Nonprofit provides mentorship, leadership direction for girls

By Jessica Todd jessica@youarecurrent.com Grit & Grace Nation, a nationwide nonprofit that equips girls ages 8 to 18 with leadership skills, is continuing to grow its Indiana chapter through skills-building, mentorships and community service.

The Indiana chapter meets monthly at different locations on the north side of Indianapolis. Chapter members, led

by Westfield resident Melissa Asbury, recently made fleece blankets for Noblesville Fire Station 73 to give to children in emergencies.

“In December, we had about 18 or 19 girls make blankets for kiddos and babies and donate them for little ones that get their pajamas cut off due to an emergency,” Asbury said. “We wanted to give them something to give them hope and warmth in those moments.”

The Indiana chapter also recently supported the Shepherd Community Center in downtown Indianapolis by assembling hygiene kits with essentials like soap, toothbrushes and tampons.

Each group meeting offers different learning or service opportunities. “(This month) we are partnering with (Pence Media Group founder) Nicole Pence, and she is doing a branding session for the girls,” Asbury said. “In February, we’ll be partnering with Kayla Sullivan, who is a previous Fox 59 reporter, and helping the girls project their voice.”

Grit & Grace Nation, founded by Emmy-winning journalist and former Fox 59 news anchor Fanchon Stinger, has 16 chapters across the nation. The Indiana chapter has members from Hamilton, Hendricks, Boone and surrounding counties.

Noblesville resident Jayna Wallace, 15, has been involved with the Indiana chapter for four years.

“Initially, I thought it would be a nice thing to do because of the opportunities presented — like meeting a ton of different people and getting to experience a lot of things,” Wallace said. “But it’s also just a really great environment with people who genuinely care about what you have to say and don’t shut down ideas. That’s a rare thing for an organization that deals with kids.”

“If you want an environment where you feel like you’re going to be heard no matter what you say, and you want a lot of great opportunities to express yourself, no matter what your interests are, I’d say it’s a great environment for young girls,” Wallace said.

Girls who participate also have a chance to win scholarships — $10,000 for middle school students and $25,000 for high school students.

“In order to win the scholarship, you have to put together a video on your accolades, your successes that year, how you’ve been a champion for your community and how you demonstrated grit and grace specifically,” Asbury said.

When they turn 12, they also have a chance to join an online leadership academy led by Stinger and leadership trainer Stacy James.

“They hold Zoom calls on Monday nights for approximately an hour and a half with the girls, and that is all straight leadership,” Asbury said. “They

go a lot deeper with the girls in terms of lessons, application and getting to know the girls, so that way they can help further mentor them individually.

My daughter is involved in that, and I’ve seen a huge change and confidence boost in her.”

Asbury, who has led the Indiana chapter for two years, said she plans to continue teaching girls about being courageous and navigating hardship.

“Girls are going to go through a situation that’s going to test their character, and that’s the point they have to demonstrate grit and grace,” Asbury said. “That’s what we try to teach at every single one of the lessons. A lot of times, the girls get so comfortable they start opening up about things, and it becomes a thing where other girls are pouring into the girl that’s going through a struggle. Over time, the girls start to develop a sisterhood.”

500 Festival theme: ‘Racing Through History’

By Mark Ambrogi mark@youarecurrent.com “Racing Through History” seemed to be the perfect 500 Festival theme for 2026 as two milestone events are set.

This will be the 50th running of the IU Health 500 Festival Mini-Marathon May 2 and the 70th 500 Festival Parade May 23. The Indianapolis 500 is May 24.

“We want to honor the legacy that’s behind our milestone events and celebrate the traditions that have gone into both of those as well as the community that’s participated,” said Lindsay Labas, senior vice president of marketing and communications for the 500 Festival.

The theme was announced Jan. 6.

“We’ll start to tie that into all of the promotions that we do related to all of our programs and events that take place during the month of May,” Labas said.

The 500 Festival Parade float will feature graphics that depict the theme.

“The float always changes what it looks like based on the theme for the year,” Labas said.

The theme also celebrates initiatives like the Princess Program, Education Program and KidsFit Program.

Labas said the 500 Festival’s story is built on decades of community, collaboration and shared experiences.

“As we celebrate how far we’ve come and those who paved the way, we invite the community to be part of this historic year by participating in our events, creating new memories and continuing the story of the 500 Festival together,” Labas stated.

Bard played club baseball for the Indiana Nitro, which posted the following on its social media accounts.

“It is with heavy hearts we announce the passing of Nitro alum Parker Bard, a 2020 @GoRocksbaseball and @DaytonBaseball grad. Our thoughts are with his family, friends and former teammates.”

Bard appeared in 60 career games with Dayton. He had a 9-5 pitching record. He also played in summer collegiate wooden bat leagues for the Kokomo Jackrabbits and the Ocean State (R.I.) Waves.

According to his obituary, Bard was preceded in death by his father, Curtis.

He is survived by his mother, Lynette Bard, and siblings, Jackson (Kiley) Bard and Mary Ella Bard; longtime girlfriend, Meredith McQuillen; several aunts, uncles, and cousins; best friends, Austin and Rachel Wessel; and his dog, Charlie.

City leaders contribute to book on power of empathy

By Sara Palmer news@youarecurrent.com Two Westfield-based business and civic leaders are among the contributors to a newly released book that brings together the true stories of women leaders across the U.S., each offering a firsthand account of how empathy has shaped their lives, their work and the communities they serve.

“Empathy Impact: Esterhaus The Wild Effects of Kindness in Action,” published by Sulit Press, includes chapters by Westfield residents Danyele Easterhaus and Michelle Merritt. The multi-author collection explores how empathy influences decision-making, negotiation and community outcomes. Proceeds from the book benefit Louder Than Silence, a nonprofit focused on trauma-informed care and healing.

The book presents firsthand accounts of how empathy shows up not as a passive value, but as an applied skill in leadership and life.

Easterhaus’ chapter, “The Queen of Sheba,” draws from her experience in nonprofit leadership and her personal journey as a foster and adoptive parent. Trained as a mechanical engineer, Easterhaus spent nearly two decades designing electrical systems in the automotive industry before shifting into nonprofit work. She later served for 14 years as executive director of Student Impact of Westfield.

“The story is actually the journey of how my daughter Brooke came into our lives through adoption, and how you learn and are able to see people as people and not problems to solve,” Easterhaus said.

That perspective, she said, has shaped how she approaches leadership, service and relationships.

“Everyone has a story behind them that you have no idea about,” Easterhaus said. “Treat them like the Queen of Sheba. Every person deserves that because you have no idea what’s going on in the background.”

Easterhaus now leads a consulting practice working with nonprof-

its, schools and civic organizations throughout central Indiana. Her community involvement includes serving on boards, such as Special Olympics Hamilton County, the Mayor’s Council on Disabilities and the Advancing Westfield Foundation.

Merritt’s chapter approaches empathy from the context of executive leadership and negotiation. A national speaker and chief strategy officer at D&S Executive Career Management, MerMerritt ritt has spent more than two decades advising senior executives on compensation strategy, career transitions and leadership development.

Her chapter, “The $2.8 Million Dollar Lesson: How Empathy Taught Me to Negotiate,” challenges traditional views of negotiation as adversarial.

“We think that negotiation is go for the jugular,” Merritt said. “But true, successful negotiation is never that. It’s finding the wins, doing your research, being respectful of people, treating people as peers, but standing your ground confidently.”

Empathy, Merritt said, is often misunderstood.

“I’ll argue that true empathy is confidence every time,” she said. “Empathy shows up as confidence.”

The franchise opened in the former Spark Coffee and plans to have a grand opening later this month or early next.

“Westfield has just been growing a lot, and just wanted to be part of that community,” said TOUS les JOURS Manager Jun Sung, the son of Westfield TOUS les JOUR franchisee owners Bong Jae and Eunjin Sung.

The Westfield location is the third in the area for the Sung family. The first opened in Castleton inside the Sungowned Saraga International Grocery at 8448 Center Run Dr. A Carmel location is at 110 W. Main St. Suite 115.

Jun said the family also plans to open a South Bend location. He said the Westfield bakery is roomier than the other locations.

“Our other locations have smaller sitting areas, but the one in Westfield is much larger for families and locals that just want to study or read a book,” he said. “We wanted somewhere that could become a neighborhood gathering place.”

TOUS les JOURS was founded in South Korea in 1997. The first U.S. shop opened in 2004. Today, there are more than 110 across the U.S. Jun said TOUS les JOURS is a “French, Korean kind of fusion bakery or cafe” with “out-of-the-box” products.

“We’ve got things like red bean pastries,” he said. “We’ve got the classics, like croissants. So, a lot of it is a mix of

what you’d see in a regular French bakery, but also a lot of new stuff that people wouldn’t find in a normal bakery.”

TOUS les JOURS is part of a growing Grand Junction Plaza commercial district that includes the recently opened The BlackSheep restaurant and Black Orchid barbershop.

“There’s an ice-skating rink (The Ice Ribbon) and there’s a lot of families that come in and grab a coffee before or after they go ice skating,” Jun said.

“And it’s in an apartment building (The Union at Grand Junction), so a lot of the residents were the first customers to come by. It’s a nice little community in the neighborhood and we’ve been pleased to see that.”

WEF receives grant news@youarecurrent.com The Westfield Education Foundation — the fundraising body for Westfield Washington Schools — has received a $15,000 grant from the Hamilton County Community Foundation.

According to a press release, the WEF will offer spring grants to help teachers prepare for the 2026 school year. Specifically, WWS intends to use the grant to: • Enhance learning through technology, STEM tools, and hands-on instruction.

• Strengthen literacy with books and reading support across grade levels.

• Expand experiences through field trips and real-world learning opportunities.

• Support well-being of students of all abilities by creating inclusive, student-centered learning environments.

“What matters most is what this support can mean inside our classrooms,” stated Ashley Knott, executive director of the Westfield Education Foundation.

Hospital stays inspire Walmart’s LEGO donation

By Mark Ambrogi mark@youarecurrent.com Carmel resident Steven Graves and his late wife, Lorie, appreciated how much LEGO sets helped their autistic son.

Calem Graves, a 15-year-old Carmel High School sophomore, was diagnosed with autism at age 3.

“Our son has spent time at Riley (Hospital for Children) and CMN (Children’s Miracle Network) hospitals due to medical procedures and surgeries,” Graves said.

“Our son really likes LEGO (sets). We found he would always stay focused and be calm during these medical procedures. It gave him something positive to focus on. We had seen firsthand how that small moment of creativity can change a hospital stay.”

At that time in 2023, Graves worked for Walmart in the company’s return network.

“I noticed that we received LEGO sets that would come back into the return center that we couldn’t put back in the merchandise flow,” he said. “It was just damaged boxes. The (unused) LEGO sets themselves weren’t damaged. I was wondering if these sets could help other kids, too. My wife and I talked about it, and she thought it was a great idea as well. What began as a pretty simple idea turned into a bigger program.”

er of automation, said Walmart leadership recognized the value in the program, but it took time to set it up.

Graves is glad his wife knew the LEGO donation project was on target to be completed by Christmas before she died of cancer on Oct. 1, 2025, at age 50.

“It was something she was passionate about, and it was one of the last conversations we had,” Graves said.

Senior guard develops into reliable scorer for NHS

By Mark Ambrogi mark@youarecurrent.com Noblesville High School senior guard Ally Hutchinson knew the Millers’ young team would need her to pick up her scoring.

Hutchinson, who averaged 5.3 points per game as a junior, has an average of 13.5 ppg in the first 13 games for the Hutchinson Millers (7-6).

“Ally has worked very hard to improve at becoming a consistent scoring threat for us,” Noblesville coach Donna Buckley said. “She has really made that jump this year. She has been a great leader for this young team. She has had some big moments for us, including a 31-point performance against Chatard.

We are excited to see what the rest of her senior year has in store for her and excited to see her do great things at Earlham College.”

“Going into this season, I was well aware we were losing some major points from our senior class,” she said “I wasn’t going to wait for someone else to make up those numbers. I knew it had to be me. So, I worked all summer on trying to expand my game beyond my shooting to become a threat from all levels of scoring.”

The 5-foot-10 Hutchinson said she has made the most improvement in her ability to get to the basket.

“Last year, you could say my main role was a spot-up shooter ready for kick-outs,” said Hutchinson, who averages 4.6 rebounds and 1.5 steals per game. “This year, I’ve expanded my game to create more opportunities for myself and my teammates.”

Hutchinson said her goal was to be a leader on the court.

“Without our senior class, we were

down some incredible leaders,” she said. “I think back to my time playing with Reagan Wilson and the impact she had on me as a leader, so I stepped up to try and take that role and fit in nicely. Off the court and during practice, I think my leadership is very prominent and effective, but I could work on leading the team on the court as well as I do in practice.”

A two-year starter, Buckley said Hutchinson also played a key reserve role as a sophomore as the Millers reached the semistate championship before losing to Lake Central.

Hutchinson competed in basketball, golf and track and field growing up.

“I gave both varsity track and golf up my sophomore year when I realized basketball was my passion,” she said.

Hutchinson said academics initially drew her to Earlham.

“But the deciding factor was the relationship I built with the coach (Joe Adams),” she said. “I was never questioning the way he felt about me joining his program, and his dedication to catching every game of mine he could was impressive.”

BlackSheep restaurant opens at Grand Junction

By Todd Golden todd@youarecurrent.com A new restaurant, BlackSheep Craft Pizza & Cocktails, opened Dec. 8 at Grand Junction Plaza in Westfield.

BlackSheep, at 170 Jersey St., is part of Upland Hospitality, Upland Brewing Company’s restaurant arm. The restaurant is BlackSheep’s second. The other is in Columbus.

BlackSheep Director of Hospitality Josh Ratliff said the restaurant fills a niche in Westfield.

“We’ve been doing a lot of observation, eating out and research around Westfield,” he said. “There’s lots of restaurants, but we hear people anecdotally craving more options. We have to provide something very different. What BlackSheep is as a brand is threading the needle between cheap and expensive.”

Ratliff said menu items range from $30 to $40.

ON DOWN THE LINE City’s trail system last remnant of its railroad past

By Todd Golden todd@youarecurrent.com Although several decades have passed since trains regularly rolled through Westfield, a significant stretch of its extensive trail system traces its origins to the city’s storied railroad history.

Specifically, the Midland Trace Trail and the Monon Trail combine for 13 trail miles in Westfield – each blazed on the paths of former railroad lines. “(Railroads) were a very important part of (Westfield) early on,” said Jim Peyton, 71, a volunteer at the Westfield Washington Historical Society & Museum. “They took people into town so they could get a room to the net for the night or a meal or whatever. And they also brought in probably a lot of products for the town and took farm products out.”

The railroads that served Westfield had very different backgrounds.

The Monon Trail was once the rightof-way for the Chicago, Indianapolis & Louisville Railroad — popularly known as the Monon, the famed “Hoosier Line.” It ran north-south on what was then the western border of Westfield, just west of U.S. 31. Originally a narrow-gauge line, the Monon purchased it in 1881 and made it part of the Indianapolis-Chicago mainline. Westfield and Hortonville had stations by 1883.

Of the two rail lines that ran through Westfield, the Monon was the busiest.

In the first half of the 20th century, the Monon line had several daily passenger and freight trains that served Westfield.

Eventually, local stops diminished.

“The biggest operation (on that line) were the passenger trains, but the last was taken off in 1959. As far as freight, unfortunately, it was never big for freight business,” said Rick Dreistadt, who worked for the Monon starting in 1962, and who is on the board of directors for the Monon Railroad Historical-Technical Society.

Westfield’s other railroad was the Midland, which ran east-west through town. It was officially The Midland from 1885 to 1891 before becoming the Central Indiana Railway in 1903. The Midland nickname, however, stuck.

According to the book “Railroads of Indiana,” the Midland, as originally conceived in the grand fashion of 1800s railroad builders, was supposed to connect Cleveland and St. Louis. However, it took 16 years to build the line from Anderson to Waveland. By 1899, the Midland extended from the natural gas hub of Muncie to the coal fields of Brazil.

The line never carried major traffic.

Although Peyton said schoolchildren rode the line to school in Westfield, passenger service ended in 1922.

Westfield resident Mike Sherley, 74, grew up next to the Midland line in the 1960s and often met the train crews who passed through.

“They nicknamed (a Midland train) the ‘Ragweed Hustler.’ The railroad track was all grown (over) with weeds

IKE DUFFEY’S CONNECTION TO WESTFIELD Westfield’s railroad history is connected to Ike Duffey, an Anderson meat packer who bought the Central Indiana Railway as a hobby in 1951. He entered the railroad business after being an influential figure in the formation of the NBA. Duffey owned the Anderson Packers, a basketball team that played in the preNBA National Basketball League from 1946-49. The NBL and the Basketball Association of America merged in 1949 to form the NBA. Duffey helped negotiate the merger of the two leagues.

Anderson played in the NBA during its inaugural 1949-50 season before.

Duffey improved the deteriorating roadbed and often took part in the hard work of track maintenance himself, according to the book “Railroads of Indiana.”

“He was just a very good person,” said Westfield resident Mike Sherley, who

grew up next to the line on Gray Road. “(The train) would stop by and he’d ask if I wanted to go on the train. So. I’d go with him. I’d stay all afternoon, watch him pick railroad ties and stuff.”

Sherley, 74, said he rode the rails at least three times when he was a child.

Duffey worked at generating local business, vital for a line that only ran from Anderson to Lebanon by 1951. A 1953 New York Times article reported that Duffey encouraged the development of the Westfield Gas bulk plant and the Farm Bureau fuel facility in Jolietville — today’s Countrymark Jolietville Terminal. The Times article also said that the Central Indiana Railway turned a profit in 1951, its first in 51 years.

Duffey, 60, died of cancer in 1967.

The Midland carried on before private ownership of the Central Indiana Railway ended in 1976 when it was merged into Conrail.

and stuff,” said Sherley, a 43-year member of the Westfield Fire Department.

Although entrepreneurs like Central Indiana Railroad owner Ike Duffey tried to maintain strong rail service in the mid-20th century, Westfield’s railroad days were numbered. Economic troubles for the industry led to corporate mergers that accelerated line abandonments in the 1970s, which eventually happened to Westfield’s lines.

The Monon merged with the Louisville & Nashville Railroad in 1971, and the L&N eventually merged with the Seaboard Coast Line in 1982. Seaboard abandoned the line from Indianapolis through Hamilton County in 1985.

The Central Indiana Railway was incorporated into U.S. government-run Conrail in 1976. The railroad was abandoned in pieces, with the Westfield segment officially abandoned in 1982.

Today, Westfield’s trail system is the last remnant of its railroad legacy. “(Trails are) about the only thing you can hang on to to say there was a railroad track that went through there,” said Sherley, adding that what happened to the railroads is “heartbreaking.”

Teresa Reynolds and the Slicktones set for Local Mix Music Series

By Mark Ambrogi mark@youarecurrent.com Teresa Reynolds grew up surrounded by many musical influences.

“My dad was always spinning his deep collection of jazz records, but MTV was also taking over the mainstream and exposing me to all kinds of genres and artists,” she said. “My eclectic taste definitely shows up in my music, which I describe as a blend of ‘90s pop R&B, with jazz, soul and disco.”

Reynolds will bring her unique brand of music to The Tarkington in the Allied Solutions Center for the Performing Arts in Carmel. Reynolds and the Slicktones, who are making their Allied Solutions Center debut, will participate in the Local Mix Music Series at 7:30 p.m. Jan. 22.

“We play mostly in Indianapolis, so I think this is a great chance to play for some folks that maybe haven’t gotten to see us yet,” she said. “There’s something for everyone with the Slicktones, so Carmel audiences are in for a treat.”

Reynolds formed the Slicktones in 2021.

“We’re like a family at this point,” she said. “When I formed this group, I knew that Mina Keohane, my pianist, and Poncho Hedrick, my bassist, had to be part of it. I’d been fans and friends of theirs for a while, then we added Matthew Dupree on drums and vocals and Joshua Ginder on guitar, and I knew we had stumbled onto something really special. For our upcoming show at The Tarkington, we’ll have some special guests joining us, with Fred Miller on guitar, Melissa Gallant on harp, D’yshe Mansfield singing background vocals and Shannon Kaminski tap dancing.”

The group has performed in venues such as The Mousetrap and Jazz Kitchen and played at festivals and parks concert series.

School in 1999. After graduating from Ball State University, she moved to New York City to pursue theater.

“I had just gotten a degree in acting from BSU, so when I arrived in the city, I hit the ground running,” she said. “I was cast in a show, ‘Platanos and Collard Greens,’ which was featured in the New York Times and became the longest-running off-Broadway show starring a minority cast.

Later, I wrote, produced and directed theater and sketch comedy, but then music fell into my lap.”

During her 14 years in NYC, she performed regularly with David Ippolito, known as That Guitar Man, who played weekly concerts in Central Park.

“The New York Times called him the most famous person you’ve never heard of,” Reynolds said. “He could be playing for a few hundred people to a 1,000. I started singing with him in

2009 and performed with him until I left.”

Reynolds also traveled and sang backing vocals for Gloria Gaynor for four years starting in 2014.

“Performing with Gloria Gaynor was incredible,” Reynolds said. “One of my first gigs with her was in Buenos Aires, Argentina, in front of 10,000 people, and I was pinching myself the whole time. Sharing the stage with her, Chaka Khan and Nile Rodgers on New Year’s Eve in Dubai was one of the greatest thrills of my life.”

Reynolds returned to Indianapolis in 2018.

“After being in Indianapolis for several years, I’ve finally gotten back into theater again with the Indianapolis Black Theatre Co. and just wrote a solo musical, ‘Facing It Face to Face with Dollface,’ which will be performed as part of the Black Solo Festival at the end of the month at the District Theatre in Indianapolis,” she said.

Reynolds writes original songs for her band. Her brother, TJ Reynolds, helps with production.

“The Slicktones take the live instrumentation, and we make it our own,” she said. “It’s a real team effort.”

Reynolds started a small business, Teresa Reynolds Arts & Events, to help boost opportunities for other local artists.

Actress ready for ‘Heathers’

By Mark Ambrogi mark@youarecurrent.com Courtney Krauter is a longtime fan of “Heathers The Musical.”

“When I heard Footlite was putting it on, I had to go audition,” said Krauter, a Broad Ripple resident who grew up in Carmel.

Krauter plays Heather Duke in Footlite Krauter Musicals’ production of “Heathers The Musical” Jan 16-25 at 1847 Alabama St., Indianapolis.

“Genuinely, the best part has been being part of the Heathers and getting to play a character that is so (different) from what I actually am,” Krauter said.

“This is my first time playing a mean girl character. It’s been fun to make her campy and silly at the same time.

The other Heathers I get to work with have been fantastic. It’s been so fun to get to work closely with them.”

Krauter, a 2017 Herron High School graduate, is appearing in her first Footlite musical. The 2021 Indiana Universi-

ty graduate performed in an a cappella group and sketch comedy group in college.

“This is only my second show that I’ve done since graduating,” said Krauter, who was in Civic Theatre’s production of “Joseph and the Amazing Technicolor Dreamcoat” last year.

Kerrigan McSweeney, a 2018 Fishers High School graduate, plays McSweeney the role of Young Rebublicanette in the ensemble.

“I think what is both fun and challenging about being in the ensemble is that you truly get to create your own character,” McSweeney said. “In the ensemble, you kind of get to create new shoes to step into rather than taking made and worn shoes and stepping into those. The Young Republicanette has been fun to create because she is a featured ensemble member who has a few personality traits given to her, such as a tennis playing, student-council type.

It reminds us, perhaps, of our own mortality, all the while sweetened by a bit of nostalgia. Like us, most have lived long and storied lives with rises and falls, career-ending moves and resurrecting ones, and all the personal drama that one can fit into just under a century. But some on the list, too many, really, die shockingly young.

Cancer and accidents are often held as causation, but so are suicide and self-destructive drug use. How can this be? How can those, with what seems to be so much, value their lives so little?

Although the objectiver here is not to provide an assessment of the growing concerns around mental health globally — especially among those of the male gender — but if our basic needs are met, why aren’t we content?

No doubt, life is not measured as an average, but would we be happier if it were?

ADVERTISEMENT FOR BIDS Sealed proposals for 181st Street and Grand Park Boulevard Roundabout Project will be received by the City of Westfield, Indiana, at the Westfield Public Works Building, 2706 E. 171st Street, Westfield, Indiana, 46074 until 11:00 a.m., local time, on Wednesday, January 28, 2026. Bids will be publicly opened and read aloud. Any bids received later than the above time and date will be returned unopened.

Project generally includes intersection improvement to construct a roundabout with curb and gutter, curbed medians, storm sewers, multi-use path, sidewalk, curb ramps, pavement markings, signing, and lighting.

Bids shall be properly and completely executed on the Proposal Form obtainable at the office of the Owner. Each bid shall be accompanied by Form 96 Contractor’s Bid for Public Works, including Non-Collusion Affidavit as prescribed by the State Board of Accounts, completely filled out, signed, and notarized as required by the statutes of the State of Indiana, Section III of Part II of Form 96 titled “Contractor’s Financial Statement,” and acceptable bid security. The bid security shall be a certified check made payable to the Owner or satisfactory bond by an incorporated surety company in good standing and qualified to do business in the State of Indiana in an amount equal to 5% of the bid, said deposit being for the purpose of ensuring the execution of the contract for which bid is made. Any bid not accompanied by the above required items shall be deemed to be a non-responsive bid by the Owner.

No consideration for escalation on prices can be considered; therefore, contractors are advised to not include any such escalation clauses in their proposal for this project.

The Contractors to whom work is awarded shall be required to furnish a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract price, and they shall be acceptable to the City of Westfield, Indiana.

No bidder may withdraw their proposal within a period of 60 days following the date set for receiving bids. The City of Westfield, Indiana reserves the right to retain the three lowest bid proposals for a period of not more than 90 days, and said proposal shall remain in full force and effect during said time. The City of Westfield, Indiana further reserves the right to waive informalities and to award the contract to the lowest and most responsible bidder or bidders, all to the advantage of the City of Westfield, Indiana, or to reject all Proposals.
