Letter President from the

On behalf of the Board of Directors of The Center for Youth and Family Solutions, I am proud to share our FY25 Annual Report and reflect on a year marked by both meaningful progress and real challenges.

Throughout the year, our dedicated staff continued to deliver vital, traumainformed services to children and families who have experienced significant adversity. Every day, they showed up with compassion, skill, and unwavering commitment—helping young people feel safe, strengthening families, and fostering hope where it is needed most. The successes highlighted in this report are a direct result of their extraordinary work and the trust placed in us by the communities we serve.

At the same time, FY25 required us to navigate a complex and evolving environment. Many of the children and families we serve rely on Medicaid, and the uncertainty surrounding continued coverage created stress and concern for both our clients and our organization. Across the country, child welfare agencies grappled with rising insurance costs, and some were even forced out of insurance programs altogether. These challenges underscored the vulnerability of the systems that support our most at-risk populations and reinforced the importance of strong advocacy, sound governance, and responsible stewardship.

In response to both opportunity and challenge, we also took time this year to reflect inward. We refreshed our mission and values to express more clearly and transparently who we are, what we do, and why our work matters. This “facelift” was not a change in purpose, but a clearer articulation of our long-standing commitment to children, families, and communities impacted by trauma.

As you read this report, I hope you see not only the outcomes we achieved, but the resilience, integrity, and determination that define The Center for Youth and Family Solutions. Thank you to our staff, partners, funders, and supporters for standing with us through a demanding year and for believing in our mission. Together, we continue to build a stronger, more compassionate future for the children and families we serve.

Clarifying Our Purpose: A Refreshed Mission and Values

In FY25, The Center for Youth and Family Solutions took an important step forward by revisiting and refining our agency’s mission and values. This work was driven by a simple but powerful question: How can we more clearly and transparently express who we are and what we do for the children and families we serve?

For many years, our mission guided us well—to engage and serve children and families in need with dignity, compassion, and respect by building upon individual and community strengths to resolve life challenges together. While this statement reflected our heart and intent, we recognized the opportunity to make our purpose clearer, more focused, and easier to understand for those we serve, support, and partner with.

After thoughtful reflection and collaboration, we adopted a new mission statement:

Empowering those we serve to achieve lasting solutions.

This refreshed mission captures the essence of our work in a concise and action-oriented way. It centers empowerment, honors the strengths of children and families, and underscores our commitment to sustainable, long-term outcomes—not temporary fixes. Most importantly, it reflects the belief that lasting change happens when individuals are supported, heard, and equipped to move forward with confidence.

Alongside our mission, we also refreshed our agency values to better align with our daily practice and organizational culture. Our new values— Collaboration, Advocacy, Respect, and Empathy (CARE) serve as a shared framework for how we show up for one another and for the communities we serve.

• Advocacy reflects our responsibility to speak up, remove barriers, and champion the needs of children and families.

• Respect reinforces the dignity and worth of every individual, regardless of circumstance.

Together, CARE is more than an acronym—it is a daily commitment. These values guide decision-making, strengthen relationships, and ensure that our work remains person-centered and responsive, especially in times of uncertainty and change.

As we look ahead, our refreshed mission and values provide clarity, consistency, and direction. They reflect who we are today and who we strive to be as we continue empowering children and families to achieve lasting solutions.

Child Abuse and Prevention

Through our program, we empower families with the support, tools, and resources they need to create meaningful changes and keep their children safely at home. This year, an extraordinary who completed the program remained intact one year after their case closed, with no additional involvement from the Department of Children and Family Services. This outcome reflects the strength of the families we serve and the lasting impact of early, compassionate intervention.

Intact Family Services Care

When children have experienced abuse or neglect, our program provides them with a safe, nurturing, and temporary home—whether with relatives or licensed foster parents. At the same time, we partner with biological parents to help them address the challenges that led to system involvement. Families receive access to services such as domestic violence counseling, substance use treatment, housing supports, as well as community resource linkages.

Our mission is to ensure that every child grows up in a safe, stable, and loving family—whether through reunification, adoption, or guardianship. This year, finding a secure and lasting home with adults committed to their well-being for a lifetime.

New Day Senior Services

CYFS provides in-home counseling, volunteer companion services, training, and outreach to isolated older adults coping with depression, grief, loss, and loneliness.

Behavioral Health

Everyone encounters moments when emotional or relational struggles feel overwhelming and too heavy to manage alone. CYFS remains deeply committed to expanding access to behavioral health services across the 37 counties we serve, ensuring that no one is left without support. To remove financial barriers, we offer a sliding-scale fee structure so cost never stands in the way of care.

Last year, our compassionate, family-centered behavioral health team provided to children, adults, and families, helping them confront the issues affecting their overall well-being and reclaim hope. In addition, were referred to our clinical care coordination program where they received individualized care, connecting them and their families with vital services and resources to support their mental health and strengthen long-term stability.

Guardian Angel Home

Guardian Angel Home in Morton offers young boys aged 6-12 an opportunity to heal from significant trauma, abuse, and neglect, all while learning new coping skills so they can thrive.

Youth, Family, and Community Outreach Services

Our prevention, diversion, and intervention services reached over last year, stabilizing families with on-the-spot crisis intervention, promoting healing, and bringing about lasting change.

Family Development

Our Youth, Family, and Community Outreach Services (YFCOS) support children and adults by stabilizing families in crisis, preventing young people from involvement in delinquent activities, and bringing about lasting changes for families by successfully diverting teens from further involvement in the child welfare or juvenile justice systems.

Nothing is more hopeful than when a child is matched with a forever family. Our compassionate Family Development Team from our Adoption Program matched children- infants, toddlers, sibling groups, and teens- with loving forever families.

Last year, CYFS provided with enriched, hands-on experience in the human service field, including opportunities to perform clinical services and case management support. We proudly offer direct experiences that lay a critical foundation for the next generation of social workers and counselors.

Making a Difference in Program Updates Our Communities and Expansions

Last year, our volunteers and interns provided hours of compassionate service. Our volunteers tutored and mentored youth in care, visited isolated seniors, and assisted with administrative tasks that supported the children and families we serve.

In FY25, The Center for Youth and Family Solutions expanded services to strengthen support for children and families through targeted, strengths-based, and trauma-informed programming.

Behavioral Health – Intensive Home-Based (IHB) Services

CYFS launched Intensive Home-Based (IHB) Services in Bloomington, Peoria, and Galesburg to support youth with complex behavioral health needs. Delivered in home and community settings, IHB provides individualized, time-limited, and evidence-informed care focused on improving family functioning, strengthening caregiver capacity, and preventing unnecessary hospitalization or out-of-home placement. Services prioritize youth under 21 enrolled in Pathways to Success and those who are Medicaid-eligible, uninsured, or underinsured.

Family Visitation and Reunification Program

CYFS introduced the Family Visitation/ Reunification Program to promote safe, supportive visitation and reunification for families. Services include supervised visits, relationshipbased parenting coaching, and flexible visit locations in homes, community settings, or CYFS facilities—benefiting families navigating separation, divorce, or court involvement.

Youth, Family, & Community Outreach

Therapeutic Mentoring (Macomb)

CYFS expanded outreach services in Macomb with Therapeutic Mentoring, a one-on-one, strengths-based service that helps youth build confidence, social skills, and positive relationships. Services are delivered in home and community settings and are currently exclusive to the Macomb location.
