When Orange was in the thick of things with the drought, those electronic sign boards started appearing around town with messages of encouragement and the state of play etc. I have no problem with that, but I do wonder why they are still there, how long they will be there and how much they are costing ratepayers. Things like this are usually not cheap and if Council’s paying the bill, you can bet your bottom dollar, ever who’s supplied them is getting well paid.

I think they’ve served their purpose over the water issue and if they are subject to a contract period, maybe some fresh messages about other things, other than water, could be put on them.

My wife and I went for a walk around Cook Park this week and I have to say, despite it being winter, it was a very pleasant experience, the park looks great.

Seeing so many families enjoying the ducks, playing in the park and using the new swings was heartwarming. It’s how it ought to be.

Saw a movie on Netflix last week that families might enjoy. It’s called Golden Shoes.

Not so much a Talking Point but rather a small ad for Newswatch. We’ve just ordered 5 new stands for our newspaper to extend our distribution. Two of these will be going out to the Orange Health Service and Bloomfield Hospital.

The Coronavirus is back front and centre again thanks to happenings in Victoria. One has to feel for our leaders and others who have to make the decisions about this, whatever they do, they can’t win. During the week, first I read that Bathurst RSL Club then our own Ex-Services Club made the decision not to let travellers from Victoria, Sydney and other places in. That would seem a big call.

SAVE ORANGE’S MAIN STREET THINK CREATIVELY, FOLLOW CONSULTANTS’ REPORT, TO SAVE OUR CBD — RETAILERS Creative new ways of operating — including innovative uses for unoccupied shops in the main street — must be explored to save Orange’s central business district, a group of local retailers believe

Proposed amendment allowing a major new shopping centre in south Orange should also be re-exhibited to allow for locals to make further comment on the proposal, the traders say.

“You can’t have empty shops everywhere in a CBD, you just can’t have it,” Mr Peisley commented on the deadening effect that empty shopfronts has on a local community.

Allowing a large multi-store complex to be built in south Orange would simply be another “nail in the coffin” for Orange’s Central business district.

Orange Council should instead be implementing the much-anticipated SJB Consulting “Future City” report which has provided a list of more than 100 projects aimed at shaping the city in the years ahead, including major projects for the CBD. However, they say that re-exhibiting “Amendment 26” to allow the large new development at South Orange should be first cab-off-the-rank “It needs to be put back out for submissions, that’s the first thing,” Jack Evans from Worklocker. He said that the display period for Amendment 26 was held during a coronavirus crisis when many local businesses were focussed on their survival only.

“They told everyone to stay at home and then they put it on exhibition, how were people to be able to comment if they’re in lockdown?” Tim Gray from Peter Smith Terry White Chemmart added.

The businesses said that current approval for the site only allows for a small handful of boutique shops servicing the motel complex attached to the new hospital with an amendment for the larger shopping precinct now before Council.

“There’s already coffee shops out there, they said it’s going to be for Blayney shoppers coming to Orange, it’s not for Blayney shoppers, they don’t come though the backway to Orange to shop, and if they do, why wouldn’t we want them in our main street?” David Gray from Peter Smith Terry White Chemmart added.

Phillip Schwebel from Collins Booksellers, Orange asked, why did Council bother to go to the trouble to commission a report on the future of the main street, if they’re then going to undermine its findings by approving “another North Orange development.”

“They had a report just done. They broughtup the consultants from Sydney. Why? Half a dozen times they came-up, and then they get it, and they didn’t do anything with it.”

Mel Gregory from Bobbies Clothing said that the timing for a new housing development in Orange couldn’t be worse. “We’re only just getting over the coronavirus, why would you open up new stores to compete with the ones already here?” she asked.

“You hate to say it, but it could be the straw that breaks the camel’s back,” Chris Peisley from Hartford’s Menswear said.

While Orange Council can’t be responsible for the numerous headwinds facing main

street traders at the moment, Mr Evans said that you should be able to expect them to not add to their troubles.

“Most people would be expecting to do all they can to help existing businesses, not adding impediments to their lives,” he said.

With about 15 percent (about 80 shops in the CBD) currently vacant, the local retailers said that high rents — something outside of Council’ remit — is the number one problem.

“The biggest issue is the rents, we keep asking the landlords, ‘why are you keeping them so high?’ and we can’t get an answer,” Mr Evans said.

With an understanding though that little is likely to be done to lower rents, a touch of creative thinking is what is needed.

“Rents aren’t going to be any cheaper,” Mr Gray says, “so we have to think about other ways of doing things,” he said.

Ideas floated included reverting to angle parking on Summer St which was abolished to improve traffic flow in the early 1990s, making Anson St between Summer and Kite a pedestrian mall, and allowing for local craft groups to use the empty shops at Christmas.

They were all receptive to the innovative “Renew” project that has helped regenerate Newcastle’s CBD by allowing local artists and

While Orange City Council came in for some brickbats for the execution of plans to support the CBD, few of the retailers doubted their good intent. “The will is there, they’re trying, but not the action,” Mr Schwebel said.

“The good intentions are there,” Mr Gray added, “they’ve just got to prioritise things that are in the (SJB Consulting) report.

“They’ve got the right plan, they just need to implement it.”

While supportive of Council’s multimillion-dollar rejuvenation program for the main street, that will not be enough if more businesses start to close down.

“What’s the point of beautifying this part of town, if it’s all closing down?” Ms Gregory said.

For all the retailers, though, the south Orange development is the most vexing issue they believe they face.

“There isn’t even a development to build houses out there at the present, it’s not like North Orange when the homes were already there,” Tim Gray said.

“There’s no one there, so why did it get to the submission stage?” he asked. The most bemusing aspect of the proposed south Orange shopping development, they believe, is that there isn’t even a major housing project in the area for it to service at this stage.

Already groaning under assault from drought, recession, the boom in e-commerce, and the coronavirus lockdowns, Orange’s CBD is in no rude good health, Mr Evans believes.

“I wouldn’t say it’s dying, but it’s certainly in strife,” Mr Evans concluded.

What is Amendment 26?

Orange City Council recently placed a re-zoning proposal on exhibition for community comment.

Called “Amendment 26”, the proposed change to the Orange Local Environmental Plan, aims to change the zoning of part of the site of the private hospital in Forest Road.

The intended outcome of the proposal is to enable the currently-approved small retail complex in Precinct 1 of the Bloomfield Private Hospital Site to include a farlarger sized supermarket.

The proposed centre is planned to include the following retail elements: Stage 1 – a small supermarket (1,649m²), one minimajor tenant (416m²) and specialty space (845m²). The assumed first full year of operation of the proposed development is 2020-21; and

Locals looking for creative ways to turn-around Orange’s main street blues, could do worse than look at Newcastle’s decade-long efforts that creatively turned-around their CBD by using creative people!

The “Renew Newcastle” project offered minimal rents to artists, artisans and craftspeople for pop-up shops in empty shop-fronts and the results were very impressive.

“Renew” proved a catalyst for central Newcastle — suffering the same pressures on main street as traditional traders are throughout the world — creating change from the ground-up.

From when the project started, 82 properties were leased by about 260 participants with the majority of these going on to operate successful businesses.

Renew Newcastle was based around making a city work for people with creativity which encouraged experimentation and innovation.

Benefits included the creation of jobs and skills development; volunteer engagement; mitigation of blight; improved business confidence and improved regional brand value.

Renew removed the barriers to entry, lowered the cost and

complexity of participation and encouraged artistic risk by allowing people to try new creative ideas.

A university report on the project found that: “every dollar invested in Renew Newcastle in 2016, generated an impressive fourteen-times that in economic benefit to the city.”

The visual evidence of activity in the Hunter Street mall became immediately evident with about 90 per cent of shopfronts commercially-leased and the area attracting business and residential interest creating a vibrant community.

Renew became a lesson in creativity and innovative thinking with the establishment of similar initiatives in cities around Australia and in other parts of the world.

Local artists (see attached article) believe that the Newcastle model could be the key to not only the revitalisation of Orange but creating a popular new tourist attraction for the city.

The EIA report states that the proposed Stage 2 supermarket expansion will absorb some of the specialty floorspace developed in Stage 1, meaning that the overall centre will contain approximately 4,800m² once stage 2 is completed. This would make the proposed centre almost the same size as the existing North Orange centre.

“Future City” to transform Orange’s CBD Orange Council’s Future City project was established partly to look at ways of transforming Orange’s CBD. Orange Council appointed Sydney’s company, SJB — a firm of urban designers — to work on plans to guide the initiative.

The $5 million project is designed to offer a blueprint for Orange’s major retail development into the future.

One of the major focusses of the initiative is a new master plan to renew Summer St. The 106 “Future City” proposals have been on public exhibition with a future Council meeting to decide what projects will receive priority under the project.

“I think everybody has to adapt to the new world,” she said. “We have to find new ways of connecting and organising how we succeed. This idea will attract both locals and visitors, and that’s got to be a good thing,” she said.

She said that the Conservatorium has “absolutely outgrown” its current facilities in Hill St. “This has become more apparent during this COVID period,” she explained.

She said the local “Con” has more administration staff, more teachers, and more students than it can currently cope with.

“We have about 700 enrolees; we reach-out to about 1200 more, with about 1800 in the schools. In a year, we reach-out to more than 12,000 audience members,” she added.

With $10 million committed by the Federal Government and $5 million from Council, Orange Mayor, Councillor Reg Kidd believes the conservatorium-planetarium is the ideal project to gain funding support from the NSW Government to stimulate the State’s economy after the COVID-19 pandemic.

Both the local Conservatorium of Music and the Orange Planetarium Support Group are ecstatic at Orange Council’s recent development application for the new $20 million facility to be constructed in the Civic Centre precinct.

The planetarium — a domed-roofed structure whose internal ceiling has stars, planets, and other celestial bodies projected onto it for viewing and education — will be a world-class facility as well as the culmination of two decades’ passionate advocacy for Orange Planetarium Inc President, Rod Somerville.

“I’ve been doing this for many decades. In both the personal and in terms of the project, I’ve been at this now for more than 16 years,” Mr Somerville said. “I was certainly excited about it, though we have got quite a way to go,” he said.

“What we’ve ultimately come up with is quite good; the dome is the size we wanted; with an 11-metre diameter and seating for about 75–80 people.”

The proposal at this stage though has no plans for an observatory — with an astronomical telescope for actual studying the stars and planets — to be integrated into the development.

“Not at the moment, in a previous incarnation we had plans for an observatory to be attached to the facility, but we’re obviously working within certain budgetary constraints.

“What we do have plans for is portable telescopes to be placed on the grassed area outside the planetarium so we can view the stars,” Rod explained.

He said that, at some time in the future, a purpose-built platform could be built in the area adjoining the planetarium.

Catering for every conceivable musical instrument, form, and proficiency, from advanced classically-trained musicians to community ensemble programs, the Conservatorium has been heavily-involved in the concept designs for the new facility.

“Planetariums are designed to simulate the night-sky, but traditionally they used projectors… the four current planetariums in Australia all use projectors,” he explained.

“But with the digital technology available now; anything on a computer screen you can show on the dome. The new LED (light-emitting diode) domes have 8k plus resolution.

Hopefully, it will be the best facility in Australia,” he said proudly.

“Once things get started, we can get serious about technology.”

Western NSW has some of the best viewing skies in the world with Mr Somerville rating the outskirts of town as a seven out of ten in viewing clarity.

Mr Somerville has always had a passion for the stars and remembers fondly his time in the early 1990s establishing the Ayres Rock (Uluru) Observatory. “It’s brilliant, with no moon it is amazing, you can never truly-understand how bright the desert sky is until you see it,” he enthused.

He believes that this new facility will create the same sort of tourist potential for Orange.

Cr Kidd said that Council will be seeking external funds for the outstanding $5 million budgeted for the conservatoriumplanetarium with the State Government one likely source of funding.

“The NSW Government has been very supportive when it comes to backing infrastructure projects that create jobs and deliver long-term benefits. This proposal ticks all the boxes when it comes to a major construction project for Orange,” Cr Kidd said.

“If the Government is looking for shovel-ready projects to kick-start the State’s economy, then this week’s step to lodge the DA and begin the planning assessment is an important sign of progress.”

Orange City Council Planning Committee Chair, Cr Russell Turner said lodging the DA was an important milestone.

“The Conservatorium has been making a crucial contribution to the cultural life of the Orange community for many years,” Cr Russell Turner said. “It’s so popular, thats it’s outgrown its current performance and teaching rooms.”

“The conservatorium and planetarium team has been working closely with architects to come up with these concept plans that will serve the community well. Taking the project to the next step by lodging the DA, signals to all tiers of government that we’re ready to get started.”

“It’s important that a Council-sponsored project like this is assessed by an independent body. Because of its size, a project like this will be assessed by the Joint Regional Planning Panel.

“There’s already been a statement of environmental effects prepared which will be part of the DA. It will be a thorough and detailed assessment that will also involve Orange’s City Council’s planning staff making a professional assessment of the plans, and in due course the community will also have the opportunity to have their said,” Cr Turner concluded.

Flying kangaroo hops into Orange THE FAMOUS FLYING KANGAROO, QANTAS, ONE OF THE WORLDS’ GREAT INTERNATIONAL AIRLINES, IS COMING TO ORANGE! Orange Airport is gearing up for a new era of travel for the city, with the first Qantas flight from Sydney to Orange scheduled for Monday, July 20.

Orange Mayor, Councillor Reg Kidd said the airport was ready to accommodate increased visitor numbers and welcomed the economic boost they would bring.

“Orange is a thriving regional hub and the airport is an important gateway for business and recreational travellers,” Cr Kidd said.

Qantas will have its own check-in desk inside the airport terminal. Qantas operations staff have been setting up computer systems and equipment at the terminal this week.

COVID-19 arrangements are in place inside the terminal including hand sanitizer stations, 1.5 metre social distancing markers on the floor and sneeze shields on the service desks.

Orange City Council Deputy Mayor and Orange Airport Community Committee chair Cr Sam Romano said recent improvements at the airport included expanding the car park and installing better lighting, while further works were about to get underway as part of a $2 million upgrade.

It is the hypothesis that small, seemingly-insignificant signs of vandalism, minor crime, anti-social behaviour, and civil disorder, create an urban environment that encourages further crime and disorder, including serious crimes.

An experiment in Holland in the 1980s found that — in a shopping centre carpark with four seemingly-abandoned trollies — shoppers littered the ground with flyers left on their windscreens. In the same carpark a day later where the same trollies were neatly-stacked together, most shoppers put the flyers in their cars before driving-off.

This was the rationale behind the development of “zero-

tolerance policing” in major American cities in the 1990s that saw people fined and even jailed for jay-walking, illegal kite-flying, and, especially, fare-evasion on public transport.

Petty as these alleged crimes may have appeared, the long-term effect was startling.

Murder rates in New York — where the policing theory was first trialled — are now about 10 percent of what they were in 1990, and other violent crime has dropped 75 per cent.

Which is why abandoned shopping trollies in a city like Orange matter. And why the sudden resurgence in abandoned trollies, partly due no doubt to the temporary cessation of the coin-operated trolley system for some local supermarkets, matters.

This also why Orange City Council has established a fines system for supermarkets that don’t retrieve their own trollies.

“In Orange, the supermarkets employ a business which retrieves abandoned trollies.

Often residents can be the eyesand-ears of the community and can call a supermarket to let them know if they spot lost trolleys in their neighbourhood,” Orange City Council Communications

Officer Allan Reeder explained.

He said that Council rangers will also “go out of their way” to contact stores to notify them of misplaced trolleys.

But as well as the “carrot”, Council also employs a “stick” for unrecovered trollies.

“Orange City Council has a system for dealing with trolleys that aren’t collected after a certain amount of time,” Mr Reeder explained.

“The process involves Council rangers placing a sticker on the item/trolley. After a reasonable amount of time, if it is still in the same location, we can impound it. If the owner of the trolley wishes to retrieve it, we charge an un-impounding fee,” he added.

Some Councils unhappy with the continued proliferation of shopping trollies in suburban areas have gone further with extensive fines for abandoned trollies. This has led to the development of electroniclock technology whereby the trolley’s wheels automatically lock if it is removed from the laser-perimetered precincts of the shopping centre.

While Orange Council concedes the benefit of this system — now used in many shopping centres in central

Sydney — the layout of the Orange shopping precinct doesn’t lend itself to such technology.

“Laser locks are a good initiative but can’t work in plazas with multiple parking areas like in our CBD,” Mr Reeder explained.

Another proposal is a local by-law banning anyone from removing shopping trollies from outside of a 150-metre perimeter of the shopping centre from which the trolley originated. This would allow for Council rangers and even parking officers to simply issue fines, for instance, to those seen outside of the CBD dragging a trolley-full of shopping through the suburbs of our fair town.

Council takes the problem seriously but, like many matters during the current coronavirus crisis, it seems to have dropped-back in the list of priorities in helping maintain civil public order.

“Before the current COVID-19 crisis, Council representative would talk to stores such as Woolworths about the coinoperated trolley options, but it is now a matter of people reporting them if they see them, using the supermarket apps,” Mr Reeder concluded.

“The car park has been extended on the eastern side and construction is set to begin on another secure 56-space covered car park designed for travellers who are away for several days,” Cr Sam Romano said.

“The roof of the car park will be a huge solar panel array, which will provide additional power to the airport.”

The installation of a large awning over the terminal’s departure and arrival doors will provide better weather protection for passengers, while extra features inside the terminal will offer better technology for business travellers, Wi-Fi, charging points, a large digital display screen and improved lounges for added passenger comfort.

Finn and Milly swing into action with ease Milly and Finn Elliott have certainly taken no time giving their seal of approval to upgraded new play equipment at Cook Park.

“I like it a lot better than the old equipment, that was old and rusty,” Milly said with the candour of a child.

“There’s a lot more swings to ride on than the old swings here,” Finn added, as he rushed to beat his sister’s highest swing.

After a three-week installation period, the well-used old Cook Park swings have been replaced with a new six-seat swing set fixed into a smooth rubber surface, designed to make the structure more accessible for people of all abilities.

The swing set features three standard swings, a toddler swing, a carer-and-child swing where they can swing together facing each other, and an inclusive ‘boat’ swing, a hammock-like swing for people with mobility challenges.

Orange Mayor, Councillor Reg Kidd said the closure of many public spaces due to COVID-19 was an opportunity for Council to make timely improvements to facilities around the city.

“We’re using this downtime to improve our infrastructure and it’s great to see some of these upgrades already serving the people of Orange, such as this new outdoor play equipment,” Cr Kidd said.

AUSSIE AGRICULTURE LOOKING GOOD DESPITE CORONAVIRUS While the impacts of coronavirus have been widespread across the economy, the outlook for many parts of Australia’s agribusiness sector is strong and growing with good rainfall, high commodity prices, and greater demand for healthy, home-grown Australian produce.

“There’s optimism and appetite for investment in the sector, and supporting agribusiness will be essential to growing the economy,” the Commonwealth Bank’s Regional and Agribusiness division Executive General Manager Regional and Agribusiness, Grant Cairns.

Mr Cairns says Australian agribusiness is experiencing a level of opportunity across many sectors that has not been seen for years, with favourable market conditions, good seasonal conditions in most regions, and a consumer focus on fresh produce.

“The sector has a very strong outlook – largely due to recent rainfall in many regions across the country, combined with low interest rates, increased land values, many commodity prices holding strong and market demand for our Australian produce.

“That said, we know this isn’t the case for all, and we continue to support our customers who are faced with challenging conditions, as we assist others who are looking to target new opportunities.”

Mr Cairns said many agribusinesses, particularly in the southern states, had been seeking new funding over the past few months for working capital to expand, restock, sow crops, diversify their businesses, or invest in new machinery and technology to improve productivity.

“Many producers are looking to replace their older equipment and take advantage of the Government’s investment allowance and the favourable seasonal conditions,” he said.

“Ag machinery financed through our asset finance team has seen an increase of 27 percent year-on-year, and three of the last four months have posted the strongest volumes of new asset finance business that we’ve seen in the past two years.

This signals a strong trajectory into the new financial year where our agribusiness customers appear to be increasingly confident making these capital purchases.

“Our Regional and Agribusiness Banking team recently held a live webcast attended by almost 200 farmers and

the sentiment was resoundingly positive. They’re keen to know how to protect themselves against some of the global market challenges, but importantly they’re very interested in capitalising on current opportunities.”

The business sells into supermarkets, airlines and food service across a global market. Revenue came from a 50:50 split between food service and retail – so when coronavirus arrived, sales dropped by 40 per cent almost immediately.

Mr Cairns says a growing consumer interest in the origins of food also represents a significant opportunity for agribusinesses to consider different products and new ways to take them to market.

“Because every part of the business is highly measured, we could watch what was happening and implement changes,” said owner Jeremy Haw.

“With a recent focus on food security and supermarket shortages, a light has shone on agriculture’s status as one of the most critical pillars of our economy.”

According to research from CBA’s Global Economic & Markets Research team, household spending at grocery stores and supermarkets – including spend on fresh produce – has increased considerably over the past few months, compared with the same period last year.

“Our data is telling us that spending at supermarkets and grocery stores has been consistently (each week) running about 25 percent higher throughout May and June and even this first week of July, compared to this time last year – I think this represents a real opportunity for the agriculture sector.”

“We’ve heard from many growers who see this change as an opportunity to rethink the old ways of working and consider new business models that might include consolidations, diversification and even collaborations with other producers to meet changing market demand and consumer preferences, and explore where their next opportunity might come from,” Mr Cairns said.

For example, Hussey and Co, a Victoria-based business which grows, packages and supplies gourmet baby salad leaf mixes for food service and retail sectors across Australia and internationally, has invested heavily in acquiring farms in different regions to support year-round supply.

As an example, Jeremy says his business data showed that a lot of the 1.5kg boxes of leaves they had been selling into food service were now going to green grocers. Instead of continuing to supply the bulk packs, Jeremy worked with the grocers and their agents to supply flow wrap boxes – cartons of smaller portions ready for sale. The grocers were happy to support the change, there was upside for the agents and it allowed Jeremy the benefit of selling a value-add product.

He’s also introduced a new 500g salad bag for door-to-door delivery services, which have grown dramatically in the past few months.

“We’ve now recovered 50 per cent of the lost sales,” he said.

“We’re ready now for when the next opportunity comes, and it will, 100 per cent. When you have a clear intent to grow your business, you need to be able to move when the opportunity comes. We’re looking to link with great brands, considering joint ventures and consolidations. It’s important for agribusiness to be in a position to take up opportunities to sustain the global food supply.”

Jeremy says working closely with CBA has meant he has been able to act quickly when the opportunity is right.

“The bank can see that we are highly focused and measured and that we are always looking ahead, and they’ve been able to support us at each step,” he says.

Mr Cairns said that businesses looking to diversify need access to funds to enable them to change what they produce, how much they produce and where or how they market.

“Though the international trade environment remains volatile, I think farmer confidence in many areas is at a high, and Commonwealth Bank is ready to support agribusinesses, however we can.

“It’s important that agribusinesses are able to grab opportunities that are there for the taking, and for banks to play a role in supporting them to unlock these opportunities and identify areas of growth,” he said.

Money, Money, Money… Money Makes The World Go Round!

And Clunk! And Crash! And Boom! On CONfidence!

Winning the lottery is a dream, which only comes true for a very few. It’s even more of a dream if you don’t take a ticket! But IF you do win, you’ve won fair and square, and it’s all yours to spend, how you like, when you like.

Governments spend our money – fair enough. We elect them to manage our economy, put our taxes to good use, and reserve the right to complain about mismanagement.

Tell me, aside from the obvious technological advances, what’s changed since 1790, when John Mayer Rothschild, a prominent father of private banking, said: “Permit me to issue and control the money of a nation and I care not who makes the laws.”?

Well, bankers have gradually gained control of the issuance of whole nations’ credit, making bucket-loads of money, especially out of depressions or recessions, when they simply tighten the money supply (stop lending), and call in their loans. Technology, communications and computers have made it SO much easier to control, and so much easier to explode the amount of credit issued. On top of that, they’ve dreamed up all sorts of ways to leverage this power, like derivatives, hedging, junk bonds etc.

Last week, I wrote about the Golden Rule – he who has the gold, rules. I explained how the money of the nation was once tied to the value of gold, but that over the years, nations have been persuaded by supposedly reputable organisations like the UN, the IMF and World Bank to go off the gold standard, sell their gold reserves, and basically allow private banking institutions to take over the role of issuing the credit of the nation. What a lot of people don’t know is that many of the IFI’s, or International Financial Institutions, like Goldman-Sachs, JP Morgan, CitiBank etc are all invited, and sit, at the table with the IMF and World Bank making policy which is disseminated globally as “world’s best practice.” Nations then “comply” and today we have a central bank/debt system.

Something happened in April “for the first time ever” – according to an interview on ABC’s PM program (6/4/20).

To accommodate the Covid19 shutdown, our Reserve Bank has “created money out of thin air to prevent economic disaster.”

To do this, we’re told, the Reserve Bank (RB) is “expanding its balance sheet” - by “adding extra digits on a computer screen – a few strokes of the keyboard.” … It puts more money into the system and that comes through the banking system.” The RB creates the credit, buys bonds off “organisations” (read banks and financial institutions), “the organisation gets the money, and that’s basically what quantitative easing’s all about”.

After interviewing 3 economists (one previously a RB economist), the ABC’s Business Reporter enlightens us “it’s going to add it in digits in terms of its computer screens, and that’s really important because, if you add fresh concrete money, you can’t withdraw that from the system, but you can withdraw digital money from the system.

The Federal Reserve did that during the Global Financial Crisis, and the Reserve Bank will do that, so they’ll literally withdraw the money at the end of the crisis.”

Hmmm. Are we looking at a withdrawal of the money supply after this? That would mean banks foreclosing on homes and businesses – you know – all those who’ve perhaps delayed their payments?

Don’t get me wrong, I’m not against a nation creating its own credit – quite the opposite. What I am against is allowing the PRIVATE banks to create a nation’s credit and skim the interest and fees off the productive capacity of the real workers of the nation. There is a BIG difference here.

Private banks can manipulate the system, making $quillions. A nation’s bank, like the Commonwealth once was, doesn’t have to make a profit for shareholders, because it’s working for the nation’s citizens. It can issue credit to build dams, hospitals, roads or whatever it requires. Once the dam, hospital or road is built, THEN the credit can be withdrawn, BUT the nation now has an ASSET, yet all along the way, suppliers and workers have been paid. There is no crunching recession.

Harking back to last week, if our money is tied to something tangible, such as gold, silver, or even a basket of commodities, then that’s OK. As it is, there’s a whole market making money off our “floated dollar” - no longer

just the means-of-exchange, but sharing a split personality as a commodity too.

The “means-of-exchange” dollar is competing directly with the “commodity.”

Once, our Commonwealth Bank, aptly named as it was for the common wealth of the Australian people, used to act as our Reserve Bank. Every State had their own banks too, but States have ceded their banking rights to the Commonwealth, which is both unconstitutional, and treason against its citizens.

Why? Because a State, in ceding its power to issue its own State credit, has ceded control to our “Big Four” PRIVATE banks which now have control, and ISSUE the nation’s credit, backed by the Reserve, which underwrites their illegitimacy. (We pay the interest on it too, and more taxes to pay government interest.) For example, in the GFC, these banks were considered “too big to fail” and underwritten by the taxpayer (Govt). Yet, when Mum & Dad companies, mortgages or farms had financial issues because the money supply was withdrawn, they were foreclosed on.

No such underwriting for them – but the banks ended up with the assets, thence sold, and the “money,” becoming a “deposit” again, lent back into the system as a new “debt,” or “withdrawn” to reduce supply, as the case may be.

My concern is that this RB issue is more in cahoots with the banks, who will profit grandly from this, as opposed to being something where the nation’s citizens benefit in the longer term.

What “bonds” are the banks selling to the RB? Your mortgages? When it’s called in are the banks going to sell your mortgages up? It would do us well to heed the words of Thomas Jefferson way back when: “If the American people ever allow private banks to control the issuance of their currencies, first by inflation and then by deflation, the corporation that will grow up around them will deprive the people of all their property until their children will wake up homeless on the continent their fathers conquered.”

WE CAN DO better with BOB HOLLAND This week I want to turn the spotlight on us, because we can do so much better with Newswatch as well.

Conversations: We all love a good chat. Whether that is at the pub over a beer or around the kitchen table with a cuppa, we all love a good chat.

Conversations range from the superficial chatter about the weather and footy scores, to current events, to sharing struggles about life and fears.

Conversations are formative. You might think back to the conversation you had with your teacher at school, your coach, your parents, your spouse. Those conversations shaped who you are. Those conversations set you on a path. Part of what makes conversations so powerful is knowing that you are being heard.

When you sit down with someone for a chat, you want to know that they will listen to you and understand you. That they will sympathise with you. We love a good conversation. Loneliness can be so crippling because we have no one to talk to. Whether it is the widow who has lost her best friend or the parent at home who is feeling starved of adult conversation. With no one to talk to, loneliness can be crippling. Who can you talk to if you have no one to listen to you?

Who can you talk to when you are not being heard? You can talk to God. The idea of prayer might sound strange to you. It may seem foreign. But prayer is so powerful. When you talk to God, he listens. When you talk to God, he hears you. There are a lot of misconceptions about prayer. Some think that you have to know the right words to say. That is simply not true. God will hear your words as they are. Some think that you have to be good enough to pray. Not true. If that were true, none of us could pray. You can talk to God just as you are with the words you have and he will listen to you.

In the book of Psalms it says: In my distress I called to the Lord; I cried to my God for help. From his temple he heard my voice; my cry came before him, into his ears.

God hears you when you pray. Not only does God hear you when you pray, but he will also answer you. So why don’t you try praying? Why not try and have a conversation with God? You may be surprised. It may just be the most important conversation you will ever have.

Although we’re still in the early stages of developing Newswatch and having to do this while contending with the financial effects of Covid-19 in the process, I still have ambitions to do so much more with our new local newspaper.

Until now we have been concentrating on simply getting off the ground and seeing what the initial reaction from the community would be. On that I can say, we’re very encouraged so far and many of the very early questions we may have had have now been answered. From here, it’s a case on onward and upward.

I’m particularly keen to expand the variety of subject matter, and I’d like to put that out there now to see who may be interested in contributing in some way. Basically, I’m looking for people capable of writing engaging or entertaining articles on specific topics, who could be interested in writing for Newswatch on a casual or regular basis, and depending on the circumstances, possibly on a paid basis. If your skills also include being able to take good photos, all the better.

The areas that I want to develop include sport, business news, health news, and someone specifically to write on matters

that will be of particular interest to seniors.

If anyone reading this would like to discuss the opportunities I have in mind, or maybe has some other innovative ideas for Newswatch, I’d love to hear from you. We have a strong advertiser base in our signature publication Orange City Life and we don’t want to jeopardise that, however Newswatch probably does offer a slightly different type of audience, possibly even readers who are more interested in genuine news items rather than the type of stories that we run in Orange City Life. Either way, between the two our combined circulation is now over 17,000 each week, plus our online readership. Not too many regional publications can claim genuine numbers like that.

I’d be failing in my duty if I didn’t use this opportunity to also try and encourage more businesses to talk to us about what we can do to help them with their press advertising. I can assure you that no other local newspaper comes within a bull’s roar of us when it comes to individual readers, quality, influence and overall circulation.

Like I said at the beginning, we too can do better, and it starts now.

New era for classic Orange business Long-established local florist Classic Country Rose was always an obvious candidate for our Roll of Honour, but just this past month business owner Sheryl Lewis has taken a bold step, leaving behind her bricks and mortar store of 35 years and embracing a digital future.

“The COVID virus was the icing on the cake, but I had been thinking about it for the last couple of years,” said Sheryl, who at the end of May closed her Sale Street storefront and transitioned to online and phone sales only business operating out of her home.

Being a destination shop, Classic Country Rose was never a business that depended upon passing foot traffic and over the past two years Sheryl had noticed fewer sales being done instore.

“You could see that it was something that was happening,” said Sheryl. “We are all time poor. People are so busy that they get online of a night-time and do a lot of ordering then or they use the phone… people just don’t have the time to be wandering around anymore.

“Before COVID, I think online and telephone was 75 per

cent of my work and then once the virus hit, our average for March, April, May was two people in the shop per day, but we were doing a huge trade!”

The lockdown due to the coronavirus has actually seen a huge uptick in flower sales, said Sheryl, with people unable to meet in person sending bouquets instead.

“Say the girls wanted to go out for lunch for somebody’s birthday, well they couldn’t do it with all the restrictions, so they send flowers,” she said. “And people had so many restrictions on funerals so they would send flowers instead.”

Still, even with a busy online trade, Sheryl said it was with some trepidation that she closed her store.

“If you said I would do this even five years ago, I would have said, what a load of rot! I would have thought you were mad, that’s how much I was anti the idea!”

But just as flowers and styles of bouquets come in and out of fashion, Sheryl that in business you also have to change with the times.

“You’ve got to be progressive and look at what works and what doesn’t,” she said. “While I made the decision quickly, I didn’t make it lightly.”

Sheryl is also very much aware that flowers are a luxury item and with so much economic uncertainty due to the coronavirus, she considered is wise to reduce overheads.

“My whole idea is to work smarter and not harder and at the moment things seem pretty good,” she said.

“I’m not too sure what I expected, it was a pretty bold move, but I’m incredibly busy and it seems to be going pretty well.”

BOB: You’re also heavily involved in the Put Orange First Group, a group that I played a part in getting started. It seems to me that this group, despite a lot of effort and great ideas, is still not being taken seriously by others like Council, Orange 360 or the Business Chamber. Do you agree, and if so, why do you think that is?

AMANDA: This should be interesting, let’s give it a go.

BOB: I’ve been pretty critical of the way our Councillors have been handling themselves at recent Council meetings and I know you’ve been watching recent meetings as well. What’s your impressions, have I been too hard on them?

It would be good for the community to understand what a good Council meeting should look like. I have attended many Council meetings in many places and they can be quite painful! The 2017 Office of Local Government Councillor Handbook describes how Council meetings should work:

AMANDA: Some Councillors handle themselves better than others, and the recent Zoom meetings have highlighted that many Councillors are not clear about meeting procedure and do not follow meeting discipline. It may just be that the microphones are all on at the same time which adds to the muddle. Regardless of whether the Council meetings are held on Zoom or in the Council Chambers it is noticeable that some Councillors appear not to have read their business papers; some Councillors feel that they should say something on every topic even when they have absolutely nothing to add to the discussion; some Councillors speak with absolute assurance about issues when they are just plain wrong and it seems that a number of our Councillors are more concerned about themselves than the community they represent. That last comment is a reference to Councillors giving themselves 3 extra weeks to develop the budget and giving the community no extra time to comment on the budget and no additional ways of engaging people during the COVID-19 lockdowns.

It is my experience that good leadership, developing

‘Council meetings are important because they are the mechanism through which councillors make decisions regarding policies and programs of the council to meet the needs of the community. Decisions of a council can only be made by resolution at a properly convened meeting.

Councillors are expected to attend all council meetings and all meetings of any committee of which they are a member, unless leave is sought and approved. Councillors need to do a good deal of reading in preparation for meetings. A decision supported by a majority of the votes at a meeting of the council at which a quorum is present is a decision of the council.

As all council decisions are made on a majority basis, councillors need to understand the meeting process and the need to work as a team to get the best outcome for the community. For this, councillors need good communication skills to state their position as well as a willingness to listen to diverse views and compromise when necessary.

The success of meetings depends on councillors working as a team, respecting diverse opinions and allowing all points of view to be heard. Meeting success also depends on following good meeting practices.’

AMANDA: In the early days of Put Orange First we did debate whether we should formalise as an incorporated organisation and decided not to because of the plethora of organisations that already exist with similar objectives.

Following the Put Orange First Small Business Ideas Forum a year ago, we consulted with various stakeholders and asked Council to bring together the organisations like Orange 360, Business Chamber, BizHQ, and Council’s own Economic Development Committee quarterly so that we could make a greater impact working together with agreed direction. This has not happened and Council now has an additional group – the COVID Rebound Committee. This response seems more about ensuring everyone is included so nothing negative is said, rather than showing leadership.

However, some of the Put Orange First proposals have been taken on board. Our ‘Orange is the Happiest Colour’ flags were developed by Jack Evans, with local business sponsorship, and flown in Summer Street. The idea was to continue to fly them until a seasonal promotion needed the flag poles, so they’ll be up again soon and then make way for FOOD Week flags.

As I mentioned last week some proposals from Put Orange First are included as projects in the Future City proposals including a City Place Manager.

AMANDA: I agree with a lot of your report and disagree with some of it. Essentially, we are both concerned about the lack of leadership and direction from Councillors and the lack of forward momentum for Orange. I am not sure whether this is a result of the preferential voting system for local government elections or the local politics of Orange, but it seems that some Councillors are elected through name recognition when people arrive at the polling booths, and other candidates are keen not to offend anyone. Preferential voting is a complex system. At the 2017 election there were 88 candidates in the election and the final 4 (Jeff Whitton, Scott Munro, Stephen Nugent and Glenn Taylor) were elected at the 80th count.

BOB: I also know a lot of people agree with me in thinking that the amounts of money Council pays for certain projects is way over the top. Examples are $13,000 to design a simple welcome to Orange sign, $200,000 for a toilet block the size of a large garden shed, $800,000 for a kiosk/toilet at the Showground Naylor Pavilion and millions for basic roundabouts. How can the public have confidence in our Council’s judgement and know that that these prices are fair and appropriate?

As we know, part of the role of a Councillor is to represent communities, so putting your ideas to a Councillor is another way to get initiatives into the Council machinery for consideration.

Changes to the Local Government Act and Councillor remuneration are emphasising the leadership role of the Mayor, and certainly that should be expected of our Popularly Elected Mayor.

BOB: You often talk about Community involvement, that makes me think of the Orange Ratepayers and Residents Association. This organization has been around for quite some time and has had its problems in the past. I think they could and should play a vital role if they could get enough community support. Do you have any experience about somewhere that had a strong and influential ratepayers group?

Where I disagree with you is describing the skills that Councillors need as business skills. We need people with different skills and backgrounds who are representative of the community that elects them, to be elected to Council.

I worry that describing the skills needed as business skills might deter some people from standing for Council when their contribution would be greatly valued.

The peak body Local Government NSW has developed a Capability Framework for Elected Members that describes the skills needed by Councillors and Mayors.

The skills identified are:

GOSLING CREEK IS CHANGING T H E FA C E O F AG ED CA R E

AMANDA: Orange City Council has more than 20 Community Committees that should be where community members are able to put forward ideas that are then considered by Council, however, there does not seem to be a procedure for bringing initiatives forward for proper consideration. I sometimes think that the purpose of Committees is to keep everyone busy and prevent open criticism of the Council. I do think initiatives should go through a proper process as I thought it very unfair that Councillor Glenn Taylor brought up a proposal to spend $50,000 on a project at the very last stage of budget consideration after community engagement had finished. This was voted through with no evaluation.

AMANDA: I can’t really comment about these costs as I don’t know enough about the projects. They certainly sound expensive, but councils have to follow procurement procedures set by the NSW Government, so should achieve good value for money. I don’t know whether the projects are overly demanding (I don’t think that is the case with the Robertson Park toilet block) or are subject to unusual market conditions, so I think more information is needed. I do congratulate Orange City Council for improving its buy local policies recently.

BOB: Over the years, I and others have put up some great ideas for initiatives in Orange, only to see them get brushed aside with little or no real evaluation. My judgement has always been that the people making such decisions have little idea of what they’re dealing with.

How can we get Council to better evaluate and consider ideas that clearly have merit?

AMANDA: Th ere are often Progress Associations for parts of local government areas. I recall when I worked in Rockdale in Sydney there was a Progress Association for part of one of the wards. Th e representatives wrote often to Council and had meetings with the Mayor and General Manager, so were listened to. It was a ward that included Wolli Creek that was a rapid growth area and they kept Council informed of important issues like community safety.

Other Progress Associations in NSW include Willoughby Council Progress Association, which included another major growth area and acted on matters of general concern to the whole Willoughby community. Key issues addressed in recent years include Willoughby City’s Civic Place project, traffic and transport, improvements in community health services (particularly mental health). Th ere is also a Wollembi Valley Progress Association. Areas that feel they are being neglected often form Progress Associations, so I guess one of the equivalents here would be the Spring Hill & Surrounding Districts Consultative Committee.(SHSDCC).

Medical use of cannabis-based oils to alleviate a range of ailments is one of the recent innovative uses of this drug.

Helping health professionals and consumers navigate the evidence-based information about medicinal cannabis is the aim of a new portal developed by NPS MedicineWise.

The portal aims to provide new information explaining the regulatory framework and process to access medicinal cannabis for both consumers and health professionals and provide summaries on the latest evidence for medicinal cannabis.

NPS MedicineWise’s Associate Professor Steve Morris believes that there is a lot of interest in how cannabis can be used as medicine and the best way to navigate the online information which can be a daunting task. “Medicinal cannabis is a medicine that Australians want to know more about,” said Assoc Prof Morris.

MORE PEOPLE COULD DIE DAILY FROM HUN INTERNATIONAL CHARITY, OXFAM IS WARNING THAT HUNGER LINKED TO COVID-19 COULD KILL AS MANY AS 12,000 PEOPLE A DAY BY THE END OF THE YEAR.

The forecast is in a new briefing, “The Hunger Virus” which estimates that 122 million more people could be pushed to the brink of starvation this year as a result of the social and economic fallout from the pandemic, including through mass unemployment, disruption to food production and supplies, and dwindling humanitarian aid.

Ten extreme hunger hotspots — that account for 65 per cent of people facing crisis level hunger — were identified: Yemen, Syria, Ethiopia, South Sudan, Democratic Republic of Congo (DRC), Afghanistan, Venezuela, the West African Sahel, Sudan, and Haiti.

The briefing also highlighted: • eight of the 10 extreme hunger hotspots are also affected by high levels of violence and insecurity.

Oxfam Australia Acting Chief Executive, Anthea Spinks, said it was clear that not even Australians were safe from the flow-on impacts of this health crisis, particularly hunger.

“We’ve seen that this virus has exacerbated the extreme inequality that exists in our society, no matter where in the world you may happen to live,” Ms Spinks said.

Newcrest funds face-mask fit testing unit for hospital

The fact that not all facemasks are of equal efficacy in how they fit is one of the hard-truths that has been discovered during the coronavirus crisis.

Newcrest Mining is helping Orange Health Service overcome this efficiency disparity with the recent donation of a $40,000 “PortaCount” machine which tests the fit of facemasks used by medical staff in managing COVID-19 patients.

The donation follows Cadia’s recent rollout of a successful face mask fit testing program using the same machine to ensure that their workforce were effectively wearing their respiratory protection.

When the COVID-19 crisis began, the need for effective respiratory protective equipment (RPE) became vital, particularly in the medical sector.

The pandemic has shown that, as well as providing the right RPE, it is also important that each unit is fitted properly to provide protection from airborne contaminants containing the virus.

To help overcome this problem, Newcrest loaned their own testing machine to Orange Health Service and also provided a “trainthe-trainer” program to enable an in-house fit testing program for medical staff.

The new machine was recently delivered to the hospital during a visit to the temporary fever ward by Newcrest’s Chief Executive Officer, Sandeep Biswas.

“This recent information sharing between Newcrest and NSW Health quickly identified an opportunity for the hospital to own their own machine and conduct regular fit testing for their medical staff,” Mr Biswas said.

“We are pleased to be able to facilitate this through the Newcrest Community Support Fund.

“The health and safety of our people, their families and the community is of the greatest importance to us and we value the important role our local health care workers play in keeping our community

safe and healthy, particularly during these unprecedented times.

“I am really pleased that we have played a part in ensuring the safety of the frontline medical staff, while they continue to work tirelessly to ensure our community remains safe,” he added.

Orange Health Service General Manager, Catherine Nowlan added that the machine will provide long-term benefits to the hospital in protecting health staff from respiratory hazards well beyond the pandemic.

“We are grateful for Newcrest’s partnership in providing the training and donation of a PortaCount machine for the ongoing use of the Orange Health Service,” she said.

“It’s very reassuring to know that our staff have correctly-fitted respiratory equipment to reduce the risk of COVID-19 transmission within the hospital and the wider community,” Catherine said.

The respirator fit-testing equipment is a specialised machine that measures realtime fit while the user performs a series of moving, breathing and talking exercises designed to simulate the same movements made in the field.

“It’s alarming that while the needs continue to grow exponentially, the support for people living in countries without a social safety net is stagnating, with just a fifth of the Global Humanitarian Response Plan funded.”

Women, and those who live in households headed by women, are more likely to go hungry as they are already vulnerable because of systemic discrimination that sees them earn less and own fewer assets than men. They also make up a large proportion of groups, such as informal workers, that have been hit hard by the economic fallout of the pandemic, and have borne the brunt of a dramatic increase in unpaid care work as a result of school closures and family illness.

Since the pandemic began, Oxfam has reached 4.5 million of the world’s most vulnerable people with food aid and clean water, working together with over 344 partners across 62 countries.

The Government recently-announced restrictions to telehealth and telephone consultations to a patient’s usual GP, starting July 20, with exemptions for infants (under 12 months), people experiencing homelessness, and people in COVID-19 hot-spots.

RACGP President Dr Harry Nespolon welcomed the reform as key to ensuring the community receives the highest quality care.

“I am pleased the Australian Government has acted on our advice and limited telehealth and telephone consultations to a patient’s usual GP — this will ensure telehealth is not exploited and the community receives high-quality care.

“This change is about ensuring patients receive the highest quality care. The evidence shows patients who have an ongoing relationship with their GP report higher levels of satisfaction and better health outcomes — which helps keep patients out of hospitals. Good primary care saves lives and money in the long run.

“GPs and their practices are committed to providing ongoing care to their patients, even if a patient is new to the clinic, there is a commitment to continue to take care of the patient and whatever concerns they have beyond the initial contact.

“I urge all patients to use telehealth or telephone services connected to their

usual GP or clinic. If you consult with your usual GP you will receive care informed by your medical history, and they can offer face-to-face consultations when needed.”

Dr Nespolon said the reforms came after the RACGP warned about the rise of corporate telehealth pop-ups, offering inferior health services.

“With the expansion of telehealth, we were very concerned to see the proliferation of corporate telehealth popups, offering low-value services.

“These businesses promise a ‘quick fix’ for patients but there is no commitment to the ongoing care of the patient — the doctors won’t know the patient’s medical history or have a connection to their clinic.

“The RACGP advocated strongly for expanded telehealth and telephone consultations to decrease the risk of COVID-19 spreading and make care more accessible for patients.

“But increasing access to care should never come at the cost of patient health and safety, which is why we welcome the Government’s reforms.

“The RACGP is strongly in favour of retaining telehealth and telephone consultations beyond the COVID-19 pandemic. We will continue working constructively with the government on this to ensure patients continue to have access to flexible, comprehensive care.

“In the long-term, telehealth and telephone consultations will make a real difference for all Australians, particularly for those in rural and remote areas where geography is a barrier, or who have difficulty leaving their home, such as older people or those with disabilities,” Dr Nespolon concluded.

Clean start to winter sports with new sanitiser “bollards” After a long lay-off — as any sportsperson knows — it’s important to make a clean start to the new season.

Newcrest Mining is helping achieve this with recent donation of 100 hand sanitiser “bollards” for sporting and outdoor recreational areas in the region including at Brabham Sports Fields.

n Scoring runs for local sport, Federal Member for Calare and Minister for Decentralisation and Regional Education, Andrew Gee, Orange Mayor, Cr Reg Kidd, and Cr Jason Hamling welcome the announcement of new seating for the Wade Park grandstand.

Tired old plastic seating in the Wade Park grandstand is to be replaced with new flip-up seats through a $100,000 grant from the Australian Government.

The funding will go towards replacing the grandstand’s faded blue plastic seating with modern, flip-up seating which will increase the ability for both spectators and cleaners to move in between seats.

Federal Member for Calare and Minister for Decentralisation and Regional Education, Andrew Gee, recently announced the funding in a special ceremony at Wade Park.

“Wade Park has a long history as a key sporting venue here in Orange,” Mr Gee observed.

“It’s been the scene of many memorable sporting battles and this funding will help it play host to them for many years to come.

“It has hosted AFL teams, A-League soccer games and Big Bash cricket clashes, as well as a multitude of local sports.

“These funds will also ensure a day at the footy or cricket will be a little more comfortable with an upgrade to the grandstand seating.

“Hopefully our region will remain COVID-free

so that real spectators can enjoy the comfortable new seating rather than the cardboard cut-outs that have appeared at so many sporting events recently!” Mr Gee said.

Orange Mayor, Councillor Reg Kidd has welcomed news of the grant as a boost for sports facilities in Orange.

“It’s good to be working in partnership with the Australian Government to improve the quality of key sporting facilities in Orange,” Cr Kidd said.

“Wade Park is Orange’s main sporting venue and the grandstand plays an important role in attracting spectators for sporting events.

“The council has a long-term plan to continue to upgrade Wade Park. Work is going very well on the new cricket Centre of Excellence. Last year we were also able to upgrade Wade Park’s turf cricket practice nets,” Cr Kidd said.

“We’ve ordered 700 new seats for the grandstand. The existing seating has done very well since we bought them second-hand from the SCG about 15 years ago.

“Council has also added some extra funding on top of the grant and we’ve appointed a contractor to do some painting,” Cr Kidd said.

It is expected the new seating will be installed later this year.

The donations are valued at more than $60,000 and are part of Newcrest’s $20M Community Support Fund which has been established to assist their local communities cope with the challenges associated with the COVID-19 pandemic.

The heavy-duty foot activated dispensers are currently being installed and stocked with hospitalgrade hand sanitiser across various entry points to sporting venues in preparation for the return of most team sports over coming days.

Newcrest’s Managing Director and Chief Executive Officer, Sandeep Biswas, who was in Orange to hand-over the hand sanitiser bollards, said that the hand hygiene initiative is just one of the ways that Newcrest is assisting the community in the economic and social recovery from COVID-19.

“The roll out of the bollards has been made possible thanks to our ongoing partnership with the local councils, which will provide the general repairs, maintenance and refilling of the bollards as part of the general maintenance of the sporting areas,” Sandeep said.

Orange Mayor, Councillor Reg Kidd also welcomed the donation of the bollards.

“This initiative is a simple way that we can assist in providing greater hand hygiene in public places, create safer community places for all users and increase public awareness to prevent the spread of COVID-19 at sporting and outdoor recreational areas,” Sandeep said.

“Newcrest Mining are good corporate citizens for the communities of the central west,” Cr Kidd said. “Whether it’s a small donation to a community group or a project like this which will help families using a sportsground to stay safe, Newcrest are willing to help out.”

Why not use Cr Nugent and Mr Jones’ responses as the basis for an article countering Cr Romano’s assertions?

(re: Newswatch, City Watch July 2) I am a property owner in one of the proposed zones (Glenroi duration cottage). I believe that this heritage rubbish would be a very irresponsible mistake. Why restrict hard workers coming in buying and renovating these properties for family homes? They are pathetic excuses of homes as they stand. Why not move forward and build and clean up the are? Why should councils have the power to dictate what we do with our hard-earned properties? These properties are not supposed to be standing, they were built as temporary accommodation for a start. I cannot understand any of this being regarded as even close to common sense.

There is a new hospital, bypass and other development proposals to come as well, why keep Glenroi a slum? Open the doors and let people turn the area into what we want to make it. How are people meant to oppose this when we can’t make Councils midday meeting?

I would like to suggest that as we move toward, and into, 2021 your publications could serve as a non-partisan platform to shine a light onto the varied and viable alternative candidates for valuable representation on Council.

Dear Bob I write to congratulate you on your Special Report “No Guts, No Glory” – it explores the problems and challenges facing OCC well, but you should be careful to distinguish between the roles of elected councillors and those of OCC staff.

Nevertheless, it is clear that Orange needs new blood on Council and that opportunity should return in September 2021. Time on Council does not automatically equate to quality contribution. Some Councillors have been there for so long that it has become fundamental to how they see themselves and contribution to Orange’s growth is secondary, if at all.

It is known that Amanda Spalding has indicated her intention to stand for Council.

There are also other individuals contemplating such a move. Given that about 51% of the population is female, it is not unreasonable to expect a Council to have at least 3-4 female Councillors.

It should be noted that not all Councillors are derelict in their responsibility to be informed (i.e. having at least read the business papers prior to each meeting) and participate in intelligent debate, but unfortunately their contribution is lost in the swamp of ignorant, and sometimes stupid, comment that passes for debate.

However, there seems to be an obvious imbalance in the attention NW gives different Councillors.

If NW wants to stick with “Balance” as one of its core tenets, then more work needs to be done to ensure it is just that - balanced.

We will not get the progress you have identified if most of the present incumbents remain on Council. We must not lose this chance to elect new talent, diversity and comparative youth as Councillors.
