When Spartz proposed the resolution, Inspector General Lori Torres reached out to discuss the platform with her, and the committee began examining other organizations with similar processes to learn the best way to do it.

Because the next budget legislative session isn’t until 2021, any changes that could affect state budgets would have to happen during the 2021 session.

Spartz said there are government platforms for constituents to address concerns, but she wants to consolidate them into an easier process that is more inclusive and streamlined.

“We want to assess the efficiency of this process,” she said. “I would like to do procedures differently and see how we can look at what we have and can we actually consolidate all of these hotlines into something more? There’s a lot of different ways.

I feel we can have a more streamlined way just to make it more clear or easy.”

Only two races were contested in Westfield in the Nov. 5 general election ELECTION – the mayoral race between Republican Andy Cook and Libertarian Donald Rainwater and the Westfield Cook City Council District 5 race between Republican Mike Johns and independent Kate Healey Snedeker. Cook and Johns won their races.

“I think that what we received tonight was a huge mandate to keep Westfield on track, and our initial polling in August and September showed that so many people were in favor of where this city is going,” Cook said. “It has taken 10 to 12 years

to put together a plan, and I don’t use that term lightly. It’s been a financial plan, a plan of public safety, a plan of working with the schools creating a huge, wonderful school system, a land use plan, an economic development plan, including the efforts over the last five years with Grand Park, and developing the tourism and the hospitality Johns industry.”

Johns thanked the residents of District 5 for electing him and said he wanted to go back to Westfield’s roots when he takes office.

“The best way to build a city is from the bottom up,” Johns said. “I think my election was really based on (the residents’) desire for a change.

They’re most concerned with improved communication and knowing

what’s going. A lot of the residents in District 5 are older residents and are concerned with some of the spending. They’d like to see leveraging and reducing debt and preventing future tax increases. They’d like to see more planned growth for the city and go back to the basics of the comprehensive plan put together 12 years ago.”

Johns had never before ran for public office.

“My intent is to just give back to the city, so I see it as a four-year opportunity to give back for the wonderful life I’ve enjoyed and represent the people,” Johns said.

New water tower slated to open this month

By Anna Skinner anna@youarecurrent.com A new water tower is under construction at 193rd Street and Six Points Road. It is slatGROWTH ed to open later this month.

“Obviously, Westfield is growing, and one of the things (the water tower) specifically does, and most important is, it stores water that can be used in the system, especially during peak times or in case of an emergency, so the No. 1 thing it does is provide fire protection,” said Ed Bukovac, Westfield’s senior manager of engineering and plant operations for Citizens Energy. “Having that water already made in inventory helps pull it out quicker and fight the fire.

“The other thing it does, especially in the summer, is Westfield has a high irrigation demand where people are watering their lawns and a lot of sprinkler systems kick on early morning, all at the same time. This allows there to be a supply of water already ready to go.”

The new water tower will have a 1 million gallon capacity, which is twice as big as the four other water towers Citizens has in Westfield.

it easier for long-term maintenance since we’re not painting as much of it,” Bukovac said.

The area for the new water tower was chosen due to growth from Grand Park and Chatham Hills.

“There’s a lot of development going on, and there are quite a few planned unit developments in that area that have been approved or are in the process of being approved,” Bukovac said. “It’s just an area that was up for growth and kind of at the northwest corner of our system.”

The tower is 140 feet high.

Grand Park operating budget breaks even, annual debt payments to be covered by TIF in 2023

Rather, it was designed to establish a commercial tax base in Westfield.

“Why did we build Grand Park?”

Cook said. “We did not build it to honor baseball or soccer or to make money from day-to-day operations.

Grand Park was built to create a permanent tax base of the hospitality industry.”

Grand Park Director William Knox gave an update on Grand Park’s operating expenses, and financial strategist Tammy Havard spoke on capital finances at a recent city council meeting.

“Sports is a big deal throughout the country and also here in the City of Westfield,” Knox said. “It’s a $15 billion industry. Of all of the tourism sectors, the one most resistant to the downturn in the economy — a lot of times you’ll find corporate and leisure travel decline during a recession — usually sports tourism continues to stay steady.”

Knox said Grand Park generates 80,000 travel room nights a year.

He estimates another 70,000 room nights are generated by spectators.

In 2018, 2.5 million visits were made to the park. Approximately 27,968 games were played.

Grand Park costs approximately $6 million a year to operate. It breaks even on operating expenses. Cook has suggested using funds from the food and beverage tax, which are expected to be $1 million in 2020, to supplement Grand Park’s operating expenses.

For capital expenses, Havard said four debt services are paid semi-annually for real estate, field and diamond construction, the Grand Park Events Center and turf cost. The annual cost for those debt services is $6.3 million.

“Our strategy has always been to have the capital cost paid by (tax increment financing) districts,” Havard said. “We are actively implementing over 55 percent of our capital expenses paid by TIF districts

next year.”

Cook said the $85 million bond has always had a 25-year indebtedness.

“Our goal was, by the year 2023, that we would have enough property taxes in the commercial area generated to fully cover the annual debt, or mortgage payment, so to speak,” Cook said. “That was the original intention, so when people ask me, ‘Is Grand Park working?’ All you have to do is look at the over $1 billion of private investment that has been made in the City of Westfield commercially over the past five years.

“Now, some people may say, ‘Well, not all of that is due to Grand Park.’

Well, OK, cut it in half. A half a billion dollars of new investment is paying taxes every year,” Cook said. “That is really why we built Grand Park. The rest of it has been kind of fun. It’s been truly a national, if not international, identity for Westfield. Its operations are beginning to pay its way totally, and the debt was calcu-

lated to be covered by the TIF district in year 2023, and we are right on schedule to do exactly that.”

GROWTH IN HOTELS SINCE GRAND PARK’S INCEPTION When Grand Park opened in 2014, there was only one hotel in the area, a Holiday Inn Express at 15131 Thatcher Lane. Since Grand Park’s launch, four more hotels have been proposed or built. Hampton Inn was built at 17400 Wheeler Rd. in 2017; Cambria opened at 18592 Carousel Lane in 2018; SpringHill Suites opened at 1448 E. 191st St. in 2019; and Courtyard Mariott is slated to open in 2020 or 2021.

“This allows our guests to stay a lot closer to the campus and overall have a lot better experience,” Grand Park Director William Knox said.

Commentary by Terry Anker Do you want the good news or the bad? Conventional wisdom teaches us to get the bad out of the way first. Let’s confront the broccoli before we enjoy the dessert.

It probably is not a bad idea. If we frame our thinking in terms of the most difficult at the outset, we are better equipped to handle tough challenges when fresh and enjoy the upside after the battle.

This approach to life is time-tested to provide superior long-term results, yet much of modern life seems to be predicated on anything but the “long-term.” Companies squeeze reinvestment in favor of executive bonuses. Governments provide generous benefits instantly while knowingly off-laying the responsibility to pay for those programs on future generations. And nonprofits are lauded for meeting today’s needs, not tomorrow’s. Executives and officials are measured on a quarterly (or daily) basis. If we don’t produce right now, there may be no later.

Have we developed a culture of urgency at the expense of one that values planning and investment?

We prefer immediate returns and satisfaction while shunning the accounting for it all. Can we build a house without a solid foundation?

Can we have a stable forest of only fast-growing trees? Can we put the cart before the horse?

A bias for action is good, and we often eat too much at dinner to fully enjoy dessert. Still, can’t we find a healthy balance?

IDs and Jell-O shots Commentary by Danielle Wilson Our oldest turned 21 a few weeks ago. Can you believe it? I know! Based on my photo, you probaHUMOR bly put me at, what, 32?

Maybe 33? Alas, I’m much closer to 50 than my still all-natural hair color might suggest. And though I thought I would feel old celebrating with the birthday boy down in Bloomington, or at the very least uncomfortable as I watched him legally throwback Jell-O shots, my concerns were entirely unfounded.

I quite enjoyed seeing him as an adult and not feeling the need to “mother him.” His life, his choices. Did I internally debate cleaning his apartment, getting him a jacket, or telling him to eat something to absorb the alcohol? Of course! Once a mommy, always a mommy. But I was able to suppress every maternal instinct I had and marvel at the decent job we did in parenting him. As an added bonus, I was carded not once, but twice,

even as my husband, Doo, was waved through. I still have it, folks!

And in some respects, so does Doo. He summoned his college-boy spirit and dove headfirst into the fray, matching his young apprentices drink for drink and crashing on an “if-thisthing-could-talk” couch overnight. At least, I think, that’s what happened.

Per my usual, I bailed on the bar scene fairly early, once an intense game of “Sink the Biz” started and a doable plan to get Doo back to Indy was proposed. He has yet to return, by the way. But what could possibly go wrong?

So, I guess I’m good with having older kids. And apparently, abandoning Doo at IU. Peace out.

there are a lot of car accidents. We used to ask, “Does Sheridan pay for all of these calls?” I am sure there are assigned jurisdictions and some kind of funding formula.

It is a blessing to everyone in that area of the county and those who drive through that Sheridan has a full-time police and fire department, something rare for a town its size. The Town of Sheridan accomplishes much that benefits all residents in that northwest corner of Hamilton county (and a good chunk of Boone County), and wonder if they get the credit and compensation that they deserve.

We lived in Sheridan for more than six years and noticed that the Sheridan Police Dept. and Sheridan Fire Dept. are often the first responding agencies for calls in that area of Hamilton County and a portion of Boone County. She asks why there wasn’t today’s abundance of gun violence when she was growing up. It is precisely because we had those laws and restrictions. Mass murders have increased drastically since the expiration of the assault weapons ban in 2004. The deaths from mass shootings went from 53 (1994-2004) to 1,036 (1995-2019 so far).

Your time is valuable Commentary by Jeremy Ciano When did waiting times of 30, 45 or even 60 minutes become the accepted norm in medMEDICINE icine? I am amazed and, frankly, agitated when I go into a doctor’s office only to consistently have significant waiting times.

Getting to level 16 on Candy Crush to finally be called back, just to wait in another room, to then start the Facebook newsreel while waiting on the doctor to finally come in, is too long. Waiting, waiting, waiting. Does anyone else think there should be a better way?

Now, to be fair, there are times in medicine when difficult cases come up or day-of call-ins need to be squeezed into a schedule for emergency reasons. But these are expected parts of the scheduling process. And if you ever are one of the unlucky folks in the aforementioned examples, you want your doctor’s

office to be both compassionate and accommodating of your need to be seen that day. More important, you would expect your doctor to take the full time needed to address all of your ailments and/or symptoms.

No one wants their doctor cutting corners or rushing through an exam simply to keep to a strict schedule.

This is why, I believe, proper scheduling is the key to success. My colleagues and I are extremely cognizant of scheduling and, therefore, respectful of your valuable time. Thorough, on-time and personalized exams are the foundation of an exceptional patient experience and office culture.

A Carmel-based organization has taken steps to address the needs of a growing population in Hamilton County - dementia MEMORY LOSS patients.

Last month, PrimeLife Enrichment, an organization that offers education, fitness and social opportunities to aging residents of the county, unveiled free Friday programs aimed directly at those struggling with memory loss and dementia.

“On the medical side, memory-loss and dementia patients have what they need, but what they’re not getting is the help of how to handle it at home,” said Linda Handy, executive director of PrimeLife Enrichment. “The whole idea is to come up with ways to help the caregiver and the individual to see that the life isn’t over just because they’ve been diagnosed.”

The first Friday of each month

will feature a music-related activity, led by Dr. Tim Brimmer of Sound Minds and Butler University, who will demonstrate the importance of music to an individual’s mood and memory.

On the second Friday of the month, guests will take part in memory and brainteaser activities, like bingo, trivia and more, to help them retain and recall numbers and letters.

On the third Friday, participants will complete art projects, and on the fourth Friday, PrimeLife Enrichment will welcome guests to speak on a variety of mood and memory topics.

Each Friday following the scheduled activities, there will be a bonus activity with the Song Shape Chorus, a grouping of dementia patients and their caregivers. The group is set to perform in December.

Each week’s activities will begin at 11:30 a.m. with a free lunch and the program beginning at noon. All of the Friday activities are free and conducted at 1078 Third Ave. S.W. Learn more at primelifeenrichment.org.

DISPATCHES Indiana’s unemployment rate still falling — Two positive takeaways from Indiana’s August employment report: The state’s unemployment rate recently fell to its lowest level in 18 months, and the number of unemployment insurance claims dropped to their lowest level this year. Indiana’s jobless rate dipped in August to a preliminary 3.3% from 3.4% in July, according to the Indiana Department of Workforce Development. The rate in Indiana hasn’t been that low since February 2018, when it stood at 3.3% for three consecutive months starting in December 2017. In addition, the number of Hoosiers filing for unemployment benefits in August dropped to 14,048, the lowest amount in a single month so far this year.The unemployment rate has decreased 7.3 percentage points since July 2009, the low point of employment, ranking 8th in the nation.

Courts improve protection order process — People who find themselves in need of a protection order may now request one from anywhere they can access the internet. A new protection order e-filing service now is available to individuals, advocates and attorneys. The new service is for adults and children who need protection from domestic or family violence, stalking, sex offenses or harassment.

People seeking protection can use the service to request it any time of day, any day of the week, from the privacy and comfort of a safe space, without having to go to the courthouse. E-filing already is available in all 92 Indiana counties for most case types, and attorneys are required to e-file using one of the state’s certified e-filing service providers. The Protection Order E-filing service is available at public.courts.in.gov/porefsp and is listed as one of the 12 available e-filing service providers at courts.in.gov/ efile.

Contemporary Christian songwriter Thurlow was born to sing

By Mark Ambrogi mark@yoaurecurrent.com Andrea Thurlow’s love of singing is inherited as both her parents were performers.

MUSIC The Fishers resident’s father is John Henderson, and her mother is Janette Trent.

“My mom doesn’t perform regularly anymore, but my dad is the worship leader at Mount Pleasant United Methodist Church Thurlow in Terre Haute,” Thurlow said. “My dad has released two contemporary Christian albums over the last two years and performs regularly in the Terre Haute area. He released an album in 2017 called ‘Jesus Still Loves You.’ I wrote and sang three of the songs on that album.”

Thurlow’s first album, “Too Good,” was scheduled to be released Nov. 8. The album, whose title is derived from the meaning God is “Too Good,” was produced by Last Day Productions. The 2011 Westfield High School graduate recorded three songs for the album in April. In May, she launched a Kickstarter campaign to fund a full 11-song album.

“The goal of the Kickstarter was to raise $5,000 for the album in 30 days,” she said. “The campaign was successfully funded in 29 days, ultimately raising just under $5,500.

Since then, we have been working on getting the album ready as well as the other Kickstarter rewards, including a printed lyric book and personalized one-minute jingles for every donor who gave $100 or more.”

Thurlow began writing her first songs at age 22.

She said her personal favorites on the album are the title track “Too Good,” “Let Them Hear” and “Right at Home.”

Lewis plays Something Something Snetsky in Westfield High School’s production of Neil Simon’s “Fools.” The performances are at 7 p.m. Nov. 14-16.

“My character is one of the idiots of the town, and she’s a shepherd who has lost her sheep,” Lewis said. “I get to have some fun, quirky lines.”

The story is a comic fable set in a small village in the Ukraine in the 19th century. Leon Tolchinsky, who is played by sophomore Samuel Vance, learns there is a curse on the village that makes everyone stupid. He comes to town to teach Sophia, the daughter of Dr. Zubritsky, and his wife, Lenya.

“It’s the biggest role I’ve ever had,” Vance said.

None are particularly cost-effective, but hey, you’re worth it. All can be found at Tasteful Times on Olio Road.

Domaine Weinbach Gewurtztraminer, about $25, sounds German, but actually comes from the Alsace region of France. A very pretty white wine, it smells like spiced-fragrant tea (think Constant Comment) and roses. I’d say the wine is off-dry but has a bit of gingery heat to brighten it up. It is a great middle-of-theroad option for the white zin and chardonnay drinkers in your life.

Drouhin Gevery-Chambertin (hails from a Grand Cru vineyard in France) is a pinot noir. A lovely choice with turkey and cranberries because of it

fruitiness, it also possesses some of my favorite flavors in wine: nutmeg, leather and mushrooms. A complex wine with subtle tannins, it’s velvet in the mouth. Around $60ish and worth it.

Finally, this guilty pleasure: Dolce

by Nickel & Nickel. Full disclosure: If I go to dinner and this wine is offered, I always buy a glass for dessert. Always. It’s an expensive treat. This is a sweet dessert wine from Napa Valley, in the style of Sauternes. It is at once, filled with oranges, pears, apricots, vanilla and caramel. Maybe a little butterscotch?

It is billed as “Liquid Gold” and is served chilled. In small amounts. The longer you keep it, the richer it becomes. A 350ml bottle, $90ish.

Try and learn from this Commentary by Curtis Honeycutt Of course, they were gonna try and kill me. Do not try and bend the spoon. Thor, GRAMMAR GUY you gotta try and bottleneck that portal. I could have used more than a thousand other movie quotes to illustrate the fact that the phrase “try and” is a fixture of popular usage.

This begs the question: Does that make “try and” OK? We certainly live in a post-proper society. No longer do we dine in the parlor or take tea on a doily on a regular basis. Does that mean rules don’t apply anymore?

Let’s pump the brakes for a second and examine “try and” and “try to.”

Usually, people say “try and” when they should technically say “try to.” I’m going to try to fix my turntable. I’m going to try and fix my turntable. In these two examples, “try to” is considered standard usage, while “try and” is informal or idiomatic usage that means “try

to.” However, upon further examination, “try and” may communicate something different. If I “try and” fix my turntable, it implies that I will be successful in fixing it. In other contexts, “try and” implies irony and suggests certain failure. “I’d like to see you try and stop me, Batman!”

I’ll go ahead and insert my caveat refrain: It’s best to avoid using “try and” in a formal context, unless you intend to use it in a literal sense. While filling out the form to nominate my writing on grammar usage for the Pulitzer Prize, opt for “try to,” as in: “Honeycutt will try to make grammar palatable through his use of attempted humor; whether he succeeds or not is up to what each reader finds chuckle-worthy.”

Shore Temple of India Commentary by Don Knebel The Shore Temple is one of the most visited sites in southern India.

It may once have been TRAVEL a part of a much larger religious complex, now lost to the sea.

In the first millennium A.D., Mamallapuram, about 40 miles south of the modern city of Chennai (once known as Madras), was one of two important ports along the Bay of Bengal. Beginning in the seventh century, the powerful and creative Pallava Dynasty, which conducted trade and diplomatic missions from Mamallapuram, began constructing a series of imposing religious structures near the port, the most famous being the Pancha Rathas (Five Chariots), carved from a single outcropping of granite. To the east of the Pancha Rathas, almost at water’s edge, is the so-called “Shore Temple,” built between 700 and 728 A.D. The Shore Temple is actually three temples erected on a single platform.

All three are in the shape of a pyramid, erected from blocks of granite, making them among the oldest such structures in southern India. Two of

the temples honor Shiva, considered the supreme god by many Hindus. A smaller temple is devoted to Vishnu, another important Hindu deity. In the five-story main Shiva temple, which opens to the rising sun, the deity is represented by the Shiva Lingam, a glistening phallic-like stone representing fertility.

When Marco Polo visited the coast of the Bay of Bengal in 1292, he reported seeing what he described as “Seven Pagodas.” The Shore Temple was probably at least one (or perhaps three) of those pagodas. The devastating tsunami in December 2004 temporarily uncovered another temple constructed from granite blocks just offshore, leading to speculation that the rest of the seven pagodas are now under the Bay of Bengal. The area including the Pancha Rathas and the Shore Temple is now a UNESCO World Heritage site.
