The Burnham Government: what comes next for road transport?

or Britain’s truck, bus and coach operators, a change at Number 10 inevitably raises one question: what happens next?

Andy Burnham has been prime minister for less than two months, so it would be premature to suggest that a completely new road transport rulebook is already taking shape.

But the direction of travel is becoming clearer.

His government has put devolution, greater local control and reform of public services at the centre of its agenda, with transport featuring prominently.

Buses provide the most obvious example.

Burnham has announced a £2 cap on single bus fares in England from January 2027 and backed greater public control of local bus networks. This builds upon powers already contained in the Bus Services Act 2025, which make franchising easier and give local authorities considerably more influence over how networks are organised.

For truck and coach operators, however, some of the biggest questions remain unanswered.

The Government inherits proposals to introduce Euro 7 for new trucks, buses and coaches, alongside work on future HGV CO² regulation and the transition towards zeroemission vehicles. A zero-emission HGV and coach infrastructure strategy also remains an important part of the policy landscape.

What matters now is whether Burnham continues those policies unchanged, modifies them or uses his wider programme of devolution to give regional authorities greater influence over freight, buses, coaches, road space and infrastructure.

There is therefore no suggestion that operators should expect an overnight regulatory revolution. But neither should the industry assume business as usual.

A government promising to “rewire the state” could ultimately rewire parts of road transport with it. For an industry built around long-term investment decisions, what Andy Burnham does next may matter considerably more than what he has inherited.

New crash tests look at safety after rear-end truck accidents

New tie-up helps transport firms with safety and compliance regulations

series of crash tests has been organised by National Highways after it discovered a serious risk on England’s motorways and major A-roads.

Organised with Euro NCAP and other European road safety organisations, testing focused on rear-end collisions involving heavy goods vehicles (HGVs), specifically where a smaller vehicle – typically a car – strikes the back of a truck.

Official road casualty statistics show that HGVs made up 10% of traffic on England’s motorways and major A‑roads in 2024, yet they were involved in 19% of collisions where people were killed or seriously injured. Rear-end shunts were the most common incidents, accounting for 39% of all HGVrelated collisions in 2024.

In the same year, 160 collisions involved a smaller vehicle hitting the rear of a HGV, with 18% of all serious or fatal HGV-related casualties resulting from this type of collision.

Sheena Hague, director of road safety at National Highways, said: “Collisions where smaller vehicles run into the back of HGVs can have devastating consequences.

“This testing helps build a clearer understanding of how and why they happen, so we can work with our partners to take practical steps to prevent them or reduce their impact.”

She added: “The freight industry is a vital part of our economy, and we work closely with hauliers and others

To explore how vehicle safety measures perform in real-world conditions, National Highways worked with Euro NCAP on two sets of tests in February and March this year.

Testing was carried out alongside Sweden’s national transport authority and Germany’s Allgemeiner Deutscher Automobil Club (ADAC) – Europe’s largest automobile association – after all three organisations independently identified similar concerns regarding rear-end collisions.

The first test looked at how

Cultural change is the catalyst for good risk management The partnership will see the two organisations work together to help logistics businesses identify potential risks before they escalate, while supporting operators in developing stronger safety and compliance standards across their fleets.

Jemma James, Logistics UK’s director of partnerships, said: “We are delighted to be working in a strategic partnership with AXA to help increase risk awareness, and to support with various measures before they escalate,” she said.

James added that AXA’s experience in risk management and

avoidance would provide additional support for fleet operators as they work towards safer and more compliant operations.

The partnership will focus on helping businesses take a proactive approach to fleet risk, rather than simply responding to incidents after they occur.

For fleet managers, this could include identifying areas where operational practices, driver behaviour, vehicle use or compliance processes could expose a business to unnecessary risk.

AXA UK’s head of fleet risk engineering, Mark Sutcliffe, said the partnership would promote a wider industry approach to risk management.

“Logistics UK’s belief in cultural change being the catalyst for good risk management aligns fully with our approach,” he said. Sutcliffe added that Logistics UK’s resources, expertise and influence would help AXA work with clients to develop robust risk management programmes. ❚

Fleets miss major chance to save cash Fleet operators may be overlooking one of the biggest drains on efficiency by focusing on vehicles while they are moving rather than when they are standing still, according to Dawsongroup Vans.

The commercial vehicle provider said unnecessary engine idling, underused vans and long periods of inactivity between jobs can create hidden costs through wasted fuel, avoidable maintenance, emissions and lost productivity. As more

businesses introduce electric vans, understanding utilisation patterns has also become increasingly important for managing charging demand and operational efficiency.

Gary Henry, sales director at Dawsongroup vans, said: “Fleet inefficiency is not always obvious.

A vehicle can appear available and operational on paper, but if it is spending large parts of the day sitting idle, the business is still carrying the cost without getting the productivity back.” ❚

Bretts Transport completes rollout of four-way camera systems

S

torage and distribution specialist Bretts Transport has completed the retrofit of four-way camera systems across its fleet. Working in partnership with fleet safety technology provider Fleet Focus, Bretts has now equipped 24 vehicles with cloudconnected four-way camera systems, with a further 18 vehicles due to receive the same technology as part of the company’s fleet replacement programme later this year.

The 18 new vehicles joining the fleet later this year will also be equipped with AI-powered driver-facing cameras to provide an additional layer of risk mitigation and support safer driving practices.

The investment builds on Bretts’ existing relationship with Fleet Focus that began in 2023, when the company initially supported Bretts in meeting the latest DVS Progressive Safe System requirements.

Each vehicle is fitted with a four-way system, which includes a forward-facing road camera, nearside and off-side blind spot cameras, and a cab-facing camera, providing comprehensive visibility around both the vehicle and in the cab.

The company will also have access to Fleet Focus’ platform, which provides cloud-based access to footage from any location and any tablet or mobile device, allowing for quick retrieval of downloadable realtime video evidence quickly following an incident.

Electric vehicles more pricey to fix New analysis has shown that when electric vehicles are involved in crashes, the cost of repairs is 19% higher than for equivalent diesel vehicles. And they are off the road for nine per cent longer while being fixed.

That’s according to new analysis from AX. Figures from the Association of British Insurers (ABI), have previously suggested that EVs are 25% more expensive to repair than ICE vehicles.

AX says that, while EVs are mechanically simpler than most ICE cars, the overall repair burden is higher, placing a greater repair strain on the UK accident repair sector, which results in increased costs for fleets and insurers.

Scott Hamilton-Cooper, chief commercial officer at AX, said: "The growth of electric vehicles is creating new opportunities and challenges for the accident repair sector." ❚

Survey reveals worst satnav gripes Transport managers who equip their vehicles with satnav units in a bid to improve their company’s performance will be concerned to learn that a new RAC survey has found but just one third (35%) of drivers have a high degree of trust in their device, and many have taken matters into their own hands to reach their destination sooner.

The findings suggest many drivers are constantly disregarding directions and following their gut instinct in a bid to beat the oftenexasperating ETA. And for eight in

10 drivers (84%), the gamble paid off as they managed to get to their destination quicker than what their sat-nav predicted.

The survey, which polled 1,601 drivers in the UK, found that 91% use a sat-nav, with 8% steadfastly using one on every journey, 30% on most trips, and 53% using it occasionally. Popular sat-nav gripes included users complaining that their devices don’t always detect upcoming traffic jams (52%), as well as getting sent down small, narrow roads (44%). ❚

Survey shows decline in confidence by electric vehicle drivers

Using a smartwatch could lead to legal trouble

n a disturbing new survey, it has been revealed that the confidence of EV drivers in making long distance journeys has declined year on year amid concerns about public charging.

The second-year report of the EV driver behaviour and attitudes tracker, commissioned by the Department for Transport (DfT) from Ipsos, is based on a survey of EV and plug-in hybrid drivers.

EV drivers were less likely to recommend an EV to a friend declined compared with year one from 64% to 58%, with concerns including unclear pricing (named by 56% of those surveyed), too many chargers believed to be out of service (50%), and insufficient provision to meet demand (50%).

The most-desired improvements to the public charging network were found to be cheaper prices (51%), quicker charging (42%) and improved reliability (26%).

The biggest factors in ensuring EV driver confidence in long trips were found to be EV driving range (29%), the availability of charging along the route (21%) and the ability to plan the route in advance

(14%). The survey also found that EV drivers were less likely to recommend an EV to a friend or colleague than a year earlier, down from 88% to 82%, while the figure for PHEVs fell from 83% to 75%.

Environmental concerns were found to be less of a motivating factor for EV drivers than previously, which the report said suggested a change in profile away from early adopters in a maturing market.

The research also found that compared with the previous year, drivers were more likely to consider used EVs and PHEVs, which the report suggested may be due to greater availability of used vehicles on the market.

The overall proportion of UK adults driving an EV was found to have increased year-on-year from 6% to 8%.

Drivers need to be mindful that being distracted by a smartwatch is an offence handheld phone behind the wheel, which carries the penalty of six points and a £200 fine.

Touching, looking at and using voice command on smartwatches might seem harmless enough, but are all still potential causes of distraction.

Among the RAC’s study, 13% admitted to using a smartwatch by touching it, while 12% use voice commands only – 9% do both, but without further clarity these drivers cannot be sure whether they are committing an offence.

More than half (56%) of drivers with smartwatches use their devices on at least ‘most’ journeys

with the remainder using them ‘every now and then’. When it comes to what drivers use them for, checking the time is clearly the most common action (81%), while viewing notifications (50%), checking their location (42%) and making or receiving a phone call (40%) are also popular.

While the definition of ‘using’ a smartwatch while driving might be unclear, the potential for distraction is not – and the law reflects that. If a smartwatch clearly distracts someone while driving, the individual could still be guilty of not being in proper control of the vehicle. This is an offence which typically results in a £100 fine and three penalty points, with higher fines available if the matter goes to court.

RAC road safety spokesperson Rod Dennis said: “While it’s currently not clear if using a smartwatch contravenes the handheld mobile device law which carries the penalty of six points and a £200 fine, drivers need to be mindful that being distracted by one is still an offence. Whether that’s a £100 fine and three penalty points or careless or dangerous driving will depend on the seriousness.”

ASCO set for huge boost with new Webfleet system

W

ebfleet is forecasting annual savings of £194k for global logistics and materials management specialist ASCO following the rollout of its fleet management, trailer tracking and driver monitoring technology across the van, truck and trailer fleet.

ASCO has installed Webfleet’s EBPMS (Electronic Braking Performance Monitoring System) solution across around 280 trailers to meet last year’s new DVSA trailer brake testing requirements.

The system continuously monitors brake performance on the road against DVSA standards and alerts the fleet team to potential issues.

“Our priority was to improve braking safety through continuous, proactive monitoring rather than relying solely on periodic inspections,” said Mick Smith, transport and operations manager at ASCO. “Having live brake performance data reduces the need for more frequent rolling road brake testing, helping us maintain high safety standards while reducing maintenance costs, workshop workload and vehicle downtime.

“Webfleet’s digital alternative gives us the confidence of continuous brake performance oversight, backed by robust

The rollout has also helped ASCO address coverage gaps in its previous tracking system.

“As a key provider to the energy industry, some of our drivers are in and out of high-risk fuel terminals every day,” Smith explained. “Our previous tracking devices had to be unplugged or isolated on-site due to spark ignition risks. Because of this, vehicles could occasionally leave site before the devices were reconnected, creating significant gaps in our fleet data. Webfleet developed a bespoke hardwired solution to eliminate this issue.”

Trailer operators warned over mechanical failures Transport companies that use trailers are being warned to check their safety after new data revealed mechanical failures are now responsible for more than three-quarters of all towing-related incidents in England.

Analysis from the UK Towing Safety Alliance (UKTSA), covering National Highways data between 2022 and 2025, shows that while collisions involving towing vehicles have fallen by 17%, roadside breakdowns continue to rise.

Mechanical failures now account for 77% of all towing incidents, highlighting the growing impact of ageing trailers and tow vehicles.

The report targets those operating utility trailers, agricultural equipment and plant trailers, with these sectors experiencing the sharpest increase in incidents.

According to the UKTSA, trailerrelated call-outs now account for almost half of all towing incidents on the strategic road network, exceeding 3,000 incidents during 2025. The North West has seen the biggest regional increase, with trailer failures rising by 60% since 2022, while the North East has experienced growth of more than 55%.

Unlike the leisure towing market, where incidents involving caravans and horseboxes have generally improved, the report suggests that commercial and utility trailers continue to present an increasing challenge.

The UKTSA believes the trend is

being driven by an ageing vehicle parc, coupled with older trailers remaining in service for longer as businesses delay replacement and refurbishment. Many trailers are also changing hands multiple times or entering the UK as second-hand imports, increasing the importance of regular inspections and servicing.

A spokesperson for the UKTSA said the reduction in collisions was encouraging but warned that improvements in driver behaviour were being offset by the increasing number of preventable mechanical failures.

The spokesperson said: “The issue is becoming less about how people tow and more about the condition of the trailers and vehicles being used. Regular maintenance has become increasingly important

Many organisations still treat mental health as a matter for HR or an awareness campaign

MENTAL HEALTH TRAINING – A MUST FOR ALL TRANSPORT OPERATORS Line managers keep the transport and haulage sector moving, but many lack the skills for dealing with welfare problems

S

upervisors and transport managers are expected to manage schedules, vehicles and risk, while also keeping an eye on its people, picking up on when a colleague is struggling.

Yet many have never been trained to handle those conversations. For businesses, this gap is increasingly becoming a health and safety issue.

Recent analysis by RRC International, drawing on the CIPD’s report into health and wellbeing at work and the Chartered Management Institute’s study of UK management and leadership, found that 8.6 million people now hold management responsibility, that’s around one in four employees. However, only 29% feel prepared for conversations about mental health with the people they have a duty of care for. That leaves 6.1 million managers without the training they need to support their colleagues.

For operators, this raises an important question: how have line managers been given wider responsibilities without the training needed to meet them safely and consistently?

For the transport industry, concentration and

alertness are safety critical for those behind the wheel, and a driver under strain may be a risk to themselves and to other road users.

Mental Health

Operators are rigorous about reporting defects on vehicles, but support for people can be less consistent.

The commercial consequences often follow the safety ones. Poorly supported employees may take more time off and are more likely to leave, which matters in a sector already working hard to retain experienced drivers. Over time, the effect on performance and culture can become difficult to reverse.

Risks of getting it wrong It is often assumed that any conversation about mental health is better than none. In practice, the way those conversations are handled is as important as whether they happen at all.

Managers without training may keep the exchange brief because they are unsure what to say, hoping the situation will resolve itself.

For someone who has taken weeks to raise the subject, that hesitation can feel like a lack of interest or concern.

Confidentiality is another area where this can slip. If a manager promises complete privacy and later needs to escalate the issue, even for the right reasons, trust can be damaged beyond the individual case. Others may hear about it and decide not to speak up.

This is especially important in a sector where disclosure is already difficult. Saying you are not coping can feel like saying you cannot do the job, and many people only try once. If the response feels awkward or dismissive, they may not try again. Managers can be affected too – without support, they may carry pressure they are not equipped to process, while the business remains exposed if a situation is handled poorly.

Avoid the pitfalls These skills are rarely instinctive, which is why training is so important. The moment a manager needs them shouldn’t be the moment they are expected to learn them.

Listen before solving A capable operational manager will naturally want to fix the problem in front of them. In a first conversation, however, there may be little to fix immediately. The priority is to let the person finish, listen carefully and show that the concern is being taken seriously.

Be clear about confidentiality Explain from the start what will happen with the information and who else may need to know.

People are more likely to trust honest limits than reassurance that later has to be withdrawn.

Be on the lookout for changes rather than diagnoses No one expects a supervisor to be able to identify a clinical condition. What helps the most here is noticing changes, such as a colleague who is usually early becoming consistently late and questioning what may be behind it.

Make wellbeing part of the routine If wellbeing only comes up once something has gone wrong, raising it can feel like a significant event. Building it into one-to-one catchups and conversations can help make the subject more familiar and easier to discuss.

The role of senior leadership At RRC International we know this responsibility cannot simply be handed to line managers.

and quickly recognise the difference between a business that talks openly about pressure and one that only has a policy on it. When directors treat mental health as a serious operational issue, managers are much more likely to do the same.

For a board, that means three practical commitments: • Fund proper training rather than relying on a single briefing, so managers have something practical to draw on when a colleague is experiencing difficulty.

• Treat mental health as part of health and safety governance rather than solely an HR matter, so it is assessed and reviewed like any other risk.

• Give managers a clear route to escalate concerns, so no one is left making these judgements alone.

Operators already apply real rigour to physical hazards, but the training gap around mental health presents a significant risk too. With the right training, managers will be better placed to guide colleagues through difficult periods safely and consistently. That support can ultimately help employees feel valued, while helping operators build loyalty, reduce absence and retain experienced staff. ●

NEW FIGURES REVEAL TRUE EXTENT OF TRUCK CARGO THEFTS

Most incidents happen in industrial estates and laybys

L

ast year saw 3,424 reported incidents of HGV cargo crime, according to the National Vehicle Crime Intelligence Service’s (NaVCIS) annual report, which amounted to nine cases per day.

More than half (1,831/54%) occurred at independent parking locations such as industrial estates and laybys and 699 (20%) were at motorway service stations.

Curtain slashing remained the most common technique, accounting for 915 cases (26.9%), the most vulnerable regions were the West Midlands, East Yorkshire and Humberside, the Southeast and the East Midlands, and the estimated combined loss value was £65.1m.

“That’s just an estimate,” said Mike Dawber, field intelligence officer at the NaVCIS freight desk. “The feeling is it would more likely be about four times that cost. Some people say seven with the hidden harm… including things like policing and criminal justice costs, insurance costs, retail values, brand damage, reputational damage, damage to trucks/trailers and penalties for late deliveries.”

The Home Office does not have a dedicated crime code for freight incidents, most of which are conducted by organised criminal gangs and on what is widely acknowledged to be an industrial scale.

It makes them statistically difficult to track and they are often recorded as theft from a motor vehicle, which includes minor incidents such as stealing small items from cars.

NaVCIS data comprises voluntary reports from individual police forces and the industry, and along with others – such as the Road Haulage Association (RHA) – it is campaigning for a dedicated code to improve records and for more secure truck parking, such as sites accredited by the Park Mark Freight scheme – a set of standards denoting secure lorry parking areas.

There were 176 reports of trailer hook-up thefts in which criminals clone tractor units, drive into empty or scarcely staffed yards and steal loaded trailers. Dawber said these were on the rise.

There were also 120 notifications of jump-up

thefts, when thieves hop onto stationary or slow-moving trailers, typically when they are waiting at traffic lights, stuck in traffic or parked at a delivery location.

Dawber added that these had fallen from a high of around 4-500 approximately five years ago, as operators and retailers had adopted more secure unloading practices.

He explained that curtain slashing typically happened on weekday nights, trailer hookups were usually over the weekend/weekend nights and jump-ups, for which tobacco was a prime target, were normally weekday mornings, commensurate with delivery times.

There were 22 reported cases of moving cargo or “rollover” thefts, where criminals leap from a moving vehicle onto a truck at speed.

“They’ve tended to be midweek nights and against lorries that are transporting mobile phones, laptops and high-end electrical goods,” said Dawber.

There were also 16 reported cases of load fraud or bogus collections, where perpetrators intercept emails or other digital communication, often via online haulage platforms, to change the details of the driver and the vehicle scheduled to collect a consignment. ●

TRUCKERS FACE NIGHTMARE AS CRASH SCAMS INCREASE

But new analysis may help drivers avoid becoming victims of this menace

O

ne of the many problems facing truck drivers on a daily basis is the possibility that some low-life in a beat-up car might try to engineer a prang, then make a fraudulent claim against you, when in fact you were an innocent victim.

It’s a huge problem in the UK at present – one which is costing the country around £1 billion a year, according to the Association of British Insurers (ABI). The increasing use of dash-cams in trucks is helping transport firms avoid these cash-for-crash scams – but only after an incident has happened. As these criminals will not know in advance whether your truck is dash-cammed or not, every truck is a potential target.

Now in a new move, the IFB has revealed a list of the top hotspots for scamming. And while this knowledge may not lead directly to erasing the problem, at least transport managers can warn their drivers to keep a wary eye out for trouble while they are operating in these areas.

Fraudulent vehicle insurance claims rose 12% last year compared to the previous 12 months.

Examples of fraud include ‘crash for cash’ incidents, where fraudsters deliberately cause a collision, then try to blame the driver to claim compensation through their insurance.

Signs include sudden, unexplained braking, being waved out when you do not have right of way, abrupt lane changes on roundabouts, or mopeds/motorbikes cutting into oncoming traffic.

Identity theft is also fuelling fraud, according to the IFB, with criminals stealing personal details online, including through fake job ads and social media, then taking out policies or submitting bogus claims in that person’s name.

million vehicle insurance claims. In England, postcode area RM9 in Barking and Dagenham ranked top in a list of 30 hotspots, with Birmingham (B10) second and central London (EC1) third.

For Wales, Cemaes Bay (LL67) was ranked first, with Llanidloes (SY18) and Aberdovey (LL35) placed second and third respectively.

Meanwhile, Scotland’s top motor insurance fraud hotspot was Crieff (PH5), with Glasgow (G23) next on the listing and the Isle of Skye (IV55) third.

Jon Radford, head of intelligence, investigations and data services at the IFB, said insurance fraudsters were relentless, and their tactics were evolving fast.

He said: “By revealing the UK’s top motor insurance fraud hotspots, our aim is to help protect those who are at greater risk. Insurance scams can put people in danger and drive up costs for honest consumers at a time when many are already under financial pressure.

“We’re working closely with the police and insurers to stop this activity and we urge the public to stay alert and report suspected insurance fraud to our confidential CheatLine.”

Roundabout traps featured in England’s top hotspot, Dagenham, with scammers

Crash for cash scams remain one of the most common types of fraud deliberately moving into the wrong lane at busy roundabouts to force a collision.

Sideroad set-ups were also identified in Birmingham, where fraudsters encourage drivers to pull out of side roads without right of way and then driving into the side of them.

Meanwhile, moped scams were common in London, where the rider drives into oncoming traffic, often with an accomplice to accuse victims of fault.

Other tell-tale signs of a crash for cash can include vehicles with disabled brake lights or pre-existing damage, along with passengers exaggerating injuries and being provided prewritten insurance details after a collision.

Matt Crole-Rees, Confused.com motoring insurance expert, said scams were becoming more convincing and harder for drivers to spot.

He said: “Crash for cash scams remain one

of the most common types of fraud, where fraudsters deliberately cause accidents and then blame innocent motorists in order to make compensation claims. One of the most common tactics is when a driver suddenly brakes sharply to encourage the car behind to crash into them.

Other scams include ‘roundabout traps’, where drivers intentionally move into the wrong lane at roundabouts to cause a collision, and ‘sideroad setups’, where fraudsters wave drivers out of a junction before deliberately driving into them.”

Mark Allen, head of fraud and financial crime at the ABI, said: “The IFB’s latest analysis is a timely reminder that fraudsters are becoming bolder and more sophisticated and that the industry is responding with even greater resolve.

“Working closely with the IFB, insurers are stepping up intelligence‑sharing and deploying new tools to identify and stop scams before they cause harm.

BOGUS MOTS ADD TO HEADACHES FOR TRANSPORT FIRMS Unworthy vehicles on the roads are likely to crash into well-maintained vans and trucks

Y

et another major safety risk has been revealed for van and truck operators – it appears that a growing number of vehicles are being driven with bogus MOT tests from unscrupulous test centres. And these vehicles are likely to have faults that could cause crashes for legitimate drivers.

The threat has been highlighted by the Scottish Motor Trade Association (SMTA), which has warned that trust and confidence in vehicle MOT testing needs to be restored after this alarming news.

The number of prosecutions across the UK of those caught issuing bogus so-called ‘ghost MOTs’ doubled last year, according to figures obtained from the Swansea-based Driver and Vehicle Standards Agency (DVSA).

Now SMTA boss Alan Gall is calling for government action. He says road safety is being severely compromised and risking lives with the increase in unsafe vehicles on the road. “It is important, in the interest of highway safety that greater resources be directed toward dealing with bogus MOT operators.”

There are over 23,000 MOT testing stations throughout the UK which are inspected annually by the DVSA. Gall said: “We cannot underestimate the consequences of lack of attention by government. Unless action is taken, lives will be lost unnecessarily on our roads, insurance costs will increase as more accidents will happen and motorists will face far larger costs to keep the vehicle on the road, as minor problems develop to critical issues.”

SMTA members have reported that more cars were going to less reputable testing stations.

Gall noted: “When money is tight people will look for alternative options and will view any potential risk as a risk worth taking. Tougher penalties are required for those issuing bogus certificates, we cannot underestimate the consequences of lack of attention by government.

“It is important to differentiate between bad

standards [of testing] and those businesses and individuals out to cheat the system. Consumers should have full faith that if the Government approves an MOT station, it is to a level of standard that is safe.”

He said: “The vast majority of MOT testing stations are trustworthy and honest, but we must ensure they are not unfairly disadvantaged by the greed and criminality of the dangerous few individuals seeking to dupe the system.

“The MOT test is designed to keep us all safe.

Risking road safety by cheating the system could be both dangerous and costly in the long run.”

‘Ghost’ MOTs are the most common deceptive type of scam and account for the vast majority of fraudulent certificates. Pass certificates are issued by the ‘testers’ for vehicles that haven’t been to the garage and are not physically present.

In 2025, the number of prosecutions of offenders almost doubled to over 230, according to the DVSA. One test station was found to have issued over 200 false MOT certificates. ●

and efficiency for a while, but there are now a range of systems available on the market, ready to be integrated within their businesses.

For example, Brigade Electronics offers the AI Human Form Recognition (HFR) Box, an adapter unit which bridges the gap between traditional camera technology and AI safety systems.

According to the firm, it transforms existing

vehicle camera systems into intelligent pedestrian detection solutions without the need to replace existing hardware.

Originally designed for vehicles working on building sites, the AI HFR Box is installed between a vehicle’s camera and monitor and uses software to process video and identify the presence of vulnerable road users (VRUs), such as pedestrians

Effective blind spot monitor Meanwhile, Brigade’s Backeye 360 AI camera system with HFR is a 360-degree high-definition four-camera system enhanced by artificial intelligence technology to identify humans and effectively eliminate all blind spots.

Providing a comprehensive view of the surrounding area of a vehicle in a single image, Backeye 360 AI audibly and visually alerts the driver when a person is detected using artificial intelligence.

Timms added: “Backeye 360 AI uses four strategically positioned cameras to capture a complete view around the vehicle. Advanced image processing stitches these images together to create a single bird’s-eye view displayed on the monitor.

“At the same time, embedded artificial intelligence analyses the camera feeds and identifies human forms within predefined detection zones. When a person is recognised, the system highlights them on-screen and alerts the driver.

“This combination of visibility and intelligent detection helps drivers make more informed decisions during manoeuvring, reversing and lowspeed operation.”

Meanwhile, Geotab has launched the Go Focus Pro, a new AI-powered dash cam designed to provide 360-degree visibility and predictive risk detection for commercial fleets.

It uses predictive AI models to detect hazards including forward-collision risks, traffic-light violations and vulnerable road users in blind spots. Also, in-cab audio alerts allow drivers to self-correct in real time, while managers can assign and track coaching sessions through the platform.

Extra features include an automated driver score to identify repeat risky behaviours, Smart Sequence event filtering to reduce administrative review time, AI-based driver assignment using Radio Frequency Identification (RFID), Near Field Communication (NFC) or facial recognition, and a zero-latency live feed to assist with low-speed manoeuvres such as reversing and docking.

Geotab said the Go Focus Pro operates through a fully AI-driven pipeline without systematic human video review.

Claude Hochreutiner, principal video programme manager at Geotab, said: “Go Focus Pro brings real-time intelligence into the cab, giving drivers greater awareness and confidence while enabling fleets to take a more proactive approach to safety.”

Also, Samsara has launched a Smart Compliance platform that enables a proactive approach to tachograph compliance, helping organisations manage critical elements of driver safety and regulatory workflows in one place.

Samsara said its platform eliminates the need for fragmented, legacy systems by seamlessly consolidating AI-based safety, telematics, and comprehensive compliance into a single experience. This includes in-cab alerts, with realtime warnings to help drivers avoid errors and stay safe before an incident occurs.

There is also a centralised dashboard which means organisations can manage everything from tacho downloads to infringement resolution in one central location, increasing speed and accuracy.

Superb results UK-Irish operator Mulgrew Haulage has used the Samsara system to cut driver hour infringements by 20% and unsafe driving by 72%.

In response to the problem of vehicle theft, Iveco has introduced Stolen Vehicle Assistance,

which integrates automated detection technologies based on artificial intelligence and geofencing.

Powered by Targa Telematics, virtual geographic boundaries can be defined, unusual movements can be detected, and once a theft is confirmed, recovery procedures can be activated without delay.

The service is also supported by AI assistants, capable of analysing vehicle data and operational context, correlating events and suggesting the most effective actions for operators to take.

Following a validated alert, a 24/7 Iveco Security Centre immediately coordinates with the relevant authorities, manages vehicle tracking and supports the recovery process.

This end-to-end approach reduces response times, increases recovery rates – up to 90% – and helps limit the operational and insurance-related consequences of theft.

Spain served as the trailblazer for the service, which has now been deployed across all European countries.

DISTRACTION – A MAJOR CAUSE OF DEATH AND DESTRUCTION ON UK ROADS Transport operators warned about the dangers for truck and van drivers

D

istracted drivers were the cause of nearly a fifth of road crashes over the last year, new figures have shown. Data shows that ‘inattention or attention diverted’ is the number one factor behind road traffic collisions, accounting for 17% of incidents recorded over the last year and leading to 119 killed or seriously injured (KSI) casualties.

The latest findings highlight the importance of staying focused and alert behind the wheel, as even a momentary lapse in concentration can have serious consequences.

Whether it is adjusting vehicle controls, reaching for a drink or managing noisy passengers, evidence shows that taking eyes off the road for just two seconds can double the risk of crashing.

Mobile phone use is one of the most common distractions for drivers. Research shows drivers are four times more likely to be in a crash if they use their phone, with reaction times being up to three times slower than drink driving.

A survey by CompareNI.com found that more than half of drivers (54%) say they’ve noticed an increase in other motorists using mobile phones, while some drivers admit to occasional lapses such as checking maps (10%), answering or rejecting calls (9%), checking phone notifications (3%) or changing music (2%).

To help reduce the number of preventable collisions on our roads, CompareNI.com is encouraging drivers to take simple steps to minimise distractions.

Ian Wilson, car insurance expert and managing director at CompareNI.com said: “While dangerous driving is often associated with speeding or driving under the influence, data shows that distraction remains one of the biggest threats on our roads.

“Many accidents are preventable, and staying focused behind the wheel is one of the simplest and most effective ways that motorists can protect themselves, their passengers and other road users.

“Not only that, but drivers who are convicted of careless driving will likely end up facing higher car insurance costs, as they can be viewed as higher risk by providers. Research suggests that the insurance costs could go up by as much as 26% if drivers receive six penalty points, which is worth remembering the next time drivers reach for their phone when driving.”

Top tips for avoiding distraction • Set navigation routes before driving If using a sat-nav, the route should always be programmed before starting your journey. If changes to the planned route are needed, pull over safely before making them.

• Put mobile phone out of reach

Turn on ‘Do Not Disturb mode before setting off or better yet, place the handset out of reach where you are not tempted to check it when driving.

• Avoid eating or drinking Rule 148 of the Highway Code specifically advises drivers to avoid eating or drinking. If this causes you to become distracted and lose control of your vehicle, you could be charged with careless driving – which carries a fine of up to £5000 and up to nine penalty points.

• Minimise use of in-car screens and controls Many modern vehicles have touch screens rather than buttons, which can take driver’s attention away from the road for longer than many realise. Reaction times to hazards when selecting music using in-car systems have been found to be worse than texting while driving.

• Manage passenger distractions From chatty passengers to misbehaving children, having other people in the vehicle could affect your concentration behind the wheel. It is important to set clear boundaries with your passengers so that your attention isn’t taken away from the road. ●

TRUCKING FIRMS STRUGGLE ON THEIR PATH TO ZERO EMISSION TRANSPORT While car buyers go green, it’s a much more complicated picture for commercial operators

W

hile car buyers are slowly turning to electric models at their next purchase, commercial fleets are struggling to decarbonise their operations, with no universally accepted route to decarbonisation.

The findings, published in a new ‘HGV Decarbonisation’ report, reveal that the transition to net zero in the HGV sector remains at an ‘early and uncertain stage”.

Diesel continues to dominate van and truck fleets, with alternative fuels and technologies yet to achieve meaningful scale.

While options such as hydrotreated vegetable oil (HVO) and gas are being explored, the report suggests that no single pathway has emerged as a clear or widely accepted solution.

In a survey, commissioned for the report, nine in 10 vehicles, on average, were diesel, with HVO representing the most established alternative, at around 11% of the average fleet mix. HVO is a renewable, drop-in alternative to diesel that can

barrier to HGV decarbonisation, according to feedback from fleets for the report. More than (52%) of operators ranked infrastructure as their primary concern when it comes to electrifying heavy vehicles.

This ranked ahead of total cost of ownership (TCO) at 32% and operational challenges at 16%. The most acute issues it identified are public charging availability (39%) and depot or grid capacity (32%). The data suggests that heavy fleets are not resisting electrification, but questioning whether the system required to support it is viable.

Separate research, conducted by the Road Haulage Association (RHA), has revealed that fleets are losing up to 11.8% of HGV payload capacity with electric trucks compared with equivalent diesel ones.

This, says the RHA’s managing director, Richard Smith, is because weight regulations

have failed to keep pace with the transition away from fossil fuels, not because the technology itself is failing.

He said: “Battery electric drivetrains are heavier than diesel equivalents, yet the current rules don’t adequately account for that additional weight, so operators are carrying the commercial burden.

Our research shows payload loss can add more than £28,000 in costs per vehicle, while also forcing operators to run additional trucks to move the same volume of freight.

“That means more vehicles on the road, not fewer, which is hardly the outcome policymakers will have intended. Our industry is ready to play its part in decarbonisation, but it needs a regulatory framework that makes the transition commercially viable.” ● BELOW: Truck operators are struggling to go green

At the end of the day, an operator that knows that they have a safeguard against being injured or worse will feel much more confident doing their job and will feel more at ease knowing that their employers are doing what they can to look out for them. TOYOTA JOINS THE GREEN FUEL MOVEMENT TOWARDS HYDROGEN FUEL CELLS Electric power is just one of the alternatives when it comes to emission-free trucks

T

he motoring press is full of articles at present about the world’s path towards electric vehicles. But while great strides are being made with cars, many engineering experts believe the truck sector will eventually be powered by emission-free hydrogen fuel cell technology.

So amid all the current hype, a great deal of work is going on under the radar towards this end.

Cellcentric was established by Daimler Truck and Volvo in 2021, with the aim of becoming a leading global manufacturer of fuel cells. Now Toyota has become an equal shareholder – and the three companies have signed a binding agreement.

Toyota and Cellcentric plan to jointly manage the development and production of fuel cell units – the core component of fuel cell systems – and directly linked architecture and control elements. The aim is to create competitive products based on the technologies of both companies.

The partners say that by combining Daimler and Volvo’s commercial vehicle expertise with Toyota’s background in fuel cells, they will be

able to develop, produce and commercialise fuel cell systems for heavy-duty on- and off-road transport and other heavy-duty applications with comparable requirements. They also aim to actively support the development of hydrogen supply and infrastructure.

or most FORS operators, compliance is already embedded into day-to-day operations. Vehicles are maintained, drivers are trained, tachograph data is analysed and policies are reviewed.

Yet recent legislative changes and updated regulatory expectations show that compliance is no longer just about meeting minimum legal requirements: it is about demonstrating effective management.

Several recent developments deserve a place on every transport manager’s compliance agenda.

Smart Tachograph 2 is no longer just for HGVs One of the biggest regulatory changes of 2026 has gone largely unnoticed outside operators directly affected.

Since 1 July 2026, goods vehicles with a maximum permissible mass exceeding 2.5

tonnes undertaking international hire or reward journeys between the UK and EU must be fitted with a full Smart Tachograph 2. This brings operators into scope who may previously have considered themselves outside EU drivers’ hours legislation altogether.

However, the practical implications go beyond fitting new equipment.

Operators should ensure their tachograph analysis software can interpret Smart

Tachograph 2 data correctly, confirm download procedures remain fit for purpose and verify that transport office staff understand the additional location and border-crossing information now being recorded.

The distinction between hire or reward and own-account operations also matters. Certain own-account journeys remain outside these requirements, but only where the conditions set out in the legislation are met. Misunderstanding those exemptions could leave operators unintentionally outside compliance.

Transport managers are coming under increasing scrutiny

This is particularly relevant where external transport managers are appointed. Declared hours should accurately reflect the size and complexity of the operation and operators should be prepared to demonstrate that transport management responsibilities are genuinely being carried out in practice rather than existing purely on paper. External transport managers remain limited to four operators and a combined total of 50 vehicles, unless a Traffic Commissioner determines otherwise.

As regulators focus more on governance than on isolated compliance failures, operators should review whether responsibilities remain proportionate as fleets grow or operational structures change.

EXPERT SHARES THE VALUE OF LOST CARGO IN UK WATERS Industry tackles accident problem as number of containers lost at sea escalates

R

ecent analysis of the ‘Containers Lost at Sea Report 2026’ by Cleveland Containers, a leading supplier of shipping containers, has uncovered an increase in lost cargo compared to the previous 12 months.

Some 1,478 containers were lost at sea in 2025, a rise from the 576 that went missing in 2024.

That represents around 0.0005% of the 280 million containers shipped worldwide last year.

As major shipping routes continue to be disrupted, improved measures are being put in place to try and reduce the amount of lost cargo.

What’s driving the rise?

Some 640 of the containers lost in 2025 came from a single incident off the coast of India, representing over 43% of the total cargo lost last year. This suggests that the rise from

2024’s figures may not specifically point to any systemic failures in cargo shipping.

Key reasons for other cargo loss in 2025 included weather conditions and fire-related onship incidents. Particularly in the North Atlantic and North Pacific, conditions were regularly less predictable and more severe throughout 2025.

the Middle East in the early months of 2026.

Richard Gray, chief operations and commercial officer at Cleveland Containers, part of Cleveland Group, highlighted the risk to cargo with ships stranded in open water for longer periods of time.

He said: “Ships are out on the water for weeks or even months longer than their intended route due to incidents such as the Strait of Hormuz closure. This extra time means more chances of running into adverse weather, having to take unplanned routes or seeing safety features break due to overuse. With all those factors, the cargo numbers in 2026 could easily rise again from the previous two years.”

Recent incidents in the UK Around the UK, recent cargo losses in the last 12 months include incidents in the Isle of Wight, West Sussex and North Tyneside. Some 16 containers were lost on the coast of the Isle of Wight in December of 2025. A combination of stormy weather and poor securement led to the cargo loss, with containers and produce washing

up on UK shorelines.

Two separate incidents occurred during Storm Goretti, leading to 24 containers being lost in UK waters. Both incidents happened within hours of each other on the night of January 8th, 2026. Severe weather was again the main reason for the cargo overboard, with no other causes stated following an investigation.

Most recently, a collision between two ships at the Port of Tyne in North Tyneside led to a loss of two containers worth of cargo. A wind turbine installation vessel collided with a berthed container ship, ripping open a container that spilled into the River Tyne. As of August 2026, no official cause has been given for the collision.

How lost cargo can be prevented While the amount of cargo lost at sea is still a remarkably small percentage of the total cargo shipped, improvements are always at the forefront of industry minds.

Lloyd’s Register rolled out a new suite of container stowage solutions in early 2026 to help reduce the loss of cargo. They claim their solutions can ‘maximise vessel capacity with increased stack heights without compromising safety” and “reduce incidents and costly delays with proactive safety validation of parametric and synchronous rolling’.

Recovery measures are also being improved to make the recovery of lost cargo even quicker.

As of January 1st, 2026, the International Maritime Organisation (IMO), introduced mandatory reporting of lost containers measures. All containers of lost cargo must now be reported to nearby ships, the nearest coastal state and to a ship’s flag state, who will immediately notify the IMO.

IMO regulations continue The IMO introduced a range of other regulations at the start of the year. Electronic inclinometers are now required to be implemented on new ships or bulk carriers of 3,000 gross tonnage or above. The inclinometers measure the ship's roll motion data in real-time, helping to alert captains to potential loss of cargo.

To help reduce fires on board cargo ships, one of the biggest causes of cargo loss in 2025, fuel suppliers will now also have to sign a declaration before their ships depart, to ensure that their fuel conforms to regulation SOLAS II.2/4.2.1.

“The new regulations brought in by the IMO can only be a positive sign for the industry,” said Gray. “There will always be losses of cargo on long-haul journeys, but the ability to track them down and clean up the losses as quickly as possible should reduce the impact we have seen on UK shores over the last few years.” ● BELOW: Richard Gray – highlighting a growing problem

Truckers complain about lack of facilities According to a study by independent watchdog Transport Focus, more than half of UK truckers are complaining about the quality of roadside facilities.

Among the findings were a clear relationship between security and driver wellbeing, with drivers who rated site security poorly significantly less likely to get a good night’s sleep.

In addition, a lack of truck parking capacity was said to often leave drivers resorting to lay-by or industrial estate parking – locations without security arrangements.

Transport Focus said one of the biggest challenges in solving the problems was the planning system, which it said continued to limit the development and expansion of truck parking facilities. It wants to see planning processes that better recognised the needs of freight and supported long-term investment in roadside infrastructure.

Katherine McGowan Downey, senior engagement manager at Transport Focus, said: "There are some really great sites out there, but there simply aren’t enough of them, and there isn’t enough consistency."

New jobsafe app enables real-time incident reporting

A new mobile safety reporting app has been launched to enable organisations to record incidents, hazards and near misses at the point they occur.

BUILDING FOR THE NEXT GENERATION Inside Scania’s future-ready Stockton Service Centre LEFT: Scania’s new plant at Stockton-on-Tees

T

he commercial vehicle industry is entering a period of unprecedented change. Diesel will remain the backbone of long-haul transport for years to come, but alongside it are growing numbers of gas-powered trucks and the first wave of battery electric vehicles. For manufacturers, developing the vehicles is only half the challenge. Building a service network capable of maintaining them all is arguably the bigger task.

Scania believes the answer lies in investment – and nowhere is that more evident than at its new Stockton-on-Tees branch.

Replacing the company’s Darlington operation after more than four decades of service, the new facility represents far more than a change of address. Situated in the heart of Teesside’s industrial landscape, Stockton has been designed as one of the most advanced service centres in Scania’s UK network. The new Stockton branch, built from the ground up, is three times larger.

Initially employing 34 people, with plans to increase that to around 40, the workshop has been designed to support every powertrain Scania currently offers.

What sets Stockton apart is that it has been

engineered around the industry’s future rather than adapted to it. A dedicated gas vehicle service bay has been incorporated from day one, complete with the specialist ventilation, gas detection and safety systems required to maintain compressed and liquefied gaspowered trucks safely. As more operators turn to biomethane as a lower-carbon alternative to diesel, facilities such as these are becoming an increasingly important part of Scania’s aftersales infrastructure.

Battery electric vehicles have received equal attention. Reinforced workshop floors have been installed to accommodate the additional weight of electric trucks, while overhead cranes enable technicians to remove and refit major battery components safely. Outside, a dedicated truck charger supports vehicle servicing, while multiple three-phase electrical connections throughout the workshop allow mobile charging equipment to be used wherever required.

Importantly, the site’s electrical infrastructure has been future-proofed, with sufficient grid capacity already in place to accommodate additional high-powered truck chargers as electric fleets expand.

Safety, unsurprisingly, has been a major consideration. High-voltage vehicles demand

procedures that differ significantly from conventional trucks, and Stockton has been equipped with the latest EV safety systems, including lock-out and tag-out equipment that ensures vehicles can be electrically isolated before technicians begin work.

We factor invoices, which basically means we buy invoices from firms for a discount. In effect, we release a company’s cashflow – if you’ve completed some work and are fed up of waiting 30 to 60 days for your money, we will pay you immediately for your invoice. It’s a really simple system with no hidden costs, just the upfront fee that you pay.

Q: Are you one of these big anonymous finance firms? I like to deal with smaller outfits so I know I can speak to the same person each time who will know me and understand my problems A: We certainly aren’t an anonymous finance firm. As I said above, we are a family run firm and we pride ourselves in providing a good service. Each client who comes on board has their own client manager who they will speak to every time if they need help. We would be absolutely delighted to help with any problem on the account.

Q: As I understand it, I hand my late payment invoices to you and you pay me for them immediately after taking a small fee. This sounds too good to be true. How does it work?

A: No, we don’t take late payment invoices – we normally accept the invoices just after the work has been completed – the company email their invoices to us and we pay them by BACS or same day payment and then we collect the money when the invoice is due for payment.

Q: What happens if you hand over a payment to me and then the client refuses to cough up? Do I then have to hand the money back to you?

A: It is factoring with recourse – so if the client refuses to pay, we do ask for the money back. In order to minimise this risk, however, we do vigorous credit checks and only deal with reputable companies. Our customers can ring or email for a credit check on any customer at any time.

Fed up of waiting 30 til 60 days for your money? We will pay you immediately for your invoice Q: My firm is constantly having trouble getting clients to pay up on time. We sometimes have up to 20 outstanding invoices. Is there a limit to how many of them I can pass on to you?

A: There is no limit to the amount of invoices we take. The only caveat is that we have a

maximum amount on any one time of £250,000.

Q: Do your staff have any specialist knowledge of the transport business? If not, I would worry that they might not understand my particular problems.

A: All our staff have specialist knowledge of the transport business – it’s our core business.

Q: Do you only deal with major companies. My turnover is only £55,000 a year so maybe I’m too small a fish for you?

A: We are happy to factor any invoice over £500 so £55,000 is fine. We have owner drivers and very large ledgers. It’s great to have a mixture of business models.

Q: Will I be locked into a contract with you or could I pull out at any time?

A: There’s no fixed term contract with us. We have a contract, but you aren’t locked in for a period. You are free to use our services only when you need to. We find that way companies tend to use our services for a lifetime as it suits their needs.

WHY BEHAVIOURAL APPROACHES TO DRIVER TRAINING CAN IMPROVE LEARNING OUTCOMES Leo Taylor, director, Drivetech, explains more

river training is most effective when aligned with how drivers actually learn. Well-designed workshops play an important role, but the style and delivery of a session can have a significant impact on how openly drivers engage with the content.

Having well-designed training is key to help drivers manage risk and adapt as vehicles and road conditions evolve. In our experience as driver behaviour experts, nudge theory is a means of ensuring that knowledge is received and retained. Nudge theory is based on behavioural economics and aims to design systems around human behaviour to maximise the success rate of these systems.

The nudge concept was popularised in the 2008 book ‘Nudge: Improving Decisions About Health, Wealth and Happiness’, written by behavioural economist Richard Thaler and legal scholar Cass Sunstein, American scholars at the University of Chicago. The theory has proven hugely influential worldwide and has many applications. Including driver training.

A disengaged student is less likely to apply the knowledge they have learnt Using indirect encouragement and enablement works as part of a technique that accommodates human tendencies. A heavily directive style can sometimes lead to defensive responses, particularly if experienced drivers feel they are simply being told how to do their

When training aligns with an understanding of the psychology behind real human behaviour, that is when it is at its most effective job. Designing sessions to avoid that response is key to keeping drivers engaged.

Acknowledging this human response and using indirect techniques is a key part of ensuring that drivers remain invested in their training. This engagement matters because, when drivers feel defensive or disconnected from the session, the benefits of training can be reduced. A disengaged student is less likely to apply the knowledge they have learnt.

Equally, framing training as challenging drivers’ knowledge can discourage honesty about where development may be needed. If drivers feel like they are being tested, then they may respond as such, rather than recognising the different environment and aims inherent to training. As a result, drivers may be less willing to acknowledge gaps in their knowledge and how to fill them.

Story-driven content can also be highly effective. Statistics-led learning can work in the moment, but people are far more likely to remember stories with a narrative arc to give structure, emotional relatability and context to what they are learning. It makes a lot of sense to build training itself around stories - stories that drivers will remember long after they have finished the course.

This approach also supports honest reflection. When training feels like a

conversation, as opposed to a test, drivers are more willing to discuss areas where they need further support and to explore safer behaviours.

If drivers engage more openly, managers can better understand genuine development needs and target interventions accordingly, rather than treating training as a tick-box exercise.

There’s growing recognition too that training must allow for differing cognitive styles.

Neurodivergent drivers learn differently and fast-paced sessions have the potential to exclude this cohort. Behavioural-led training naturally supports a more inclusive approach by lowering pressure and offering drivers a range of ways to engage with what they are learning.

Bespoke sessions, interactive scenarios and technologies such as virtual reality can all help create more engaging learning environments and stronger outcomes.

Ultimately, when training aligns with an understanding of the psychology behind real human behaviour, that is when it is at its most effective.
