Man praised for saving woman’s life in gas explosion

A

Cape Town man is being praised for his heroic action after risking his life to save a woman trapped in a fire after a gas explosion ripped apart Dunoon’s Silverleaf Primary School’s kitchen.

It is believed that a gas leak was the cause of the explosion, and subsequent fire, that left Thandazo Platyi severely injured in the early

morning hours of Tuesday, June 20.

Platyi (39) who is a mother of three children aged six, 12 and 24 was working as a volunteer at the Primary school kitchen, cooking for 1200 pupils from grade R to 7.

After the incident she spent two weeks at the New Somerset Hospital where she was treated for severe burns.

The hero, Xolani Mguli (58), who is the school caretaker and Bongiwe Bikana (36), also a volunteer at

the school’s kitchen, escaped with minor injuries.

The explosion caused extensive damage to the kitchen contents and blasted the prefab walls.

Mguli, said Platyi borrowed matches from him to light the gas stove and when he was on his way out, the explosion went off, at which point he dived out of the kitchen. ~ continued on page 3

Allegations of racism by financial institutions when it comes to granting township people mortgages to buy houses were aired at a hearing in Cape Town into two property bil s.

he two bills discussed were the Property Practitioners’ Bill, which will repeal the Estate Agency Affairs Act of 1976 when it is enacted, and the Home Loan and Mortgage Disclosure Amendment Bill, which sets out the disclosure requirements for home loans and mortgages.

Khayelitsha estate agent Zola Mekula, who owns Zola M Properties, said with regards to the Home Loan and Mortgage Disclosure Amendment Bill, he believed that financial institutions were racist and refused to approve mortgages to black people in the townships, even when the clients met all the required criteria to qualify for a mortgage. He admitted that the property sector was not transformed; as such, the discussions around the bill were relevant.

“We need to look at this bill and include aspects of transformation right through the bill,” said Brooks.

Mandisa Sinuke (60), who owns a property estate agency in Philippi township, said the bills’ terms of transformation were broad – it needed to be explained in detail.

“Property ownership is a thorny issue because of its linked to the Group Areas Act. The mortgage bill is even worse because financial institutions are discriminating against black people,” said Sinuke.

Anne Porter of Knight Frank Property, said that black people needed to acquire the necessary skills needed in the sector to enable them to enter the sector and fully participate. “We need to lift the level of skills in order for the industry to be transformed. Nobody wants to entrust their property to anybody to sell who doesn’t have the critical skills,” said Porter.

hair and beauty salon owner in Dunoon township near Milnerton was shot dead in front of his seven year-old daughter and wife in Mnandi Avenue on Wednesday, July 19.

The Nigerian national, Blessings Mwadike was shot dead inside a shipping container from which he ran his hair and beauty salon business.

His widow, Namatter Chumbira, from Zimbabwe, said it was at about 7pm on Wednesday when she stepped out of the shipping container to empty water from a bucket, at which point she saw a man wearing a beanie passing by, and when she entered the shop, the man leapt in and went to confront her husband, demanding money. Before her husband could say anything the man shot him.

Her husband, she said, was shot in the nose, the chest, and also in the stomach.

She said that the suspect’s friend had closed and manned the shipping container door all the time the shooting was taking place.

Chumbira said that together with her daughter they watched their bread winner die. The suspect, after confirming that her husband was dead, searched his trousers pockets and pulled out the car keys and tossed them onto his body.

She said the suspect that fired the shots that killed her husband later asked where they kept money, and before she could answer, he went and peeped into the cash counter but took nothing and the friend manning the door said to the alleged killer, “Let’s leave”.

She said the suspects didn’t steal anything and at the time there was money in the shop and they had smartphones but they didn’t take anything.

“I can’t believe that he is dead. Sometimes I think he will wake up and return to us.

My daughter is experiencing nightmares. She wakes up in the night and says, ‘Dad was shot in the neck by skollies,’” said Chumbira.

Milnerton Police acting spokesperson, Catherine Gore, confirmed the incident.

“A male aged 40 was killed.

There is no motive (for the killing) at this stage. The suspects are two males. No arrests have been made,” said Gore.

The 53 year-old Capetonian is amongst scores of frustrated residents whose property is valued at over R400 000 and have therefore been moved from the ‘Lifeline’ customer category to the ‘Domestic Tariff’ category, meaning that their electricity subsidy has fallen off, and was effective from July 1, 2017.

“Because of the (City of Cape

Town’s) valuation of the house they (the City) told me that they have switched me to domestic consumption. They are charging my electricity usage on the value of my house and not the amount that I am using. My house has two bedrooms and has huge cracks that I still have to fix; from my domestic job earnings! I got an independent valuation of the house and it’s not even worth over R400,000,” said Moses.

She said she has been employed as a domestic worker almost her entire life and is planning to quit her job; meaning that she would no longer be able to afford purchasing electricity in the domestic tariff category.

Some residents from around Cape Town affected by the move are now venting their fury at the City of Cape Town via a Facebook page: #Electricitytarrifsmustfall.

“Electricity tariffs are affecting us very badly. If you own a house of R400 000 or more you are automatically switched over onto the highest tariff. So, upgrading your house automatically gets you onto the highest tariff, which means it will actually restrict us from being able to do so. You are now being regarded as rich because of owning a property valued at R400 000 ... but having a bond is debt. We have people using electricity illegally but the people paying are being held accountable and have to pay more.

This is against our basic rights as they are making it impossible for us to even afford to buy electricity.

People are suffering and cannot buy food because of this tariff,” Natasha Gertse wrote on the ‘Electricity Tarrifs Must Fall’ Facebook page, which by Monday, July 24, had already garnered 1395 likes.

Speaking to Isolabantu, an Atlantis resident who did not want to be named as she works for the City, said even though she owned property valued at more than R400 000, it did not mean she could afford certain things.

“Maybe we must sell our property and get a cheaper one. We are going to suffer. We have to cut certain things and there is a sacrifice to it. We have to cut our comfort. It affects a lot of other things,” she said.

Meanwhile the City has decided to delay the implementation of the home-user electricity tariff for households on properties valued at R1 million or more which was proposed in the 2017/18 financial year.

Mayoral Committee Member for Finance, Johan van der Merwe, said this was after considering public input.

“Thus, it was not implemented this year so that a more comprehensive publicity campaign and public participation process could be undertaken. Currently customers are still supplied either via the

Isolabantu News visited Platyi at her home in Section 23. Her face was wrapped in a bandage and she appeared to be in severe pain.

She said that the gas explosion and blaze has severely affected her hearing and sight.

She now needs the aid of her husband and children to go to

relieve herself and to bath.

She said she will always be grateful to Mguli for saving her life.

“He risked his own life to save mine,” said Platyi.

The school principal, Mlungisi Fani said that the Western Cape Education Department (WCED) had asked him to find fire experts to come and investigate the cause of the fire.

Mlungisi said it was unfair for the WCED to ask him to do so, considering that the department is the employer, and had a lot more resources compared to him.

“We need a report from the

fire experts which will also assist Platyi to be able to claim occupational compensation because the tragic incident happened at work. She needs to be compensated as such. If there is a disclaimer it must also be made known,” said Mlungisi.

He said at the beginning of the 2017/18 financial year, all properties valued between R400 000 and R1 million were shifted off the highly subsidised Lifeline Tariff onto the Domestic Tariff and higher value properties were shifted across in previous years.

He said residents should note that there is still a level of subsidy between Domestic Tariff customers who used more than 600 units per month on average and those who used less.

“This means that although customers moved off the Lifeline Tariff no longer benefit from the same high subsidy, they are still able to buy electricity more cheaply than it costs to supply it, so long as their consumption remains under 600 units per month,” he said.

He also said those who qualify for a pensioners or disabled persons rebate do not have to meet the criteria regarding property value to get access to the Lifeline Tariff.

“All pensioners and disabled persons with a total household income of less than R15 000 a month qualify for the pensioners rebate. This includes legitimate tenants who otherwise would have received a partial rates rebate, provided that no member of the household may own property elsewhere,” he said.

The district office similarly asked the principal to contact the fire brigade to investigate the cause of the fire,” said Attwell.

esidents are confronted with discarded school text books, broken beer bottles, women’s undergarments, cigarette packs, plastic bags, couches, building rubble, and used condoms strewn along the streets.

“This garbage did not make it here on its own,” said Ester Adams who lives in Mexican Street, Atlantis.

Adams said residents living along the street have since nicknamed the street, “lover’s lane” because they witness sex acts in cars parked along the street, in broad day light.

“We find used condoms strewn all over,” said Adams.

She also said that they have reported the illegal dumping to authorities but have received no response.

“It’s a real shame. We have a refuse depot here where people can go dump. There is no excuse for dumping on our road,” said Adams.

Pensioner, Jane Cronje (70), who lives in the same street, said that she is equally disturbed with the illegal dumping.

“Despite the City’s efforts to monitor these areas, we still require assistance from residents,” said Limberg.

She said, “All illegal dumping hotspots are scheduled to be cleaned twice a year, but more frequently in some areas such as Atlantis and Dunoon, which require specialised mechanical interventions.

She said the City’s Law Enforcement Department impounds vehicles used for illegal dumping since the amended Integrated Waste

Management By-law came into effect at the end of August 2016.

“The amended By-law allows the City to impound the vehicle of a person caught dumping illegally.

The offenders can only reclaim their vehicles back once they have paid an admission-of-guilt fine, as well as, the impoundment release fee,” she said.

She said to date, more than 700 illegal dumping hotspots have been cleaned by the City since July 2016, with more than 102 fines issued city-wide specifically for illegal dumping and littering.

“The City has personnel to tackle the massive issue of illegal dumping, but we can do with more public and private sector involvement, as dumping is a result of public and private illegal waste management activities,” she said.

She urged residents to report illegal dumping by calling: 086 010 3089.

Koeberg Power Station employees celebrate Madiba month with chronically ill patients

I

n honour of the former president and global icon, Tata Mandela, Eskom’s Koeberg Nuclear power station employees – using their own resources – dished out soup and sandwiches to more than 400 patients at the Dunoon Community Health Centre (CHC) last week, on Wednesday, July 19.

The nuclear power station officials also gave the facility a new look by painting the walls inside and also cleaning the surrounding area.

Eskom stakeholder management manager, Lewis Phidza, said instead of volunteering a once off 67 minutes on July 18 as per norm, the officials have decided to take action throughout the month and beyond this in honour of Madiba.

“We have 30 Eskom employees contributing (at the Dunoon CHC) but behind them they have 1700 colleagues that contributed their own money to celebrate the life of our former president and do our part to transform the areas near the plant. This will continue. We have Eskom employees pledging R1million from their pocket so that they can use the money to finance Nelson Mandela month and beyond,” said Phidza.

He said together with his colleagues they started honouring the former statesman in Atlantis on Tuesday, July 18, by visiting an old age home where they painted the walls and cleaned the surrounding area and later visited a crèche outside of Bloubergstrand where they repaired the crèche’s derelict structures as well as painted and repaired broken cabinets in the kitchen.

In addition, he said Eskom has identified two schools, one in Pella outside of Atlantis, and one in Dunoon where towards the end of the month they will donate school shoes to less fortunate pupils.

“The idea is to get the kids who are less fortunate to go home with two pairs of shoes and socks. We are adopting schools in vulnerable areas for a longer period. We will also donate reusable sanitary pads and other utensils to pupils to keep them in school. It’s a long project and we have decided that we will be using Mandela day in between,” he said.

Also, he said that Eskom will be re-launching the Study Buddies programme targeting secondary schools in Dunoon, Joeslovo Park in Milnerton, Atlantis, and Blouberg.

“We are going to make sure that pupils from grade 10 to 12 are assisted in Maths and Science and we’ll give them calculators and also, when they are preparing for exams, we can get our engineers, scientists, and doctors to up skill them. This will open

up a lot of chances for them to go to university and then, after graduation, they can come and work for us,” he said.

Yewo Msalurwa, who came to seek medical attention at the Dunoon CHC, heaped praise on Eskom for dishing out food to patients.

“I wish every day was a Mandela day,” said Msalurwa.

The CHC’s deputy sister in-charge, Bernadette November, also heaped praise on the Eskom officials for taking money out of their own pockets in honour of Madiba and then feeding the patients at the facility.

“We were actually surprised when Eskom approached us to tell us that they are going to do something at our facility in honour of Madiba.

It came out of the blue,” said November.

Warning to all water users in Cape Town Drought crisis: rain does not mean we can go back to normal

he City of Cape Town warns all of its water users that failure to reduce consumption spells disaster for everyone!

Water usage has shot up to 643 million litres per day. This is 143 million litres above our target of 500 million litres of collective water use per day.

The latest consumption levels are extremely worrying as many people believe that they can go back to normal behaviour due to recent rains.

These recent rains are not nearly enough as we are still in a drought crisis. The drought conditions are the New Normal for Cape Town as a water-scarce region. To adapt to the New Normal, we have to change our behaviour drastically to save water while we still have water to be saved.

“Too many people are not listening to the City’s warnings and appeals to reduce their consumption. The rainfall has made a very small impact on our dam levels. The fact that we are still 143 million litres over our 500 million litre target per day means that those who are not reducing consumption are playing with everyone’s future in Cape Town,” said the City’s Mayoral Committee Member for Informal Settlements, Water and Waste Services and Energy, Councillor Xanthea Limberg.

Limberg said the lower than average rainfall, coupled with unacceptably high consumption, will hurt everyone as there are still far too many stubborn people who are not doing enough to save water to enable the City build up reserves for the terribly harsh 2017/18 summer.

“Dam storage levels are at 27,4%, but useable water is only at about 17,4% which is very low for this time of the year. This time last year dam storage levels were at 47,6%, with useable water at this time of year standing at 37,6%,” she said.

“We are in a dire situation and Level 4b water restrictions require all water users to use less than 87 litres of water per person per day in

total, irrespective of whether they are at home, work or elsewhere,” she said.

Fielies joins Cape Town City

C

ape Town City have announced the signing of centre-back Taariq Fielies from Milano United.

The 25-year-old had a successful trial period with the club and impressed club owner John Comitis.

Fielies is no stranger to Comitis,

having come through the Ajax Cape Town development system, where the City owner was formerly a director.

He only ever made a single appearance for Ajax though, as a substitute against Maritzburg United in the 2012/13 season. He spent the

next four seasons at Milano, making almost 100 starts in that time.

Fielies will compete for a place in the side with with Tshepo Gumede, Robyn Johannes and new Mozambican signing Jeitoso.
