Last weekend, I set up a booth at a street market downtown selling vintage children’s clothing. Over the years I’ve amassed a small collection of tiny dresses, tops, and skirts (and one itty-bitty knitted cardigan that I can’t believe didn’t sell) and, having stumbled upon the last Darling x Dashing-hosted event about a month ago, thought, “I should do that!” So I did.

Among my customers was a 20-something girl—unmarried, no kids—who fell in love with a little open-front robe with embroidery on the hem. She walked past a few times, oohing and ahhing and asking me if it was crazy to buy such a thing before she even needed it. (“Is it crazy, or is it preparation?” I nudged.)

That same question—what counts as overreaching, and what counts as prudent planning—is at the heart of this week’s cover story (p.20).

Albemarle officials are weighing how to regulate data center development: deciding not only what’s necessary now, but also what kind of county we want to live in years from now. At stake are more than ordinances and overlay districts; it’s also about what we value—our rural landscapes, our resources, and our sense of place—as we plan for the future.

(Oh, in case you were wondering, I made the sale.)

s purse strings tighten, and families have to decide what to buy and what not to, often one of the first things to go is locally sourced produce. Less than 1 percent of customers on Supplemental Nutrition Assistance Program benefits (SNAP or “food stamps”) go to local farmers’ markets, according to the Virginia Fresh Match, a statewide program that supplements SNAP benefits spent at local farmers’ markets.

Elizabeth Borst, VFM director of advocacy, says the organization began as a way for SNAP customers to make healthier choices, both in their diet and in their community.

“VFM is a grassroots program built community by community to increase affordable access to locally grown food,” Borst says. “In 2009, farmers’ markets were getting authorized to accept SNAP as a form of payment.” Several Virginia farmers’ markets received support to start nutrition incentive programs, including the one Borst managed, she says. Market managers around the state began working together to share resources, find funding, and expand to other markets. “From there, we built the Virginia Fresh Match network, receiving federal funding that is shared among partners.”

Thanks to funding through the Virginia Department of Agriculture and Consumer Services and the Local Environmental Agriculture Project, a Roanoke-based nonprofit, VFM’s primary program is matching SNAP benefits on locally sourced produce through approved outlets like local grocers and farmers’ markets. For example, a customer spending $20 of SNAP at a VFM farmers’ market gets an extra $20 in vouchers or tokens for free to spend on fruits and vegetables. This means the person has $40 to spend in total.

Shakaya Cooper and Samantha Provencio, VFM’s Piedmont regional leads, say this program brought thousands of dollars into their communities. VFM matched $14,432 in SNAP benefits in 2023 and $12,500 in 2024.

Now, they’re looking for ways to bring those numbers up, and keep more money in the pockets of families and farmers. To further this goal, and get the word out about Fresh

Match, VFM announced the Double Match Days program, an initiative at participating VFM markets in Charlottesville and Albemarle where SNAP customers shopping at area markets last week could double the normal match for their SNAP benefits, with that same $20 giving them $60 to spend.

“We’re looking at this as a pilot program, to see if we can get more people out there using their benefits to shop for food locally,” Provencio says. “We’ll look at the response and see if this is something we could do on a regular basis.”

Cooper says the rainy weekend was a disappointing cap to last week’s event, which ran from September 22 to 28), but they are hoping to run another in spring of 2026.

VFM’s efforts to buoy the budgets of local families and farms comes at a particularly vulnerable time for both groups, as SNAP benefits are facing cuts and changing requirements, funding to aid organizations is being slashed, and farmers struggling with rising materials costs are doing their best to keep prices low. SNAP Ed, a 33-year-old program that helped with nutrition education for SNAP and lower-income families, and one that worked closely with Virginia Fresh Match to assist with promotion and communications, has been completely defunded.

“The One Big Beautiful Bill defunded SNAP-Ed for 2026, effective October 1,” says Elena Serrano, director of the Virginia Family Nutrition Program. “However, we have some carry-over funds we will use to sunset the program this next year and hopefully build [the] capacity of our partners to continue our work.”

“SNAP Ed helped us secure the grant that allowed us to promote Fresh Match Double Match Days,” Provencio says.

Cooper, who also works as VFM’s SNAP coordinator, says that now more than ever, her goal has been outreach to the public and making sure families know VFM is out there.

“One of our biggest struggles is the language barrier,” Cooper says. “A significant percentage of lower-income families are not native English speakers. Another struggle is

the high employment turnover in these communities; one minute someone is there, and the next, you’re starting all over with someone new. So keeping up with the rolling roster can be a struggle.”

The goal of outreach isn’t just about families, though. Ben Stowe, owner of Little Hat Creek Farm in Nelson County, says he was excited about Double Match Day because he understands that farmers’ markets might not seem like the most affordable option to families that are struggling.

“Farmers’ markets can be expensive, I acknowledge that,” Stowe says. “The cost of materials has gone up dramatically, and I have to be able to pay my employees a decent wage. But that’s why I love that [Double Match Day] could bring in customers who normally wouldn’t think they could afford to shop locally.”

Stowe says SNAP benefits are only accepted in one of the three farmers’ markets

he currently attends, making it less than 5 percent of his sales.

“I’d say it would be unusual for me to see more than $20 in a single day [in VFM match tokens],” he says.

Provencio says the other side of their outreach efforts has been to bring more vendors into their network as VFM outlets, to allow more people around the Piedmont Region to use their benefits to shop locally.

“It can be tough finding places who are willing to go through the paperwork required to accept SNAP benefits,” Provencio says.

“However, outlets joining the VFM network do see increased foot traffic, can find access to resources and networking opportunities, and ultimately do more business and help their communities, on both the consumer and the producer levels.”

Cause for celebration

In a nail-biting upset, the University of Virginia football team defeated Florida State 46-38 in double overtime September 26. The victory propelled the Hoos into the AP’s Top 25 college football poll for the first time since 2019.

Prior to kickoff, the then-undefeated Seminoles were ranked No. 8 by the AP, and were favored to win by seven points. Florida State dropped to No. 18 after the upset, while UVA joined the rankings at No. 24.

And the frosted-cherry on top of an already sweet win for the football program? UVA was named Pop-Tarts’ crazy good team of the week September 29.

The victory is the first time since 2005, when the Hoos upset then No. 4 FSU, that UVA football has defeated a top 10 team at Scott Stadium. Fans reacted in kind, swarming the field seconds after safety Ja’Son Prevard intercepted a touchdown pass from FSU in the end zone in front of the Hill, resulting in one of the fastest field rushes in college football history.

According to a spokesperson for the hospital, at least 19 people were treated at the UVA Medical Center following the game. It is unclear if these injuries were a result of the stampede of fans, or if some were caused by an “isolated incident” outside the stadium after the game. An unknown number of attendees were also treated at Scott Stadium.

UVA was fined $50,000 in accordance with the Atlantic Coast Conference’s new field and court storming policy, which was announced ahead of the 2025-26 football season.

The Hoos hit the road later this week for an October 4 matchup against the undefeated Louisville Cardinals at 3:30pm.

JMRL Board of Trustees votes to end most fines on overdue materials BY SEAN TUBBS

ext July, the Jefferson-Madison Regional Library system, which comprises eight library locations, will join libraries around the United States in doing away with charging fines for overdue items.

The Board of Trustees voted unanimously on September 22 for staff to plan to discontinue fines for most things.

In January 2019, the Council of the American Library Association issued a policy that outlined how fines are a form of social inequity because they “present an economic barrier to access of library materials” and that “monetary fines ultimately do not serve the core mission of the modern library.”

Several systems across Virginia have already done away with fines, including Staunton in July 2020 and Lynchburg in August 2022.

Staunton reported that the number of patrons who had access blocked due to unpaid fines decreased from 7,342 to 1,681. JMRL currently has more than 10,000 individuals or households who have lost access for that reason.

A subcommittee of the JMRL Board of Trustees was formed to study the issue and it found that the benefits outweigh the disadvantages. Points in favor include a potential increase in circulation and the freeing up of staff time to perform other tasks. One downside is a loss of revenue, as fines currently go toward the purchase of library equipment.

When the committee presented its report in February, JMRL had more than 16,000 items designated as “billed,” meaning they had not been returned, totaling just over $300,000. In fiscal year 2025, JMRL collected $83,608 in overdue fines and $43,980 for billed items. The system spent $5,200 to hire collection agencies.

Use of the library’s savings, contributions from the nonprofit Friends of JMRL, and state funding will make up for the lost revenue once fines are abolished.

Library Director David Plunkett presented the Board of Trustees with a three-year plan to make up the lost revenue, which includes the use of JMRL’s savings, contributions from the nonprofit Friends of JMRL, and state funding.

The unanimous vote begins a process where staff will update the policy in order to be ready for the next fiscal year. Patrons may continue to be charged for some items if they’re returned late.

“If we borrow a book from an outside institution and lend it to a patron of ours [who] brings it back late, JMRL is responsible for the fees to that outside institution,” Plunkett said.

Another potential instance is fines on bestselling books that patrons can only check out for a week in order to ensure others have access.

JMRL has already instituted a policy of auto-renewals for materials that do not have an active hold on them. The system went fine-free for juvenile cards in July 2016.

Fines will be levied until next July 1. The charge for most items is a quarter a day and a dollar a day for interlibrary loans. DVDs, audiobooks, and bestsellers accrue 50 cents a day. The maximum fine per JMRL item is $10 and $30 for interlibrary loans. JMRL caps C total fines at $35.

fter nearly four years of review, the Albemarle County Board of Supervisors is expected to adopt a new Comprehensive Plan on October 15.

Such documents contain directions for staff to work on new policies and retain old ones.

Until mid-September, the proposed Albemarle County Comprehensive Plan included language that would have set up future study of how land at two exits from Interstate 64 might be used for economic development.

“There is existing development and underlying by-right commercial and industrial zoning at the Shadwell and Yancey Mills interchanges,” reads an early version of AC44. “Small Area Plans are recommended.”

The plan had specifically stated that such proposals could lead to additional land to bolster agricultural and supporting industries.

However, elected officials asked staff to discard the idea at a work session on September 10. White Hall Supervisor Ann Mallek said previous studies determined that exit 107 was not suitable for development and the county has other priorities.

“There is not a time amongst all the other master plans that are in need of renewal that the Yancey thing needs to be done again,” Mallek said.

In 2008, one of the owners of R.A. Yancey Lumber Corp made a formal request to have the land added to the development area so an industrial park could be built. The Planning Commission twice rejected the idea when considering the Crozet Master Plan.

Jodie Filardo, the county’s community development director, suggested the language could be removed from the Comprehensive Plan because the same idea is within another recently adopted plan.

“Perhaps there’s a way to come at this with language that speaks to something like

the board would be supportive of projects being brought to them that are in support of the directions established in the Economic Development Strategic Plan,” Filardo said.

Supervisors approved that plan in midAugust and the document also includes a strategy direction that Albemarle consider changes to zoning in rural areas that would allow for more “lodging, agritourism, and onsite food service.”

Mallek expressed concern about the latter.

“We don’t have restaurants in the rural area because if you allow them, you will get a Buc-ee’s,” Mallek said, referring to the chain of mega-convenience stores that recently opened its first Virginia location in Rockingham County outside Harrisonburg.

Supervisor Bea LaPisto-Kirtley said she could support more flexibility to strengthen the tourism industry.

“I can see where it makes sense or if someone applies for small, mom-and-pop type restaurants,” LaPisto-Kirtley said.

The current draft of the Comprehensive Plan recommends that restaurants could be in the rural area if they are less than 5,000 square feet and would be in an existing structure.

Another new action called for in AC44 is the possibility of a county ordinance to test and monitor the application of biosolids on rural land as agricultural fertilizer.

Biosolids are by-products of wastewater treatment systems and are also known as sewage sludge.

“More and more information is available all the time about the contents in the sludge and what is going to be happening in taking huge numbers of acres out of food production altogether because it’s now poisoned,” Mallek said.

If adopted on October 15, AC44 will go C into effect on January 1, 2026.

Albemarle County weighs regulation on data center development

irginia is for lovers—data center lovers. Nearly half of the nation’s facilities are in the Commonwealth, mostly concentrated in Northern Virginia where there are more data centers than anywhere else in the world. These facilities, which can range from the size of a grocery store to an entire shopping district or larger, use massive amounts of energy, require water to cool off, and often strip communities of their rural character.

Now, Albemarle County officials are deciding how to regulate data center development in our area.

In April 2025, the county settled on an interim zoning ordinance that limits data center development to parts of the county already selected for growth, and established performance standards related to noise, water use, design, and more. According to the ordinance, anything over 40,000 square feet (about the size of the Harris Teeter in Crozet) would require developers to obtain a special use permit—a process that allows community members to weigh in and elected officials to vote on the proposed development.

But on August 6, the Board of Supervisors held a working session in which county planners outlined possible amendments to the ordinance. The amendments strengthened the performance standards in some cases— such as requiring three rows of trees outside facilities instead of two—but also included the option of “overlay districts,” where centers much larger than 40,000 square feet can be built “by right,” and no special permit is needed. As an example, the planning team outlined a tiered system in which centers of up to 125,000 square feet (tier 1) and 500,000 square feet (tier 2) could be built by right.

“All of the areas in the proposed overlay districts are already designated for some type of intense development,” says Bill Fritz, development process manager for Albemarle County. “Data centers would have more requirements than any other uses currently permitted on those properties.”

However, local environmental groups such as the Piedmont Environmental Council feel that the size caps proposed for the overlay districts are much too high, even with performance standards in place. For reference, 500,000 square feet is about the size of the entire 5th Street Station shopping area in Charlottesville. PEC has been at the forefront of data center development in Virginia, and cautions against the energy and water use, noise and air pollution, and deforestation that facilities of that size can pose.

“What’s prudent is to take a conservative approach, requiring the special permits for anything over 40,000 for all of them … and see how it works out,” says Rob McGinnis, senior land use field representative for PEC.

cantly raise the tax rate to pay for some things that we paid for this past budget cycle,” says Galloway.

While data centers require significant land, energy, and water use, the tax revenue they provide can be a boon to local governments. Artificial intelligence is increasing the demand for data centers, and as development spreads across the state, Albemarle County leaders have the advantage of looking at other localities as they weigh the pros and cons.

Slow down or speed up?

The devil’s in the details

Like the mills and factories that powered the industrial revolution, data centers are the physical footprint of our digital world. These facilities house the servers needed to store, process, and distribute large amounts of data—from video-streaming to emails to companies training AI models.

According to PEC, the energy consumption of these facilities, running 24-7 with on-site generators, far exceeds that of comparable-sized buildings like grocery stores or department stores. Mostly due to data center development, Dominion Energy estimates that Virginia will have to produce twice as much energy in the next 10 years. To do so, Dominion will supplement its renewable energy with new gas-powered plants, which interferes with Virginia’s clean-energy goals. In Albemarle, Fritz says that there’s “no way” the county will meet its own climate goals if super-sized data centers are built.

This energy demand, coupled with the cost of building new plants and infrastructure, will also likely drive up electricity costs for Virginians. According to a report from the Sierra Club Virginia Chapter, Dominion Energy projects that residential electric bills will rise from an average of $142.77 today to $315.25 by 2039—primarily due to the growing energy needs of data centers.

“It’s putting an inappropriate amount of the burden on the rate payers,” says Julie Bolthouse, PEC’s director of land use.

Data centers also run hot, requiring water to cool off.

According to the Sierra Club, a single large data center can consume 5 million gallons of water per day, enough to supply 50,000 people. But in Albemarle’s ordinance, data centers are not allowed to use ground water, quelling concerns over diminishing water table levels. The planning team’s proposed amendments also include performance standards that would require centers to use closed-loop cooling systems that recycle water or air cooling systems.

“What we’ve discovered is that through the right types of regulation and the right kinds of design data centers consume [water] at or lower than a comparably sized office building,” says Fritz.

Still, PEC questions the impact of this technology.

“Closed-loop cooling doesn’t mean no water use. They still need recycled water, and in other counties, those supplies have simply run out,” says McGinnis.

Landscape change is another aspect to consider. Virginia’s abundance of natural land is one of the reasons why the state has seen such an intense wave of data center development, but the problem is that data centers tend to be built in clusters, with multiple facilities in a single campus. Regionally, this rapid development poses a threat to the state’s rivers, the Chesapeake Bay, and local and migratory wildlife, all of which benefit from the preservation of natural land.

Here in Albemarle, the planning team has proposed that data centers only occur in areas already zoned for development, which is about 5 percent of the county. The rest of the county is zoned for rural use, and the ordinance requires that centers have to be at least 500 feet from the closest rural zone. During the August 6 meeting, Fritz reminded the Board of Supervisors that Albemarle has more land protected under conservation easements than

any other locality in Virginia, a measure that helps the county hold on to its rural character.

As for the overlay districts, where larger facilities could be built, the planning team proposed four areas—Emerson/ Rivanna Futures, Airport Industrial Area/North Fork Industrial Park, Pantops, and I-64/Route 29—based on criteria related to available infrastructure, land use designation, and locations that limit impacts.

“We [sic] looked closely at access to power. We don’t want to route high-voltage lines through neighborhoods or major commercial corridors,” says Fritz.

Despite these concerns, data centers offer enticing revenue generation through real estate tax and personal property tax on all the equipment inside a facility. Even before developing a data center ordinance, Albemarle County officials were looking for ways to diversify the county’s tax revenue beyond just residential taxes. Data centers would help them meet that goal.

At the August 6 meeting, Jacob Sumner, chief financial officer for Albemarle County, estimated that a data center of 40,000 square feet, 125,000 square feet, and 500,000 square feet would generate roughly $1.3 million, $4 million, and $16 million dollars in tax revenue, respectively. Ned Galloway, who represents the Rio District, discussed what a 500,000-square-foot data center with $16 million in tax revenue could do for the county.

After initially setting up Technology Overlay Districts with by-right development, Louisa County lowered the size caps and required a conditional use permit (similar to a special use permit) for new data centers in the district. This was largely in response to community concerns following the approval of two large data centers totaling 980 acres for Amazon Web Services. In a similar fashion, Loudoun County and Culpeper County now also require permits in places where by-right development was initially allowed.

Fritz sees these stories as warning signs that other counties should heed. “Something’s happened here,” he says. “They learned something.”

According to Christina Libre, an associate attorney with the Southern Environmental Law Center, special use permits are a way to establish transparency and allow local officials to address environmental impacts on a case-by-case basis. “It gives the county the opportunity to monitor those aggregate impacts and then adjust [its] approach to future development as needed,” says Libre. SELC, like PEC, recommends that Albemarle County require a special use permit for any center over 40,000 square feet.

However, some argue that if solid performance regulations are in place to limit community impact, then there’s no need for a special use permit process, which costs the county money and can deter investment. With a tiered system, the idea is that the county could put stronger performance requirements on the largest-sized facilities to limit impact.

“If you go through the process of developing the appropriate list of supplemental regulations, those would be the regulations you would normally put on a special use permit,” says Fritz.

During the working session, some Board of Supervisors members showed support for the overlay district concept, while others were firmly against by-right development for anything over 40,000 square feet. Ann Mallek, who represents the White Hall District, commended the planning team’s research while admitting that this is a new issue for the county.

“Because we are beginners in this, we are facing a lot of risk due to our inexperience,” says Mallek.

Public invited to weigh in

“What’s prudent is to take a conservative approach” when it comes to data centers, says Rob McGinnis, senior land use field representative for Piedmont Environmental Council.

Since the August 6 meeting, the community planning team has been gathering additional information requested by the Board of Supervisors and preparing an updated ordinance for the board to settle on this year.

There will be a Planning Commission Public Hearing on October 14, in which the project team will present the proposed ordinance to the Planning Commission, and a Board of Supervisors Public Hearing on November 17 in which the Planning Commission will present the ordinance to the Board of Supervisors. Both meetings are open to the public.

Until an updated ordinance is finalized, the county relies on its existing ordinance, which allows by-right development for data centers of under 40,000 square feet in industrial zones. So far, no data centers have been proposed, though the door is open.

Live Arts’ new season takes off with Airline Highway BY JULIA STUMBAUGH

T

he new season at Live Arts begins with an ending. Sort of.

Airline Highway opens at a funeral for Miss Ruby, a former burlesque performer and club owner who hasn’t died yet. That doesn’t stop a colorful cast of drag queens, poets, strippers, and hustlers from celebrating her with a living funeral in the 2015 play by Lisa D’Amour that balances grief, love, and humor in a rundown motel outside of New Orleans.

Director Jude Hansen, who made his Live Arts directorial debut with 2023’s one-man play Buyer & Cellar, had a significantly different experience with Airline Highway— largely due to the 17-person cast and a script he compares to an orchestral score.

Like a score with musicians playing overlapping, and sometimes but not always, harmonious parts, D’Amour’s script features multiple interactions occurring simultaneously on different parts of the stage. Even within these layered conversations, D’Amour makes judicious use of slashes, notating when characters should begin speaking over each other. The result is controlled chaos that manages, despite careful scripting, to feel improvised.

“It’s a giant puzzle that I’ve had to unravel, and then reconstruct and plan it very strictly,” Hansen says. “And then allow it to feel like it’s chaotic, because it’s a party.”

With the help of his lighting and sound designers, Hansen spotlights different parts of the stage, depending on which conversa-

tion he wants to draw audience attention to.

What audience members see, however, relies, at least in part, on where they’re sitting.

Live Arts Interim Artistic Director Bree Luck, who has observed rehearsals from a variety of seats and experienced a slightly different show each time, says first impressions of the play will depend on each theatergoer’s seat location, and on their interests.

“There’s a little burlesque, there’s a little fighting, there’s a lot of love,” says Luck.

“Some people are going to really connect with the fight scene, some people are really going to connect with the burlesque scene, and some are going to connect with that small moment between two characters who are really telling it straight to each other.”

In addition to the laughter and anger, Airline Highway, at its core, is about the grief of knowing community leader Miss Ruby is dying. That has been particularly impactful for Hansen, who flew to his birth country of Australia to say goodbye to his dying father while preparing to direct the play.

“I was able to bring that experience, and grief, to this show in a personal way,” Hansen says.

Hansen ultimately found that his loss helped him understand the importance of the party that shapes the second half of Airline Highway.

“If you don’t have the grief and the joy together, you don’t have the show,” the director says. “If you don’t have life and decay …

you don’t have a life. One of the things that defines what life is, is that it ends.”

Hansen’s preparation for Airline Highway also included immersing himself in New Orleans history. He listened to regional musical genres like bounce music and zydeco. He familiarized himself with aspects of American culture referenced in the play, from the Iraq War to the opioid crisis to the gentrification indicator of a Trader Joe’s moving in across the street. He had his cast gather to watch Spike Lee’s 2006 documentary When the Levees Broke, which covers the catastrophic failure of the levees around New Orleans in the wake of Hurricane Katrina.

He ultimately found that some of the issues faced by post-Katrina New Orleans remain relevant to his community now.

“It does feel very real to Charlottesville.

It feels very real to America right now,” Hansen says. “Miss Ruby, in some ways, I feel like … she’s a figure of the U.S.A., this idea of Lady Liberty, this nurturing, ‘Welcome strangers, come live here, you’ll be allowed to practice your religions.’ And she’s dying,

right? She’s being sort of squeezed out by all of these kinds of forces.”

Hansen, who first saw Airline Highway when it debuted at the Steppenwolf Theatre Company in Chicago, says the original production focused on the realistic parts of the story. In contrast, he’s leaning into magical realism aspects, such as working to visually evoke a line about tourists acting like “someone injected a cloud into their head.”

This new take on Airline Highway will mark the first show that offers $4.34 tickets to those 25 years old or younger.

Executive Director Lisa Capraro says the promotion is part of Live Arts’ attempt to counter rising costs, ranging from royalties to supplies, while seeing a decrease in grant funding at both the national and state level.

Capraro also thinks that bringing in a younger audience could ultimately change theater dynamics. “I imagine the audience, and the actors, of course, can play off that,” she says. “It’s going to take a little bit of time to see it get to that peak, but we’re hoping C it gives us a boost of energy.”

2023 Tannat (13.3% ABV) Our 2023 Tannat is like sipping on dreams and red wine. It has a deep ruby color with an opaque core and garnet rim. Made from 80% Tannat and 20% Cabernet Franc, it exhibits a nice intensity of dark fruits, with aromas of blackberry and Damson plums, as well as integrated oak. This wine has a bountiful fruit-forward palate of dark fruits that balances juicy acidity, medium body, alcohol, and tannins. The wine finish lingers and invites more, making it the perfect accompaniment to a BBQ or a hearty fall stew.

(Nov. 22-Dec.21): In ancient Egypt, the lionheaded goddess Sekhmet wielded both intense heat and nourishing warmth. She had the power to destroy and heal.
