Behavioral health hospital proposal presented to APC

By Todd Golden todd@youarecurrent.com The Westfield Advisory Plan Commission heard a proposal for a rehabilitation hospital on a 19-acre plot near the corner of 196th Street and East Street in Westfield during its Dec. 2 meeting.

The building would be across from the Community Health Network hospital, which is under construction on the west side of East Street. The property, which was annexed by Westfield in October, is owned by Community Health Network.

The request at the meeting was to change zoning from an agriculture/ single-family rural district to the LPH/ Community planned unit development.

The applicant is Lifepoint Corporate Services General Partnership, an affiliate of Lifepoint Health, a Tennessee-based company that operates 24 behavioral hospitals nationwide.

The hospital would have 120 beds and be approximately 75,000 square feet.

Construction is projected for September 2026 with a 16-month completion schedule. It would be on the north end of the 19-acre plot.

“This development is intended to specifically meet that need within the county,” Bradford said.

Bradford said there would be a ground lease on the site for a developer to build the hospital. IT would then be

by Life Point and Community Health Network pursuant to a long-term lease.

Bradford said the hospital will not be a permanent residential facility. The average length of stay would be seven to 10 days.

“So, it’s not a place that’s going to take a bunch of involuntary commitments for folks that live there for years and years. It’s not that kind of facility,” Bradford said.

Bradford noted that another building, likely to be a medical office building that supported the hospital across the street is planned for the south portion of the parcel.

The proposal was part of a public hearing. There was no public comment on the proposal, APC President Mike Neal seemed supportive.

“I think it is certainly a wonderful partnership,” Neal said. “Behavioral and mental health has been ignored for too long and we’re just catching up to the myriad of needs. I think this is a great addition to the community.”

The APC unanimously waived a workshop session for the project without a recommendation to the city council.

The plan will be presented again to the APC at a future meeting.

WWS buildings were studied to determine which ones would need significant renovations in the next decade. Capital needs also were included.

The first was a study produced by McKibben Demographic Research, which estimates that WWS facilities for grades K-5 and 6-8 should be adequate for the next decade. It also anticipates Westfield High School will be above enrollment capacity by 2029.

The study also estimated that a new middle school would need to be constructed starting in 2026 with a projected cost of $183.8 million. High school renovations would cost $48.2 million.

The second study was a historical enrollment projection. It estimated higher growth in Westfield than the McKibben study with a 3-4 percent annual increase in enrollment. It also predicted that all grades in WWS will be above capacity.

Grades 9-12 will be over-capacity by 2029, K-5 in 2032 and 6-8 in 2034.

As a result, the study suggested that a

new elementary school would be needed by 2030 and a third middle school would be needed by 2031. The study also stated that a 10th elementary school might be needed by 2036, but the cost estimate wasn’t included. The renovation schedule and costs for other WWS grade schools and WHS were the same as the McKibben study.

Costs rise in the historical study because of the addition of two schools. Elementary school costs were estimated at $244.1 million and middle school costs at $398.8 million. High school costs remained the same at $48.2 million.

Capital needs were estimated at $215.3 million. The historical study estimated a total cost of $906.6 million. The McKibben study estimated a total cost of $594.2 million.

Senior living co-op gets support from city officials

A proposed senior living co-op planned for Westfield received favorable remarks from the Westfield City Council and the Advisory Plan Commission when introduced before both bodies at their most recent meetings.

The co-op, Village Cooperative at Harmony, would be near the northwest corner of 146th Street and Ditch Road.

It is inside the Harmony Planned Unit Development District.

Village Cooperative at Harmony would have housing for people 62 and older.

A senior living co-op differs from a traditional condominium or apartment in that each member owns a share in the cooperative. The co-op owns the property and pays expenses to operate and maintain the community. A board of directors is elected by the co-op and manages it. Renting is not permitted within the co-op, which is not a senior care facility.

Sixty-seven homes are proposed for the site. According to the Village Cooperative at Harmony’s website, homes range in size from approximately 900 to over 1,500 square feet of one-level living space. The buildings are three stories and include an underground heated parking garage and surface parking.

During the Nov. 24 Westfield City Council meeting, the Village Cooperative at Harmony proposal drew favorable responses.

Kurt Wanninger said.

During a public hearing Dec. 1, Advisory Plan Commission member Bob Horkay was the lone member to speak against the project.

“I really think we need to wait on this,” Horkay said. “There are probably some interesting places around the community where this would be a good kind of project to have, but not here.”

APC member Victor McCarty had a different view.

“I think this is actually a pretty good location for that,” McCarty said. “I ask the question, ‘If not this, then what?’ Is there the potential for some other large business to take over the parcel? Possibly. But we haven’t seen that interest over the last 10 years.”

The APC unanimously approved a recommendation to forego a workshop meeting for the development. The next APC discussion on the project is scheduled for January 2026.

WHS senior earns Congressional award

Laura Ann Wohlschlaeger, 59 of Westfield, was welcomed into the comforting arms of Jesus on Thursday, November 20, 2025 peacefully at home. Laura was born March 4, 1966 in Zionsville to the late John Raymond and Janet Nelson Barb. She was preceded in death by her husband, Robert Joel Wohlschlaeger, II. She met her husband in high school and they married young. In 1990, their first child Robbie was born, followed by Danny a few years later. In 1995, Rob and Laura bought their first home and moved up to the Sheridan/Westfield area. There, they raised both boys and eventually became empty nesters. Through many sports and all of the shenanigans that come with raising two boys, she and Rob unconditionally loved and supported both of their boys without fail.

Most recently, Laura was an Operations Manager at Allied Solutions. She will be

greatly missed for her leadership, kindness, and the impact she made in the day-today lives of her Allied family.

Laura loved many things, most of all her late husband, Rob, who she missed dearly. Laura loved her flower garden, feeding the birds and listening to Dave Matthews. She was the BEST mom and the GREATEST Granny Lala. Her warm, bubbly, and loving presence will be missed by her grandchildren.

Memorial services were held Sunday December 14 at Flanner Buchanan Hamilton Memorial Park, Prairie Waters.

She is survived by her sons, Robert Joel “Rob” (wife, Olivia) Wohlschlaeger III and Daniel John (wife, Devyn) Wohlschlaeger; grandchildren, Nora, Luella, Selah and Robert Joel IV “Bo”; brothers, Michael (wife, Tracy) Barb and Gary (wife, Patty) Barb; sister, Teresa Barb Weaver.

Census crews in Westfield began going door to door Dec. 5. They will be out daily and will provide updates throughout the process. ​​The City of Westfield requested a special census in 2024 to update the official population count. The figure is expected to provide additional funding commensurate with population growth. City leaders said Westfield’s population is underrepresented, which affects distribution of state and federal funds.

The census started in August but was halted because of the federal government shutdown that began Oct. 1.

When census takers visit, they’ll ask for place of residence as of Sept. 15, 2025, the official reference date for the special census. If someone is not home, census-takers will leave a notice of visit with a phone number to complete the census by phone.

In a news release from the city, the special census “helps ensure our community is counted accurately, which directly impacts the funding and resources we receive for roads, schools, public safety, and other local services. By taking a few minutes to respond, you’re helping support future improvements and investments in our community.”

Junior guard provides motor for the Eagles

By Mark Ambrogi mark@yourearecurrent.com Zionsville Community High School junior Kenzie Chapman has an abundance of energy.

“She makes us go in every aspect of the game,” Eagles girls basketball coach Jennifer Drudge said. “She has a motor that never stops anytime we’re trying to break the press. The really special thing about Kenzie isn’t just the way she can score and the way she can distribute, it’s her ability to play hard every single possession of every single day. It doesn’t matter if we are in practice or in a game, she competes to win every single possession. When she gets tired, she finds something within herself to go even harder.”

Drudge said Chapman has outstanding leadership skills.

“She’s positive, whether she walks into a gymnasium, or a classroom, or a church, she’s making it a better place,” she said.

Through the first eight games, Chapman averaged 12.3 points, 4.6 assists and 1.4 steals per game for the Eagles (5-3).

Chapman has primarily played the point guard spot the last two seasons.

She played more shooting guard as a freshman. “(The different positions) definitely

come with their challenges and positives to each one,” she said. “I think playing off the ball is fun because you are coming off screen. Being the ballhandler, you kind of step into more of a leadership role. As a point guard, you have to run the sets and make sure everybody’s in the right position. Learning how to get others involved as well is something that’s challenging. Over the years, I’ve gotten to be in the point guard position.”

Chapman, who plays for the Indiana Basketball Club, is shooting 37 percent overall from the field and 27 percent

from 3-point range. Last season, she averaged 12.5 ppg while shooting 41 percent from the field and 34 percent from 3-point range.

“The beginning of this season from the 3-point line hasn’t been as good as it was last year yet,” she said. “My 2-pointers have been relatively good this season. I’m just working on getting my 3-point percentage back up.”

Chapman’s main goal for the season is for the Eagles to win the Class 4A sectional.

“We just have to really focus and be disciplined during the season,” she said.

“As far as individual stats, I want to have less turnovers than I did last year, just one or two turnovers per game. I want to average double digits for points and be more consistent with that.”

Chapman has offers from Indiana University Indianapolis. the University of Evansville, Cleveland State University and the University of Southern Indiana.

She also has received interest from Loyola University Chicago, Northern Illinois University and Illinois State University.

City approves contract for snow removal

By Marney Simon news@youarecurrent.com H&N Outdoor Services of Sheridan is ready to treat and clear snowfall accumulation on Westfield’s secondary roads and residential streets The Westfield Board of Public Works and Safety approved the winter snow removal contract Nov. 19.

“There are some terms that I think we can negotiate further to get a little bit better price,” Westfield’s Executive Chief of Operations John Nail said. “But overall, I feel comfortable. I think there are a couple of areas for lowering some costs here and there.”

Nail said snow removal contracts do not have a base fee, because the work changes depending on the severity of a snow event and accumulation.

The Westfield Department of Public Works will treat and clear the city’s main thoroughfares and H&N Outdoor Services will handle all residential streets. In previous years, the residen-

tial streets were split between two contractors, but the city opted for a single contract this year.

“It’s all about snow right now — we’re thinking about snow and we’re getting prepared for snow,” Nail said, adding that a brief snowfall Nov. 10 helped serve as an early test for plans and equipment.

“I’m really pleased with how the guys handled that event,” he said.

According to the city’s weather planning, plowing of main thoroughfares will begin when snow accumulation reaches 2 inches, prioritizing main streets, public safety routes and critical infrastructure access points.

In residential areas, snow removal will begin after main roads are cleared and when snow accumulation exceeds 3 inches.

PASSION TO TEACH Couple plans to open early learning school franchise

By Todd Golden todd@youarecurrent.com Westfield resident Kristen Hall has always had a passion for education. Before she left full-time teaching to raise her children, she taught in the Noblesville and Westfield schools districts.

Although she left teaching, her love for education never waned. So, when an opportunity came up to operate a new school coming to Westfield, she embraced it.

Hall and her husband Eric will own the Westfield franchise of Children’s Lighthouse, an early learning school.

Children’s Lighthouse is a Texas-based company with franchises in 11 states.

Its first Indiana location will be in Westfield.

Children’s Lighthouse offers services for children six weeks to six years old, with after-school programs for ages 6 to 12.

“We’re excited about going to an area like Westfield,” Children’s Lighthouse Vice President of Franchise Development Matt Kelton. “(It’s a) great market, lots of strong residential growth, strong schools and family folks. It really checks every box that we look at.”

The Halls’ involvement was born out of their desire to own their own business and Kristen’s passion for education.

“We talked about child care, especially with my passion for education,” Kristen said. “So, I just started researching. I just was really drawn to Children’s Lighthouse because they not only really focused on academic readiness, but also the social emotional growth and fostering that lifelong learning.”

Eric Hall said the couple had been looking for the right company to partner with.

“Kristen had done five or six interviews with various franchises,” he said. “In the process of what we stand for and some of our values and core beliefs in education for children, we got down to one or two we talked to extensively and we were aligned with Children’s Lighthouse,” Eric said.

Children’s Lighthouse was founded in 1997. It is family owned and has its own proprietary curriculum promoting itself as “values-based early childhood education”.

The Halls toured a Children’s Lighthouse in the Dallas-Fort Worth area, where the company is headquartered.

“When I walked in, I liked that it had calming colors and decorations, but their top priority is safety,” Kristen

said. “You have to scan to get in. They always have their manager or their director and assistant director greeting families. They have cameras in the classroom, and the parents have an app where they’re able to see everything that’s going on throughout the day. I just thought that they are very innovative on what today’s parents expect from a child care. I thought they had everything.”

CHILDREN’S LIGHTHOUSE CURRICULUM The Children’s Lighthouse website states that “it leads the way in value-based education.” That’s what attracted Eric and Kristen Hall as they chose Children’s Lighthouse as the early learning organization they wanted to be aligned with to open a school in Westfield. However, they also like that the curriculum has flexibility and is adaptable.

“They do a really great job of looking at curriculums that are modern in 2025,” Kristen said. “Their focus is not on a curriculum that was created 20 years ago and stick with it. As we

evolve as a society, the curriculum needs to evolve.”

Kristen taught second grade in both the Noblesville and Westfield school districts, “They still focus a lot on creative play. I thought it was really important that they made that an emphasis,” Kristen said. “Because as an early educator, sometimes you start hearing the word ‘rigor’ and like everything’s about making sure that they’re ready for kindergarten. You still have to teach them to play and to socialize and do that correctly with their classmates.”

Kelton said most Children’s Lighthouse schools are 10,000 to 12,000 square feet with 10 to 12 classrooms and 25 to 30 employees. Kristen is hoping the school will have about 180 students. The couple’s goal is find a location soon and open the school in 2027 or early 2028.

Kristen’s educational background will mean she is involved with that aspect of Children’s Lighthouse. Eric said he will be active in noneducational parts of the operation.

Kristen said Children’s Lighthouse will stand out in the competitive market of early learning schools because management of the school will be local.

“I’m going to be in the community, I’m going to know the families, and I’m going to be in the school,” Kristen said. “A lot of times, early learning schools are owned by people that live out of state. I’m going to be local and involved.”

the first thing they are going to notice when they take that first sip?

JONES: The first thing most people notice is the sweetness and smoothness — something like caramel or soft butterscotch right up front. The port influence gives it a round, warm feel with some toasted, nutty notes as it settles in. You don’t need a trained palate to enjoy it; it’s a really welcoming first sip.

CURRENT: You recently took home “Blended Whiskey of the Year,” along with a Double Gold rating. What does that level of industry recognition mean for the team, specifically for a limited release like this?

JONES: Winning “Blended Whiskey of the Year” and Double Gold means a lot to our team. We put a lot of pride into our tasting panel and barrel selection process, so having that work recognized on a big stage feels like a real win. It reinforces why we created Rare Saint in the first place: To craft whiskey our team is proud to make and our guests are excited to drink.

CURRENT: With the holidays approaching, who is the ideal recipient for this bottle? Is this strictly for the hardcore bourbon collector, or is it accessible enough for someone just starting to explore high-end whiskeys?

JONES: This bottle hits both ends of the spectrum.

Collectors will appreciate how unique and limited it is, but the sweeter, approachable profile also makes it a great gift for someone just getting into high-end whiskey. It’s the kind of bottle you open during a meaningful moment or a good conversation — which is exactly what we hoped for.
