Residents review comprehensive plan

By Leila Kheiry leila@youarecurrent.com Zionsville residents weighed in on the town’s draft comprehensive plan — an updated guide for the community’s future development that addresses land use, housing, facilities, parks and transportation — during a public meeting Nov. 6.

Adam Peaper, community planner with consultants HWC Engineering, gave an overview of the draft plan to a packed audience at Zionsville Town Hall. He said the plan was the result of numerous workshops and meetings, and includes input gathered through those public engagement opportunities.

He noted that the process started about a year and a half ago.

He said comprehensive plans are required to guide a community’s zoning ordinances, which is the implementation mechanism for the plan.

“What a comprehensive plan is, is planning for the future,” Peaper said.

“It’s identifying where and how a community should change, but also equally about protecting what shouldn’t change — and we certainly heard a lot about that through this process. So, it’s this long-range guide and a decision-making tool to be used by elected and appointed leaders.”

Zionsville’s current comprehensive plan was adopted in 2003. Peaper said the community has grown in population and land area since that time.

“We want to make sure that in the next 20 years, this plan preserves the existing strengths and addresses the

challenges you may see now or will be facing in the future,” he said.

He said community residents made it clear that they want Zionsville’s unique character to be preserved and planners kept that in mind as they drafted the update.

The plan’s goals include increasing the town’s nonresidential tax base through development of employment districts and activity centers; growing and attracting high-value jobs; and maintaining partnerships with local organizations to advance Zionsville’s economic development vision, including development south of the Village.

Currently, Zionsville’s tax base relies on residential property and income taxes, with just 4 percent of the land area used for employment, according to the draft — a low proportion compared to similar communities in central Indiana.

The state’s changing tax policies will

make that model less workable moving forward.

The draft includes focus areas for development, such as the U.S 421/Ind. 32 area, with a goal of capitalizing on regional thoroughfares and nearby destinations, such as Carpenter Nature Preserve and Indianapolis Executive Airport.

Residents at the Nov. 6 meeting expressed concern about new development in general, the lack of emphasis on parks and other greenspace, and the effect of development on traffic in residential and rural areas.

The draft plan was scheduled to be reviewed and voted on by the Zionsville Plan Commission Nov. 17 before consideration by the Zionsville Town Council at a date yet to be determined.

Maple Lane to offer 360 new homes

By Leila Kheiry leila@youarecurrent.com Following a Nov. 3 vote by the Zionsville Town Council, a new Henke Development Group project is moving forward, with plans for 360 homes in a mixed-use development on about 181 acres of what is now farmland on the northeast corner of 200 South and Michigan Road.

The council voted unanimously to rezone the site from rural agriculture to planned unit development, allowing for a mix of agriculture, residential, low-intensity commercial and nonprofit use.

The nonprofit component of the plan includes 24 homes for Watch Us Farm, a nonprofit that serves high-functioning adults with intellectual disabilities.

The other 336 homes will be custom single-family dwellings — a change from the original plan that had included townhomes — all within a maximum height of 35 feet and selling for between $850,000 to $3 million. The vision for the commercial portion of the development includes small businesses, such as coffee shops or ice cream parlors.

Betsy Henke Garfield of Henke Development Group said it is a unique project that she is happy to be part of.

“I’m very pleased to be working on this, to (have) the opportunity to work with Watch Us Farm, to think bigger and to bring this into a community where we can really start to set a foundation for something that’s unique, that already so many communities want to replicate,” she said. “They want to see it be successful — and it can be successful here.”

Janice Agarwal of Watch Us Farm noted that the 24 homes for the nonprofit will provide independent living for area adults with disabilities. The organization also provides job opportunities through training, a program that will be expanded through the Henke partnership.

Whitetown shooting ruled a homicide, victim ID’d

By Leila Kheiry leila@youarecurrent.com The Boone County Coroner’s Office has identified the victim in a Nov. 5 shooting in Whitestown as 32-year-old Maria Florinda Rios Perez de Velasquez of Indianapolis and issued a determination that her death was a homicide.

Whitestown Metropolitan Police Department Capt. John Jurkash told reporters Nov. 5 that officers were dispatched to a home on Maize Lane at 6:49 a.m. following a report of a possible home invasion in progress. It was later determined that individuals attempting to enter the home were members of a cleaning crew who had mistakenly arrived at the wrong address.

“As they arrived on the scene, (officers) found a deceased female (outside) as well as a gunshot that had come from inside the home,” Jurkash said. “At that point, (they) attempted lifesaving measures as well as just securing the home and securing everyone inside the home to make sure the scene was

safe.”

Velasquez was found on the home’s front porch. Jurkash said the firearm used in the incident was recovered by investigators. He noted in a later news release that the investigation would continue through at least the following week.

According to the announcement from the coroner’s office, a forensic autopsy was conducted Nov. 6 by a board-certified forensic pathologist. At the completion of the examination, the Boone County Coroner’s Office determined that the manner of death was homicide and that the death was a result of a gunshot wound to the head.

“This remains an active investigation and the Boone County Coroner’s Office is committed to providing scientific evidence to support our law enforcement partners and the Boone County Prosecutor’s Office,” the announcement stated. “Our thoughts go out to all those affected by this incident.”

There has been no determination about potential criminal charges.

BOONE COUNTY PROSECUTOR REVIEWING WHITESTOWN HOMICIDE CASE The Boone County Prosecutor’s Office announced Nov. 9 that it had received the initial investigative report and evidence from the Whitestown Metropolitan Police Department concerning the fatal shooting of Maria Florinda Rios Perez de Velasquez and expects a decision on how it will proceed within about a week.

“We extend our gratitude to the Whitestown Metropolitan Police Department for their professionalism and thorough investigation,” Prosecuting Attorney Kent Eastwood stated in a news release. “Their work ensures that every piece of evidence is properly documented and preserved.”

Indiana’s Stand Your Ground laws and the unique circumstances of the case will require careful a review of the evidence before determining next steps, the news release stated.

“This is a heartbreaking case for everyone involved,” Eastwood stated. “As prosecutors, our responsibility is to review the facts and apply Indiana law impartially and fairly. We will begin an exhaustive review of all evidence immediately and will continue working closely with WMPD to ensure no detail is overlooked.”

According to the statement, the prosecutor’s office has been in regular contact with the Rios Perez de Velasquez family and their legal representative and will keep them informed throughout the process.

“Our hearts remain with Mrs. Rios Perez de Velasquez’s loved ones,” Eastwood stated. “Justice requires patience and we ask for the community’s understanding as we work diligently to reach the right decision under Indiana law.”

Epcon development approved

By Leila Kheiry leila@youarecurrent.com The Courtyards at Heritage Trail — a 342home Epcon Communities development off East 400 South in Zionsville — is moving forward following a Nov. 3 vote by the Zionsville Town Council.

The council voted 6-1 in favor of the development, built for residents 55 and older.

Council President Jason Plunkett cast the dissenting vote, expressing concerns about added traffic on the adjacent roads.

“I live less than 2 miles from there, so I experienced the traffic on a daily basis on the rural roads of Zionsville — roads that aren’t necessarily patrolled by our Zionsville Police Department or Boone County Sheriff’s officers,” he said. “I realize 340 homes (will mean) probably close to an additional 500 cars on the road out there. You add to it baseball fields, it could have anywhere from 200 to 400 cars on a Saturday or Sunday, driving around everywhere. It becomes concerning for me.”

The project was reduced in scope from the original proposal, which had called for 362 homes. The developer also is donating 26 acres of the property to the town for public

or civic use and agreed to build a parking lot for that donated land, which councilors said could be used for ball fields.

Public Works Director Lance Lantz noted that he expects the developer to do some road widening and pedestrian pathways on the perimeter roads, and add right turn lanes and passing lanes to accommodate traffic as cars enter the development. The design also provides an increased buffer between the neighborhood and the nearby Big Four Rail Trail, along with increased drainage.

Change planned for wastewater service

By Leila Kheiry leila@youarecurrent.com The Zionsville Town Council reviewed a plan in first reading Nov. 6 that would transfer the rights to provide wastewater service for an area of Boone County intersected by U.S. 421 and State Road 32 in Union Township from Hamilton Southeastern Utilities, Inc., to Citizens Wastewater — which already provides gas and water service to that area.

There is no wastewater infrastructure in the area yet, according to information from the town. However, the approved Bradley Ridge PUD by Henke Development calls for wastewater service connections, and additional development in the area is expected.

Citizens provides wastewater collection and treatment services to more than 21,800 retail cus-

tomers in and around the City of Westfield, according to meeting packet information. Citizens’ current service area is next to the proposed area and includes a nearby treatment plant with capacity to serve both areas.

A Hamilton Southeastern Utilities representative said the utility wants to sell its service rights to Citizens. The sale requires approval from the town council and the Indiana Utility Regulatory Commission.

Because Citizens already provides gas and water service in that area, the proposed change would allow customers to receive a combined utility bill and deal with one company for customer service needs, according to information in the meeting packet.

The matter was to return to the Zionsville Town Council during its Nov. 17 meeting.

The foundation awarded more than $162,000 in unrestricted funds to 19 Boone County-serving nonprofits for critical education, health and wellness, and community connectivity programs.

Zionsville chef shares love for food through DL Cuisine

By David Jacobs david@youarecurrent.com Growing up in Indiana, Chef David Locke always loved cooking. He is the founder and owner of Zionsville-based DL Cuisine in the COHatch building on Main Street in the Village.

“I love food, it’s who I am,” he said.

“I love how it can bring people to being themselves and how people can open up and experience new things in their lives with other people. It’s important for me to express how I love food because I want to give back to the community. It’s not always the flavor of the food, but it’s the love and passion that’s put behind it, to caring for the individuals in our community.”

Locke, 46, discovered his love for food while helping his mother in the kitchen as a child, which eventually led to a career.

After serving in the U.S. Marine Corps, Locke graduated from the culinary school at Johnson & Wales University in Rhode Island and worked in the Boston food scene after graduating.

“What inspired me to become a chef after the military is the sense of community and love that food provides,” Locke said. “It reminded me of home, and that was very important to me. I love how food brings family and friends together. Food is the heart of nearly every gathering.”

After several years of working, Locke decided it was time to come back home to Indiana, where he founded his own catering and private chef business in

July.

Locke has four main offerings with DL Cuisine: pre-made meals; full-service catering; private gatherings; and cooking classes for ages 5 and older.

“The reason why I started DL Cuisine was to offer my clients a sense of community (with) restaurant-quality food in a variety of settings,” he said. “Cooking dinner can feel like a big chore for a lot of people, and for many families, a good meal is hard to come by sometimes. So, being able to give that time back to the families, to be together with each other and enjoy healthy, delicious food is a huge driver for me.”

When providing for clients, Locke offers customized meals that are sourced locally.

He has partnered with Watch Us Farm, Albert’s Farm, Zionsville Olive Oil, Willy’s Wagyu and The Baker’s House, among others.

Locke said he could not do his work without those around him. He includes his wife, Meghan, and his two daughters, Molly and Hannah, in everything involving the business.

“When I wake up each morning, there are a lot of things running through my head, but the three main things are my three girls and sense of family,” he said.

“My drive to be able to prepare these meals is bigger than just what I feel is the job. It’s not a job to me. My taste-testers are definitely my little girls, and I take pride in showing them that you can work hard for something, and the benefits are greater than the push and drive.”

Celebrate America Recycles Day every day Commentary by Jennifer Lawrence

America Recycles Day is celebrated Nov. 15 each year to promote recycling and encourage Americans to purchase recycled products. The observance was created in 1997 and is now managed by Keep America Beautiful, a nonprofit focused on improving recycling and waste reduction efforts across the United States.

The day was established to raise awareness about the importance of recycling in conserving natural resources, reducing landfill waste and protecting the environment. America Recycles Day also highlights the economic benefits of recycling, including job creation in the recycling and manufacturing industries.

Through these initiatives, the day aims to make recycling a year-round habit and to encourage responsible consumption and waste management for a cleaner, more sustainable future.

Communities, schools and organizations across the country host events such as recycling drives, educational programs and sustainability fairs to inspire citizens to take action.

The Boone County Solid Waste Management District recommends residents: • Routinely check the list of accepted materials for your recycling service whether at a drop spot or for curbside service. Different haulers accept different materials.

• Place clean recyclables in the bin.

Brown’s started as a family-run backyard business, and is now operated by their son, David Brown. It is Indiana’s oldest antique shop and Zionsville’s oldest business.

David, 74, has worked at the shop for more than 50 years, joining his parents after he got out of high school. “(My parents) had bought out a collection of antiques from somebody in Zionsville, and that’s why they started their original store on Halloween,” he said. “When I started in the business, I told my parents I would do it for a couple of years, and here I am ever since.”

Waking up and doing the same thing every day for more than 50 years can get tiresome, but for David, each day at the shop is a new adventure.

“I could retire, but I love what I do so much,” he said. “No two days are the same. I love talking to my customers and meeting new people every single day. It’s really a pleasure to still be able to do this at my age, and I hope to be here and have the same outcome as my parents (and) work it until the very end because they loved it. I love it as

well. It’s more than a business, it’s a lifestyle.”

David has two sons who live within 15 minutes of the shop, and they have expressed interest in carrying on the family legacy.

“I’m not counting on it, but it’s a possibility,” he said. “I just enjoy every day. I’m very fortunate I’ve had good health, and I look forward to coming to work every day. No matter what I might have done the day before, I’m raring to go (again) that next morning and hopefully I got another few years left in me.”

CICF maps out plan to empower community

By Leila Kheiry leila@youarecurrent.com Since it began in 1997, Central Indiana Community Foundation has expanded its focus from supporting its two founding agencies — the Indianapolis Foundation and the Hamilton County Community Foundation — to providing its own services to the communities of Marion and Hamilton counties and, now, launching its first strategic plan to guide CICF’s mission beyond those borders.

President and CEO Jennifer Bartenbach said she launched the strategic planning process after she began her new position with CICF two years ago because she wanted to help the agency further establish its own identity.

“That’s what excited me about this role — I was able to create … our strategic plan for the community and redefine central Indiana and what that really means,” she said. “More people live in the eight surrounding counties than in Marion County, and that’s the first time that’s ever really been the case. And so, central Indiana is — we’re defining it as those nine counties — and it’s one of the fastest economic engines in the Midwest.”

A large part of the strategic plan, launched this year, focuses on bolstering central Indiana’s nonprofit organizations, which are vital to maintaining their communities.

“No matter who’s the political party in office, there’s a breakdown in our

housing sector, there’s a breakdown in our food sector, there is a breakdown in our arts and culture, in our parks, in our trails,” Bartenbach said. “There’s a funding problem that exists, and philanthropy and nonprofits have to fill that gap and that need. When the social service sector can’t meet the needs of our homeless population, of our sick, of all of those, the nonprofits are what come into play and we’re seeing, right now, that it’s even more critical.”

She noted that the nonprofit ecosystem in central Indiana is robust — it’s responsible for $44 billion in annual economic activity and employs 10 percent of the region’s private sector.

Bartenbach said one part of the strategic plan helped map out how CICF can better facilitate connections throughout the region.

“For example, we are working on a survey of food assistance needs in central Indiana that used to be done by the Indy Hunger Network only in Marion County,” she said. “We reached out and said, ‘What would it take to include all nine counties in that?’ Because hunger is a problem in central Indiana, not just in Marion County.”

The results will be shared with community foundations in the nine counties to provide valuable data as they decide where to focus resources.

Each of the sections has related work plans to, for example, keep philanthropic giving inside of the region; help nonprofit leaders understand that they aren’t competing against each other for donations; and provide technical assistance, advice and training for nonprofit leaders to help them lead more effectively.

A new service CICF started this year is what Bartenbach called “office hours,” where nonprofit officials can book an advice session with someone from CICF. She said that so far, about 100 nonprofits have taken advantage of that service.

“We ask that (they) register in advance, so that we have an idea of what (they) need, so we have the right staff on hand,” she said. “Is it marketing? Is it accounting? Are you looking for fundraising support?”

The top concern has been funding and how to increase donor bases, she said.

CICF also reviewed and gave advice about marketing materials and helped some nonprofits adjust their budgets when federal funding was cut.

“That is just a tangible example of what we’re doing right now, while people are feeling lost and trying to figure out where support can come from,” Bartenbach said, adding that CICF just launched a pilot leadership training program for nonprofit executive officers who are new to their leadership roles. “We worked with the Lilly School of Philanthropy to develop a yearlong training … around new executive directors and we brought a big group together. I’m actually sitting on it. One, just to see how it goes. Two, because I’m a new leader. It’s from large nonprofits to smaller nonprofits. It’s men, it’s women — it’s a very diverse group.”

Bartenbach stressed that CICF serves central Indiana primarily by providing valuable guidance and helping groups connect with each other so everyone can succeed together.

“Regional collaboration attracts more attention from funders,” she said. “It accesses more state and federal resources.

There’s a community foundation in every county in the state of Indiana. We’re not trying to be them, right? We know that they’re the experts, but we can help bring them together.”

This year’s larger sample size included 1,300 respondents from all nine central Indiana counties. About half were Marion County residents. All-volunteer WITT serves the Zionsville community and beyond

By Leila Kheiry leila@youarecurrent.com A little more than 16 years ago, all-volunteer WITT-FM community radio went on the air, serving Zionsville and surrounding areas with its eclectic mix of music and a sprinkling of community information.

The noncommercial, nonprofit radio station operated by Kids First, Inc., was founded in 2009 by the late Jim Walsh.

While WITT is licensed in Zionsville, rebroadcasts Zionsville public meetings and airs public service announcements for Zionsville, it so far has never had studio space in the town.

That’s about to change, though, said WITT Board President Russ Dodge, with plans underway to move by the end of 2025 from WITT’s Broad Ripple studio — built in a converted backyard shed — to a new location in Zionsville.

Dodge said WITT began when Walsh — a longtime local broadcaster — decided to branch out on his own.

“He had this vision that he wanted to try and get a license for his own station,” Dodge said. “So, he found out when there was going to be an opening for it. He applied for it — had to jump through a bunch of hoops to get it, but he did it.”

Board Vice President Guy Davis said in an email that Walsh operated the radio station from a spare room of his Broad Ripple house for 14 years with the help of an automated playlist and a couple volunteers.

“Sadly, injuries suffered in a bicycle accident in late 2022 led to Mr. Walsh’s rapid decline and he died in April 2023,” Davis said. “With the station at risk of going dark, a handful of volunteers — friends of Mr. Walsh and a few other acquaintances with backgrounds in broadcasting — stepped in and assumed responsibility for programming.”

Dodge, a career broadcaster, was among those volunteers after helping at the station for many years. He said he met Walsh about a year before WITT went on the air and Walsh later recruited him to find sponsors for the thennew station’s programming.

Now, Davis said, a formal system for WITT’s finances has been established and the station was able to expand programming and solicit donations and underwriter support. With a formal budget, the station is equipped to plan for the future, he said, and part of that plan is the move to Zionsville.

Dodge noted that while the studio has been in the Broad Ripple shed, the station’s broadcasting tower is in Zionsville — and the signal is strong enough to reach most of the greater Indianapolis metropolitan area. The station also streams its signal online and has listeners from around the globe. But, Dodge said, the focus is on Zionsville and he hopes WITT can add more local programming, such as updates from the mayor, council and local chamber of commerce.

“We get involved in community activities, too, like the Zionsville Fall Fest,” he said. “We have a close relationship with the Zionsville Lions Club, so they have us out at different events and we love it because we’re getting in front of a rather large number of people.”

Zionsville resident Paulette Szykowny has been one of the station’s on-air volunteers for about a year. She is one of the hosts of the station’s weekly

all-request show, 9 to 11 p.m. on Saturdays, and she records all the public service announcements for Zionsville and Whitestown.

“The spots are fun because they’re family friendly spots and current events happening in town — holiday parades and pumpkin patches and pumpkin smashes,” she said. “It’s fun to be able to announce the fun things for kids.”

Szykowny said she enjoys volunteering with WITT because everyone involved is passionate about community radio. She also appreciates the unpredictable playlist.

“I particularly love the different programs, the different genres that are presented in the programs,” she said.

“You learn a lot about music history, musicians, the one-hit wonders — there’s just a lot to learn on the music side, and then just being exposed to all of the different genres of music. So, it’s something you may not come across on other channels or radio or Spotify, but you find out about it on WITT.” Davis said WITT’s unique programming and other innovations in the past couple of years have made an impact.

“We have tangible evidence that our audience has at least tripled since 2023’s low point and remains on a modest

growth trajectory,” he said. “This year’s addition of a WITT streaming app has helped to greatly improve our internet listener count. The app was designed and launched by a longtime listener and recent volunteer and is exclusive to our station.”

‘UNPREDICTABLE’ RADIO WITT’s programming is mostly music, with an “unpredictable” playlist that can range from the Eurythmics to Al Jolson to a classical piece by Georges Bizet.

On-air volunteers have shows with more focus, such as blues, classic rock and Americana; and spots are reserved for Zionsville community information, like a rebroadcast of Zionsville Town Council meetings.

Carmel dancer ready for second stint as IBC’s Sugar Plum Fairy

By Mark Ambrogi mark@youarecurrent.com Emily Geon is eager for her second turn as the Sugar Plum Fairy in the Indiana Ballet Conservatory’s presentation of “The Nutcracker.”

“I learned that it’s really important to have fun while you are doing it,” said Geon, a Carmel resident who is a high school junior who takes online classes.

“I think I was kind of stressed going into the technique part of it last year.

This year, I’m trying to focus more on the facial expressions and just having fun making the artistry.”

IBC’s production of “The Nutcracker” is set for Nov. 29-30 at the Payne & Mencias Palladium at Allied Solutions Center for the Performing Arts in Carmel. Performances are 2 and 7 p.m.

Nov. 29 and 1 and 6 p.m. Nov. 30.

Geon plays the Sugar Plum role in the afternoon shows. Clara Crane, a Westfield High School junior, plays Sugar Plum in the evening shows. She played Sugar Plum in a special performance in Wabash last year.

“This has been my dream role and I’m excited to do it with my IBC family and just to get to perform at the Palladium,” Crane said.

Crane, who is in her 14th year as an IBC dancer, said she is trying to improve on last year’s performance.

Nora Woloszyn of Brownsburg, a fifth-grader, plays Masha.

“I like that we get to dance with the Nutcracker and I like all my costumes and fun ballet moves,” she said.

Meredith Drucker, a sixth-grader from Carmel, also has two shows as Masha.

“This is my first time dancing en pointe,” she said. “I’m looking forward to dancing with the Nutcracker and my friends.”

Kubicek, in his first year with IBC, has performed in “The Nutcracker” with other dance organizations.

“I like that it’s a full production. I haven’t done that for five or six years,” he said.

Charli Klink, a Westfield resident and online high school freshman, performs as the Spanish lead. She said the most challenging part is learning all the parts of the role and coordination.

She is the Spanish lead in the afternoon shows. She also plays the Snow Waltz, Arabian and Young Ladies.

Starla Karlsson, a Carmel resident who moved to the U.S. from Sweden when she was 4 years old, has been with IBC for eight years. The online

high school junior is playing the Spanish role for the third time, “I’ve been getting more comfortable with it every year,” Karlsson said. “I’ve been working on connecting with the audience.

Alyona Yakovleva, IBC’s founding artistic director, is eager to see how the dancers perform.

“Every year, each performance is different because of the cast, the new Mashas, new Sugar Plums,” she said.

“With the Carmel Symphony, it’s a completely beautiful experience for the entire community. I think we all try to polish and elevate ‘Nutcracker’ every year to a higher level.”
