s office 10 days before Election Day. Voters can also register to vote on Election Day. To do that, voters need valid photo IDs with an expiration date and proof of residence when they go to the polls.

Or they can take an oath that they are who they say they are.

Where do I vote on Election Day? To find your polling place, which is where you will cast your ballot on Election Day, go to https://sos.iowa.gov/elections/voterreg/ pollingplace/search.aspx or scan the QR code with your smartphone camera and type in your address.

Johnson County voters can vote early until Election Day at the Johnson County Auditor’s Office or at satellite locations listed on the Auditor’s website.

Health Care: Wahls supports bringing Medicaid under state management, recommitting state funding to Planned Parenthood and expanding access to mentalhealth care facilities.

Jobs/Economy: Wahls supports raising the minimum wage to $10.10 an hour and wants to strengthen the collective-bargaining abilities of public-sector unions.

Environment: Wahls studied environmental protection and renewable energy at the UI. He supports more funding for water-quality projects and expanding solar energy.

SECRETARY OF AGRICULTURE

Tim Gannon (D) Age: 42 Hometown: Mingo, Iowa Occupation: Farmer

Gannon worked eight years at the U.S. Department of Agriculture under former Iowa Gov. and then-U.S. Secretary of Agriculture Tom Vilsack. There, he oversaw the Federal Crop Insurance program, which helps farmers mitigate the effects of natural disasters. In addition to farming, Gannon sells crop insurance to farmers and ranchers, helping them manage risk in agriculture.

If elected, Gannon hopes to improve the rural economy, increase investment in agricultural research, find new uses for crops such as corn and beans, and fund soil-conservation efforts.

He farms with his dad and cousin on the family’s century farm in Jasper County.

Mike Naig (R) Age: 40 Hometown: Cylinder, Iowa Education: Buena Vista University

Mike Naig was appointed state secretary of agriculture in March, hopes to be a unifying voice INCUMBENT between Iowa’s governor and the congressional delegation regarding Iowa’s farmers.

Naig, who grew up on a family farm, said his top priorities include expanding renewable fuel credits, improving Iowa water quality and soil health. He said one of the more notable moments of his career was the department starting the annual Soil Reduction Strategy in 2013 while he was deputy secretary of agriculture.

GOVER Fred Hubbell

Age: 67 Hometown: Des Moines Education: University of North Carolina at Chapel Hill, B.A., University of Iowa, J.D.

As a first-time political candidate, Hubbell challenges Reynolds on issues such as Medicaid and the state budget. A scion of a well-known Des Moines family, Hubbell highlights his experience managing businesses and leading public entities as a signal he can balance the state’s budget while returning funding to socialservice programs. Hubbell cites an incident that occured more than 30 years ago as a turning point in his life. In 1981, Hubbell and his wife were held hostage on a plane for several days. He resolved that if he made it out alive he would dedicate his life to helping others. Thirty years later, he decided to run for governor.

Hubbell, who has largely financed his campaign through his personal wealth, released a three-page summary of his tax returns in late August. He allowed reporters a three-hour window to view the documents. The move was criticized

by Reynolds, who released 10 years’ worth of income taxes online.

Economy: Hubbell supports eliminating tax incentives to corporations in favor of investing dollars into social-service programs.

Education: Hubbell wants to invest in higher education and criticizes his opponent for what he calls a mismanagement of the budget to force cuts to regent universities.

Environment/Agriculture: Hubbell supports continuing the Renewable Fuel Standard. He also supports expansion of incentives to start small organic farms to encourage a younger generation to begin farming.

Health Care: Hubbell has focused a significant portion of his campaign on what he sees as injustices resulting from the decision to delegate Medicaid patient insurance decisions to private companies. He doesn’t support going back to the “old system,” but he does want to renegotiate contracts with the two managed-care organizations. His goal is to bring more decisionmaking abilities under state government control and institute new leadership for Iowa’s Department of Human Services.

Age: 59 Hometown: Osceola, Iowa Education: Iowa State University, B.L.S.

Reynolds emphasizes an energetic personality and cites a growing Iowa economy in a race in which she hopes to be elected to her first full term as governor. Reynolds assumed office in 2017 after her predecessor, formerIowa Gov. Terry Branstad, resigned to become the U.S. ambassador to China. In a campaign to become the first elected female governor in Iowa, the 59-year-old often repeats her mantra that her story “is the Iowa story” of overcoming challenges and working hard.

Economy: Reynolds highlights a state budget surplus of $127 million and Iowa’s secondin-the-nation status for low unemployment. Over her year as acting governor, Reynolds has championed lowering taxes.

Education: Reynolds prioritizes K-12 funding. She supported 1 percent increase to public schools’ budget this past year. She also championed a unanimously supported initiative, Future Ready Iowa. The legislation sets a goal for 70 percent of Iowans to have some kind of secondary education or training by 2025. She, along with other Republicans, is criticized by opponents for $11.5 million in cuts made in 2018 to community colleges and the state Board of Regents, which governs the three public universities in Iowa.

Environment/Agriculture: The first bill Reynolds signed into law was a water-quality bill.

She has said she supports building on the $282 million it put in place to support conservation infrastructure. She also instituted an Empower Rural Iowa initiative which aims to provide broadband access across Iowa and revitalize downtowns. She cheered President Donald Trump when he announced E 15 ethanol would be available year-round.

Health Care: Although criticized by her opponent, Reynolds supports her predecessor’s decision to bring the state-managed insurance program for low-income Iowans, Medicaid, under the control of private managed-care organizations. She also supported mental-health legislation to establish crisis centers and residential-treatment programs across the state.

SECRETARY OF STATE

Paul Pate (R) Age: 60 Hometown: Ottumwa, Iowa Education: Kirkwood Community College

Pate has held a number of positions in his political career. As a state senator, he represented Linn, INCUMBENT Delaware, and Buchanan Counties. He also served as mayor of Cedar Rapids and Iowa secretary of state from 1994 to 1998. Pate ran for the office again in 2014. He owns an asphalt paving company in Marion.

During his time as secretary of state, Pate prioritized making it easier for overseas military members to vote, instituting online voter registration, implementing the Safe at Home program for survivors of violence, and supporting a voter-ID law in Iowa.

Deidre DeJear (D) Age: 32 Hometown: Mississippinative, now lives in Des Moines Education: Drake University

DeJear owns a strategy and marketing service for small businesses, Caleo Enterprise, in Des Moines.

The Mississippi-native previously managed campaigns Des Moines School Board members and worked on former President Barack Obama’s 2012 re-election campaign.

The first-time candidate believes the 2017 law that will require voters to bring photo IDs in 2019 puts in place obstacles for voters, but emphasizes that in a secretary of state role, she would prioritize voter-education efforts. DeJear supports automatic voter registration.

Age: 55 Hometown: Oxford, Iowa Education: Clear Creek/Amana High School Economy: Kinney wants to stimulate the rural Iowa economy by passing industrial-hemp legislation that allows farmers to grow the crop.

Education: Kinney supports increased funding for public education, community colleges, and public universities. He links education to a skilled workforce.

Health Care: Kinney favors a statecontrolled Medicaid system. He thinks mental-health initiatives should receive more funding.

Environment: Kinney is a member of the Senate Natural Resources Committee and hopes for more funding for clean-water initiatives.

Age: 48 Hometown: Washington, Iowa Occupation: Farmer Economy: Hora supports lowering taxes and disentangling Iowa’s tax code.

She believes lower taxes will allow families and businesses to thrive with lower costs of living.

Education: Hora wants to give more control to individual school districts to create curriculum and enforce policies. She supports sustainable K-12 funding.

Health Care: Hora would like to find ways to reduce costs associated with health care and make it more affordable for Iowans, according to her campaign Facebook.

Environment/Agriculture: To aid Iowa farmers, Hora supports low taxes, discovering new markets for Iowa agricultural products, and cutting red-tape surrounding agriculture.

Democrat Pat Heiden garnered 53 percent of the vote in the June primary. She previously spent 20 years as executive director of the Oaknoll Retirement Community. Heiden wants to focus on providing quality care to the elderly, increasing access to mentalhealth care, and conserving natural resources.

Iowa City School Board member Phil Hemingway is hoping to be the first Republican elected to the Johnson County Board of Supervisors in a general election since 1958. Hemingway’s priorities include improving the county’s infrastructure, addressing mentalhealth concerns, and conserving water and other natural resources.

Democratic incumbent Janelle Rettig is running for a third term on the board; she led the June primary with 63 percent of the vote. In her time as a supervisor, Rettig voted to raise the minimum wage and create community IDs. If elected, her priorities include affordable housing, mental-health care, and environmental protection.

Education: Finkenauer supports investing more in trade and technical schools while working to bring down student-loan debt by allowing borrowers to refinance at current rates.

Education: Blum does not support federal involvement in education.

He voted for a 2015 bill that replaced the President George W. Bushera No Child Left Behind policy.

Health Care: A supporter of improving the Affordable Care Act, Finkenauer supports universal health care with a public option.

INCUMBENT Health Care: Blum opposed an initial version of the American Health Care Act, which aimed to replace the Obama-era Affordable Care Act. He then voted for a revised version of the AHCA later in 2017. He said the goal of a health-care reform bill must be to make health care more affordable, which he said the AHCA did not. Blum supports a market-driven approach to drive costs health care down.

Jobs/Economy: Finkenauer supports increased funding opportunities and reduced regulations for small businesses. She also eyes infrastructure investment as a way to create more jobs and support business.

Environment/Agriculture: Finkenauer seeks to invest in renewable-energy sources to create jobs and protect the environment. She also hopes to strengthen family farms through crop-insurance programs, expanding access to capital for farmers, and ensuring farm subsidies go to family farms instead of large corporate entities.

Immigration: Finkenauer supports the renewal of DACA and creating a pathway to citizenship for immigrants. She securing the border and mandating E-Verify for employers. She does not support abolishing ICE.

3RD CONGRESSIONAL DISTRICT Cindy Axne (D) David Young (R) Age: 53 Hometown: Des Moines Education: University of Iowa Education: Axne hopes to expand Pell Grants and cap the interest rate on student loans.

Health Care: Maintaining and improving the Affordable Care Act is a priority for Axne. She also aims to make sure that people cannot be discriminated against for having a pre-existing condition.

Jobs/Economy: Axne supports raising wages, addressing trade deals, and protecting unions.

Environment/Agriculture: Having supervised on the Governor’s Agenda on Clean Energy Iowa, Axne hopes to increase environmental research and development in a congressional role.

Immigration: Axne supports passing the DREAM Act and other measures to provide pathways to citizenship for immigrants. She also supports strengthening border security and addressing crime.

Age: 50 Hometown: Van Meter, Iowa Education: Drake University, B.A. Education: Young INCUMBENT sponsored a bill in 2018 to allow the FFA to selfgovern. In a 2015 newsletter, Young wrote he did not support Common Core standards and believes education decisions should rest with local school districts.

Health Care: Young supports replacing the Affordable Care Act with “market-based solutions.” Young also hopes to eliminate pre-existing condition limitations and allow younger people to remain on their parents’ plan.

Jobs/Economy: Young voted in favor of the 2017 Tax Cuts and Jobs Act and hopes to spur job creation through cuts and reform to the current tax code.

Environment/Agriculture: Young hopes to expand trade markets and has urged President Trump to reach a deal with China.

He supports a renewable-fuel tax credit.

Immigration: Young supports strengthening border security, and ending the visa lottery program and chain-migration. He hopes to provide DACA recipients with legal status and mandate E-Verify for employers.

Jobs/Economy: Having supported the passage of the Tax Cuts and Jobs Act in December of 2017, Blum hopes to continue cutting taxes and regulations for families and small businesses.

Environment/Agriculture: Blum supports expanding markets for Iowa’s agricultural products through free trade agreements.

Immigration: Blum supports strengthened border security through a wall or other means and has said that it must be the first step in the process of immigration reform.

The governor is the chief executive official of the state. This year, Republican Kim Reynolds, who served as lieutenant governor before taking over for Terry Branstad in 2017, will face Democratic challenger Fred Hubbell and Libertarian candidate Jake Porter. Each candidate has picked a running mate.

Candidates vying to represent the southeastern area of Iowa in the U.S. House of Representatives include 12-year incumbent Democrat Dave Loebsack, secondtime candidate Republican Christopher Peters, and Libertarian candidate Mark David Strauss.

Vicki Lensing, D-Iowa City, is running unopposed for re-election to the Iowa House of Representatives. Based on your precinct, you could choose between Republican incumbent Bobby Kaufmann and Democrat Jodi Clemens or for unopposed Democratic candidates Dave Jacoby, Mary Mascher, and Amy Nielsen.

FOR COUNTY ATTORNEY (Vote for no more than ONE)

The county Board of Supervisors manages a wide range of county operations including its budget, employees, and property. The supervisors also oversee unincorporated areas.

Democrats Pat Heiden and Janelle Rettig defeated incumbent Supervisor Mike Carberry in the June primary. Republican Phil Hemingway is also running for one of the two seats.

Tom Miller is running against a libertarian candidate for his 10th four-year term as Iowa’s attorney general. The office provides legal advice and representation to most of the state’s major departments, boards, commissions, authorities, officials, and institutions.

Sen. Joe Bolkcom, D-Iowa City, who has served in the state Senate for five terms, is on the ballot against University of Iowa student Patrick Wronkiewicz. Depending on your precinct, candidates on the ballot may be Democrat Zach Wahls and Libertarian Carl Krambeck or Democrat Kevin Kinney and Republican Heather Hora.

On the other side of the ballot, you’ll find nonpartisan offices.

Johnson County residents elect five nonpartisan Soil and Water Conservation commissioners for the district. The office assists with and conducts projects related to soil, water, air, plants, and animals in Johnson County. The Iowa Court of Appeals hears appeals assigned to it by the Iowa Supreme Court.

There are nine judges on the Court of Appeals, and each serve six-year terms.

Voters vote yes or no on each of the three judges on the ballot. Johnson County is part of the six-county 6th District Court. Thirteen judges have jurisdiction over civil, criminal, juvenile, and probate cases in the district.
