Clay Terrace purchased by Hines

Hines Global Income Trust announced Dec. 9 that it has acquired Clay Terrace, a 493,000-square-foot retail center southwest of U.S. 31 and 146th Street. Hines did not disclose the purchase price.

The Houston, Texas-based company also announced its acquisition of Left Bank, a 451-unit Class A multifamily tower in Chicago.

“We continue to have strong conviction in the living and retail sectors, where durable demand, limited new supply and long-term growth potential remain consistent themes,” stated Alfonso Munk, co-head of investment management at Hines. “Both assets are well-located within high performing Midwest markets, aligning with our strategy to acquire high-quality proper-

ties with strong fundamentals.”

In 2020, Washington Prime, the previous owner of Clay Terrace, announced major expansion and renovation plans, but the COVID-19 pandemic and other challenges — including a 2021 bankruptcy — stalled redevelopment.

Several buildings were demolished in 2022, but nothing replaced them.

Carmel Redevelopment Commission Director Henry Mestetsky said Hines is well-positioned to work with existing Clay Terrace tenants and plan for the center’s growth.

“What’s really special about a company like Hines is they can manage that first-in-class retail operation there and they can do a great redevelopment project,” Mestetsky said. “Not every company can do both things like that, but Hines certainly can.”

The Carmel City Council approved a planned unit development, an ordinance that sets development guidelines specific to an area, for Clay Terrace in

late 2020. Mestetsky said the PUD is “fairly liberal” and “allows dense development,” and he expects redevelopment efforts by Hines to fall within the established guidelines.

Specific plans for the site have not been revealed. Mestetsky said he expects that to happen sometime next year.

“There will be plenty of community conversations as this moves forward,” he said.

John Tomlinson and Will Renner of Hines’ Midwest team led the Clay Terrace acquisition. Clay Terrace is anchored by Dick’s Sporting Goods and Whole Foods and features dozens of other local and national shops and restaurants.

3rd Ave Residences, also described as Petrie Condos in documents filed with the City of Carmel, would consist of a 42-foot-tall building with three-story units on 3rd Ave. SW north of Merchant’s Bank and west of The Railyard mixed-use development. It would include basement-level parking garages.

Representatives from Kimley-Horn, a consulting firm that filed plans for the project with the city, did not respond to a request for comment.

The site was previously part of a proposal on 4.3 acres to expand the Merchant’s Bank headquarters and build luxury apartments and an office building for Pure Development. The plan originally included demolishing two homes in the adjacent Johnson Addition neighborhood and rebuilding them on smaller lot sizes.

Ruben told police that she estimated she had moved $70,000 for Laimalani and $100,000 for Mark Dunaway, whom she said she met through WhatsApp in 2023. She also said that she recruited Tracey Lynch, a friend and business associate from Indianapolis, to assist in the scheme.

In an interview with Carmel police, Lynch, 58, said she laundered at least $200,000 through personal and business accounts for Dunaway, according to the affidavit. Lynch allegedly used businesses registered in Carmel – True Legacy Family Services and LYNCHPINNEDLIFE – to move the funds.

Police believe that Laimalani and Dunaway are aliases used by individuals “likely operating outside of the United States,” the affidavit states.

Ruben declined to comment for this story. Lynch and her attorney did not respond to a request for comment.

Lynch, who was arrested Dec. 8, is facing eight felony counts of money laundering, corrupt business influence, theft and fraud.

Ruben’s trial is set for March 17, 2026.

Pacers fan found guilty

By Ann Marie Shambaugh AnnMarie@youarecurrent.com A Pacers fan was found guilty Dec. 9 for stabbing a Knicks fan after watching a playoff game between the two teams at a Carmel bar.

A Hamilton County jury found Westfield resident Jarrett Funke guilty of battery by means of a deadly weapon, battery resulting in serious bodily injury and criminal recklessness. He was found not guilty of battery by means of a deadly weapon.

The incident occurred May 23 on the back patio at Danny Boy Beer Works in Carmel’s Village of WestClay. The victim, David Leach of Noblesville, suffered a broken rib and tear in his lungs.

Leach sued Funke and Danny Boy Beer works in July, claiming the bar continued serving alcohol to Funke after he was known to being intoxicated. The case is pending in Hamilton County court.

Funke’s sentencing is set for Jan. 15, 2026.

CFD’s new shift schedule aims to improve health

By Ann Marie Shambaugh AnnMarie@youarecurrent.com The Carmel Fire Department is preparing to test out a new shift schedule aimed at improving firefighter health and well-being.

In July 2026, firefighters will switch to working 48 hours in a row followed by 96 hours, or four days, off. Since the 1970s, they have worked 24 hour shifts every Sutton other day for five days followed by four days off.

The biggest reason for the change is to allow firefighters to have an opportunity for more regular sleep patterns and improved energy when they’re home, according to CFD Lt. Sean Sutton, president of Carmel Professional Firefighters IAFF Local 4444.

“Those two days in between (the 24hour shifts), if you have runs overnight, then you’re tired during the day; you’re withdrawn from your family, and it’s hard to reintegrate back into your fam-

ily life,” he said. “This changes those days. Every time you come in and you leave, you’re on your four days off instead of spreading it over five days. So, it really optimizes your time home.”

The local firefighters union began discussing a possible change to shift schedules after Gov. Eric Holcomb signed a law in 2023 allowing firefighters to be on duty for more than 24 hours at a time. A poll of CFD Thacker union members in July revealed that nearly 60 percent supported testing the new schedule.

CFD Chief Joel Thacker began researching the issue after learning that firefighters were interested in making the change. He reviewed medical data and gathered feedback from other departments in the U.S. that had made the switch.

“It would be irresponsible, knowing what I have found, knowing how the (union) members feel, to not try this to make things better for the firefighters

and for the families,” Thacker said, adding that the change is not expected to reduce efficiency or effectiveness of service to the community.

Although the trial of the new schedule, which is set to last a year, doesn’t begin until next summer, CFD is already preparing for it by gathering certain data on firefighter health and sleep patterns. CFD officials want to see how the new schedule impacts firefighters before making the change permanent.

Sutton said he expects a large majority of firefighters to want to keep the new schedule once they’ve experienced it, which would align with feedback received from other departments that have tried it.

Thacker said firefighter training or public events will typically be scheduled during the first 24 hours of the 48-hour working period, with the second day less structured, under the new schedule.

Firefighters will work the same number of hours as they do now, so the change is not expected to have a fiscal impact on the city.

A BETTER NIGHT’S SLEEP In addition to implementing a new shift schedule, the Carmel Fire Department is taking other steps to improve firefighters’ health through improved conditions for sleep.

CFD has begun using a Locution alert system that allows firefighters to only be awakened for calls involving their apparatus. “(When) you go to sleep, you set your room to whatever truck you’re on,” CFD firefighter and spokesperson Tim Griffin said. “That way, when that apparatus gets a run, you wake up, but if the other trucks in your station get a run, you don’t have to wake up to hear them leave. It helps have better rest, which in turn will hopefully (lead to) healthier and better firefighters.”

In addition, CFD is in the process of converting sleeping quarters to individual dorm rooms.

New tech alerts drivers of police response on roads

By Ann Marie Shambaugh AnnMarie@youarecurrent.com The Carmel Police Department has become the first in the state to implement a system that alerts motorists of their presence during a response on the roadway.

Pursuit Alert allows officers to transmit their presence to vehicles within a 1.5-mile radius that are using the WAZE app for navigation. The technology has been installed in nearly 90 percent of CPD patrol vehicles.

“We must take every precaution possible to protect motorists as well as our officers,” CPD Chief Drake Sterling stated. “I am proud that the Carmel

Police Department continues to be on the front of enhancing technology to support public safety.”

The technology can alert motorists of an approaching CPD vehicle and remind them to slow down and be aware of the emergency response.

“Even with safety advantages of this new technology, there is no substitute for driver vigilance,” Sterling stated.

“Slow down, even though you may have the right of way, drive defensively and maintain awareness of your surroundings.”

Officers plan to promote the new technology and answer questions from residents at upcoming community events.

OBITUARY Laura Ann Wohlschlaeger, 59 of Westfield, was welcomed into the comforting arms of Jesus on Thursday, November 20, 2025 peacefully at home. Laura was born March 4, 1966 in Zionsville to the late John Raymond and Janet Nelson Barb. She was preceded in death by her husband, Robert Joel Wohlschlaeger, II. She met her husband in high school and they married young. In 1990, their first child Robbie was born, followed by Danny a few years later. In 1995, Rob and Laura bought their first home and moved up to the Sheridan/Westfield area. There, they raised both boys and eventually became empty nesters. Through many sports and all of the shenanigans that come with raising two boys, she and Rob unconditionally loved and supported both of their boys without fail.

Most recently, Laura was an Operations Manager at Allied Solutions. She will be

greatly missed for her leadership, kindness, and the impact she made in the day-today lives of her Allied family.

Laura loved many things, most of all her late husband, Rob, who she missed dearly. Laura loved her flower garden, feeding the birds and listening to Dave Matthews. She was the BEST mom and the GREATEST Granny Lala. Her warm, bubbly, and loving presence will be missed by her grandchildren.

Memorial services were held Sunday December 14 at Flanner Buchanan Hamilton Memorial Park, Prairie Waters.

She is survived by her sons, Robert Joel “Rob” (wife, Olivia) Wohlschlaeger III and Daniel John (wife, Devyn) Wohlschlaeger; grandchildren, Nora, Luella, Selah and Robert Joel IV “Bo”; brothers, Michael (wife, Tracy) Barb and Gary (wife, Patty) Barb; sister, Teresa Barb Weaver.

HCCF focuses support on nonprofits, services

By Leila Kheiry leila@youarecurrent.com It’s challenging to serve an area like Hamilton County, with busy, growing cities on one end and smaller, rural communities on the other. To address those very different needs as well as the changing needs of the county overall, Hamilton County Community Foundation launched a new strategic plan early in 2025, and its implementation is starting to bear fruit.

HCCF President and CEO Danielle StilesPolk said the previous strategic plan was six or more years old — preCOVID-19 and pre-so many other changes Stiles-Polk — and it was time to rebrand.

“The world was totally different when that strategic plan had launched, and it was based on focus areas,” she said. “It looked a little bit more needs-focused.

I think the reality that set in, and a lot of our conversations were like, ‘The Community Foundation is not going to singlehandedly solve (for example) food insecurity in Hamilton County.’”

So, she said, they flipped the script and went back to the roots of what community foundations do best — make connections, bring people together and support nonprofit organizations through grants and education.

The new strategic plan is the result of a lengthy process, funded through the Lilly Endowment Giving Indiana Funds for Tomorrow initiative, that involved a community-needs assessment, listening sessions and some driving.

“We spent time out in the community, just really trying to understand what Hamilton County needs,” she said. “I think it suffers — that might be a little bit of a strong word — but there’s always that, ‘It’s Hamilton County and everything is golden’ perception.”

But, she said, there are a lot of people who are struggling for various reasons.

Some might face food insecurity. Others might lack access to child care, and still others might be on the edge of losing their home.

“We really tried to better understand what that looked like for the county as a whole, and really drill down, even into specific locations within the county,” she said. “It’s hard to look at data broadly, because you’re looking at everything from Carmel to Arcadia.”

Through numerous conversations, HCCF honed its new strategic plan to focus on four key areas — affordable housing, education and training, social services and childcare solutions. Stiles-Polk noted that Hamilton County has many nonprofits that address those concerns.

“Hamilton County has, I think, one of the strongest nonprofit ecosystems of probably anywhere,” she said. “I would hold it up to any other county in the state, because it’s a group of people who are running organizations and ensuring that there’s not a ton of duplicative services, but there are supports in every different area (and) all of the organizations work really well together.”

That means HCCF can focus on supporting those nonprofits in their missions through direct grants and through finding the best fit for its donor-advised funds. Foundation officials also made a point of diversifying where its grants go.

“We made a strategic-plan goal to increase the number of awards that we made to nonprofits that either had never received a grant before or who hadn’t received an award for the last five years,” Stiles-Polk said. “We set the metric at 10 percent, just to start … and I think we got to, like, 15 percent this year.”

The Christmas service has been televised since 1979, becoming a holiday tradition for many Hoosiers.  Rental registration deadline extended — In support of an ordinance approved by the Carmel City Council that establishes a mandatory registration and permitting system for all residential rental dwellings in the city, an online system opened Dec. 1 for residents to register their rental properties.The ordinance limits the number of rentals within a development of single-family homes or townhomes to 10 percent. The ordinance included a provision for Legacy Dwellings — rental properties existing prior to the enforcement date of Feb. 1, 2026 (a month later than previously approved).

This means that dwellings registered by Jan. 31, 2026, will be issued a permit, regardless of whether they are in a subdivision with more than 10 percent rentals.

Junior guard provides motor for the Eagles

By Mark Ambrogi mark@yourearecurrent.com Zionsville Community High School junior Kenzie Chapman has an abundance of energy.

“She makes us go in every aspect of the game,” Eagles girls basketball coach Jennifer Drudge said. “She has a motor that never stops anytime we’re trying to break the press. The really special thing about Kenzie isn’t just the way she can score and the way she can distribute, it’s her ability to play hard every single possession of every single day. It doesn’t matter if we are in practice or in a game, she competes to win every single possession. When she gets tired, she finds something within herself to go even harder.”

Drudge said Chapman has outstanding leadership skills.

“She’s positive, whether she walks into a gymnasium, or a classroom, or a church, she’s making it a better place,” she said.

Through the first eight games, Chapman averaged 12.3 points, 4.6 assists and 1.4 steals per game for the Eagles (5-3).

Chapman has primarily played the point guard spot the last two seasons.

She played more shooting guard as a freshman. “(The different positions) definitely

come with their challenges and positives to each one,” she said. “I think playing off the ball is fun because you are coming off screen. Being the ballhandler, you kind of step into more of a leadership role. As a point guard, you have to run the sets and make sure everybody’s in the right position. Learning how to get others involved as well is something that’s challenging. Over the years, I’ve gotten to be in the point guard position.”

Chapman, who plays for the Indiana Basketball Club, is shooting 37 percent overall from the field and 27 percent

from 3-point range. Last season, she averaged 12.5 ppg while shooting 41 percent from the field and 34 percent from 3-point range.

“The beginning of this season from the 3-point line hasn’t been as good as it was last year yet,” she said. “My 2-pointers have been relatively good this season. I’m just working on getting my 3-point percentage back up.”

Chapman’s main goal for the season is for the Eagles to win the Class 4A sectional.

“We just have to really focus and be disciplined during the season,” she said.

“As far as individual stats, I want to have less turnovers than I did last year, just one or two turnovers per game. I want to average double digits for points and be more consistent with that.”

Icy fundraiser aids Ukraine

He raised funds for Noblesville-based Mission to Ukraine, a nonprofit that serves children with disabilities and women in crisis or facing unplanned pregnancies in Ukraine. Reese’s sisterin-law, Katie Gheen, is the associate director of the Christian organization.

Reese, 20, decided to use the Giving Tuesday challenge to raise funds for the nonprofit. The Cicero resident, a junior at Indiana University Indianapolis majoring in philanthropic leadership, used the Westfield High School track to run a 1/4-mile lap or more for each donation.

“Anyone who donated during that time, I would run a lap for that donation,” he said. “If you donated at a certain level, I would run more laps. I ended up running 108 laps or 27 miles.”

Reese, who raised $1,890 from 72 donors, said he started at 8 a.m. and didn’t finish until 2:30 a.m. Dec. 4.

“On my first lap, I had to shovel off one of the lanes, so I would be able to

run and not slip on any ice or snow,” Reese said.

The fundraising project was for one of Reese’s classes. He has volunteered for Mission to Ukraine in the past, so this was a natural fit along with the family connection. Katie, who moved from Carmel to Westfield this month, has been with Mission to Ukraine for nearly three years.

“Having Reese partner with us with Mission to Ukraine was incredible,” said Katie who said Reese’s perserverance inspired others.

One of Amy’s most cherished memories was hosting the 27th birthday party for Michael, the farm’s spokesmodel and a longtime visitor with special needs. Surrounded by friends, family, and animals, Michael shared the purpose of the farm in his own words — embodying the very heart of what Crowded Table stands for.

zine report that live wedding painting is experiencing a resurgence as couples seek interactive experiences and lasting, personalized keepsakes. Bloom said she has noticed the same trend locally.

“Couples are looking for ways to make their weddings feel personal and meaningful,” she said. “A live painting turns a moment into a piece of art created in real time. It blends entertainment and keepsake in a way few other elements do.”

Kempson said hiring Pohl gave their guests something meaningful to experience.

“It felt like giving a gift to our guests on our wedding day,” she said. “They were able to witness art come to life.”

By Sara Palmer sara@youarecurrent.com When wedding guests enter a ceremony, they expect flowers, music and a row of neatly arranged chairs. They don’t usually anticipate finding an artist at an easel brushing color across a canvas.

But that moment of surprise has become part of the experience when Abby Pohl is in the room.

Pohl notices it every time — people slowing down, gathering near Pohl her setup, asking what she’s painting or how she does it.

“People love it,” she said. “They’re always coming up, asking questions and interacting.”

Pohl doesn’t simply appear at weddings. Couples invite her to be part of their day. Live painting is a service she offers by request, similar to photography. She sets up her easel and paints the moment as it unfolds around her. She studies the light, the emotion and the movement, translating them onto the canvas in real time. By the end of the evening, guests have watched a memory take shape, and the couple has a oneof-a-kind keepsake created in the very space where their story began.

Live painting is still uncommon enough that guests aren’t quite sure what they’re seeing at first, but by the end of the night many said it became one of their favorite parts of the celebration.

“I’ve been painting for a very long time,” Pohl said. “It’s been my language since before I could write my own name.”

Her family has deep ties to central Indiana. Her mother and husband grew up in Carmel, and although she lived there briefly, she was raised in Zionsville for most of her life. She now lives on the north side of Indianapolis.

By 17, Pohl was painting murals and commissioned portraits. After creating a wedding portrait for her sister, she discovered videos of artists painting ceremonies in real time.

“I started seeing some videos of peo-

ple who were doing it live, and I was like, ‘I think I would really enjoy that,’” she said.

Once the idea took hold, she moved quickly.

“I had a friend getting married in two weeks and I said, ‘Could I come paint at your wedding?’” she said with a laugh.

“And they were like, ‘Sure.’ That was my first jump into it, and I just completely fell in love with it.”

Pohl arrives one to two hours before each ceremony to paint the background — venue architecture, light, color and atmosphere.

“As the ceremony starts, I’ll capture a little video or some pictures of the moment the couple wants painted,” she said.

First kisses and aisle dip-kisses remain the most requested.

“Then I’m working on that throughout the rest of cocktail hour and the reception,” Pohl said.

Throughout the evening, guests return repeatedly to see the transformation. Many ask questions; some worried they were distracting her.

“One question I get at almost every

wedding is, ‘Does it stress you out if I watch you?’ If that stressed me out, this would be a terrible career choice,” she said, laughing.

Beyond weddings, Pohl paints live and commissioned portraits; offers live watercolor and ink guest portraits at weddings and corporate events; creates murals for schools, businesses and children’s rooms; and produces commissioned home, garden, family and pet paintings in watercolor or acrylic.

Many brides said the paintings became among the most meaningful keepsakes from their day. Jillian Kempson, a Carmel native who married her husband, Jaron, in Greensburg, asked Pohl to paint their first kiss — framed by the sweeping staircase at Heritage Hill Events.

“When I first saw the canvas, I was amazed by how it looked just like me and my husband,” Kempson said. “Pictures are incredible, but to have a painting frozen in time? That is something to treasure forever.”

Pohl’s work also aligns with a broader shift in wedding planning. National wedding outlets such as Brides maga-

THE FINAL PRODUCT By the end of a wedding, Abby Pohl’s paintings are typically about 90 to 95 percent complete.

She never guarantees a fully finished piece before she leaves — as she doesn’t want to feel pressured to rush a final product — but adds details at home, lets the paint cure and varnishes the final work.

“I’ll put it up in my studio and look at it for a week,” she said.

“Most people won’t notice the small changes I make, but I will.”

Pohl, who is largely self-taught, adapts her approach to each venue and couple.

She gravitates toward saturated color palettes and strives to paint the feeling of the moment.

“Sometimes a picture looks dull, but it didn’t feel that way in the moment,” she said. “I want it to feel like it felt when you were in the room.”

Cookie shop opens in Nora

By Leila Kheiry leila@youarecurrent.com A new storefront in Nora is serving up sweet treats, one cookie at a time, with signature deep-dish cookies filled and/or topped with gooey flavors.

Crave Cookies opened in mid-October in Nora Plaza, 1250 E. 86th St., strategically positioned next to a popular Starbucks and across the street from North Central High School. Director of Operations Sarah Ayoub-Pacheco, a Noblesville resident, said owners Cody Selman and Jamie Little of Zionsville were looking for a new franchise opportunity. They also own a Nothing Bundt Cakes store.

Ayoub-Pacheco said a friend of Selman’s went to a Crave Cookies in Fishers and recommended it, which eventually led to opening the Nora store.

“The concept is deep-dish cookies (and) loaded sodas,” she said. “We rotate the cookie flavors — five flavors rotate constantly.”

“A lot of them have a filling, like the Dubai one, you’re going to have that pistachio cream inside the whole brownie cookie,” she said. “Right now, we have a turtle one (with) a big chunk of caramel right in the center.”

The store’s loaded sodas are also called “dirty sodas,” which have flavors mixed into classic soda pops.

Teens fundraise for HSHC

By Samantha Kupiainen news@currentincarmel.com Three Carmel High School juniors are trying to raise $50,000 for Pets Healing Vets as part of a project for DECA, a competitive business club.

The Carmel DECA chapter is the largest in Indiana and the ninth largest in the world.

“We have to choose a project where we reach out to businesses and foundations that are running well but have a slight issue, and we come in and try to help resolve that,” said Rajeev Singh, a CHS junior and member of Carmel DECA. Along with Grant Mu and Carlo Federici, also CHS juniors, Singh is partnering with the Humane Society for Hamilton County to raise the funds.

According to the Humane Society for Hamilton County, its Pets Healing Vets program supports Hoosier veterans suffering from post-traumatic stress disorder or traumatic brain injury by pairing them with carefully selected shelter animals in need of homes. As part of the program, the Humane Society fully funds the lifetime costs of the

shelter pets.

To date, more than 45 veterans have benefited from the program.

To reach their $50,000 goal, the three students have launched a few social media campaigns. They also hosted a 3-on3 basketball tournament in November to raise funds.

Grant, Singh, and Federici are interested in pursuing careers in finance or economics.

Cheers! Huse Culinary offers limited-release specialty bourbon news@youarecurrent.com Earlier this month, Huse Culinary, Inc., — the ownership group behind St. Elmo Steak House in downtown Indianapolis — began offering its new limited-release bourbon, Rare Saint Trinity of Port.

Available for purchase at select Indiana retailers, Rare Saint Trinity of Port is a blend of four whiskeys aged a minimum of five years and finished individually in ruby, tawny and white port barrels. Only 834 bottles were released. Prices range between $79.99 and $89.99 per bottle.

Rare Saint Trinity of Port can be purchased at all Total Wine & Spirit locations and select Noble Wine & Spirits and 21st Amendment Wine & Spirits stores.

It also is featured across Huse Culinary restaurants, including St. Elmo Steak House, Harry & Izzy’s, HC Tavern + Kitchen, 1933 Lounge and HC Tavern by St. Elmo locations.

Bryn Jones, vice president of marketing and sales for Huse Culinary, Inc., answered the following questions from Current about Rare Saint Trinity of Port.

CURRENT: Rare Saint Trinity of Port is described as capturing the “warmth and camaraderie” of a St. Elmo Steak House evening. Can you tell us how you managed to translate the specific atmosphere of a legendary dinner service into a whiskey profile?

JONES: Rare Saint was inspired by the feeling you get during a great night at St. Elmo — when the room is buzzing, the food is memorable and the company is even better. We wanted the whiskey to capture that same warmth and connection. The blend has a richness and generosity to it that makes you want to share it with someone, which is exactly what hospitality is all about.

CURRENT: Finishing whiskey in port wine barrels isn’t new, but using a blend of ruby, tawny and white port is very unique. What does that specific combination of three different ports add to the flavor that a standard finish wouldn’t achieve?

JONES: Using ruby, tawny and white port give this whiskey a flavor story instead of a single note. Ruby brings bright, juicy fruit. Tawny adds that deeper caramel, nutty character; and white port lifts everything with a touch of lightness and subtle floral or stone-fruit notes. Blending all three gives the whiskey layers to explore. It stays sweet and full, but never flat.

CURRENT: The tasting notes mention rich flavors like butterscotch, caramelized butter pecan and toasted cedar. For someone who isn’t a master sommelier, what is the first thing they are going to notice when they take that first sip?

JONES: The first thing most people notice is the sweetness and smoothness — something like caramel or soft butterscotch right up front. The port influence gives it a round, warm feel with some toasted, nutty notes as it settles in. You don’t need

a trained palate to enjoy it; it’s a really welcoming first sip.

CURRENT: This release is bottled at barrel strength.

General consumers often assume high proof implies “the burn,” yet this has won awards for its drinkability.

How did you balance that high-proof intensity with the smooth, sweet notes of the port finish?

JONES: Even though it’s barrel strength, the port finish really helps soften the edges. The wine-soaked barrels add body and sweetness, which naturally cuts down the burn people expect from higher-proof whiskey. We bottle it strong so people can enjoy it however they like—neat, with a little water, or over ice. That flexibility is part of the hospitality behind the brand.

CURRENT: You recently took home “Blended Whiskey of the Year,” along with a Double Gold rating.

What does that level of industry recognition mean for the team, specifically for a limited release like this?

JONES: Winning “Blended Whiskey of the Year” and Double Gold means a lot to our team. We put a lot of pride into our tasting panel and barrel selection process, so having that work recognized on a big stage feels like a real win. It reinforces why we created Rare Saint in the first place: To craft whiskey our team is proud to make and our guests are excited to drink.

CURRENT: Given your roots in the culinary world, how do you recommend people enjoy Trinity of Port? Is this a whiskey meant to be paired with a steak dinner, or is it best enjoyed neat by the fire?

JONES:Coming from the culinary world, we never want to tell people how to enjoy something great — but we do love it after a steak dinner or shared with good company. Neat or with a little water really lets the port finish shine. It’s a whiskey meant for slow sipping and good conversation.

CURRENT: With the holidays approaching, who is the ideal recipient for this bottle? Is this strictly for the hardcore bourbon collector, or is it accessible enough for someone just starting to explore high-end whiskeys?

JONES: This bottle hits both ends of the spectrum. Collectors will appreciate how unique and limited it is, but the sweeter, approachable profile also makes it a great gift for someone just getting into high-end whiskey. It’s the kind of bottle you open during a meaningful moment or a good conversation — which is exactly what we hoped for.

D-2796-25 CURRENT IN CARMEL AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING CARMEL CITY CODE CHAPTER 3, ARTICLE 2, SECTION 3-58, CHAPTER 6, ARTICLE 4, SECTION 6-63, 12.16.25 • youarecurrent.com CHAPTER 8, ARTICLE 4, SECTIONS 8-40 AND 8-41, CHAPTER 8, ARTICLE 5, SECTION 8-46, AND ADDING CHAPTER 8, ARTICLE 4, SECTION 8-44 Synopsis: Ordinance establishing regulations of the use of Micromobility Devices within the City of Carmel WHEREAS, the City of Carmel (the “City”) desires to provide safe, efficient, and sustainable transportation options for its residents, visitors, and businesses; and WHEREAS, the use of Micromobility Devices, such as electric scooters, electric bicycles and others, has increased substantially, offering a convenient, environmentally conscious, and affordable mode of transportation for short-distance trips; and WHEREAS, it is essential to establish clear regulations governing the operation of Micromobility Devices and other devices to ensure the safety of riders, pedestrians, and other users of City’s multiuse trails, sidewalk, trail, and road networks, and to promote sustainable transportation options while managing potential conflicts, minimizing risks to riders, pedestrians, and congestion, and maintaining the high quality of life enjoyed by Carmel residents; and WHEREAS, these regulations are intended to complement and not supersede existing state and federal laws pertaining to the operation of motor vehicles and other transportation devices.

NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the City of Carmel, Indiana, as follows: Section 1. The foregoing Recitals are fully incorporated herein by this reference.

Section 2. Chapter 8 Article 4 Section 8-44 of Carmel City Code is hereby amended and shall read as follows: Ҥ 8-44 Micromobility Devices.

(1) Purpose. The purpose of this section is to regulate the use of Micromobility and E-Moto Devices within the City of Carmel to ensure public safety, manage congestion, and promote sustainable transportation options while minimizing risks to riders, pedestrians, and other users of City’s multiuse paths, greenways, sidewalks, trails, and road networks.

(2) Definitions. For the purpose of this section, the following definitions shall apply: Micromobility Device. Any open-air device designed for personal transportation, propelled wholly or in part by a mechanical or electrical motor, regardless of whether it also incorporates human power, and typically operating at lower speeds than traditional motor vehicles like cars or motorcycles, and not exceeding three (3) feet in width. The term does not include motorized wheelchairs, assistive mobility electric scooters, electric knee scooters, golf carts, go-karts, low speed vehicles, electric trikes, electric mopeds capable of reaching speeds exceeding twenty (20) miles per hour, electric motorcycles and other E-Moto Devices.

Electric-Scooter (E-Scooter). A device weighing one hundred (100) pounds or less that is equipped with two or three wheels, handlebars, and an electric motor, and which is powered by an electric motor that is capable of powering the device with or without human propulsion at a maximum speed on a paved level surface of no more than twenty (20) miles per hour. The term does not include assistive mobility electric scooters, electric knee scooters.

E-Bike or E-Bicycle. A bicycle with an electric or mechanical motor that assists pedaling, classified into Class 1 (pedal-assist up to 20 miles per hour), Class 2 (throttle and pedal e-assisted up to 20 miles per hour), and Class 3 (pedal-assist up to 28 miles per hour), and complies with applicable regulations of Indiana Code 9-21-11- et seq, as amended.

E-Moto Device. A device powered by electric or mechanical motor that typically exceeds 750 watts and capable of generating speed when powered solely by the motor of more than twenty (20) miles per hour or more.

Examples of E-Moto Device include, but are

not limited to, electric motorcycles, electric mopeds, off-road electric dirt bikes, electric trikes, and other non-classified devices. The term does not include golf carts or low speed vehicles.

Greenway Trails. The following multi-use trails within the City of Carmel: the Monon Greenway, the Hagan-Burke Trail, the Greyhound Trail, Bear Creek, the White River Greenway, and other greenway trails that may be designated by the City of Carmel or the Carmel Clay Parrks and Recreation Board or its Department in the future.

Multi-Use Trail. A paved or unpaved path designated for use by pedestrians, bicyclists, and other Micromobility Devices.

Sidewalk. A part of a street between the curb lines, or the lateral lines of a roadway, and the adjacent property lines intended for the use of pedestrians.

Street. For purposes of this section, any public roadway within the City limits which is primarily used for purposes of vehicular travel.

Park. Any land owned or managed by the Carmel Clay Parks and Recreation Board or its Department.

(3) General Regulations.

(1) Permitted and Restricted Locations.

Micromobility Devices may be operated in the following areas within the City of Carmel: a) Except for exceptions for device-specific regulations as set forth in this section, any Streets having a posted speed limit of forty (40) miles per hour or less. Operators of Micromobility Devices must adhere to the same traffic laws and regulations as bicyclists. All Micromobility Devices ridden on a Street or a roadway shall be operated in the right-hand lane.

An operator of a Micromobility Device who is proceeding at less than the normal speed of traffic shall pull over when safe to allow faster-moving traffic to pass. b) Designated bicycle lanes and MultiUse Trails, including all Greenway Trails, unless otherwise restricted by signage or this section. c) Parks and other recreational areas, subject to regulations and closures established by the Carmel Clay Parks and Recreation Board or its Department. d) Micromobility Devices may be operated on public Sidewalks in a careful and prudent manner, except in areas where signage explicitly prohibits such operation, in which case users must dismount and walk their devices.

(2) Speed Limits: a) The maximum speed limit for Micromobility and E-Moto Devices on Streets shall be the posted speed limit of that Street. However, in no case shall a Micromobility or E-Moto Device be operated at a speed greater than thirty five (35) miles per hour unless authorized by applicable State law. b) On Multi-Use Trails, the maximum speed limit for Micromobility Devices shall be twenty (20) miles per hour, unless otherwise posted. Operators of Micromobility Devices must adhere to all speed limits and operational regulations established by the Carmel Clay Parks and Recreation Board or its Department when operating within any Park, Greenway Trail, or recreational area. These specific park regulations supersede any differing general requirements set forth in this

section. c) On public Sidewalks, the maximum speed limit for Micromobility Devices shall be fifteen (15) miles per hour. d) When approaching crosswalks, intersections, or areas with high pedestrian traffic, operators must reduce their speed to a safe and reasonable level.

(3) Operational Rules. An operator of a Micromobility Device: a) Shall obey all applicable traffic laws, signals, signs, and markings; b) Shall yield the right-of-way to pedestrians at all times; c) Shall pass pedestrians at a safe distance, providing a minimum of three (3) feet of clearance if possible, and must wait until it is safe to pass; d) Shall immediately dismount and walk their device if passing a pedestrian cannot be executed safely, or if insufficient space exists to maintain a safe distance; e) Shall provide an audible advance warning (e.g., bell, horn, voice) when approaching pedestrians from behind; f) Shall avoid sudden or erratic movements that could endanger others; g) Shall give due regard to the safety of others, including those with visual, auditory, or mobility impairments; h) Shall keep the Micromobility Device under directional, speed, and stopping control at all time; i) Shall not operate in an irregular or reckless manner to disregard their own safety, others, animals, or property; j) When emerging from an alley, driveway, garage or building, upon approaching a Sidewalk or Multi-Use Trails extending across any such alley, driveway, garage or building, shall yield the right-of-way to all pedestrians and other users traveling on said Sidewalk or Multi-Use Trail; k) When entering a Street, shall yield the right-of-way to all vehicles and other users traveling on said Street; and l) Operators of Micromobility Devices must adhere to all speed limits and operational regulations established by the Carmel Clay Parks and Recreation Board or its Department when operating within any Park, Greenway Trail, or recreational area. These specific park regulations supersede any differing general requirements set forth in this section.

(4) Device-Specific Regulations. a) Electric Scooters (E-Scooters): 1. Shall not exceed a weight of 100 pounds.

2. Operators of E-Scooters shall comply with all applicable regulations of Indiana Code 9-21-1113.6, as amended.

3. Use of locking devices to secure E-Scooters shall not damage public or private property. b) Electric Bicycles (E-Bikes): 1. Class 1, Class 2, and Class 3 E-Bikes are permitted in locations where traditional bicycles are allowed.

2. Class 3 E-Bikes shall not be operated by persons younger than fifteen (15) years of age. c) E-Moto Devices: 1. Operation of E-Moto Devices is prohibited on all Sidewalks, and Multi-Use Trails, including Greenway Trails. Operating an E-Moto

Device on Sidewalks, Multi-Use Trails, including Greenway Trails and exceeding the speed limits established for Micromobility Devices in subsection c(ii)(2)-(3) constitute additional and separate violations of this section.

2. Operators must comply with safety and operational rules and regulations for motor driven cycles as outlined in Indiana Code 9-19- et seq.

(5) Safety Requirements. In addition to requirements outlined in Chapter 8 Article 4 Section 8-40 of this Code, operators of Micromobility Devices shall comply with the following safety requirements: a) Helmet Use: All riders younger than sixteen (16) years of age operating Micromobility Devices, must wear a properly fitted and fastened helmet. b) Distracted Operation: Operators of Micromobility Devices must not use cell phones or other electronic devices while operating the Micromobility Device, unless using a hands-free device. c) Micromobility Devices may only carry the number of passengers for which they are designed. d) Operators shall not attach the device or themselves to any moving motor vehicle by tow rope, hand grip or otherwise. e) Operators shall not tow any other vehicle or device upon the Streets, Sidewalks, Park, roads or Multi-Use Trails of the City unless the vehicle or device is manufactured for such use.

(6) Compliance with State Regulation.

Operators of Micromobility and E-Moto Devices shall comply with all applicable State laws, rules and regulations relating to licensing, operation, and maintenance of such devices.

(7) Enforcement. a) The City shall issue an ordinance violation citation to any person violating any provision of this section in the following amounts, which shall be processed and paid to the Carmel Ordinance Violation Bureau (“OVB”) as follows: 1. First Offense: One Hundred Dollars ($100.00); 2. Second Offense within the same rolling 365 day period of time: One Hundred Fifty Dollars ($150.00); and 3. Third Offense and each additional offense within the same rolling 365 day period of time: Two Hundred Fifty Dollars ($250.00) and impoundment of the Micromobility or E-Moto Device. b) Failure to pay OVB citations in the manner proscribed herein, and/or pursuant to Carmel City Code § 2-14, may result in formal court proceedings being initiated by the Office of Corporation Counsel.

(8) Impoundment: a) Micromobility or E-Moto Devices may be impounded for repeated violations as outlined in subsection c(vii). The City or its contactor may impound Micromobility or E-Moto Devices to a private impound facility. b) The owner of an impounded Micromobility or E-Moto Device, or a parent or legal guardian if the Micromobility or E-Moto Device is operated by a minor, shall be responsible for all impoundment and storage fees.

Section 3. Chapter 3 Article 2 Section 3-58 of Carmel City Code is hereby amended and shall read as follows: “§ 3-58 Establishment of Violations Bureau and Appointment of Violations Clerk. (c) The following ordinance violations are designated as subject to admission before the Violations Clerk: (4) All Micromobility and E-Moto Device ordinance violations described in § 8-44 subject to the schedule of fines contained in § 8-44.”

Section 4. The following subsections of Carmel City Code Section 6-63 are hereby amended and shall read as follows: “§ 6-63 Regulation of Vehicular and Equipment Use on Sidewalks, Multi-Use Paths, Bicycle Lanes, and Roadways. (a) Definitions. As used in this section, the following terms have the following meanings: Bicycle. Any vehicle that is foot-propelled and propelled by human power only, irrespective of the number of wheels in contact with the ground” Section 5. Chapter 8 Article 4 Section 8-40 of Carmel City Code is hereby amended and shall read as follows: “§ 8-40 Operation of Motor Vehicles and Bicycles in Roadways and Bicycle Lanes. (a) Definitions.

Bicycle. Any vehicle that is foot-propelled and propelled by human power only, irrespective of the number of wheels in contact with the ground.

Bicycle Lane. That portion of a Roadway or Roadway shoulder that has been distinguished from the portion of the Roadway that is to be used by Motor Vehicle traffic by a painted stripe, a curb, or another bicyclist traffic control marking or device.

Micromobility Device. A Micromobility Device has the meaning set forth and as defined under § 8-44.

Motor Vehicle. Any vehicle that is propelled in whole or in part by a motor or any mechanical or artificial means, or is being pushed or towed by the same, except: 1) A Bicycle or Micromobility Device; 2) A manual or power wheelchair; 3) An electric personal assistance mobility device that constitutes a self-balancing, two-wheeled device designed to transport one person with an electric propulsion system with an average power of 750 watts or one horsepower and that has a maximum speed of less than 20 miles per hour when operated on a paved level surface powered solely by said propulsion system and is operated by a person weighing 170 pounds; 4) A City or Carmel-Clay Parks and Recreation owned or leased snow plow, snow blower, sweeper, lawn mower, maintenance vehicle or repair vehicle; 5) A City or Carmel-Clay Parks and Recreation owned or leased public safety vehicle; 6) An Authorized Emergency Vehicle, as that term is defined in City Code § 8-1; 7) A lawn mower, sweeper, or snow removal machine weighing no more than 2,200 pounds; and 8) Any vehicle so designated in writing by the City of Carmel Board of Public Works and Safety.

Roadway. All roads, streets, highways, alleys, courts, squares, or other public ways in the City that are dedicated and open to public use for Motor Vehicle traffic. (b) Drivers to Exercise Due Care. The driver of any Motor Vehicle operating on any roadway located within the City’s corporate limits

shall exercise due care to avoid colliding with any person then operating a Bicycle or Micromobility Device upon such Roadway, and shall, if necessary, give warning by the sounding of a horn and by exercising such other precautions as are necessary to avoid a Motor Vehicle and Bicycle or Micromobility Device collision. (c) Turning Right in Front of a Bicycle. When a Motor Vehicle and a Bicycle or Micromobility Device are traveling in the same direction on or along any Roadway located within the City’s corporate limits, the operator of the Motor Vehicle overtaking such Bicycle or Micromobility Device shall not turn to the right in front of the Bicycle or Micromobility Device until the Motor Vehicle is safely ahead and clear of the Bicycle or Micromobility Device so as not to strike it or impede the Bicycle’s or Micromobility Device’s forward progress. (d) Turning Left in Front of a Bicycle. The driver of a Motor Vehicle operating within the City’s corporate limits shall, when entering an intersection with the intention of turning left therein, yield the right-of-way to a Bicycle or Micromobility Device then approaching the intersection from the opposite direction whenever a failure to do so would cause the approaching Bicycle or Micromobility Device to strike the Motor Vehicle or to engage in evasive actions that impede the Bicycle’s or Micromobility Device’s forward progress in order to avoid such a collision. (e) Passing of Bicycles. The driver of any Motor Vehicle operating within the City’s corporate limits, whenever passing a Bicycle or Micromobility Device then proceeding in the same direction on any Roadway, shall maintain at all times a distance of not less than three feet from said Bicycle or Micromobility Device during the entire passing maneuver. (f) Boarding or Exiting from Vehicles. No person shall open or leave open the door of any Motor Vehicle standing or stopped on or along any Roadway located within the City’s corporate limits in any manner that interferes with or impedes the forward progress of any Motor Vehicle or Bicycle or Micromobility Device then present in and on said Roadway. (g) Operation of Bicycles and Micromobility Devices on a Roadway or Bicycle Lane.

(1) No person operating a Bicycle or Micromobility Device on a Roadway or Bicycle Lane shall ride other than upon the permanent and regular seat attached thereto, carry any other person upon such Bicycle otherwise than upon a firmly attached and regular seat thereon.

(2) No person operating a Bicycle or Micromobility Device on a Roadway or Bicycle Lane shall carry any package, bundle, or article which prevents him or her from keeping both hands upon the handlebars.

(3) No person shall operate a Bicycle or Micromobility Device on a Roadway or Bicycle Lane from one-half hour after sunset until one-half hour before sunrise unless the Bicycle is equipped with a light on the front of the Bicycle exhibiting a white light visible from at least 500 feet to the front and a light or reflector on the rear visible from at least 500 feet to the rear.

(4) The operator of any Bicycle or Micromobility Device on a Roadway or Bicycle Lane shall signal his/her intent to turn, stop, or decrease speed by giving the hand/arm signals required by state law.

(5) The operator of any Bicycle or Micromobility Device on a Roadway or Bicycle Lane shall obey all posted stop and/or yield signs.”

Section 6. Chapter 8 Article 4 Section 8-41 of Carmel City Code is hereby amended and shall read as follows: Ҥ 8-41 Operation of Motor Vehicles in Roadways with Bicycle Lanes. (a) Definitions.

Bicycle. Any vehicle that is foot-propelled and propelled by human power only, irrespective of the number of wheels in contact with the ground.

Bicycle Lane. That portion of a Roadway or Roadway shoulder that has been distinguished from the portion of the Roadway that is to be used by Motor Vehicle traffic by a painted stripe, a curb, or another bicyclist traffic control marking or device. In any action brought to enforce the provisions of this section, the City shall have the burden of proof that a Bicycle Lane has been clearly demarcated and properly signed.

Micromobility Device. A Micromobility Device has the meaning set forth and as defined under § 8-44.

Motor Vehicle. Any vehicle that is propelled in whole or in part by a motor or any mechanical or artificial means, or is being pushed or towed by the same, except: 1) A Bicycle or Micromobility Device; 2) A manual or power wheelchair; 3) An electric personal assistance mobility device that constitutes a self-balancing, two-wheeled device designed to transport one person with an electric propulsion system with an average power of 750 watts or one horsepower and that has a maximum speed of less than 20 miles per hour when operated on a paved level surface powered solely by said propulsion system and is operated by a person weighing 170 pounds; 4) A City or Carmel-Clay Parks and Recreation owned or leased snow plow, snow blower, sweeper, lawn mower, maintenance vehicle or repair vehicle; 5) A City or Carmel-Clay Parks and Recreation owned or leased public safety vehicle; 6) An Authorized Emergency Vehicle, as that term is defined in City Code § 8-1; 7) A lawn mower, sweeper, or snow removal machine weighing no more than 2,200 pounds; and 8) Any vehicle so designated in writing by the City of Carmel Board of Public Works and Safety.

The driver of any Motor Vehicle then operating within the City’s corporate limits shall, when traveling on a Roadway that contains a designated Bicycle Lane, yield the right-of-way to all persons then operating Bicycles or Micromobility Device on and within said Bicycle Lane. (c) Turning on Roadways with Bicycle Lanes.

The driver of any Motor Vehicle operating within the City’s corporate limits shall, when traveling on a Roadway that contains a designated Bicycle Lane, enter the Bicycle Lane to make a right turn only after yielding to all persons then operating a Bicycle or Micromobility Device on and within said Bicycle Lane and only when doing so will not cause any Bicyclist or Micromobility Device operator to collide with the Motor Vehicle or to take evasive actions that impede the Bicycle’s or Micromobility Device’s forward progress in order to avoid such a collision. (d) Driving on Bicycle Lanes. No driver of any Motor Vehicle operating within the City’s corporate limits shall drive and or park said Motor Vehicle in, on, or upon any designated Bicycle Lane or otherwise impede any Bicycle or Micromobility Device then operating on and within said Bicycle Lane except when safely entering or exiting a legal parking space and then only after yielding to all per-

sons then operating a Bicycle or Micromobility Device on or within said Bicycle Lane and when doing so will not cause any Bicyclist or Micromobility Device operator to collide with the Motor Vehicle or to take evasive actions that impede its forward progress in order to avoid such a collision.”

Section 7. Chapter 8 Article 5 Section 8-46 of Carmel City Code is hereby amended and shall read as follows: Ҥ 8-46 General Parking Restrictions. (e) Bicycle, E-Moto and Micromobility Device Parking.

(1) No person shall park any bicycle, E-Moto or Micromobility Device (for purposes of this Section, a Micromobility Device has the meaning set forth and as defined under § 8-44) upon the traveled portion of any public street, multi-use path, or bicycle lane.

(2) A bicycle, E-Moto, or Micromobility Devices must be parked in designated areas where available.

(3) A bicycle, E-Moto or Micromobility Device located on any public property within the City’s corporate limits shall be parked only in a rack provided to support the bicycle, E-Moto or Micromobility Device, against a building, or in such other manner as not to impede pedestrian traffic thereon and other vehicles movement or obstruct sidewalks, multiuse paths, or access to buildings.

(4) A bicycle, E-Moto, or Micromobility Device should be parked upright and not left lying on the ground.”

Section 8. Education and Awareness. The City of Carmel will conduct a public awareness campaign to educate residents, visitors, and businesses about the regulations governing Micromobility and E-Moto Devices. Information about this Ordinance and related safety resources will be made available on the City’s website and at other public locations.

Section 9.If any portion of this Ordinance is for any reason declared to be invalid by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance so long as enforcement of same can be given the same effect.

Section 10. This Ordinance shall be reviewed periodically by the Common Council to ensure its effectiveness and relevance in addressing evolving transportation trends and technologies. The City will solicit input from residents, businesses, and advocacy groups prior to making any significant amendments to this Ordinance.

Section 11. If a change is needed immediately due to public safety hazard the City’s executive may make a change to any provision of this Ordinance for up to 180 days prior to Common Council codification or rejection of said change.

Section 12. This Ordinance shall be in full force and effect upon its passage and signing by the Mayor and such publication as required by law.

PASSED by the Common Council of the City of Carmel, Indiana, this 17th day of November, 2025, by a vote of 9 ayes and 0 nays.

Age-old observations about getting old Commentary by Dick Wolfsie This week, I have a few final observations as we head into 2026.

Every few days, my printer temporarily refuses to print. It sounds like it’s trying to process something, maybe something disagreeable that I wrote, and struggles to spit it out. Then I see a display saying the device is running a self-diagnosis, with a prompt that says: Do Not Interrupt. Recently, I waited two minutes for it to finish. I am from New York. I can’t resist interrupting anyone or anything for that long.

Next, I am so tired of watching these mystery shows when someone gets a text. It must be important, but why can’t I ever read what it says? They either show it too quickly or the message is too small or blurry. Then my wife Mary Ellen and I try to rewind the video, stop it at the right moment, and scamper to the TV to zoom in,

literally, by getting nose to nose with the screen. This happens several times during a show. I shouldn’t get out of breath watching a movie.

Last weekend, I attended a “Star Trek” convention. Because I have been retired for several years, I am seldom recognized now. But that Saturday afternoon, several people did identify me.

However, they showed little emotion or enthusiasm when they met me. I was very upset, but then I realized that they were all dressed as Mr. Spock.

ORDINANCE NO. D-2803-25 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING CHAPTER 8, ARTICLE 3, SECTION 8-20 OF THE CARMEL CITY CODE Synopsis: Ordinance amending speed limit(s) on City street(s) in the Deerfield subdivision.

WHEREAS, the City of Carmel (the “City”) has the power and authority, under Indiana Code Section 9-21-5-6(b), to regulate speed limits on local streets within the City’s corporate limits; and WHEREAS, Carmel City Code Chapter 8, Article 3, Section 8-20 establishes twenty-five (25) m.p.h. speed limits on certain streets within the City’s corporate boundaries; and WHEREAS, pursuant in part to the recommendations of the City Engineer, the Common Council of the City now finds that it is in the interests of public safety and welfare to amend Carmel City Code Chapter 8, Article 3, Section 8-20 to add additional street(s).

NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the City of Carmel, Indiana, as follows: Section 1. The foregoing Recitals are fully incorporated herein by this reference.

Section 2. Carmel City Code Section 8-20(a)(2) is hereby amended to add, in alphabetical order, the following additional City street(s): “§ 8-20 Twenty-five m.p.h. Speed Limit Designations. (a) No person shall drive a motor vehicle in excess of 25 miles per hour on the following streets: (2) Street Names: Brandon Ct Culpepper Drive Deerfield Circle Deerfield Mall Royalton Drive” Section 3. All prior ordinances or parts thereof inconsistent with any provision of this Ordinance are hereby repealed, to the extent of such inconsistency only, as of the effective date of this Ordinance, such repeal to have prospective effect only. However, the repeal or amendment by this Ordinance of any other ordinance does

not affect any rights or liabilities accrued, penalties incurred or proceedings begun prior to the effective date of this Ordinance. Those rights, liabilities and proceedings are continued and penalties shall be imposed and enforced under such repealed or amended ordinance as if this Ordinance had not been adopted.

Section 4. If any portion of this Ordinance is for any reason declared to be invalid by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance so long as enforcement of same can be given the same effect.

Section 5. The remaining portions of Carmel City Code Section 8-20 are not affected by this Ordinance upon its passage.

Section 6. This Ordinance shall be in full force and effect from and after the date of its passage and signing by the Mayor and such publication as required by law.

I’m flattered when people say I look good for my age. The other day, I was at my son’s condo waiting for a repairman. When he arrived, he saw the name Wolfsie on his schedule. He looked at me and said that, as a kid, he always watched WISH-TV. “So, you must be Dick Wolfsie’s father,” he guessed. Which, of course, implied that I looked more than 100 years old. When I told him I wasn’t, he was puzzled. Then he asked if Dick and I were brothers. I said no, but I did tell him he was getting warmer. This was a good thing because he was there to fix the furnace.

Here’s my favorite story about my late mother, Joan, who was also proud

of her youthful appearance. She always made sure that people knew her age, hoping they would say, “You look fabulous for your age.” Years ago, when I visited my family in New Rochelle, N.Y., we went to a local pub for dinner. My mom, then 85, was sitting across from a stranger. As usual, she didn’t wait long to make a subtle comment about her advancing years, hoping for a compliment on her appearance. She turned to the woman and said, “I have been living here in New Rochelle for 85 years.”

The woman’s response was quick and lethal: “How nice. And where did you live before that?”

I’m sure Joan never used that approach again.

Mom would be 108 this month.

Wherever she is, I bet she looks great for her age.

Always stay humble?

Commentary by Terry Anker The last college basketball team to be undefeated in the regular season of play and win the national championship was the Indiana University team in 1976; and the most recent college football team to be undefeated in the regular season and win the national championship was the University of Michigan University in 2023. Notably, the current Indiana University football team is undefeated in the regular season this year but has yet, as of this publication, proved itself perfectly victorious in postseason play. Others have boasted flawless regular seasons but have not competed or lost in the tournament term. UCLA, under famed coach John Wooden in basketball, was stellar in the late 1960s and early 1970s, and the institution managed a remarkable football year in 1954.

Still, it is our own Indiana Hoosiers that sit at the top of the heap with 1945’s football team registering no defeats.

But if the team were to pull off a championship football program this year it would cement them, undisputed, at the

top of the pile. With Purdue University’s basketball team registering a spectacular position in the men’s basketball polling this year, we humble Midwesterners have much to brag about.

Many sports fans will not be surprised to learn of the local team’s prowess, likely already aware. It is just that we can tend to forget, even overlook, our countless accomplishments. There are countless big programs, in big states, with big attitudes. Regardless, we continue to fight, albeit more quietly, above our collective weight class.

How is it that we are more likely to believe big markets are better markets?

What’s to say that we don’t outperform in the arts, finance or science, too? In Proverbs, King Solomon rightly reminds us that pride cometh before the fall, but can we be too humble?
