The commission researches unmet legal problems in Arkansans, encourages attorneys to do pro bono work for families who are priced out
of the legal market, and recommends evidence-based solutions to policymakers. AAJC’s sister nonprofit organization, the AAJF, funds the state’s two civil legal aid organizations: the Center for Arkansas Legal Services and Legal Aid of Arkansas. Together, their lawyers help more than 13,000 Arkansans yearly with knowing and enforcing their rights and by being their voice in court. UA Little Rock/Saline Health System Pathway Program to address nursing shortage by TR ACY CO U R AG E
Saline Health System and the University of Arkansas at Little Rock have joined forces to address the nursing shortage in Saline County by creating scholarship opportunities for more students who want to enter the field of nursing. On July 17, leaders at the two institutions announced a twoyear initiative — the UA Little Rock/Saline Health System Pathway Program — designed to fill nursing staffing needs at Saline Memorial Hospital. Under the agreement, UA Little Rock will recruit and educate 20 students for the Pathways Program in a two-year associate of applied science degree program. After completing the program, students will be prepared to obtain their RN licensure and begin a career at Saline Memorial Hospital. Saline Health System and UA Little Rock will award $5,000 per student over the course of the four-semester Associate of Applied Science-RN program. The award will be structured as a loan and subject to forgiveness on a monthly basis as long as the graduate remains employed by Saline Memorial Hospital for at least 24 months after graduation from UA Little Rock. “Saline Health System is excited to welcome our first group of Pathway Program nurses,” said Ashley Johnson, chief operating officer at Saline Health System. “We are fortunate to be able to invest in nurses who are committed to Saline Health System’s values and look forward to retaining qualified nurses to serve Saline County residents for years
to come.” The 20 students will enter the Saline Pathway Program this fall. UA Little Rock Chancellor Andrew Rogerson said the collaboration with Saline Health System is an excellent example of the way the university partners with businesses to meet needs of central Arkansas. “Our pledge to central Arkansas and the entire state is to help address and solve the challenges our businesses and organizations face through educational opportunities,” he said. “This partnership with Saline Health System is yet another example of the partnerships we have formed to give students a pathway to a quality, affordable education.” Earlier this year, the univer-
sity extended its commitment to Saline County by announcing four new degree programs that will be offered on the UA Little Benton campus this fall. The nursing students will complete 27 to 31 credit hours of general education courses, which they can take at the UA Little Rock Benton campus, main campus or online. In addition, they will take 34 nursing course credits. Clinicals will be taught at Saline Memorial Hospital. “The UA Little Rock Department of Nursing is very excited about this new opportunity our nursing students will have to partner with Saline Health System,” said Sloane Davidson, chair of nursing at UA Little Rock. “We have a long-standing,

positive relationship with Saline Memorial that will only be enhanced by this new option they are generously offering. This loan program will help students with financial need be able to complete nursing school with less debt and have a guaranteed nursing position upon graduation.” The program comes at a time when the employment rate for registered nurses is projected to grow 15 percent from 2016 to 2026. According to the U.S. Department of Labor, more nurses are needed because of an increased emphasis on preventive care; growing rates of chronic conditions, such as diabetes and obesity; and demand for healthcare services from the babyboom population, as they live

pon retiring, many people relocate to enjoy a more favorable climate, or to be closer to grown children, or to live in an area they’ve visited and enjoyed. If you, too, are thinking of moving someday, you’ll want to study possible locations, but you also need to be aware that where you eventually decide to live can greatly affect your savings and investment strategies – both now and during your retirement. Here are some relocation costs to consider: Housing – Not surprisingly, the larger the city, the more expensive the housing is likely to be. Also, locations near an ocean or the mountains tend to be more costly. But the type of housing you select – house, apartment or condominium – also can affect your financial picture in terms of initial expense, maintenance and possible tax benefits. Plus, you can now find newer types of arrangements, such as senior cooperative housing, in which you own a share of the community and have a voice in how it’s run. Health care – If you are 65 or older when you retire, you’ll have Medicare to cover some of your health care costs, though you’ll still likely need to purchase some type of supplemental coverage. However, out-of-pocket health care expenses may vary in different parts of the country, so this is something else you’ll want to check out before relocating. Of course, the availability of good medical facilities may be just as important to you as health care costs. Taxes – You may hear about people moving to a different state to lower their tax burden during retirement. A few states don’t have personal state income taxes, and many others offer favorable tax breaks on retirement income, so, if taxes are a major concern, you’ll want to research the tax situation of prospective retirement locations. You may also want to consult with your tax advisor. These aren’t all the areas you will need to consider when estimating your total cost of living in a retirement destination, but they should give you a good idea of what you can expect. And your choice of where to live as a retiree can affect your financial strategy in at least two ways: how you invest today and how much you can withdraw from your retirement accounts when you’re retired. Regarding how you invest today, you should evaluate whether your current investment strategy is likely to produce the resources needed to support you adequately in the retirement location you’ve chosen. So, for example, if you think you’re going to live in a fairly expensive place, you may need to reduce your expenses, delay retirement or work part time. Your choice of a retirement destination also may affect how much money you withdraw each year from your 401(k) and IRA. When choosing an appropriate withdrawal rate, you’ll need to consider other variables – your age, the amount of money in your retirement accounts, other available assets, etc. – but your cost of living will be a key factor. The University of Arkansas at Little Rock finished the 2018 fiscal year with $18 million in private gift support, surpassing its annual goal and making it the third-best year in the university’s fundraising history. “One of our top priorities is to make a quality college education accessible and affordable in central Arkansas,” Chancellor Andrew Rogerson said. “Private philanthropy is vital to providing this pathway to support student scholarships and experiential learning opportunities. “I couldn’t be more grateful to our supporters who understand the value of a college degree and why supporting a university in Little Rock is good for everyone in central Arkansas and in the state.” More than 7,400 individuals, corporations, and private foundations gave 24,642 gifts between July 1, 2017, and June 30, 2018. Twenty-nine new endowments, totalling nearly $1 million, were established during the 2018 fiscal year, bringing UA Little Rock’s total endowment to more than $78 million. Among the gifts were nearly $1 million from Windgate Foundation to establish a professorship in applied art; $800,000 from Dr. Bruce Murphy, president and chief executive officer of Arkansas Heart Hospital, to benefit students in the College of Education and Health Professions; and nearly $1 million to create a more affordable pathway to a law degree for Pulaski
County residents and future law students who want to practice law in the county. The money is part of the charitable component left over in a $45 million cigarette settlement fund. Private funding allowed for the creation of the Signature Research Experience Awards, a new program in 2017-18 that provided 79 students an opportunity to work with a faculty member on a research or creative works project. The program helps students gain knowledge and skills required to compete in a competitive workforce upon graduation. Trojan Athletics posted a banner year with $4.3 million in gifts designated for student-athlete support. The university’s largest gift was a $1.4 million gift from Greg Hatcher, chief executive officer of The Hatcher Agency, to start a NCAA Division I wrestling program in the state. “The growth of interest and support for the Little Rock Trojans continues to make a significant impact on our athletics program,” said Chasse Conque, director of athletics. “We are most grateful for the generous contributions of our loyal donors who believe in our vision to elevate Trojan Athletics to heights we have not seen before.” The UA Little Rock Alumni Association also contributed to the university’s fundraising efforts. Its signature fundraiser - Taste of Little Rock - raised more than $130,000 for student scholarships. More than half of UA Little Rock employees also
contributed through the university’s “All In” campus campaign. Vice Chancellor for University Advancement Christian O’Neal said the university is well-positioned moving forward into its five-year comprehensive campaign. “We exceeded our annual goal, and we have strong momentum as we begin our campaign,” he said. “Our community and supporters are driving us forward, and the best is yet to come as we anticipate publicly launching our capital campaign in Fall 2019.” External constituents of UA Little Rock are also proud of the fundraising success in 2018. “As students at our university continue to excel in academic success, it is paramount that we continue to partner with our alumni, friends, and organizations that are vital to the continued growth and success of UA Little Rock,” said Foundation Fund Board Chair Carlton Billingsley ’02. “I look forward to working with our board and the Advancement staff to continue to work together in achieving more for our university and the region as a whole.” Alumni Board President Becky Blass ’73 and ’82 added, “The UA Little Rock alumni board is proud of its role in helping raise monies this fiscal year which directly benefit so many of our outstanding students. THE FUTURE OF ARKANSAS EDUCATION Education is on the front burner across the United States, as issues such as equitable funding, educator retention, and teacher weaponization in response to school shootings take center stage. Arkansas has made the news in recent months on a national level, but it isn’t good. The U.S. Center for Disease Control and Prevention released its latest Youth Risk Behavior Survey in June, finding that the state ranked number one in its percentage of public high school students at risk for adverse childhood experiences. In particular, Arkansas students held the top spot for being physically forced into having sexual intercourse, seriously considering suicide, driving under the influence of alcohol, and being diagnosed as obese, to name a few. It’s no wonder with statistics
like this that Arkansans are looking to outside sources for their children’s education. Currently the state has almost 200 private schools, but charter schools are slowly closing that gap. By some estimates, charters will surpass the number of private schools within the next ten years. Still, Arkansans – and the national public, for that matter – are confused as to what a charter school is, even with the institution’s continued growth.
CHARTER SCHOOL MISCONCEPTIONS According to the 2014 PDK/ Gallup Poll, over 60 percent of Americans support the idea of charter schools in their area, believing that students who attend such institutions receive a better education; however, several misconceptions about how charters operate still exist. In the same poll, half of respondents believed charter schools were free to teach religion and charge tuition, and almost 70 percent thought they could select students based on ability.
Charter schools are public schools operating on a contract with the state. They do have more freedom in curriculum, scheduling, and teaching credentials – for example, teachers do not have to hold the same certifications required in public schools – but in Arkansas, charter students still participate in annual state standardized testing to determine academic efficacy.
ARKANSAS’ CHARTER SCHOOL LAWS In Arkansas, there are two types of charter schools: conversion schools and openenrollment schools. Conversion schools were once public schools that have since been converted into public charter schools; only students from within the school district’s boundaries may attend. Open-enrollments, first authorized in 1999, are as the name implies and open to all students regardless of district boundaries. The latter is run by a governCONTINUED ON PAGE 17
