THIS WEEK I have bittersweet news—this is my last week as the editor of C-VILLE. In the fall, I’ll begin working on a master’s degree in public policy at a to-be-determined university.

I’ve been part of the C-VILLE team for two and a half years. My goal, each week, was straightforward: If you pick up a copy of C-VILLE, you should know more about what’s happening in Charlottesville than you did before you grabbed the paper.

I believe our scrappy little staff has surpassed that standard. We revealed the abysmal conditions inside the local jail, contextualized complex debates over public history and memory, tracked the city government’s myriad institutional struggles, provided thoughtful coverage of the city’s criminal justice reform efforts, and more.

At the same time, C-VILLE has been home to the offbeat pieces that make alternative weekly newspapers special. When former congressman Denver Riggleman penned a lecherous book about Bigfoot, we read every word and wrote a review. The basement music scene at Tokyo Rose was a vital part of Charlottesville culture, and when the restaurant closed, we let rockers reminisce about what the city had lost. We learned about love and community and heartbreak by watching a football game with the Charlottesville Buffalo Bills Backers, and we published a moving first-person essay about handling the cadavers inside a local funeral home. (Not to mention the fun, silly projects like this week’s C-VILLE Madness brackets—see page 14.)

The paper hasn’t been perfect—there are plenty of stories I wish I’d pursued with more savvy. But I have no regrets about the effort that went into making each week’s newspaper. Charlottesville is full of people who care about the city and want to see it improve.

I hope our journalism has embodied that spirit.

I am grateful to everyone who does their part to make C-VILLE Weekly possible. Our writers, editors, designers, and photographers are dedicated and creative and smart. Our sales staff works tirelessly to make ends meet. The people of this community trust us, again and again, to tell their stories. And our readers pick up the newspaper. When C-VILLE stopped by the 7-day on Maury Avenue last Tuesday afternoon, there was already a line to use its two machines. The Exxon on Cherry Grove has a couple of machines, and the Lucky 7 on Market Street also has a large bank.

Currently, the commonwealth allocates just 2.5 percent of revenue generated from sports betting toward its Problem Gambling Treatment and Support Fund. Governor Glenn Youngkin has shown no interest in trying to ban or regulate skill game machines, although he did join Virginia Council on Problem Gambling in proclaiming March as Problem Gamblers Awareness Month.

Skill games—the flashing, whirring, casino-adjacent electronic consoles—are making a comeback in the convenience stores and gas stations of Charlottesville.

The machines’ legal status in Virginia has gone through a series of swings: The once-banned games were granted a temporary reprieve until July of 2021, with their tax revenue used to pad the coronavirus relief fund. The ban was then reengaged, until they became legal again last December when a judge blocked the commonwealth from enforcing the ban. The state no longer collects data on where these games are located and how much revenue they generate, and the state doesn’t tax them.

Virginia ABC’s April 2021 report says, at that time, there were 380 skill game machines in Virginia’s region 9, which includes the City of Charlottesville and 10 surrounding central Virginia counties. In just the

fter years of public debate over Charlottesville’s housing woes, City Council adopted a new Future Land Use Map last fall, which advocates for increasing housing density across the city—and in turn, creating more affordable housing. Last month, city staff began the lengthy process of rewriting an outdated zoning ordinance, something that could take a year or longer.

During a virtual town hall last week, local residents again stressed the desperate need for emergency and affordable housing in Charlottesville. The city’s Human Rights Commission, the forum’s host, plans to use the community input to guide its future advocacy on the subject.

Resident Sage Boyer discussed the struggles she has faced finding affordable housing as a disabled person. “Most of the affordable housing in Charlottesville is unaffordable to people that are on SSI and SSD. We only usually make $841 a month, and most of the low income places are like around $800 a month,” she said.

While some people move to surrounding rural areas to find cheaper housing, relocating to the country can be more difficult for disabled people, said Daniela Pretzer of the BridgeLine nonprofit. “It is important to live in Charlottesville for people like that or close because of the medical community around here,” she said.

And the affordable housing options in nearby counties are often in poor condition, added Boyer, who has lived outside the city.

“They’re privately owned, cash only— they’re basically just homes owned by slumlords. There’s generally mold, things that are broken, things that don’t work right. These places are just absolutely disgusting,” she said.

harlottesville’s Police Civilian Oversight Board met last week to discuss procedures for how the board can investigate complaints against the police—and how board members can investigate complaints against each other, an all-too-relevant process given the fractious history between recent members. At the meeting, board members voted to send a final draft of their operating procedures to City Council for approval.

According to the newly drafted procedures, the board has authority to investigate complaints against CPD employees, including illegal uses of force, discriminatory traffic stops, and injuries or death of a person in custody. The board can also investigate incidents voluntarily, if no complaint is filed.

In an earlier draft of the procedures, the board’s executive director was solely responsible for deciding whether the board would investigate a complaint, explained Chair Bill Mendez. Now, the director is required to consult with the board.

The executive director can also refer complaints to the commonwealth’s attorney for possible criminal prosecution, or to mediation, during which “two individuals get together and discuss their differences in a non-threatening, non-hyper adversarial atmosphere,” explained Mendez.

“That would allow officers and complainants to actually meet each other as human beings…and that might help a lot to establish better relations between the police and the community,” added Mendez.

Cases involving use of force—or officers with multiple complaints against them— are not eligible for mediation, which would be held confidentially.

“The object is good faith participation,” added Mendez. “If a complainant is not satisfied, we’re not shutting them out of the process. If they want to go back and say ‘please pursue this investigation,’ they can ask us to do that.”

The executive director is in charge of directly investigating complaints or engaging independent investigators, and will have access to all of CPD’s records, evidence, and witnesses. During an investigation, the board can subpoena witnesses and evidence, as well as hold public hearings, run by a hearing examiner.

Last year, community members called for the removal of members Bellamy Brown and Jeffrey Fracher, in light of leaked text messages expressing their contempt for former CPD chief RaShall Brackney, then-mayor Nikuyah Walker, local activists, and several other board members.

Some also accused Brown of collaborating with the local Police Benevolent Association to get Brackney fired. In regard to complaints filed against board members, Mendez expressed concerns about the “optics” of allowing board members to investigate each other, and asked the board to change that section of the procedures to language suggested by City Attorney Lisa Robertson.

Hansel Aguilar, the board’s executive director, explained the process by which board members can investigate each other: The board can create a committee (which could also include members of the local Human Rights Commission or city staff) to examine complaints against board members, but only City Council has the authority to remove board members.

Per the proposed procedures, a member may be removed from the board for violating confidentiality obligations, secretly communicating with a person with a pending case, neglecting their duties, breaking the board’s Code of Ethics, or failing to comply with laws applicable to PCOB business, like the Freedom of Information Act. Council is expected to discuss and vote on the operating procedures next month.

Spring has sprung, and as the season turns, so does the Charlottesville foodscape. The Blue Ridge Country Store, an old-timey convenience store known for its extensive salad bar and homemade hot lunch offerings, is changing owners after more than 25 years.

Dan and Patty Pribus say they are currently fielding offers, and plan to retire once they sell the business, but feel the transition will be seamless. “Our customers won’t notice a thing,” says Dan. The Pribuses are looking forward to a relaxing retirement filled with “hobbies and grandkids. We never missed a day in over 25 years,” Dan says, “so it will be nice to sleep past 6am for once.”

Out with the old, in with the new Named after the birthplace of Thomas Jefferson, Shadwells Restaurant has served a cross section of upscale American cuisine since its debut in 2013. Now, the restaurant is doing a spring cleaning of sorts, by completely reimagining its concept. Under the same ownership, Shadwells relaunched as The Piedmont Bar and Kitchen on March 1 in the same location. The Piedmont’s casual, nofrills concept includes stacked burgers, shakes, and a variety of made-from-scratch pizzas, and is open daily from 11am to 9pm.

Fried chicken is a staple below the Mason-Dixon line, and obviously pretty popular here in C’ville, where we impede traffic to score tenders at drive-thrus along Emmet Street’s “Chicken Row.” While we’ll leave the “best” fried chicken to a vote, we can say that Brown’s makes some of it, so there was lots of clucking when the gas station

fried-chicken favorite announced it had been sold to Skyline Enterprises. NBC29 reported that the new owners were getting trained on the chicken recipes, and increasing the station’s hours to seven days a week.

ake is believed to have originated in Japan approximately 2,000 years ago.

As with many alcoholic beverages, it was refined as part of religious ceremonies, and commercial brewing of the rice-based beverage began in the 14th century. Although recent advances have allowed for automation and large-volume production, high-quality sake is still mostly made by hand, using techniques passed down from toji (master brewers) to apprentices through the centuries.

In the United States, sake is still largely ignored or misunderstood. For many, its mention causes flashbacks to the ’70s and ’80s, when poor-quality sake was served warm (to hide flaws) at hibachi-grill restaurants like Benihana. For a country that loves craft anything, Americans have yet to fully realize that high-quality sake is perhaps the most craft of craft beverages.

For Andrew Centofante, owner and toji at North American Sake Brewery, it took a trip to Japan and a chance meeting with an English-speaking bartender who loved sake, to realize this oversight. An avid homebrewer and self-described lover of “all kinds of craft beer, wine, cider, and spirits,” Centofante was immediately impressed by the delicious and nuanced flavors of sake. Upon returning, he sought out more sake but quickly became fixated on brewing his own at home.

“The more I learned, the more I fell in love with the process…before long I had transformed my basement into a small-scale sake brewery,” Centofante says. “And then my wife was like, ‘What are you doing?!’”

For many, a hobby that disturbs family harmony might have stopped right there.

For Centofante, it led to a trip back to Japan, an apprenticeship under a sixth-generation sake brewer, and then, three years ago, the opening of his own sake brewery at IX Art Park. From the outset, NAS has produced sake using a traditional, hands-on, and time-consuming process that honors historical roots. At the same time, NAS is trying to appeal to an American market.

While he easily admits the process is one of constant learning, Centofante is adamant that the goal is to produce sake that is competitive with, or even better than, other sakes—including those from Japan. He also sees an opportunity to create more sake drinkers by making it more accessible and increasing consumer knowledge. Therefore, NAS intentionally has a less formal atmosphere that allows consumers to relax and have fun while they learn more about the nuances of technique and flavor that are a big part of sake.

After the brewery opened, Centofante quickly realized that serving food would be an integral part of the experience. He admits,

Here are a few of note: Real Magic: Junmai (brewed only with rice with no addition of alcohol beyond what is produced by fermentation). Not heavily milled, the retention of 70 percent of the rice grain yields flavors of pear and apple accompanying a round mouthfeel and long savory finish.

Big Baby: Unfiltered and cloudy with flavors of melon and banana.

NAS uses calrose rice, a sushi rice grown in the United States, and this gives the drinker a real sense of how that rice tastes.

Serenity Now!: Junmai, but also daiginjo (the rice has been polished down to less than 50 percent of its original size), which results in a sake lighter in body, more aromatic, and full of fruit flavors.

“Food was not always part of the plan, but we also knew that we needed people to taste it in order for them to get it.” The NAS kitchen now serves a Japanese menu with ramen, rice bowls, sushi, and dumplings.

To produce high-quality sake in the United States, especially brews that can rival those coming out of Japan, is no small task.

Not only is NAS itself relatively young, but the entire industry outside of Japan is in its infancy. So, Centofante founded the Sake Brewers Association of North America, a nonprofit for which he serves as chairman of the board. The organization is dedicated to bringing the brewing community together, including forging relationships with both the Japanese and United States governments.

“A rising tide lifts all ships and I believe that if you enjoy great sake brewed in Cincinnati or Arizona, then you will come here to NAS or pick up bottles of Japanese sake when you see it,” Centofante says.

Seemingly content in this place of tension between honoring ancient tradition while also looking forward to a modern future, Centofante says, “Sake, even though it is ancient, is an incredibly modern drink with so much technical precision, artistry, and innovation happening in Japan and abroad. We are lucky to be part of something so special.”

2020 Viognier Barrel Select We have been waiting at Horton for all the factors to click into place to pull-out Dennis Horton’s original recipe for barrel select Viognier. 2020 may have been filled with obstacles but it was had some opportunities. When 2 rows of Viognier came in with the perfect numbers - we grabbed the opportunity and processed this Viognier with 12 hours of skin time.

This can be very risky; the process needs to be constantly monitored and the winemaker needs to use a deft hand. we gathered all our resources including calling our winemaker from 30 years ago that did the original process with Dennis Horton - Alan Kinne. The results are breath taking!

The Problem with the “Anti-Aging” Trend

Everyone is aging. From the moment we are born we begin growing and changing. So why then, at a certain point along that continuum, do we rebel and freak out against that process? A Google search on aging reveals what I’m talking about. You’ll inevitably find articles and advertisements about “anti-aging cures” and reports on medical research and developments that promise to “fight” aging or eliminate it. Indeed, multi-billionaire Jeff Bezos has invested in a bio-tech company called Altos

Labs, which promises to halt the aging process through “cellular reprogramming” and other new technologies.

“Staving off death is a thing that you have to work at, “ wrote Bezos in a letter to Amazon shareholders when he stepped down as CEO last year. “ … If living things don’t actively work to prevent it, they would eventually merge with their surroundings and cease to exist as autonomous beings. That is what happens when they die.”

And this sort of thing is not only

the obsession of multi-billionaires.

According to P&S Intelligence, the global anti-aging market is expected to grow from $191.5 billion currently to $421.4 billion by 2030.

What are we to make of all this?

Again, we can turn to science. A recent study published in Nature Communications addressed the question of whether or not we can slow the rate of aging. Researchers pointed out that primates (humans) actually enjoy relatively long lifespans when compared to other species and found that there’s a direct connection between “life expectancy at birth and lifespan equality in a diverse set of human populations.” In other words, attention given to the health of infants, and declining infant mortality rates, has been one of the main reasons why more people are living longer, healthier lives. What’s more, the study found that human lifespans remain generally fixed due to biological constraints and that “lifespan equality” is the real issue.

For instance, while Thomas Jefferson, who died at 83, made it to the higher end of a typical human lifespan, life expectancy at birth during that time was 40 years old.

Since then, due to advances in medicine and a variety of economic, environmental and societal factors life expectancy at birth in the U.S. has increased dramatically, to 80 years old in 2020, but the typical biological human lifespan has remained largely unchanged.

Today, in developed nations, deaths are typically concentrated

near the end of human lifespans, whereas in less developed nations those deaths may be spread across different ages. The same could be said about people in various socio-economic situations within a population. In other words, our quality of life as we age, not anti-aging cures, are what will likely allow us to “stave off death” and live longer, healthier lives.

So, then, what is the current obsession with “anti-aging” and “curing and fighting” aging all about?

Well, you could say that fantasies about finding the “Fountain of Youth” have always been a part of our mythologies, and that now we like to think that technology can provide that. Indeed, one of the scientists involved with Altos Labs has called cellular reprogramming technology the “elixir of life.” Of course, while much of this isn’t so much about wanting to cheat death and more about not wanting to look prematurely old, it amounts to a refusal to accept aging and a prejudice against aging.

According to the spiritual teacher Ram Dass, who believed the denial of aging and death was a cultural cruelty, that’s a recipe for disaster.

“The minute you pit yourself against nature, the minute you pit yourself with your mind against change,” Dass wrote, “you are asking for suffering.”

Remember, the aging process began the moment you were born, and it’s happening as you read this.

The awards were announced during a virtual General Membership Meeting on Thursday, March 17th. The Affiliate of the Year recognizes a CAAR affiliate member who goes the extra step to help further the goals and objectives of the Association, CAAR members, their clients, and the community at large. The 2021 Affiliate of the Year award recipient was Hal Johnson of Guaranteed Rate.

The Rising Star of the Year award recognizes a REALTOR® member who has held an active salesperson’s license for 18 consecutive months or less and balances sales volume and education with CAAR events and civic duties. The 2021 Rising Star of the Year award recipient was Michelle Gregory of Real Estate III – North.

The Sales Associate of the Year recognizes a REALTOR® who is a top sales producer, active in the Association and the community, and continues to improve his or her skills by engaging in continuing education courses and the achievement of professional designations. The 2021 Sales Associate of the Year award recipient was Josh White of Story House Real Estate.

The REALTOR® Ethics in Action of the Year recognizes a REALTOR® who is sought out by other REALTORS® who are seeking advice and counsel on questions concerning the Code of Ethics and professional standards. ake a stroll in the park and smell the azalaeas. Take in the parade, plant your own dogwood, buy a cup at the crafts fair and take the dog on a “bow-wow” walk.

We have so much energy this time of year. What’s your own favorite spring thing? The flowers are blooming, the trees are budding, and spring is apoppin! Starting in Charlottesville and Albemarle County, let’s look at a few of the ways to savor the season.

The coronation of a new Dogwood Queen at the Queen’s Ball has been a highlight of the Festival since its inception. The 2022 Ball will be held on April 23 from 7:00 to 11:00 p.m. at the University of Virginia’s Inn at Darden and Conference Center. There will be a cash bar. Tickets are $25, and are available online or at the door.

After the flowers fall and the trees leaf out, the Festival goes on in spirit throughout the year through the Dogwood Festival Pageant, for its Junior Court. The Junior Court, for girls ages 3 to 15, promotes community service, public speaking and self confidence in projects and parades throughout the year.

The next Festival Pageant is scheduled for January 2023.

Rivanna RiverFest They’ll be meetin’ at the river, they will, for Rivanna RiverFest 2022, which is the Rivanna Conservation Alliance’s week of events and activities.

The festival kicks off on April 22 and will include the Rivanna River Race, a 6.8 mile canoe and kayak race; native plant installations; water quality monitoring demonstrations; pop-up environmental education activities in local parks; a storm water management projects tour; a bird walk at Riverview park—and more.

Rivanna RiverFest will culminate on May 1 with a celebration at Rivanna River Company on East High Street in Charlottesville, to include food, drink, and a whole lotta fun.

Dogwood Festival You can’t picture Virginia in the spring without its beautiful flowering American Dogwood trees. Thomas Jefferson grew them at Monticello. Each year as we bask in the beauty of Central Virginia, we honor the dogwood—the official state flower of Virginia since 1918—with the Charlottesville Dogwood Festival, a tradition since 1950.

Hosted by the Charlottesville Dogwood Foundation, which serves the community by raising funds for local organizations, the Festival packs the calendar with everything from a pageant

and a parade to an “Eggstravaganza” and a “Queen’s Ball.”

This year’s celebration of springtime and springtime’s renewing vigor runs from April 7 through May 1, and much of the fun is free. Here’s what’s happening.

The Festival will hold its Dogwood Tree Sale, April 7 from 3:00 to 7:00 p.m., and April 8 from 7:00 a.m. to 7:00 p.m. (while supplies last) in the old Kmart parking lot at the intersection of Hydraulic Rd and Route 29. Trees are $40.

An egg hunt and other special activities will be in store for kids and families at the Dogwood Eggstravaganza on April 9, 12:30 to 2:30 p.m. at Fairview Swim & Tennis Club. The cost is $5 per child.

Registration starts at 12:30 p.m.; armbands will be needed for all activities. The egg hunt is scheduled for 1:30 p.m. Kids will hunt in three age groups: 0-3, 4-6, and 7-10 years. Two Golden Egg prizes will be awarded in each age group.

The Easter Bunny will pose for pictures with the little ones, the Albemarle County Sheriff ’s Office will offer fingerprinting, and the Mobilee Delicious Food Truck will sell food and beverages.

Time and location will be announced soon for the Chris Ward Memorial Dogwood Homerun Derby on April 10 for kids. Cost will be $20 per player for

adults and for kids ages 6 and up. Second chances are $5.

The Charlottesville Dogwood Memorial is dedicated to the lasting memory of all who served our country in Vietnam and especially the 28 men from the Charlottesville-Albemarle area who gave their lives in that service. A rededication ceremony will be held 11:00 a.m. on April 22. The Memorial is located on the Northwest corner of the US 250 Bypass just west of McIntire Road and the John Warner Parkway in the Southeast corner of McIntire Park.

Put a pink dogwood flower in your hair, or maybe a white one in your lapel if you’re on the quieter side, and watch and wave when the Charlottesville Dogwood Parade takes off on April 23 at 10:55 a.m. on McIntire Road by the County Office Building. This year’s theme is Choose Kindness. Awards will be given for Best Floats and for Dogwood Spirit.

The Dogwood Carnival runs April 14 through May 1, Monday through Friday 5:30 to 10:30 p.m., Saturday 1:00 to 11:00 p.m., and Sunday 1:00 to 9:00 p.m. in a (new) location to be announced soon.

Armband nights are: Sundays, Tuesdays, & Thursday (except for April 9). The cost is $20.00. A sheet of 24 tickets is $20.00.

Single tickets are $1.00.

Crozet Spring Arts and Crafts Festival With over 120 fine artists and artisans exhibiting from around the country, the Crozet Arts and Crafts Festival, held twice annually, in May and October, is Central Virginia’s premier juried Arts and Crafts event. This year’s show, on Mother’s Day weekend, May 7 and 8 in beautiful Claudius Crozet Park, will feature Virginia wine and beer, local food, live music from local performers, children’s activities, and more.

First held in 1980, the Festival helps support Claudius Crozet Park, a nonprofit community owned and operated park. Chicho Lorenzo’s sculpture “Lovework” will be installed in the park this same weekend. Single adult tickets are

Who doesn’t love an evening of volleyball? On Louisa’s Family Volleyball Night, Friday, May 6 from 6:00 p.m. until 9:00 p.m. at the Betty Queen Center, children ages 9 and older can learn to volley, pass, set, and spike with their parents.

Forget leagues or even games—the idea is for families to have fun together. No registration is necessary; the requisite $2 per person fee can be paid at the door.

Visitors to the fair may want to head down the road apiece to Chiles Peach Orchard, where the Chiles family has been tending the trees for over 100 years.

The Charlottesville-Albemarle SPCA’s 9th annual spring bow-WOW-walk—they call it the K-9 2.5K—supports the nonprofit group’s animals and its lifesaving programs. And it’s a lot of (noisy) fun for two-legged and four legged friends alike. The most recent bow-WOW-walk, in 2019, attracted over 500 walkers and their pets.

The 2022 walk will take place at Boar’s Head Resort and will feature human and doggie entertainment, canine competitions, treats for humans and pups, and animal-friendly sponsors. The event begins at 9:00 a.m.; the walk’s “kick-off” is at 10:30 a.m. Post-walk festivities are set for 11:30 a.m. to 1:00 p.m. Registration is online, and this year there are NO registration fees.

Visitors enjoy “living history” with the help of costumed interpreters. Shuttle carts run continuously, or rent golf carts for a nominal fee.

April 25 through May 1 is Wool Week.

Visitors will see sheep shearing with traditional hand shears, cleaning, carding, dyeing, spinning, and weaving. Staff will also demonstrate flax processing and the old-fashioned method of creating linen to be used for clothing. Wool Week is free with general admission tickets, which range from $12.00 for adult to $7 for kids 6 to 12. Kids under six get in free.

Nelson County The 9th annual Live Bold 4 Miler at Bold Rock Cider in Nellysford is set for 9:00 a.m. on Saturday, April 9. The flat course will offer gorgeous views of the Blue Ridge Mountains. All participants will receive a performance event shirt, a finisher glass, and some Bold Rock Hard Cider. The outdoor post-race party in the meadow will feature music and food

for purchase from both Bold Rock and a local food truck. The Bold Rock cidery is walker, stroller and Fido-friendly.

Animal lovers (and aren’t we all?) may want to be at Blue Mountain Barrel House in Arrington on April 9 from noon to 5:30 p.m. for Ales for Animals, a family-friendly event to benefit Almost Home Pet Adoption Center, Hope’s Legacy Equine Rescue and the Rockfish Wildlife Sanctuary. Expect live music and animals of all types and sizes, plus food and ales and other beverages for purchase from the Barrel House. Sally Rose and Eli Cook will bring the live music.
