ISP trooper receives grant through Cops for Kids program

By Anna Skinner • anna@youarecurrent.com An Indiana State Police trooper based in Huntington was recently awarded a $500 grant to aid in his daughter’s giving back Westfield cheerleading involvement.

Jason Ward received the grant from the Indiana State Police Alliance Cops for Kids program, which assists youth by funding programs around the state. The alliance’s goal is to build relationships between troopers and the state’s youth.

Ward and his daughter, Alexyea, travel more than 100 miles to her practice at Ice All-Star Cheerleading in Westfield. Most weekends, the Wards are out of state at cheer competitions.

They will soon travel to Dallas, Chicago, Orlando and other cities. The Wards recently returned from a competition in New York.

“The grant really helps with all the expenses that go into the sport,” Ward said. “Anything you can do to go out and find a booster or sponsor, it helps. The biggest advantage to getting the grant is I get to spend more time at home not worrying about how I’m going to offset this cost or that.

ISPA’s Cops for Kids program was established in 1991. The alliance was established in 1974.

“We realized back then that a very important part of law enforcement was building relationships with the current youth of today, so we have been doing that since 1991 through this program, which is supported entirely by donations from the public,” ISPA Executive Director Wayne Flick said.

5,000 trees planted in MacGregor Park news@currentinwestfield.com Westfield Washington Township planted 5,000 trees at MacGregor Park earlier this month as part of a 15acre wetland mitigation project. The trees parks were originally cleared by a local developer to make room for a development project in Indianapolis within the White River Watershed.

“Our MacGregor Park is an ideal place for this mitigation project because of the poorly-drained soil conditions resulting from the former agricultural fields,” Westfield Washington Township Trustee Danielle Carey Tolan stated in a press release sent to Current. “This is a huge benefit for Tolan our community and will tremendously enhance the already beautiful MacGregor Park.”

The park was selected for the trees due to having open fields that were no longer farmed, was within the watershed and had right soil types.

“With this project, we were able to get 15 acres replanted with high-quality, containerized native trees and shrubs that might otherwise not have been accomplished. Because the tree planting is regulated by a permit, it will be protected in perpetuity,” Tolan stated.

The trees were planted at no cost to the park. As the trees mature, they provide benefits to the park including water quality enhancements, flood control,

Why did you become a teacher? “Like many teachers, I had some amazing educators that inspired my own journey. Mary Sacquitne, my elementary teacher, used creative lesson planning and fun activities to keep her students, including me, motivated and learning. Finally, during my senior year of high school, I had the opportunity to cadet teach with Merry Mattia in a kindergarten classroom. Mrs. Mattia eventually let me teach the lesson for the day, and this led me to where I am today.”

What goals do you have for your students? “My main goal for my students is to feel what success is like through failure. In the course that I teach, the students have the opportunity to make mistakes, create design flaws, but still be able to guide themselves to success through problem-solving.”

As the holiday season wraps up and a new year quickly approaches, the 2016 tax year comes to an end as well. While it may feel too early to be thinking about taxes, a topic that is sometimes overlooked in family law matters is the determination as to which parent shall be allowed to claim the children as dependents on their State and Federal Income tax returns in any given year.

While it may have once been common for Judges to order the parents to alternate claiming the children, under the Indiana Child Support Rules and Guidelines the objective is to achieve an order which will make the most money available for the children.

Therefore, there is no certainty that in each case the parties will be ordered to alternate claiming the children. However, keep in mind, that when a Court is determining an order to release the tax exemption, there are several factors that can be considered. The following factors include: (1) the value of the exemption at the marginal tax rate of each parent; (2) the income of each parent; (3) the age of the child(ren) and how long the exemption will be available; (4) the percentage of the cost of supporting the child(ren) born by each parent; (5) the financial aid benefit for post-secondary education for the child(ren); (6) the financial burden assumed by each parent under the property settlement in the case; and (7) any other relevant factors,(including health insurance tax subsidies or tax penalties under the Affordable Care Act).

One imperative factor that parents must understand is that the Decree of Dissolution or Court’s Order may not alone, by itself, be adequate to effectuate the terms in the Decree with respect to each parent’s ability to claim the children as dependents. Remember, in

order for the noncustodial parent to claim the child(ren) on her/his tax return, the custodial parent must execute the IRS Form 8332, thereby relinquishing her/his right to claim the children as dependants for that tax year. In general, the Courts cannot order that one party has the right to claim the children, but rather that one party must take all steps necessary in order for the other party to claim the children in a certain year, such as signing the IRS Form 8332. Additionally, signing the release is often contingent upon child support being current for the calendar year for which the exemption is ordered, as incentive to keep child support payments current. In fact, the Indiana Child Support Rules and Guidelines indicates in order for the parent who is obligated to pay child support and wants to claim the exemption, that parent must have paid at least ninety-five percent (95%) of their court ordered support for the calendar year in which the exemption is sought by January 31st of the following year. Thus, in order for the child support paying parent to claim the exemption in 2016, that parent must be at least 95% current by January 31, 2017.

So, while taxes can be a nightmare in and of themselves, hopefully with discussion and thoughtful planning, the child tax exemption doesn’t have to be included in that headache. Chiba restaurant furthers Park Street development

Meet Keith Dusko and Nicole Shackelford: To be married: June 18, 2017.

By Anna Skinner • anna@youarecurrent.com Keith Dusko, 44, has had a love affair with sushi since he was 11. His father’s traveling job exposed him to foods from around the world. Yet it was falling in cover story love with Nicole Shackelford that brought Dusko and his sushi restaurant, Chiba, to Westfield.

Dusko began eating sushi when he was 7. He ran a sushi restaurant, Haru, in New York for 11 years. His most recent project, Chiba, is under construction after enjoying success in New Orleans. Chiba opened in New Orleans five years ago. The second Chiba is being built on Park Street in Westfield.

Dusko met Shackelford through the racing business in 2014 when Andretti Autosports, the company Shackelford worked for at the time, relocated her to Louisiana. Dusko, an openwheel racer, moved to Westfield this year after Andretti Autosports again relocated Shackelford, this time to the Bridgewater neighborhood. Shackelford now works for LST Marketing.

“I think it was a situation where it was best for our families (for me to move), and I really liked this area,” Dusko said. “I spent time racing here in the ’90s.”

Dusko took this year off from racing but hopes to race again in 2017. His focus is on opening the second Chiba. A general manager will operate the day-to-day business in the New Orleans restaurant, but Dusko said he plans to make frequent trips down south.

“You’re stuck with me in Westfield,” he said. “We thought this was the best place for our future and for our family. We

really love the community.”

Dusko plans to fuse the vibe of Chiba into Westfield’s Park Street.

“We care about you as a guest,” he said. “We bring a worldclass level of cuisine. We have sushi and an extensive hot food menu.”

Chiba features a family friendly restaurant and a separate building with the bar. Both buildings total approximately 2,000 square feet. There also will be an outdoor seating area. Dusko said construction began in August, and he plans to open the restaurant in February.

Chiba is the fourth in a line of new restaurants popping up along Park Street, following Rail Epicurean Market, Greek’s Pizzeria and the Italian House on Park. Six buildings are owned by Bob Beauchamp, who is upbeat about Park Street’s future.

“I think the future of Park Street is extremely bright,” Beauchamp said. “The biggest concern we have is if we are able to handle all the clientele.

At Westfield in Lights, the Rail turned away 50 people that night. Every Saturday night at the Italian House is better than the Saturday night previously. This is taking place with the roads closed, the plaza not developed and the trails not opened, and we are so busy.

When we can get back outside and have patio seating, I expect to have several hundred people on Park Street on Friday and Saturday evenings.”

Have hope as ’17 dawns Here we are - some would say thankfully - nearing the end of 2016. For our community, it mostly was a fine year, especially in terms of progressive growth and development as well as infrastructure improvements we couldn’t have imagined even 10 years ago. Our “world” is changing, and it is doing so for the better, we believe. Outside the local environs it was tumultuous, to say the least. The presidential election was a shock to many on both sides of the aisle, but the run-up to Nov. 8 was a war-torn effort that was equally, if not more so, a train wreck. We once termed primary season a clown show; that didn’t do it justice.

With apologies to our soon-to-be former first lady who said she doubts otherwise, we all should retain some sense of hope that what is wrong in our midst will be made whole at some point soon. Without hope, what is there? We prefer to not even contemplate that. In life, we’re often told to play the hand we’re dealt, and doing so really is as simple as this equation: E+R=O, or event plus response equals outcome. We believe if you seek the bad, probably it will be bad, and if you seek the good, probably it will be good. People have pointed fingers at us for focusing on “bad things.” We do that on occasion in the interest of protecting our readers’ rights. So as we prepare to turn yet another calendar page, we’re hoping for the good - with stability - and all things growth in 2017. A drop of whiskey Commentary by Terry Anker Often, when meeting a person of some renown, we are deeply disappointed. Yet, in other precious encounters, our already high expectations are exceeded and overcome by the distinctive and important comportment of our hero. Such was the occasion in a recent exchange with famed author and television commentator Doris Kearns Goodwin. With best-selling books including “Team of Rivals” on Abraham Lincoln and “The Bully Pulpit” about Theodore Roosevelt, Goodwin is a bona fide success story. She has earned a place as the preeminent commentator on the American presidency and its place in our culture — and that of the modern and evolving world.

Thanks to the annual legislative conference of law firm Bingham Greenbaum and Doll, The Benjamin Harrison Presidential Site and Indiana Humanities hosted an interview and discussion with Goodwin during her recent visit. Invited to moderate the talk, I had occasion to interact and see her in action. Affable and open, she reflected on what

history can teach us regarding expansive current topics, including our natural desire to leave a legacy, the impact of fake news and the importance of common understanding to effective communication.

Goodwin spoke honestly about her concerns for our present — and for our future.

We considered the general loss of confidence in the institutions upon which we’ve built the very foundations of our nation. She told stories that gave us pause, and confidence, that the future is ours to shape. But we must hang on to a bit of humor to get us through the difficult patches. Goodwin quoted her most famous subject, Abraham Lincoln, thusly, “A good story is better than a drop of whiskey.” She has a point. But then again, doesn’t it depend on the story and, more importantly, on the whiskey?

The unthinkable has happened, people.

I’ve lost my calendar! My reliable, omnipotent, executive planner is humor GONE. And though I’m pretty sure it’s sitting on a shelf next to clearance candles at Bed Bath & Beyond, a phone call proved otherwise.

What am I to do?

I’m not exaggerating when I say that calendar is the only reason this family functions at a reasonably acceptable level. Appointments, practices, rehearsals, meetings, birthdays, games, competitions, parties, deadlines, surgeries, anniversaries — every single detail of our lives are in that calendar. In fact, if something fails to be placed in “the calendar,” it’s essentially dead to us.

It won’t be remembered, and it certainly won’t happen. It just won’t.

So I’m in full panic mode. I know two visits to the orthodontists are coming up, but I’m not sure which day or for which kid.

I also know January has eight family birthdays, and apart from my twin sister’s and my niece’s on the same day, I’ve got nothing! Sweet mercy, what am I to do?

Of course, my oldest thinks I’m silly for trusting such a monumental task to pen and paper when my phone could act more efficiently — and with better back-up capabilities. But I’m not going to lie. I look forward to sitting down at the start of each January and planning the year out. I like seeing how close spring break is. I like flipping to July and penciling in a prospective beach vacation. I like discovering what day Halloween falls on, and then considering whether a personal day will be in order. The experience isn’t the same on a Samsung 6.

More importantly, though, I love that my old calendars serve as physical reminders of the memories my family makes throughout the years. To know that when my kids grow up and have children of their own, I’ll be able to pull out 2016 and tell them all about their dad’s broken nose or their mom’s marching band championship. So I have to find that calendar. The alternative is unthinkable.

Westfield growth alliance works for better city Editor, More than a decade ago, Chris R. White and his attorney, Matt Skelton, managed to get Aurora Planned Unit Development passed with just three votes of approval. As the 2007-2009 recession hit, the 314-acre mixed-use development sat dormant. Seemingly out of nowhere, adjoining property owners were put on legal notice in October that White was breathing life back into Aurora by seeking an amendment to rezone the project with the city.

There have been many changes to the Aurora PUD. The original plan called for a 24-acre “Sunrise Park,” 130 acres of single-family and multi-family housing with 797 units and 158 acres of zoning for Light Business, General Business and Enclosed Industrial. The 2016 Aurora amendment asks for the removal of the park, the home sites have been reduced to a mere 67 acres with 250 units and the commerce, business and shops areas amass 250 acres of the project.

Members of a citizen’s action group, working under the name Responsible Growth Alliance of Westfield, spoke in opposition to the amended Aurora PUD. Concerned citizens brought more than 15 talking points before the Advisory Planning Commission Dec. 9.

It was suggested that the property owners meet with the developer and his attorney. The group supplied a detailed package of its collective efforts, including reforestation buffers and ponding, realignment of the road within the park, a suggestion to rename the PUD and cites Westfield’s own Comprehensive Plan. The face-to-face was cancelled by the Aurora attorney of record, Russell Brown, remarking only that given the many changes the homeowners requested, they didn’t feel a meeting would prove fruitful.

RGAW admits they are not developers or architects, nor engineers or urban planners, but they do have passion. Although their plan may be imperfect, it could have been a great asset to Mr. White.

Each summer, the Great American Songbook Foundation brings together 40 of the nation’s top high school vocalists for its weeklong Songbook Academy and competition. Only concert one is named Songbook Youth Ambassador for the coming year, performing with Foundation founder Michael Feinstein at such venues as Carnegie Hall, Lincoln Center and the Kennedy Center.

At 8 p.m. Jan. 7, 2017, for the first time the foundation will welcome back all seven of its previous Ambassadors when the Center for the Performing Arts presents the inaugural Songbook Academy All-Stars concert, a special evening of music at the Palladium in Carmel. The final competition performance takes place in the state-of-the art, acoustically superior Palladium concert hall for an audience of more than 1,000. Ruins of Shobak Castle Commentary by Don Knebel A Crusader castle approximately 130 miles south of Amman, Jordan, proved impenetrable but nonetheless vulnerable. Its travel capture ended with an unexpected gesture of wartime kindness.

On July 15, 1099, knights of the First Crusade captured Jerusalem from the Muslims and established the Kingdom of Jerusalem. In 1115, Baldwin I, the first king of Jerusalem, built an imposing stone fortress atop an isolated conical mountain east of the Jordan River to control trade between Damascus and the Red Sea. Named Krak de Montreal (Castle of the Royal Mountain) to reflect the king’s contribution to its construction, the fortress marked the eastern dividing line between Christian and Muslim territories. Because of its design and location, Krak de Montreal withstood a number of assaults. In 1187, after recapturing Jerusalem, Saladin began an 18-month siege of the fortress. Starving defenders exchanged their wives and children for food and reportedly went blind from lack of salt. Running out of both food and wives, the Christians sur-

rendered in May 1189. Saladin, known both for his skill in battle and magnanimity in victory, repatriated the wives and children.

The Mamelukes modified the fortress in the 14th century, and it gradually fell into disrepair.

The partially restored fortress, now known as Shobak Castle after its name in Arabic, lies in a still remote region along the highway that connects Amman to the Gulf of Aqaba. Visitors can see the remains of two churches from the Crusader period and large rocks used in unsuccessful efforts to attack the fortress with catapults. They also can see writings from the Quran carved in stone and a simple throne, both probably from the time of Saladin.

Medieval fortress ruins are not for everyone. But for anyone wanting to see a Crusader castle with an interesting history, Shobak Castle should be on the list.
