For Zionsville Community High School coach Jeff Anderson, one of the best parts of his team winning achievement the school’s first girls state golf championship was sharing the moment with past members.

“It was cool. I saw a lot of familiar faces from the past,” said Anderson, who has been the coach for 10 seasons. “It was neat to see parents and former players come back and support the program. It’s a family that we have and we grow every year.”

The Eagles won the title Sept. 30 at Carmel’s Prairie View Golf Club with a score of 620, 18 strokes fewer than second-place Westfield.

“It’s special to get that first one,” sophomore Annabelle Pancake said.

Previously, Zionsville’s best finish was third in 2013.

Whitestown diners can recoup nearly $300K in taxes

By Ann Marie Shambaugh AnnMarie@youarecurrent.com Ten Whitestown restaurants have been collecting Zionsville’s 1 percent food and beverage tax, leading to Zionsville finance receiving nearly $300,000 that should have never been collected from taxpayers.

Whitestown Town Manager Dax Norton said he received the totals from officials at the Indiana Dept. of Revenue, which has been investigating the issue in recent months.

All of the restaurants Norton except two are in the 46077 ZIP code, which means they have Zionsville addresses even though they are in Whitestown. Officials have said they believe the town boundaries not matching up with the ZIP code boundaries is primarily what led to the confusion.

El Rodeo and Flap Jacks, the two restaurants that were open when the tax went into effect in 2008, have been charging it since then, Norton said. Most others have opened in the last few years.

Zionsville will be required to return the tax money. Town Attorney Heather Willey said the town likely will repay the funds through future food-and-beverage tax collections.

It likely will go into a special account and be refunded during a certain time period to

customers who can provide receipts showing they paid the tax. Officials are still determining exactly how that process will work.

Food-and-beverage revenue varies from year to year, but Willey said it has generally been increasing and totals about $350,000 per year. Its uses include town hall loan payments, façade improvement grants and supporting charitable organizations. It also provides funds for zWORKS, the Zionsville Chamber of Commerce and Boone EDC. When they became aware of the problem, Willey said town officials contacted the state to request a list of all businesses collecting ZiWilley onsville’s food and beverage tax. They learned that most of the restaurants shouldn’t have been charging the tax at all, while two — Subway and Which Wich — should have collected it for Boone County, not Zionsville, Willey said.

Norton said as of last week a couple restaurants still were charging the tax. Emily Landis, DOR director of external communications, said Oct. 4 that the agency sent notices to the affected businesses to stop charging the tax. Two of the nine responded and said they had stopped, she said.

This type of mix-up is not unique to Whitestown and Zionsville. Willey said it’s not uncommon for food and beverage taxes to be sent to the wrong municipality when certain boundaries don’t line up.

Zionsville’s proposed budget for 2018 includes the addition of several new town employees, a pedestrian town news bridge downtown and a fully automated irrigation system at Zionsville Golf Course.

The Zionsville Town Council held a first public hearing for the proposed $25.3 million operating budget at its Oct. 2 meeting, the first council meeting to be held in the new Town Hall building. The proposed operating budget is nearly 15 percent larger than the 2017 budget.

“It’s a robust budget, but it is also a balanced budget,” Deputy Mayor Ed Mitro said.

The 2018 tax rate is expected to be $0.5987, a $.0135 increase compared to the 2017 rate.

The Dept. of Local Government Finance will provide the official tax rate after reviewing

and certifying the budget approved by the town council.

Highlights include: • An overall 2.5 percent increase in salaries.

• The addition of an IT position.

• A new deputy director position in the human resources department.

• The addition of a legal reserve line item with $100,000 to use for unforeseen litigation expenses.

• The addition of a right-of-way coordinator position in the streets department.

• $875,000 for a pedestrian bridge adjacent to Zionsville Road to connect the South Village area with the Village area.

• $520,000 for lighting improvements along the planned Zionsville Road expansion project.

• The creation of a full-time stormwater tech position (currently a part-time position).

• $275,000 for a new street sweeper.

• The addition of a second full-time fire marshal position.

• A second full-time administrative assistant in the Zionsville Police Dept.

• $400,000 to help purchase a fully automated irrigation system at Zionsville Golf Course.

ZPD is expected to hire three additional officers using local income tax funds designated for public safety. Town officials had anticipated that funds previously being used to support ZPD and the Zionsville Fire Dept. could be used for their originally intended purposes when the LIT went into effect Jan. 1, 2017, and that will be the case, Mitro said.

“In the past, we were drawing from those funding sources to prop up both fire and police,” he said. “We do not have to do that anymore.”

The second public hearing on the budget will take place at the council’s next meeting set for 7:30 a.m. Oct. 23.

The Zionsville Town Council held its first meeting in the new Town Hall building Oct. 2, where councilors discussed rezoning requests, the creation of a TIF area and more.

What happened: The council approved rezoning 13 acres from RV and R-SF-2 to Planned Unit Development to make way for The Cove.

What it means: Developers have planned 24 homes at 410 S. 4th St. and 500 S. Main St., currently the site of Zionsville Trailer Park.

What’s next: Developers are working to help relocate the mobile home park residents.

What happened: The council approved a resolution creating a TIF Economic Development Area at US 421 and CR 300 S. What it means: Known as the 146th Street economic development area, the site is expected to become a “significant commercial node,” according to Matt Price, an attorney representing developer Bob Harris.

What’s next: The Zionsville Redevelopment Commission will hold a public hearing on the TIF area. The developer is in talks with Kroger to build in the area, although nothing is definitive, Price said.

What happened: The council declined to vote on an ordinance prohibiting parking on certain Colony Woods streets between 3 and 5 p.m.

What it means: The neighborhood is near Zionsville Community High School, and several cars park on some of its streets daily waiting for students to finish school. The council delayed the vote after resident Steve Bullington said he and some of his neighbors opposed the change, which was contrary to most of the feedback councilors had previously received.

What’s next: The council is expected to vote on the issue at its Oct. 23 meeting.

Residents speak out Differing ZIP code, municipal boundaries causing issues in Whitestown

By Ann Marie Shambaugh • AnnMarie@youarecurrent.com As Lindsay Thompson prepared to move her family from North Carolina to central Indiana for her husband’s job change, she relied on the advice cover story of Realtors and her husband’s future coworkers to figure out the best place to live. They all seemed to say the same thing: Carmel or Zionsville.

During a whirlwind, three-day trip to the area, the family visited several homes in both communities and settled on a home in the Eagle’s Nest neighborhood.

So it came as a huge surprise to the Thompsons, when, more than a year after moving into their home, they realized they actually lived in Whitestown.

“Our Realtor told us this was Zionsville. She took us on a tour of the town and couldn’t say enough about how great living in Zionsville was,” Thompson said. “Whitestown was never mentioned. We didn’t even know where Whitestown was at the time.”

Eagle’s Nest is one of several neighborhoods in Whitestown that does not use Whitestown in its addresses. In fact, the town has four ZIP codes, each using a different city name (Whitestown, Zionsville, Brownsburg and Lebanon). And with the town being the fastest growing in Indiana for several years, more and more residents have the potential to be confused about where they actually live.

What’s the problem?

A 2006 Congressional Research Service report listed various problems caused by ZIP codes not lining up with municipal boundaries. They include: • Higher automobile insurance rates for drivers who live in the suburbs but are charged city rates.

• Residents who are confused about where to vote in municipal elections.

• Sales tax revenues rebated by states to cities where they are collected are often misdirected because they are collected by merchants with ZIP codes in different jurisdictions.

• Residents being sent jury duty notices when they are not eligible to serve.

• Emergency service vehicles being misdirected.

• Homeowners in an expensive neighborhood complaining that their housing values are diminished because their mailing address places them in a less prestigious community.

Go to bed. Each of these may remind us of childhood. If we are lucky, we had an adult in our lives who cared enough to prompt, scold and cajole us into forming habits that would be good for us – eventually. Yet, why did they seem to care so much if we skipped a plate of greens? Sometimes, it seemed they just liked to argue!

Then, as life has a way of doing, our perspectives change. We move from the role of child to adult and begin to care more about the health and well-being of those around us. Broccoli is part of a balanced diet. It is filled with fiber, vitamin C and calcium.

Perhaps when our parents forced us to eat it, they were showing as much love as antagonism. Sure, a tired, sugar-buzzed child with a toothache is no joy to be around. So, self-interest may have served a modicum of motivation to our adults. But most of the benefits of good habits don’t come until much later.

As years passed, our own children have formed the necessary practices to live right; and, we don’t spend as much time directing them. Today’s admonishments are more likely to be shine your shoes or payoff your monthly credit card balance. Is our work done?

This week, a dental hygienist reminded me to floss more often; an internist urged that I eat less salt; and a trainer told me to work on my flexibility – every day! Have we become children again, needy of reminders and encouragement? Or, have we benefitted from the support all along – our busy lives and constant distractions simply keeping us from taking note? Who knows, but I think I’ll order broccoli for lunch.

Cats never say goodbye Commentary by Ward Degler I’ve never owned a cat. Many have graced my life, slept on my bed and lounged on my windowsill. But, unlike dogs, ownership is not plain talk something cats subscribe to.

The minute you get a dog, he says, “I’m yours, feed me.” Cats, on the other hand, make it clear from the start that they are just passing through. Any relationship you have with a cat is temporary.

Another odd thing, I remember how each dog we’ve had has died. I recall the memorial services and even a few marked graves.

Cats never say goodbye. No matter how long they’ve been with you, one day you look around and they’re gone.

We always had both cats and dogs when I was growing up. The dogs were loyal. The cats were indifferent. They liked us OK, purred in our laps and meowed for attention. But it was always on their terms.

Another thing, while we would deliberately go look for a dog, either at a kennel or the pound, cats just showed up on our doorstep.

Having said this, some remarkable cats have tiptoed through my life. Burke was

solid black with a white tip on his tail. I called him Burke because that seemed to be the only meow he knew by heart. He liked to watch me shave. He’d hop up on the sink and make a note of every razor stroke. When I finished and put the razor away, he jumped down and padded off toward other pursuits.

Sylvester was the spitting image of the cartoon cat. I expected him at any moment to say, “Suffering succotash!” He never did, but he looked as though he could.

Rooky was all thumbs and had four left feet. Poor kitten couldn’t get the hang of any of the normal things cats do. She tripped over her own feet and repeatedly fell off the sofa.

Minky was our last cat. Strangely, she did say goodbye. She stayed with us for 12 years. I had built her a box to sleep in, and every morning she would emerge, stretch and announce she was ready for breakfast.

Then, one morning she didn’t come out.

She had died in her sleep sometime during the night.

Hear ye, hear ye, people of Indianapolis Suburbia: I’ve been living a lie! For years I’ve been telling myself — and humor everyone else — that I am a great listener. That I can empathize with the best of the rest. That I’m the gal you want in the moment of emotional upheaval and/or breakdown. Wrong! According to a highly accurate online quiz, not only do I rank in the lower third, but more than half the time, I break all the rules of good listening. In other words, I’m on par with my husband, Doo, who suffers from ADD and is hearing-impaired in one ear.

What I’m actually good at is tolerating the inane babble of strangers, particularly those I encounter in the Meijer check-out line, and showing just enough polite interest to get them talking about their impending plastic surgery or grandson’s wife No. 3. Even I won’t deny that I have a certain je ne sais quoi for making mere acquaintances feel comfortable enough to divulge the dark and highly amusing secrets of their lives. But this people-whispering ability is not good listening, and when it comes to friends and family, even it disappears.

To wit, I frequently interrupt my colleagues when they are sharing an idea.

I almost always try to one-up Doo after he tells me about his cruddy day at work.

And I usually begin planning my next trip abroad or check how many likes my latest Facebook photo has received as soon as my mom launches into a retelling of her latest retirement adventure. No empathy, no true listening.

I hear you, online quiz! And I vow to do better.

Dick has been home this humor past week on the living room couch, recuperating from knee replacement surgery. I am his designated coach, responsible for taking care of him and ensuring that he does all the required exercises and maintains a healthy diet. After all, that’s what wives are for.

I’m prepared to respond to anything Dick might need. Uh, could you excuse me for a second? He’s calling me. “Yes, of course, sweetheart, I’ll get you a glass of water.

So, as I was about to say, my husband is a very good patient and I’m sure that — “What’s that, Dear? Yes, I got the water from the tap. Oh, you wanted bottled water? Of course, that would be my pleasure.

Funny, you usually say bottled water is a big waste of money. Let me just run to the store. I want to be sure you are happy.”

Lemon Bar prepares to open in former car wash

“I thought I was crazy,” she said. “I didn’t want to tear it down. I really wanted to use this building.”

The result is a windowed front facing Lions Park. A glass garage door can be opened during nice weather and shabby chic furniture merges with a lemon-themed interior.

Some specialties will be adult (alcoholic) milkshakes, cakes by the slice, flatbreads, salads and vegan options. Drury will bring gluten- and dairy-free desserts from an off-

site closed kitchen.

“The concept is people coming in here with friends and family,” Drury said.

The Lemon Bar will open during the week at 7:30 a.m. for quick-serve bagels, donuts and coffee. Sit-down service begins at 11 a.m. with lunch. It closes at 9 p.m. Tuesdays and Wednesdays and is open until 10 p.m. the rest of the week. It will open at 8 a.m. Saturday and Sunday with a special menu and waffles made-to-order until closing at 3 p.m on Sunday.

The Lemon Bar will feature baking and cooking that’s “traditional with a little twist,” according to owner new biz Kate Drury, when it opens Oct. 10.

Drury was a pioneer in Midwest baking, bringing one of the first shops selling only cupcakes to Indianapolis 11 years ago.

Through the years she expanded The Flying Cupcake to six locations throughout the city and added The Dancing Donut. The Lemon Bar will combine those ventures with the addition of meals and a bar.

“I really just felt like it made sense to move into that,” said Drury, adding she likes the character and charm of the village and the number of local businesses supported by the community.

The Lemon Bar is at the corner of Elm and Pine streets in a building that was formerly a carwash. The building wasn’t for sale but she convinced the owner to sell and a year later signed the contract.

Drury thought the building had potential but kept hitting roadblocks during renovation.

Help your baby sleep safely Commentary by Diana Garino Nationally, approximately 3,500 infants die unexpectedly each year, often during sleep. Indiana has the parenting 10th-highest infant mortality rate in the U.S. October is Safe Sleep Awareness Month, and every parent wants to ensure the safety of his or her baby.

Sudden Infant Death Syndrome is the sudden, unexpected death of an infant, and it’s one of the top three causes of infant death in Indiana and the U.S. SIDS most commonly occurs within a period of sleep. How a baby sleeps has an affect on his or her risk of a sleep-related death.

Practicing safe sleep techniques can help parents understand and remember the most important things to do to ensure their baby’s safety.

IU Health encourages parents to follow the ABCs of safe sleep: All by myself, on my Back, in my Crib.

• All by myself – The safest way for babies to sleep is by themselves.

This helps prevent smothering. To keep your baby close, put his crib or bassinet next to your bed.

• On my Back – Babies are less likely to choke when lying on their back.

There is less of a risk of “spit up” getting in their wind pipe. Put your baby on his tummy often to prevent a flat spot on the back of his head.

When practicing “tummy time,” make sure he is wide awake.

• In my Crib – Sleeping flat in cribs, bassinets or playpens is safest. This keeps your baby from “slumping” and blocking his airway. Keep the crib empty so your baby does not suffocate.

By teaching families how to practice safe sleep habits, we can increase positive outcomes for Hoosier babies.

‘Homecoming’ boasts strong area ties

This “Homecoming” is a real family affair.

Mark A. Nash directed it and his wife Shani Salyers Stiles and stepsons Owen, 12, and Max Stiles, 11, all had acting roles.

Nash, a Carmel resident and a member of the Screen Actors Guild, also has a small role in a flashback scene in the movie.

The 20-minute film, which won dramatic film short at the Alhambra Film Festival in Evansville, is being considered for the Heartland Film Festival’s Indiana Spotlight Award.

The Heartland Film Festival is Oct. 12 through Nash 22 at Indianapolis venues.

Bruce Northern, a Geist resident, wrote the movie and is one of the four producers, along with Amy Pauszek, Geist, Dan Cavallini, Noblesville and Steven Durgarn, Shelbyville. Pauszek’s Where’s Amy column is featured in Current.

“Homecoming” will be screened at 2:45 p.m. Oct. 13 and 12:30 p.m. Oct. 16 at AMC Castleton Square 14. It will be shown at 8:30 p.m. Oct. 17 at AMC Showplace Traders Point 12.

“It was fun to actually have my family involved in the movie.

That was pretty cool,” said Nash, a finance manager at a motorcycle dealership who has been in the film industry for 20 years.

Owen is in the seventh grade and Max is in sixth grade at Creekside Middle School.

“Both have been curious about acting for some time but this is the first movie they have been in,” Nash said.

The movie, which won the best dramatic short, is about a successful country music star who left his hometown to find success. His ex-fiancee dies in the movie and he comes back to pay his respects at the funeral.

“He chased a dream and got tied up in the music industry with groupies,” Nash said. “He broke his ex-fiancee’s heart. He comes back with a heavy heart.”

The Beef & Boards Pyramid Players will present “Pinocchio,” the classic tale of the wooden puppet who yearns to be a real boy.

“Pinocchio” will be the final production of the year of the Live Theatre for Kids series at Beef & Boards. The performances are set from Oct. 13 to Nov. 11. The Pyramid Players production are an hour long and presented without intermission. The shows are designed for all ages but especially designed for children in preschool through kindergarten.

The performances are set for 10 a.m.

Fridays and 10 a.m. and 1 p.m. Saturdays.

Following the show, children will have the opportunity to get pictures and autographs from the cast.

“My goal is to get more SAG projects in Indiana,” Nash said.

Salyers Stiles, an Indiana University graduate from Greenwood, started acting when she was 11. She was cast in “Pushed Too Far” with Claude Akins in 1988. “(For) about five years I did film and television and found a network of people,” she said. “Mark and I met on a set, actually. I got my SAG eligible a couple of years ago. For me to join, I knew the work will take me out of state more often than I can commit to with my young children. But they’re getting older, so that might change, especially if I can get a project up for what I want to do.”

Salyers Stiles, who works as a business process analyst and web editor for Indiana University, said she likes that “Homecoming” is a redemptive story.

“At first you don’t like this (country star) much, but as the movie goes on you realize there was this friendship between my character and his,” Salyers Stiles said. “They loved each other but he chose to leave everyone behind. It’s a really endearing story. Bruce wrote a wonderful story.”

Owen has performed in a couple of commercials.

“He will probably pursue acting between the two of them,” Salyers Stiles said. “He’s a natural for it.”

Since the beginning of time, humans have used art to express their emotions, tell stories and have an outlet for ART creativity.

Not only does art have a powerful effect on a global scale, but also on a community level. Riley Cronin and Mira Holifield, juniors at Zionsville Community High School, were commissioned by Jen Matura, religious education coordinator at St. Alphonsus Liguori Catholic Church in Zionsville, to create a piece of artwork for Weitzel Hall, where many parishioners spend time and gather for church activities.

“We were looking for artwork that would complement the vast entry area of Weitzel Hall as well as provide interest to children and adults alike,” Matura said.

Cronin and Holifield’s were inspired by a painting Cronin’s mother created in high school. Holifield and Cronin are in art classes together at the high school and love spending their free time making art.

For the Weitzel Hall piece, Cronin and Holifield collected magazine and newspaper articles, books, photographs and advertise-

ments and cut out pieces to form a collage.

They included images from St. Alphonsus’ church bulletin and newspapers.

After making the base of the artwork, they sketched Jesus, with each one taking half of his visage.

“I think painting Jesus in the middle of a collage of things that make up our parish community is a reminder that while we are all different, we are all one in Christ,” Cronin said.

Tailgater’s Hearty Soup Ingredients: 1 (15-ounce) can mixed vegetables, 1 (15 1/2-ounce) can hot chili beans, 1 (15-ounce) can whole kernel corn, 2 large potatoes, washed & cubed with peels on, 1 (14 1/2-ounce) can diced tomatoes, 1 (10 3/4-ounce) can condensed tomato soup and can water, 1 pound ground beef, 1 tablespoon chopped garlic, 1 teaspoon paprika, 2 teaspoons olive oil, Salt and pepper Directions for the day before: Sauté the chopped onion and garlic in the olive oil before adding the ground beef to same pan to brown. Add paprika, salt and pepper; cook for a minute or two to blend all flavors. Put mixture into a large stew pot and add the potatoes.

Background Info: This beautiful home, in the Woods at Lions Creek neighborhood in Carmel, was built in 2011. The home is perfect for the owners and their family, but the family needed shade and space to entertain by the pool.

The owner’s goal was to add a new pool house structure for year-round entertainment. Creating a pool house with kitchenette and a full bathroom allows them to spend time with their family and entertain guests.

1. The pool house is equipped with a full kitchen, half bathroom, shower room and laundry room.

2. Incorporating a grill and bar seating in the patio of the pool house allowed for the owners to entertain guests outdoors.

3. The addition of a stone fire pit was a perfect way for the owners to create a space where family and friends could gather during the evening.

In May 1914, committees from England and the United States had agreed to place a replica of “The Man” in Parliament Square to commemorate the 100th anniversary of the Treaty of Ghent, which ended the War of 1812. Another war intervened and the project was shelved until 1917, when a new plan contemplated substituting a replica of another standing Lincoln statue, this one

by George Gray Barnard, for the SaintGaudens version. When Lincoln’s son Robert learned of the proposed switch, he was appalled. The Barnard sculpture, the original of which was in Cincinnati, had already been ridiculed as the “stomach ache statue” because of the curious placement of Lincoln’s hands.

The committee went back to the original plan and the Saint-Gaudens replica was dedicated in July 1920. The stomach ache statue was diverted to Manchester.

London’s Parliament Square lies west of the Palace of Westminster, the seat of Parliament, and north travel of Westminster Abbey. As a result, many visitors to London walk through the square, where they encounter a magnificent statue of Abraham Lincoln in front of the Supreme Court Building. Guides never tell the complete story of the statue’s history.

The 12-foot high statue depicts Lincoln rising from a chair, apparently about to begin a speech. It is a replica of a statue in Chicago’s Lincoln Park created

by American sculptor Augustus SaintGaudens, who had seen Lincoln both alive and lying in state. More important, he had access to a life mask and casts of Lincoln’s hands made in 1860. As a result, his statue is remarkably lifelike.

When the statue, called “The Man” or “The Standing Lincoln,” was unveiled in 1887 before a crowd that included 14-year-old Abraham Lincoln II, Lincoln’s only grandson, the Saturday Evening Post called it “the most important achievement American sculpture has yet
