Another fire victim, Zandile Mbaza, 32, a mother of two children, said she shared her three-room shack with her husband and children.

Mbaza said when the fire broke out she initially thought it would not affect her home and she had gone to help contain it, only to discover it was impossible to fight the ferocious fire with water from one low pressure stand pipe.

She said all she had left were the clothes she was wearing.

“We don’t know what caused the fire,”

About 200 people have been left homeless after a fire razed about 50 shacks in the Doornabach informal settlement, also known as Kwa 5, opposite Dunoon township near Milnerton.

Fortunately there were no reported injuries or fatalities resulting from the blaze that flared up in the early afternoon of Wednesday 22 August.

Residents had to abandon their efforts to contain the blaze and had to watch as the inferno destroying all their belongings, leaving them with only the clothes they wore.

Confirming the accident on Monday 27 August 2018, ER24 spokesperson Ineke van Huyssteen said the death toll had not increased.

“The number of fatalities is still standing at one,” said van Huyssteen. She said there were 19 people altogether in the taxi and they were transported to different hospitals; the Vincent Palloti, Groote Schuur, and Dunoon hospitals.

There were two people in the bakkie, the deceased being one of them, said van Huyssteen.

She said when ER24 paramedics arrived on the scene shortly before 4pm, they found the taxi lying on its side and the bakkie completely overturned, lying on its roof.

“Upon further assessment, paramedics found two people who had to be extricated from the bakkie. Unfortunately, one of the patients had sustained fatal injuries and was declared dead at the scene. One other person from the taxi also had to be extricated by fire and rescue using the jaws of life.”

Sinenjongo High School principal Khuselwa Nopote said the taxi was transporting 15 learners from her school to their home in Dunoon.

Of the 15 learners, Nopote said only one, who was admitted at Groote Schuur Hospital, is in grade 12, while the others are in grades 8 and 9.

“They were coming from school going back home. The learners pleaded with

UMBHALELI WETHU the [minibus taxi] driver to slow down, as he was speeding,” said Nopote.

She said most of the learners have been discharged from hospital and three of them returned to school on Monday (27 August) while others are recovering at home.

But she said the grade 12 learner remained in hospital.

She said she often encouraged parents in Dunoon to advise their children to utilise the MyCiTi bus service but the MyCiTi bus stations servicing the area have been vandalised by protestors demanding municipal services.

Table View police spokesperson, Captain Adriana Chandler, said the bakkie made an illegal u-turn at the traffic light on Potsdam Road opposite Killarney race track and was struck by the oncoming taxi while turning.

“Table View Police are investigating a culpable homicide case,” said Chandler.

Worry over burglary and vandalism during winter school holidays STAFF WRITER Debbie Schäfer, Western Cape Minister of Education has expressed concern over continued incidents of burglary and vandalism of school over winter holidays.

While many schools were hubs of activity over the holiday period, there were schools that remained vacant and were therefore targeted by vandals said Schäfer.

“We need communities to be vigilant regarding activities around our schools and report any suspicious behaviour to SAPS as soon as possible,” she said adding there was need for assistance by communities in identifying or report-

ing perpetrators who often are from within the community.

Crime is fluid and crime prevention is not always within our control. Unfortunately, despite measures taken by the WCED, as well as school communities, some of our schools still fell victim to vandalism and burglaries during the school holiday, Schäfer said.

Our stories are celebrated at Open Book Festival

Words rise from the page and turn to fire when poets such as Faith Kinniar perform hard-hitting verses in a celebration of our stories. Together with Afeefa Omar, who was the last person standing at the Western Cape Current State of Poetry Slam, they’ll be setting the stage alight with the sparks from their spitting rhymes at Open Book Festival next week (5 to 9 September).

While our local artists flow hot enough to scorch the mic, SwedishIranian wordsmith Athena Farrokhzad mixes northern ice with Middle-Eastern heat as MC Allison-Claire Hoskins keeps the fire extinguisher handy.

Their Rioters in Session jam is just one of over 140 events at Open Book where poets, novelists, investigative journalists, professors, performers and comic book creators rub shoulders and talk about things that matter.

You can lift your spirit and drop your jaw at a poetry slam on Saturday night and on Sunday morning hear directly from the journalist Chris Steyn who helped ex-cop Mark Minnie – whose apparent suicide earlier this month has raised suspicions – write the book The Lost Boys of Bird Island, which exposes how apartheid ministers such as Magnus Malan raped young coloured boys on Bird Island outside Port Elizabeth, after flying them there in airforce choppers.

If you want to know what’s really going on with the land issue, some of the best experts will talk about it at midday on Wednesday 5 September. There will be activists from Unite Behind discussing the scandalous state of public transport with representatives from the City on Thursday morning.

There will also be laughter as the cream of South Africa’s writing talent teams up with top international authors to cringe at their failures.

Open Book is five days dedicated to the wisdom, insight and importance of books, and the joy, frustration, and inspiration that comes with writing them.

It is about the things that give our life meaning and enable us to recreate the world, imagine others and reimagine ourselves. It is about stories. Such as our daily story of having to hang outside the train carriage to get to work because it is over-full, or being fired for not being able to get to work because the taxis are striking again. The kind of stories that will be discussed in events such as Mobility in the City and Urbanity, Blackness & Mobilities. Or a story about a man who was kidnapped in Bosnia, which is part of our human story, drawn with hundreds of pictures in a book by Canadian cartoonist Guy de Lisle.

There are also free events for children and comic book workshops for teenagers and adults. And if you ever wondered how to make a pop-up book, fold paper into origami, or create a zine, Open Book has got those too.

It’s all happening in venues in the east city precinct, just a minute’s walk from the Cape Town train station. The whole programme, and information on all the writers, is online at www.openbookfestival.co.za.

City enforcement statistics improve STAFF WRITER The City of Cape Town’s enforcement agencies made 12 063 arrests in the previous financial year– a 17% increase on the preceding period.

“This was one of the many encouraging statistics that emerged from the Safety and Security Directorate’s annual statistics for the 2017/18 financial year,” said Mayoral Committee Member for Safety and Security and Social Services, Alderman JP Smith.

The Directorate consists of six departments that focus on public safety and includes the 107 Public Emergency Communication Centre; Disaster Risk Management Centre; Fire and Rescue Service; Metro Police Department; Law Enforcement Department and Cape Town Traffic Service.

Some of the key trends that have emerged from the safety and security landscape in the preceding 12 months are: Increase in land invasions and related protest action. Year-on-year there was a 53% increase in the number of land in-

vasions recorded and a 249% increase in the number of protests.

The drought; from a Law Enforcement perspective, staff had to focus on transgressions of the Water By-law amid an increase in complaints from the public about water abuse, but also the very real threat to the city’s water supplies.

The Fire and Rescue Service recorded a 10% drop in vegetation fires during the period under review given the pressure the City was under in terms of water supply.

The instability in the public transport sector saw numerous taxi-related strikes during the past 12 months that impacted on other sectors.

There are at least 16 gang hotspots in Cape Town that experience a flare-up in violence on a regular basis.

Births City of Cape Town calls increase for marginal lowering of

STAFF REPORTER The recorded live births registrations from 2016 to 2017 have increased by 2,1% 2017 according to a report released by Statistics South Africa.

In South Africa in 2017, 989 318 births were registered while 969 415 birth registrations occurred in 2016.

Of the 989 318 births registered in 2017, 897 750 were current registrations of births 2017, 91 568 were late registrations of births that occurred in 2016 and earlier.

The majority of the current births registrations were for male children 460 774 while 452 725 were for females, resulting in a sex ratio of 102.

No comparable or reliable information on fathers could be provided due to a high proportion of births registered 61,7% without details of fathers.

Gauteng tops the list of new births at 239 457 followed by KwaZulu-Natal at 197 913.

The lowest number of birth registrations were observed in Northern Cape (24 395) and Free State (50 130) which is also in line with the population sizes of the provinces.

The most popular first names recorded for males were Enzokuhle followed by Lethabo and Melokuhle.

Amongst females, the first three most common first names were Enzokuhle, Melokuhle then Amahle.

The most popular surname for both sexes was Dlamini (6243) followed by Nkosi (5735) and Ndlovu (5573).

The City of Cape Town wants water restrictions relaxed even though marginally and has put forward its proposal to the National Department of Water and Sanitation (DWS).

The call based on a risk-based analysis comes at the backdrop of dam levels of the city exceeding 60%.

The DWS had imposed restriction levels as part of the response to the severe drought to preserve the water in the dams supplying Cape Town, the Western Cape and the agricultural sector.

In a statement the City said they were advocating for a conservative relaxation of the restriction levels, which would pave the way for the associated relaxation of the restriction tariffs.

“As the water supply situation has improved adequately, it is essential that an appropriate relaxation of restrictions takes place as soon as possible, not only so that economic activity can be improved, but also so that water tariffs can be relaxed from the current high levels to give the necessary tariff relief to households and businesses,” the City said.

As dam levels have now exceeded 60% the City, on a risk-based analysis, has proposed to the National Department of Water and Sanitation (DWS) that the water restriction levels should be conservatively and marginally relaxed.

This proposal was made during a meeting with the DWS and other users within the Western Cape Water Supply System on Friday 24 August 2018 to review the current status of water in the dam system.

The City’s proposal is that the urban restriction be relaxed from 45% to 40% and the agricultural restriction be relaxed from 60% to 50%.

These restriction levels were imposed by the DWS as part of the response to the severe drought in order to preserve the water in the dams supplying Cape Town, the Western Cape and the agricultural sector. This means, for instance, that Cape Town is required to reduce usage by 45% of what it would normally be allocated. This is also how the City’s target of reaching 450 million litres of water per day, or 50 litres per person per day, was calculated.
