Fishers Plan Commission recommends Story Cottage rezone

By Leila Kheiry leila@youarecurrent.com A rezone allowing a proposed 7,500-square-foot memory care group home on Brooks School Road received a favorable recommendation from the Fishers Plan Commission Dec. 3, although several residents of surrounding neighborhoods spoke against the plan during a public hearing on the matter.

The rezone is not yet finalized. It will go back to the Fishers City Council for a vote, potentially as early as Dec. 15. The council reviewed the concept in first reading in November.

The proposed rezone for 1.3 acres at 10982 Brooks School Rd. from R2 Residential to C-Low Commercial, Low Impact would allow the 7,500-squarefoot facility to be built and operated as planned. Fredric Lawrence of Nelson & Frankenberger, representing Story Custom Development LLC, said the home will offer a boutique memory care concept for 12 residents. The developers have similar facilities in Carmel.

“Story Cottage is dedicated to providing a unique and personalized approach in a safe home-like environment, including individual bedrooms, community spaces and tailored activities to assist its residents in feeling purposeful engagement,” he told the commission.

“Outdoor space on the property will be fenced around the outdoor patio area for the residents. Additionally, the goal is to create a visually appealing and well-landscaped residence.”

Lawrence noted that the proposed parking lot is for staff and visitors. Residents will not have vehicles.

Mullen, president of the nearby Breakwater Homeowners Association, objected to the rezone. He said the proposed institutional use is inappropriate for a residential area.

“Memory care facilities, even small ones, carry operational impacts that do not align with the secluded, single-family areas,” McMullen said. “This includes staffing, change (in) traffic, recurring deliveries, medical transport, transport activities on-site, equipment and even more frequent emergency service calls. These are not impacts that the existing infrastructure or the surrounding land-use environment are designed to support.”

Other residents also expressed concern about traffic impacts and one said the rezone could allow the property to be used in the future for something else — like a halfway house — if the memory care home doesn’t work out.

Commissioner Pete Peterson, who

also is a Fishers City Councilor, said the proposed memory care home is residential in nature and the traffic impact would be minimal. He did agree, though, that a broad rezone might be a concern for future use of the site.

“If we make a favorable recommendation, as we take it into Council, … we make it a single-use for memory care only,” he proposed. “So, if it wants to be rezoned (for another use), it’s going to have to come back through that process again.”

Commissioner Kim Logan disagreed.

She said the proposed rezone allows too many variances — such as an expanded square footage and a parking lot at the front rather than the back of the building. She was in the minority, however, and the commission approved Peterson’s motion of a favorable recommendation — with the stipulation that the rezone allow only a memory care facility.

FPD officers deliver packages after driver arrested

Fishers Police Department officers took on an extra duty Dec. 3 after a package delivery driver was arrested following a traffic stop that involved an accident and a brief foot chase. Officers noticed the load of packages in the man’s vehicle and decided to hand deliver them to city residents.

FPD Major Ryan Jones said the delivery driver had violated a traffic regulation and police attempted to stop the vehicle.

“As (officers) activated their emergency equipment, the driver fled a short distance and wrecked into a vehicle,” Jones said. “The suspect ran from the vehicle into a shopping plaza. Officers quickly set up a perimeter and the subject was taken into custody.”

FPD officers then noticed up to about 50 packages in the vehicle. Jones said officers quickly decided to divvy up the packages and make sure they arrived at

their intended destinations.

“Officers not only protect the community, but they’re also here to serve the community,” Jones said. “They go above and beyond all the time, whether it’s helping people that are stranded on the side of the road, changing tires, a food delivery driver gets in an accident — they make the delivery.”

Jones added that with the holidays approaching, some of the packages might have been gifts and FPD officers wanted to ensure everyone got their presents in time.

He said the delivery driver has been charged with driving with a suspended license, resisting law enforcement, leaving the scene of an accident and possession of marijuana.

United Way of Central Indiana awards $350,000 news@currentnoblesville.com United Way of Central Indiana, a nonprofit that addresses poverty in central Indiana, has awarded $350,000 in grants to five Hamilton County nonprofits to help meet residents’ basic needs and improve the education, financial stability and well-being of families.

The grants come from United Way’s Basic Needs and Family Opportunity Funds. The organization awards the funds twice a year — once for organizations accredited with United Way and once for nonprofits outside its accredited network. The Basic Needs Fund focuses on safe and affordable housing, healthy food access, transportation and health services. The Family Opportunity Fund supports integrated programming that serves youth and adults in the same household.

Junior guard provides motor for the Eagles

“She makes us go in every aspect of the game,” Eagles girls basketball coach Jennifer Drudge said. “She has a motor that never stops anytime we’re trying to break the press. The really special thing about Kenzie isn’t just the way she can score and the way she can distribute, it’s her ability to play hard every single possession of every single day. It doesn’t matter if we are in practice or in a game, she competes to win every single possession. When she gets tired, she finds something within herself to go even harder.”

Drudge said Chapman has outstanding leadership skills.

“She’s positive, whether she walks into a gymnasium, or a classroom, or a church, she’s making it a better place,” she said.

Through the first eight games, Chapman averaged 12.3 points, 4.6 assists and 1.4 steals per game for the Eagles (5-3).

“I’m able to see the floor better.”

Chapman has primarily played the point guard spot the last two seasons.

She played more shooting guard as a freshman. “(The different positions) definitely

come with their challenges and positives to each one,” she said. “I think playing off the ball is fun because you are coming off screen. Being the ballhandler, you kind of step into more of a leadership role. As a point guard, you have to run the sets and make sure everybody’s in the right position. Learning how to get others involved as well is something that’s challenging. Over the years, I’ve gotten to be in the point guard position.”

Chapman, who plays for the Indiana Basketball Club, is shooting 37 percent overall from the field and 27 percent

from 3-point range. Last season, she averaged 12.5 ppg while shooting 41 percent from the field and 34 percent from 3-point range.

“The beginning of this season from the 3-point line hasn’t been as good as it was last year yet,” she said. “My 2-pointers have been relatively good this season. I’m just working on getting my 3-point percentage back up.”

Chapman’s main goal for the season is for the Eagles to win the Class 4A sectional.

“We just have to really focus and be disciplined during the season,” she said.

“As far as individual stats, I want to have less turnovers than I did last year, just one or two turnovers per game. I want to average double digits for points and be more consistent with that.”

Chapman has offers from Indiana University Indianapolis. the University of Evansville, Cleveland State University and the University of Southern Indiana.

She also has received interest from Loyola University Chicago, Northern Illinois University and Illinois State University.

A little more than 16 years ago, all-volunteer WITT-FM community radio went on the air, serving the Greater Indianapolis area with its eclectic mix of music and a sprinkling of community information.

The noncommercial, nonprofit radio station operated by Kids First, Inc., was founded in 2009 by the late Jim Walsh.

While WITT is licensed in Zionsville, rebroadcasts Zionsville public meetings and airs public service announcements for Zionsville, it so far has never had studio space in the town.

That’s about to change, though, said WITT Board President Russ Dodge, with plans underway to move by the end of 2025 from WITT’s Broad Ripple studio — built in a converted backyard shed — to a new location in Zionsville.

Dodge said WITT began when Walsh — a longtime local broadcaster — decided to branch out on his own.

“He had this vision that he wanted to try and get a license for his own station,” Dodge said. “So, he found out when there was going to be an opening for it. He applied for it — had to jump through a bunch of hoops to get it, but he did it.”

Board Vice President Guy Davis said in an email that Walsh operated the radio station from a spare room of his Broad Ripple house for 14 years with the help of an automated playlist and a cou-

ple volunteers.

“Sadly, injuries suffered in a bicycle accident in late 2022 led to Mr. Walsh’s rapid decline and he died in April 2023,” Davis said. “With the station at risk of going dark, a handful of volunteers — friends of Mr. Walsh and a few other acquaintances with backgrounds in broadcasting — stepped in and assumed responsibility for programming.”

Dodge, a career broadcaster, was among those volunteers after helping at the station for many years. He said he met Walsh about a year before WITT went on the air and Walsh later recruited him to find sponsors for the thennew station’s programming.

Now, Davis said, a formal system for WITT’s finances has been established and the station was able to expand programming and solicit donations and underwriter support. With a formal budget, the station is equipped to plan for the future, he said, and part of that plan is the move to Zionsville.

Dodge noted that while the studio has been in the Broad Ripple shed, the station’s broadcasting tower is in Zionsville — and the signal is strong enough to reach most of the greater Indianapolis metropolitan area. The station also streams its signal online and has listeners from around the globe. But, Dodge said, the focus is on Zionsville and he hopes WITT can add more local programming, such as updates from the mayor, council and local chamber of commerce.

“We get involved in community activities, too, like the Zionsville Fall Fest,” he said. “We have a close relationship Continued on Page 11

with the Zionsville Lions Club, so they have us out at different events and we love it because we’re getting in front of a rather large number of people.”

Zionsville resident Paulette Szykowny has been one of the station’s on-air volunteers for about a year. She is one of the hosts of the station’s weekly all-request show, 9 to 11 p.m. on Saturdays, and she records all the public service announcements for Zionsville and Whitestown.

“The spots are fun because they’re family friendly spots and current events happening in town — holiday parades and pumpkin patches and pumpkin smashes,” she said. “It’s fun to be able to announce the fun things for kids.”

Szykowny said she enjoys volunteering with WITT because everyone involved is passionate about community radio. She also appreciates the unpredictable playlist.

“I particularly love the different programs, the different genres that are presented in the programs,” she said.

“You learn a lot about music history, musicians, the one-hit wonders — there’s just a lot to learn on the music side, and then just being exposed to all of the different genres of music. So, it’s something you may not come across on other channels or radio or Spotify, but you find out about it on WITT.” Davis said WITT’s unique programming and other innovations in the past couple of years have made an impact.

“We have tangible evidence that our audience has at least tripled since 2023’s low point and remains on a modest growth trajectory,” he said. “This year’s addition of a WITT streaming app has helped to greatly improve our internet listener count. The app was designed and launched by a longtime listener and recent volunteer and is exclusive to our station.”

Fishers Girl Scout celebrates misunderstood fish through Gold Award project

By Sara Palmer news@youarecurrent.com When Fishers High School senior Hope Morcombe talks about sharks, her face lights up.

She can tell you the difference between a great hammerhead and a bonnethead, explain how media has shaped public fear, and describe the kaleidoscope-like beauty of gramstained microorganisms under a microscope. This year, the 18-year-old Girl Scout put that passion to work creating two original science curricula on shark conservation, now available to teachers across Hamilton Southeastern Schools.

The project earned Hope the Girl Scout Gold Award, the highest and most rigorous honor in Girl Scouting, and one achieved by only a small percentage of Girl Scouts nationwide. For Hope, it’s the culmination of a 13-year journey that began at an ice cream social at Cumberland Road Elementary in Fishers, where she spotted a Girl Scouts of Central Indiana booth and asked her mom, Jordan Morcombe, to sign her up.

Jordan, who served as Hope’s troop leader since kindergarten, said the Gold Award reflects how much her daughter has grown.

“She has always been my shy, introverted kid,” Jordan said. “Girl Scouts created opportunities that helped bring out what was already there. Her confidence really grew.”

The Girl Scout Gold Award is an intensive, multistep leadership project in which Girl Scouts must identify a community issue, develop a measurable and sustainable solution, and complete at least 80 hours of work on the project.

Hope logged 95 hours creating two STEM-aligned curriculum units — one for grades three and four, and another for grades five and six — focused on shark ecology, anatomy, stigma and endangered species.

She said her goal was “to help young kids understand sharks, reduce fear

and replace stigma with curiosity.”

The idea grew from her own childhood.

“When I was little, I noticed sharks were always portrayed negatively,” she said. “The more you learn about a species, the more that stigma goes away.”

Jordan said Hope’s interest in sharks began early. She remembers taking her daughters to the “Disney: Oceans” documentary on Earth Day every year when Hope was young.

With encouragement from Jordan, who, per Girl Scout rules, could not assist with planning or execution, Hope created lessons using hands-on activities, storytelling and even an advertising exercise challenging students to “promote” sharks without using fear.

“The hardest part was creating activities that were fun and still educational,” she said.

Jordan remembers Hope’s first Gold Award proposal needing revisions before it was approved.

“The board gave her guidance that helped her make the idea more tangible,” she said. “It helped her turn a passion into a real, sustainable project.”

Robyn Baker, community success manager for Girl Scouts of Central Indiana, said Hope’s project reflects precisely what the Gold Award is designed to cultivate.

“You really have to have the drive and the determination to want to do the project,” Baker said. “It’s about leadership, establishing community relationships, building a team and pushing something forward for the greater global good.”

She added that Gold Award work requires girls to investigate root causes, talk to experts and move a solution toward sustainability — skills Hope demonstrated throughout her project.

“It’s almost like being the CEO of your own company,” Baker said.

“You’re identifying a problem, engaging with the community, creating an

outcome and making sure it lasts.”

Danielle Fetters Thompson, Hamilton Southeastern Schools’ assistant superintendent of foundational learning, collaborated with Hope while reviewing the curriculum.

“Her passion for educating younger students was truly refreshing and inspiring,” Thompson said in an email.

“It was an honor to collaborate with a dedicated high school student like Hope as she developed a specialized science unit in pursuit of her Girl Scout Gold Award. She is exactly the kind of young leader the Gold Award is designed to cultivate (and Hope) has made science accessible and exciting for our students.”

According to Girl Scouts of the USA, fewer than 6 percent of eligible Girl Scouts earn the Gold Award each year.

Recipients must conduct research, partner with community organizations, demonstrate leadership and ensure their project will have a lasting impact.

Hope was one of about 25 Central Indiana Girl Scouts to earn the award this year, and she stood out further when she was selected for the Gold Award Spotlight — the single Scout chosen annually to present her project to the Girl Scouts of Central Indiana board.

Jordan said Hope initially thought she hadn’t been selected.

“She emailed the Gold Award board to say she was heartbroken that she wasn’t chosen but would be able to present at the ceremony at the zoo,” Jordan said with a laugh. “Then they wrote back and said, ‘You were chosen.’ The email had gone to her junk folder. It was such a happy surprise.”

Hope’s project application took three months and several revisions before approval. She also belongs to a smaller group of Girl Scouts who have earned all three of the organization’s top awards — Bronze, Silver and Gold — each requiring its own service project.

“Every time I hear her name, she’s doing something new and amazing,” she said. “Girls who stick with it are passionate about being leaders and doing good in the world — Hope absolutely fits that.”

Hope’s work caught attention beyond Indiana. Before her senior year, Girl Scouts of Central Indiana invited her to co-teach a shark class at Camp Dellwood alongside Eli Lilly Environmental Biologist and Risk Assessor Dr. Laura Garcia Barcia.

That led to an internship in the Boswell Lab for Marine Ecology & Acoustics at Florida International University, where most researchers are graduate students. As a remote intern, Hope reviews and annotates underwater footage documenting permit fish behavior, species interactions and predation events.

She already identified several shark species, including an unforgettable great hammerhead captured on camera.

“It was like being in a documentary,” she said.

Hope hesitates to call herself a role model.

“It feels like too big of a fish to fry,” she joked. “No pun intended.”

But when she stood in front of younger Girl Scouts at the Fishers Service Unit bridging ceremony — sharing her Gold Award journey and encouraging them to pursue their own — she realized the impact her project could have.

Baker said inspiring younger Girl Scouts is a core part of the Gold Award’s purpose.

“Hope wants to empower other girls to think bigger and move forward,” she said. “That’s what ambassadors do — they show younger girls what’s possible.”

Her project already is influencing classrooms she may never visit, and the sustainability requirement ensures teachers can use her curriculum for years. Most importantly, Hope said she hopes younger students see what’s possible.

Available for purchase at select Indiana retailers, Rare Saint Trinity of Port is a blend of four whiskeys aged a minimum of five years and finished individually in ruby, tawny and white port barrels. Only 834 bottles were released. Prices range between $79.99 and $89.99 per bottle.

Rare Saint Trinity of Port can be purchased at all Total Wine & Spirit locations and select Noble Wine & Spirits and 21st Amendment Wine & Spirits stores.

It also is featured across Huse Culinary restaurants, including St. Elmo Steak House, Harry & Izzy’s, HC Tavern + Kitchen, 1933 Lounge and HC Tavern by St. Elmo locations.

Bryn Jones, vice president of marketing and sales for Huse Culinary, Inc., answered the following questions from Current about Rare Saint Trinity of Port.

CURRENT: Rare Saint Trinity of Port is described as capturing the “warmth and camaraderie” of a St. Elmo Steak House evening. Can you tell us how you managed to translate the specific atmosphere of a legendary dinner service into a whiskey profile?

JONES: Rare Saint was inspired by the feeling you get during a great night at St. Elmo — when the room is buzzing, the food is memorable and the company is even better. We wanted the whiskey to capture that same warmth and connection. The blend has a richness and generosity to it that makes you want to share it with someone, which is exactly what hospitality is all about.

CURRENT: Finishing whiskey in port wine barrels isn’t new, but using a blend of ruby, tawny and white port is very unique. What does that specific combination of three different ports add to the flavor that a standard finish wouldn’t achieve?

JONES: Using ruby, tawny and white port give this whiskey a flavor story instead of a single note. Ruby brings bright, juicy fruit. Tawny adds that deeper caramel, nutty character; and white port lifts everything with a touch of lightness and subtle floral or stone-fruit notes. Blending all three gives the whiskey layers to explore. It stays sweet and full, but never flat.

CURRENT: The tasting notes mention rich flavors like butterscotch, caramelized butter pecan and toasted cedar. For someone who isn’t a master sommelier, what is the first thing they are going to notice when they take that first sip?

JONES: The first thing most people notice is the sweetness and smoothness — something like caramel or soft butterscotch right up front. The port influence gives it a round, warm feel with some toasted, nutty notes as it settles in. You don’t need

a trained palate to enjoy it; it’s a really welcoming first sip.

CURRENT: This release is bottled at barrel strength.

General consumers often assume high proof implies “the burn,” yet this has won awards for its drinkability.

How did you balance that high-proof intensity with the smooth, sweet notes of the port finish?

JONES: Even though it’s barrel strength, the port finish really helps soften the edges. The wine-soaked barrels add body and sweetness, which naturally cuts down the burn people expect from higher-proof whiskey. We bottle it strong so people can enjoy it however they like—neat, with a little water, or over ice. That flexibility is part of the hospitality behind the brand.

CURRENT: You recently took home “Blended Whiskey of the Year,” along with a Double Gold rating.

What does that level of industry recognition mean for the team, specifically for a limited release like this?

JONES: Winning “Blended Whiskey of the Year” and Double Gold means a lot to our team. We put a lot of pride into our tasting panel and barrel selection process, so having that work recognized on a big stage feels like a real win. It reinforces why we created Rare Saint in the first place: To craft whiskey our team is proud to make and our guests are excited to drink.

CURRENT: Given your roots in the culinary world, how do you recommend people enjoy Trinity of Port? Is this a whiskey meant to be paired with a steak dinner, or is it best enjoyed neat by the fire?

JONES:Coming from the culinary world, we never want to tell people how to enjoy something great — but we do love it after a steak dinner or shared with good company. Neat or with a little water really lets the port finish shine. It’s a whiskey meant for slow sipping and good conversation.

CURRENT: With the holidays approaching, who is the ideal recipient for this bottle? Is this strictly for the hardcore bourbon collector, or is it accessible enough for someone just starting to explore high-end whiskeys?

JONES: This bottle hits both ends of the spectrum. Collectors will appreciate how unique and limited it is, but the sweeter, approachable profile also makes it a great gift for someone just getting into high-end whiskey. It’s the kind of bottle you open during a meaningful moment or a good conversation — which is exactly what we hoped for.
