Escapee found in Corinth home BY ZACK STEEN zsteen@dailycorinthian.com

The man who escaped from the Alcorn County Regional Correctional Facility Friday afternoon was recaptured inside a Proper Street home Sunday night. Garnett Hughes, who was awaiting trial for rape, was spotted by Corinth Police officers around 8 p.m. Sunday on Cruise Street. “We first got a call from a resident who spotted Hughes walking down the street,” said Chief Ralph Dance. “Hughes lived on Cruise Street a couple of years ago and he was recognized by a neighbor.” Officers set up a perimeter in the area, and later spotted the criminal on Proper Street. “Capt. Fred Serio and officer Matt Wood saw Hughes

go around the back of a home located at 1221 Proper Street,” said Dance. “He found his way into a utility room area located off the back of the Hughes house and was hiding under a tarp, behind an old oven when officers found him.” Home at the time was “Big” James Chapel, who was awakened by officers knocking on his front door. “I was sound asleep and didn’t know what was happening,” said Chapel. “When I heard them say it was the police, I thought who is playing a trick Please see ESCAPEE | 2

Alcorn supervisors award bridge projects Woman WG Construction of Ripley won the contracts BY JEBB JOHNSTON jjohnston@dailycorinthian.com

Two county bridge replacements are expected to begin in December following Monday’s awarding of contracts by the Alcorn County Board of Supervisors. The meeting also saw approval for Alcorn County Circuit Court to use the courtroom at the justice center on South Harper Road when a judge requests it.

After Cook Coggin Engineers unsealed the bids, WG Construction Company, Inc., of Ripley, won the contracts for both bridge projects. The contractor bid $377,640.85 for the County Road 346 replacement of a railroad bridge that has been out for about 10 years and $399,439.50 for the project on County Road 655 near the Tippah County line. The contracts each allow 75 working days to complete the jobs. The Road 346 project in the Second District had put some residents of the area at odds. One group said the impassable bridge had decreased traffic and made the area safer, while others pleaded to have it fixed so

they don’t have to drive miles out of the way. The engineering estimate on Road 346 was $372,600 and on Road 655 was $400,000. Other bids on Road 346 were Buddy Ayers Construction of Corinth, $418,622; Prairie Construction of Tupelo, $561,180.80; and Rutledge Contractors of Tupelo, $590,474.60. Other bids on County Road 655 were Buddy Ayers Construction, $472,063; Rutledge Contractors, $493,279.15; and Prairie Construction, $611,749. Bids from Century Construction of Tupelo on both projects were deemed irregular. The projects are funded through Mississippi’s Local Sys-

tem Bridge Program. Sheriff Charles Rinehart made the request regarding circuit court on behalf of Judges James L. Roberts Jr. and Paul Funderburk. It would allow court to be held at the new facility on limited occasions. Dangerous inmates could be walked from the cell block to the courtroom, eliminating the need to transport them to the courthouse where circuit court is normally held. In other business, the board approved Emergency Services Coordinator Ricky Gibens’ request to appoint Jackie Farr as deputy county fire coordinator. Farr recently resigned as Jacinto fire chief.

County supports Caldwell highway memorial BY JEBB JOHNSTON jjohnston@dailycorinthian.com

Alcorn County supervisors on Monday gave their support to the designation of a stretch of Mississippi Highway 2 as the Harold Lane Caldwell Memorial Highway to honor the fallen law officer. The board passed a resolution requesting that the Mississippi Legislature make the designation on the highway from the intersection of Gaines Road to the airport area. Steven Woodruff, president of the Mississippi Bureau of Narcotics Agent Benevolence Association, said the group is seeking memorial highway designations in honor of the five MBN agents who

“That’s a great honor. He was my only brother, two years older than me.” Joe Caldwell Alcorn County circuit clerk have died in the line of duty. Caldwell’s brother, Joe, the Alcorn County circuit clerk, was present at Monday’s meeting. “That’s a great honor,” he said. “He was my only brother, two years older than me.” Lane Caldwell died in September 1979 at age 25 while

backing up local officers investigating a kidnapping case in Corinth. He was shot as he pulled the abducted girl to safety from the kidnapper’s car. Caldwell had been with MBN for two years and six months and was survived by a wife and two sons. “We are thankful that there are people willing to put their life on the line,” said Board President Lowell Hinton. In other business: • The board also passed a resolution supporting a local and private bill concerning public entity loans from the Northeast Mississippi Planning and Development District. It would enable counties and munici-

palities within the district to secure public loans from NMPDD if the district offers the lowest interest rate or least net cost to the city or county. • Supervisors set the county holidays in accordance with the state schedule — Thursday and Friday, Nov. 27 and 28, for Thanksgiving; Wednesday and Thursday, Dec. 24 and 25, for Christmas; and Thursday and Friday, Jan. 1 and 2, for New Year’s Day. • A complaint from a local veteran about the Veterans’ Service Office was taken into executive session. • The board will have a special meeting at 9 a.m. Nov. 26 for a bid opening.
