Because the next budget legislative session isn’t until 2021, any changes that could affect state budgets would have to happen during the 2021 session.

Spartz said there are government platforms for constituents to address concerns, but she wants to consolidate them into an easier process that is more inclusive and streamlined.

“We want to assess the efficiency of this process,” she said. “I would like to do procedures differently and see how we can look at what we have and can we actually consolidate all of these hotlines into something more? There’s a lot of different ways.

I feel we can have a more streamlined way just to make it more clear or easy.”

Council approves rezone to allow liquor store Compiled by Anna Skinner • anna@youarecurrent.com The Zionsville Town Council met Nov. 4 and approved four items on the agenda. For more, visit zionsville-in.gov.

What happened: The council unanimously approved an ordinance to rezone 1.5 acres at the southeast quadrant of 146th Street and Michigan Road from rural professional business to rural general business.

What it means: Petitioner Matt Price explained the rezone was necessary to allow for a 21st Amendment liquor store to build on one of the outlots zoned on the property. The liquor store is under contract and plans to break ground in the spring. The store is part of a larger development that was originally planned to be anchored by a large grocer, but plans have changed as a result of the market.

Instead, Price said the area more likely is to become a neighborhood

commercial development.

The 21st Amendment is among the proposals to build on 13 outlots. The others include a day care center, a fueling and convenience center and other businesses.

Councilor Kevin Spees asked if the developer received input from the community about placing a liquor store near a day care center. Price said there was no remonstrance when the proposal appeared before the plan commission.

What happened: The council unanimously approved a modification to the committees tied to Boone County Ordinance No. 2008-13.

What it means: The approval was in relation to the above agenda item. It allows the development at the southeast quadrant of 146th Street and Michigan Road to adapt and move forward as a neighborhood mixed-use development instead of what it was previously approved for, which was to be several outlots anchored by a large grocer.

What happened: The council approved the 2020 salary ordinance, 6-0.

What it means: Before the vote, Deputy Mayor Ed Mitro gave a brief presentation. He said the salary ordinance matches the one outlined in the 2020 budget, and that insurance costs do not increase in 2020.

What happened: The Zionsville Town Council unanimously approved an ordinance to vacate a platted alley.

What it means: The alley runs north-south between Fourth and Fifth streets in the Village. Two houses stand on either side of the alley, and the Gorgievski family owns one of the homes. The Gorgievskis requested the council vacate the alley to build a fence. The alley was a 10-foot alley, so the Gorgievskis receive 5 feet and the east-side neighbor receives 5 feet.

DISPATCH Leaf collection — The Town of Zionsville’s Street & Stormwater Dept. will provide curbside leaf collection for residents in the Zionsville urban district this fall. Residents should rake leaves into long, narrow piles along

the curb and be sure to park cars off the street if possible. Leaf collection began Oct. 21 and runs through Dec. 6. It may extend to mid-December if necessary and weather permits. Service schedule varies each week.

“Of course I wrote it down,” I said indignantly, shuffling through a fistful of paper.

“I think this is it,” I added, pulling out a piece that had 9 a.m., or something that looked like 9 a.m., written at the bottom. At the top, it said, “Drfrapn,” which I was sure was the doctor’s name. It also said, “Nvm14,” which was obviously a reference to Nov. 14.

“Why don’t you keep track of your appointments on your computer?” she asked. “It has a calendar with reminders you can use.”

“I tried that once,” I said. “It didn’t work.”

Village Residents Association takes steps to preserve historic structures

By Sadie Hunter sadie@youarecurrent.com In the near future, residents of Zionsville’s Village could have extra protections for their COVER STORY neighborhood if an agreement is reached with the town council.

On Oct. 29, members of the Village Residents’ Association met at SullivanMunce Cultural Center to hear a presentation from the Zionsville Historic Preservation Committee on its latest undertaking – the creation of a conservation district for the residential properties in the Village.

Mark Walters, chair of the Zionsville Historic Preservation Committee, led the meeting.

“A group of folks started expressing concerns about the fact that Zionsville is suffering a little bit of an identity crisis and maybe losing some of its historic heritage,” Walters said.

“There isn’t as much emphasis on our unique history as there has been in the past, so we formed a committee and decided to see what we might be able to do to sort of reengage the citizens and continue to get more appreciation for the history Zionsville has. We are a very unique community in Indiana, given how close we are to a major metropolitan city and the ability we’ve had to maintain our historic integrity with quite an interesting history as a railroad town.

“There are a lot of neat things about Zionsville that we would hate to lose, and we’re concerned that some things might be slipping away, and we don’t want that to happen.”

The occasion isn’t the first time residents have attempted to protect properties in the area. Three other attempts have been made, most recently in 2005-06, when residents worked to create a historic preservation district for the Village, different from a conservation district, which focuses

only on tear-downs, new construction and major structural or additions to existing homes.

“We are not anti-development.

There was a lot of talk during the Sycamore Flats remonstrance about us not wanting change. Nothing is further from the truth,” Walters said.

“We know change is inevitable, and we know it’s healthy. We just want the right change. We don’t want to become the Village of West Clay or Carmel. We have the unique identity, and we want to preserve it. I think the real issue with Sycamore Flats was that it got people to realize that something big can happen and you don’t even know about it until it’s almost done. That got people nervous.

“Whether you supported the project or not, having it kind of sprung on the town was an eye-opener.”

Walters said discussions with town leaders have begun, but there has to be strong support for the ordinance for the Zionsville Town Council to hear it.

“We’re only exploring,” Walters said.

“We’re going to make a real effort to communicate with as many residents of the Village as we possibly can to be able to answer questions, tell them what we’re doing, tell them about why we believe this is important and getting their support. If we can’t get enough support, we’re not going to continue and do all of the work necessary to put a proposal in front of the town.

“We want to make sure we’ve got a pretty strong consensus of residents who believe this is worthwhile.”

Next steps Next steps to establish a conservation district include volunteers going door-to-door and getting the word out to all Village residents. Then, a survey will be conducted in four to six weeks to gauge residents’ support. Walters said if the response is more than 50 percent positive, it would be enough

to present the proposal to the Zionsville Town Council.

If enough support is garnered, Walters said the process will become more formal with the creation of a conservation commission/review board that will create guidelines for the district for the proposal. The final step would be seeking approval from the Zionsville Town Council.

“There are many conservation districts around Indiana,” Walters said.

“There are many historic preservation districts in Indiana. In almost every case where the district ordinance has been put in, property values have gone up. People move there for a reason, and they don’t want that reason to go away. They want it protected.

“So, when they know it’s protected, it makes the value of what they have greater. It stabilizes areas that are undergoing a lot of change, and I think we’re on the cusp on that right now.”

Balancing act

Convention of States Project

Commentary by Terry Anker Do you want the good news or the bad? Conventional wisdom teaches us to get the bad out of the way first. Let’s confront the broccoli before we enjoy the dessert.

It probably is not a bad idea. If we frame our thinking in terms of the most difficult at the outset, we are better equipped to handle tough challenges when fresh and enjoy the upside after the battle.

This approach to life is time-tested to provide superior long-term results, yet much of modern life seems to be predicated on anything but the “long-term.” Companies squeeze reinvestment in favor of executive bonuses. Governments provide generous benefits instantly while knowingly off-laying the responsibility to pay for those programs on future generations. And nonprofits are lauded for meeting today’s needs, not tomorrow’s. Executives and officials are measured on a quarterly (or daily) basis. If we don’t produce right now, there may be no later.

Have we developed a culture of urgency at the expense of one that values planning and investment?

We prefer immediate returns and satisfaction while shunning the accounting for it all. Can we build a house without a solid foundation?

Can we have a stable forest of only fast-growing trees? Can we put the cart before the horse?

A bias for action is good, and we often eat too much at dinner to fully enjoy dessert. Still, can’t we find a healthy balance?

IDs and Jell-O shots Commentary by Danielle Wilson Our oldest turned 21 a few weeks ago. Can you believe it? I know! Based on my photo, you probaHUMOR bly put me at, what, 32?

Maybe 33? Alas, I’m much closer to 50 than my still all-natural hair color might suggest. And though I thought I would feel old celebrating with the birthday boy down in Bloomington, or at the very least uncomfortable as I watched him legally throwback Jell-O shots, my concerns were entirely unfounded.

I quite enjoyed seeing him as an adult and not feeling the need to “mother him.” His life, his choices. Did I internally debate cleaning his apartment, getting him a jacket, or telling him to eat something to absorb the alcohol? Of course! Once a mommy, always a mommy. But I was able to suppress every maternal instinct I had and marvel at the decent job we did in parenting him. As an added bonus, I was carded not once, but twice,

even as my husband, Doo, was waved through. I still have it, folks!

And in some respects, so does Doo. He summoned his college-boy spirit and dove headfirst into the fray, matching his young apprentices drink for drink and crashing on an “if-thisthing-could-talk” couch overnight. At least, I think, that’s what happened.

Per my usual, I bailed on the bar scene fairly early, once an intense game of “Sink the Biz” started and a doable plan to get Doo back to Indy was proposed. He has yet to return, by the way. But what could possibly go wrong?

So, I guess I’m good with having older kids. And apparently, abandoning Doo at IU. Peace out.

They are offered at the Zionsville Community Schools Aquatic Center, 1000 Mulberry St. Sessions are available through May 2020. Each session contains four, one-hour classes on Sundays, at either 11 a.m. or noon. Cost is $10 per session.

Classes are open to children above the age of 3. The adaptive lessons teach the children how to swim while meeting individual needs.

Zionsville Aquatics Director Lisa Brown said 91 percent of all accidental deaths among children with autism is drowning.

“If we get even one child safer in the water and prevent one drowning, the entire process is worth it,” Brown said.

Brown will assist in lessons with the Junior Optimist Club throughout the sessions.

“The purpose of the Zionsville Junior Optimist club is to provide opportunities for members to participate in community serving activities, develop leadership abilities and prepare for responsible roles in society,” Gregory said.

The club is an offshoot of the Zionsville Optimist Club, an organization founded in 1981 to serve youth. The two organizations are a part of Optimist International.

Coffee shop opens downtown

THE VILLAGE Roasted in the Village, 27 E. Pine St., opened Oct. 25. Owner Amy Biggs said the occasion fulfilled a longtime ambition.

“I have lived in Zionsville for 24 years. My two kids went to (Zionsville Community High School),” she said. “I worked in corporate America for 30 years, and for the last 15 years or so, I knew once my kids graduated from college, I wanted to start a coffee shop in the community and open a place welcoming to the community.”

Biggs said she wanted to create to create a welcoming environment for a variety of customers.

“That’s why you’ll see we tried to set up the space with a couple of large tables that can seat eight people, a comfy corner for book club or knitting to sit and hang out and quiet spots to tuck yourself away if you wanted to work,” Biggs said.

A new protection order e-filing service now is available to individuals, advocates and attorneys. The new service is for adults and children who need protection from domestic or family violence, stalking, sex offenses or harassment.

People seeking protection can use the service to request it any time of day, any day of the week, from the privacy and comfort of a safe space, without having to go to the courthouse.

Indiana’s unemployment rate still falling — Two positive takeaways

from Indiana’s August employment report: The state’s unemployment rate recently fell to its lowest level in 18 months, and the number of unemployment insurance claims dropped to their lowest level this year. Indiana’s jobless rate dipped in August to a preliminary 3.3% from 3.4% in July, according to the Indiana Department of Workforce Development. The rate in Indiana hasn’t been that low since February 2018, when it stood at 3.3% for three consecutive months starting in December 2017. In addition, the number of Hoosiers filing for unemployment benefits in August dropped to 14,048, the lowest amount in a single month so far this year. The unemployment rate has decreased 7.3 percentage points since July 2009, the low point of employment, ranking 8th in the nation.

ZCHS students eager to share ’Newsies’

By Mark Ambrogi mark@yoaurecurrent.com Hayden Elefante couldn’t have been more pleased when he learned Zionsville Community MUSICAL High School was putting on “Newsies” for his senior year.

“I’ve loved the show for quite a long time,” Elefante said. “It’s a really unique show because it shows how kids can put their minds together and overcome adult opinions.

It’s a lot of guy-heavy, charisma show.”

Elefante plays Jack, the leader of the newsboys, in the production of “Newsies” Nov. 14 to 16 at the school’s Star Bank Performing Arts Center.

The story is based on the newsboys’ strike of 1899 when powerful New York World News publisher Joseph Pulitzer raised distribution prices at the newsies’ expense.

Elefante has previously performed in ZCHS musicals “Mamma Mia!” and “Les Miserables” and “Oklahoma!”

“This is my favorite because it’s a Disney show and the composer is the same from ‘The Little Mermaid,’” Elefante said. “The vocals are very challenging because they are extremely high. It’s kind of a pop show and the vocals are crazy high for males.”

Elefante said Jack’s character is deeper than he appears at first.

“He doesn’t want to get close to anyone because of his past and no one has cared about him much,” Elefante said. “He’s found himself with these boys and they are kind of like his family.”

As the musical goes on, Jack realizes his feelings for Katherine, a news reporter for one of the big papers, who helps the newsboys publicize their strike.

fighting for her own independence in this career,” Broadwater said.

“She sees this as her big break, so she is going to help these boys out.

She ends up becoming connected to one of the boys along the way.”

Broadwater’s solo is “Watch What Happens.”

“I’ve always loved that song, and being able to sing it and have that challenge is really exciting,” she said. “This has been a big challenge because it’s higher notes than I’ve ever had to sing before.”

“I own the theater where Jack hides out whenever he is trying to escape trouble,” Cross said. “I’m sort of a mother figure for Jack. I give all the newsies a place to stay and create change.”

Cross said her personality and the way she looks is a lot different than the Broadway portrayal.

“I’m making Medda my own and not copying what was on Broadway and giving it my own little twist,” Cross said.

Larkin sings “That’s Rich.”

“I’m a Vaudeville singer, so it’s almost a show within a show,” Cross said. “I have an amazing group of six

girls that are called Bowery Beauties, who are the backup dancers.

It’s a fun number.”

Senior Mahesh Gupta plays Davey, one of the newsies.

“This musical is fun to do with all my friends because it incorporates such a big group into every dance number,” Gupta said. “It’s really cool to see the different pieces moving together and the complexities we are able to do here in high school.”

Senior Garrett Malmborg is cast as Pulitzer.

“As the villain, I’m not going to be in every scene,” Malmborg said.

“My scenes are important. I feel like some of my lines are the most critical lines in the whole show. They move the plot along and cause the central conflict to occur. His whole desire is to make the most profit at the expense of the workers. He’s just concerned with the monetary side of things.”

The show is directed by Samuel Chenoweth. Anne Beck is the choreographer.

The performances are 7 p.m. Nov. 14 and 15 and 2 and 7 p.m. Nov. 16.

None are particularly cost-effective, but hey, you’re worth it. All can be found at Tasteful Times on Olio Road.

Domaine Weinbach Gewurtztraminer, about $25, sounds German, but actually comes from the Alsace region of France. A very pretty white wine, it smells like spiced-fragrant tea (think Constant Comment) and roses. I’d say the wine is off-dry but has a bit of gingery heat to brighten it up. It is a great middle-of-theroad option for the white zin and chardonnay drinkers in your life.

Drouhin Gevery-Chambertin (hails from a Grand Cru vineyard in France) is a pinot noir. A lovely choice with turkey and cranberries because of it

fruitiness, it also possesses some of my favorite flavors in wine: nutmeg, leather and mushrooms. A complex wine with subtle tannins, it’s velvet in the mouth. Around $60ish and worth it.

Finally, this guilty pleasure: Dolce

by Nickel & Nickel. Full disclosure: If I go to dinner and this wine is offered, I always buy a glass for dessert. Always. It’s an expensive treat. This is a sweet dessert wine from Napa Valley, in the style of Sauternes. It is at once, filled with oranges, pears, apricots, vanilla and caramel. Maybe a little butterscotch?

It is billed as “Liquid Gold” and is served chilled. In small amounts. The longer you keep it, the richer it becomes. A 350ml bottle, $90ish.

Try and learn from this Commentary by Curtis Honeycutt Of course, they were gonna try and kill me. Do not try and bend the spoon. Thor, GRAMMAR GUY you gotta try and bottleneck that portal. I could have used more than a thousand other movie quotes to illustrate the fact that the phrase “try and” is a fixture of popular usage.

This begs the question: Does that make “try and” OK? We certainly live in a post-proper society. No longer do we dine in the parlor or take tea on a doily on a regular basis. Does that mean rules don’t apply anymore?

Let’s pump the brakes for a second and examine “try and” and “try to.”

Usually, people say “try and” when they should technically say “try to.” I’m going to try to fix my turntable. I’m going to try and fix my turntable. In these two examples, “try to” is considered standard usage, while “try and” is informal or idiomatic usage that means “try

to.” However, upon further examination, “try and” may communicate something different. If I “try and” fix my turntable, it implies that I will be successful in fixing it. In other contexts, “try and” implies irony and suggests certain failure. “I’d like to see you try and stop me, Batman!”

Shore Temple of India Commentary by Don Knebel The Shore Temple is one of the most visited sites in southern India.

It may once have been TRAVEL a part of a much larger religious complex, now lost to the sea.

In the first millennium A.D., Mamallapuram, about 40 miles south of the modern city of Chennai (once known as Madras), was one of two important ports along the Bay of Bengal. Beginning in the seventh century, the powerful and creative Pallava Dynasty, which conducted trade and diplomatic missions from Mamallapuram, began constructing a series of imposing religious structures near the port, the most famous being the Pancha Rathas (Five Chariots), carved from a single outcropping of granite. To the east of the Pancha Rathas, almost at water’s edge, is the so-called “Shore Temple,” built between 700 and 728 A.D. The Shore Temple is actually three temples erected on a single platform.

All three are in the shape of a pyramid, erected from blocks of granite, making them among the oldest such structures in southern India. Two of

the temples honor Shiva, considered the supreme god by many Hindus. A smaller temple is devoted to Vishnu, another important Hindu deity. In the five-story main Shiva temple, which opens to the rising sun, the deity is represented by the Shiva Lingam, a glistening phallic-like stone representing fertility.

When Marco Polo visited the coast of the Bay of Bengal in 1292, he reported seeing what he described as “Seven Pagodas.” The Shore Temple was probably at least one (or perhaps three) of those pagodas. The devastating tsunami in December 2004 temporarily uncovered another temple constructed from granite blocks just offshore, leading to speculation that the rest of the seven pagodas are now under the Bay of Bengal. The area including the Pancha Rathas and the Shore Temple is now a UNESCO World Heritage site.
