Waste management facility upgrades moving forward By Leila Kheiry leila@youarecurrent.com The Town of Zionsville is moving forward with plans to upgrade the community’s waste management facilities after a unanimous Dec. 15 vote by the Zionsville Town Council. A separate proposal that would allow Citizens Wastewater to be the primary service provider for a portion of the community was put on hold while councilors seek outside legal advice. In his presentation during the council’s midmonth meeting, Chris Greisl of Barnes & Thornburg said the sewage treatment upgrades project is expected to cost $9.6 million, with some of that paid for through funds the city already has available. Bond debt for the project is expected to be about $7 million. “The proposed sewer improvement project generally consists of multiple components, including the replacement of pumps at the main lift station, upgrades to the Boone Village Lift Station, new headworks at the treatment plant, belt filter press, replacement process, instrumentation, new nonpotable water pump station and electrical and SCADA upgrades,” he said, adding that bids for the project were received Dec. 5 and officials were reviewing them to determine a guaranteed maximum price. Greisl said the bonds up for approval Dec. 15 were sewage works bonds and would be paid for through existing service fees. “The proposed project before you this morning was previously taken into consideration during your previous rate increases for the sewer,” he said. “So, in other words, the financing for the sewer projects has already been in-

corporated into the rate base and therefore you don’t have to raise rates of your sewer in order to accomplish this financing for your consideration.” Some councilors had questions for Public Works Director Lance Lantz, based partly on a recent online article that questioned the capacity of the current system. They asked whether capacity was a problem and whether alleviating odors from the treatment plant could be factored into the upgrades. Lantz responded that the plant is operating below capacity. “Some of you may remember from 2023-ish, maybe 2022, when we had American Structurepoint come in and do a capacity analysis of the plant … we were determined to be about 55 percent of our dry weather capacity at that time,” he said. “Then we subsequently had Commonwealth come in and

validate that study a couple years later … they determined, too, that we were in that 55 percent hydraulic capacity range.” Lantz added that the planned upgrades will not add capacity to the system. The project calls for replacing processing equipment, which he said will help reduce odors. The council voted unanimously in favor of issuing sewage works revenue bonds. The matter will return to the council as the bid process moves forward. The council also voted unanimously to delay action on a letter of agreement that would consent to the transfer of rights to provide wastewater service for an area of Boone County intersected by U.S. 421 and State Road 32 in Union Township from Hamilton Southeastern Utilities, Inc., to Citizens Wastewater of Westfield — which already provides gas and water service to that area. There is no wastewater infrastructure in that area yet, although future development is planned with more expected. Council President Jason Plunkett said it’s been challenging to find independent counsel that doesn’t have a conflict of interest, and there are numerous questions that require an attorney’s input. He said he had several attorneys he was talking with and hoped to secure one for legal advice soon. The matter will remain on the town council agenda as officials work through the process. The next regular Zionsville Town Council meeting is set for 7 p.m. Jan. 5 at Zionsville Town Hall, 1100 W. Oak St. Meetings also are streamed live on the city’s YouTube channel and Facebook page.

Plan commission forwards comprehensive plan to town council By Marney Simon news@youarecurrent.com After more than 20 months of data collection, public meetings and edits, the Zionsville Plan Commission has forwarded the draft comprehensive plan to the Zionsville Town Council for consideration. Adam Peaper, community planner with HWC Engineering, presented an updated draft to the plan commission Dec. 15. The draft included changes recommended by the commission after its initial presentation in November. The plan includes updated land use and thoroughfare planning maps. According to the document, the comprehensive plan would protect and enhance community character in Zionsville; prioritize high-quality employment centers; hold housing development to a high standard; and pursue a long-term balanced development mix. Boone County Commissioner Scott Pell, who represents portions of western Zionsville, spoke at the meeting. He said the future land use map for Perry Township west of I-65 — which shows the area designated as “employment flex” — could be problematic for residents near Fayette. The designation means the area is targeted for a range of employment-generating uses, including advanced manufacturing, logistics, research and development and professional offices. “When Perry Township was annexed by Zionsville, (it) came to Zionsville so Whitestown would not annex them,” Pell said. “They wanted to be left alone. They wanted to stay rural. They didn’t want to develop. And they were told that would happen … I’ve had people call me recently asking me how they de-annex. I don’t know how that would happen or if it could, but I think this could be opening up a big can of worms. I know it’s the future — it’s the big, master plan. But the Perry Township folks spoke pretty loud when they said they wanted to come in and they wanted to be left alone.” Commissioners noted the plan has been under development since March

2024, and residents can bring concerns to the town council prior to final approval. Peaper said a workshop in Perry Township in 2024 was well attended but acknowledged a variety of feedback throughout the process. “When we look at the big picture and

we talk about growing a commercial or employment base, there are only so many opportunities and this is one of them,” he said. “It is a large area, but this is a long-term plan.” Peaper said updates to the plan address development density and include language to describe commercial and industrial land use as a percentage of the whole town; relate land use to nearby communities; and add additional metrics for evaluating proposed development. “Through this process, we’ve tried to describe getting toward a more balanced land use mix and what that looks like,” he said. “We did look at some comparable communities and referenced what the potential for commercial, employment and mixed-use areas are on the future land use map.” The plan is expected to go to the Zionsville Town Council for its first reading Jan. 5, 2026. Nonprofit launches year-end fundraiser news@currentnoblesville.com Hamilton County Area Neighborhood Development has launched One Door Away, a year-end fundraising campaign to raise awareness about the growing need for stable, attainable housing options in Hamilton, Boone and Tipton counties. Kerri Hubble, HAND marketing and fundraising manager, said across central Indiana, rising housing costs continue to outpace wages, creating challenges for workers, seniors and families striving to remain in their communities. The One Door Away campaign uses the image of a single door as a symbolic reminder that many are just one step away from stability. “Behind every door is a story,” stated Andrea Davis, executive director of HAND. “A retired teacher who wants to stay close to the community she served. A health care worker raising a child. A senior hoping to age safely in place. When neighbors support HAND’s mission, they open the next door for someone working hard to build stability.” HAND owns and manages 157 rental homes across 11 communities, with ad-

ditional developments underway. The homes serve seniors on fixed incomes, working individuals and families who need reliable, stable housing to remain close to jobs, schools and support systems. Zionsville mahjong studio draws players By Jane VanOsdol news@youarecurrent.com For Zionsville resident Jaime Keith, mahjong is more than a game. It’s a way to build community, disengage from electronics and encourage brain health. And as of this November, American mahjong is also her business: Meet at Mahj Studio and Boutique, 260 S. 1st St., Ste. 4, in the Wessel Building in downtown Zionsville. American mahjong is a social and strategic tile game based on Chinese mahjongg. The American version has its own rules, special hands and extra playing pieces. Each year, the National Mah Jongg League publishes an American Mahjong Card, listing a specific pattern of tiles players try to match. American mahjong is surging in popularity, partly because of its prominence in two movies — “The Joy Luck Club” and “Crazy Rich Asians.” For Keith, her love of the game began at the age of 5 when her parents and grandmother began teaching her. “I never realized when I was little that it would become my business,” she said. “I still have disbelief.” The shift from passion to business developed organically. “I had to teach (people]) so I could play,” she said, and in 2023, she started teaching at Hussey-Mayfield Memorial Public Library. She then began booking events at homes, parks and businesses. “I got really busy,” she said. “I was teaching two, three or four times a week.” Keith soon tired of hauling around the colorful tiles and accessories and decided it was time to make it official. In September 2025, she opened Meet at Mahj and already had to move down the hall to a larger space. Her entire family has been involved in starting and running the business. One study from the National Institute of Health showed that playing mahjong for 12 weeks improved executive function in elderly people who had mild cognitive impairment. Keith said it also increases social

By Marney Simon news@youarecurrent.com The basketball courts at Pro Net Sports in Fishers are always full on weekends. But Dec. 13-14, the sounds of dribbling and buzzer beaters were accompanied by the whirl of wheels, as young athletes with RHI Racers adaptive basketball program hosted the 2025 Hoosier Hoops Classic wheelchair basketball tournament. RHI Racers varsity and junior teams each took home the gold at the end of the two-day tournament, toppling teams from Missouri, Ohio and Michigan. RHI Racers are part of the adaptive sports program through the Rehabilitation Hospital of Indiana. Based in Indianapolis, the adaptive sports program provides opportunities for individuals with physical disabilities in central Indiana to participate in adaptive sports and recreation, including basketball, golf, lacrosse, tennis, hockey, baseball, soccer, waterskiing and more. “We have a clinic once a year in the summertime that RHI will put on,” junior team coach Ed Landreph said. “We go to different clinics (and) we get the word out. We’ve only got one (adaptive basketball) team in Indiana. There are definitely more kids out there that are in wheelchairs that could definitely learn how to play.” Landreph and his wife, Kristen, have two children in the league. The family travels from Muncie each Saturday for practice and said adaptable sports like wheelchair basketball are similar to travel sports — it’s about commitment, time and a lot of travel. “It’s the game of basketball. The only thing is they’re not walking. They’re still dribbling. They’re still shooting the ball. They’re still passing,” Ed Landreph said. “They’re still playing with their friends and it’s no different than regular basketball.” That includes the same kind of aggressive play that is normal among Hoosiers when it comes to basketball. “You flip over a lot,” said player Jonathin Perez, 12, of Indianapolis.

Now in his sixth year with RHI Racers, Perez said he likes the relationships he’s made along the way and said it’s one of his favorite parts of the league. “It’s to meet new friends on the other teams and just build better relationships with them,” he said. Teammate Easton Gaynor, 13, of Zionsville echoed the sentiment. “I like meeting new people,” he said. “Every Saturday we have a two-hour practice, but after practice I don’t work too hard.” Gaynor, who has spina bifida, is in his third year in the league. Elon Taylor, 13, of Bloomington said the league provides access to his favorite pastime in a competitive way. “I like that it takes my disability in a sport that I love and combines it into one,” he said. “I like the speed. I don’t train as much as I want to, but I’ll get

some shots in like 20 minutes every day maybe.” Although the game is played in a wheelchair, not all participants are full-time wheelchair users. All children in the league have a lower-extremity disability ranging from limb loss to spina bifida. “It’s all about being active and being involved, just like your peers,” Kristen Landreph said. “Because individuals may have a disability, but that doesn’t stop them from doing what everyone else does. You just kind of have to think outside of the box and then look to see what’s available and you have to find what’s right for your family, what’s right for your child. You may try out basketball and say, ‘This isn’t right for me.’ But you may try out tennis and say, ‘Oh, my gosh, this is my thing.’ It’s not having kids mold into one particular

The program began in 1996 with an

thing — it’s just about trying and experiencing and finding out what you like and what you don’t like.” Ed Landreph said young athletes who participate in regular league play at Pro Net Sports in Fishers made a point during the tournament to watch the action. “When they walk by, they’re just looking at it and saying, ‘It’s so cool.’” he said. “You can just hear them talking about how cool these kids are, but it’s no different than regular basketball. When I ask my own friends at work if they want to come watch us play, when they show up they can’t believe how physical it is, how everyone plays together. It’s really physical, especially the varsity team. They’re allowed to press and they hit each other hard. It’s no different than any other sport.” The RHI Racers participate in events throughout the year. The teams travel to Cartersville, Ga. in January for their next tournament. Award-winning Carmel musician stays busy with songwriting, performing By Mark Ambrogi mark@youarecurrent.com Singer-songwriter Tay Bronson likes to have fun with his songs. The 54-year-old Carmel resident, who describes his style as traditional country, released a new single Nov. 19 called “Golf Cart” that is available on all streaming platforms. The song is a tongue-in-cheek ode to a rolling neighborhood parade of golf carts. There is a music video on Bronson’s YouTube channel. Bronson’s song idea came from visiting his girlfriend’s permanent campsite at Indian Lakes in northern Indiana. “It’s more like Indian ponds because they are tiny little lakes,” he said. “It’s like glamping and people are driving around on golf carts. Having my cynical sense of humor, I got up one morning and I didn’t want to use the toy hauler bathroom, so I went to the bathroom and there’s a lot of golf carts lined up with dads doing the same thing I was doing.” Bronson sent a text message to his girlfriend about his situation and the different types of golf carts. Then he decided to turn it into a song. “The song killed it at the campground, so I had to make a video that is just as funny as the song,” Bronson said, Bronson had friends from the campground follow him around. “I was acting like a goofball on the back of the golf cart playing the song,” he said. Besides the recent release, Bronson’s 2024 album, “Bad Apple,” was named the Male Album of the Year in August at the International Singer-Songwriter Association Awards ceremony in Atlanta. “It’s kind of like the minor leagues to the Country Music Awards or Grammys,” he said. “I was tickled pink to have my album recognized as Album of

The band includes keyboardist Jason Barth and drummer Matt DeVore, both Carmel residents, who were previously Push Down & Turn with Bronson. Bronson, Barth and DeVore own Carmel-based Premier Group, a home automation company, which they started in 1999. “We were thinking if we start our own business, we can work four days a week and still have gigs on the weekend with Push Down & Turn,” Bronson said. Bronson was the primary songwriter and bassist for Push Down & Turn, an alternative rock band, “We formed the band (in 1991) when we were at school at DePauw University,” he said. “We had a run of like 10 years. We had a bus and we would load up and keep rolling. We sounded like Matchbox Twenty and Counting Crows or something like that.” Bronson compared touring life to being in the Army.

“We would go to the gig, and they would feed us and give us beer and you weren’t spending money,” he said. Band members would return to their homes and realize they weren’t making that much money. Push Down & Turn was on the HORDE — Horizons of Rock Developing Everywhere — Tour in 1997. “We won a spot through a Battle of Bands and we got five dates on the tour,” Bronson said. “There were different bands, but the main headliner was Neil Young and Crazy Horse.” The Push Down & Turn hasn’t played regularly since 2003, but it performed a reunion show at The Vogue Theatre in Indianapolis in 2016. ‘“We were going to try to do a reunion show every few years, but that got put on the back burner,” he said. The Tackle Box also includes bassist Scott Nelson and pedal steel player Joe Alterio. Bronson also performs smaller singer-songwriter concerts. Meyer’s “Remember When Rock was Young: The Elton John Experience” returns Dec. 31 to Feinstein’s cabaret at Hotel Carmichael in Carmel. This is the fourth consecutive year the 1981 Carmel High School graduate will perform at Feinstein’s on New Year’s Eve. Performances are set for 7:30 and 10:45 p.m. The late show features a complimentary champagne toast. Meyer has been involved in theater, film, television and music. On Broadway, he created the role of Clinton Badger in “Meet Me in St Louis” and toured nationally in “Cats” as Skimbleshanks. Meyer worked with Alan Menken on Disney’s “Aladdin” and with Tim Rice and Elton John on “The Lion King.” He also has toured internationally and recorded with music legends Barry Manilow and Frankie Valli. Parkinson’s not an obstacle By Mark Ambrogi mark@youarecurrent.com Joe Stemnock doesn’t let Parkinson’s disease keep him from pursuing his passion for making music. “I think the most beneficial effect of making music is that it challenges me cognitively and keeps my mind active,” Stemnock said. “I write, play and record everything solo, so it’s a very involved process.” The Westfield resident said although there’s no clinical evidence to support the assumption that music slows the progression of Parkinson’s, he definitely believes it helps. “I encourage anyone who has a diagnosis to not quit,” he said. “There’s still life to be lived.” Stemnock, who performs under the name Stemmy, recently released “Popstar Overdose.” “I play and sing everything on that track except for the drums, which I’m sure my wife is grateful for,” he said. Stemnock said he has written too many songs to count. “Most are thrown out,’’ he said. “I am

much more careful than I used to be. I really try to release songs that I think are worthwhile. “ Stemnock was diagnosed with Parkinson’s in 2017. “I had been having symptoms for a few years before then,” he said. “It’s been a long journey with lots of ups and downs. Thankfully, I have a wonderful wife (Kelly) who supports me.” Stemnock was a teacher for 35 years. In 2018, he retired from Westfield Middle School, where he taught English. He and his wife moved from Carmel to Westfield in 2021. Stemnock’s songs are available on most major streaming platforms.
