Redevelopment commission to move public meeting start time earlier in the day

By Ann Marie Shambaugh annmarie@youarecurrent.com The Carmel Redevelopment Commission will move its regular meeting start time from evening to workday hours beginning in 2026.

Several other city boards asked to consider the change have decided not to do so, including the Carmel Plan Commission and Carmel Board of Zoning Appeals.

Earlier this year Mayor Sue Finkam requested city boards consider earlier start times in an effort to cut costs.

The city is looking for ways to tighten its belt after Senate Enrolled Act 1 – which cut Hoosier property taxes – is leading to decreased revenues for municipalities.

“Savings realized will be the result of adjusted staffing schedules, fewer resources devoted to security costs and a reduction in overtime or comp time to staff the meetings,” City of Carmel spokesperson Kate Lustig stated.

The CRC will begin its public meetings at 4 p.m. the third Wednesday of each month. Previously, the meetings started at 6:30 p.m.

CRC meetings could be pushed to

later in the day when public hearings or other items of significant public interest are on the agenda. “(In those cases) we’ll try to look to a later starting time, perhaps 6 p.m. or something like that, that might work a little better for people that wish to be before us,” CRC President Bill Hammer said at the Dec. 17 Hammer meeting. “Otherwise, our regular meetings will be televised.

We certainly encourage anyone that wishes to come and participate in our meetings to do so, either by television or in-person.”

The Carmel Plan Commission and Carmel Board of Zoning Appeals both voted in November to keep their monthly meetings at 6 p.m.

Members of both boards expressed concern that moving the meeting time would limit who could serve on the board or attend the public meetings.

“I have a full-time job, and with this meeting today I would have to skip half a day of work to do this, and not everybody can flex their jobs,” BZA member Christine Zoccola said at the Nov. 24

meeting. “We want people from a variety of different professions reflecting a variety of age demographics – we want young professionals and retired people – and if we move our BZA meeting to daytime I’m worried about who’s going to be available to serve. Can people show up?”

The Carmel City Council and Carmel Clay Zoccola Parks and Recreation plan to keep meeting in the evenings, as well.

Lustig stated that some boards and commissions are still considering their 2026 meeting schedules but did not specify which ones. Current has requested a list of boards still to make a decision.

Initially, the city expected to save up to $173,000 per year on overtime costs for employees if meetings were moved to earlier in the day. Lustig stated that updated projected savings won’t be known until all boards have determined meeting times for 2026.

Police did not find any firearms during a search of the driver’s vehicle and couldn’t determine how the SUV window shattered, according to the affidavit.

The woman told police that the Uber driver got out of his vehicle when they were stopped at the red light at Michigan Road, shattered her window and attempted to pull her out of the vehicle.

Ferguson has been charged with criminal recklessness committed with a deadly weapon and intimidation.

As of Dec. 23, Ferguson remained in the Hamilton County Jail with bond set at $75,000.

No one was injured during the altercation.

news@youarecurrent.com Hamilton County Area Neighborhood Development has launched One Door Away, a year-end fundraising campaign to raise awareness about the growing need for stable, attainable housing options in Hamilton, Boone and Tipton counties.

Kerri Hubble, HAND marketing and fundraising manager, said across central Indiana, rising housing costs continue to outpace wages, creating challenges for workers, seniors and families striving to remain in their communities. The One Door Away campaign uses the image of a single door as a symbolic reminder that many are just one step away from stability.

“Behind every door is a story,” stated Andrea Davis, executive director of HAND. “A retired teacher who wants to stay close to the community she served.

HAND owns and manages 157 rental homes across 11 communities, with additional developments underway.

Youth compete in regional adaptive basketball tourney

By Marney Simon news@youarecurrent.com The basketball courts at Pro Net Sports in Fishers are almost always full on weekends. But Dec. 13-14, the sounds of dribbling and buzzer beaters were accompanied by the whirl of wheels, as young athletes with RHI Racers adaptive basketball program hosted the 2025 Hoosier Hoops Classic wheelchair basketball tournament.

RHI Racers varsity and junior teams each took home the gold at the end of the two-day tournament, toppling teams from Missouri, Ohio and Michigan.

RHI Racers are part of the adaptive sports program through the Rehabilitation Hospital of Indiana. Based in Indianapolis, the adaptive sports program provides opportunities for individuals with physical disabilities in central Indiana to participate in adaptive sports and recreation, including basketball, golf, lacrosse, tennis, hockey, baseball, soccer, waterskiing and more.

“We have a clinic once a year in the summertime that RHI will put on,” junior team coach Ed Landreph said. “We go to different clinics (and) we get the word out. We’ve only got one (adaptive basketball) team in Indiana. There are definitely more kids out there that are in wheelchairs that could definitely learn how to play.”

Landreph and his wife, Kristen, have two children in the league. The family travels from Muncie each Saturday for practice and said adaptable sports like wheelchair basketball are similar to travel sports — it’s about commitment, time and a lot of travel.

“It’s the game of basketball. The only thing is they’re not walking. They’re still dribbling. They’re still shooting the ball. They’re still passing,” Ed Landreph said. “They’re still playing with their friends and it’s no different than regular basketball.”

That includes the same kind of aggressive play that is normal among Hoosiers when it comes to basketball.

“You flip over a lot,” said player Jonathin Perez, 12, of Indianapolis.

Now in his sixth year with RHI Racers, Perez said he likes the relationships he’s made along the way and said it’s one of his favorite parts of the league.

Teammate Easton Gaynor, 13, of Zionsville echoed the sentiment.

“I like meeting new people,” he said.

“Every Saturday we have a two-hour practice, but after practice I don’t work too hard.”

Gaynor, who has spina bifida, is in his third year in the league.

Although the game is played in a wheelchair, not all participants are full-time wheelchair users. All children in the league have a lower-extremity disability ranging from limb loss to spina bifida.

“It’s all about being active and being involved, just like your peers,” Kristen Landreph said. “Because individuals may have a disability, but that doesn’t stop them from doing what everyone else does. You just kind of have to think outside of the box and then look to see what’s available and you have to find what’s right for your family, what’s right for your child.”

Ed Landreph said athletes who participate in regular league play at Pro Net Sports made a point during the tournament to watch the action.

“When they walk by, they’re just looking at it and saying, ‘It’s so cool.’” he said. “You can just hear them talking about how cool these kids are, but it’s no different than regular basketball.”

The RHI Racers participate in events throughout the year. The teams travel to Cartersville, Ga. in January for their next tournament.

Nonprofit theater aims to expand reach, programs

Youth Inspirations Theatre, a performing arts academy at 9625 E. 150th St. in Noblesville, is looking to grow in its fifth year as a nonprofit.

The theater is open to children between the ages of 4 and 19, offering five major productions each year, along with semester classes, summer camps and private lessons.

Andi Clark, marketing director for Youth Inspirations Theatre, said as it grows, so do costs associated with running a nonprofit, such as costumes, musical rights, set design and staff.

“Being a nonprofit, we rely on a lot of donations, so we try to get production sponsors for each of our productions to help cover the cost of rights for the shows, set building, costumes and salaries for instructors,” Clark said.

Currently, the theater rents space at the Hamilton County Sports Complex and performs at Shelton Auditorium at Butler University. Clark said the goal is to find a permanent home.

“We would like to be able to eventually raise enough funds so we could purchase an old church or an old house to renovate so we could actually have our own space instead of having to rent it out,” Clark said.

Carmel resident Julie Nottingham, founder and executive director of YIT, said the organization is planning to start hosting an annual fundraiser. It also is looking for more sponsors.

“We enrich student lives and want sponsors that do so as well,” Nottingham said. “Education is a huge component and a big passion of mine, and it sets us apart from other community theaters. We want a location that can encompass classrooms, private lesson rooms and a full-blown stage. There are not very many theatres in Hamilton County that are affordable to rent, so we are going to Butler, which is very far for our families. We want to find something that’s going to be a beacon of the community that other groups also could use, but then also would continue our mission.”

Nottingham also wants to offer opportunities for adults.

“We’d love to broaden our age groups,” Nottingham said. “My de-

gree is in music education, and based on what I know about development, I know students work better when they are broken up into age categories.

Nottingham operated a voice and piano studio for several years before starting YIT in 2020.

“I had a revelation that I wanted a one-stop shop,” Nottingham said. “We officially incorporated in May of 2020, and it’s been a huge blessing ever since.

We’ve been able to make an impact on a lot of students’ lives and help them go on to college to do musical theater.

We are educating students and helping them get to the next level.”

Clark said students do not need to be enrolled with the organization to participate in productions.

“We have semester classes that run four months, and then there’s a recital at the end of that, so those students enroll for a semester,” Clark said. “For the productions, students don’t have to be enrolled. That’s something separate that they would audition for. We also don’t make cuts. Everyone who registers will have a part.”

Nottingham plans to continue looking for a new space to expand programming.

“My long-term goals are to offer as many performing arts opportunities as we can,” Nottingham said. “Eventually, I would love to have a student orchestra that plays for our productions and also develop a student directing program so students can learn that whole other side. We also want to grow our tech department for students who want to learn behind-the-scenes stuff like stage managing and sound.”

Patience paying off for CHS senior basketball player

By Mark Ambrogi mark@youarecurent.com Carmel High School senior Evan Harrell is playing with more patience this season.

“He’s allowing the game to come to him a little more,” Greyhounds coach Ryan Osborn said. “It allows him to utilize his strengths better. He is connecting with his teammates well. He’s not putting as much pressure on himself to make every play. He’s playing more confidently and more free. The game is a little easier for him and he’s not forcing stuff.”

The 6-foot-8 Harrell, in his third season as starter, is averaging 17.8 points and 9.2 rebounds per game for the Greyhounds (5-0).

Harrell said he is slowing down and letting the game come to him.

“I’m counting on other guys to get involved with me during the game,” he said. “I’m getting closer with guys and (have) more trust with guys.”

Harrell averaged 10.1 points, 4.8 rebounds and 1.2 assists per game in 16 games last season. He missed seven

“We lacked a little leadership last season, and I think we have a group of guys who love to play with each other and are excited to take the floor each night,” Harrell said. “I think we are going to surprise a lot of people this season. A sectional championship is

definitely a goal. We haven’t won it since 2022. Getting Carmel back is my biggest goal.”

Harrell started playing basketball at age 6.

“I played football for a couple of

years and I played golf for a bunch of country club teams,” he said. “I was pretty good but had to give that up.”

Harrell, who plays club basketball for Grand Park Premier, will continue his basketball career at Bellarmine University in Louisville next season. He said he didn’t seriously consider other offers after Bellarmine offered.

“I took a couple of visits and talked to a bunch of different guys before making my decision,” he said.

Bellarmine coach Doug Davenport lauded Harrell’s overall skill set.

“Evan has the combination of length and versatility that we covet while being able to play and defend multiple positions,” Davenport stated. “We know his best basketball is ahead of him and we can’t wait to help get him there.”

One of Bellarmine’s players is 2021 CHS graduate Brian Waddell, who transferred from Purdue University before the season. Waddell was averaging 15.3 ppg through the first 11 games.

Major redevelopment announcements, parks improvements expected in 2026

By Ann Marie Shambaugh AnnMarie@youarecurrent.com Carmel Mayor Sue Finkam is looking forward to several projects and initiatives planned for 2026, from progress on long-awaited redevelopment projects to the potential introduction of artificial intelligence into some city tasks.

In addition, Carmel Finkam will celebrate its 50th year as a city at the same time the United States recognizes its 250th year as a nation. The city plans to coordinate several community groups to help mark the event throughout the year.

“It won’t be anything that is going to cost us much, if anything, because we don’t have any dollars budgeted for it,” Finkam said. “But it will be a way for community pride to get through.”

Dollars are tight in 2026 because of Senate Enrolled Act 1 becoming law earlier this year, which cuts property tax bills for many Hoosiers but decreases funding for local government. Carmel is expecting to receive $10 million less in property tax dollars than initially projected, with the impact rising in subsequent years.

Finkam said she is looking forward to continuing meeting with state lawmakers to advocate for changes to the law.

She is hoping in the next legislative session they will consider removing a maximum levy growth quotient, which she said doesn’t allow Carmel to capture the full benefits of its long-term economic development efforts.

The city is considering implementing AI technology in some areas, such as some public records requests and planning and permitting. She said AI could turn a two- to four-week wait for a permit into a “near spontaneous” request.

“Obviously there has to be human oversight to make sure that the tool is effective and aligned with our code,” Finkam said.

The mayor also said the city plans to construct roundabouts at AAA Way at Carmel Drive and 116th Street, a project

that has been on the city’s radar for several years. It also will include a water main update.

REDEVELOPMENT 2026 could be a big year for redevelopment project announcements in Carmel.

Carmel Redevelopment Commission Director Henry Mestetsky said there are several “big deals” involving major investors on the horizon, with details expected to be released in the coming months.

Mestetsky “The secret that we knew about how great this place is, but the whole country knows now is why we’re seeing these major investments that we’ve either heard about or will hear about,” Mestetsky said. “It’s a testament to what we’ve done here over the last few decades, and it’s a testament to the kind of focus that Mayor Finkam has put on the City of Carmel, especially recently.”

Two recent ownership changes of major redevelopment sites are expected

to lead to specific proposals before the Carmel City Council this year.

Hines Global Income Trust announced in December that it had acquired Clay Terrace, an expansive retail center at 146th Street and U.S. 31. Plans to overhaul the site by previous owner Washington Prime stalled amid the COVID-19 pandemic and other challenges, but Mestetsky said details of Hines future development should be unveiled in 2026.

In addition, a comprehensive site plan is expected next year for the Hamilton Crossing office park, which is on 44 acres along U.S. 31 between Carmel Drive and Main Street. GSR Development announced its involvement in the project in November. The refresh is expected to include residential units, retail, a hotel and more.

Construction is set to begin in 2026 on eight condos known as 3rd Ave. Residences adjacent to the Merchant’s Bank headquarters building. Work also is set to begin on the Heron Club, an $87 million, luxury 55-and-older residential community on Old Meridian Street.

Work will continue on several projects in 2026, including:

 Icon on Main – Construction will continue on the mixed-use redevelopment on the southeast corner of Main and Old Meridian streets. The $75 million project includes apartments, for-sale condos, office and retail space, a parking garage and public plaza. The project is expected to be completed in the third quarter of 2026.  The Wren – The Wren building, one of the final pieces of the Carmel City Center development, will be complete in 2026. Recently, coworking space Industrious expanded into the newly opened space.  Ardalan Plaza – Construction on the three-story mixed-use building with retail and restaurant space, luxury condos and a private third-floor residence on the south side of Main Street in downtown Carmel is expected to be complete in mid-2026.  Monon Square North – Construction is underway on the project on the northwest corner of Range Line Road and City Center Drive that includes retail space, multi-family units and a Continued on Page 13

PARKS Several Carmel parks are set for improvements in 2026. They include:  Bear Creek – Phase 1 construction is expected to begin in the summer and last for 12 to 18 months. The first phase, which is primarily on the north side of the park at 146th Street and Shelborne Road, will include a playground, pickleball courts, a multi-use sports court, picnic shelter, trails and restrooms. The Bear Creek Greenway will extend west across Shelborne Road into the southern portion of the park.  Central Park – The boardwalk on the north side of the lagoon will be replaced in the spring. The project is expected to be completed in time to reopen for the summer.  Founders Park – A floating boardwalk will be installed in the spring and connect with surrounding nature trails.

It is expected to be available for use in the summer. CCPR is considering the addition of a cricket pitch in the park.

identified.  Hazel Landing Park – Design work is set to begin for the White River Greenway at Bur Oak Bridge heading south for .4 miles. Construction could start in fall 2026 or spring 2027. The entry drive to the riverside parking lot will be paved in 2026.  River Heritage Park – Design work for Phase 2, which will include a new heated restroom, will begin. CCPR is also considering creating its own entrance for the park, rather than sharing the driveway with the adjacent water plant.  White River Greenway – The greenway’s north extension, which includes an overlook at 14001 River Rd., will be complete in spring 2026.  Veterans Park – Design work is under way for the 1.6-acre park north of the VFW Post. Construction could begin in fall 2026 or spring 2027.

According to CCPR Director Michael Klitzing, planners are working with a steering committee that includes veterKlitzing ans to develop the park, and the public will have the opportunity to provide input in early 2026.

HAMILTON COUNTY  Public Safety — Hamilton County officials will continue to work on several public safety projects in 2026, including the construction of the $85 million Hamilton County Public Safety Center at 18291 Presley Dr. and a $32 million Public Safety Training Campus near 160th Street and River Road, both in Noblesville.

Hamilton County Building and Grounds Director Steve Wood said the public safety center will feature an emergency operations center for 911 dispatch, emergency operations and training, among other features.

The new training campus will allow all county public safety officials to have somewhere to train.

“The commissioners and council have wanted to do a group training facility for all police and fire in Hamilton County,” Wood said. “It’s a

localized training facility. It will have a burn building — an actual building that they can train in for live fires — as well as indoor facilities for police and fire.”  Roads — Hamilton County Highway Department Director Brad Davis said several county roadway projects are scheduled to wrap up in 2026, including the 146th Street and Allisonville Road interchange; the replacement of the bridge on Cyntheanne Road at Dyers Creek; the replacement of the bridge on Atlantic Road at Stoney Creek; and the Ind. 37 and 141st Street interchange.

Construction is expected to begin on the 146th Street and Hazel Dell Parkway interchange and the bridge rehabilitation project on 266th Street at Taylors Ditch in 2026.

Ankawa Fine Jewelry opens on Carmel’s Main Street

By Samantha Kupiainen news@youarecurrent.com After nearly 20 years in the fine jewelry business, Niv Ankawa and his wife, Hannah, have opened their own shop in Carmel. Ankawa Fine Jewelry, 110 W. Main St., Suite 120, held a soft opening last month and celebrated its grand opening Dec. 6.

Ankawa got his start in the jewelry business nearly 20 years ago in Florida after moving from Israel. After seven years in Miami, he worked in the Diamond District on 47th Street in New York City. For the last couple of years, he worked in Indiana as a regional vice president at one of the largest jewelry retailers in the nation.

“It started as a part-time job in Florida,” Niv Ankawa said. “I really loved it, fell in love with the idea behind it. Any particular moment, you’re part of someone’s special moment, whether it’s a wedding, whether it’s an engagement, whether it’s an anniversary, birthday or just because gift.”

Ankawa Fine Jewelry specializes in one-of-a-kind pieces and does not use lab-grown or synthetic diamonds. It features marble floors and golden soft white cases to display the jewelry.

boutique in the fall of 2024. Ankawa said his ideal spot would have some foot traffic and not be near many other jewelry stores.

“It was a very beautiful process to watch everything from the beginning all the way up to the very end of it and the vision that we had and the ideas that we had,” Ankawa said. “Everything coming to life was probably the most beautiful thing throughout the process.”

Ankawa drew from his nearly 20 years of experience when designing his shop.

“It was just a matter of finding the right place, the right location,” he said. “Once we found the place, we were able to develop our vision and take the next step for how we want everything to look and how to design the cases and the showroom in the perfect way that we envisioned it.”

Hannah, who also works part-time as a hair stylist, said she has always had a passion for jewelry.

“When I first met Niv and found out that he worked in jewelry, it felt meant to be,” she said. “I feel like most women can say they love jewelry, but my passion for it is unmatched.”

Coral Reefer Band mainstay returns to perform at Palladium

By Mark Ambrogi mark@youarecurrent.com Mac McAnally figures fans of his music are divided into three categories. As is his nature, he tries to please them all.

McAnally said audiences at his solo shows include Jimmy Buffett fans as a Coral Reefer Band member for more than three decades. After Buffett died in 2023, McAnally helped the band continue to play Buffett songs.

Others at his solo concerts are fans of his early singer-songwriter material.

“I’m a guy who puts short stories into songs. That’s what my first three or four albums were,” he said. “Then I have some fans because they like what I wrote for Kenny Chesney, Alabama or Randy Travis. What is nice is that those three groups have come to terms with one another.”

For the second consecutive year, McAnally will perform at 8 p.m. Jan. 23 at the Payne & Mencias Palladium at Allied Solutions Center for the Performing Arts in Carmel.

“The Palladium is such a gorgeous room, I feel unworthy I get to play there but am happy I do,” he said.

McAnally will be joined by fellow Coral Reefer member Eric A. Darken.

The Coral Reefers joined the Doobie Brothers on tour last summer.

“Jimmy left us a pile of joyous music to go around the world and play, and he left us a few million folks that want to hear it,” McAnally said. “You can’t really be in a better situation than to have music that you love written by a guy that you love and play in front of folks that love him and draft some of that love on to us, too.”

McAnally said Buffett fans are extremely loyal.

“Some of them are fans to the exclusion of everybody else. They just want to hear Buffett music,” he said. “That’s why we didn’t ever carry a lot of open-

ing acts with Jimmy because people would rather hear an extra 30 minutes of his songs.”

As the opening act for the Doobie Brothers last summer, McAnally said the band did have to narrow its setlist.

“We used to talk about the 13 (songs) you had to play or there’s a riot,” he said. “So, it was mostly those and four or five songs for the other couple of songs that went into that night. But we had a great time and the Doobies are great.”

McAnally said the Coral Reefer Band will likely headline some shows in 2026.

“In the absence of Jimmy, I’m playing a lot more of my solo shows than I was when we were out there all year long with Jimmy,” he said. “But I enjoy every one of my little jobs and look forward to all of it. I love being a session musician in the studio, I love writing songs, I love producing records. I love all the live stuff.”

McAnally said his longtime bond with Buffett was built on both being

storytellers from Mississippi.

“He was the best I’ve ever seen at speaking to 25,000 people making them feel like they’re sitting in a living room with the guy,” he said. “I don’t know anyone else that could do that. My expertise is more in a smaller room, a theater or listening room.”

Without Buffett, McAnally said the Coral Reefers share lead singing duties.

“But he left it to me to be the emcee or ringleader,” he said. “He did it with a grin on his face because he knew I was born without any ambition to be in the middle of the stage. I just wanted to be a musician.”

McAnally recently worked on an album with Amy Grant, which is due out in the spring. He co-wrote some songs and produced and sang on the album.

He and Darken will join Grant on a few of her shows in early 2026.

“She’s just an angel,” McAnally said.

“She hasn’t put out an album of new material in 11 or 12 years, so she had a lot to say, and we got the privilege of helping her say it. I’m not taking any credit for the fact that it’s good. I’m just bragging because I got to be standing in the room when it happened.”

Grant sang “All These Years,” which McAnally wrote for Sawyer Brown, as a tribute to McAnally when he received the 2025 Academy of Country Music Poet’s Award in October.

“I never imagined her singing one of my songs to me at all but the fact she picked that one and she did a gorgeous job of it and made a lovely speech (was special),” he said. “I am so far into the bonus round of what you would consider accolades. I don’t deserve as much bragging on as I’ve gotten the last few years, but it’s always nice to hear.”

McAnally has won the Country Music Association Musician of the Year award 10 times.

Red Barn Theatre set for renovations editorial@youarecurrent.com Frankfort’s On-Stage Foundation Board of Directors announced a fundraising campaign for much-needed renovations to the Red Barn Summer Theatre in 2026.

Founded in 1968 by Martin and Carol Ann Henderson, the Red Barn will celebrate its 58th season in 2026.

Initially situated “on-stage” at Frankfort High School in 1973, the Hendersons, assisted by a dedicated company of young, local actors, transformed a cattle barn into a theater. The Hendersons retired in 2016.

The board of directors also recognizes this is the 10th season of Michael Taylor’s leadership. Taylor assumed the role of artistic director of the Red Barn in 2017.

The On-Stage Foundation also announces a major fundraising campaign as the 50-year-old plumbing has aged beyond repair, and the Barn’s restrooms need to be replaced before the 2026 season.
