New councilors to take office

By Sam Elliott • sam@youarecurrent.com Three brand new faces joining the Zionsville Town Council in 2016 will bring a wealth of business experience to town news their new roles.

Representing District 1, Centier Bank mortgage sales manager and loan originator Bryan Traylor is a former president and current board member of the Zionsville Chamber of Commerce. Dr. Kevin Spees, from District 2, has run his private dentistry practice in Zionsville for more than 25 years. New District 5 representative Josh Garrett is the chief strategy officer and a co-founder of MOBI, the town’s largest private employer.

“I think it’ll be helpful to have business owners on the council,” Spees said. “I think it’ll be a good addition.”

All three believe their business acumen will help them help Zionsville as the town continues to push for an 80/20 percent split between its residential and commercial tax revenues.

“That’s something I support and trust we’ll get to. That will alleviate a lot of problems that both the town and school have,” Spees said.

Spees said he’d been thinking about running for town council for a long time, and when mayor-elect Tim Haak wasn’t going to be running in District 2 again, he thought now was the right time.

“I was born and raised here in Zionsville, and I think some councils in the past could have done a better job with some things. I think the current council has done a pretty good job getting things together,” he said. “Zionsville for a long time was not business-friendly and that goes back to when I was a kid even.”

since its launch in 2009.

“Part of that growth was support from Zionsville and support from Boone County, and so if I’m able to tell that story and bring some of that commercial activity we need here, especially from a tax base perspective, that’s sort of what I was hoping to accomplish,” he said.

A highlight of Traylor’s time with the chamber of commerce included taking the staff from part-time to full-time while he was president.

“We grew the membership to an all-time high level and really made the chamber a force in economic development for the area,” he said.

“Having a part in some of that, there were residents that asked me if I would be interested for running for town council. I said, ‘You know what, that has actually come to mind before.’

So I threw my hat in the ring.”

Traylor, who lives in Union Township, said protecting the rural lifestyle common in his district is one of his goals for his time on town council.

“I think that’s a great thing about Zionsville — there’s a little bit of everything for everybody,” he said. “We have some fantastic neighborhoods, but if you want to live a more rural lifestyle you can do that in Zionsville as well.”

Zion Nature Center is hosting its first ever Noon Year’s Eve event from 11 a.m. to 1 p.m.

Dec. 31. The event is nature center open to the public and is designed for families with children too young to celebrate the New Year by staying awake until midnight.

Activities planned for the event include decorating party hats, a balloon drop and grape juice toast at noon, as well as setting resolutions.

“We’re going to ask families to think up some green-type resolutions for the New Year – whether that’s recycling, watching how much water they use, or picking up trash when they’re in the parks,” Nature Center Manager Mindy Murdock said.

Visitors will also have an opportunity to interact with the animals residing at the center.

The event is among many other new programming events that have been added at the nature center over the last year.

“We’re trying to find new ways of getting the community involved in the Nature Center, as well as the entire parks department,” Murdock said. “Zionsville is a great community, and they love to come out and support community programs.”

Space at the nature center, 690 Beech St., is limited, and registration is required. Visitors may register by emailing the total number of guests to naturecenter@zionsville-in.gov.

Many exciting projects on the horizon Commentary by Jeff Papa Zionsville has many changes to look forward to in the new year. One of the most significant efforts underway is the looking ahead pursuit of appropriate commercial development to improve our tax base.

Creekside Corporate Park is a major component of this effort, and we will see significant infrastructure put in place early in 2016. Several companies are currently in various stages of negotiations with the RDC to locate in or near Creekside Corporate Park, and each of them would be welcome additions to our town.

Our multi-year inquiry into the most efficient long-term solution to town hall facilities is

nearing completion. While the option of making major repairs and upgrades to the current building still exists, it becomes more clear with each bit of research that in the long run, that option is far less efficient and very costly. Our efforts around the new building concept continue to focus on efficient design and the ability to build the project without raising any taxes to do so.

Another significant building project in 2016 will be the new Nature Center facility. By working together, the town and the parks department will spend less than it would have cost to find temporary space solutions to build a permanent, larger home for the Nature Center, which can also serve as an emergency operations facility should the current town hall become unusable at any point unexpectedly.

Zionsville’s efforts on electronic information also continue to improve. A new website will soon be functional and much easier for citizens to utilize, and we recently signed an open data protocol with Indianapolis, Greenwood and Fishers; the first regional cooperation of its kind in the nation.

Town government will continue to change, as Tim Haak will become mayor. Amy Lacy will become head of the Dept. of Finance and Records.

I will move back to the city council, and three new members will join the town council.

Three councilors prepare to step down

By Sam Elliott • sam@youarecurrent.com Two longtime members of Zionsville’s Town Council – as well as its most recent addition – have attended their final town news full meeting as councilors, as they’ll no longer serve those roles in the new year.

The outgoing town councilors include: Candace Ulmer, who has been on the council for six years after three years in the role of Union Township trustee, where she was a strong advocate for the 2010 municipal reorganization with Zionsville – the first of its kind in Indiana.

clerk-treasurer — a position now no longer utilized by the town after its recent reorganization with Perry Township.

“I have enjoyed it,” Ulmer said of her time on the council. “What we did (by reorganizing) in 2010, by being the first one in the state to do it … to me, that has been the biggest coup we’ve ever done.”

Steve Mundy, who served on the Zionsville Plan Commission before joining the council in 2010 and taking over as president in January.

“It’s been my pleasure to serve,” Mundy said. “When I was first asked, I said, ‘Absolutely not.’ I had no interest. … I have been gratified by having (served) for 5 1/2 years. I’ve worked with great people and we’ve all had our differences at one time or another, but we managed to get through those. At the heart of all of us, we want to do what’s best for the town of Zionsville.”

Big changes in 2015 still being felt in new year

By Sam Elliott • sam@youarecurrent.com It was an unprecedented year in 2015 for Zionsville as the town swore in its first mayor, but the effects of the change will continue to be felt as the town moves into cover 2016.

The past year saw Zionsville reorganize its government and add more than 15 square miles and more than 1,000 residents, thanks to merging with Perry Township.

The legal battle between Zionsville and Whitestown — which initially blocked the merger before the Court of Appeals ruled in Zionsville’s favor in June — has been taken to the Indiana Supreme Court, but it’s unknown if the Supreme Court will decide to make a ruling in the case in the new year.

“The way it stands now, (the Indiana Supreme Court hasn’t) taken that case, and the court feels that the reorganization happened in the past, and it already exists, so we’re moving forward,” said Jeff Papa, who was Papa sworn in as the town’s first mayor following the Court of Appeals decision June 2. “That’s our structure unless the Supreme Court tells us otherwise. If they would decide to do that, it might be highly dependent on how they wrote the opinion as to what we would have to do next, but hopefully that doesn’t happen because we’ve seen the outcome be very beneficial for the town, and I think the people of Perry Township are happy with the arrangement.”

Tim Haak, a former president and vice president during his eight years on the town council, will begin 2016 being sworn in as the town’s first full-term elected mayor.

Among Zionsville’s biggest projects for 2016 will be a new base of operations for Haak and his fellow town executives as Zionsville is planning to likely build a new town hall building to replace the 53-year-old former church currently in use.

Design plans and funding options for the project — expected to total just less than $9 million for the new building proposed on the north end of the town’s seven-acre Oak Street lot — were discussed at the last Town Council meeting of 2015, although nothing is yet finalized. prepare the southern portion of the lot for future purchase and development, resulting in tax dollars to help fund the project.

“We’re moving forward, and hopefully we’ll be able to break ground in the spring,” Haak said. “We’re narrowing down our funding options. Our architectural plans are nearing completion, and once the facility is built, it’s really going to make a statement. It’ll reflect Haak the energy in the community. We’ve outgrown our church building. The facilities are outdated. They’re small and just not functional and getting to be extremely expensive to maintain.”

••• Should Zionsville need a temporary town hall in 2016 before its new building is complete, the new Zion Nature Center — just south of E. 400 S. on S. 875 E. with construction set to begin by the spring — could serve that purpose.

In its main role as the new nature center, the new building will give Zionsville residents more access to outdoor programs.

“It’ll be nice to have a more visible location,” Supt. of Parks and Recreation Matt Dickey said. “The location we have at the school has been nice, … but understandably with issues with the school not wanting the general public to access it during school hours, we’re limited to weekends nine months of the year. It’ll be nice to have something we can have open more to the public and expand our programming offerings that way.”

Following Zionsville’s official designation as a Bicycle Friendly Community in 2015, the town will move forward with design-

ing plans for additional bicycle and pedestrian trails. Designing and getting public input on how to utilize donated land in the Vonterra subdivision is also on the parks and recreation radar for the new year, as is a grant seeking funds for erosion maintenance in Starkey Park.

••• Zionsville residents should be able to take advantage of two new pedestrian and bike paths in 2016 — one along Bloor Lane leading to Zionsville Community High School and another along S. 700 E. between the Royal Run subdivision and Zionsville West Middle School.

Bloor’s eight-foot pathway, two feet off the roadway, is scheduled to be constructed in the summer to avoid school year traffic, while Supt. of Street and Stormwater Services Lance Lantz said he hopes for the S. 700 E. path to be completed by the end of 2016.

The department’s other major project for the new year is the intersection of 96th Street and Zionsville Road, which will receive additional travel lanes going north and south as well as modernized signal equipment. Lantz said construction should begin in the spring and is part of a plan to try and convince the City of Indianapolis to add travel lanes on Zionsville Road south of 96th Street. Lantz said he also hopes the town will one day widen 96th Street going east, and these intersection improvements would play into both those plans, should they be funded in the future.

“For a small community, those are three pretty big projects,” Lantz said. “If they all come to fruition, that would be considered a big success.”

More space, new classes in store for 2016 at ZCHS

By Heather Lusk • news@currentzionsville.com As 2016 prepares to begin, Zionsville Community High School is ready to wrap up a major project. looking ahead The final touches are being put on the ZCHS expansion that began in 2014, which will increase capacity by 400 students and provide enough space through 2025. An engineering and computer science department will be added to the high school with six new courses for the next school year, which includes two Project Lead the Way courses focusing on science, technology, engineering and mathematics.

The Project Lead the Way curriculum is already in place for upper grade students at the middle school level, and school superintendent Dr. Scott Robison said he intends to recommend it for all four middle level grades.

“A recommendation to the board in March or April of 2016 will include restoration of our elementary wellness/fitness/health teachers,” Robision said. The coursework for these teachers would extend beyond physical education instruction.

In 2016, the Zionsville Education Foundation expects to donate its one millionth dollar.

“As of today we have given over $900,000 in the last 20 years,” ZEF executive director Tracy Phillips said.

In January ZEF will thank small businesses for their support of the schools at a Chamber of Commerce networking event. After the spring grant cycle to be announced in April, ZEF will end its 20th anniversary year this spring by thanking teachers.

“We receive around $10,000 a year from ZCS employees,” said Phillips, who added that many teachers donate a portion of their paycheck to ZEF. “That makes ZCS our largest sponsor.”

Voters’ renewal looking ahead of the 2012 referendum will allow ZCS to sustain programs and class sizes in 2016.

Restoration of courses our students have been missing will be possible, too. ZCS still has the state’s lowest-funded schools, but the successful referendum election will prevent program losses and teacher layoffs.

Revenues from the 2012 operating referendum were used entirely for academic programs and to get class sizes into a manageable range. Hiring and retaining great teachers and counselors is our ever-present imperative.

Project Lead the Way (pre-engineering curriculum) will be recommended for the high school and for some expansion at the middle school level in the new year. The restoration of elementary wellness and fitness curriculum, taught by specifically trained teachers, is slated for August 2016.

Timely debt management allowed ZCS to lower the school tax rate by nearly 25 percent

across tax years 2015 and 2016. Old (2005) bond proceeds were used to gain some needed classroom and event spaces at the high school without a tax increase. Leading the statewide lobbying effort, ZCS helped generate legislator understanding about the broken school funding formula. Zionsville voters’ calls, emails and letters were instrumental in this first of several similar efforts in legislative budget years ahead.

In early 2016, the IU Kelley School of Business will renew the ZCS demographic report. This tool will help ZCS plan for ongoing enrollment growth and plan for new space needs as development continues in Zionsville and Eagle Township portions of Whitestown that are served by ZCS. ZCS leaders are grateful for community support shown in 2015, excited for what 2016 will bring for students and resolute in commitment to continue their stewardship of taxpayers’ resources.

Resolutions: Ho, ho, ho The year that was has almost turned into the year that will be! An early top of the calendar to you all, and we hope your holidays were good to you and yours! Before we go headlong into 2016, we’re going to offer a handful of resolutions. These won’t be the types of resolutions millions make on Jan. 1 each year, only to fall off the wagon about a month later.

No, these are resolutions that have absolutely zero-percent chance of coming to fruition: 1. We resolve that local government spending be curbed to manageable levels.

2. We resolve that there will be no additional referenda for schools.

3. We resolve that there will be a legitimate face of change in this nation and it will be in the name of a legitimate third party.

4. We resolve that the arts in our communities be fully funded, with corporations stepping up in higher numbers.

5. We resolve that budget surpluses are recognized as taxpayer dollars and refunds provided to we poor saps that over-funded the coffers to begin with.

6. We resolve that government grants are “our money,” too.

7. We resolve that every article of the U.S. Constitution be observed so our forebears may return to resting in peace.

8. We resolve that everyone will “move to Costa Rica” if Hillary Rodham Clinton is elected president. (Start packing, folks.)

9. We resolve that those that govern will give the residents of our communities more than lip service.

10. We resolve to awaken from this strange dream.

Dinner at dawn Commentary by Terry Anker With the holiday break upon us, many will be spending a spate of “quality” time with family, loved-ones and other assorted acquaintances. In spinning the television dial (for those younger among our readers it is what we elders used to do to change the channels from a knob attached to the front of the device instead of clicking a remote control from the comfort of the sofa), one can find nearly as many movies dedicated to the strain of interaction with these folks as we can films extoling the virtues of the season. Even good-old George Bailey forgot his “Wonderful Life” for a moment when feeling the pressure of a bumbling uncle, a sick kid and a demanding domestic calendar.

We work ourselves to the breaking point to create perfection – only to have it ignored, at best, or disparaged, at worst, by those to whom we dedicated our effort. We cry out, “I’m sorry you don’t like the dinner I woke up at dawn to prepare for you and your un-

derserving clan!” Yet, is seeking appreciation really the point? Naturally occurring sibling rivalry, assorted misunderstanding and every manner of decades-old petty grievance have percolated into a concentrated concoction that is as toxic as it is unnecessary.

It is not to imagine that there aren’t real, legitimate, and powerful reasons to hold a grudge, but one wonders if it really matters.

These people, for the most part, are here to stay. They will be at the table next year, and the year after. We will be at their funerals – and if not, they will attend ours. These ties, even if painful and imperfect at times, deserve our commitment – at least for a day or two per year! Ignore the insult and look for the good. Or, is it possible that we’ve become part of the problem?

Sometimes I just don’t want to be needed. Maybe it’s the holidays, but I am literally about to shiv humor the next person who asks for breakfast, a back rub, help with homework, or anything that involves me and/or my superhuman, Janeof-all-trades capabilities. Being a mom is exhausting.

A large part of this feeling is the nature of being an educator. Teaching high school means I’m basically a surrogate parent to 180 of our future leaders. It’s taxing to say the least, especially on test days when 123 of them realize they have no idea what I’ve been talking about for the last week and they all come for help at 7 a.m. I’m a good enough actress to proceed with patience, but on the inside, I’m questioning the world’s chance of survival when this lots in charge. (Kidding!

You’re all brilliant!)

After a day of helping everyone else’s teenagers, I go home to my four who’ve been left to their own devices for at least an hour. My oldest daughter asks me to listen as she talks stream-of-conscience about her emotions. My youngest begs for help with math and laundry. My oldest just wants me to make him “food.” And my middle son sits so quietly while he plays games on his phone that workingmom guilt compels me to ask if I can do anything for him. Argh!

But I don’t want to do any of this. What I want is to lock myself in my bedroom and zone out on Drunk History. I don’t want to plan dinner or run to the grocery or pick anyone up from [enter your sport here] practice. And I sure as shoot don’t want to play the good wife to my husband, who can often be needier than the kids! “Will you please rub my feet/grab my dry cleaning/watch Top Gear with me?”

No! But of course I do. Because that’s what it means to be a spouse, mother, and/or teacher. We answer the call even when we don’t want to. And on that note, I must go. Someone needs me! Peace out.

Palladium performer Rosanne Cash reconnects with Southern roots

Been planted there for about 25 years and the singer-songwriter loves everything about the city. cover story “I was always a New Yorker at heart, I do believe,” Cash said. “I married a native New Yorker and now my son is a fifth-generation New Yorker on his dad’s side. I just had lunch with five other women who are all writers, one is an architect and one is a scientist. I just love that community exchange of ideas. It’s very good to be a writer in New York.”

Yet the eldest daughter of Johnny Cash and Vivian Liberto was born in Memphis in 1955 before her family moved to California in 1958. Her parents divorced in 1966. Cash later spent some time living in Nashville.

“I’m still connected by blood and family to the South even though I haven’t lived in the South for about 25 years,” Cash said. “I just thought it was anecdotal that I was born in the South and my family were Southerners. But it turns out going back on many trips the last few years my heart was really open to it. I reconnected to these people and these places, some of them feel very haunted. It was a powerful and inspiring experience and a lot of songs came out of it.”

Cash released “The River & The Thread” in January 2014. She will perform songs from that album and other favorites at 8 p.m. on Jan. 8 at the Palladium in Carmel. The album won three Grammy awards in February, including Best Americana album.

It’s a collection of songs by Cash and her husband, John Leventhal. Cash made visits to the South, starting when Arkansas State University contacted her about wanting to buy her father’s boyhood home in Dyess, Ark., and asked the family to get involved in the restoration and the fundraising process.

“I don’t get involved in projects about my dad, but this one really pulled at my heart,” Cash said. “So I got involved. My heart was open and it was a powerful experience.”

This album was a departure in that most of the album’s songs were written in the third person.

“I was writing more about characters and experiences outside of my own,” Cash said. “That was very satisfying, but

challenging at first. One song even went back to my own Civil War ancestors called ‘When the Master Calls the Roll.’ It was one of most satisfying songwriting experiences I’ve ever had and it kind of opened the door in some ways to writing about characters. It was in the tradition of those great Appalachian narrative ballads.”

Cash said many artists will say their last work is their favorite or their best.

“But I bet in 20 years I’ll look back and say that was a real peak for me, that was a special, special album,” she said. “I feel it was the best I could do on every song.”

Part of the appeal of Cash’s music is that it crosses all kinds of genres, country, blues, rock and folk.

“I’m restless and I’m curious and I listen to all kinds of music,” Cash said. “I don’t think you have to join a religion when you are a musician unless you’re a pure jazz or traditional bluegrass (musician) when you are working on specific tradition. I’m a songwriter and I borrow off genres and I love a lot of different kinds of music. You process it and it comes out.

It’s challenging and exciting to try things that are a little out of your wheelhouse.”

What To Expect: Parenting Coordination A recent, positive trend in Indiana family law cases, as well as several other states, has been the application of a parenting coordinator in high conflict situations.

Typically a mental health professional or a lawyer, a parenting coordinator or “PC” is an individual appointed by order of court and charged with managing on-going issues between parents (and others) in cases with constant and substantial disputes involving child custody and parenting time issues. Either party may petition the Court to appoint a parenting coordinator or if they concur that their situation would benefit from the involvement of the PC, the parties can submit an agreement to appoint one, including selecting the PC. What is a PC’s role? The Order of the Court will have considerable detail as to the extent and limitations of the duties of the PC. Depending on the level appointed, the PC may have the ability to act as a communication facilitator, an ongoing mediator and even, essentially, an arbitrator. As a general rule, the PC cannot modify the court order. For example, the coordinator may recommend a different weekly parenting time schedule, however, does not have the authority to modify the amount of time each parent has with the child(ren). All recommendations of the PC require approval of the Court to go into effect and each party has the opportunity to contest these before the judge, if desired. As the goal is to help the parties effectively co-parent and address issues which may arise from time to time, the parenting coordinator typically meets with both parties regularly, receives day-to-day questions and complaints about any aspect of a party's conduct, gather information from outside sources (schools, doctors, counselors, etc.) and works with the parties, first looking for a consensus or at least a basic agreement. If this is not successful, the PC may choose to inform the parties of what the PC believes is in the best interests of the children

in the hopes of pushing the parties to an agreement. Last, the PC may submit their recommendations to the Court if no agreement is possible.

In Indiana, there are several levels of authority in Indiana for PCs. A Level III Parenting Coordinator is the most frequent choice, holding a high level of authority and may make binding recommendations to the parties on the issues presented for consideration. A binding recommendation may only later be set aside by a Court Order after one party formally objects to the recommendations by filing an objection with the Court. Further, parties should be mindful that the parenting coordinator can later testify in court about the non-compliance or other issues which may arise during the sessions.

How much will this cost? Parenting Coordinators are most often attorneys and charge parents for the time involved in addressing the issues presented. The typical Court order will have the parents sharing the costs such that they are both “invested” in the process.

As part of their authority, however, the PC may have the ability to reapportion costs if one party’s lack of cooperation is clearly a primary issue and the source of a disproportionate amount of the costs.

Since you’ll be eating so many decadent delights, you might be looking for a healthier recipes option for some meals.

Here’s one recipe you can find at Donatello’s or make at home for a healthy, but hearty, vegetarian pasta.

Directions: Start off with a skillet warmed up on the stove to medium heat.

Add olive oil as the pan warms up, just enough to fill the bottom on the pan. Usually a few tablespoons.

Once the oil is warm, add a few tablespoons of peeled and chopped garlic. Don’t chop the garlic too fine or it’ll burn quickly.

After the oil and garlic are sizzling and you can see and smell the garlic cooking (usually one or two minutes) then you can add your vegetables. In the photo, you’ll see how chopped mushrooms were added, but you could add anything you like. Tip: Keep in mind, if you added too much olive oil or garlic it will fry your vegetables and make it not tasty.

recommends using whole tomatoes, peeled already and packed in their own juices (better than canned tomatoes packed in water). You’ll want to put on some gloves and put the tomatoes in a bucket or bowl and then squeeze them into small pieces. Once squeezed, a cup of tomatoes is fine.

Add the tomatoes to the sizzling pan of olive oil, garlic and veggies and then let everything simmer on medium heat until the tomatoes are cooked for 3-5 minutes.

Add your cooked spaghetti to the skillet and stir and toss it until it’s all mixed together and ready for plating.

Ingredients for Avocado Aioli: • 2 avocados, halved, seeded and peeled (save the pit) • 2 tablespoons fresh lime juice • 2 tablespoons olive oil • Salt and pepper to taste Directions: Scoop the avocado pulp into the bowl of a food processor. Add lime juice, olive oil, salt and pepper. Process until smooth. Adjust seasoning. Place mix in a bowl, add avocado pit (this helps from turning brown), cover with plastic wrap pressed directly onto the surface and refrigerate. Remove pit when is time to serve.
