By Peter Luhanga A new born baby survived the night after being dumped in the bush and left for dead.

The seven-day-old baby girl was dumped in a field in Richwood, across from the N7, opposite Dunoon. It was placed underneath

shrubs.

A man walking past heard the baby crying and he ran to the Dunoon township to inform one of the community leaders, Nontando Dubase .

Speaking to Isolabantu News, Dubase said that the man had informed her that there was a baby

crying in the bush, across the N7, near Richwood. Dubase rushed to the scene with a blanket and covered the baby before calling Milnerton Police. Police arrived at the scene and together with Dubase they took the baby to the Dunoon Community Health Centre. ~ continued on page 3

Senior cop who shot dead his wife and daughter, and then himself, dies.

A

senior police officer, who fatally shot his 20-yearold step daughter and his 46-year-old wife, before turning the gun on himself but initially surviving the incident, has died at the Netcare Blaauwberg Hospital where he was receiving medical attention under police guard.

Captain Siya Charles, 48, was based at the Milnerton Police Station and was the Sector Commander.

He shot dead his wife Nolunthu, and step daughter Sibahle, before shooting himself in the head.

The incident happened at around 2.45am, on 31 August 2017, in Phoenix, Milnerton.

The Independent Police Investigative Directorate (IPID) spokesperson, Moses Dlamini, told the Citizen in a statement that the suspect’s two sons, aged 13 and 17, were also in the house when the shooting occurred and that they reported to the police station, at which point the police rushed to the scene.

Captain Charles, who survived his own gun shot was rushed to the Netcare Blaauwberg Hospital where he was receiving medical attention.

Confirming the incident to Isolabantu News, Milnerton police station commander, Brigadier Marius Stander, said Captain Charles succumbed to his gunshot wound last week Tuesday, 19 September. “This office confirms the incident that happened on the 31 August in which the wife and step daughter of Captain Charles were shot and killed by him. The incident happened at their residence in Phoenix. During the same incident, Captain Charles also shot himself in the head. He was being treated at the Netcare Blaauwberg Hospital where he died on Tuesday,19 September,”

“It is always sad for police personnel when a colleague passes away. A case of murder was opened against Captain Charles,” he said.

Dunoon celebrates heritage day

unoon residents joined the rest of the country in celebrating heritage day on Sunday, 24 September.

The residents, comprising of the youth, the Kwa George retail chain, and pensioners from the Dunoon Laphumilanga Seniors Club, celebrated the day by demonstrating different forms of culture through spectacular traditional outfits, delicious varieties of food, a mix of languages, and entertaining dancing for all.

The City of Cape Town, Recreation and Parks, hosted a heritage day celebration event at the township’s community hall.

A boxing ring was set up outside the community hall which was used as a stage for a talented team of young local dancers who entertained the pensioners and the gathered residents with traditional dance.

Later, residents enjoyed purely South African traditional food cuisine, ranging from sheep’s head, known as a “smiley” or “intloko yemvu”, tripe “ulusu” and “umqusho,” among others.

Pensioner Eugina Malgas, 75, said she was excited to see grandchildren dressed up in their traditional clothes to celebrate the day.

“The day reminds us of our early days. The boys were looking after cattle while we performed household chores,” said Malgas, who is a grandmother of seven children.

Another pensioner, Nothobolo Lubilo, said the youth today were losing their identity to western culture.

he baby was reportedly doing fine under hospital care.

But the experience of finding a baby dumped and left for the dead has left Dubase traumatised.

Dubase is a mother of three children, aged five, ten and 12.

“It’s a girl. It was dressed in a jersey and had socks on.

It’s sad and painful. I am traumatised. It was not cold on Sunday (24 September) but I felt very cold and I had a persistent headache,” said Dubase.

Police said the baby weighed just less than 3.5 kilograms and the umbilical cord had already been cut. It appeared that it had been cut a week ago. The baby was very cold when they found her on Sunday, September, 24. She is now safe at an undisclosed location and is doing fine.

Pensioners members of the Dunoon’s Laphumilanga Senior club were treated to delicious varieties of food on heritage day at Dunoon community hall.

“Back in the day, our children used to leave the rural village to seek employment in big cities and they would then send money back home to us, but now, all that is lost and we are depending on government grants,” said Lubilo.

She also said that black girls from the old generation used to have standing figure breasts before getting married, but these days, girls breasts are already loosely hanging at a tender age, and they are bearing children when they are still children themselves.

“We are ashamed of our children

today. They beat their elderly and rape them. Co-habitation was not allowed back in our day but now it’s a norm,” she said.

Event organiser, Yonelani Msindo, said the main purpose of the event was to educate the millennial children of how things used to be in the past.

“The main purpose of the event is to educate the kids of today of how things used to be back in the days, what our forefathers used to eat, and what sort of sense of ubuntu we had,” said Msindo.

A detective at Bothasig Police station, Sergeant Olivia Blood, confirmed the incident.

“We have received the docket. It’s an infant and the mother is unknown. They took the baby to the Dunoon Community Health Centre,” said Blood.

She said an attempted murder docket has been opened for investigation.

Killarney Raceway celebrates 70th birthday with Heritage Day Isolabantu News

n Saturday, 23 September, Killarney International Raceway celebrated its heritage as well as seventy years of racing, since 1947.

Four veterans who helped to develop the track were also honoured with special service awards.

Mayco member for Safety, Security and Social Services, JP Simth, unveiled a special commemorative board depicting the track’s history.

Springbok Sarel van der Merwe, eleven times SA Rally champion and international racer at Le Mans and Daytona, delivered a special birthday message.

More than one hundred guests who had raced at Killarney, or had some connection to the track, gathered at the Clubhouse for the awards presented to Adrian Pheiffer (86), Denis Joubert (82), dr Harry Wade (89), and Brian Hoskins (70).

Chairman of the Western Province Motor Club (WPMC), Gavin Cerff, and Killarney’s executive manager, Des Easom, presented the awards.

Smith congratulated Killarney as “one of Cape Town’s assets, built, financed and expanded without support from either government or the taxpayer. He praised Killarney for “its extraordinary commitment to road safety by working with the City of Cape Town to provide opportunities for street racers, to race under safe conditions at Killarney, instead of endangering themselves and bystanders with illegal street racing”.

held at Killarney, on 11 and 12 November, and for the next five years.

He expressed the hope that WRX would become one of Cape Town’s signature events. Killarney offers job opportunities, especially for Dunoon residents who work at the track and also act as race marshals.

“I hope Killarney will continue its service to motor sport in Cape Town and South Africa over the next seventy years,” said Smith Sarel van der Merwe, honorary member of Killarney, said this special racetrack helped to shape his own racing career, as well as that of other champions like Koos Swanepoel, Denis Joubert, Deon Joubert, Peter Gough, and Johan Fourie. Killarney and Zwartkops racetrack in Pretoria help to build and feed SA motor sport.

Rallycross will be a successful new motor sport formula, rather than an expensive Grand Prix that would take much needed sponsorship money away from South African motor sport. “Killarney, Ferrari, and I have something in common – we are all seventy years old!” said the champion, widely known as “Supervan”.

Adrian Pheiffer, who still works at Killarney as motor writer and historian, was chairman of the WPMC and its predecessor, the Metropolitan Motorcycle and Motor Club (“Mets”). He arranged the Goodwood Motor Show that saved Killarney from bankruptcy, launched go-karts in South Africa, and Motocross at Killarney.

Denis Joubert, an architect and president of the WPMC, was honoured because all of the buildings on the Killarney site

started on his drawing board. He also championed new facilities for income as well as the track’s sustainability. Joubert was secretary of the Mets and WPMC and WPMC chairman from 1970 to 2006.

Dr Harry Wade was recognised for his many years of service behind the scenes for any medical emergency and care needed at the track. Brian Hoskins was vice-chairman of WPMC for 16 years, a motorcycle racer, and also arguably the most knowledgeable clerk of the course in South Africa.

Killarney has become a multipurpose race track for racing, sports and classical cars, motorcycles, go-karts, a large annual motor show (on 15 October), cycling, running and charity events.

Guests were shown a preview of the WRX championship on 11 and 12 November at Killarney. Some of the world’s top rally drivers will compete: Johan Kristoffersson, Sebastién Loeb, Mattias Ekström, Andres Bakkerud, Ken Block and two SA rally stars, Mark Cronje and Ashley Haig-Smith.

RX cars accelerate from 0 to 100 kph in 1.9 seconds – Faster than Formula 1 cars. They will race on tar and dirt tracks in amphitheatre style, before an expected weekend crowd of 30 000, who are able to see all the action virtually all of the time.

RX is the fastest growing facet of motor sport. The SA event will be broadcast to 160 countries and the RX racers have more than 7 million followers on social media. Tickets are available at ticketpros.

Dunoon hosts social cohesion event Isolabantu News

here has been a tremendous shift in awareness of unity between South Africans and migrants in Dunoon, thanks to the Freedom House.

Freedom House, an independent watchdog organisation dedicated to the expansion of freedom and democracy around the world, established a peace building team in Dunoon township, comprising of local residents and migrants.

On Saturday, 16 September, the independent watchdog organisation together with youth and migrants in the township, hosted a youth social awareness and rights campaign at Sophakama Primary School.

Rene Ngwenya of Freedom House, said Dunoon was made up of both locals and African migrants and as such, there was a need for both groups to have a cooperative and healthy relationship.

In the Western Cape there are 4 peace building teams; in Dunoon, Site C in Khayelitsha, Masiphumelele, and De Doorns.

“These are high risk areas where there is evidence of emerging xenophobia and symptoms of hate towards non-nationals. The whole peace building program is about

mitigating xenophobic violence… it’s around social cohesion and peace building,” said Ngwenya.

She said: “In Dunoon, it was brought to our attention that young people who are affected by illicit drugs and substance abuse, may sometimes commit crime and then blame it on non-nationals.”

She said in spite of her

organisation’s efforts to build social cohesion in the township, there is lack of participation, from both migrants and locals.

“Non-nationals (foreigners) fear (to participate in the social cohesion programs) because they don’t have documentation and this (peace building program) they believe, could be used to round them up. For the nationals, the fear is because of the broader social fibre in Dunoon, as the township is so dispersed. It is really a struggle to get people into one place to have social dialogue around social cohesion,” she said.

Simbarashe Urareyi, a Zimbabwean who lives in Dunoon, said he was recently attacked by a gang of thugs armed with knives and metal bars.

They stole two smartphones and R560.00 from him. He did not resist for fear of his life.

Urareyi said that he believes he was targeted because is a foreigner.

“My experience in Dunoon has been both good and bad. We always live in fear. Thieves mostly target

foreigners. According to them we don’t have the same rights,” said Urareyi.

He said that Freedom House should conduct more workshops on peace building and social cohesion.

“Most of the youth are not properly raised by their elders. Freedom House programs would help guide them to be better and more responsible citizens, instead of engaging in crime,” he said.

Dunoon resident, and member of the Dunoon neighbourhood watch, Thando Ludziya, said the Freedom House program has united migrants and locals.

“We used to distance ourselves from foreigners because we believed that they came to corrupt our community and we accused them for anything that took place. But these peace building programs made us realise that we are all one in Africa, and it’s just the boarders that separate us, but otherwise, we are one. We bleed the same blood,” said Ludziya.

City decides not to build 4500 houses at Wolwerivier Isolabantu News

T

he City of Cape Town has decided not to proceed with the formal development of 4500 housing units at Wolwerivier, as was announced earlier this year.

This is, according to Brett Herron, Mayco member for transport and urban development, mainly due to the location of Wolwerivier which is known as an Incremental Development Area (IDA).

Wolwerivier is situated about 30km from the city, and is referred to as an Incremental Development Area (IDA), as it is for people to wait for, while decent housing opportunities are provided.

As part of its Integrated Housing Project, the City in July this year, announced its plans to build 4500 housing units at Wolwerivier.

On Thursday, 21 Sepetember, Isolabantu News followed up on the progress of the housing project.

In response, Herron said the City has decided not to proceed.

“The City of Cape Town has recently decided not to proceed with the formal development of housing at Wolwerivier, mainly due to its location. The City is of the opinion that there may be other and better located sites that should be prioritised first, for the development of housing opportunities,” said Herron.

He said the City still owns the site and a decision about its future — how it should be developed — will only be made in the future in line with further development patterns.

He also said that Wolwerivier is serviced informally by the minibus taxi industry which connects the

area to other larger transport nodes, such as Dunoon – thus linking commuters to a wider range of transport options and services such as the MyCiTi bus service.

“The City’s Transport and Urban Development Authority is currently in the process of assessing the demand for regular, formalised minibus-taxi services, in and around Wolwerivier,” he said.

He added that the city will ensure that Wolwerivier residents have access to public transport linking them with other main public transport nodes such as Dunoon, Atlantis, and Bellville.

“In addition to the assessment of taxi operators, plans also include the engagement of Sibanye Bus Services, who currently serves Atlantis, to be able to go via Wolwerivier.”

Transnet celebrates Arbour Month by planting trees in Dunoon Isolabantu News

ransnet Freight Rail (TFR), the City of Cape Town, and Dunoon residents got their hands dirty on Friday, 8 September, by planting ten trees at Sophakama Primary School, in commemoration of national Arbour Month.

TFR also conducted clean up and safety campaigns in the township.

“This tree planting ceremony is meant to highlight the significance of trees in sustaining our livelihoods as a source of food, medicine, energy, and oxygen (air) that we breathe. Further safety and clean-up campaigns were also conducted with the community to raise consciousness on matters of

environmental management and rail safety,” said Mike Asefovitz, a TFR spokesperson.

Asefovitz said that on Saturday, 9 September, TFR also worked together with the community of Mbekweni and the Drakenstein Municipality and conducted cleanup and level crossing campaigns there.

“Both Dunoon and Mbekweni informal settlements are located adjacent to the Transnet rail reserve. These communities are considered to be important stakeholders, and as such, TFR has already established some positive relationships with them. Therefore, the events serve to cement existing relationships and create a sense

of shared responsibilities towards environmental stewardship and rail safety with these communities,” said Asefovitz.

School principal at Sophakama Primary, Sabelo Makubalo, said it was great to partner with TFR for the first time.

“Their visit was long overdue and we don’t know what compelled them to come to our community.

But, we have had a lot of accidents on their goods railway line. It is a great thing that they have combined a clean-up campaign and railway safety awareness with an Arbour Month commemoration. We hope that they will do this every year,” said Makubalo.

New Dunoon library construction on track, 114 jobs created Isolabantu News

C

onstruction of a new R40 million library facility in Dunoon is on track and is set to be completed by mid-2018.

Construction began early this year in March.

The project which is being co-funded by the Western Cape Government and the City is 35% complete, confirmed ANC ward 104 councillor, Lubabalo Makeleni, and acting mayco member for Area North, Siyabulela Makeleni.

Makeleni said construction of the library has brought work opportunities to many Dunoon residents.

“There are opportunities for the

youth to be trained in electrical installation while working on the library construction. The idea is to empower young people with skills so that they can open their own companies, as there will be more construction projects in the future that will require their electrical skills,” said Makeleni.

He said the project was yet to create additional working opportunities because when it is near completion labourers will be required to carry out landscaping, tiling, and painting of the library infrastructure.

“I would like to thank the community for their continuing cooperation in terms of keeping an eye on the library construction site, as a result, we so far haven’t

experienced any problems such as theft,” he said.

Mamkeli said since the project started, 114 employment opportunities have been created, and seven local teams have worked on the project.

When complete, the library facility will include a relevant library collection, catering to the community’s educational, informational, recreational and social needs. Black contractors viewed with suspicion

here is a culture of institutional suspicion in the construction industry as black contractors’ ability to undertake construction projects is being questioned.

This is according to Master Builders South Africa president Bonke Simelane.

At the association’s annual congress in Cape Town earlier this month, he said: “It is always [a case of], ‘Who are they? What can they do?’ ... There is a culture of institutional suspicion regarding the reluctance to take on emerging black contractors.

“The established [big construction firms] need to take the emerging black contractors into their fold and dedicate resources and time to a developmental approach over a period of time.”

The congress explored ways in which radical transformation in the construction industry and to the sector’s codes could be addressed and implemented to pave the way for previously disadvantaged black contractors to participate in the industry and reap financial gains.

Radical transformation, knowledge transfer and skills development dominated the two-day panel discussions, which formed a key part of the congress.

Chairing a panel discussion on the key points affecting the construction industry was John Maytham, the afternoon drive presenter on radio station 567 CapeTalk.

Maytham pointed out that, typically, when someone called contractors

to do alterations on a property, a white foreman and/or the owner of the construction firm arrived at the property to start the work, spent “10 minutes” there and would leave two or three black or coloured people to carry out the alterations.

Simelane agreed with Maytham, saying this was the general practice, but that he did not have empirical data to determine where this trend was deeply entrenched.

“We at Master Builders SA need to do proper research across the country to see where this situation [of white-owned construction firms and foremen taking black contractors to construction sites and leaving them to carry out the work] is happening,” said Simelane.

“This, in addition to the sector codes, is a good example of the historical legacy that we are trying to undo. How do we mainstream those black contractors? How do we begin to incubate a business to set them on a growth path? ...

There is a spectrum of these black contractors who lack access to opportunities.”

Gregory Mofokeng, secretarygeneral of the Black Business Council in the Built Environment, said beneficiaries of the voluntary rebuilding programme must support black construction labourers. This programme refers to an agreement signed last year by government and seven construction industry players to promote transformation in the

sector.

“For instance, when one looks at Coca-Cola Beverages SA, which is now in black hands, we do not want to see changes of shareholding in name only. We want a situation where major subcontractors are black because the companies are beneficiaries of the voluntary rebuilding programme.

“That way, transformation can be more widespread and not just remain in the hands of shareholders, who benefit from dividends and get board fees while forgetting that transformation must reach down to where the people are,” said Mofokeng.

Thabo Masombuka, the CEO of the Construction Sector Charter Council, said economic empowerment and transformation in the construction industry was not about a small black construction firm buying into an established, white-owned firm and getting a shareholding.

“Empowerment and transformation does not mean the replacement of white people with black people.

There is nothing like that – it means the inclusion of blacks and whites so that we have what is called integrated economic growth,” he said.

he Dunoon LFA senior football league is steering off on an exciting close to the 2017 season with only two teams left in the race to qualify for the SAFA Cape Town regional SAB play offs. With about three games left to play, log leaders, Revelations FC, have the upper hand on second placed team, Pioneer FC, who are just two points behind! Nothing is impossible for Pioneer FC, but they must win all of their remaining matches, as well as hope for a miracle to happen,

in that Revelations FC must either lose, or draw, at least one game, which will then put Pioneer in the lead on point’s difference. Coach Mbeko Layitile knows very well that it is not an easy mountain to climb for Pioneer FC and he will therefore need the support and commitment of every player in the team in order for them to be able to run on all cylinders. After twentyseven games played, Revelations FC is still unbeaten in the league, but statistics show that Pioneer FC score on average 4.3 goals per game against the 4.2 goals of Revelations; which has given them a better goal

average. All eyes will now be on Coach Mbeko Layitile and his men, while Revelations will follow their opponents’ games with eagle eyes after Pioneer scored twelve goals in their last two games when they beat Young Chiefs 5-2 and Lion Stars 7-0. Nevertheless, one of the obstacles to be overcome for both teams is pressure! Both teams have not had it easy in the league as both have lost star players due to injuries in critical matches. Many fireworks can be expected in the next two weeks though when the 2017 league will come to a close.

The Killarney motor show has it all Adrian Pheiffer

T

he 2017 Killarney Motor Show on the other side of the railway line – that takes place on Sunday, October 15 -- is shaping up to be a monstrous display of everything on wheels – and much more.

Because in addition to a huge display of cars of all kinds, a similar variety of trucks and commercial vehicles, go-karts, motorcycles, buzz-bikes, scooters and even tractors, we then move onto the “more.” That’s the part where you won’t find any wheels.

This is going to include a fun fair, a food mart consisting of vendors scattered all around the complex , kiddies entertainment, a model plane exhibition and flypast and one item very far removed from anything on wheels -- a snake park.

Easily the most impressive commercial vehicle, will be a giant

Monster Truck that travels on chest high wheels and has tyres that are almost a metre wide -- as it rides over and smashes a small fleet of cars.

There are also going to be parades of genuine vintage and classic cars – several of them more than 100 years old -- as well as fleets of hot rods, that while based on models from the manufacturers like Ford and General Motors, have been completed by their owners in a far more imaginative and often artistic manner. However to the uninitiated viewer they sometimes come across as being plain wacky!

Then, for those who prefer the way it is today, the show is also going to feature the exhibition of a range of new cars and light commercial vehicles, as well as two wheelers of all capacities. Some of the older ones that have sidecars for passengers, will be classified as three wheelers.

Fiat plans to feature a full range of their refreshed Panda that includes the 4x4 and Cross versions for the first time in almost a decade. These are going to represent a change from the front wheel drive Easy and Lounge versions of a couple of years back. And of course, will always bring back memories of the cute little Fiat 500, from the

immediate post war era.

While the Panda remains a city car, the new 4x4 versions offer an off-road capability that was not previously available. This is going to be particularly useful for exploring all the magnificent coastal hideaways here in the Western Cape.

The engine power apart, it’s a relatively lightweight unit with a power-to-weight ratio that helps it offer a relatively muscular performance on the N2 or the N7, for instance. The Panda’s

performance is assisted by a five speed manual gearbox in the basic unit or a six speed manual in the 4x4 and Cross models.

As far as the other manufacturers are concerned, Jaguar and Land Rover have an exciting exhibition planned, while almost every other brand name will be present. Wingfield Motors have a selection of the best, hardly used cars ready for disposal, while even Burchmore’s Auctions will be present.

Certainly a show not to be missed.
