ophakama Primary School in Dunoon is facing a bill of close to half a million rand after people

who occupied a municipal sports field at the back of the school tapped into the

school’s water supply.

The invoice is for R444,827.20 and was due to be paid on 20 November.

People began occupying the sports field in March 2018. They were previously living in backyards in the Dunoon area.

Many could no longer afford to pay rent while some were evicted after owners

sold the houses.

Desperate for accommodation, they started occupying the only available open space, the municipal sports field.

At the height of this, the residents had running battles with the city’s Anti Land Invasion Unit (ALIU) and the police.

Each time the ALIU demolished the

structures and confiscated building materials, the residents returned the same day and rebuilt. This went on for three months and they eventually succeeded in settling on the land in June.

Secure valuables in cars, police warn Staff Reporter After a recent spate of cell phone thefts at public places, Table View pólice have warned people to secure their gadgets.

Several victims reported that their cell phones were always not in their control, for example, left unattended at a pub or restaurant at different locations in the Table View area.

One victim was robbed when his vehicle stopped at a red traffic light in Potsdam Road, near du Noon 21 January.

The driver was sitting with his friend when approached by an unknown man on the passenger side who grabbed the phone on the dashboard that was charging through an open window, before running away.

The Table View Police in partnership with Table View Community Police Forum urged the community to make sure car windows are closed, doors locked, and valuables are out of sight when stopping at intersections.

By Staff Reporter Lubabalo Makeleni, the ANC councillor for Ward 104, was on a charm offensive in Dunoon kasi on Saturday, 20 January, where he donated food parcels, duvets, and bed sheets to pensioners affiliated to the Laphumilanga Senior Citizens Club.

Makeleni said that he spoils the senior citizens annually by using the municipal ward allocations.

In the 2018/19 ward allocation, he assigned R100,000.00 which was utilized to buy the food parcels and bedding for the mostly ailing pensioners.

Makeleni said that the food parcels contained sugar, coffee, cooking oil, and for the first time also included dishwashing liquid, toilet paper, and toilet cleaning products.

“This is a function that I do every year. I started celebrating our senior citizens in 2010 and decided to spend time with our gogos to help lighten their mood. I was raised by an elderly person. My father and mother were not present and I know the struggles of gogos. Sometimes they use their

pension to feed their grandchildren and children,” said Makeleni.

He said that each year, he allocated different amounts to treat Dunoon pensioners.

This year, he said, apart from visiting the pensioners at their club where he handed out the food parcels, he also visited ailing pensioners in their homes

and donated duvets and bed sheets.

In total, he donated food parcels to 43 different pensioners at the club and also visited 60 other pensioners that are laid up in their home because of old age.

Also, he said that apart from utilizing his ward allocation to spoil pensioners, he also sets aside funds for sports as well as arts and culture.

Robbery suspect arrested Staff Reporter A 22-year-old robber underestimated the courage of bystanders when he robbed the driver of the taxi, he was a passenger in, on Monday, 21 January 2019, during peak morning hour traffic.

The police said the suspect threatened the taxi driver with a knife and took cash before fleeing on the corners of Blouberg Road and Millin in Table View. Bystanders quickly reacted and stopped the robber in his tracks. Police were summoned, and the suspect was handed over to them.

The suspect was also positively linked to two burglaries in the Table View area, which took place in July 2018.

Milnerton Cluster Commander, Major General Aneeqah Jordaan applauded the community for their assistance in the apprehension of the suspect.

He will appear in the Cape Town Magistrates Court on Wednesday, 23 January 2019.

He says the school’s water bill usually averaged R20,000 to R25,000 per month. “I went to the City to report the matter and I also reported it to the Western Cape Education Department and the local ward councillor,” said

Over the December holiday period, a total of 27 incidents were reported by schools across the province, down from 33 incidents reported during the same period in 2017.

None of the incidents are classified as major, but some incidents are costing the department over R50 000 said the minister Debbie Schäfer, Western Cape Minister of Education in a statement.

The province classifies minor incidences those estimated to cost below R100 000 in repairs and the school’s ability to function is not impacted in any way.

At a Cape Winelands School, criminals stole 9 metres of fencing.

“How are we supposed to protect our learners from outside elements when school fences are being carried away bit by bit,” said Schäfer.

“I am especially calling on communities to report any suspicious behaviour around our schools – it is impossible that the perpetrators can remove 9 metres of fencing without being seen,” she said.

At one Metro Central school, thieves targeted a feeding kitchen stealing over 100kgs of food including rice, maize meal, beans, and soya. They also stole

copper taps and storage containers.

“It is simply deplorable to steal food out of the mouths of our learners. It is also completely irresponsible to damage water infrastructure, given the drought we have been through over the last few years,” said.

At another Metro Central school, perpetrators gained access via the roof, damaging the roof and ceiling. The perpetrators ripped out wiring damaging the school intercom system and stealing ICT equipment from the admin block.

The “minor” incidents reported included theft of copper pipes, electrical cabling, computer equipment and school stationery.

In some incidents, perpetrators targeted schools simply to destroy property and left without stealing anything.

“This blatant destruction is unacceptable,” said Schäfer.

Damage to classrooms, school halls, and computer labs included theft of and damage to light fittings, windows and sporting equipment.

The three-quarters of the estimated costs of damages calculated so far are around R400 000.

“It is devastating that people are prepared to do this to schools when we know the desperate needs in education and the inadequacy of our budget to cope with them,” said Schäfer.

He fears the City might disconnect the school’s water supply.

“We don’t have that kind of money in our school budget. How are we going to pay that water bill?”

Bronagh Hammond, spokesperson for the Western Cape Education Department (WCED), said the department was aware of the spike in the municipal account at Sophakama Primary. She said the WCED’s infrastructure directorate had been alerted and there might be ways the school could restrict consumption by the community on the sports field.

She said the department monitored municipal bills “and we engage with the City on the bill. In some instances, we assist with settling the bill. We will need to investigate the causes and will assist where we can,” said Hammond.

Ward 104 councillor Lubabalo Makeleni (ANC) said the City had planned to build a sports facility at the sports field before it was occupied. The budget was R16.5m. After the occupation, the project fell away, he said.

He said he now wanted the City to provide services to the residents, to avoid the problems the school is experiencing.

He said residents had also tapped water from neighbouring houses, as well as electricity directly from Eskom’s power lines.

“There is no refuse collection, no water, no electricity. The need for these services is creating friction among the residents surrounding the informal settlement called Ekupholeni. I am now working on a solution to ensure that there is peace and stability,” said Makeleni.

Councillor Malusi Booi, the City’s May-

oral Committee Member for Human Settlements, said the City could not prioritise basic services in informal settlements “which have more recently been established through large-scale land invasions”.

“This cannot happen at the expense of residents in other areas where service provision has been earmarked as part of the City’s budgeted programmes,” said Booi.

He said that the City understood the great need for accommodation, but would continue to prevent land occupations, so as to prevent new unplanned settlements jeopardising existing settlement programmes and services that had already been planned and budgeted for.

“Invaded land also carries health and safety risks. The illegal connection of services is absolutely condemned as this places communities at extreme risk, and not just those who are illegally connecting to services,” he said.

Jyothi Naidoo, City’s spokesperson, said the City’s water service team was investigating the high water bill.

A resident who occupied the land said all the residents wanted was vacant land to build their homes. Everything else they would supply for themselves. Thobela Nkone, who used to live in a backyard, said: “We can’t wait for the City to provide us services. We wanted land, we got it. If they can’t give us services we will make plans and cater for ourselves,” said Nkone.

But another resident, Yanga Nkohla, said, “We are sorry for the school but we have no choice. We are in dire need of basic municipal services.”

SGB shuts down school after dispute with principal

Photo: Peter Luhanga The School Governing Body of Silver Leaf Primary in Dunoon shut down the school temporarily on Friday, January 11.

Parents accuse the principal of being rude to them and want him removed.

Learners wanted the school to be reopened.

About 80 parents protested outside the school. They disrupted lessons and ordered learners and teachers to go home.

Their anger was mainly directed at the

school principal, Mlungisi Fani.

Deputy Chairperson of the School Governing Body, Caroline Sikweyiya, said that parents were accusing Fani of failing to take their opinions seriously on the running of the school, and that he had branded them as “illiterates” at one time.

The protest continued on Monday, January 14. The parents sang and danced to popular struggle songs and also held placards saying, for example, “Fani Must Fall”.

Yandiswa Bika, who has two children at the school, claimed that the principal swore at parents and that when they had issues to report to him he met them at the gate and slammed it in their faces.

“He calls us flies and said that children must be dropped at the entrance gate and that we are not allowed inside the school premises to see our children off,” said Bika.

She also said that some parents with children, who were short of items from the school stationery pack, were turned back home on the very first day of school.

This apparently fuelled the anger for the Friday protest.

“He judges us,” she said.

The Western Cape Education Department has, however, said that it has received complaints about financial misconduct by the SGB. It is unclear if this is what initially led to the conflict and no details have yet been provided about the alleged misconduct.

Dis-Chem and Blue Ribbon workers march in Cape Town Unions demand investigation into police behaviour during strike

By Lucas Nowicki About 150 workers from Dis-Chem and Blue Ribbon Bakeries, as well as union officials, marched to Cape Town central police station on Wednesday 23 January, to protest about police treatment of striking workers last year. They also marched to the Department of Labour.

The marchers, from the South African Federation of Trade Unions (SAFTU), and two of its affiliates, the Food and Allied Workers Union (FAWU) and the National Union of Public Services and Allied Workers Union (NUPSAW), handed in a

memorandum calling for an official investigation into police behaviour and for the Department of Labour to intervene in Dis-Chem and Blue Ribbon Bakeries.

Workers in both companies have been on strike since December. Dis-Chem workers from NUPSAW are demanding a minimum wage of R12,500, an annual increase of 12.5% and a guaranteed annual bonus. Blue Ribbon workers from FAWU are demanding a 10% salary increase and funeral cover.

SAFTU provincial secretary Andre Adams said workers on legally protected strikes had been “shot at and detained”.

On 20 December the unions handed in the same memorandum at the police station and the department. They said if their demands were not met they would march every month.

Zwelandile Jamda, a security guard at Dis-Chem, told GroundUp that police had “beaten up” protesting workers in Canal Walk on 5 December.

Attempts to get comment from DisChem and from Novela Potelwa, spokesperson for SAPS in the Western Cape, were unsuccessful.

(WCED), Bronagh Hammond, described the actions of the protesting parents as “very unfortunate as it has affected the learners directly”.

“The principal has raised a number of concerns regarding the conduct of the SGB on certain matters. The SGB, unfortunately, reacted to this letter by shutting down the school. The Department has offered to meet the SGB on Monday, 14 January,” said Hammond.

Hammond said the parents had declined to come to the WCED offices. “This offer still stands.”

“The WCED has also received complaints regarding financial misconduct of the SGB and will investigate. The refusal to allow teaching and learning is not acceptable. Learners should not be the victims of the current dispute between the principal and the SGB,” said Hammond.

The school reopened on January 14.

Learners, dressed in their uniforms and eager to be back, returned to school. Parents, pushing the gate, demanded that the security let them in. The gate was opened.

Teachers were let in at 9:30 am.

But the SGB and protesting parents vowed to not let the principal any further access to the school.

Voter registration rate down from 2014 Electoral Commission encourages young voters to make use of “short window of opportunity”

By Aidan Jones The proportion of South Africans eligible to vote who have registered for the 2019 national election has dropped substantially from 2014.

After the final registration weekend in 2014, 25.3 million people registered to vote out of an estimated 31.4 million eligible people. While the number of registered voters in 2019 has increased to 26.7 million, the eligible population has increased to about 35.9 million. This puts

the registration rate at 74.5% in 2019, well below the 80.5% in 2014.

In a statement released on Tuesday, 29 January, the Independent Electoral Commission (IEC) said it was “concerned” that the majority of those not registered are under 30 years old. “The Electoral Commission hopes young voters will make use of the short window of opportunity ahead of the proclamation to still register at local IEC offices,” the statement read.

The proclamation is expected some time in February.

Several young people at the final voter registration in Mfuleni told GroundUp they had chosen not to register. “The quality of the houses we get is appalling. We still get second-rate education at schools and poor service at government hospitals and clinics,” one man told us.

The weekend added over 700,000 new voters to the roll, with 81% (574,899) of those under 30 years old.

Gauteng has the most registered voters with 6.4 million people. KwaZulu-Natal has 5.5 million registered voters; Eastern

Cape, 3.4 million; Western Cape, 3.1 million; Limpopo, 2.6 million; Mpumalanga, 1.9 million; North West, 1.7 million; Free State, 1.5 million and Northern Cape 626,000.

The Commission said it will be conducting registration drives at universities in early February and that it will keep pushing for voter registration “until the last possible moment”.

Nominations underway for Atlantis Community Stakeholder Network Staff reporter The community of Atlantis has until 30 January 2019 to nominate organisations that will participate in the election of members to the Atlantis SEZ Community Stakeholder Network (ASEZ-CSN).

This community network and its members will act as a channel between the Atlantis SEZ, its multi-stakeholder forums and structures, and the community of Atlantis.

The network’s goals, roles and responsibilities were adopted by the people of Atlantis during a meeting in Atlantis on 15 November 2018.

“I’ve never voted before and I don’t intend to do so now”

By Vincent Lali “I have never voted before and I don’t intend to do so now,” said Bathandwa Mbuqa, 28, as he sipped Castle Light at an illegal shebeen in Mfuleni at the weekend.

He said political leaders made promises but did not keep them.

“Politicians don’t deliver, so I don’t see why I must vote for them,” said Mbuqa.

He was one of several young people GroundUp interviewed who chose not to register this weekend.

Mbuqa said people still complained about lack of services in the same way they had done during apartheid.

“The quality of the houses we get is appalling. We still get second-rate education at schools and poor service at government hospitals and clinics,” said Mbuqa.

“Until people are satisfied with the way they are governed, I will not vote.”

Simphiwe Makhaye, 31, also decided not to vote.

Makhaye says he has several diplomas but he cannot get a job. He is now learning to drive a bus.

Plato rolls out clean-up campaign across the City

By Staff Reporter The increase in illegal dumping has prompted Cape Town’s executive mayor, Dan Plato, to roll out a cleaning exercise across the Metro.

On Saturday, 12 January, Plato launched the cleaning exercise’s pilot phase in ward 26 (Elsies River area).

Shoulder to shoulder with the Ward’s councilor, Franchesca Walker, Plato with a team of about 100 officials from the City’s solid waste department, were joined by residents who together cleaned-up 20 of the hotspots used for illegal dumping in the Elsies River area, which falls under sub council 4.

“We want to encourage the public to not throw refuse on vacant land because it is not good for the environment.

It gives our City an ugly face. We want to encourage communities to work with us to make sure that the suburbs are as clean as possible. We also want to encourage councilors, to inspire residents, so that our suburbs remain as clean as possible. There is no reason why cleanliness cannot be achieved in poorer areas,” said Plato.

His aim, he said, was to take the cleaning exercise to all corners of the City.

He explained that the cleaning costs the City a lot of money, and gave as an example, the fact that it would cost up to R100, 000.00 per day for one cleaning exercise, which excluded salaries for council employees working on week-

While the pilot phase was carried out

by City employees, Plato said that the City would eventually use the Expanded Public Works Programme (EPWP) funding to create job opportunities for residents to carry out the cleaning exercises themselves.

He said that he will return to the area after five to six months.

“Residents love the clean-up drive. The test will be the sustainability of the project,” he said.

Walker said that illegal dumping had recently become quite extensive in the area.

“It’s not a lack of service delivery from the City’s side; it’s the residents that go out to dump in open spaces. The City’s solid waste comes here three times a week to collect refuse. There is no need for residents to dump illegally. Cleanliness is next to Godliness,” said Walker.

She said the fact that Plato had joined the cleaning exercise showed that he was the “people’s” mayor.

“We walked the streets without bodyguards and we want to show people that we are on the ground with them. We want to encourage people to sweep in front of their yards because if everybody swept in front of their yards, the entire community would be clean,” she said.

Walker, also said she will look for vacant land in the area which could be utilised for community vegetable gardens.

“Leaders make promises and fail to make good on them. As a result, youths sit at home because they can’t find jobs.”

“I will not register to vote because voting is a waste of time,” he said, drinking a beer at Mzondi’s Tavern in Bardale.

But other Mfuleni residents queued at the registration office set up at the primary school.

“I want to have a say in who gets elected to run the country,” said Zolani Mekani, 44. “I expect the government to create jobs for people who have skills and build schools so that our kids can study and have a bright future.”

Sibusiso Mdeyide, 19, said he wanted to vote for a government which would make schools safe.

“We fear to venture outside the schoolyard because thugs rob us of our cell phones and cash. The government must deal with crime happening in and near schools,” he said.

“Also, I want government to give me money to further my studies to get a job after I have finished.”

Noluntu Ulana, who rents a backyard shack in Bardale for R450 a month, wants houses to be built for backyarders.

Ulana said she used her children’s grants to pay the rent and occasionally worked as a shop assistant in Mfuleni.

She wants the new government to supplement social grant with food vouchers.

“The social grant runs out after I have bought my kids school uniforms and stationery, and we battle to get food,” said Ulana.

“I think the new government must add food vouch-

ers to the social grant so that kids can have food after I have bought them school things.”

Simphiwe Ngwenduna, 40, said he wanted the government to increase police visibility in the townships and root out corruption.

“I hope government officials will introduce development projects and stop stealing taxpayers’ money,” he said.

Ngwenduma, who is a wheelchair user, said he battled to enter the registration station at Mfuleni Primary School on Saturday.

“My wheelchair could not go up the stairs. I ended up registering to vote outside because I was determined to use my right to vote,” he said.

“I want the new government to be more attentive to the needs of disabled and make all government buildings easily accessible to disabled people.”

Mandlakapheli Zenani, 48, said he wanted the government “to change the lives of ordinary people”. “But I’m not overly hopeful,” he said.

Zenani said he had battled to find a job all his life until he gave up and set up a meat business in Mfuleni.

“When I ask company bosses to give me a job, they say I’m too old. When I ask government officials to give me a pension, they say I’m too young,” he said.

“I have registered to vote so that I can vote for a party that I believe will create jobs for my kids after the elections.”

The Independent Electoral Commission said it would release the results of the registration weekend on Tuesday.
