City council, school board to conduct joint meeting Jan. 7

By Todd Golden todd@youarecurrent.com The Westfield City Council and the Westfield Washington Schools Advisory School Board will have a rare joint public meeting at 6 p.m. Jan. 7 at the Westfield High School Auditorium.

WWS superintendent John Atha, WWS demographer, Jerry McKibben of McKibben Demographic Research, Westfield Mayor Scott Willis and the city council will participate. An agenda hasn’t been published but presentations will be made, and participating parties will ask questions of each other.

Willis said a public meeting was appropriate after attending an executive session WWS board meeting in November.

“I will just say that the narrative in our community about schools and over crowdedness, it needs to be discussed in public because I’m here to tell you that our schools are getting ready to face a challenge I didn’t know was coming,” Willis said.

Atha and WWS Board President Mike Steele declined Current’s request for an interview about the meeting but issued the following statement: “As Westfield enters a new year, it is an ideal time for community leaders to reflect, plan, and reaffirm a shared commitment to serving our residents.

The joint work session between the Westfield Washington Schools Board of School Trustees and the Westfield City Council is intended to strengthen collaboration and ensure thoughtful, long-range planning as our community continues to grow.”

The WWS statement noted the Destination Westfield project — the longterm plan WWS to address the city’s growth and its impact on the school district.

“This meeting provides an opportunity for school and city leaders to align around ‘Looking to the Horizon: A Comprehensive Plan for Westfield,’ the City’s long-term roadmap guiding land use, infrastructure, economic development, and community growth through 2045,” the statement continued. “Because decisions about development and infrastructure directly affect schools, proactive coordination between the City and the School District is

Moreover, WWS stated the meeting was important as the city awaits results of the 2025 special census being conducted by the City of Westfield that is expected to be completed by February.

“An accurate census is critical to securing appropriate funding and resources, allowing both the City and the School District to plan for services, facilities, and future needs responsibly,” the WWS statement said.

City Council President Patrick Tamm noted the importance of city government and WWS being aligned for the city’s future.

“I think the city and the schools share

the same interests. Westfield is not a great community if you don’t have great schools, which we do,” Tamm said.

Tamm said that the presence of the WWS demographer is an important aspect of the meeting because even the most conservative growth estimates for the city call for increased infrastructure needs for WWS. Tamm said he anticipates more public joint meetings as the needs of the city and the school district align “You have to have cohesion in terms of what we’re (both) doing,” Tamm said. “They’re separately elected, they’re a separate taxing district, but we have a shared destiny together.”

Becky The Bakester, a bakery in a former house at 203 Jersey St., will permanently close Jan. 14.

The business is owned by Becky Lane, who announced the closure last month on her Facebook page.

“My landlord notified me that he was ready to sell the building, something I knew going in when I signed my lease,” said Lane, who had the right of first refusal to buy the building.

Lane considered moving to another space but said she had a favorable lease, so relocating would have been too expensive. She also wants to spend more time with her family.

“I thought immediately that I needed to find a place, but after taking a breath and thinking about it a little longer, we accomplished a lot, we had a great run, but my kids are getting older and I’m ready to move on,” Lane said.

Lane, who was diagnosed with skin cancer in 2025, according to her Facebook post, also wanted to alleviate some of her stress.

“I’m ready for less stress because there’s a lot I feel like I’ve missed out on because I’ve been so invested (in the business),” Lane said. “It was a lot of working eight to 12 hour days, then coming home to do accounting on my computer or continue working at home.

It was just a lot.”

Becky The Bakester opened in 2020 in Lane’s home. She operated it in a commercial kitchen in 2021 before opening the storefront in 2024.

The business earned several honors, including the Westfield Chamber of Commerce’s Small Business of the Year award in early 2025.

“The highs definitely outweigh the lows (of running the business),, but I think I’m just ready for something else,” Lane said.

The Hamilton County Commissioners recognized emergency personnel and approved a funding agreement for the construction of the 146th Street and Hazel Dell Parkway interchange at their final meeting of the year Dec. 18.

The next commissioners meeting is at 1:45 p.m. Jan. 12 at the Hamilton County Government and Judicial Center.

 WHAT HAPPENED: The commissioners approved an agreement with the Indianapolis Metropolitan Planning Organization regarding construction on the 146th Street and Hazel Dell Parkway interchange.  WHAT IT MEANS: The agreement is for an award of federal exchange dollars in the amount of $9,490,194 that will go toward construction.  WHAT’S NEXT: The construction project is expected to begin in 2026.

The purpose of the project is to improve the efficiency and safety of the intersection.

Wildcats forward’s mental toughness provides boost

By Mark Ambrogi mark@youarecurent.com Lawrence North High School senior basketball player Brennan Miller’s confidence and mental toughness have helped improve his game.

“I have a more hungry mentality this year,” he said.

Miller, a three-year starter, averaged 20 Miller points and 12 rebounds per game in the first six games for the Wildcats (6-0). As a junior, the 6-foot-7 forward averaged 13 points, 7.6 rebounds and 2.3 assists per game.

“He has improved greatly in his overall strength, stamina, ability to score multiple ways and defense,” Lawrence North coach Chris Giffin said. “Leadership and character are huge strengths of his. He is the best possible leader and captain.”

An Indiana Junior All-Star, Miller said his goals include becoming an Indiana All-Star and top 1,000 career points.

“I’ve always been vocal but just more so,” he said. “There are teachable points for the younger guys.”

Although he typically plays power forward, Miller also occasionally plays shooting guard and small forward.

Miller was a middle hitter on Law-

rence North’s volleyball team in 2025, the first year boys volleyball was an IHSAA sport. Miller, who never played organized volleyball before last year, said he plans to play again in the spring.

“They just told me what I needed to do,” he said. “In volleyball, you have to communicate a lot. I think it helped me rebounding as far as seeing the ball and helping with my reflexes.”

Miller, who began playing basketball at age 3, played soccer when he was younger. He competed on the Wildcats’ track and field team as a freshman.

Miller has signed to continue his basketball career at NCAA Division I Southern Illinois University Edwards-

ville and plans to major in business administration.

“I had some offers from MAC (Mid-American Conference) schools, but the key that separated SIU Edwardsville was the family aspect, and they had a plan for me that I understand to really fulfill myself and grow there,” he said.

SIU Edwardsville coach Brian Barone said Miller has a variety of skills.

“He has a tremendous motor with the ability to play multiple positions,” Barone stated. “Brennan can play both inside and outside on both and will only improve on that as he develops.”

Miller’s older sister, Aerial Miller, played for Lawrence North under Giffin, who was the girls basketball coach before taking the boys job in the 2022-23 season.

Brennan Miller has written two books, “3-on-B — 3 Keys to Early Success” and “Fuel for Fire: A 30-day Prayer Journal.” The books are available on Amazon.

“A lot of kids have come up to me and read my book, and it’s inspired me to do more things outside of basketball,” he said.

Hamilton County parks staff FreedomDoc Wellness gets emergency training Worried About ACA Subsidy

Hamilton County Parks and Recreation has partnered with the Hamilton County Health Department to train staff to handle emergency situations.

The training, led by HCHD Health Education and Outreach Coordinator James Ginder, specifically focused on Narcan administration, Stop the Bleed and suicide prevention awareness.

Stop the Bleed is a certification program of the American College of Surgeons offering strategies to stop life-threatening bleeding.

“It teaches the individual, No. 1, (to) make sure the scene is safe, assess the individual and what type of bleeding they are presenting with,” Ginder said.

“Is it something that we need to do direct pressure or place a tourniquet on? And (it) also teaches them what happens if you don’t have a tourniquet.

What can you use outside the box that

you have around you? Maybe (use) a piece of cloth to make a tourniquet with. So, it is how to manage individuals from the time the incident occurred until the time when advanced care gets there.”

Additionally, the staff received QPR suicide prevention awareness training.

QPR stands for question, persuade and refer. Ginder shared how the training supplied individuals with insight into how to initiate conversations with people who may be at risk and provide them with the appropriate resources and plan of action depending on their condition.

“I’m really happy that the parks department has paired up with us,” Ginder said. “This is valuable training.

It can be used in (the trainees’) personal lives as well.”

Naloxone, AEDs, first aids kits and other resources have been placed within Hamilton County parks.

Central Indiana home permits show stability news@currentnoblesville.com The Builders Association of Greater Indianapolis reported in late December that single-family building permit activity across central Indiana remained stable through November, with total permits year-to-date remaining closely aligned to 2024 levels.

According to an announcement from BAGI, the region recorded 9,356 permits for the year through November, compared to 9,378 during the same period last year — a marginal year-over-year difference that reflects a stable market.

“Central Indiana’s housing market is transitioning into a more cautious phase,” stated BAGI CEO Chris Hancock. “Builders are responding to economic conditions with discipline, scaling production appropriately, staying aligned with local demand and prioritizing long term market stability as we move (into) 2026.”

For the month of November, Hamilton County led the field in new home permits, totaling 172. Marion County followed with 125, Hendricks County had 85 and Boone County totaled 53.

According to the U.S. Census Bureau, national single-family permits and housing starts have declined year-overyear in recent months, while analysis from the National Association of Home Builders shows builders across the nation continuing to pull back amid higher financing costs, slower buyer traffic and ongoing economic uncertainty.

“While national markets have experienced sharper pullbacks, central Indiana has remained comparatively steady on a year-to-date basis,” Hancock stated. “Population growth and relative affordability compared to larger metropolitan areas continue to support baseline housing demand in our region.”

Increasing downtown density is expected to address the city’s needs

By Marney Simon news@youarecurrent.com The transformation of downtown Westfield is moving briskly. Plans for increased density, housing, retail space and public plazas though the center of town is set to take shape in 2026.

The revamp of downtown is a collaboration of the city’s economic development, public works and the parks departments. The Union at Grand Junction opened in summer 2025.

On Dec. 9, a groundbreaking ceremony was held for The Grand on Main, a $105 million mixed-use retail and residential planned unit development between Ind. 32 and Jersey Street.

Jenell Fairman, executive chief of community and economic development for the City of Westfield, said although some residents are skeptical of growth, adding density to Westfield will assist in land preservation efforts, save money and reduce the burden for public safety and public works.

Fairman said dense development also means fewer roads, fewer sidewalks and fewer miles of infrastructure improvements.

“If we want areas to preserve for parks and we want great public amenities like schools with very large parcels, (then) we need to be very thoughtful on how we are building for the future growth of Westfield so that we’re strategically locating pockets around the city that are more dense, that give us more walkability and more efficient construction and maintenance,” she said.

“We want to create areas of density to help support the less dense areas that are actually being subsidized by the city.”

Fairman said dense downtown development complements amenities like the Midland Trace Trail and Grand Junction Plaza. Developments like Grand on Main and the upcoming Park and Poplar planned unit development will bring housing, retail and commercial space while creating a destination in downtown Westfield.

DOWNTOWN REDEVELOPMENT PLAN The Grand on Main and the Park and Poplar projects aren’t the only plans in the works to build density and to transform downtown Westfield in the coming years.

While Grand on Main and Park and Poplar will change the look of the western portion of downtown Westfield, there are proposals in place for the entire downtown area.

Westfield Mayor Scott Willis unveiled his Downtown Redevelopment Plan Nov. 19 during a public meeting. Willis has since been promoting the plan as the path forward for the transformation of downtown Westfield and much of the plan involves development in density.

Willis presented three central tenets of downtown redevelopment. One is a “walkable community that connects memorable places.” The second is a

downtown that will, “capitalize on green investments and amenities.” The third is to “shift the center of development to create identity, place and experiences.”

The eastern portion of downtown is targeted for major transformation. The early example is the Main On Ambrose project, which is under construction at East Street. Willis said two- to-threestory structures with shops and businesses on the main level and apartments above are part of the plan on Ind. 32.

Willis said Grassy Branch, a tributary of Cool Creek that runs through the southeastern portion of the downtown area, would be redeveloped into a walkable greenspace. It would include the same kind of mixed-use density that is already built (Union at Grand Junction) or being built elsewhere in downtown Westfield.

construction of Jersey Street and the addition of an art plaza honoring the city’s history with the Underground Railroad. Park and Poplar will include a 523-space parking structure, rental townhomes, and two three- story, 30,000-square foot office buildings.

A plaza project will be connected to Park Street streetscape improvements that will be funded by the Westfield Parks Department under the parks bond.

“Think of it as an urban park,” Fairman said. “When we think about parks in a suburban area, we think of a large, open green space with playgrounds or other larger open amenities like Simon Moon Park. But when we’re in a more urban environment that’s more walkable and dense, we want to create smaller or more intimate spaces that are public for them to enjoy the outdoors. So, those are public parks, but they’re urban parks. The streetscape itself is really going to be transformed into more of a recreational amenity for the city so that there is more interaction between the existing businesses and the street environment.

“We can have amenities like benches and fire pits and movable seating — things that are creating more of an experience for the people that are walking down Park Street versus what we have right now, which is very narrow sidewalks that need to be repaired.”

The Park Street redesign includes a change in traffic flow, switching to one-way traveling east to west to improve traffic flow. Fairman said although work is expected to begin in spring with underground infrastructure and utility relocations.

The city has entered contracts with Rundell Ernstberger Associates for Park Street streetscape improvements and F.A. Wilhelm Construction as construction manager for the Jersey Street reconstruction project.

FHS graduate creates 1st film

“I found this passion for filmmaking in 2017 and once the passion took off, it never left,” Kapsalis said. “I always knew whether I was 22 or 92, I would be doing film work full time.”

A 2020 Fishers High School graduate, Kapsalis is producing his debut film, “Trade Off” through his production company, Boiling Cactus Productions.

It was filmed in June 2025 during a seven-day period in Fishers, Bloomington and Muncie.

“This is the biggest and would be the first type of larger production for me and for the studio as well,” he said.

Kapsalis wrote the script and was the director and executive producer for the 80-minute film. He said he plans to finish the film by the end of February and prepare it for film festivals in the fall.

“The film is about two close friends, Ledger and Rash, who are moronic in their own sense,” he said. “They both have an investment opportunity that they are presented with. They are two very unserious characters who get themselves into very serious situations. It has that contrast of comedy and light-heartedness and then these real situations where they tense up and the audience will tense up. These guys aren’t thinking about their next move. They are just go, go, go. One of them acts more impulsively and is very persuasive.”

Kapsalis said the characters are mean to each other with a brotherly dynamic.

There are 14 actors in the film, with Christian Elijah Leighty as Ledger and Austin Veal as Rash. They are both Indianapolis residents. Kapsalis said they have both worked on different independent productions throughout Indiana.

Miles Anderson, a veteran British stage and screen actor, has the other key role.

has two prominent scenes,” Kapsalis said. “He is an ominous character, and he gives the energy he can do anything drastic at any moment.”

Anderson, who has numerous film and TV credits, had roles in “La La Land” and “The Tragedy of Macbeth” with Denzel Washington and Frances McDormand.

The assistant director is Ben Johnson, Kapsalis’ good friend and a Fishers High School graduate.

“The project to me is more than just about the film, it’s uplifting the arts community in Indiana,”Kapsalis said.

“We have 15 different artists creating merchandise for the film that we will sell for the film — pins, hats, stickers, as well as local artists creating our posters. We have an Indianapolis jazz band, 2LIFETAVERN, creating our score.”

Kapsalis said 80 percent of the $15,000 budget went to paying cast and crew.

Kapsalis has eight years of experi-

ence running different independent film sets.

“Independent filmmaking is something I’m very comfortable with as well as my crew,” he said.

After graduating from FHS, Kapsalis originally planned to attend Columbia College Chicago. During the COVID-19 pandemic, he decided to take classes at Indiana University.

“I decided that college was not the space for me to grow, so I dropped out of college after one semester at IU,” he said.

Kapsalis worked at remote jobs in Colorado, Wyoming and Montana. He began living in Indianapolis in 2023 and started the production company in June 2023.

Kapsalis, whose father Dan Kapsalis won a state title as Carmel High School soccer coach in 2006, played soccer growing up and one season for FHS. He played the Frisbee game ultimate with friends during his final two years in high school.
