Jeff Anderson is a highly skilled and dedicated Engineer with the Chino Valley Fire District, where he has proudly served since July 2011 His unwavering commitment to excellence, leadership, and innovation earned him the distinguished title of Firefighter of the Year
Promoted to Engineer in March 2018, Jeff has continually demonstrated technical expertise and forward-thinking leadership One of his most notable contributions is spearheading the development of the District's Unmanned Aerial Systems (UAS) program After a year of research, equipment procurement, and personnel training, the program launched in June 2023 The program has significantly enhancing the Fire District’s emergency response capabilities.
His expertise extends into several specialized committees within the District, including the Apparatus Committee and the Airport Committee, where he helps improve operational efficiency and safety Additionally, he is a dedicated member of the Urban Search and Rescue (USAR) team, bringing advanced technical skills to complex rescue operations. Holding a private pilot license further enhances his contributions, particularly in District’s Unmanned Aerial Systems program
Jeff’s passion for innovation, leadership, and public service continues to leave a lasting mark on the Chino Valley Fire District and the firefighting community His dedication to excellence, advocacy, and professional growth makes him a respected leader among his peers and an inspiration for future firefighters

Josh Avina is an invaluable asset to the Chino Valley Fire District As a Support Services Technician, he plays a vital role in ensuring that firefighters and emergency personnel have the resources they need to do their jobs safely and effectively
Josh provides invaluable support to our firefighters during critical incidents, including wildland fires, structure fires, and hazardous materials responses by ensuring they have the food, hydration, and shelter necessary to effectively protect the communities we serve
Beyond emergency support, Josh plays a key role in the success of many District events, including the Chino Valley Fire State of the District, the annual Open House, and the Make A Child Smile program, which helps bring holiday joy to underserved Chino Valley children His willingness to serve, without hesitation or the need for recognition, reflects his selfless character and deep sense of purpose Josh is known for his humility, positive attitude, and tireless work ethic He consistently goes above and beyond, often being the first to arrive and the last to leave when assisting on projects or supporting staff. His professionalism and dedication set him apart, making him truly deserving of this recognition

Officer Hussainian began his career with the Chino Police Department in June of 2021 as a Patrol Officer. A graduate of Chino Hills High School, he returned to serve his community after nearly three years with a local sheriff’s department
Officer Hussainian is known for his unwavering work ethic After being nominated four consecutive times for the Beat Cop of the Quarter, he received the award in the first quarter of 2024 He is dedicated to keeping our streets safe, having removed multiple firearms from the streets and made numerous arrests for narcotics sales
An exceptional team member, Officer Hussainian fosters camaraderie and teamwork among his fellow officers, where he consistently arrives on scene ready to assist his peers. His commitment to collaboration is also evident in his role as a member of the department’s SWAT Team
For his dependability, strong work ethic, and commitment to quality investigations, Officer Hussainian is being recognized as the Chino Police Department’s Officer of the Year

Public Safety Dispatcher Jennifer Latham began her career with the department in 2005, marking 20 years of dedicated service this year Jennifer is a highly skilled dispatcher with exceptional operational awareness She remains calm under pressure and responds with outstanding professionalism during critical incidents PSD Latham works closely with patrol officers, leveraging her expertise in technology, including city and traffic cameras, the ALPR system, and various databases, to enhance their response to calls and investigations

Mateusz has served with the San Bernardino County Sheriff’s Department since April 2017 and has been assigned to Chino Hills since 2021 His intelligence, resourcefulness, and resilience define his work, along with an unmatched work ethic and the ability to make quick, effective decisions under pressure
In 2023, Mateusz joined the Chino Hills Multiple Enforcement Team, consistently exceeding expectations whether in the field, responding to calls, giving community presentations, or handling casework A true leader, he supports his team, offers guidance, and remains deeply committed to the community He also serves as a Citizen on Patrol Advisor, Field Training Officer, and active participant in department and community events

Francine Hinostroza, We are excited to honor Lieutenant Francine Hinostroza for her remarkable service in the California Department of Corrections and Rehabilitation Francine began her career on November 11, 1995, as a cadet at the Richard A McGee Training Center and quickly demonstrated her commitment by starting as a Correctional Officer at Ironwood State Prison on Christmas Day On June 5, 2000, she transferred to the CIW, where she made a significant impact By July 14, 2008, she was promoted to Correctional Sergeant at CIW, actively participating in training exercises and building strong relationships with staff and inmates, exemplifying true leadership On September 16, 2019, Francine became a Correctional Lieutenant, dedicating herself to the In-Service Training department Her pride in her institution and her role as an advocate for her fellow staff members have established her as a vital support pillar within the organization As President of the California Correctional Peace Officers Association - Supervisory, she plays a crucial role in training correctional supervisors to maintain discipline and security while adhering to regulations Outside her professional duties, Lieutenant Hinostroza contributes to the CIW Retiree Chapter by organizing fundraising events and staff appreciation gatherings Her love for cooking and community- building has endeared her to her colleagues

Sergeant Ana Avina began her career with the California Department of Corrections and Rehabilitation on November 17, 2015, and became a Correctional Officer at the CIW on February 15, 2016. Her leadership and dedication led to her promotion to Correctional Sergeant on February 4, 2019
From the start, Sergeant Avina has earned the respect of her peers and Executive Leadership through her positive attitude, reliability, and expertise in correctional operations As Yard Sergeant, she is a trusted leader, providing guidance in challenging situations and ensuring stability and security at CIW Her dependability, calm demeanor, and ability to collaborate with staff at all levels contribute to a positive work environment With strong support from her supervisor and colleagues, we are proud to recognize Sergeant Ana Avina as Employee of the Year, honoring her outstanding contributions and dedication

It is with great appreciation and respect that we nominate Daniel Lopez, Correctional Officer, for his exceptional service to the California Department of Corrections and Rehabilitation Danny began his career with the Department at the Basic Correctional Officer Academy in October 2000 In May of 2002, Danny transferred to the CIM, where he has demonstrated an unwavering commitment to the safety, security, and operational integrity of the institution
Danny has excelled in a variety of roles, displaying a deep understanding of security procedures and ability to manage the complexities of his environment His expertise in de-escalating difficult situations has played a critical role in ensuring the safety of the incarcerated population, partners, and the public His consistent, exceptional performance reflects not only his professionalism but also his pride and dedication to his work Danny’s involvement in the Pawz Behind Wallz program at CIM, which he helped facilitate on September 2016 This initiative, brought to CIM by the non-profit organization Canine Support Teams, trains dogs to be placed with individuals who are disabled These service dogs provide vital support and improve the quality of life for their recipients Danny took the initiative to socialize dogs in training on his days off, ensuring the program ’ s success Danny’s contributions to the department and to the Pawz Behind Wallz program are truly commendable, and we are deeply grateful for his continued service

Manny began his state service in 2010 as an Electrician Supervisor for the Department of State Hospitals overseeing the electrical maintenance and repair of Patton State Hospital in Highland, California. In 2017 he transferred to CDCR, Richard J Donovan where he was hired as an Electrician II In 2019, Manny promoted to the position of Engineer By 2021, Manny began work at the CIW as a Stationary Engineer until he transferred to the CIM. In 2022, Manny was promoted to Chief Engineer where he upgraded the Facility B perimeter lights and began the upgrade of the Facility C yard lights In 2023, Manny was promoted again to Correctional Plant Supervisor. In addition to his current assignment, Manny has served the community by ensuring the incarcerated persons housing and visiting areas are in good working order and oversaw the addition of a children’s play area on the Facility B visiting area Currently, Manny is overseeing the addition of Heating Venting Air Conditioning units on Facility A and the new Mental Health Crisis Bed unit on Facility DManny’s work ethics of always being a team player and going above and beyond have always made him an asset to the CIM family and the community of Chino Manny and his Plant Operations Team always ensure CIM is a well-functioning institution and meets or exceeds the safety standards while also assisting with CIM’s planned events
