For years, all across Virginia, the expansion of energy utilities has threatened vulnerable communities and vulnerable histories. The good news is that, recently, those communities have had success pushing back. In 2020, the Atlantic Coast Pipeline was canceled, in part due to the activism of the residents of Union Hill, an historically Black rural community in Buckingham County. And just last week, the Monacan Nation announced that years of dedicated advocacy have paid off—the site of their ancestral capital, Rassawek, will not be the location of a new water treatment plant (p. 13).

These conflicts aren’t cut and dry, of course. We need energy to power our homes and cities; as we rely more on renewable energy sources, we’ll need to construct new renewable energy infrastructure. And we also need to treat our water, to ensure that everyone has access to the basic necessities of life. Can we do this without endangering the lives and stories of the people who have lived here for a long time? As the 21st century continues, threading the needle between past and future will become more difficult—and more important.—Ben Hitchcock

Meet the new boss

Amaka Agugua-Hamilton will take over as head coach of the UVA women’s basketball team, the school announced on Monday.

Agugua-Hamilton went 74-15 in three seasons as the Missouri State coach. The NoVa native played college basketball at Hofstra before beginning her coaching career. She’ll have her work cut out for her here in Charlottesville— the Cavaliers have posted a 30-63 record over their last four seasons. Agugua-Hamilton will try to return the program to its glory days of the early 1990s, when the team reached three consecutive Final Fours.

It will soon be legal to carry a switchblade in Virginia—Governor Glenn Youngkin signed a bill that passed the General Assembly with bipartisan support. The knives were outlawed in the ’50s, but aren’t actually connected to crime statistics in any meaningful way, reports the Virginia Mercury.

BLUE RIDGE HEALTH DISTRICT

Almost exactly two years after COVID first arrived in the Charlottesville region, local case counts are as low as they’ve been in months.

The Blue Ridge Health District reports a seven-day moving average of 12 new cases per day, down from 445 at the peak in January.

Remember those strange first few days in March 2020? The last two years have been hard on everyone, and there could be more coming, but for the moment our region is keeping the disease at bay.

UVA acceptance rate hits record low Just 19 percent of the 50,000 applicants to the UVA class of 2026 was admitted, a record low, according to The Cavalier Daily. The in-state acceptance rate was 28 percent, and the out-of-state rate was 15 percent. (Low, but not quite Ivy-esque—Dartmouth, the least selective Ivy, accepted just 6 percent of applicants in last year’s cycle.) UVA’s accepted cohort is 52 percent students of color, 41 percent Virginians, 15 percent first-generation students, and 10 percent legacy brats.

ince defeating Dr. Cameron Webb in 2020, 5th District Representative Bob Good has stayed true to his Trump-loving, Bible-thumping platform.

In addition to introducing bills attacking abortion rights, criminal justice reform, gun control, and refugees, the Republican has rejected the 2020 presidential election results, voted against investigating the Capitol insurrection, and supported fellow far-right conservatives, like QAnon conspiracy theorist Representative Marjorie Taylor Greene.

At an in-person forum last week, two Democratic candidates hoping to challenge Good—Andy Parker and Josh Throneburg—introduced themselves and shared their priorities for the district. The third announced Democratic candidate, Warren McLellan, did not attend the event, which was hosted by the Goochland, Louisa, Powhatan, and Albemarle Democratic committees.

Parker is a former member of the Henry County Board of Supervisors, and has been an outspoken advocate for stricter gun control since the 2015 murder of his daughter, 24-year-old journalist Alison Parker. While conducting a live television interview in Moneta, Virginia, Parker and her cameraman, Adam Ward, were shot and killed by a former employee of their news station, Roanoke’s WDBJ.

Parker also wants to hold online platforms accountable for showing graphic violence, specifically by repealing section 230 of the Communications Decency Act, which protects websites from being held liable for illegal posts. Since Parker’s death, footage of the shooting—which her murderer uploaded to Twitter and Facebook— has circulated across the internet, despite her father’s efforts to get it removed.

To prevent and reduce gun violence, Throneburg—an ordained minister and small business owner—suggested Democrats “work together” with Republicans “who care about safety.” However, Parker claimed that electing more Democrats was the only way to get critical gun control measures—like universal background checks and assault weapons bans—passed

by Congress.

“There is no cooperation,” said Parker.

“If you can’t change their minds, you change their seats.”

Throneburg announced his candidacy in the summer of 2021, and had raised $207,000 by the end of the year, according to the Virginia Public Access Project.

McLellan has raised $11,000, and fundraising reports are not yet available for Parker, who announced his campaign in February.

In their closing statements, the candidates encouraged voters to show up to the polls, and rally together to flip the district to blue in November.

Over on the Republican side, Bob Good is facing a primary fight of his own. Challenger Dan Moy, who spent 27 years in the Air Force, will face off against Good during a Republican congressional convention in May. “You deserve a congressman that actually knows how the economy should work, how our communities work, and our country,” said Parker at the forum. “Right now you don’t have that—you deserve better.”

Democratic congressional hopefuls have until April 7 to file to run, and the Democratic primary will be held on June 21.

Charlottesville City Council allowed the public to sound off on multiple key financial decisions at Monday night’s meeting. As council works to craft the budget for fiscal year 2023, it will be forced to make difficult decisions about which projects to prioritize and how to create new revenue—among the key initiatives is a school reconfiguration project estimated to cost $75 million.

Interim City Manager Michael Rogers said his office recommends raising the real estate tax by 2 cents going in to next year—currently, real estate is taxed at 95 cents per $100 of assessed value. Earlier this year, council had considered raising real estate taxes by as much as 10 cents, but it backed off from that number, in part due to the significant rise in real estate taxes around the city, thanks to the tight real estate market.

During the public hearing, multiple residents expressed support for the reconfiguration project, and hoped council would find a way to make it happen.

Rogers noted that the city is also juggling improving transit, hiring firefighters, potentially collective bargaining with employees, and pushing forward on climate goals, among other things in its budget.

Rogers essentially recommended slowing down the reconfiguration project to give the city more time to find funding for it. “The proposed school reconfiguration has not been integrated into the city’s capital improvements program in a manner that will allow City Council to make a coordinated funding plan,” said Rogers. The revenue from the 2-cent real estate tax increase should be “earmarked as the beginning of an annual funding program to generate funds for school reconfiguration” to give city staff time “to work on a five- to 10-year funding plan.”

Raised by a Republican family in a rural community, Throneburg claimed he is well-equipped to reach out to Republican voters and discuss bipartisan issues, like health care and broadband. “If there’s anybody who can actually access space in those communities and have them consider a Democrat as their potential representative, I think it’s me,” he said.

Rural communities across the district continue to lack access to high-speed internet. To support broadband expansion, Parker proposed governments work directly with phone carriers, while Throneburg suggested treating broadband like a utility.

Parker promised to prioritize challenging big pharma, and bringing prescription drug prices down. Throneburg stressed the need to fight against climate change, and invest in green energy and jobs.

“We need more solar. We need more wind. Those things have to happen immediately,” said Throneburg. “We also have to do it strategically and with some thought and care.”

Throughout the forum, both candidates expressed support for implementing Medicare for all, overturning Citizens United, protecting abortion rights, stopping voter suppression, and passing the Equal Rights Amendment. They also vowed to support diversity, equity, and inclusion in education, as Republicans like Governor Glenn Youngkin try to ban “critical race theory” and censor books in schools.

“Kids should be taught factual history… the good, the bad, everything that happened,” said Parker.

fter years of public outcry, the James River Water Authority has abandoned its plans to build a water intake and pump station at Rassawek, the historic capital of the Monacan Indian Nation.

Last week, the authority—a partnership between Fluvanna and Louisa counties— unanimously voted to apply for permits for an alternative project site, located about two miles upstream from Rassawek. JRWA has also agreed to transfer ownership of its por­ tion of Rassawek to the Nation.

During a virtual press conference last week, Monacan Tribal Chief Kenneth Bran­ ham, along with attorneys Greg and Marion Werkheiser of Cultural Heritage Partners, celebrated the long-awaited victory, and reflected on the painful battle to protect the historical and cultural site.

“This has been a long road,” said Branham.

“We are glad to be moving forward in a spirit of cooperation, to ensure the citizens get their drinking water, and our ancestral capital of Rassawek and the burials of our ancestors are protected.”

Located in Fluvanna County, Rassawek has been an important site for the Monacan Indian Nation for over 4,000 years. British colonist John Smith included Rassawek in his 1612 map of Virginia, and the Smithso­ nian Institution documented the archaeo­ logical resources and human burials at Ras­ sawek beginning in the 1880s.

Before Europeans colonized North Amer­ ica and committed genocide against Indige­ nous peoples, the Monacans occupied around half of what is now Virginia. Today, the Na­ tion—with around 2,600 citizens—is the largest federally recognized tribe in the state.

In 2014, the JRWA began planning to build a water pump station and pipeline, which would eventually serve the growing Zion Crossroads area, on top of Rassawek.

Though the state’s department of historic resources, preservation groups, and archae­ ologists warned them about Rassawek’s historical and cultural significance, the au­ thority purchased land at the site in 2016.

JRWA did not alert the Monacan Indian Nation of its plans until 2017. The following year, the tribe hired legal counsel, who dis­ covered through public records that the authority had 13 alternative sites for the project from the beginning—but wanted to cut costs by building it on top of Rassawek.

“The tribe had been told that the water authority had looked at a bunch of alterna­ tives and determined that none of them were viable,” explained Greg Werkheiser.

“What we discovered when we went in and did a request to the public records…was that, very freely in these documents, the water authority’s advisors were saying ‘yes,

there are other viable sites but let’s go with the cheap one.’”

After the water authority applied for a permit in 2020, more than 12,000 individu­ als and organizations spoke out in support of the Monacans. The National Trust for Historic Preservation put Rassawek on its annual list of America’s most endangered historic places, rallying even more support for the cause.

“We are all caretakers of human stories. If saving Monacan history was the only busi­ ness of the Monacan people, then Rassawek would have been lost a long time ago. But with citizens and leaders of all walks of life and backgrounds, many non-Monacans saw the fight for our history as their fight,” said Branham. “It’s only by preserving stories… that we can make a strong society.”

The same year, the state disqualified JRWA’s archaeologist, and the tribe filed a lengthy complaint with the Army Corps of Engi­ neers, detailing why the project should not be legally permitted.

In light of this strong public outcry, JRWA brought the project to a halt in August 2020, and agreed to look into alternative options.

It hired archaeologists approved by the Na­ tion to ensure there were no human remains at the second site, which already has a road nearby. “If there were archaeological remains there, they were undoubtedly destroyed when that roadway was put in,” said Greg Werkheiser.

The archaeologists confirmed there were no burials at the alternative site last December, and the Nation agreed to officially support building there. JRWA plans to apply for a new permit for the alternative site this spring.

During the press conference, the attorneys reflected on Virginia’s long, painful history of oppressing Indigenous peoples. In the early 20th century, Walter Plecker—a physi­ cian, eugenicist, and white supremacist— headed Virginia’s Bureau of Vital Statistics, and helped to pass the Racial Integrity Act of 1924. In addition to criminalizing inter­ racial marriage, the law required every new­ born child be classified either as “White” or “Colored,” aiming to erase Indigenous peo­ ples and their identity. State registrars changed birth certificates from “Indian” to “Colored,” and Indigenous peoples were banned from white schools, hospitals, and other public areas.

Branham briefly shared the struggles he faced growing up in Amherst County, thanks to Plecker’s eugenicist efforts. He and his siblings all had different races on their birth certificates, and were not allowed to attend public school until 1962—eight years after Brown v. Board of Education.

“People put us down and didn’t take the time to get to know us. We are proud of who we are,” said Branham.

n February, Saul Kaplan marked both his 93rd birthday and the release of a new book of artwork. The self-published Sketches: Faces of Life & Love highlights what is perhaps the artist’s most discreet and most intimate medium, his drawings.

Having retired to an apartment in Martha Jefferson House, the ceramics and painting that were the priority of Kaplan’s artistic career became more difficult. But Kaplan cannot sit down with a pen without coming away with a drawing. It’s a habit he’s developed from over 60 years of practicing.

“Drawing is a muscle memory, eye muscle coordination,” Kaplan says. The memory that keeps returning to the muscles of his fingers, wrist, and arm is the memory of human faces.

Over the years, Kaplan has drawn thousands of human faces, and on every page his book is populated with that most familiar of images.

“The human face expresses everything,” he says.

Kaplan’s simple lines craft expressions on the shifting array of faces, digging for the bare-bones of emotion buried there. We see eyes meet, or downcast, or slitted, eyes tired, or gentle, or cunning. Lips are curled, puckered, pouting, or tense. Noses sharp and soft, cheeks broad and narrow.

Perhaps it is this simplicity of bare lines that makes drawing, as Kaplan says in the book’s prologue, “the most intimate and direct form of visual communication.” While intricacy serves to expand and amplify, the simplicity of the line drawings in Faces of Life & Love go in the opposite direction, seeking to distill the essence of an eyebrow, or a lip, and identify the essential lines that carry emotion. In the most minimalist renderings, Kaplan refines a somber face into just a handful of lines.

Kaplan also alludes to ancient Egyptian drawings. “The style of the Egyptian eye has been repeated over history,” he writes. “The eye I draw, like Picasso did, had its beginning in Egypt.”

That eye—drawn over and over for centuries—mirrors Kaplan’s endless creation of faces throughout the years. In this obsessive repetition and focus on the geometry of shape, Kaplan’s drawings search for something basic about the human face, its composition, and its familiarity. As the Egyptians did, Kaplan attempts to use the very specific and precise lines of a face to strike a resounding chord.

In this collection, we see the warm human population that Kaplan has created as a result of that repetition. Most of them are not alone, drawings occupied by two or more figures in

some form of relationship to each other. Often, their bodies overlap or blend so that we see two faces that share one eye, or three heads that share one torso. In these fusions there is a sense of togetherness, of something shared that merges the characters in a visceral way.

Each drawing, he says, is a kind of personal signature. “[As artists] we are making our mark some way or another. It’s a kind of waving and saying, ‘I’m here.’”

Kaplan, like his characters, tries to merge with something bigger than himself, participating in the collective story. “That’s what an artist really does,” Kaplan says. “He tries to use the medium he’s in to express something—it could be anything—but it is now part of history, a part of mankind.”

In the same way that the thousands of Egyptian eyes are actually one eye, iterations of the same form, Kaplan’s endless faces resolve into one face, waving at the world.

f Terry Gilliam remade “The Jetsons,” it might go something like Jean-Pierre Jeunet’s Bigbug. This French science-fiction comedy takes a generally dark movie sub-genre—robot servants revolting against their human masters—and transforms it into an outwardly sunny, pastel-colored farce. The results are a hilarious, fascinating satire that’s seemingly light, but overflows with pointed observations about unchecked technological evolution at its worst.

Set in near-future France, suburban divorcée Alice (Elsa Zylberstein), her date (Stéphane De Groot), ex-husband (Youssef Hajdi), his secretary (Claire Chust), and others are sealed inside her house as malfunctioning security androids launch an insurrection outside. Meanwhile, her robotic servants faithfully try to protect their owner. (No giant insects here—the titular “bug” has infected the computer systems that manage the characters’ lives.)

Bigbug echoes—and affectionately parodies—Blade Runner, Westworld, Demon Seed, and other excellent works about artificial intelligence in revolt. Like those films, it confronts a major modern conundrum: Where does A.I. end and sentience begin? How much human-like behavior makes a robot human?

As Jeunet takes his viewers on a windy trip through the “uncanny valley” between mechanical and flesh-and-blood life, he keeps Bigbug compelling by raising dozens of intriguing questions, and offering few pat answers. But the film’s opening image— leashed human beings led on all-fours by androids—sets the tone: Our own labor-saving technology ultimately enslaves us.

Bigbug’s reviews have been mixed because it’s definitely not for everyone, especially anyone who only knows Jeunet’s breakout hit Amelie. Bigbug is more akin to Delicatessen and other off-kilter early collaborations with Marc Caro. Be warned: Some viewers will find Bigbug overly frenetic and unconventional. But for those who stick with it, it’s a rewarding and hysterical film. (Be sure to watch the French-language version—the dubbed one sounds awful.)

The point that some viewers miss is that Bigbug’s background is its foreground. The humans’ antic interactions are funny, but what’s most intriguing is Jeunet’s intricate world-building. With most of this claustrophobic story occurring inside a single house, its vision of future life unfolds through background details within this ecosystem. Alice, for instance, keeps her journal with pen and ink, which have become as obsolete as IBM punch cards.

The cast is strong, particularly Claude Perron as the robotic maid Monique and Zylberstein in the lead. The voice acting is equally good, with André Dussollier standing out as the sanguine Einstein. Keep an eye out for cameos by Jeunet movie vets like Dominique Pinon, too.

Aline Bonetto’s retro-futuristic production design is marvelous, equal parts Bauhaus and mid-century modern by way of Betty Crocker. Outstanding credit is also due to special

Most notable among the robotic cast is Einstein, a scuttling, sixlegged head that looks like a caricature of its namesake crafted from typewriter parts.

Bigbug isn’t a masterpiece, nor is it as good as some of Jeunet’s more recent underseen gems like Micmacs. At an hour and 51 minutes, it’s 10 minutes too long. But it’s very funny, highly imaginative and intelligent, and the kind of science fiction movie that matters most: one about ideas.

On some occasions, it’s wise to withdraw your energy from a project or relationship you’ve been working on. Struggling to find relevance and redemption may reach a limit. Pushing ever onward might be fruitless and even harmful. However, I don’t think that now is one of those times for you, Taurus.

According to my reading of the astrological omens, it is too early for you to quit.

Seeking adults for a research study, ages 18-65 with Major Depressive Disorder (MDD) with continued depressive symptoms, despite taking an antidepressant. Participants will have up to 11 visits over a 72 day period. Taking study medication, blood draws, ECGs, maintaining an eDiary, and completing assessments will be required. Reimbursement for time and travel is $75 per completed visit. Principal Investigator: Anita H. Clayton, MD.

Men and women with type 2 diabetes aged 18-60 needed for study on the effect of the drug empagliflozin (used to control blood sugar) on blood vessels. Study requires two 1-hour outpatient visits and two 7-hour admissions in UVA’s Clinical Research Unit. The study drug is taken for 12 weeks. You must have Type 2 diabetes, be a non-smoker, and not taking insulin. Compensation is $800, paid in installments.

Labyrinth Walk for Peace to Benefit Humanitarian Aid for Ukrainians Unity of Charlottesville and Virginia Labyrinths are co-sponsoring a Labyrinth Walk for Peace on Sunday, March 27 at 1:00 p.m.

We will accept donations and give 100 percent of the proceeds to UNICEF for humanitarian aid efforts for Ukrainians.

The event is open to the public.

A labyrinth is different from a maze in that we follow a specified pattern of ancient geometry to enter. We then exit in reverse order after reaching the center.

We usually walk a labyrinth in silence and use the time for prayer, reflection, or contemplation.

“The Labyrinth has been used by cultures around the world for thousands of years” says Mary Ann Wamhoff, a Veriditas Advanced Accredited Labyrinth Facilitator.

“We will walk with a specific intention for peace between Russia and Ukraine, and safety for the Ukrainian refugees and children.”

Unity of Charlottesville, the co-sponsor of this event, built its Shalom Labyrinth in 2013. An exact full-scale replica of the labyrinth at the Chartres Cathedral in Chartres, France, the Shalom Labyrinth invites people to turn within and come to a deeper understanding of themselves to find peace and inner tranquility.

“Our labyrinth is open to the public as a place of quiet, refuge and contemplation,” says Rev. Don Lansky, minister of Unity Church. “As the brutal conflict in Ukraine continues, we join millions of good-willed people around the world who are praying for peace. Our hope is that this event will bring people of many faiths together and raise money to assist Ukrainian refugees through this difficult time.”

Charlottesville’s Downtown Mall has an air of anticipation, fueled in part by the artsy vinyl cladding now hiding the skeleton of the Dewberry building. Paid for by $45,000 in private funds, including $10,000 from the Dewberrys themselves, the temporary installation covers all nine stories of the 11-year nightmare on Main Street.

Although not a solution to the vacancy, this first step by Friends of Cville Downtown is welcome. Board Member Michael Caplan describes the non-profit’s plans “to invigorate downtown with lights, art, paintings, seating, events, banners, sanitation, safety add-ons, and a rich array of events with something for everybody…in the spirit of goodwill and common purpose.” This includes assistance for the unhoused who shelter on the mall along with the other improvements.

Dressing up that same corner, Oyster House Antiques got a facelift with a welcome coat of paint. The Bebedero is moving their modern Mexican fare and cocktails into the space formerly occupied by the iconic Downtown Grille, which has been vacant since COVID restrictions shuttered many restaurants in 2020. Red Pump Kitchen is reopening after nearly two years of a pandemicinduced shutdown.

The Charlottesville Office of Economic Development reported a vacancy level of 3.7 percent on the Downtown Mall, up slightly from the July 2021 report, but nowhere near the 2009 recession vacancy rate of nine percent.

North on Route 29, at Brookhill Commons, Stoner reports, “The first 320 apartments have been delivered and leased and the Senior Living facility is operating now. Construction and sales of the Phase 1 residences are moving along, and the second phase of apartments is underway.

“We are excited about the activity at the Town Center and are working with a few anchor tenants. Additional shop and restaurant space will come online once our anchor users are placed. It’s shaping up to be a vibrant community and we’re seeing great response from the market.

The walking and biking trails are already seeing a lot of use.”

East of town, in Pantops, the vacated State Farm campus is buzzing with life.

Bonumose is putting the finishing touches on a $27 million production facility to produce tagatose, a low-glycemic, rare sugar that doesn’t promote tooth decay.

Having received the green light from the FDA and Health Canada, the facility will bring 64 jobs when it starts production this spring.

Live and In-Person A fresh look isn’t the only thing going for this eight-block symbol of Charlottesville’s vibrancy. The facade improvements and new businesses are revving up excitement in advance of warm weather outdoor entertainment.

Charlottesville’s defining, free live concert series, Fridays after Five, opens April 15 in Ting Pavilion. This 34th season will be the first full one since 2019. Nearby shop and restaurant owners relish the boost from thousands of people coming to downtown.

Following Friday’s opening, the 10th Annual Tom Tom festival will bring its own flavor of fun to the mall. Tom Tom has shed any reference to Thomas Jefferson. Rebranded it stands for Tomorrow Tomorrow. This “community-centric week of parties, concerts, talks, ideas, performances, and art” will liven up the mall from April 20-24.

As important as the event itself, Tom Tom’s will also test the beer garden concept. Legislation from Richmond permitted cities to establish open container districts in 2021. The festival will be the first trial for Charlottesville.

Tom Tom will offer a block party on the mall in partnership with restaurants, galleries, and retailers on Friday and Saturday. Participants can walk the mall with a drink in hand listening to music and participating in the festival. Future open container events may rely on the success of this festival experience.

Back to Work?

Downtown workers who shop, eat and drink nearby accelerate economic

recovery as much as the elimination of COVID restrictions. While vacancy rates remain high, demand for Class A office space with superior health, energy, and employee amenities increased during the pandemic.

Stu Rifkin, Founder of Rifkin Associates, says, “The work-from-home trend pre-dated COVID. I’ve hardly been in my office for 10 years. So, the fact that Charlottesville had half a million square feet of office space come online during COVID isn’t hurting us. Our local businesses are expanding. I just had a tenant vacate two floors downtown to quadruple in size.”

Do You Need More Proof?

“The CODE building (Center of Developing Entrepreneurs) is just about full,” says CSH Development President Andrew Boninti. “We have one lease pending, which I feel pretty confident will get completed. And Codebase, our coworking facility, has been extremely well received. It’s very exciting to see the impact this is having.”

A couple of blocks away, on Garrett Street, Apex Clean Energy is leasing up. Jenny Stoner, First Vice President of Cushman & Wakefield |Thalhimer says, “All of the office space has been spoken for, with only ground floor retail remaining. We are excited to offer a great opportunity for retailers there to serve one of Charlottesville’s largest office hubs. Apex is already operating in some of their space, and within the month the Southern Environmental Law Center will move into their beautiful new space as well.

“The backfill spaces for both SELC and Apex have started filling already but offer great opportunities for companies looking to grow Downtown.”

Other office and retail centers in Charlottesville are faring just as well. Zach Zingsheim, Asset Management Associate with Stony Point Development Group, reports that only 3,000 of the 50,000 square feet of Class A office space remain unleased at Dairy Market.

The Food Hall and retail space are full and the apartment homes at 10th and Dairy are 40 percent leased. “Our leasing velocity has been tremendous for both the Dairy Market and the adjacent apartment homes. We already have a robust consumer base for the 17 shops and restaurants because we have become a destination attraction. The support will be even stronger once the community at 10th and Dairy is in place.”

Overall, Charlottesville reports a 5.2 percent commercial vacancy rate, up slightly from July 2021. Barracks Road Shopping Center is at 9.3 percent, The Corner is at 3.3 percent, and Seminole Square is over 12 percent vacant. Preston Plaza and McIntire Place are 100 percent occupied.

The Charlottesville area commercial market moves in lockstep with the University of Virginia. A growing UVA pulls the Charlottesville area along with it. The University completed more than $700 million worth of capital projects last year with a proposed capital expansion of over $2 billion for 2022.

Anyone driving in the Emmet/Ivy area can see just how strong that growth is.

A new School of Data Science is under construction in anticipation of a December 2023 completion date. Additional construction within the Karsh Institute for Democracy and the Batten School will begin this summer along with a new hotel and convention center. At the completion of this project, a sidewalk will stretch from Boar’s Head Resort along Ivy Road all the way to Emmet Street.

Fortunately, UVA, Charlottesville, and Albemarle County work closely together. With about 30,000 employees, the university accounts for more than 25 percent of area employment and brings

getting a reboot as the Grey Pine Lodge and is expected to reopen this May, taking advantage of its proximity to the entrance to Shenandoah National Park.

Following national trends, the health sector continues to grow. A new gym, Fitlikeslick, in the Lake of the Woods shopping center, rides the wave of receding COVID restrictions and rising vaccination rates, as is a new urgent care center in Locust Grove, Orange County.

Orange Family Physicians expanded into Madison County. And a food truck owner is optimistic enough about the economy to put down roots as Salsa Street Grill To Go on Main Street in Madison.

In Augusta County, Amazon is launching a new fulfillment center in Fishersville. The one-million-square-foot facility is expected to be operational in spring 2023 and will add 500 new jobs, bringing Amazon’s Virginia workforce to 30,000 employees.
