Chamber President’s Message There is a new and undeniable vitality in our business community. More than ever before, business owners here are reaping the benefits of local relationships. We are proud of the great strides we’ve made as a chamber to help foster the amazing 158 percent growth we’ve seen during the last three years. We are now over 120 members strong and we receive additional inquiries every week.

- Scholarship Golf Tournament: Raised $9,000 in scholarship funds to award to deserving students from Springville and Mapleton.

- Safe Halloween: Provided 23 free booths at the Civic Center, along with all the businesses between Center & 400 South on Main Street, for businesses to treat and interact with 3,000 kids and parents - Bike With the Mayor: We supported the city by sponsoring and serving free hot dogs.

- Springville Beautification: Supported the hanging of Christmas lights on Main Street, making it extra attractive for local shopping.

Executive Director’s Message

There's something exciting taking place in our business community. The SpringvilleMapleton Chamber of Commerce is not only alive and well, it is thriving! Our membership has tripled during the last three years and continues to grow each month. Our quarterly Chamber Lunch Meetings are well attended and we've heard from business giants like Matt Packard from Central Bank, Mayor Wilford Clyde, Ryan Moss from Little Giant Ladders, Brad Gasaway from Namify, Kevin Miller from Vision Bound, Mike Snelson from Snelson Photo Color Lab, Troy Fitzgerald from Springville City and Scott Mitchell, just to name a few. These lunch meetings are fun, informative and a great way to meet other business owners and network with them.

One of the best chamber events is our Scholarship Golf Tournament. We have been able to raise money for graduating seniors in Springville and Mapleton, and I've personally given away $12,000 in chamber scholarship money over the last three years. We will give away another $6,000 in May. Safe Halloween is my all-time favorite event.

Last year, we promoted our businesses by hosting this event and handing out candy to almost 3,000 kids and their parents. It's so much fun!

As a small business owner here, I have seen the benefits of my chamber membership on our business. It's been a privilege to work with this chamber. Our members care about Springville and our hope is that our citizens will support their community by thinking, shopping, buying and living local! It makes a difference.

Citizen of the Year: Collin Allan The Springville-Mapleton Chamber of Commerce is proud to announce that Collin Allan of Mapleton has been named its 2017 Citizen of the Year.

Collin Allan was born May 13, 1933, to James G. and Gwen Williams Allan. He was born and raised in the home across the street from where he now lives. He has lived in Mapleton all of his life with the exception of two years during World War II and two years on an LDS mission to the Hawaiian Islands. He graduated from Springville High School in 1951 and was a good student and also a speaker at his graduation exercises. He attended Brigham Young University in 1951 before his mission.

He returned after the war and graduated from Brigham Young University with two majors in accounting and mathematics. He worked at Utah Saving and Loan and later at BYU as the director of Tours and Conferences. He then worked for First Security Bank as manager in Springville and Spanish Fork. Later he became vice president and supervisor of 10 branches.

He has been a member of the Provo, Springville and Spanish Fork chambers of commerce through the years.

Allan has served on various boards including six years on the Utah State Wildlife Board. His interest in hunting and fishing is practically genetic as the Allan family has been involved in this activity for many generations going back to Scotland.

Allan was on the Mapleton City Council for 12 years, the Mapleton Planning Commission for nine years and the Nebo School District Board of Education for 30 years.

He also served for 24 years as a trustee on the Utah High School Activities Association board. He currently serves on the board of

directors for Rock Canyon Bank.

Allan had only one sibling, Evan E. Allan, who was killed during World War II when his plane was hit. He married Peggie Bingham in 1957 and they will celebrate their 60th wedding anniversary in June. They have five children: Scott, Marian, Clark, Leisel and Melinda.

They have 17 grandchildren and 16 greatgrandchildren.

A member of The Church of Jesus Christ of Latter-day Saints, Collin has served 10 years as a bishop, 14 years as a high councilman and nine years in his stake presidency. Last but not least, Collin manages his family farm.

Luis Muzquiz Jr. and Luis Muzquiz Sr. of La Casita

Business of the Year: The Springville-Mapleton Chamber of Commerce is happy to announce that La Casita is its choice for 2017 Business of the Year.

Considered one of Utah County’s top Mexican food restaurants for nearly four decades now, La Casita’s success is built around two main concepts: unique family recipes perfected with years of fine tuning and always ensuring that customers feel like family.

“We not only want every customer who walks through our door to have outstanding Mexican food and a genuine dining experience, but also feel like they are part of La Casita’s family, tradition and history,” said owner Luis Muzquiz Jr. La Casita has become a mainstay in Springville’s dining community. The children and grandchildren of those who dined at La Casita when it first opened in October 1978 are the restaurant’s core customers today.

La Casita was founded by Luis Muzquiz Sr. and his wife Luz. They moved to Utah after working as cooks and servers for many years at various Mexican restaurants in Southern California. With encouragement from customer 12

Charlie Hesselgesser, who moved from Southern California to Koosharem, Utah, Luis Muzquiz Sr. purchased the small building at 333 N. Main in Springville that once housed Siesta Village Restaurant, which was operated for years by the Domingo Rodriquez family.

“I think La Casita became successful from the beginning and continued strong for 25 years because of my dad’s outgoing personality and the recipes he learned from his mother,” Luis Muzquiz Jr. said.

In March 2003, Luis Muzquiz Jr. and wife Katie purchased La Casita, and they have continued to serve the restaurant’s original cuisine for the past 14 years. More importantly, Luis Jr. and Katie continue to build La Casita’s generational customer base. In addition to being honored with the Springville-Mapleton Chamber of Commerce Business of the Year award, La Casita was recently chosen by readers of the Daily Herald as Utah County’s best Mexican restaurant.

“Our business philosophy is simple. Our customers are family to us,” Luis Muzquiz Jr. said.

Youth Citizen of the Year: Emily Bird The Springville-Mapleton Chamber of Commerce has chosen Emily Bird as its Youth Citizen of the Year for 2017. This is the first time the chamber has awarded this honor and we are happy that it is going to a very deserving girl in our community.

Emily Bird has lived her entire life in the same home in Springville. In her early years, she was an active little thing and was always up to something. The most common phrase at her house was, “Where’s Emily?” Though she may have shaved a few years off of her parents’ lives, she did eventually grow up. Luckily, she retained her imagination and determination - two of her best traits.

Emily is the daughter of Blaine and Marla Bird. She is a senior at Springville High School and loves being a Red Devil. She has served on the student council each year and is the SHS student representative to the Nebo School District Board of Education. You can find Emily at almost any SHS activity as she cheers and supports her fellow Red Devils. Though she’s not anxious to graduate, she is busy applying to colleges and making plans for her future.

If you see Emily, you’ll almost always see her with a smile. She loves life, her friends, animals and serving others. She also enjoys playing sports, snowboarding, traveling and visiting the beach. She is one happy girl and loves to share that happiness with others. Last year, she set a goal to handwrite a personal birthday card to each one of her 486 classmates. She enjoyed it so much that she’s doing it again this year.

Emily has two sisters and a brother and is looking forward to being an aunt for the first time. She is the granddaughter of Phil and Katherine Bird of Springville and Gary and Janice Egbert of Lewiston.

Chamber sees massive growth Just three years ago, Springville’s chamber of commerce was on the point of shutting down. There were only about 46 paid members and few activities and benefits for those members to enjoy.

After a name change last year to the SpringvilleMapleton Chamber of Commerce and the hiring of Shirlene Jordan as executive director in December of 2013, the chamber is now thriving. During the past three years, membership has increased dramatically and new events such as its quarterly meetings with guest speakers are attracting high numbers of attendees and providing opportunities for networking.

“When I came in … there was no clear vision for the chamber,” Jordan said, “and so I began working with the board of directors and we started coming up with a plan of focusing on increasing membership and making the chamber a valuable tool to help our businesses.” That plan included supporting business through ribbon cuttings and special events as well as providing advertising space on the chamber’s website.

The work has paid off: the chamber has gone from 46 to 128 active members.

operators in Springville. These meetings are now consistently attracting 60 to 70 people.

Those attending utilize the opportunity to network with each other, learn about the services other businesses provide and share information about their own businesses.

“I think people are feeling like there’s a place where they belong. There’s a community now of business owners,” Jordan said. “Now that they’re getting to know each other through our networking, they support each other through their business.”

Mapleton had always formally been a part of the chamber, but last year the chamber began making greater efforts to include Mapleton in its efforts. The chamber’s name was changed and a new logo produced highlighting that the chamber serves businesses in both cities.

“We just feel like both communities are stronger together,” Jordan said. Mapleton City Council Member Jonathan Reid now serves on the chamber’s board of directors.

Jordan said her favorite part of the job

is going out into the community, meeting business owners and learning how the chamber can help them. As a small business owner herself - she and her husband own Custom Carpets and Flooring in Springville she constantly considers how the chamber can help other businesses in the community. “Every decision I make, everything we work on, I have that in the back of my mind,” she said.

Elementary students invited to play Business Bingo In early June, the SpringvilleMapleton Chamber of Commerce will again offer a chance for local elementary school students to win great prizes and have fun in the process as part of its Business Bingo program.

Business Bingo cards will be handed out to elementary school-aged children in Springville and Mapleton during the last week of the school year. On the card will be a grid with the names of various local

Chamber businesses. The students and their families are invited to visit them and get a sticker or stamp indicating they have visited the business.

Students will have until 2 p.m. on Saturday, June 10, to turn in their cards. All those who have submitted their cards by then will be entered into a drawing for prizes, which will be held at the chamber’s Art City Days booth shortly after 2 p.m. on June 10. Last year’s prizes included bicycles, prize baskets and gift cards.

Shirlene Jordan, the chamber’s executive director, said she was looking for a way to encourage residents to explore the various businesses available in their community when she came up with the idea for Business Bingo.

Last year was the first year Business Bingo was offered by the chamber, but Jordan said there was a lot of participation and she had many of the cards turned in.

“It kind of got the kids up and off the couch and they were out looking at the businesses,” Jordan said. “And while they are doing that,

they are doing this fun game with a chance to win a really fun prize.”

The game was great for the participating businesses as well. “I had so many parents saying they had no idea that this business was here or that business was there,” Jordan said. A dentist’s office reported that one woman came in with her children to play Business Bingo and made appointments for all of them before she left. Some of the businesses even gave out prizes to the visiting children.

Safe Halloween attracts thousands to downtown Springville The Springville-Mapleton Chamber of Commerce’s Safe Halloween began as a small event offering a safe trick-or-treating alternative for local children and a way to promote downtown businesses. Over the years, however, participation in the annual event has exploded, and business participation has expanded to well outside the downtown area.

“The first year, there were about 300 kids.

Then it was about 800 kids,” said Craig Conover, a member of the chamber’s board of directors and one of the founders of the Safe Halloween event. “Now it’s like 3,000 kids that go down trick-or-treating at all the businesses.”

Each year on Halloween Day, thousands of costumed children and their parents crowd onto the sidewalks along Springville’s Main Street between 400 South and Center Street for Safe Halloween. So many people participate that one long line of people is created stretching along the four-block area on both sides of the street. Participants are asked to travel only in a counter-clockwise fashion to keep traffic flowing.

Springville City As the families walk along Main Street, businesses pass out candy - and sometimes coupons or product samples - to the trick-ortreaters.

Conover said the event was originally envisioned as a safe event for children to enjoy on Halloween and a way to attract people into the downtown area and familiarize them with downtown businesses. As the event grew, however, the chamber began inviting any of its members, regardless of their location, to participate by setting up a booth at the Civic Center Park and handing out candy.

About 30 percent of the businesses that are now part of Safe Halloween are not located on Main Street, Conover said. Springville City also participates, with city officials handing out treats to the children from their own booth in the park. The event has become so popular that the chamber may have to start placing booths on the opposite side of the street by the library.

“It’s a good way for the kids to get out in the afternoon while it’s still warm,” Conover said, and businesses can showcase their products and services for the parents. The only cost for

businesses to participate is purchasing the candy they distribute.

“It’s also a good way to get your name out,” Conover said.

Hobble Creek Golf Course

Tournament raises money for scholarships Each September, members of the SpringvilleMapleton Chamber of Commerce enjoy a round of golf in the beautiful fall setting of Hobble Creek Canyon while raising money for local students to attend college.

The chamber has been hosting its annual golf tournament at Hobble Creek Golf Course since the early 2000s, and it has become a popular chamber event. Businesses sponsor their own four-member team; up to 36 teams can participate. Businesses can also sponsor specific holes on the course and donate items for the event’s prize drawing.

The tournament is “best ball,” meaning the best stroke of the foursome is the one that counts on the score. As another way to raise money, the chamber offers licorice ropes for sale that are three feet long; players that come up just short of the hole can cut the difference off their licorice rope, eat it and consider the ball sunk.

As players come off the course, a steak and shrimp lunch is waiting for them.

“It’s getting pretty popular,” said Craig 30

Conover, the founder of the golf tournament and a member of the chamber of commerce’s board of directors. “They come up in the morning and generally start at 8 a.m. We have steaks cooking outside as they come off the course, so you just pick up your lunch right there …. It’s really fun.”

All proceeds from the tournament fund college scholarships for local students, and all high school students living in Springville and Mapleton are eligible to apply. The chamber raises enough money each year through the golf tournament to give out from four to six $1,000 scholarships.

Conover said in choosing the scholarship recipients, the chamber is seeking students who have been involved in business in some fashion or are planning to go into a business-related field. “We’re not looking for straight A’s, we’re looking for entrepreneurs,” he said.

Johnson encouraged other local businesses to become active in the chamber, adding that it does a lot to promote and advertise businesses in the community. “If you’re not involved in the chamber and are just kind of passive with that, it’s very difficult to really get people to know about you and want to spend their money with you,” he said. “It’s really a minuscule amount of money that you pay for your dues, but with it

you get advertising and promotions and invites to these networking events in the community.”

The Springville branch of Security Service Federal Credit Union has also been a sponsor of the chamber’s golf tournament and has participated in the chamber’s Business Bingo program and the chamber’s quarterly networking events. “We love being involved with the Springville chamber. They’ve always been very good to us. They’ve always been a driver for business in that area,” said Greg Reed, senior vice president for Security Service Federal Credit Union.

Hobble Creek Clubhouse gets a face-lift Looking forward to the summer of 2017 and the 50th Anniversary of the opening of Hobble Creek Golf Course, it became even more evident that the clubhouse was in dire need of a facelift and inside renovation, for a location that has become a destination for golfers from around the world.

Finding a creative way to finance the over $800,000 project the council, in addition to city funding was able to secure monies from Utah County and also from Sunroc a private contributor to the remodeling effort.

This summer the clubhouse will have an all new look inside with a new pro shop, entry, grill counter and dining room, along with two new restrooms on the main level. There will also be some small cosmetic changes to the outside of the building and a new roof has been installed.

“The work has all been accomplished through the winter” said Craig Norman, the Hobble Creek Pro, “and we should be ready for opening the course in late March,” “This project has been overdue and we really 34

appreciate our partners in making this new look become a reality,” commented Norman.

The new dining room will be more functional and be able to accommodate a full tournament of players for lunch, along with being available for rentals for other events and people just that want to enjoy the majestic beauty of Hobble Creek canyon and the golf course.

A bit of Springville’s History Like much of Utah, the settlement of Springville had its roots in the migration of members of The Church of Jesus Christ of Latter-day Saints. On Sept. 2, 1850, a large company of Latter-day Saints, led by the capable captain Aaron Johnson, arrived in Salt Lake City. This company of 135 wagons had come from Council Bluffs, Iowa, and had been on the trail since June 7. Soon after the group’s arrival in Salt Lake, Brigham Young asked Johnson to take a small group of families to settle a site that had previously been selected in south Utah Valley. On Sept.18, 1850, the first settlers set up camp in their new home. Several other members of the company arrived over the next few weeks.

In 1849, the city was originally named Hobble Creek. Oliver B. Huntington and Barney Ward arrived in the Utah Lake region in the spring of 1849 to trade with the Utes. Bringing commodities such as red flannel, bandannas, beads and paint, they made a “thrifty exchange”

Springville City animals grazed on the high grass that grew in the area. The next morning the men realized their horses were nowhere in sight. Huntington followed their trail and retrieved the horses near Maple Canyon.

As the incident was pieced together, the traders realized that when their bell mare had waded in the creek water, her hobbles had loosened and fallen off. Without her hobbles, the bell mare had taken the opportunity to lead the band on a valley excursion. From this incident, the area was named Hobble Creek.

The name was later changed to Springville and the town was incorporated on Feb. 13, 1853.

The creek and canyon still bear the Hobble Creek name.

Aquatic center construction underway The walls of the new Springville Aquatic Center are beginning to rise from the ground in southwest Springville, and residents are expected to start enjoying the amenities of the center before the end of 2017.

“I think people are excited,” said Springville City Recreation Director Corey Merideth, adding that people frequently ask him about progress on the center. “I’m assuming and I’m hoping that it will bring a lot of excitement here to the community and people are going to enjoy it.”

The aquatic center is being constructed at 1200 W. 700 South behind the new Meadow Brook Elementary School. The walls of the facility’s gymnasium are currently being worked on and the structural steel has been ordered to build the the roof structure and the mezzanine, which will house the indoor track and bleachers for the competition pool among other areas.

That steel is expected to arrive in mid-April.

Ground was broken for the facility in early October of 2016, with completion then scheduled for the first of December 2017. The pool area of the building, however, required deeper excavation than other new structures in the area such as the elementary school and the nearby Smith’s Marketplace, and the city soon realized that there were going to be more problems with ground water than anticipated.

This meant more work had to be done to 40

stabilize the ground before construction could continue.

This setback, along with several heavy snowstorms that went through the area in recent months, put the schedule behind a month, Merideth said. Despite these issues, the city and its general contractor are still targeting Dec. 29 as the aquatic center’s opening date.

When completed, the center will have a large pool for young children with an overall ocean theme. “We have five different play features in the kiddie pool, including one they built specifically for us. No one else has it,” Merideth said. This feature is a two-person water slide that will sit on the pool deck; children ages 2 to 4 will use it to slide into the pool.

The center’s activity pool will include basketball hoops and two water slides: a helical slide with lots of curves and a speed slide that drops straight down into the pool. There will also be a lazy river, a hot tub and a 10-lane competition pool.

In an attempt to provide an activity teenagers will enjoy, the city is looking into purchasing a set of inflatables that fit together to create a floating obstacle course. Teens could then navigate the course in the style of the television show “American Ninja Warrior.” The inflatables would be placed in the competition pool periodically when all swimming lanes were not

“We’re trying really hard to get it because we really want to attract the teens down there,” Merideth said.

In addition to the water attractions, the center will include a basketball court, a track, workout areas with free weights, cardio machines and spin bikes, space for gymnastics and other classes, and a child care area. The basketball court will be open for whoever wants to drop in and play; it won’t be scheduled for city leagues.

Merideth said the new center will be able to operate without spending more than the amount the city currently pays to subsidize the current pool’s operation. “There’s not one rec center like what we’re doing that doesn’t have to be subsidized. But I think we’re going to be able to close the gap a little bit,” Merideth said.

After examining data from the five other municipal recreation centers in Utah County, Merideth said he expects the Springville center will operate with a total of about 4,200 yearly and monthly pass holders. In addition, because Springville’s aquatic center will be the only center of its type in southern Utah County,

it’s expected that many people living south of Springville will utilize the facility.

“I think the city really needs it,” Merideth said. The current city pool had to be shut down four times during the past year to correct various problems. A flood was caused when pipes froze and burst, and a faulty piece of equipment caused a recent closure. “The facilities department here is doing a marvelous job keeping that running,” Merideth said, “but it’s one big problem away from going down.”

His department will need to figure out exactly how the old pool will be shut down and its staff trained on the new facility before it opens. The future use of the current pool property has yet to be determined.

Information on the new aquatic center was presented during a recent city council meeting, and a large group of Boy Scouts attending the meeting seemed quite excited about the facility, Merideth said. “We’re very optimistic that it’s going to be a hit with our citizens,” he said.

Glen Goins planning for Springville’s future Glen Goins originally planned to pursue architecture as a career. When a family member sent him the syllabus of a city planning program at the University of Utah, however, he decided to change his focus.

Now, with a bachelor’s degree in urban planning from the U of U and years of experience working for both cities and private developers, Goins has brought his love for helping communities experience the best development possible to Springville City. Goins took over as community development director for Springville in September of 2016.

“When (the community development director job at) Springville opened, I jumped on it,” Goins said. Why was he so excited about coming to the Art City? “One short drive down Main Street answers that question.

It’s definitely one of the most beautiful Main Streets of any city in the state of Utah,” he said. “The good old days are still alive here. It’s beautiful. That’s the bottom line, it’s a beautiful community.”

One of the aspects of city planning that attracted Goins over architecture was the multifaceted nature of planning. Working as a city planner involves urban design, infrastructure, future land use, current development standards, Main Street revitalization and even economic development. Throughout his career, Goins has had opportunities to gain experience in these areas.

He started as a planner with Salt Lake County, a job that had him working with several different communities. He then went to Draper City to serve as its strategic and long-range planning manager. This was as development at the southern end of Salt Lake County was ramping up, and Goins helped establish how the city wanted to develop and how it was going to get there. “Long-range stuff, that’s the real opportunity to be proactive in planning,” he said.

After Draper, Goins went to Bluffdale, which was also experiencing significant growth. That city wanted to maintain its rural feel despite growing residential and commercial interests, 42

and as the city’s only planner, Goins worked to help that happen.

Goins has worked for other cities as well during his career, but one of his resume items offered experience that other city planners rarely obtain. As an employee of a private development company, Goins learned what it is

Springville City like for those coming into a city planning office seeking help in developing their properties.

“I was on the other side of the counter for once, and it was very eye-opening and really kind of helped me develop an appreciation for the whole development process,” Goins said. Through his experience, he learned that contrary to common myths about developers, they don’t always have deep pockets full of money or see the city as an obstacle to their plans. Goins said he now has an understanding of developers’ needs and how to help them that he wouldn’t otherwise.

Overall, city planners have two areas of responsibility, he said. One is to help those who approach the city about developing their property; the other is to protect the existing community’s interests. “I feel an obligation to protect both, and neither has to be done at the expense of the other,” Goins said.

His vision for Springville is for it to be a development-friendly community, but that doesn’t mean the community should cater to development at the expense of everything else.

“We accept our role in sort of partnering with

development … in a way that we will embrace their wishes and hopes to make them realized within our established codes and policies and the vision established by the city council and the mayor,” he said.

Springville has a lot of untapped commercial potential, and Goins believes the city has an opportunity to plan now to ensure that commercial development is beneficial to the community, looks beautiful and is compatible with what’s already here. “The things that we’re doing now will be more easily recognizable as beneficial 10 years from now,” he said.

Goins invited members of the public to visit his department in the Springville Civic Center, 110 S. Main, and inquire about any project happening in the city or learn more about how to develop their own property. He wants his department to be a resource for all business and property owners.

“Growth is coming. Growth happens. We want to embrace it so that we can partner with it in the best way possible for the best possible outcome for the city,” he said.

More improvements planned at Bartholomew Park One of the most popular parks in Springville will receive more improvements this summer, allowing residents to enjoy even more fun in the sun.

Wayne Bartholomew Family Park opened in June of 2015 at 2900 E. Canyon Road and immediately began attracting hundreds of people each day. Located at the mouth of Hobble Creek Canyon, the park lies in a secluded area at the foot of Springville’s beautiful mountains.

Its most popular attraction, however, is its four-acre pond that is open for swimming and non-motorized watercraft. Visitors can lounge on the pond’s large sandy beach or enjoy a meal in one of the park’s five pavilions. They can also fish in the pond, which is kept stocked with rainbow trout. The park also provides restrooms, changing rooms and a concessions

City crews will begin adding to the park’s existing amenities when Phase 2 of the park’s development begins this spring. The plans call for more area to be landscaped and sports areas to be created. A walking trail now circles the pond, but a new trail will be constructed that circles the entire park and ties into the Hobble Creek Canyon trail, the Mapleton Parkway Trail and a trail following Hobble Creek through Springville to Utah Lake.

A berm will be created in the southwest corner of the park to help buffer the adjacent neighborhood from sounds coming from the park, and trees will be planted on the north end of the park. In addition, the parking lot capacity will be increased by about 40 stalls.

Springville City Parks and Cemeteries Superintendent Kim Francom said the Phase 2 construction shouldn’t impact residents’ usage of the park this summer with the possible exception of the parking lot work. Phase 2 is expected to be completed by late fall.

Springville City the water. This improves the water quality for the fish and the water’s circulation, keeping it cleaner for swimmers.

Wayne Bartholomew Family Park doesn’t just act as a recreation area for the city; the pond is a pressurized irrigation reservoir for Springville’s West Fields area. All homes and businesses on the west side of the city utilize this water for irrigating their grass and other landscaping, whichs helps conserve culinary water for indoor use. The pond is filled mainly from a series of springs located in the park area, but water can be added as needed from Hobble Creek and the Mapleton Lateral Canal.

Francom said he believes the park has added immensely to Springville’s quality of life. “It’s just another great amenity added to the things that we already have, and comparing it to all of the other irrigation parks that we have toured … ours is

probably considered the best one in the state,” he said.

Gary DeHeer, who works as Springville City’s arborist and helped construct Bartholomew Park, said one aspect that makes the park unique is its large beach site, something most irrigation parks lack. “It’s very welcoming to users,” he said.

The park has a historic aspect as well; the property was formerly owned by Wayne and Margaret Bartholomew and was the location of the Bartholomew family home and farm. A 120-year-old barn on the property was torn down when the park was created, and wood and metal from the barn was utilized in construction of the park’s restrooms and concessions stand.

During Art City Days, the parks hosts the Duct Tape Regatta, which has participants building boats out of cardboard and duct tape and attempting to sail them around the pond without sinking.

City offers impressive holiday lights Springville’s historic Main Street has become more brilliantly lit during the holiday season in recent years as city staff have put in thousands of hours into planning light displays and putting up and taking down the decorations each year.

The completion of the new Springville Civic Center and library brought a desire to see even more beautification in the downtown area. This led to new trees being planted along Main Street as well as the creation of a larger Christmas lights display.

“The city council and chamber really wanted to have Christmas lights down Main Street,” said Springville City Arborist Gary DeHeer.

“Every year since the completion of those buildings, we’ve expanded the light display as the trees grow, and it gets bigger and bigger.”

More street light poles have been installed in recent years along Main Street between 400 North and 400 South, meaning there are now more places where holiday decorations can

be hung. Lights are also strung along the civic center walkways.

DeHeer and three other city employees - Tiffany Haveron, Paul Defa and Cameron Hardman - make the holiday light display happen each year. They are in charge of the planning, the preparation, the design, the installation and the take-down.

It takes the crew more than a month to put the lights in all the trees, DeHeer said, and several weeks to take them out as well. All that work is garnering attention from outside the city, however; other cities have approached Springville to find out how they are able to create such a beautiful light display.

Efforts to expand the light display are expected to continue into the future as long as there is budget money available and approval for it, he said.

“It makes everybody proud of our city,” said Springville City Parks and Cemeteries Superintendent Kim Francom.

World Folkfest celebrates folk dance, music The annual World Folkfest in Springville has been celebrating the world’s cultures, music and dance for more than 30 years. Each summer, folk dance and music troupes from around the world travel to Springville and present a series of evening performances at Springville’s Spring Acres Arts Park.

The Folkfest was created during a meeting in January of 1986 by individuals who hoped to create a festival of folk dance and music in Springville. This group included Mary Bee Jensen, founder of Brigham Young University’s International Folk Dance Ensemble, who traveled often with her students to folk festivals around the world. Springville resident and skilled bluegrass fiddler Karl Allred and his wife Rama Allred also attended.

At that meeting, the dream was placed in motion, but it would take countless hours of hard work if the dream were to become fact. Hundreds of dancers would need to be housed, fed and transported – sometimes without the ability to communicate in English.

Faith in the proposed project drew the financial support of Springville’s City Council, and thousands of hours were expended by volunteers. Local residents opened their homes and their hearts to the dancers as host families. A wooden See FOLKFEST, Page 54

stage was erected for the Folkfest over home plate in a baseball field northwest of Springville High School – and the first Springville World Folkfest performances were next held on constructed stages on the Springville High School football and soccer fields until the Spring Acres Arts Park, with its stage designed specifically for Folkfest performances, was opened in 1991. Since then, improvements have been made to the arts park including the installation of professional sound and lighting equipment Thousands of dancers from dozens of countries have now made the trip to Springville to share their culture and traditions through the exciting and vibrant mediums of folk dance and music. The groups perform their dances in beautifully crafted and authentic costumes of their homeland, and musicians travel with the dancers to Springville to accompany the dances on unique, traditional folk instruments. The performers pay their own expenses to travel

to the Folkfest, emphasizing their eagerness to share their cultures with the people of Utah.

While here, the performers stay with volunteer host families in the Utah County area.

All groups attending the Folkfest perform during each evening performance, giving audiences the opportunity to experience cultures from around the world in just one night. Many groups do different dances on each night of the Folkfest and bring a variety of costumes, making each evening performance unique. Audience members are guaranteed to see something different and new every night.

A free street dance is also held in the parking lot of the Springville Museum of Art as part of the Folkfest. At the event, the visiting dance groups teach simple folk dances to the public while accompanied by their musicians.

History of Mapleton Mapleton is a rural community established on the bench lands on the southeast end of Utah County between Hobble Creek and the Spanish Fork River. Building design standards considered for Highway 89 Mapleton City is growing, and with growth comes commercial development. City officials, however, are acting now to ensure that future development matches the beauty and character of the community.

Development Director Sean Conroy. The portion of Highway 89 extending from 1600 South to 800 North is already zoned to accept commercial development.

Knowing that new development along the highway could be imminent, city staff began the process of drafting new design standards for commercial buildings over a year ago. In October of 2015, a citywide survey of residents included questions regarding future commercial development. The city then hired a consultant from Civil Solutions, a Utah civil engineering firm, to help Mapleton create development standards for the Highway 89 corridor.

In November of 2016, the city conducted a visual preference survey on the city’s website in which residents were shown pictures of various developments and commercial buildings and asked questions about which pictures they preferred.

Utilizing the results of the surveys, the design standards have been drafted and are now nearly complete, with city staff expecting to take them to the Mapleton Planning Commission for consideration within the next two months. If approved, the standards will go on to the city council for possible adoption.

The standards address aspects of development such as architectural styles, building orientation, site design, parking, landscaping and lighting.

“The goal is that as we have the buildings come in, that we’re being proactive, not reactive,” Conroy said.

In general, the surveys of the public indicated a preference for a more traditional, historical, downtown feel for commercial development.

Some of the findings of the visual preference survey of residents included: - A preference for traditional small-town architecture and orientation (buildings close to the street, parking behind or to the side, humanscale architectural features); - A desire for quality building materials (brick, stone, wood); - Attractive landscaping that includes a variety of planting materials rather than just sod; and - A maximum of two- to three-story building heights.

Mapleton’s population is currently at around 9,200 but is increasing quickly. Conroy said Mapleton had about 91 new homes constructed during 2016, more than any previous year. The city has more than 250 lots that could start to

develop this year. City Administrator Cory Branch said at a population of about 12,000 to 14,000, Mapleton should start seeing retailers like a grocery store opening in the city.

More homes are expected to develop on the south end of the city, and explosive growth on the eastern edge of Spanish Fork near Maple Mountain High School will also make Mapleton a more attractive place for businesses. “I think as we see a little bit more growth in that south part of town, we’ll see that grocery store coming,” Branch said.

“It’s coming. It’s going to happen. It’s just the timing,” Branch said.

Harvest Park Event Center open to residents A clubhouse originally built for one Mapleton subdivision is now available for all city residents to use.

Mapleton City has recently obtained the clubhouse located within the Harvest Park subdivision at 2100 W. Harvest Parkway. Now called the Harvest Park Event Center, the unique rustic building can now be rented for wedding receptions, family gatherings, dances, holiday celebrations, birthday parties, community meetings, corporate seminars or other events.

“This will provide an opportunity for our community to have a place to gather with family and friends,” said Mapleton City Administrator Cory Branch. “It’s a beautiful location and a beautiful building that will be a great asset to our community.”

When the Harvest Park subdivision was approved by the city in the mid-2000s, the plan included a clubhouse that would be available for use by residents of Harvest Park. Next to the clubhouse was a large park area that the developer offered to deed to the city. That city park is now home to a playground and small pavilion.

The subdivision met with financial difficulties due to the recent recession, and the clubhouse eventually ended up owned by a bank.

Residents began approaching the city with concerns about losing access to the facility.

“So we started discussing whether there were options that we had as the city to take over that

clubhouse,” Branch said.

The bank that owned the clubhouse also owned some Harvest Park land just southwest of the clubhouse where homes will be built.

The city had already approved the land for a higher density of homes; however, before that development could proceed, rights to build the homes at that density needed to be purchased through the city’s transferable development rights program.

The city approached the bank and an agreement was made to trade the clubhouse for the density bonus, meaning the city obtained the clubhouse without paying any money for it.

“I think the ability to get such a high quality building at no cost was just something that we couldn’t pass up,” said Mapleton City Community Development Director Sean Conroy.

It also made sense for the city to obtain the property since it already owned the park adjacent to it.

The city repainted the clubhouse and installed new carpet, and the Harvest Park Event Center is now available for use. Residents of Mapleton will be able to rent it at a lower rate than those living outside the city.

Mapleton Parkway Trail The Mapleton Lateral Canal running north and south through Mapleton was piped in 2007 and 2008. Recognizing the opportunity to use the canal corridor for a recreation trail, the city applied for and received federal funding to design and construct the project. In July of 2016, Phase 1 of what is now called the Mapleton Parkway Trail was completed.

Creek Canyon, runs south past Bartholomew Park, crosses a bridge over Hobble Creek and then follows 1900 East and 1600 North in Mapleton. At approximately 1200 East, the trail turns onto the buried canal corridor and runs south along the corridor to approximately 2000 S. Main. Phase 2 of the project is expected to begin in late spring or early summer and extend from Phase 1 south to approximately Highway 6. 65
