Westfield OKs Trace Commons TIF

By Leila Kheiry leila@youarecurrent.com Westfield High School’s boys golf team and 2026 state champions received a special recognition by the Westfield City Council July 13.

Mayor Scott Willis introduced the team, noting that the community’s golf program is a “powerhouse.”

“Let’s just talk about this year: 224 wins — that’s a record,” he said. “Fifteen losses, seven invitational wins.

They were county champs. They were conference champs. They finished the regular season ranked No. 1 and, of course, they won the state championship for the second year in a row.”

Willis added that this year’s state championship was the team’s fifth overall since 2013.

Following the recognition, the council moved on to business matters, including establishing a new tax increment financing allocation area within the city’s Eastside Economic Development Area for the planned Trace Commons mixed-use development.

project along Ind. 32. The allocation area includes three parcels that will be part of the public-private development and will help fund a planned roundabout at Shady Nook and Ind. 32.

The project itself was not up for approval that night. The council voted only on the TIF district.

“The general goal of this is to carve this out for specific projects related to this development,” Fairman said.

“If, moving forward, the project is

approved, there is consideration for a State Road 32 roundabout, so this would capture revenue that would go to that specific project along State Road 32 for our local share.”

A planned unit development for the project already has been approved.

Plans for the 16.53-acre Trace Commons development call for 25 townhomes and two apartment buildings with a total of 308 units and commercial space on the bottom floors.

Councilors voted 5-1 in favor of the allocation area with Joe Duepner casting the dissenting vote.

A proposal to issue bonds for the project was introduced during the July 13 meeting, but was not voted on.

“It will include a bond to support public improvements along the Midland Trace Trail, which includes a park, more improvements along the the pond that they have built there, and it will have public improvements along the center of the development, which would be a small plaza area for retail space,” Fairman told the council. “This would be a 60-40 split, so 60 percent (with) the developer, 40 percent staying with the city, which is a great win to the city, especially because this is going to be a developer-back bond. This will not be on the city’s books, so it will not contribute to the city’s debt.”

The bond issue will come back to the council July 27.

School construction projects progressing

Various school construction projects in Westfield Washington Schools are progressing as the new school year quickly approaches.

The first day of school for Westfield students is Aug. 17.

Jake Wagle of Garmong Construction gave an update July 14 to the Westfield school board on the Midland Crossing and Shamrock Springs elementary school projects, He said Midland Crossing at Towne Road and 166th Street recently passed its final inspection and has a temporary certificate of occupancy.

“Playgrounds are almost done — they were working on the last of the surface here recently,” he said. “Signage is in-

stalled. The gymnasium is done — that was one of the last pieces. The floor has been painted and sealed, and I think the bleachers were coming in this week.

All the floor coverings are in. As far as progress completion … we’re 99 percent done. (The) punch list is about 90 percent complete. We’re working with the team to check all those items off as we anticipate closeout of the project.”

Wagle said crews are working “fast and furious” on Shamrock Springs at 161st Street and Spring Mill Road, which is close behind Midland. He anticipated a December completion for that project.

Jerry Ralston from Performance Services updated the board on construction progress at Cool Creek Elementary School, which is going into the former Westfield Intermediate School building

off Shamrock Boulevard north of West Main Street.

Ralston said crews are working hard to make sure the school opens in time for the 2026-27 school year. They’re completing classroom spaces sequentially in anticipation of moving in furniture that has started to arrive. He noted that work on the playground is about to start with the goal of finishing before Aug. 17.

Hagerman Construction is working on the new Westfield Middle School West at State Road 32 and Centennial Road, an approximately $138 million construction project. That project, which kicked off in 2024, is on track for its anticipated 2027 opening. It includes new athletic fields and will serve about 1,500 students in grades six through eight.

LIV Golf returning to Westfield Aug. 20-23

By Leila Kheiry leila@youarecurrent.com LIV Golf is officially returning to The Club at Chatham Hills in Westfield, with an event set for Aug. 20-23.

“For the second straight year, we’ll crown the new LIV Golf Individual Champion in Indianapolis,” the Liv Golf website states. “Fifty-four of the world’s best players will clash at Chatham Hills.

By the end, one will be holding the trophy aloft.”

The Westfield stop was in question earlier this year, with rumors that the organization was having financial difficulties. However, the Liv Golf website has tickets on sale, signs are up at the golf course and the City of Westfield has announced two concerts to accompany the event.

Hollowell announces bid for Hamilton County sheriff news@youarecurrent.com Democrat Charles Hollowell has announced his candidacy for Hamilton County sheriff.

The announcement follows the Hamilton County Democratic Party’s precinct chair meeting July 1, where precinct chairs voted to give the party’s chairman Hollowell the authority to appoint candidates to fill ballot vacancies.

Hollowell, a Fishers resident, will face Hamilton County Sheriff’s Office Lt. Dustin Dixon, a Republican, in the November general election.

Hollowell has more than 25 years of law enforcement experience and is a lieutenant with the Westfield Police Department. According to his campaign announcement, he has served in a variety of leadership roles dedicated to protecting the community, supporting fellow officers and building strong relationships with the public.

Hollowell said he is running to provide experienced, transparent and community-focused leadership for the sheriff’s office.

“Serving this community has been one of the greatest privileges of my life,” Hollowell stated. “I’m running for sheriff because Hamilton County deserves experienced, steady leadership that puts people first. NFL FLAG event set for Grand Park

It is estimated the sport is played by 20 million people in more than 100 nations. It will become an Olympic sport in 2028.

The NFL is in on the movement, too. The Bolster NFL, ESPN and RCX Sports will host the third NFL FLAG Championships Presented by Toyota July 23-26 at Grand Park in Westfield.

An estimated 350 girls and boys teams from across the U.S., as well as 12 international teams, will compete for championships. The boys division will cover groups 8-under to 14-under, while the girls division will have 10-under to high school-level teams. The coed divisions starts at 8-under. The international division will cover 15-under coed, plus 15-under girls teams.

The championships will feature winning teams from each of the NFL FLAG Regional Tournaments hosted by all 32 NFL franchises throughout the fall and spring seasons, with the addition of the two international divisions.

Bolster said the number of athletes is approaching 4,500. ESPN will televise content July 24-25 and the July 26 finals.

The Indianapolis Colts support making girls flag football an IHSAA championship sport. The IHSAA has designated girls flag football as an emerging sport with 100 high schools needed to reach championship level.

“The Irsay family (which owns the Colts) has been interested in getting the sport recognized at the state level,” Bolster said.

Bolster said there will be eight fullsize fields at Grand Park and will be divided into fours.

“We’ll have 32 fields going at once,” he said.

Bolster said it’s good to have partners like the NFL, the Colts and Toyota.

“It’s really a good marquee event for the county with athletes and fans coming in from all over the world, and something we can grow over the next two years,” he said.

Fans can register via the NFL OnePass App or for free entry to the NFL FLAG Championships.

Trillium breaks ground news@currentinwestfield.com Developers and city officials broke ground July 13 on a new 44-acre community next to the Monon Trail in Westfield.

Trillium, developed by Indianapolis-based builder Onyx+East and IHP Capital Partners, will offer 119 modern home designs with flexible floor plans, including 10 courtyard homes with direct access to the Monon Trail, according to a news release.

Onyx+East CEO Kelli Lawrence stated that Trillium is designed to encourage recreation, connection and an active lifestyle.

“Onyx+East is proud to invest in Westfield, a city known for its strong sense of community, thriving economy and continued growth as more people choose to call it home,” she stated. “We believe Trillium will help meet the demand for thoughtfully designed homes and complement the surrounding area

Mayor Scott Willis stated that Westfield continues to attract high-quality residential investment because the community has remained committed to growing with purpose.

The development is at 199th Street and the Monon Trail. Homes will range from 2,000 to 4,500 square feet of living space, with an additional 1,100 to 2,000 square feet of unfinished basement space.

Towne Road Crossing OK’d

By Leila Kheiry leila@youarecurrent.com Plans for the Towne Road Crossing development in Westfield are moving forward despite concerns about density and drainage voiced during a July 13 public hearing.

The development, which does not yet have a construction start date, is south of Ind. 32 and northwest of Little Eagle Creek Avenue. Plans call for 278 residential lots and three commercial blocks on the site’s 143.24 acres. Zoning for the proposal had been approved earlier. During its July 13 meeting, the Westfield-Washington Plat Committee was considering only the submitted development plans and preliminary plat.

If plans comply with city regulations, the committee is required to approve them.

Three neighboring property owners spoke during the public hearing, expressing concern about the proposed neighborhood. Chad Hughes said he is worried about lack of green space, habitat conservation, water management and density.

“Density is a huge concern for all the area residents,” he said. This looks a lot like Hell’s gate — I mean Westgate —

and it’s deplorable.”

Hughes said the impact on traffic is unknown and a new school in the area means potentially more children walking and biking. He added that it’s frustrating to not have a timeline for the project.

Another speaker agreed and said that drainage in the area is a problem that will get worse with more homes going in.

Improvements to Towne Road are planned and a representative from Weihe Engineers, Inc., speaking for the developers, said they are waiting for roadwork to be completed before starting construction. He added that development plans call for five retention ponds to address drainage.

Williams also impersonated insurance agents via text messages, falsely promising that the victim would be reimbursed if she paid Williams’s expenses.

“The financial impact on the victim was severe,” the news release stated.

In total, the victim paid Williams more than $500,000. Despite knowing the victim was incurring significant debt, Williams continued to request additional funds and spent the money on personal expenses, including restaurants, travel and gambling.”

“Dancing with Our Stars” continues to be Meals on Wheels of Hamilton County’s largest annual fundraiser, with proceeds directly supporting the organization’s mission of delivering medically tailored meals to the elderly or those with disabilities, facing food insecurities or unable to prepare food for themselves in the county.

“It’s the only event where a few left feet can deliver thousands of meals,” stated Jennifer Sturges, development and outreach director of Meals on Wheels of Hamilton County. “Our dancers are putting it all on the floor for Meals on Wheels of Hamilton County, and I couldn’t be prouder.”

The event features local professional dancers paired with Hamilton County residents competing for the prize of winning “Dancing with Our Stars Champions 2026.” Audience members also can vote for their favorite dancer or dancers to win the night’s People’s

Meals on Wheels of Hamilton County recently named Tricia Hudson its new executive director and CEO, and Jennifer Sturges as its development and outreach director.

Hudson, a Fishers resident, will lead the organization’s mission Hudson of serving the elderly or those with disabilities facing food insecurity, or unable to prepare food for themselves. She brings decades of nonprofit leadership experience to the role with a background spanning human resources, accounting, finance and executive management.

“I have always wanted my work to help bring about life change for people, and Meals on Wheels does just that,” Hudson stated. “I have a passion for mission-driven work because I want my time and skills to contribute to some-

thing bigger than financial profit. I want my work to have a tangible human impact.”

A HISTORY OF FREEDOM Westfield an important stop on the Underground Railroad

By Leila Kheiry leila@youarecurrent.com When Indiana was still a frontier of swampland and forests yet to be tamed, a group of Quakers from North Carolina settled in the central part of the state, naming their new home after the southern community they had left: Westfield.

Town founders Asa and Susannah Bales and many others brought their Quaker values, including a strong opposition to slavery, with them. Soon after it was officially platted in 1834, Westfield became a key stop on the Underground Railroad — a series of secret routes and safe houses for people escaping slavery from the American South.

Although some Quakers were reluctant to actively help escaping slaves — it was illegal and the consequences were dire — Bales and other Quaker residents, joined by members of the town’s Wesleyan Methodist Church, offered shelter and protection for people headed to Canada and freedom.

An exact number is impossible to calculate, but Westfield Washington Historical Society Communications Director Linda Naas said it’s estimated that more than 1,000 people escaping slavery came through Westfield — more than any other Indiana town.

“Because we were a Quaker town, that was a safe place to go,” she said.

“They knew, if they got to Westfield, the slave hunters weren’t going to get them.”

WWHS Curator Michael Kobrowski detailed one example of the community protecting a formerly enslaved family — the Rhodes family, who had settled in the area after escaping their former enslaver.

“They settled here partly because the Quakers and the Methodists here were supportive,” he said. “Then April, I believe it was 1844, their cabin was attacked in the middle of the night because the former enslaver found out where they were, and so he attacked the cabin (in the) middle of the night to recapture them.”

family, and insisted the enslaver file a court case to have them legally returned to him. The Indianapolis court eventually ruled that the family was free because they had lived in Illinois, a free state, with their enslaver for more than six months.

Not every escaping enslaved person had the law on their side, though. However, they were more likely to succeed in their bid for freedom if they made it to Westfield because of the many safe houses the town offered, Naas said. If a slave hunter showed up at one house, the refugees could be moved to another — sometimes wearing the full-coverage Quaker clothing, borrowed from their hosts. Some of the houses had special

hiding places behind cupboards, in the basements or in the attics.

WWHS treasurer Judi Shuck, a Quaker and descendant of some of Westfield’s oldest families, said her home — part of town founder Simon Moon’s former property — has what she believes was a hiding spot for people escaping from slavery.

“In the upstairs, you can see that there is an attic where there was a trap door kind of thing, and they could put people — because the slaves back then weren’t big people — and so they could get into this trap door,” she said.

Shuck said knowing the town’s history is important, in part, because it’s part of her family’s heritage and values,

once I started researching John Rhodes, I discovered that this is a separate story all in itself,” Hieber said in an email to Current. “I wanted to show the length of his journey to freedom as we celebrated 250 years of freedom ourselves.”

Naas agreed, adding that Westfield has a rich history that’s worth sharing.

“The more stories you hear, and there’s more and more coming out all the time, it was just a very interesting place to be and set a good foundation,” she said.

WWHS president Jeff Beals said history, good or bad, is important to know.

“You should learn from it, so that, if it’s a bad thing, you don’t want to repeat it,” he said. “You’ve got to make people realize that these things happened in the past, and let’s not walk down that path again. My family’s been in the Quaker Church for as long as I can remember, or longer than that, actually, but part of our heritage is to know and learn about how your ancestors lived and what they did.”

The Westfield Washington Historical Society has a museum and offices on the second floor of Westfield City Hall, 130 Penn St., where volunteers host school field trips and other groups, to share the story of Westfield’s past.

Construction is anticipated to begin this year.

Carmel filmmaker focuses on tragic story

By Mark Ambrogi mark@youarecurrent.com The tragic story of Sylvia Likens has long weighed on Carmel filmmaker Ashton Gleckman’s mind, even though it happened long before he was born.

Gleckman, 25, has made a short documentary about Likens, who — at age 16 — was tortured and murdered in 1965 by her caregiver Gertrude Baniszewski, her children and neighbors.

Likens’ parents., who were carnival workers, left Sylvia and her sister in Baniszewski’s care.

“From the time I was growing up I remember hearing about this case,” Gleckman said. “My grandparents, who grew up in Indianapolis, recalled that memory. I continued to return to this case because what makes this is the element of communal silence.”

Gleckman’s documentary will make its debut during the Indy Shorts Film Festival July 21-25. The film will have its premiere at 5 p.m. July 23 at Frank Basile Theater in Indy Art Center. It will be shown at 2:30 p.m. July 26 at the same location.

“The fact that you have this horrific crime taking place, and as I discovered talking to neighbors, people could hear the screams,” Gleckman said.

“Children were participating in this and there was a sense of silence. We see in the film that when Sylvia’s best friend went to the teachers and tried to ask where she was and what was going on, the teachers would just shake it off.

It’s the ultimate example of what reporting could possibly do to save a life.

There were so many instances where someone could have and should have intervened.”

Gleckman said the neighbors next door heard the scraping of a shovel and the screaming going on for hours and never called police.

The documentary is 33 minutes long.

Gleckman said he wanted to tell Sylvia’s story and interviewed her Tech High School best friend, Sheila Jane Johson Wells.

African American student in her first integrated school, and Sylvia had no friends and (the) two of them came together,” Gleckman said. “This was the time she was being abused before she was pulled out of school for the last few weeks. Sylvia would go to school with all these marks on her body and Sheila would sit there with her in the gymnasium locker room. It went from a story about the case to being a story about friendship, about empathy and the way these two people came together amid extraordinary circumstances.”

Wells still lives in Indianapolis. The neighbor interviewed is Colleen Marsha Moore, who lives in Tennessee.

Her mother, Phyllis Vermillion, lived next door.

“She tells us she could hardly go to sleep because she would be hearing these sounds,” Gleckman said. “You could see the pain in this woman’s eyes. She’s now in her 60s, but the memory is still there of hearing these sounds. Her mother and father made a conscious decision not to get involved because they felt it wasn’t their business.”

Gleckman interviewed Andy Wysong, who had been friends with Richard Hobbs, a participant in the abuse. Hobbs, who was tried as a mi-

nor, was convicted of manslaughter and spent less than two years in the Indiana Reformatory. Wysong was affected when he learned his close friend was one of the abusers.

“One of the elements of Sylvia Likens’ story in Indianapolis is the pain that leaks down all the way through the generations,” Gleckman said.

“The people that were there and the descendants of the perpetrators are still affected by it. Every one of the people that I came into contact with had vivid emotional memories of this period. One of the interviews was with the daughter of the first police officer to respond to the crime scene, and she told me he was traumatized by the situation.”

Gleckman reached one of Baniszewski’s children, who was indicted but not convicted in the case.

“She did not admit anything to me, would not talk or take responsibility at all, so even within some of the perpetrators, there was no interest in confronting what had happened 60 years ago,” he said.

YAP challenges teens with ‘Chicago’ production

By Piper Bailey piper@youarecurrent.com For 37 teens ages 14 to 18, Booth Tarkington Civic Theatre’s Young Artists Program production of “Chicago: Teen Edition” is more than simply a community theater opportunity. It’s nearly five hours every weeknight of training, rehearsal and community.

The musical runs July 23-26 and is based on the Broadway musical with mature themes modified for younger performers. The production is directed and choreographed by YAP Coordinator Anne Beck, who trained with Ann Reinking, the director, choreographer and star of the 1996 Broadway revival of “Chicago”.

Students have requested “Chicago” for years, Beck said. She is trained in the dance techniques of Bob Fosse, choreographer of the original 1975 production, and teaches classes on it. His style is minimalist, satirical and requires more energy and containment than other techniques.

“Many of these kids are from top show choirs all over central Indiana where they are told to be bigger and energized,” said Beck, who also serves as an assistant professor of musical theater and tap dance at Ball State University. “(Fosse’s style) is having all of that energy, but super, super pointed. I have to reel them back and contain their energy to be really specific.”

The costumes are all black, mirroring the revival’s attire, and feature wigs designed by “RuPaul’s Drag Race” star Drew Bryson, also known as Blair St. Clair. This production also features the orchestra on stage as the revival did.

“Chicago: Teen Edition” draws students from 14 Indiana schools for intensive summer training. Beck calls the program “a conservatory and a rehearsal process all at the same time” and treats students like professionals.

Maaike Mora, who will be a senior at Carmel High School in the fall, plays Velma Kelly. Mora hopes audiences don’t let the musical’s subject matter overshadow its comedy.

“I hope that people laugh,” Mora said. “It’s a really funny musical, and I hope they find the satire in it too and not just think it’s a dark story.”

School graduate who will attend the University of Oklahoma to study musical theater, has performed with Civic Theatre since fourth grade and plays the lead Roxie Hart. She enjoys portraying a character unlike herself.

“Theater is literally the personification of empathy,” she said. “You’re stepping into someone else’s shoes, literally and figuratively. I think that makes it really special, even though I’m so different (from) my character … To get to play in this new light and new character is really fun because it helps you learn about the world around you and different perspectives.”

Blake Valentine, another 2026 NHS graduate who is entering his first year at Ball State University studying media production, has performed since age 12.

He hopes his role as Amos Hart, Roxie’s forgotten husband, connects with audience members who are going through a hard time.

“I think a lot of people have had moments where they have felt alone or overlooked,” Valentine said. “I think (my solo ‘Mr. Cellophane’) shows them that there’s other people like this out there. You’re not alone in feeling alone.”

Indianapolis Opera closes curtain on Lobster Palooza

By Piper Bailey piper@youarecurrent.com Indianapolis Opera held its 16th and final Lobster Palooza July 11 at the Basile Opera Center in Indianapolis.

The event raised more than $28,000 to support the organization’s Fund-A-Need campaign, which will provide programming for 46 underfunded schools and libraries in Indiana. “(Being able to perform thanks to the education program) planted such an important seed for me,” said Lyndsay Moy, Indianapolis Opera’s director of education and former resident artist.

“I know, especially now when so many music programs are getting cut from these schools, that these experiences mean so much to these kids.”

The event included a cocktail hour with caricature and balloon artists, a four-course meal and a live performance by five opera singers: H. Conor Angell, baritone; Rachelle Woolston, soprano; Ganson Salmon, tenor; Angela Brown, soprano; Moy, mezzo-soprano; and pianist Elizabeth Goodenough. The concert was modeled on a jukebox. For every goal met, performances were unlocked.

Angela Brown is the organization’s artistic cultural ambassador. She won the National Metropolitan Opera Council Auditions in 1997 and has since performed as a professional opera singer on six continents. She gave a live rendition of Giacomo Puccini’s “Vissi d’arte” once donations reached $24,000.

Vote yes on referendum

Editor, We disagree with the letter in the July 7 Current about the Westfield Washington Schools referendum — we advocate for voting in favor. The opposing opinion seemed based on some mistaken notions that should be corrected and better understood.

Voters approved the last operating referendum in 2022 by a 2-to-1 margin. It expires this year. The proposed referendum is for eight years. Most years there’s been, and will be, no tax increase. The new referendum replaces the expiring one and lost state revenue.

In 2025, Indiana passed Senate Enrolled Act 1, a property tax law. Cities and school districts lost state funding in that act, with the legislature expecting that funding to be made up by the local community. The law did nothing to reduce schools’ costs when it reduced their funds. Schools can try to pass a local referendum only in even-numbered years, so administrators have to plan far ahead. The big upset was that SEA 1 reduced funds for

many districts without sufficient notice to plan workable cuts to staffing and services.

The “vote no” writer complained about their own increased costs for insurance, utilities and inflation. All those affect schools at least as much as they do a household budget (likely more). Those are all reasons we should enable our schools to stay even with rising costs and predicted inflation. Meanwhile, Westfield continues to grow.

Both physical and service infrastructure need to keep pace and maintain quality. Our school district provides extensive information on its website to answer other questions raised in the letter. We encourage voters to view and understand the details.

We’re retirees who know that our strong property values are tied to a desirable community with high-performing schools that make Westfield attractive for families and businesses.

Vote yes for our schools.

Referendum needed

Editor, There has been a lot of discussion lately about the Westfield Washington Schools operating referendum, which would increase the maximum tax rate from 17 cents to 39.41 cents per $100 of assessed property value. On the surface, this seems like a large increase. However, if we consider the average property value of $450,000 — after applying Indiana’s homestead deductions — this would result in a maximum increase of $541 annually. This comes out to just $45 monthly — less than the cost of a membership at the Monon Community Center. Consider also that the 39.41 cents figure is the maximum tax rate; the effective tax rate could very well be lower than this.

At the same time, we must take into account the changes to the homestead deduction introduced by Senate Enrolled Act 1 in 2025. This phases out the standard deduction and significantly increases the supplemental deduction from 2026 to 2031. The result is that the majority of homeowners will have a larger deduc-

tion, lowering what they owe. Returning to the $450,000 property example, by 2031, once SEA1 is fully phased in, these changes would decrease its net assessed value by roughly 38 percent relative to today, all else being equal.

While SEA 1 reduces the amount owed by homeowners, a consequence is a reduced tax base going to schools. It is likely no coincidence that the school operating referendum is needed, at least in part, to offset the tax losses resulting from SEA1. Even assuming the maximum tax rate, it is a modest price to pay in order to ensure all our kids receive the best education. Investing in our kids is an investment in our community and an investment for the future.
