“The terrible smell and the fecal matter spewing in the street has a negative impact on our stalls. People do not want to eat in a smelly area, even though we have become so used to it we don’t even complain anymore,” said braaied meat vendor Zamikhaya Zikolo, who operates on Usasazo Street.

Another trader, Nosiphelo Pesi, said that sometimes speeding taxis splash some of sewage onto the meat they are braaing, forcing them to throw it away and incur losses.

“This is quite terrible as it has a negative

impact on us as small business owners. It gets even worse as it affects our children as well,” said Pesi.

Meanwhile, City officials are asking residents to take better care of their sewerage system.

Dunoon ward councillour Lubabalo Makeleni and acting mayco member for waste removal, JP Smith, say residents misuse the sewerage system.

“Unfortunately this is the result of the same residents that are complaining. We often find an array of objects that do not belong (in the sewerage system),” said Makeleni.

He said he was happy that there were some residents who have volunteered to help unblock the drains in the community.

Smith encouraged residents to follow up on complaints they have logged with the City.

Staff Reporter The Western Cape Education Department (WCED) is appealing to parents to check the status and confirm their children’s admission for the 2020 school year, by 12 July 2019.

“On the 7th of June 2019, the WCED reopened its online admission website for parents to see the outcome of their applications for admission for the 2020 school year,” says Bronagh Hammond, the director of communications at the (WCED).

Hammond says, so far, over 25,124 parents have since confirmed placement on the website.

“We thank these parents for their cooperation in this regard. Our concern, however, is that there are 126,881 successful applications overall, which indicates 101,757 still needing confirmation from parents,” she says.

She also said that the WCED is receiving a lot of communication from parents who re-

ceived unsuccessful applications and that her department is aware of the stress and concern this may cause, asking parents to remain calm.

“The whole purpose of this second phase of admission is to get as many confirmations completed and as soon as possible so that places open at schools where children are double or triple “parked” in terms of successful applications. By confirming applications now, it will allow us to determine where spaces have opened at schools so that learners on waiting lists can be accommodated,” she said.

She said that while the department has given parents up until 12 July to confirm their placements, “we do not want [parents] to be complacent”.

Parents, she said, are encouraged to go online to the WCED Admissions website: https://wcedonline.westerncape.gov.za/admissions-201920 as a first preference for confirmation.

The City, in partnership with Milnerton Estates and Garden Cities developers, is investing R140 million in converting Sandown Road and Malibongwe Drive up to the Potsdam interchange into a dual carriageway.

The City will contribute some R66 million to these improvements, while Province will build an on-ramp onto the N7.

The project started in October 2018 and is scheduled to be completed by May 2020.

Apart from the dualling and onramp, the project also includes building a bridge over the railway line and moving a sewer pipeline and water main.

These improvements, along with the completion of the link between Malibongwe and Giel Basson drives further south, will relieve congestion in the Blouberg area.

The bulk of the costs are funded from contributions relating to developments in Rivergate, Parklands, Sandown and Sunningdale.

The draft budget was presented at 27 public meetings and received more than 4 000 comments from residents. After considering the public’s concerns, adjustments were made and Executive Mayor Dan Plato tabled a R50,17 billion budget for 2019/20. The operating expenditure is set at R41,8 billion, and the capital budget at R8,3 billion.

The revenue budget is set at R40,9 billion – a 4% increase on the previous budget, and below the consumer price index.

Increases in rates, utilities and service charges have been kept as low as possible, and there is more relief for pensioners.

This budget will put the City back on track as Cape Town starts recovering from the severe drought of the past two years.

To improve safety and security, R535 million capital funding has been allocated to buy more vehicles and equipment, and

installing extra closed-circuit television cameras where needed most. There is also a commitment to deploy one dedicated law enforcement officer to fight crime and grime in every ward across the city.

R869 million has been allocated to housing, with several social housing projects in the central city under way. R148,8 million is earmarked for informal settlement upgrades, and R44 million for building early childhood development centres.

More urban regeneration The Mayoral Urban Regeneration Programme (MURP) is getting a R447 million boost for projects in Manenberg, Mitchells Plain, Bonteheuwel and other communities.

R72 million has been set aside to meet the City’s Expanded Public Works Programme (EPWP) targets, to provide EPWP safety workers to accompany groups of learners to and from school, and to deploy EPWP workers at community-based recycling drop-off facilities.

The Dunoon library, which opened in April, is an energy and water-efficient building that took five years to come to fruition and involved local, provincial and national government.

The steel-framed concrete-andglass building was designed by the City’s own architects to maximise usable space while occupying as small a footprint as possible among Dunoon’s 60 000 residents.

The library is energy-efficient: The double-skin curtain wall keeps the building cool, while allowing maximum daylight in. All of the lights are LEDs, switched on and off as required by sensors.

The building is also water-wise.

There is a two-pipe water system for fresh drinking water and for grey or recycled water. Underground rainwater collection tanks are used to flush the toilets and for irrigation.

One of the important requirements was that the building must accommodate future development.

The roof can easily be removed and a staircase added to allow expansion onto a third floor.

In size, the library compares with the Harare library in Khayelitsha, and four of the eight staff members live in Dunoon.

Report potholes promptly, please

We are listening to you, and responding to your needs

Heavy rainfall and wet conditions cause potholes, and residents should report them as soon as they appear. It may not be practical to do permanent repairs in wet conditions, so temporary repairs may be done at first.

To prepare for winter, the City’s 47 road repair teams from 20 depots did inspections, fixed potholes and did general maintenance. They repair an average of 12 200 potholes across town every month.

Platinum status for City clinics Seven City clinics have been awarded platinum status in terms of the national Ideal Clinic programme. They are the Kuils River, Wesbank, Eerste River, Kuyasa, Adriaanse, Valhalla Park and Kasselsvlei clinics.

The Ideal Clinic programme is an initiative by the national Department of Health, aimed at improving the quality of primary healthcare at public-sector clinics.

An ideal clinic has good infrastructure, adequate staff and resources (medicine and supplies), good administrative processes and

sufficient bulk supplies. It uses applicable policies, protocols and guidelines to ensure the provision of quality health services.

To achieve platinum status, a clinic must meet 90% of the requirements that affect direct service delivery and quality of clinical care to patients.

These include availability of certain medicines, temperature control and cold chain procedures for vaccines and medicine rooms, as well as functional equipment for resuscitation and other emergencies.

City’s Water Strategy has been approved Council has approved its Water Strategy, which will help ensure that Cape Town becomes more resilient to droughts.

The Water Strategy builds on the lessons learnt, and is the product of extensive consultation with a range of local and international water experts.

The strategy takes into account the complex relationships between water, people, the economy and the environ-

ment. It sets out commitments to reducing demand and wastage, and increasing available capacity from non-dam sources by more than 300 million litres per day over the next ten years.

Ready for winter?

The South African Weather Service forecasts an above-average rainfall for Cape Town this winter. That’s great news for the water supply and agriculture, but can also mean disruption in urban areas due to flooding.

The City’s Winter Preparedness Plan includes preventative measures ahead of the rain, and swift reaction to any problems.

Some of the measures include the following: • Monitoring at-risk informal settlements – currently 29 in Khayelitsha, Philippi, Gugulethu, Klipheuwel and Strand • Moving residents to higher ground or implementing flood mitigation measures • Removing invasive plants along rivers • Cleaning critical stormwater infrastructure in high flood-risk areas • An agreement with the South African Social Security Agency to provide aid to residents in distress

Last year, the City’s Disaster Risk Management Centre responded to 377 flood incidents that affected 7 435 people.

Residents can help by reporting illegal dumping, which increases the risk of sewerage and stormwater system blockages and overflows, and also costs a great deal of money to clean.

By cleaning gutters, pruning trees and clearing waterways in and around homes, residents can reduce the risk of flooding.

Between October 2018 and March 2019, there were approximately 70 instances of electricity vandalism, costing the City millions in repairs and replacements.

Vandalism and theft of critical electrical infrastructure affects the lives of residents, and the only way to stamp this out is for residents to work with the City to bring the criminals to book.

The City is calling on residents to be anti-vandalism and theft ambassadors in their neighbourhoods, and to report the perpetrators. In most cases, the perpetrators are known to residents, as they are from the same neighbourhoods.

The City has extended its Scientific Services facility in Athlone to improve the scope and scale of water quality testing.

New instruments, pictured above, can test for various substances, including organic carbon and potentially harmful metals, including mercury.

Already testing around 57 000 water samples each year, the City now has the means to test water quality at levels above those set by national legislation.

The City’s Scientific Services laboratory, established in the 1920s, is a nationally accredited testing facility. It has contributed significantly to the City’s excellent Blue Drop and Green Drop water and wastewater ratings.

The City’s budget at a glance Where the income for the R50,17 billion budget comes from, and how it is spent

T

he budget for the 2019/20 municipal financial year, which runs from July to June, is made up of an operating budget and a capital budget.

The operating budget of R41,78 billion is dedicated to day-to-day operations, which include the provision of services such as health, transport and roads, libraries, parks, early childhood development, policing, traffic management, water, electricity and refuse removal.

The capital budget of R8,39 billion is dedicated to the provision of new infrastructure projects and the renewal or capital maintenance of existing assets. Some key capital projects are listed in the table below.

The City’s income comes mainly from property rates, service charges, government grants and investments.

A social package of nearly R3 billion has been allocated to assist qualifying poor and vulnerable residents with rebates and free basic services, such as electricity, refuse removal, water and sanitation (see panel alongside).

Big budget: Key projects in the North area include the Dunoon taxi rank, electrical infrastructure upgrades and major roadworks.

To help fund the City’s work, service tariffs are charged. The City has done its best to keep the increases as low as possible. In brief, the tariffs are as follows: • The increase in water and sanitation tariffs has been lowered by subsidising costs to the tune of R200 million from the equitable share allocation. The

Key capital projects The City’s biggest capital project in the northern area of the metro is capacity extension at Wesfleur wastewater treatment works. The Potsdam wastewater treatment works is also being upgraded.

Investment in bulk infrastructure is critical and will include replacement of electrical infrastructure and the installation of new equipment, as well as new bulk water and solid waste management infrastructure.

Other significant capital projects include housing on the site of the old Conradie hospital and development of the Dunoon taxi terminus.

There will be extensive upgrades to Sandown Road, and links to the N7.

CITYNEWS 3 About rebates and other forms of financial relief The City’s budget includes a R2,97 billion social package that provides relief to low-income households. The main forms of relief are as follows: • Water: 10,5 kℓ per month per indigent household, free of charge • Sanitation: 7,35 kℓ per month per indigent household, free of charge • Electricity: Each household with a municipal property value of less than or equal to R400 000 and a prepaid meter receives 60 kWh free electricity a month if they normally buy less than 250 kWh per month on average over a 12-month period. If they normally buy 250-450 kWh per month over a 12-month period, they receive 25 kWh free electricity.

• Waste removal: Consumers who earn below R6 000 and are registered on the indigent register, and consumers whose properties are valued at less than R500 000, receive rebates between 0% and 100% on the first 240 ℓ container.

Customers living in Council-owned housing schemes earning R4 500 or less will receive a 100% rebate.

Apply for indigent rates relief Applying for indigent support could result in you receiving rebates (discounts) on certain City services.

Whether you apply for indigent support or indigent rates relief depends on your monthly household income. If you earn R4 500 or less a month, you qualify for 100% rates relief. If you earn between R4 500 and R6 000, you may qualify for between 25% and 75% indigent rates relief.

You may qualify as indigent if: • you own just one property, and are the full-time occupant; • you struggle to pay your municipal account; • you are a child who lives in the home of a parent who has died; or • you received the house in a divorce settlement.

You can apply at your nearest municipal office, or can download the necessary form from the “City Connect > Apply” section of the City’s website at www.capetown.gov.za.

You will need to provide supporting documentation, such as ID, affidavits, proof of income and/or grants, and property details.

4 CITYNEWS Work on 570 new houses begins The installation of civil engineering services for the City’s Maroela South housing development in Kraaifontein is on track, with work on the first houses to start in 2020.

Approximately R63 million has been set aside for this project. It will consist of 395 state-subsidised Breaking New Ground (BNG) houses for qualifying beneficiaries on the City’s housing database and 175 gap houses for people who earn between R3 500 to R22 000 a month.

Beneficiaries of the BNG houses are being selected in accordance with the City’s Housing Allocation Policy and housing database. This will ensure that housing opportunities are made available in a fair, transparent, systematic and equitable manner.

• Residents can visit the walk-in centre at 50 Wale Street, Cape Town, or visit the City’s website for information about housing opportunities.

New pedestrian facilities on the way Over the next 24 months, the City will build new walkways and rehabilitate the existing pedestrian facilities in the Atlantis and Blouberg areas.

R13,5 million will be spent on repairs and new facilities in Atlantis, R12 million in the Blouberg North area, and R700 000 for work along Birkenhead Drive, Milnerton.

The work includes ramps between roadways and pavements, which will provide easier access to cyclists and persons with special needs.

The work is taking place along Gie Road, Ringwood Road, Humewood Road, Wood Drive, landscaped areas between Sandown and Parklands Main roads, Birkenhead Drive and several roads in Atlantis, including the Atlantis informal trading area.

Atlantis incentives bear fruit This green-tech special economic zone creates opportunities and jobs.

I

n June 2018, the Trade and Industry Ministry designated the Atlantis special economic zone (SEZ) for green technology. It has now benefitted from an investment of R680 million by four investors.

There is huge potential in Atlantis due to large tracts of industrial land, a large labour pool, and its strategic location along transport networks.

The City’s incentives to attract investment include fast-tracking land use and building plans, reducing electricity tariffs, offering exemption from application fees for land use and building plans and writing off debt for businesses that meet employment targets.

One of the first investments was by Hisense, which launched a R350 million consumer electronics and home appliances plant here in 2013. It can produce over 400 000 refrigerators and televisions a year.

The local community has benefited from job opportunities, with 98% of the 600 employees being sourced from Atlantis and its surrounds.

Holiday activities at City facilities The City is offering a number of activities during the winter school holiday to ensure children of all ages are well occupied and stimulated.

A diverse range of indoor and outdoor activities are on offer at the City's recreational hubs. These are organised by Recreation and Parks.

Activities include various sports, arts and crafts workshops, board games, singing, dancing, face-painting, movies and museum visits. These activities will mostly be presented between 09:00 and 16:00, but some will run until 17:00.

Educational programmes focusing on anti-bullying, child safety and substance abuse will also be presented.

has a lot on offer at its 102 libraries. In addition to the usual selection of books and audio-visual materials on offer, children can enjoy puppet shows, arts and crafts, informative talks and talent shows.

In April, the City removed and destroyed sweetgum and London plane trees along Oldenland Road, Somerset West, after residents reported the trees had been infested with the highly invasive polyphagous shothole borer beetle (PSBH).

The beetle attacks more than 300 tree species, including oak, plane trees, maples and willows. Thousands of trees in Johannesburg, Durban, Pietermaritzburg, George and Knysna have been infected.

The tiny beetles are too small to detect easily, but infected trees have exit and entry holes in the bark, surrounded with shotgun-like bruising, ‘sugar volcanoes’ or wooden powder.

• Residents should report any sightings of shot-hole borer online at www.capetowninvasives.org.za.

Building plan e-filing From 1 July 2019, the City will accept only online submissions of building plan and land use applications via its e-Services portal. Currently, 67% of building plan applications and 55% of land use applications are submitted electronically through e-Services.

Each district planning office has a workstation and officials to assist residents in registering for e-services and submitting applications.

Staff Reporter West Coast College, one of the top ten Technical Vocational Education and Training Colleges in the Country, successfully awarded certificates and diplomas to more than 500 accomplished students at its annual graduation ceremony, held at Malmesbury town hall on 7 June, 2019.

The event, which is a highlight on the College’s Calendar, had its graduates walking across the stage to receive their certificates and diplomas in two sessions.

In the second session of the day, deputy executive mayor for the Swartland Municipality, Maude Goliath, opened the proceedings with a prayer and devotion.

The Atlantis Campus of West Coast College saw two of their students, who had complet-

ed their studies in 2018, walking away with Top Achiever Awards.

“The two also achieved two distinctions between them. These Top Achieving students were, Yandisa Ndudula – Top Achiever: NC(V) Management Level 4 with two distinctions and Tamzen Sheba - Top Achiever: NC(V) Level 4 Education & Development,” said Ivan Swart a marketing manager at the West Coast College.

The college’s acting chief executive and principal, Lungisa Mbulawa said: “We are proud of each of these graduates who have done so well to complete their studies and we know that the education and training that they have received at West Coast College will allow them to do well in their futures and in their careers”.

est Coast College, one of the top ten Technical Vocational Education and Training (TVET) colleges in the country, celebrated the academic success of its students at their recent annual graduation ceremony held at the Malmesbury Town Hall.

The ceremony honoured the great academic achievements set by the class of 2018, a class which helped the college achieve its place in the top 10 TVET colleges in the country.

This year saw 511 students invited for the first and second session of the ceremony.

West Coast College also celebrated the two overall top achievers with the CEO’s Award and the College Chairperson’s Award.

The Overall Top NC(V) Student and winner of the Chief Executive Officer (CEO) Award is based on best academic achievement. This candidate achieved 13 distinctions out of the 21 subjects over the three years in courses that included 18 months of theory and 18 months practical experience. This candidate fully immersed herself in college life. As a DHET TVET bursary recipient, she shows how a bursary can change one’s life. The campus describes the candidate as a very shy but ambitious young woman who is focused and willing in everything she does. She is very dedicated and strives to be a perfectionist when it comes to her work. She was always punctual and her commitment towards her work is revealed in her results.

With an average of 76.71%, the CEO Award this year goes to Davina Kim Van Schalkwyk.

The Chairpersons award is for the Top National Diploma student. This award is based on best academic achievement. This year’s winner achieved nine distinctions out of the 12 subjects over the three years of study. In the third semester, she received 98% in her Computer Practice examination. She was an NSFAS student who was dedicated, disciplined, and determined throughout her studies, and performed well under immense pressure. During the N4 semester she was one of the top students in the

programme. In N5 she was the best student in this programme and obtained 100% in Sales Management, which was a first for the college.

The campus described her as very dedicated and diligent. She was always positive in everything she did and very precise. She always strived for perfection.

She completed her practical programme through the Placement Department with our supportive host employers, AVBOB and Saldanha Municipality. Her former employer described her as a very good worker who was always eager, enthusiastic and showed a positive attitude. She was always up for the challenge and accepted responsibilities without hesitation. This student would even perform duties outside her field of study.

After her internship she received a bursary from one of our placement partners, Tronox

Namakwa Sands. She is currently studying at Cape Peninsula University of Technology to complete her Human Resource Management diploma but already has her eyes set on the BTech degree.

The Chairperson’s Award winner for this year, is Francisca Nikay Swartz, achieving an average of 87.25%.

The centre was handed over to a non-profit organisation to manage up until the expiry of their signed contract with the city, in 2029.

About five years ago, seeking to expand the Vissershok landfill site which had reached its capacity, the city of Cape Town relocated about 312 families at the Frankdale informal settlement to the Wolwerivier incremental development zone.

Mayco member for Community Services and Health, Zahid Badroodien, said on Friday that the launch of the Wolwerivier ECD came in the same week that the Social Development and Early Childhood Development Department, signed facility management agreements with 27 operators that manage

after a competitive supply chain management process to run ECDs from the facilities. The agreements: We have now regularised the usage of these properties, but have also given peace of mind to the successful operators, as the agreements will be in place until 2029.

The principal at the Wolwerivier ECD hopes to start classes on 9 July 2019, to coincide with the new school term. “‘We recognise that there is a shortage of suitably located and optimally functioning ECDs in our city. It is for this reason that we continue to invest in building facilities that are then run by independent operators,” he said.

City excited at dam level increase

The dams supplying water to the Mother City are slowly but surely recovering, having increased by 0,7% between 10 and 16 June.

In a media statement last Wednesday, mayco member for water and waste, Xanthea Limberg, said last week’s increase took the overall dam levels to 48,7% of storage capacity.

Limberg said according to the city’s records, dams were just over 36% of storage capacity at the same time last

year.

She said dam levels are in a better position when compared to the same period in previous years, but encouraged residents to continue using water wisely.

She said Cape Town’s collective water consumption for the past week was slightly up by 19 million litres per day, to 542 million litres per day.

“This is good news to see dam levels steadily increasing for two weeks

in a row. Although daily consumption has also increased slightly, we remain within our daily allocation of 650 m/l per day. We remain cautiously optimistic that the city will receive further rain in the coming months,’ said Limberg.

“The City would like to thank the water warriors who continue to save this precious resource,” she said, “level 3 restrictions remain in place to aid dam recovery”.

Boxing club appeals for sponsorship Dunoon’s Inkwenkwenzi Boxing Club boasts renowned boxing champions such as Andile Tshongolo, who among other achievements in early 2000, won the World Boxing Organisation's intercontinental super-middleweight title, defeating champion Zoltan Takes in an eighth-round bout, held in Dubai.

Another local boxing superstar affiliated to the local club is 26-year-old Sinethemba Blom, who last year participated in the Commonwealth Games, taking on internationally renowned boxing superstars such as Colin Lewis of Guyana, South America.

Blom volunteers as a manager and a trainer for the Inkwenkwenzi boxing club which was established by Tshongolo in 2003.

It currently boasts 30 active boxing enthusiasts from the age of six to 40, says Blom.

But despite the club having been founded and run by accomplished boxing superstars, the club has no sponsors and no permanent place to practice and train.

It is for this reason that Blom is appealing to local business in Dunoon and neighbouring companies for any kind of sponsorship.

He says that even though he is the current South Africaan Lightwelter weight champion, since 2014 to date, and also Zone 4 champion, and rated number 39 in the world, number 5 in Africa, and number 1 in Southern Africa, it was difficult to raise sponsorship, hence approaching the eyes of the People paper; the Isolabantu News to highlight the clubs needs and call for sponsorship.

“We are struggling with sponsorship. Two other managers Zolani Bottoman and Lwandiso Kwababa, are struggling in finding sponsors,” he says.

He also said that he did not know the reason why the club lacked sponsorship and why when the club hosted boxing tournaments in kasi, residents did not attend.

He says currently the club shares the municipal hall with the local karate club, aerobics club, and there is also gym equipment housed there. All these activities take place at one time meaning that there is a lack of space.

He says that the club was looking for space to train and did not mind even if an RDP house was rented out for them to be used as a training facility.

The available sports facility in Dunoon, which costs the city nearly R20m to build, doesn’t accommodate boxing activities.

“Those [makeshift] containers are useless.

They only accommodate Dunoon Football Association affiliated soccer clubs,” says Blom.

“We don’t mind if it’s an RDP house or even a flat as long it will accommodate us [for training],” he says.

Also needed, are kit, like tracksuits, to enable them to look decent when they go up against other boxing teams. The club, he says also finds it difficult to travel to tournaments hosted outside the township due to lack of transport.

“When we have to participate in boxing tournaments hosted outside of Dunoon we hire taxis. When we’re hosts we don’t have resources for catering,” he said.

On Saturday, 27 of July, the club is hosting a big boxing tournament in the kasi and Blom will be participating.

“We need Dunoon residents to come out in numbers to support us and not only claim us when they see us on TV screens. It would be a phenomenal feeling to see the community

hall full of Dunoon residents! Even our boxers who will be participating would be encouraged” he said.

He says the club is trying hard to keep Dunoon children off the streets by grooming them in boxing at an early age.

“We want them to not fall prey to gangsterism and drug addiction,” he said.
