Hendricks County water study aims to build baseline for future planning

By Alicia Kelly alicia@youarecurrent.com As Hendricks County continues to grow and concerns about longterm water availability remain at the forefront, a new geological study is underway to better understand what lies beneath the surface.

Henry Loope, a research geologist with the Indiana Geological and Water Survey, presented an overview of the project during the June 23 Hendricks County commissioners meeting, explaining that the research is intended to provide baseline groundwater information for local governments, utilities and residents.

The Indiana Geological and Water Survey, based at Indiana University, is a nonregulatory research organization that studies the state’s geology, maintains geological records and collections, and provides scientific information about natural resources, including groundwater.

“We’re not looking for anything in particular,” Loope said. “We’re just trying to provide baseline information for stakeholders, whoever that may be.”

The study focuses on the Indianapolis metropolitan area, with Hendricks County serving as an early priority because of its comparatively limited groundwater resources.

Unlike neighboring Marion County, which benefits from the White River valley aquifer and surface water reservoirs such as Eagle Creek Reservoir and Geist Reservoir, Hendricks County lacks large river valleys that typically provide abundant groundwater.

Loope explained that the county’s underlying bedrock consists primarily of shale and siltstone, which are rock types that do not readily store or transmit water.

“There’s not a lot of water beneath the surface here within the bedrock in the county,” he said.

Instead, much of Hendricks County’s groundwater is found within glacial sediments left behind during the Ice Age. The sediments vary significantly depending on how they were deposited.

ciers, dominates much of the county’s surface. While common, till is generally a poor aquifer because it holds and transmits little water.

More promising are buried layers of sand and gravel deposited by glacial meltwater, which can store and transmit significant amounts of groundwater.

“Sand and gravel is a really great aquifer-type material,” Loope said.

The challenge, he said, is determining where those deposits exist and whether they are connected underground.

Earlier this spring, Loope and his team drilled several test cores, including one nearly 300 feet deep on property owned by Commissioner Bob Gentry. Additional drilling is planned this fall as researchers continue mapping underground sediments throughout the county.

So far, the work has confirmed what geologists expected.

“We found so far that there’s not a huge aquifer that we didn’t know about,” Loope said. “But especially in the northern half of the county, we need to really do more work to see how these units are connected in the subsurface.”

The project will continue for approximately two years, beginning officially later this summer, although Loope said preliminary work completed this spring will serve as the foundation.

Commissioners said the research comes at an important time as residents continue to express concerns

about future water supplies following discussions surrounding the LEAP Innovation District in neighboring Boone County and plans to transport water from Eagle Creek Reservoir northward.

Commission President Dennis Dawes noted that many residents worry future development could affect private wells.

“There are a lot of people who are nervous about, well, if something goes in here or some big project, am I going to lose my well?” Dawes said.

Loope emphasized that the study is not intended to determine whether Hendricks County has enough water to support future growth but rather to provide the scientific data needed to make informed decisions.

He also noted that understanding groundwater conditions before major changes occur is essential if officials ever need to determine whether pumping is affecting nearby wells.

“You have to have monitoring in place,” he said. “Here’s what the situation was before someone or some entity started pumping, and then we can monitor it over time.”

Commissioners asked Loope to return periodically with updates as the research progresses.

“I think staying in touch with you is almost imperative to give comfort to our citizens,” Dawes said.

Loope agreed, saying the survey intends to share findings while continuing to build a clearer picture of Hendricks County’s groundwater resources.

Auburn Ridge expansion moves forward

By Alicia Kelly alicia@youarecurrent.com The Auburn Ridge subdivision expansion in Brownsburg is moving forward after the Advisory Plan Commission approved the project’s primary plat, clearing another major step for a residential development that has generated months of public discussion over growth and infrastructure.

The commission’s June 22 approval includes conditions requiring sidewalk connectivity improvements requested by adjacent residents, as well as a waiver allowing the development to end in a cul-de-sac rather than extend a street connection into the neighboring Tilden Terrace subdivision.

The decision follows earlier action by the Brownsburg Town Council, which voted 3-2 in April to rezone approximately 64 acres from agricultural to residential use for the project. The council approved the rezoning despite an unfavorable recommendation from the Advisory Plan Commission.

Although both decisions involve the same development, they serve different purposes in the approval process.

The Advisory Plan Commission first reviews rezoning proposals and makes a recommendation to the Town Council, which has final authority to approve or deny changes in zoning. In the case of Auburn Ridge, the council’s approval allowed residential development on the property.

Once rezoning is granted, developers must return to the Advisory Plan Commission for primary plat approval. A primary plat establishes the layout of a subdivision, including street connections, lot arrangement, sidewalks, drainage and utility infrastructure.

In this case, commissioners approved a waiver allowing M/I Homes to avoid extending a street connection into Tilden Terrace, opting instead for a cul-de-sac design.

development.

The Auburn Ridge expansion proposal calls for 88 additional homes near County Road 500 East and Tilden Drive, bringing the subdivision’s total buildout to more than 250 homes if completed.

During earlier rezoning discussions, residents voiced concerns about increased traffic, infrastructure capacity and whether continued residential growth in western Brownsburg could strain existing services. Some also raised questions about whether the development aligns with the area’s more rural character.

Town officials acknowledged those concerns while pointing to planned infrastructure improvements and the need for additional housing to support Brownsburg’s tax base.

Homes in the expansion are expected to range from about $600,000 to $750,000.

With primary plat approval now granted, the project moves into engineering and final plat stages before construction can begin. Those steps include additional technical review of utilities, stormwater design and roadway construction plans.

Town recognizes America’s 250th anniversary news@youarecurrent.com The Town of Brownsburg has officially recognized the 250th anniversary of American independence through a proclamation celebrating the nation’s semiquincentennial.

The proclamation honors the adoption of the Declaration of Independence in 1776 and recognizes the courage, sacrifice and perseverance of those who helped establish the United States. It also acknowledges the nation’s continued efforts to uphold its founding ideals of freedom, equality and opportunity for all.

As part of the commemoration, the town will celebrate the milestone during its annual July 4 festivities in partnership with the Brownsburg Lions Club.

New laws target taxes, child care news@youarecurrent.com Four new Indiana laws affecting commercial driver’s licenses, state income taxes, employer-sponsored child care and local agriculture took effect July 1, prompting Hendricks County lawmakers to highlight measures they supported during the 2026 legislative session.

Among the new laws is House Enrolled Act 1200, co-authored by State Rep. Greg Steuerwald (R-Avon).

The measure requires commercial driver’s license holders to demonstrate English proficiency so they can understand traffic signs and law enforcement safety instructions. It also makes it a Level 6 felony for individuals who present false records or lack proper documentation for a commercial driver’s license.

“It’s been too easy for noncitizens who are unqualified to obtain CDLs, which has led to horrific crashes that took the lives of innocent Hoosiers and roadways that are less safe,” Steuerwald said. “Indiana is serving notice to the rest of the country that we won’t tolerate these dangerous drivers wreaking havoc in our state.”

Senate Enrolled Act 243, sponsored by Rep. Jeff Thompson, R-Lizton, allows qualifying tips and overtime pay earned in 2026 to be deducted from Indiana state taxable income, aligning state law with recent federal legislation.

“Hoosiers work hard to earn an honest living,” Thompson said. “This law ensures they can keep more of their money and use it as they see fit.”

House Enrolled Act 1177, authored by Rep. Becky Cash, R-Zionsville, expands Indiana’s employer childcare tax credit. The credit can be used to offset costs associated with employer-supported childcare, including operating or contracting with childcare facilities, employee training and higher wages for childcare staff.

House Enrolled Act 1424, supported by Rep. Craig Haggard (R-Mooresville) reduces certain regulations affecting farmers and local food vendors to expand opportunities to sell Indiana-grown products.

The measures were approved during the 2026 legislative session and take effect statewide July 1.

Clark joins state panels news@youarecurrent.com State Sen. Brett Clark (R-Avon) has been appointed to two state panels that will help review Indiana’s criminal justice system and shape policy discussions ahead of the 2027 legislative session.

Clark will serve on the Interim Study Clark Committee on Corrections and Criminal Code and on the Board of Trustees of the Criminal Justice Institute, according to a June 25 news release from the Indiana Senate Republican Caucus.

The interim study committee meets between legislative sessions to examine issues affecting Indiana’s criminal justice system, including trends in crime, sentencing and incarceration. Lawmakers use the committee process to hear testimony from state agencies, law enforcement officials, industry experts and members of the public before considering potential legislation.

The Criminal Justice Institute Board of Trustees oversees an agency that works with state and local partners on public safety initiatives, including efforts related to traffic safety, victim services and criminal justice planning.

“Receiving input from the community and industry experts makes a positive and direct impact on the legislative process,” Clark said in the release. “As a former sheriff, I look forward to using my experiences, stakeholder input and the information from the Corrections and Criminal Code study committee to ensure Indiana properly addresses today’s issues.”

Interim study committees meet throughout the summer and fall after the General Assembly adjourns.

Topics are selected by the bipartisan Legislative Council, and recommendations developed during the meetings can influence bills introduced during the next legislative session.

Clark represents Senate District 24, which includes portions of Hendricks and Putnam counties.

Women’s bicycling group ‘pedals’ community

By Spencer Durham spencer@youarecurrent.com Katie Zarich discovered a passion for cycling while attending Indiana University, but following the deaths of two close cycling friends, she found herself riding less often.

“I kind of lost people to ride with because I wasn’t tapped into a cycling network,” said Zarich, an Indianapolis resident who lives in the Eagle Creek neighborhood. “For a while, cycling had some scariness for me, because I had lost those people in my life.”

That was until she found the IU Health Momentum Indy Divas, a women’s cycling group.

The club meets each Thursday at Bicycle Garage Indy in Carmel before riding together in groups based on ability level. Each group is named after a female singer. The Dolly group is for beginning riders. The J.Lo group is for the elite riders.

BAGI reports stable residential building activity news@youarecurrent.com The Builders Association of Greater Indianapolis recently reported that single-family building permit activity across central Indiana remained stable through May 2026, despite continued affordability challenges and economic uncertainty in national housing markets.

The nine-county region recorded 4,290 permits year-to-date in 2026, a slight decrease compared to 4,304 permits at the same time in 2025, according to a news release.

The regional trend reflects a balanced market. Nationally, housing affordability remains a challenge, with the National Association of Home Builders reporting that prospective buyers continue to face elevated housing costs as interest rates remain high during global uncertainty.

“Central Indiana’s housing market continues to demonstrate resilience in an environment that remains challenging for builders and buyers alike,” BAGI CEO Chris Hancock stat-

ed. “While affordability pressures persist nationally, our region continues to adjust to support long-term housing demand.”

Population growth, relative affordability compared to larger metropolitan markets and sustained interest in homeownership continue to provide stability for the central Indiana housing market.“Compared to broader national housing trends, central Indiana remains responsive to our community’s needs,” Hancock stated. “Our builders are pivoting their marketing strategies and adapting to meet the demands of this ever changing market.”

District. The event features both competitive races and inclusive rides. Being a Diva comes with a complimentary entry to Momentum Indy’s Honor Major Taylor Fondo, a bike ride honoring Marshall “Major” Taylor, a Black competitive cyclist from Indianapolis who was known as the World’s Fastest Man. Taylor died in 1932.

Zarich said the Divas have between 200 and 300 women.

“Our numbers have continued to grow,” she said. “Any given Thursday, probably roughly 100 or more women ride their bikes together.”

Being a Diva also means one will likely see a familiar face at other riding events, like Momentum Indy.

“I know if I show up at a different organization’s ride, I’ll see my Divas,” Zarich said. “It ensures I always have someone to ride with.”

Zarich stressed the group is open to any skill or ability level.

“You will be overwhelmed with offers from people trying to plug you in,” she said. “We love new people.”

Life-threatening diagnosis leads to double-lung transplant for Avon business owner

By Alicia Kelly alicia@youarecurrent.com When Sam Luppino walked the halls of the Cleveland Clinic just days after receiving a double lung transplant, he wasn’t content to simply recover.

The Avon resident turned his rehabilitation into a challenge.

After learning eight laps around the nurses station equaled a mile, Luppino made it his goal to earn a star on the hospital wall reserved for transplant patients who completed the milestone.

“I’ve always been a very competitive person,” he said.

Only weeks earlier, breathing had become a struggle.

Today, the co-owner of Indianapolis-based White Oak Construction is recovering from a bilateral lung transplant performed May 5 at the Cleveland Clinic after a battle with idiopathic pulmonary fibrosis, a progressive disease that scars the lungs and has no known cure.

His diagnosis came by accident.

In 2024, Luppino sought treatment for sleep apnea, hoping to qualify for an Inspire implant after struggling with a CPAP machine. During a routine examination following a sleep study, a pulmonologist noticed an unusual sound while listening to his lungs.

“She said, ‘I hear a rattle in the lower base of your lungs,’” Luppino recalled.

An X-ray led to a CT scan, which pointed to interstitial lung disease. An open-lung biopsy later confirmed idiopathic pulmonary fibrosis, commonly known as IPF. “They have no clue what caused it,” he said. “It’s the worst-case scenario because they don’t know how to really treat it.”

Doctors prescribed medication intended to slow the disease, but his pulmonary function continued to decline.

Within months, everyday activities became exhausting. Walking from his office to his car left him winded. Eventually, he required supplemental oxygen.

“I was getting to the point where I was falling asleep at my desk,” Luppino said. “I was just so tired all the time because my body was fighting to get oxygen.”

His health became even more complicated after the biopsy. Repeated lung collapses sent him to the hospital several times, and he developed an infection following a chest tube procedure.

his lung to his chest wall to prevent additional collapses.

Despite those setbacks, a new pulmonologist at Hendricks Regional Health suggested an option Luppino hadn’t considered. “’Why are you not looking into transplant?’”

Luppino remembered his physician asking.

That recommendation eventually led him to the Cleveland Clinic, where extensive testing determined he was a transplant candidate. To qualify, he also had to lose enough weight to reduce his body mass index.

Over the course of a year, he dropped from about 330 pounds to 215.

After being placed on the transplant waiting list in March, Luppino received two donor calls that ultimately fell through.

Then came the call that changed everything.

On May 5, surgeons performed a bilateral lung transplant.

The surgery was only the beginning.

When Luppino awoke nearly two days later, he was breathing with healthy lungs for the first time in years, but recovery remained difficult. His chest had been opened through what surgeons call a clamshell incision, and six chest tubes helped drain fluid while he healed.

Even so, he quickly noticed one remarkable difference.

His oxygen levels, which had frequently dropped into the 80s and sometimes the 70s before surgery,

now consistently registered in the upper 90s without supplemental oxygen.

“It seems like every day it gets a little better,” he said.

Since leaving the hospital after just two weeks — faster than many transplant patients — Luppino has undergone two bronchoscopies. Both showed no signs of rejection.

He still takes several medications each day, including immunosuppressants that require him to avoid large crowds and reduce his exposure to illness while his immune system remains suppressed.

For now, he and his wife continue living in a Cleveland-area apartment while doctors monitor his recovery through weekly appointments.

Luppino credits his medical team, his family and his business partner for helping him navigate the journey.

Although he still has rehabilitation ahead, his focus has shifted from surviving to living.

He’s looking forward to returning home, spending more time with his grandchildren, casting a fishing line again and visiting amusement parks with his wife — simple moments that now carry extraordinary meaning.

Patients undergo an extensive evaluation before being placed on the national transplant waiting list, including cardiac testing, imaging, pulmonary function testing and assessments to determine whether they are healthy enough to withstand the operation and recovery.

Following transplant surgery, recipients typically remain near the Cleveland Clinic for several months while physicians closely monitor lung function, adjust antirejection medications and watch for complications.

Lifelong follow-up care and immunosuppressive medications are required to help prevent organ rejection.

Musical farce set for Red Barn Theatre

“It’s a newer show with a very contemporary feel that is based in the Renaissance times,” Taylor said. “It’s the story of the creation of the first musical. It’s funny. It’s a great way Taylor to end the season.”

Red Barn will present “Something Rotten!” July 9-12 and July 15-19 at the Frankfort venue.

The musical will feature a cast of 23 — the largest that Taylor has had in his 10-year tenure as artistic director.

“We’ve pulled together a cast that is very talented,” said Taylor, a Hamilton Southeastern High School graduate.

“I think people are going to really love seeing and watching this cast.”

The cast includes Noah Johnson as Nick Bottom and Ben Brickner as Nigel Bottom.

Nick is a frustrated playwright who is obsessed with Shakespeare, and Nigel is his younger brother.

“The younger brother falls in love with a Puritan girl, whose father is (against) them coming together,” Taylor said.

Kody Horrocks plays Portia, the Puritan girl. Samara Rose Shavrick portrays Nick’s wife, Beatrice.

“It’s a show I’ve seen (on Broadway) and really loved,” Taylor said. “When I’m looking for shows, I’m trying to find shows that have a nice variety or feel different. It’s very costume heavy.

When I looked at shows, I thought this is the year to do it. We have enough local talent that can fill in the ensemble.

I was able to bring in enough professional talent to fill in the leads and put together a strong cast.”

Taylor said some cast members are from area high schools.

“Some others are local but at the college level,” he said. “They are no

Taylor was directing rehearsals for “Something Rotten!” while acting in “Wait Until Dark,” which was scheduled to end July 5 “Fortunately, I don’t have any lines in the musical,” Taylor said.

Matthew Reich plays William Shakespeare, an arrogant, fictionalized version of the playwright, known as The Bard.

“The music is very clever,” Taylor said.

Red Barn Associate Artistic Director Luke McLaughlin, a Frankfort resident, portrays the soothsayer Nostradamus.

“It’s a really silly, fun part that fits right into my farcical wheelhouse,” McLaughlin said. “It’s going to be a lot of fun bringing this character and this story to life.”

Taylor has seen “Something Rotten!” on Broadway. McLaughlin saw a production in Fort Wayne several years ago.

“It has been a show I’ve brought up a number of times to Michael when we are thinking about the season,”

McLaughlin said. “The dance numbers are a ton of fun, the jokes are constant, and for those who love musical theater, there are plenty of references that audiences will recognize and enjoy.

Michael and I love a good farce, but it is always fun to do a show that can transcend that mold. Though ‘Something Rotten!’ has a ton of farcical elements, it’s a story with a lot of heart and worldly advice. I think the main characters’ struggles are relatable, and the lessons they learn along the way elevate this story into a truly special musical.”

McLaughlin said cast members range in age from the 50s to 14 years old.

“We have performers from all across the country — New York, Florida, California, Nebraska, Illinois, Colorado, Missouri and, of course, a nice mix of local talent that our audiences have come to love and recognize over the years,” McLaughlin said. “Personally, I think this is the strongest vocal and dancing ensemble we’ve ever had, and I’m super excited to see the finished product.”

Health warning from the ‘mayo’ clinic Commentary by Dick Wolfsie Over the years, my wife Mary Ellen and I have had some basic disagreements about condiments, but here’s a product that I had not anticipated would cause dissent in my marriage: mayonnaise.

Ketchup? Sure, there were always possibilities for a tiff here. You never hear a man say to his wife, “With all that ketchup on the burger, sweetheart, you can’t possibly appreciate the fine texture and flavor of the grass-fed beef.”

Mustard? Yes, I could make an argument for mustard. Over the years, I have tried to improve most of my wife’s cooking with a healthy dose of this condiment. Yes, Mary Ellen and I have clashed over mustard.

But a fight over mayonnaise? Who would have predicted this?

It all started one morning last week when I accidentally put the mayonnaise jar in the pantry instead of putting it back in the fridge the night before. Without hesitation, Mary Ellen tossed the jar in the garbage with this denouement, “It’s no good.

We have to throw it out.” I begged to differ. Literally, begged. I just couldn’t accept the product’s ruin in just a few hours.

The next day, desperate for a smear on my BLT,

I fished the mayonnaise out of the garbage, slathered it on my sandwich, then put the jar in the fridge. When Mary Ellen discovered what I had done, she panicked and pointed to the container: “REFRIGERATE AFTER OPENING.” Suddenly, my eye caught an 800-number on the label, a hotline for people with emergency mayonnaise questions.

I assumed it was the Turkey Hotline people who were bored with nothing to do for 11 months.

“Hello, Mayo Hotline. Can I help you?”

“Yes, I have a question about food poisoning.”

“First of all, this is the mayo hotline, not the Mayo Clinic. And, yes, I know what you’re going to ask. I get husbands all day long with this question.

Yes, it’s perfectly safe. But you should throw it out, anyway. A man can’t win a mayonnaise argument.”

I didn’t tell Mary Ellen about my phone call. I wasn’t in the mood to argue.

It would have been Hellmann’s to pay.
