The daughter-in-law of a Booneville physician has died almost eight months after suffering severe head injuries in a Christmas Eve plane crash near the Corinth-Alcorn County Air-

port. Lauren Chase died Sunday in Texas where she had been moved to a hospice facility the previous week, according to posts by the administrator of a web page set up to provide updates on her progress and

raise funds to oﬀset her medical costs. Lauren Chase, who was married to Dave Chase, son of the plane’s pilot Dr. David G. Chase Sr. of Booneville, was seriously injured in the crash of the single-engine turboprop plane

When not at his day job at Columbia Pipeline in Corinth, Nickey Cummings is serving as fire chief for Burnsville Volunteer Fire Department. The 52-year-old has been a member of the department since 1986, and truly loves to help people. “Whether it’s a house fire, wreck or someone in need of medical attention, it is a great feeling to be able to respond and help in their time of need,” said Cummings. “We make a lot of our calls during the late night hours and when my pager goes off, I’m ready to get up and go.” A member of both the Tishomingo County Electric Power Association board and the Yellow Creek Port board, Cummings is married to Janie. They have one son, two granddaughters and a third grandchild on the way.

Owens is accused of threatening a person with a knife on South Second Street. Bond was set at $10,000. • Austin Taylor Whirley, 23, of 26 CR 572, Rienzi, felony malicious mischief. The students recently went before the Board of Mayor and Aldermen to speak about the experience. Ratliff sees working with the council as an opportunity to improve her own skills, as well. With the Mississippi Tobacco Free Coalition, she makes presentations to different groups, including students, about the effects of tobacco use. “It’s not just cigarettes — we talk about smokeless tobacco, the new brands they’ve got out, the hookah, the vaping,” she said. “If we could get a new generation of kids to be smoke-free, that would be awesome.” Ratliff, who has asthma, came from a family of smokers. Her mother recently quit smoking. New tobacco products are continually coming along, she said, to tempt today’s youth.

The ransom that dares not speak its name It’s funny how coincidences work. In 2010, as much as $7 million was dropped on the deck of the Maran Centaurus, an oil tanker captured by Somali pirates, and the brigands hapRich pened to free the crew. Lowry In 1997, Walter Kwok, the son of extravagantly wealthy National Review Chinese businessman, was found alive in a wooden box after – oddly enough – the gangster holding him was paid $77 million. In 1974, Marxist guerrillas in Argentina who had kidnapped Exxon employee Victor Samuelson unaccountably decided to release him upon receipt of more than $14 million. To the list of these random, hard-to-fathom events must be added yet another coincidence: Last January, Tehran released four American prisoners just as the Obama administration sent $400 million for the regime. This, at least, is the administration’s cover story. Of course, no one would deny that all the earlier examples involved direct payments for the freedom of captives, but the administration wants plausible (or implausible) deniability. It insists it was the beneficiary of lucky timing with Iran. The weird confluence of cash payment and prisoner release can be called dumb luck, or a diplomatic opening, or another achievement of the indefatigable John Kerry – anything but the “ransom for hostages” it obviously is. At the most basic level, if the U.S. government were paying ransom to Iran, this is what it would look like: A cargo plane stuffed with wooden pallets of $400 million in foreign currency, obtained by the U.S. government from the central banks of the Netherlands and Switzerland, landing in an airport in Tehran reportedly the same day the hostages were released. The director Michael Bay couldn’t ask for better material. To be sure, the money wasn’t an explicit ransom. That would be too obvious. It was part of a $1.7 billion settlement of a longstanding dispute over an abortive Iranian arms purchase dating from before the fall of the Shah. The administration maintains that the negotiations over the dispute and over the American hostages had nothing to do with one another – they were handled by different U.S. negotiating teams. But both teams worked for the same government, with the same goal of forging an opening to Iran and the same awareness of Iranian demands. According to The Wall Street Journal, which broke the details of the flight of cash to Tehran, U.S. officials “acknowledge that Iranian negotiators on the prisoner exchange said they wanted the cash to show they had gained something tangible.” “Something tangible” is commonly known as a ransom, which is what the Iranian press has called it, in yet another example of the Iranians being more forthright about their dealings with the U.S. government than representatives of the U.S. government are. A commander of the Revolutionary Guards commented, not unreasonably, that “taking this much money back was in return for the release of the American spies.” The Wall Street Journal noted that senior Justice Department officials objected to flying the cash to Tehran on grounds, in the words of one source, that “the Iranians probably did consider it a ransom payment.” And why not? Somali outlaws, Marxist guerrillas and hostage-takers going back to the pirates who seized Julius Caesar and demanded 50 talents of silver for his freedom have always considered such payments ransom. In contrast, the Obama administration wants both to downplay the Iranian regime’s crimes and evade the truth about how it responded. Although by its standards the ransom payment was deft negotiation – at least it got something for it. But Tehran now knows that hostage-taking pays rewards. Budget narrative revises century of history STARKVILLE — Groucho Marx once famously said: “Politics is the art of looking for trouble, finding it everywhere, diagnosing it incorrectly and applying the wrong remedies.” Listening to some of the speeches from Democrats at the Neshoba County Fair, I found myself looking around for that most quotable of the Marx Brothers in the crowd. Because of the narrative from that side of the state’s political aisle is one in which Republicans in the majority are responsible for the state’s revenue shortfall and budget cuts – those present and those predicted to come during the next fiscal year. Respected Democratic voices like State Rep. David Baria of Bay St. Louis began blasting the GOP supermajority in the Legislature and among the state’s elected oﬃcials during and immediately after the 2016 regular session. On a number of social issues, Baria even found agreement for some of his criticism among what he has called “reasonable Republicans.” But on the budget and taxation, Baria has called for Republicans in the majority to “own” the impact of tax cuts and budget shortfalls. In a May column, Baria used words like “totalitarian” and “militaristic” to describe his Republican colleagues in the state government. By the time the Nesho-

ba County Fair rolled around, Democrats like Central District SerSid Salter Public vice ComColumnist missioner Cecil Brown joined in the chorus, saying: “Based upon my experience, review of the details of the budget, and information from folks involved in the budget-making process, I can tell you that the state budget is a mess. The budget the Legislature recently passed spends at least $136 million more dollars than the state expects to collect.” Brown’s narrative had consistent Democratic echoes under the tin roof of the Founder’s Square Pavilion at Neshoba. In short, the Neshoba narrative for Democrats was that if you have a problem right now in Mississippi – education, health care, mental health, transportation, infrastructure, corrections, you name it – blame the Republicans in power. No question, that’s smart politics. Yet where that narrative falls apart rolls back to Baria’s insistence that the current Republican majority “own” problems confronting state government. Okay, let’s run that political rabbit for a time. From Reconstruction through the 2011 elections, Missis-

sippi Democrats controlled the Mississippi Legislature. State Republicans won the Governor’s Mansion with Kirk Fordice in 1992 for the first time since Reconstruction and Fordice served two terms. Democrat Ronnie Musgrove served a term as governor from 2000 to 2004 before Republican Haley Barbour won two consecutive terms from 2004 to 2012, when current GOP Gov. Phil Bryant took over. But the Mississippi House of Representatives was solidly in the control of the Democratic Party from Reconstruction through the 2011 elections when the GOP wrestled control away from the Dems for the first time in 150 years. And the state Senate only came under Republican control in 2007 as the result of a party switch by Shannon Walley that pitched the Senate into a 26–26 partisan tie – which gave the tie-breaking vote to then Lt. Gov. Amy Tuck, who had switched to from the Democratic Party to the GOP in 2002. Republicans took an outright 27– 25 majority later that year when Sen. Tommy Gollott switched parties. The fact of the matter is that state government - education, health care, mental health, transportation, infrastructure, corrections, you name it - was planned, administered, led and funded from Reconstruction through 2012 by Demo-

cratic leadership in the Legislature. In other words, for more than a century and a half, Mississippi Democrats “owned” it. Recent Democratic arguments that all was well in state government before Republicans got total control four years ago and a modicum of control beginning 12 years ago strains both credulity and the historical record. Like the current Republican supermajority, the Democratic supermajority oversaw monumental failings in public policy on their watch. What is valid from recent criticism of GOP leadership is that voters have the reasonable expectation that – to paraphrase Groucho – GOP leaders are diagnosing the state’s fiscal issues correctly and applying the right remedies. Frustration by Democratic leaders with a planned GOPled comprehensive study of taxing and spending is particularly ironic, given the number of such studies conducted while Republicans were in the minority for 150 years. Getting Mississippi’s budget on track will take a Herculean and bipartisan eﬀort at a time of national and global economic uncertainty. That’s the sensible takeaway and an honest narrative. Fitch seeks budget amendment JACKSON — Under the pavilion at the Neshoba County Fair last month, politicians touted their achievements as always. But there were very few in the way of new proposals. Except for state Treasurer Lynn Fitch, who made two very specific proposals. One was a call for a state law requiring women doing equal work receive equal pay to men. The second was a call for Mississippi to enact a constitutional amendment requiring a balanced budget. “We want, we deserve, and we must have, a balanced budget amendment in our Constitution,” the secondterm Republican treasurer said. Mississippi already has a requirement for a balanced budget every year. The part of state law setting out Mississippi’s budgeting process states in part that planned expenditures “shall not exceed the amount of estimated revenues that will be available in the general and special funds for appropriation or use during the succeeding fiscal year.” Fitch, though, argued

Lawmakers adopted a spending plan that overestimated revenues by $56 million after legislative staﬀers counted some money that would no longer be collected. Then Attorney General Jim Hood issued a series of opinions saying lawmakers couldn’t take $72 million from various trust funds and spend it. “We’re already $130 million in debt, so we’ve got to balance the budget,” Fitch said at the fair. The situation could get worse. Tax collections for the 2017 budget got oﬀ to a slow start in July, with taxes collected by the Revenue Department ending up $14 million below estimated amounts. Also, Medicaid and some other mandatory expenses are underfunded, meaning lawmakers are likely to have to backfill deficits

in those programs when they come back in January. Fitch said she’d like to see lawmakers propose the amendment to voters, which would require a two-thirds vote in each house. However, she reserved the possibility that she would launch a petition drive to go through the arduous process for voters to propose an amendment. It’s unclear how much aid Fitch will get from lawmakers, now having attacked their practices twice this year, after earlier questioning spending in the state’s annual bond bill to borrow money for projects. Fitch is clearly ambitious, and reports indicate she’s told some supporters that she’d like to run for attorney general in 2019. Spokeswoman Michelle Marston for now only says Fitch is “evaluating how her unique skill sets can be used for the best interests of Mississippi and its citizens in the future.” The details of Fitch’s proposal remain unclear. She said she’s drafting language based on examples in other states, and doesn’t know, for example, if it would apply only to General Fund

spending or all state accounts. Marston said Fitch might not oppose language allowing overspending in an emergency, but thinks, for example, lawmakers have gotten too willing to waive a law requiring they set aside 2 percent of revenue as a reserve each year. One group that has studied balanced budget rules says political culture, and not the precise language in any law, may be more important in maintaining state balanced-budget rules. The National Conference of State Legislatures says as many as 49 states have balanced budget requirements, excluding only Vermont. “For the majority of states, however, the most important factor contributing to balanced budgets is not an enforcement mechanism or a provision specifying how a shortfall will be resolved,” NCSL wrote in 20102. “Rather, it is the tradition of balancing the budget that has created a forceful political rule to do so.” (Daily Corinthian columnist Jeﬀ Amy is a writer for the Associated Press based in Jackson.)

A graveside service for Timothy James â€œTimâ€? Holloway, 54, is set for 10 a.m. Saturday, Aug. 13 at Walden Cemetery Mr. Holloway died Friday, August 5, 2016 at his home in Corinth. He was born on July 17, 1962, in Pascagoula to Raymond Oâ€™Neal Holloway and Willa Dean â€œSamâ€? Moorman Holloway. Tim was a member of the Church of Christ. He loved children and playing with them. He also enjoyed traveling and spending time with family and friends. Survivors include his soul mate of 30 years, Matilda Hooper; sons, Cody Holloway of Barberton, Ohio, Bradley Hooper (Mallory) and Anthony Todd Hooper (Ashley); two daughters, Ashley Newell (John) and Danielle Agristo (Robert) both of Barberton, Ohio; a brother, Jamie Holloway of Booneville; four sisters, Mary Tennyson (Jim), Denise McGaughy (Chris), Euvon Byrd (Author) and Sheila Russel (Jerry) all of Booneville; 13 grandchildren; and a host of nieces and nephews. Man faces trial for 1962 death The Associated Press

Nearly 54 years after a young woman died in southwest Louisiana, her husband is going on trial, accused of killing her. Jury selection is scheduled to begin Monday in the second-degree murder case against Felix Vail, 76, who faces life in prison if convicted on that charge. He has asked Judge Robert Wyatt to move the trial out of the southwest Louisiana parish where Mary Horton Vail died. Public defender Andrew Casanave said in an email that he wonâ€™t speak to reporters until after a verdict because there already has been â€œexcessive publicityâ€? which he believes will make it hard to seat a fair jury. He referred a reporter to an earlier statement that a

grand jury in 1963 found too little evidence to prosecute Vail, and all of the people who investigated him then are now dead. â€œFurther, law enforcement lost every witnessâ€™ statement, investigative report, and almost every photograph,â€? the statement said. â€œThe claim that there is evidence on which to prosecute is an insult to those good people who are now gone.â€? Without the people, the investigatorsâ€™ reports and witness statements canâ€™t be brought in as evidence anyway, said prosecutor Hugo Holland. He said his 21 witnesses include a woman who was a stenographer for the Calcasieu Parish SheriďŹ€â€™s OďŹƒce in 1962 and will testify about what she recalls Vail saying. Mary Vail had been

homecoming queen at Eunice High School. She married Felix Vail on July 1, 1961. A year later, they had a son. She died on Oct. 28, 1962. She was 22 years old. Vail said she fell into the Calacasieu River while they were setting trotlines â€” unattended baited hooks dangling from a long line that is strung across a waterway, generally under water. He was arrested, but the coroner ruled the death an accidental drowning and a grand jury declined to indict. Vail, a native of Mississippi, was freed. In November 2012, The Clarion-Ledger of Jackson, Mississippi, published a series about Mary Vailâ€™s death and the disappearances in 1973 of Vailâ€™s girlfriend Sharon Hensley and in October

1984 of his second wife, Annette Craver Vail. The series quoted a pathologist who said photographs in Mary Vailâ€™s autopsy report indicated homicide: her neck and legs were bruised, and four inches of her scarf were in her mouth. Relatives told the newspaper that Mary Vail was afraid of water. That prompted the current Calcasieu Parish coroner, forensic pathologist Terry Welke, to examine photos of Mary Vailâ€™s body being pulled out of the river and review the 1962 coronerâ€™s report. â€œAt a preliminary hearing, Doctor Welke testified that although he could not determine the cause of Mrs. Vailâ€™s death, the manner of death was a homicide,â€? the stateâ€™s 3rd Circuit Court of Appeal wrote.

U.S. discloses more drone strike rules The Associated Press

WASHINGTON â€” The White House has released a version of President Barack Obamaâ€™s 3-yearold guidance on the use of lethal force against terrorists overseas, laying out what it says are safeguards to minimize civilian deaths and errant strikes while preserving the capability to take quick action with drone attacks and other means. The â€œpresidential policy guidanceâ€? stipulates that the U.S., when operating outside areas of active hostilities, will only take direct action when there is â€œnear certaintyâ€? that the terrorist target is present and that noncombatants

wonâ€™t be killed or injured. Lethal force can also be undertaken only against a lawful target that poses a â€œcontinuing, imminent threatâ€? to Americans. The principles, released with redactions, provide more detail on the conditions for drone strikes and other direct action than the White House revealed earlier when it summarized the document in a fact sheet in 2013. Obama or his aides have spoken previously, though, about the â€œnear certaintyâ€? standard at the heart of the guidance â€” a standard that hasnâ€™t silenced criticism over civilian deaths from drones. Abandon the Denominational View of the Church

Until we strip away all the layers of dirt encrusted on the modern concept of the church, weâ€™ll never understand Godâ€™s simple plan. Itâ€™s understandable when the aberration is the only standard they know. But there comes a time when they must accept reality. God will not change his plan for anyone. The Lord works on a different track than we do. His work began before time (Psalm 119:89) and will continue after it ends (John 14:1-6; Revelation 21-22). Godâ€™s rules are unchangeable (Malachi 3:6; Numbers 23:19). Negotiation is impossible. We abide by his Word or we suffer the consequences (Galatians 1:8-9). â€œWoe to those who call evil good, and good evil: Who put Darkness for light, and light for darkness; Who put bitter for sweet, and sweet for bitter!â€? (Isaiah 5:20, NKJV). People read the Bible through denominational lenses and refuse to see anything else. Their interpretations subsequently reflect that vision. The singularity of the church is bizarre to them. Yet thatâ€™s exactly what the New Testaments says. When Jesus announced the coming of his church (Matthew 16: 1819), there werenâ€™t any churches on earth sanctioned by God. When the church began, only one was in existence (Acts 2) and throughout the rest of the Bible there was still only one. There were many congregations buy only one church (Ephesians 1:22-23; 4:4). God didnâ€™t ask our opinion then and he doesnâ€™t want it now. Our input is useless to the final product because it was finalized before creation. The Lordâ€™s church exists and whether weâ€™re in it or not is determined by God, not us. The concept of denominationalism is completely foreign to Scripture. End of discussion and debate. Before time God decided what the Church would be, teach, practice, etc. The church will exist regardless of whether anyone is in it and Jesus will return it to God in the end (1 Corinthians 15:24). We are in the Lordâ€™s Church when we submit to salvation as God has commanded, weâ€™re Immersed into Christ for the remission of our sins, so he can add us to his Church (Acts 2:38,47: Romans 6:3-4; 1 Corinthians 12:15; Galatians 3: 26-27). Furthermore, weâ€™re the Lordâ€™s church if we match up with what the New Testament teaches in terms of worship, doctrine and leadership. Once again, no negotiations, discussions or deviation is allowed (John 14:15). If we wonâ€™t cooperate, Jesus will let us walk away (John 6:66-67). It really is that simple. We canâ€™t fix denominationalism. It has to be completely dismantled and everyone has to come to the truth with great humility and fear. Read Your Bible --Acts 2:14-17 - Welcome.
