Our work is guided by a simple but powerful belief: lasting change occurs when individuals and families are provided with the support, opportunity, and resources needed to thrive. As a dedicated partner to Westchester County, our primary mandate remains the delivery of stable, compliant, and high-quality human services that align seamlessly with the Department’s rigorous standards.

Over the past fiscal year, our focus on metric accountability and service delivery yielded measurable community impact. Through our shared efforts under this county contract, more than 112 families and 96 children moved closer to housing stability, economic independence, and a brighter future. These outcomes reflect the resilience of those we serve and the collective commitment of our frontline staff and county stakeholders who make transformation possible every day.

Over the years, we have witnessed families overcome homelessness, economic hardship, housing instability, and unexpected crises.

Through every challenge, one lesson has remained clear: lasting stability is achieved when individuals and families are empowered with the resources needed to build their own path forward. Our commitment to Westchester County remains steadfast—to maintain strict operational compliance, to serve with compassion, and to ensure that public funds translate directly into long-term independence and stability for local families.

Housing, Hope & Opportunity Carter Lard Consulting supports some of the most vulnerable individuals and families across New York City and Westchester County. Rather than focusing on short-term fixes, we provide patient, persistent guidance, housing support, employment services, and capacity-building opportunities that empower people to achieve lasting self-sufficiency.

The effectiveness of our approach continues to drive growth and opportunity. In FY2026, Neighbors 4 Neighbors (Sister Agency) expanded its impact across New York City through the award and operation of two Family Shelter programs, one Single Adult Shelter program, the Summer Youth Employment Program (SYEP), Emergency Case Management services, and the OTDA Shelter Eviction Support (SES) Program. These initiatives broaden our ability to provide safe housing, homelessness prevention services, comprehensive support, and pathways toward long-term stability for individuals and families in need.

Carter Lard Consulting helps individuals and families move from crisis to stability. Our proactive engagement model, combined with community partnerships and personalized support, empowers participants to achieve lasting independence and self-sufficiency.

Building Pathways to Independence Unlike traditional shelter models that end services at housing placement, Carter Lard Consulting provides continued support after families and individuals leave shelter. Through ongoing case management, housing retention services, workforce development, and community partnerships, we help ensure that stability is sustained and homelessness does not reoccur.

Keeping Benefits, Keeping Homes Maintaining housing often depends on maintaining benefits.

Through ongoing case management and benefits assistance, Carter Lard Consulting helps families preserve SNAP and other public assistance programs that support housing stability, financial security, and long-term independence.

“Good Eats” Partnership Impact Access to nutritious food is essential for family stability, health, and long-term success. Through our partnership with Good Eats, Carter Lard Consulting helps individuals and families experiencing homelessness and housing instability access healthy meals, food resources, and community support services.

Good Eats provides three freshly made nutritious meals each day—breakfast, lunch, and dinner—helping individuals and families maintain good health and reduce food insecurity.

Gender Equity

Throughout our programs where CLC works, traditional a people-centered approach to the integration of social mores and lack of education limit the ways conservation of independence and women can contribute to their selves and families. The development and communities of our programs empower women through women led Workshop and community which build skills in leadership, financial literacy, and management.

Gender equity cuts across each of our program areas because empowering all people is key to ensuring the health and prosperity of entire families and communities.

Community-Based Resource Management At Carter Lard Consulting (CLC), Community-Based Resource Management is a people-centered approach that strengthens individuals and families by connecting them to the resources, partnerships, and opportunities needed to achieve long-term stability.

Through strategic collaborations, workforce development, food security initiatives, housing support, childcare access, healthcare linkages, and women-led empowerment programs, we help individuals build self-sufficiency, resilience, and independence. By leveraging community assets and partnerships, we create sustainable pathways that strengthen families, promote equity, and improve quality of life.

Leading Change For many families in New Rochelle, NY, homelessness and housing instability created significant barriers to independence. Through housing navigation, employment support, benefits assistance, and individualized case management, 21 Fountain Place provides families with the tools, resources, and opportunities needed to achieve permanent housing, financial stability, and long-term success.

The strength of 21 Fountain Place is our people. We have assembled a diverse team of housing professionals, social service practitioners, employment specialists, and operational leaders whose experience drives results. Their knowledge, professionalism, and commitment help families navigate barriers, secure opportunities, and move confidently toward permanent housing and self-sufficiency.

Through strategic partnerships and community linkages, families gained access to employment opportunities, childcare, healthcare, food resources, and housing supports, creating pathways to stability and self-sufficiency.

The impact of 21 Fountain Place extends beyond emergency housing. While many families entered the program seeking stability through the Emergency Housing Unit, others were already living in the Permanent Housing Unit and required ongoing support to maintain their housing. Our team worked closely with families to preserve public assistance eligibility, strengthen household stability, access community resources, and navigate challenges that could place housing at risk. By supporting both EHU and PHU families, we helped ensure that progress was not only achieved, but sustained.

Arrived facing the aftermath of domestic violence with no family support in the area — no income, limited English, and significant barriers to employment and permanent housing. She was not simply looking for an apartment. She was rebuilding her life and creating a safe future for her daughter.

Arrived after experiencing domestic violence and human trafficking — without income, with limited English and little work experience, and uncertain how to navigate available resources. The family needed more than housing. They needed a path toward safety, stability, and independence.

An individualized plan connected her to English classes, employment training, technical courses, food assistance, benefits, and immigration-related resources. As her English and skills grew, she became workforce-ready. The housing team advanced affordable housing applications and connected her with real estate professionals until she was selected for a housing assistance program and received a voucher.

The family has a permanent two-bedroom apartment near schools, stable employment, greater financial stability, and continued educational goals.

For a family that had known insecurity, a home meant a safe place to begin again.

The team built a plan focused on employment and housing stability: résumé assistance, job application support, workforce training, and connections to Section 8, municipal housing, and subsidized housing programs — all while she continued pursuing her university education.

When we were awarded 21 Fountain Place, our team was excited. We saw an opportunity to serve families, create stability, and make a meaningful impact in the community. Like any new venture, we knew there would be challenges ahead, but we were ready to get the ball rolling.

What we did not fully anticipate was the level of support we would receive from WCDSS. From the very beginning, WCDSS was more than a stakeholder. They were a true partner. Whether it was answering questions, providing guidance, offering resources, or helping us navigate obstacles, their team was there every step of the way. Their responsiveness and commitment gave us the confidence to move forward and focus on what mattered most: serving clients and helping families thrive.

As we opened our doors and built operations, we never felt like we were doing it alone. WCDSS demonstrated what partnership should look like. They invested in our success, shared in our challenges, and celebrated our progress.

With the support and leadership of WCDSS, we were able to make transformative improvements at 21 Fountain Place that enhanced both safety and quality of life for our residents. Through this partnership, we implemented advanced security technology, upgraded door locks throughout the facility, and completed extensive painting projects, creating a safer, more welcoming, and more dignified place for families to call home.

One of the goals we had for 21 Fountain Place was to create more than housing. We wanted to create a community. With the support and leadership of WCDSS, that vision became a reality through the opening of Room 101. Today it serves as a welcoming space where families gather, children learn and play, and residents have access to resources that enhance their daily lives. Room 101 is more than a recreation room; it is a symbol of partnership, opportunity, and our shared commitment to helping families thrive.

In the coming year, we are proud to launch The Manor House in Yonkers, New York, a transformative initiative that will provide Single Room Occupancy (SRO), Double Room Occupancy (DRO), and Drop-In Center services for individuals in need. This new project reflects our commitment to meeting people where they are and providing the resources, support, and pathways necessary to achieve greater independence and housing stability.

The Manor House will serve as more than just a place of shelter. It will be a center of opportunity, connection, and hope, offering a safe environment where individuals can access supportive services and build a foundation for a brighter future.
