just over R40m spent on construction. The City of Cape Town approved the project on 17 March 2016, and construction began on 6 February 2017. Little said anyone utilising the library will have access to free Wi-Fi via the SmartCape service. People who are not library members will also be able to access the Wi-Fi service via their mobile phones by requesting a free token. The token option will pop up on their mobile screen when they try to access the Wi-Fi and they will then receive 30MB of data (free) for the day which can be used while in range of the Wi-Fi. They can also join the library which will give them two options to access the internet, said Little. “You have the option to join as a ‘SmartCape’ member and then you will be able to use the computers in the library to access the service (45 minutes per day and 300MB data for the month). Or you can use your own device to access the SmartCape Wi-Fi and you will have unlimited/ anytime access and 500MB free data for the month,” she said. Ward 104 councillor Lubabalo Makeleni said the library was a dream come true for Dunoon residents. “Most young people and adults will hugely benefit from the facility. The mindset of people will automatically

change because of the knowledge they will learn from reading books at the library,” said Makeleni. Earlier this year, irate residents who had illegally built shacks on municipal land tried to burn down Makeleni’s offices which are situated near the new library after the City’s Anti Land Invasion Unit demolished the shacks. Makeleni said residents should try to resolve their differences around the table as opposed to resorting to violent protests and vandalising municipal infrastructure. “We should not destroy what we already have,” he said. He said together with the community, he is planning to slaughter a cow to feast in celebration of the library opening. The celebration will take place towards the end of the year. In the meantime, two Dunoon MyCiTi bus stations, Usasadza and Dunoon, remain damaged after being vandalised and petrol bombed in February in response to the ALIU demolishing shacks illegally erected on municipal land. Vendors have started displaying furniture for sale at the Dunoon MyCiTi bus station. The City did not reply to questions asking when the vandalised MyCiTi bus stations will be repaired.

Dance instructor arrested for raping and sexually molesting pre-teen girls

STAFF WRITER Having allegedly raped and impregnated a 12-year-old girl and sexually assaulted four other girls between the ages of 10 and 11, a Dunoon man is being kept in custody by the Milnerton police. The 37-year-old suspect is set to appear in court for bail application on 11 December. “His bail will be opposed,” said, Captain Nopaya Madyibi, a spokesperson for the Milnerton police station. “It is alleged that the victim, a 12-yearold girl, was raped by her dance instructor. The victim was ten weeks pregnant when her mother found out,” said Madyibi. “The victim’s mother opened a case of rape and the victim was taken for medical examination which confirmed that she is pregnant.” She said an arrangement was made

on 6 October for the other girls in the same dance school to come forward, and four minors, of which three of them are 11-years-old and one 10-year-old reported that they had been sexually assaulted by the same suspect. In another incident in Dunoon, the Milnerton police arrested a 38-yearold male suspect for allegedly having a sexual relationship with an 11-year-old minor since 2002. “Police officials doing patrols caught the suspect in his car with the minor and arrested him for statutory rape. He appeared in court and was kept in custody until he was released on bail on Friday 14 September 2018. His next court date is on Wednesday 7 November,” she said. She cautioned residents to refrain from unleashing vigilante justice on suspects within the community. “People are innocent until proven guilty,” she said.

She said she felt “crazy happy” – the only words she could find about her son’s selfless action. “The fire was already fierce at the time and my right arm was burnt,” she said. She was treated at the Dunoon Community Health Centre. When GroundUp asked Aphelele how he felt, he started crying. He said he felt bad that he could not save the life of his infant nephew, aged one year and eight months. Siphosethu Mrwetana, 22, whose shack was nearby, said she was first to raise the alarm. She said smoke started choking her in her sleep. “The fire spread so quickly. I heard children crying in the shack where the fire started,” she said. Confirming the blaze, City of Cape Town fire and rescue spokesperson Theo Layne said a total of 30 shacks were destroyed. Layne said the fire started shortly after 2am. “Sadly, one male minor received fatal burns. The cause of the fire is undetermined at this stage,” said Layne.

A ten-year-old rescued his mother and two-year-old cousin from a shack fire in which his infant nephew, Athaluve Sixakwe, died in the early hours of Monday 15 October. The fire left 70 people homeless in Kwa 5, Doornback informal settlement, opposite Dunoon near Milnerton, Cape Town. The grade 4 Sophakama Primary School pupil, Aphelele Ntsukumbini, was sleeping in the same bed as his mother, cousin and nephew. He woke up to find the house ablaze. He instinctively grabbed his little cousin and took him to safety. He returned to find his mother lying on the floor, flames licking her right arm. He managed to drag her out. Kasi’s rising gospel star Musician determined to change lives

A new gospel album titled ‘Osukubethanda Makazincame’ has established Dunoon musician Bulelani Mvuyiswa as a rising star. The 25-year-old is among the first wave of gospel music artist to emerge from Dunoon kasi near Milnerton north of Cape Town. Since launching his first 10-track album ‘Osukubethanda Makazincame’ in March this year, Mvuyisa, who started singing in the church choir seven years ago, has been on the road man is on his way to stardom, with well over 2,000 CD and DVD copies being sold. He said all 10 tracks in his debut album are enjoying significant airplay on local community radio stations in the Mother City. He has also been interviewed by Bush Radio, Umhlobo Wenene FM, and One FM, amongst others. All tracks had been shot to music videos, with the video for track number 6, titled ‘Yawa Lembewu’ sitting at just under 1,000 views on YouTube. “I am making money through selling the CD and DVD copies. I also get invites to perform at music shows and I charge R1,500 per show,” said the soft spoken Mvuyiswa. He sells his CD copies for R50 each, while a DVD costs R100.

“When I produced the first batch of CD’s and DVD’s, they were sold out instantly.” He said his success story is proof that hard work pays off at the end of the day. “I am an orphan. I lost both parents; my mother in 2014 and my father in 2005, but I kept my faith in God. I can now fend for myself. I am successful,” he said. He also preaches in church and is affiliated with the Holy Ghost Fire Mission Church and believes his music is inspiration to people living in the township, including youth who are addicted to alcohol and drugs. “Some youth who drink alcohol would buy my CD’s and DVD’s and would say they love what I do and I inspire them even though they drink and smoke.” Even the thugs in the street respect him. He says when he is walking home late in the night, the thugs say “That’s a pastor we know him. Do not rob him.” He said he has since been registered with the Southern African Music Rights Organisation (Samro), in order to reap the benefits of royalties when radio stations play his songs which were all written and composed by him. A further 15 songs have been written and composed and a second album is in the works for January next year.

New drop-off in Kensington The City has opened a waste drop-off facility at the corner of 13th Avenue and Dapper Road, Kensington. The facility accepts up to three 1,5 ton loads of builder’s rubble, clean garden waste and garage waste every day free of charge, and unlimited loads of clean recyclables such as glass, metal, paper, cardboard and plastics. Soiled containers are not suitable for recycling. Operating hours: • Mondays to Fridays from 08:00 to 18:00 during summer (1 September to 30 April) • Mondays to Fridays from 08:00 to 17:45 during winter (1 May to 31 August) • Saturdays and public holidays from 08:00 to 17:00 (all year round) • Sundays 09:00 to 13:00 (all year round) Drop-off facilities are key in the City’s strategy to reduce the amount of waste being sent to landﬁlls. This facility should also help reduce illegal dumping in the area.

Level-5 water restrictions and tariffs are in place and were lowered from level 6 as an interim measure to provide some relief to residents. For now, Cape Town must do its very best to remain in the lower 500 Mℓ per day usage band until another limit is imposed by the National Department of Water and Sanitation. New Witzands Reserve centre The City has opened a new R20 million multipurpose centre at Witzands Aquifer Nature Reserve. The Atlantis dunes are popular for activities such as off-road vehicle trips, sandboarding and filming, which require permits, available from the cash office in Wesfleur, Atlantis. The new facility has a hall and boardroom for hire. As the City encourages environmental education, tariffs will be waived when the hall or boardroom is used for nature conservation activities. Rates rebates up by R203 million

Reporting back to residents on progress made, together

The total package for rates assistance has increased by R203 million to approximately R1,4 billion in the 2017/18 financial year. This is due to more residents registering for indigent benefits, rates rebates for senior citizens and disabled persons, and the introduction of an additional R50 rates rebate for properties valued between R400 001 and R750 000. Total municipal property rates rebates are broken down as follows: • Exemptions for religious organisations: R153 538 669 • Rebates on the first R200 000 of a property’s value: R911 456 042 • Rebates for senior citizens and disabled persons: R108 110 259 • Agricultural rebates: R83 124 913 • Rebates to public-benefit and non-profit organisations: R78 380 976 • Rebates to land reform beneficiaries: R2 003 898 • Indigent rebates: R7 046 367 • Additional R50 rebate for properties valued between R400 001 and R750 000: R87 374 300 Residents who are eligible for municipal property rates rebates can apply at any of the City’s walk-in centres, or download the relevant forms from www.capetown.gov.za.

Believe it or not … Objects removed from sewers have included ovens, sheep’s heads, garden chairs, tyres, cloth, car engines, lawnmowers, nappies and rope, among others. The sewer reticulation system is only geared to accept toilet waste (urine, faeces and toilet paper) and basin/bath waste (water, washing liquid and soap). Common causes of blockages include

rags, nappies, tampons and sanitary pads, wet wipes, condoms, building materials, cooking fat or oil, or general litter. When cooking oil or fats are poured or flushed down your sink or drain, they harden and build up inside sewer pipes, where they act like glue, attracting rags, hair, paper and other debris. These blockages are very difficult to clean out. Residents should rather let grease cool and harden in the pan, then scrape it into some newspaper or paper towel, and dispose of this in the kitchen bin. Sewer overflows can also be caused by stormwater entering the sewerage system, either due to illegal connections or missing manhole covers. Stormwater flow can sometimes exceed the capacity of the pipes and lead to sewerage overflows. Residents hold the key to helping the City beat sewer system misuse. Operations to remove inappropriate materials from the sewer system, which cause blockages and overflows, costs R270 million a year. The number of reported blockages and overflows has steadily risen over the past two years, from an average of 293 per day in 2015/16 to an average of 330 per day in 2017/18. There is a perception that sewer overflows are due to faulty pipes or the lack of sewer maintenance, but this is hardly ever the case. While the drought and water restrictions have led to blockages, having reduced the amount of water that flows through the system, the primary cause remains abuse of the system.

The Water and Sanition Department seeks to be revenue-neutral – income from the water sales covers the cost of storing, purifying and delivering it. All revenue raised from water sales is spent on water services. However, water sales revenue is variable. To offset this, the City has a ﬁxed basic delivery charge, based on the diameter of the meter connection to the municipal supply. The charges (incl. Battling a draining issue

With the relaxation of water restrictions from level 6b to level 5, water and sanitation tariffs have been reduced as of 1 October 2018. The new tariff reflects the fact that it costs the same to provide water to a property, regardless of the amount used. So, the cost of water per kilolitre increases as usage goes down. The first two steps of the tariff have always been heavily subsidised, and the price of water at those tariff steps has been far below what it actually costs. Residents who are registered as indigent with the City will continue to receive 10 500 ℓ of free water and 7 350 ℓ of free sanitation per month. The City does not profit from the sale of water. Consider that the cost of one litre of municipal water is 3,4 cents, while bottled water costs R12.

The City of Cape Town continues to upgrade old credit meters to prepaid electricity meters, free of charge. Prepaid electricity costs the same, and a prepaid meter helps customers manage their usage. In the current ﬁnancial year, the City has budgeted R34 million for the replacement of 13 000 old credit meters. Since 2015, more than 22 700 meters have been replaced. A schedule showing when the programme will reach each area is available on the City’s website. Residents signed up for e-Services (see page 3 for how to do this) may pre-register for when the programme reaches their area. The new prepaid meter is located outside on the street, with a display inside the customer’s property. Installation of a prepaid meter is a prerequisite for access to the City’s subsidised lifeline tariff and could allow residents access to this ﬁnancial assistance and free units should they meet the other qualifying criteria.

Please help report service faults In a city with a population of over four million people and more than 11 000 km of water pipeline and roads, it is near impossible for Council to know about every pothole, leak, act of vandalism, stolen manhole cover, illegal electricity connection or cable theft. It is for this reason that the City’s partnership with residents is so important. Please report potholes and missing manhole covers, vandalism of City infrastructure, including to electrical substations, overhead cables, illegal electrical and water connections, and damage to outdoor playpark furniture. Residents are also urged to report any water leaks or pipe bursts immediately to minimise water losses. Also report trees in public areas that could be unsafe or need trimming.

4 CITYNEWS New housing in Morningstar The City has completed 166 Breaking New Ground (BNG) state-subsidised houses in the Morningstar housing project. Of these houses, 152 are double-storey and 14 single-storey. The 1,6 ha new development, 2 km from central Durbanville and 10 km from the Bellville business district, will be home to more than 650 residents. A new taxi and bus embayment is also being completed. The development cost approximately R34,2 million. These state-subsidised houses are allocated to beneﬁciaries who earn less than R3 500 per month.

New Atlantis substation The City’s new R114 million industrial substation in Atlantis provides additional electricity and reliable services for the area. The substation, which was constructed over four years, more than doubles the capacity in Atlantis from 80 to 170 MVA (megavolt-amps). This is roughly equivalent to lighting up more than 10 million light bulbs. The substation also provides a grid connection for future independent power producers, in line with the City’s drive to diversify its energy mix to include renewable energy.

Visit the terriﬁc Table Bay reserve This remarkable reserve is home to various plants and animals, and offers many recreational opportunities.

able Bay Nature Reserve is one of 16 nature reserves owned by the City. It protects 880 ha of a variety of permanent and seasonal wetlands, and Cape Flats dune strandveld and sand fynbos vegetation. It is home to about 412 plant species, 31 mammals, 196 birds, 33 reptiles, nine amphibians and 14 fish species. Besides watersport activities, the reserve offers opportunities for wildlife photography, birdwatching, environmental education programmes, fishing, picnicking and braaing at designated areas. Generally, the Rietvlei recreational water area is open to the public daily from 07:30 to 16:00, and is accessible from Sandpiper Crescent, Table View. Additional fees are payable for fishing and watersports. Valid freshwater angling permits are required, while skipper’s licences and certificates of fitness are required for powerboats over 15 horsepower (powerboats may not exceed 5,45 m in length).

A green gem: Table Bay Nature Reserve, incorporating Rietvlei, is well worth a visit. Blaauwberg’s Green Coast flag an SA first Blaauwberg Nature Reserve recently became the first in South Africa to earn Green Coast status in recognition of its work in preserving the unique flora and fauna along the reserve’s 7 km coastline. The 2 000 ha reserve offers a pristine coastal landscape and houses crtically endangered vegetation. WESSA (Wildlife and Environment Society of South Africa), as the national implementer for the Green Coast programme, presented the first official Green Coast status flag to the City and its implementing partner, the Friends

of Blaauwberg Conservation Area. The award recognises rural coastal sites that are managed according to standardised criteria and are able to maintain consistent improvement. Green Coast sites aim to protect at least one of three main coastal themes: sensitive habitats, sensitive species and cultural heritage. The Green Coast status complements the international Blue Flag programme as it allows municipalities to sustainably manage coastal sites outside of traditionally developed swimming beaches. WESSA will review the status annually.

The Green Coast zone will initially focus on conservation, sustainable tourism and environmental education. Thereafter, it will be extended to include the duneﬁeld along the R27, which already has a 4 km hiking trail. Retroﬁtting the Foreshore The City recently completed two street lighting refurbishment projects in the Foreshore area. The City replaced 340 existing HPSV (high-pressure sodium vapour) luminaires with 161 LED (light-emitting diode) fittings. The project cost R1,09 million, but will reduce electricity consumption by more than 41 kW a year. Installing LED lighting is not just about energy savings. It also allows for better control of the light output, with almost no spill light. This results in roads being lit more effectively and efficiently, and reduces light pollution. Another benefit of using LED lighting is reduced maintenance. The light output of an HPSV lamp reduces as it ages, and requires a lamp replacement every four years. The LED light output does not reduce at the same rate and has an expected lifespan of 15 to 25 years. The refurbishment programme will be rolled out over the entire metro over the next 15 to 20 years.

City Hall reopens After a nine-month revamp, the City Hall reopened with an evening of music on 27 September. This makeover is the first major refurbishment of the 113-year-old building since 1947. The City has spent R48 million on the upgrades. The refurbishment work included replacing and upgrading the auditorium seating and stage, stabilising and restoring the floors, and installing new ventilation and fire suppression systems. The City Hall is now compliant with national safety regulations.

Talking for points It was a fight to the finish as Bloubergrant High School took on Melkbosstrand High School in a nail-biting Koeberg Schools Nuclear Debate finale on Wednesday, 3 October 2018. It was Bloubergrant who once again walked away as the champions of the Schools Nuclear Debate for the second year in a row. Mr Velaphi Ntuli, Koeberg General Manager, congratulated Bloubergrant for winning the 2018 Schools Nuclear Debate. “I hope this will act as a stepping stone in their future academic endeavours,” he said. Mr Lewis Phidza, the Koeberg Stakeholder Management Manager, believes that the Koeberg Schools Nuclear Debate is a powerful tool in creating awareness and education around nuclear power. Mr Phidza stated that,”It also assists in changing the negative perceptions that exist around nuclear power, which is one of the reasons that Schools Nuclear Debate exists, and it ultimately encourages relationship-building between particpating schools in our surrounding communities.” “The selection of Bright Sparks was quite challenging this year, due to the calibre of the debaters and the quality of their debates based on the research they have done,” said Mr Marc Maree, Eskom Corporate Specialist: Radiation Protection, and one of this year’s debate adjudicators. He explained that the Bright Spark is that one learner that stands out head and shoulders above their fellow debaters in terms of their style of debating, the passion and energy displayed, their knowledge of the topic, and their ability to persuade the adjudicators of their team’s argument. Testament to this was the fact that four Bright Sparks were selected during the Grand Finale as consensus between the adjudicators could not be reached on the top two debaters (Bright Sparks). In the end, each school had one winner, and one runner-up. They were Tawana Chibauki as the Bright Spark winner, and Amy de Wet, Bright Spark runner-up from Melkbosstrand High School, and Sinalo Ncisana, Bright Spark winner, and Rodreck Nyamande, Bright Spark runner-up from Bloubergrant High School. The 2018 Schools Debate marks the 14th year of the Koeberg Schools Debate Competition. The round-robin topic for this year’s debate was: South Africa cannot do without nuclear energy, with the much-deliberated Grand Finale topic being, There is no solution to the problem of nuclear waste. The debate works as followsThe debate works on a scoring system based on set debating criteria linked to a set of scores. In the round robin debates, each team debates against each other in both proposition and opposition arguments until the top two scoring teams are selected (based on the highest combined scores). The two teams with the highest scores go headto-head in the final, which takes place on the last day of the competition to determine the overall winner.

It was a week of compelling arguments and strong rebuttals - in favour of, and against the motion, which reflected the hard work and tedious research that went into each team’s preparation. DAVID ROSSOUW After finishing as runners up in 2017, Pioneer FC have made sure that they will be crowned as the champions of the Dunoon Local Football Association. “It was not an easy task for me and the team as we lost a couple of players to higher leagues, but we managed to come out top and we are very happy for our performances and achievements,” said an excited Coach Mbeko Layitile. “Losing a few key players at the beginning of the season had a huge impact on the team, and we had to start building again, but luckily the new comers fitted themselves very quickly into our team and the game plans.” “A couple of new teams joined the Dunoon LFA; which makes it sometimes

difficult for us, because we have to adjust our game plan and playing style , but that’s part of football I suppose, and we as coaches have to think quick to outplay our opponents. Having a bunch of youngsters in our team makes it much easier for us to work with them because they are young and energetic and they are willing to learn and play with our seniors. The last couple of games wasn’t easy and there was only one or two points separating the four top teams from each other, but with some talented players and a mixture of youth, we managed to outclass our opponents to the crown,” said Mbeko. “Knowing that we qualify for the SAB play offs, which will be starting in a couple of weeks, we have to prepare well ahead for this opportunity because the
