About the Koeberg Public Safety Information Forum

Section 26(4) of the NNR Act states that “The holder of a nuclear installation license must establish a public safety information forum as prescribed in order to inform the persons living in the municipal area in respect of which an emergency plan has been established on nuclear safety and radiation safety matters.” What is the Public Safety Information Forum (PSIF)? The PSIF is a meeting which takes place four times a year. It is used as a platform for residents within the municipal boundary of Koeberg Nuclear Power Station to enquire and receive nuclear-related information from the facility. Which topics are discussed? The forum will address any topic that the members feel could impact their health, environment and safety from a nuclear emergency preparedness point of view. Who should attend? All persons living within the municipal area around Koeberg; all affected and interested organisations or parties and any other persons concerned about their health and safety from a nuclear and radiation safety point of view are welcome to attend the forum. Neighbourhood watch take on thugs F

ED up with crime, some Dunoon residents, mostly women, are taking control of their township from thugs.

They joined the Dunoon Neighbourhood watch to fight crime and patrol crime hot spots areas. The Neighbourhood watch coordinator Noluthando Ludziya, 39, a wife and mother of three children aged nine, 11 and 15, said the increase in violent crime in the township compelled her and her husband to join the neighbourhood watch to take the township back from thugs. She said she had often witnessed people being savagely robbed in her street and she’s had had enough. “I witnessed a man being stabbed by two thugs. They were trying to rob him of his shopping plastic bags and they were stabbing him repeatedly. Although it was dangerous I screamed stop it and they run away. Things like these drove us to fight crime,” said Ludziya. Equipped with torches and wearing reflecting vests, Ludziya and 22 other residents most of them women patrol the streets of Dunoon on foot. She said they have been active in neighbourhood policing since 2014 and their patrolling strategy—targeting crime problematic areas— is bearing fruit. She said Ethembeni, Siyahlala, Ekuphumleni and Bhekhela squatter camps are crime problematic areas including the township’s section 21, 23 and 28. “Most of the time we confront thugs attempting to rob their victim then they run. In addition, she said they often found neglected and abandoned children loitering in the streets in the middle of the night. “We take the children to the cop shop,” she said. The neighbourhood watch however lacked patrolling equipment such as torches, and bicycles, she said. And they also needed a shelter to meet and discuss their strategy before patrolling, she said. Mayoral Committee Member for Safety and Security, Jean Pierre Smith said the City had previously trained and equipped a group of neighbourhood watch members in Dunoon in 2014 and handed over of certificates, jackets, torches, whistles and bicycles. “The group of ladies in question is encouraged to contact our Community Safety Liaison Department on 021 444 7966 for assistance,” said Smith. Milnerton Police spokeswoman Daphne O’Reilly said they are aware of the Dunoon Neighbourhood watch. “Cops working in Dunoon do walk with the Neighbourhood watch, especially Friday and Saturday evenings. Neighbourhood watches assist SAPS to be there eyes and ears and also assist with visibility in the Community,” said O’Reilly. Community Safety MEC Dan Plato said in June his department trained 30 members of Dunoon neighbourhood watch.

At the opening, Mbombo said the CHC is currently one of three large Community Healthy Centres situated within the Southern Western substructure of the Metro District Health Services (MDHS). She said the CHC’s modern and fresh design sets a new standard of access to person centred health care. “Its size and design caters for an estimated population on of ninety thousand which takes into consideration the growth in the City’s Northern Corridor,” said Mbombo. The CHC provides access to a comprehensive Primary Health Care (PHP) service package to Dunoon residents and clients staying within a

wide drainage area, from Joe Slovo Park, Sanddrift, Marconi Beam, Parklands, Table View, Albow Gardens and Milnerton. “We have brought the services right at the door step of people. People need to understand this is their asset, if you think to get a school, need to burn the health facility…it never worked…at the end you are the ones who are going suffer. You have to take ownership of the facility,” said Mbombo. Ward councillor Lubabalo Makeleni said the community was so happy that the facility was eventually officially opened as previously people seeking medical attention had to walk long distance to get medical help. “But today we are walking a short distance and the CHC is along a MyCiTi bus route,” said Makeleni. He said the community will ensure that the facility is kept in mint condition. Dunoon Health committee secretary Messie Mpukane Makuwa said residents cant believe that they finally have their own health facility at their door step. “The facility is going to last a lot of centuries for our children’s children, we are very happy,” said Mpukane who is mother of six children. Report fire incidents directly to fire department, says fire chief

LLEGAL electricity connections with wires hanging loose, abandoned cars parked on the side of the road side and mechanics repairing broken and worn out cars on the side of the road, are some of the challenges the City Fire Department in Milnerton experience when responding a desperate fire incident calls. Last Friday the City Fire Department in Milnerton embarked on an education and fire awareness drive, aimed at providing a profile of the department, not always seen by the public, and help residents understand what they go through when they respond to desperate fire incidents calls.

Mark Smith, a fire chief at Milnerton Fire Station told Dunoon community leaders that sometimes fire victims called the South African Police crime hotline to report a fire incident. “What delays a quicker response sometimes is that people call a SAPS crime hotline to report a fire incident and the SAPS protocol is that they first go to the fire scene and investigate then call us,” he said urging residents to call the fire department directly. Smith said because of the challenges experienced to reach a fire scene on time, victims got angry accusing them of taking too long to reach the fire scene and stoned fire engines and fire fighting and rescue crew.
