What happened: The council unanimously approved an amendment to the Davis PUD. What it means: The proposal modifies architectural standards and adds additional character exhibits to the Davis PUD district, which is west of Ditch Road between 151st and 161st streets.

What happened: A public hearing was held for Phase 14 of annexation for the Chatham Hills subdivision.

What it means: The annexation encompasses 6 acres on the northwest quadrant of the Monon Trail and 199th Street. It’s the 14th phase, with future phases planned. No one spoke during the hearing.

Council supports House Bill 1070

by Mayor Andy Cook at the Feb. 10 Westfield City CounSAFETY cil meeting, council members unanimously supported Indiana House Bill 1070, which proposes prohibiting handheld devices while driving.

Cook’s 14-yearCook old grandson was killed in a 2018 auto accident caused by distracted driving.

“This is one of Gov. Holcomb’s top priorities. It is a distracted driving bill prohibiting any handheld device to be held in a hand while driving,” Cook said. “We have a lot of accidents that are attributed to distracted driving regarding handheld devices, and the current law we have in the state is virtually unenforceable.”

The current distracted driving law is not a primary violation, so a police officer cannot stop a driver for holding a cellphone.

“Our cops will tell you there are a lot of accidents caused by cellphone users, but they cannot (enforce the law) unless a driver or a motorist in an accident admits he was using a cellphone,” Cook said.

“The current law doesn’t allow the officer to look at the cellphone to see if it was used. Many accidents then go down as following too closely.”

HB 1070 was unanimously passed in the House Transportation Committee, 13-0, then passed in the Indiana House 86-10. It will appear before the Senate Feb. 18, when Cook plans to testify in support of the bill.

Cook said the bill still allows hands-free use, such as Bluetooth.

Church erases lunch debt

By Renee Larr news@currentinwestfield.com Abundant Life Church in Westfield was looking for ways to give back to its community. Lead Pastor Charles Riley explored GIVING BACK what area a donation could make the most impact.

“Our mission statement is we will give life, love and value to everyone, everywhere, every day,” Riley said.

“We couldn’t think of anything better than helping families and kids have lunch at school.”

The church contacted local schools to find out the outstanding balance of students’ lunch debt. Washington Woods Elementary School had more than $8,000 in outstanding lunch debt, which Abundant Life paid.

“Abundant Life Church has been a tremendous partner for us,” WWES Principal Tom Hakim said. “They are one of the most proactive church communities. They’re always trying

to figure out how they can continue to help.”

The church presented the donation to the school on Dec. 19, 2019. The school then contacted each family personally to tell them their lunch debt was paid.

“Not only were we able to eliminate that debt, but we were also able to add a $25 buffer for each family,” Hakim said.

ALC also made donations to schools in Kokomo and Peru.

County hiring fair returns

The Hamilton County Hiring Fair will return for the third consecutive year from 10 a.m. to 2 p.m. March JOBS 5 at Ivy Tech, 300 N. 17th St., Noblesville. Last year, the fair drew 300 jobseekers and approximately 75 hiring organizations.

Jobs presented at the fair don’t require college degrees and include entry-level and experienced positions. The minimum annual salary is $27,000, with a few exceptions.

“This year, we do have a few slots for those that don’t meet that $27,000 a year to help maybe college students that need a job or the people who haven’t been working for a while to get them back into the workforce,” Sheridan Youth Assistance Early Intervention Advocate Lisa Samuels said.

“That’s the newest thing. We do have some part-time positions that will be offered to help people get back into the workforce.”

Tours of the Ivy Tech campus will be offered at 10:30 a.m., 11:30 a.m., 12:30 p.m. and 1:30 p.m. for those interested in learning about the school.

The event is free to attend and is free for nonprofits that want to have a booth. Cost is $200 for for-profit businesses. The deadline to register for a space is Feb. 28.

But those same advances are helping physicians provide treatment in a much less invasive way.

At IU Health North in Carmel, doctors Lambert are using cardiac-specific MRI and CT scans and ultrasounds with 3-D capability to look inside the heart without surgery, according to Nathan Lambert, director of cardiology for IU Health North, Saxony and Tipton hospitals.

Other new technologies also are helping make treatment less painful for patients, he said, and some procedures that once required a trip to the operating room can now be done in a cardiac catherization lab.

“Everything is becoming less invasive, and we are focusing more on being proactive in preventing heart disease,” Lambert said. “For example, there is still a role for bypass surgery for heart and vascular blockages, but we can treat many of these blockages with balloons and stents, including in the heart and in the legs, which is much less invasive than open surgery.”

As treatments evolve, traditional methods remain key in preventing heart disease in the first place.

“Know the common risk factors for heart disease: high blood pressure, high cholesterol, diabetes, smoking and family history,” Lambert said. “Do not be in denial about your own risk.”

Local teacher: ‘A tremendous honor’ to attend Super Bowl

The Westfield resiFOOTBALL dent was nominated in Irsay’s Twitter contest and chosen for his loyalty as a super fan and season ticket holder.

“He picked me. It was an incredible experience,” Bostic said. “It was a tremendous honor.”

A physical education teacher at Carmel’s Forest Dale Elementary School and a Carmel Clay Schools bus driver, Bostic received two tickets to the Feb. 2 Super Bowl and $10,000 to use for flights, hotel, meals and other expenses. He also received $1,000 for a charity of his choice. He gave the funds to Marlin Jackson’s Fight for Life Foundation.

Bostic wore his Dungy attire at the Super Bowl and rooted for the Kansas City Chiefs, who beat the San Francisco 49ers.

“I was in a sea of red, so the blue

sweater vest stood out,” said Bostic, who attended with his wife, Gina.

“The seats were fantastic. It was nice to enjoy the game and not ride the emotional ups and downs like the Chiefs and 49ers fans. The best part was sharing it with my wife. That I got to enjoy the whole thing with her is priceless.

“There is no way I can adequately capture what it meant to represent the team I love at a place where we won the Super Bowl 13 years later. I can say for the rest of my life I went to a Super Bowl.”

Bostic arrived in Miami Jan. 31 and returned Feb. 3.

“We did the free fan experience at Bayside, which was phenomenal,” Bostic said. “We listened to Deion Sanders, Terry Bradshaw and Drew Brees.”

Bostic said his kids kept texting him that they could see him on the Fox pregame show.

“Michael Strahan came over and got a picture and so did Jimmy Johnson,” Bostic said. “It was really cool.”

WWS tops graduation rates news@currentinwestfield.com On Dec. 31, the Indiana Dept. of Education released the 2019 state graduation rate.

EDUCATION In 2019, Indiana’s rate was 87.29 percent, and the nonwaiver rate was 76.73 percent. In 2018, Indiana’s graduation rate was 88.1 percent with a nonwaiver graduation rate of 80.78 percent.

WIS, WMS construction finished

After well more than a year of construction, renovations and additions to Westfield Intermediate School and Westfield Middle COVER STORY School are complete, save for a few punch-list items.

“The innovation center, this is brand new, as is all the skyway connecting the new and old wings,” WIS Principal Annette Patchett said. “The innovation center was (previously) a cafeteria and choir rooms.”

The innovation center, also referred to as the library, was moved to the center of the building to be a central hub for students.

“We never really had a hub area,” Patchett said.

“This space is an incredible layout.”

The room mirrors the Krannert Memorial Library at the University of Indianapolis.

“We have breakout rooms with whiteboards and TVs, and it’s just a private area where groups of kids can work,” Patchett said.

All bookcases in the innovation center are mobile.

A door across the hallway from the innovation center leads to an outdoor deck and pond area. There will be six garden boxes for science classes.

“Kids can go out there (to work), and we’ve created seating out there,” Patchett said.

Other amenities include a studio for WISTV announcements and a new art room. The school now has three art rooms.

Some of the new rooms won’t be used. They are reserved to accomodate future growth.

“It was forward-thinking,” Patchett said. “We needed another art room, and we have three choir rooms now instead of two. We added a gym and

new classrooms to support two new teams (of students). We currently have eight fifth-grade teams and eight sixth-grade teams, and now we have enough space for nine and nine.”

Students are split into triads, or pods of three classrooms, also known as teams. A new hallway connects the classrooms.

Another feature is a set of breakout rooms in each hallway for students to work.

“You used to be able to see kids lining the hallways (working), and now they have spaces they can go to,” Patchett said.

At the middle school, there’s now a secure front entry for visitors. The previous front office was transformed into a counseling wing.

“Prior to construction, you would buzz in and go into the office but have access to the whole building, and we now have a secured access-entry point,” WMS Principal Mike Hall said.

The WMS cafeteria was renovated to include a serving area with a live grill.

“They do live-grill cooking with black bean burgers, hamburgers, Chinese food, teriyaki,” Hall said.

“It smells delicious, and the kids get really excited.”

A new hallway was added with five new classrooms, along with a new gym. The large-group instruction room was repurposed into two classrooms, and a new Large Group Instruction room

was created from one of the old gyms. It can be divided in half.

“This is probably going to be the most widely used space in the district for professional development,” Hall said of the Large Group Instruction room.

WMS also added a family consumer science elective and transformed an old choir room into a full kitchen with three gas ranges and four electric stoves.

PROJECT LEAD THE WAY CLASSROOMS Westfield Intermediate School and Westfield Middle School have new Project Lead the Way classrooms. PLTW is a learning approach for students in grades K-12 to get hands-on experience solving real-world challenges.

“Project Lead the Way has two classrooms and, in the middle, there’s lab space,” WIS Principal Annette Patchett said. “Before, students were working out of normal classrooms and not design space.”

At the middle school, an old band room was converted into a PLTW classroom with lab space.

“There’s two classrooms on each side, and they’re outfitted for the class,” WMS Principal Mike Hall said.

Commentary by Terry Anker Famed American writer F. Scott Fitzgerald wrote in a 1932 essay, “My Lost City,” that “I once thought that there were no second acts in American lives, but there was certainly to be a second act to New York’s boom days.”

The line exposed the resilience of the great city following a period of poor decisions and adverse externalities. Fitzgerald’s novels, including the literary classic “The Great Gatsby,” often wrestled with the notion of redemption. Unlike Gatsby, New York would rise again.

Recently, pundits have debated the entry of one-time political highflier Carl Brizzi into an already crowded local congressional primary battle (note, Brizzi, former Marion County prosecutor, is a reader and well-known to this columnist). To some, his peccadillos, while arguably unsubstantiated, have come to cause doubt in his prudence. Examination is warranted.

Still, are we best defined by what we have been? Or better, should we be measured by what we have the potential to become? Divorced?

Failed business? Less than stellar fourth-grade student? When, if ever, are we fully defined? When can we no longer expect the dawn to follow the night? In a world of ubiquitous social media spouting, do our failures become indelible stains on our lives? Or, are they simply the hardship that frames and molds us along the way? How are we judged as a human in full?

The voters will decide if Brizzi gets a second act. But, who decides about us?

Most unwonderful time of the year

February ... am I right? As I was contemplating my weekly missive this morning, on the way to a HUMOR dance competition, mind you, it occurred to me that I’m not a huge fan of this month.

Dreary weather, no sunshine, and the lamest holiday of the year, Valentine’s Day. Seriously, Valentine’s Day ranks about 74th on my list of celebratory dates, right between Mammogram Awareness and the Ides of March. If I want an excuse to eat sea salt caramel hearts, I’ll just pretend I’m having a low-sodium moment and be done.

No excruciating card-buying experience necessary.

Anyway, while these depressing thoughts are circulating, I glanced at my teenage daughter, who was simultaneously applying fake eyelashes and sneering. She was operating on 5 hours of sleep and no caffeine and was frustrated that I was making her wear a seat belt. The horror! I’m Mom-

mie Dearest, apparently. Her attitude did not improve my take on February.

Naturally, then, I missed my exit, like I do every time I drive to this particular venue. You would think that after probably 18 trips during the last few years, I would know to head east on I-70 and not west. Even worse, Barb, my Google Maps voice, totally judged me afterward: “Recalculating route, you idiot!” Ugh. February — this is all your fault!

Yes, you bring Black History Month and great college basketball and a three-day weekend for some, but you are simply too cold and dark and boring, even during a leap year. And you turn my children into brats and impair brain functioning. No, February, I am not a fan.

Editor, I’m a 13-year-old Starranked Scout from Boy Scout Troop 107 in Westfield. I just completed my Personal Management merit badge, and a key part of the merit badge was making a budget for 13 weeks and then tracking my actual expenses every week. I read the article, “Council creates quarterly budget presentations,” in the Jan. 21 issue of Current in Westfield, and I saw that Westfield is making changes to how they are being responsible with taxpayer money.

I think that it is a great idea to keep track of estimated spending, and then report the actual amount spent every quarter. I also read that the council is making a move to “have a working budget, just like in the business world.”

As a Westfield resident and future taxpayer, I am excited to see these positive changes being made by the Westfield City Council.

Hide and (continually) seek Commentary by Dick Wolfsie Last weekend, some friends called at the last minute to ask if they could drop by. Panic set in.

HUMOR We had a lot of areas to straighten up.

Of course, no matter how successful we were at making order out of the chaos, the first thing my wife would say when our friends arrived was the obligatory, “I’m so sorry the place is such a mess.”

The clock was running. Guests were on the way. That’s when the old toaster was taken off the counter and stuffed in the kitchen pantry. The cat’s scratching post was rolled under a bed. The kitty litter was placed on the cellar steps. I even put the cat in the storage room because she snarls at strangers. The ugly basket with all the TV remotes that sat on the coffee table was hidden behind a chair.

The guest bathroom was sufficiently clean, but there was a chance someone might want to use my bathroom (yes, I have my own bathroom; that’s why we have been happily married for 40 years).

“Hide everything,” Mary Ellen said.

“Your bathroom is a disgrace.”

I grabbed all my medications off the counter, my electric toothbrush, the Norelco shaver, a gallon-size bottle of minty-blue mouthwash, two combs and three hairbrushes and hid them in the … well, I put them under the …

behind the …I had no clue where they were. I should have kept track.

Our dining room table had become the depository for bills and assorted important papers. My wife has always been concerned about leaving material like this out in plain sight. She thinks it all should be secured in a place where no one can find it. Well, mission accomplished.

When our friends left, it was time for us to find everything. And quick. I was sure the cat had to pee and was anxious to scratch her post. I wanted to watch TV and Mary Ellen wanted to pay some bills. We spent most of the next morning looking for stuff we had squirreled away. We didn’t find everything, but I did locate the huge pile of instruction manuals for all our new appliances in the back of the laundry closet. I hid those two years ago before our housewarming party.

So, that’s where they’ve been?

The next morning, I couldn’t brush my teeth, comb my hair or take my Lipitor. Fortunately, when I got in the shower, I found all the items from my countertop piled up in the back end of the tub. I know that eventually everything else will show up, too. Mary Ellen really misses the cat.

WHS dance marathon set for fourth year

By Anna Skinner anna@youarecurrent.com The Westfield High School Dance Marathon will return for the fourth consecutive year FUNDRAISER from 5 to 11 p.m.

Feb. 22 at the high school, 18250 N. Union St. Dance Marathon began at Indiana University in the 1990s as a fundraiser for Riley Hospital for Children. Since then, it has grown nationwide to benefit children’s hospitals.

Recently, high schools began forming fundraising partnerships with colleges for Dance Marathon. WHS’s college sponsor is IUPUI. “Westfield’s started our freshman year, so this is the fourth year,” said Sydney Clifford, senior student and club president. “The first event was in 2017, and it has just grown substantially since then. At the high school, there’s an overwhelming presence of acceptance of the club.”

Participants fundraises much of the year for the event.

“We started fundraising in May (2019) doing a bunch of different events like a lemonade stand, a battle of the bands, car washes, dine to donate,” Clifford said. “We have a ton of ways we reach out to get money along with sponsorships and individual fundraising.”

This year, the group reached out to other schools in the district.

“One thing we really focused on this year was expanding Dance Marathon out of just the high school and

into more of our community as well,” said Maddie Hunter, vice president of the WHS club. “This year, we started a middle school marathon and also put on events at the elementary schools called mini-marathons.”

“The mini-marathons were modified versions of Dance Marathon,” said Alexis Paterson, vice president of the board. “It was two to three hours with a bunch of dancing and stations and activities for kids to do. We would charge $5 to get in, and that’s how we raised money.”

The middle school marathon, set for Feb. 21, will mirror the high school’s.

At the high school marathon, there will be inflatables, Zumba, games, basketball tournaments and other activities. Last year, WHS’s Dance Marathon raised approximately $80,000.

Smith takes on physical role in CCP’s ‘Lend Me a Tenor’

By Mark Ambrogi mark@youarecurrent.com Some might consider this to be Tom Smith’s fourth act.

The Westfield resCOMEDY ident was an English teacher at several central Indiana school districts, followed by a 23-year career as an FBI agent in the Minneapolis, New York and Indianapolis field offices. After retiring in 2006, Smith served on the Westfield City Council.

Smith, 70, then began acting four years ago and performs as much as possible.

“I’m trying to catch up for lost time,” he said.

Smith will be in his biggest role yet in Carmel Community Players’ production of “Lend Me a Tenor” Feb. 27 to March 8 at The Cat, 254 Veterans Way, Carmel.

“This is a challenge for me, not only because there is a lot of lines but there is a lot of running around, and I’m not a young man,” Smith said. “It’s a physical show. It’s a lot of work to get ready for, but it’s going to be hilarious.”

Smith plays Saunders, the manager of the Cleveland Grand Opera Co., in the farce by Ken Ludwig. Smith said he had no reservations about taking the part. “(Director Susan Rardin) offered it to me and I jumped at it,” he said.

“It’s the most energetic farce I’ve ever been in. I love the cast.”

Smith said he auditions for roles he believes he has a shot at getting.

“I’m a little old for the part but it fit me pretty well,” he said.

Smith said his daughter, Jessica, from Chicago, and son, Tom, an Indianapolis police officer, will attend the show because he has a large part.

Carmel resident J.D. Walls plays Tito, or Il Stupendo, the greatest tenor of his generation.

“I’ve been in Ken Ludwig’s ‘Moon Over Buffalo’ at Civic Theatre,” Walls said. “I’ve always wanted to do this show, so when I saw they were doing it, I was first in line to audition.”

The production is Walls’ first with CCP. He planned to audition for Saunders, but Rardin wanted him to audition for Tito.

“It’s a great part and a lot of fun,” Walls said. “It’s a farce, so there is a lot of physical comedy and a lot of timing. It’s outrageousness and misdirection.”

Walls said he had never worked with Rardin or any of the cast before, but everyone has been fantastic.

“I think this will be a big crowd-pleaser as far as a show,” he said.

Caity Withers, who lives in Speedway, plays the female lead of Maggie.

“Every single character gets to do something fun and funny,” Withers said. “Maggie is fun because she is hopeful and earnest, but she is definitely someone used to getting her way. If she doesn’t get her way, she will go to great lengths to make sure she does get her way.”

Withers, from Anderson, did theater when she was younger and then picked it back up a few years ago.

“I saw this show a few years ago and thought it was hilarious, so when I saw the audition notice, I knew I wanted to try out,” she said.

Tyler Marx, Anderson, is performing in his second CCP production.

He played in “The Failure to Zig-Zag,” which Rardin directed in the summer of 2019 “This is my first farce, but I like it so far,” said Marx, who plays Max. “It’s high energy and a lot of fun. The challenge is having all your actions synched up with the other actors.”

History of the onceincomparable palace Commentary by Don Knebel Just south of the famous central square in Marrakech, Morocco, are the ruins of El Badi, perhaps TRAVEL once the world’s most spectacular palace.

In 1578, Ahmad al-Mansur, a member of the Saadi dynasty that had ruled Morocco since 1549, became ruler after his brother, the sultan, died in a victorious battle against the Portuguese, who had sought to bring Christianity to Morocco. The Portuguese were forced to pay enormous sums to al-Mansur to ransom their many important prisoners taken in what became known as the Battle of the Three Kings.

Al-Mansur used the money to begin building a magnificent palace in Marrakech, his capital. The palace became known in Arabic as El Badi, “The Incomparable.” The El Badi palace, which took 25 years to complete, lived up to its name. Modeled on the Alhambra in Granada, the palace contained 360 rooms, a massive courtyard and a reflecting pool 300 feet by 60 feet. It included stables for

the sultan’s horses and dungeons for his prisoners. The palace was adorned with marble from Italy, gold from Sudan and jade from China. Al-Mansur used the palace to host lavish receptions for ambassadors from Spain, England and the Ottoman Empire, displaying Moroccan power.

When al-Mansur died in 1603, the Saadi dynasty began a period of decline and lost power entirely to the Alaouites in 1649. Moulay Ismail ibn Sharif, an Alaouite sultan who began his reign in 1672, moved the Moroccan capital from Marrakech to Meknes and spent 10 years destroying the El Badi palace, both to use its materials in his own palace and to destroy vestiges of the Saadis. Today, only remnants of El Badi remain, but it is an important destination for visitors to Marrakech, who can imagine the scale and grandeur of the once-incomparable palace.

Project includes roadway widening along Wheeler Road near the intersection of SR 32, signal modification at the intersection of SR 32, and new signal construction at the intersection of Tournament Trail.

Bids shall be properly and completely executed on the Proposal Form obtainable at the office of the Owner. Each bid shall be accompanied by Form 96 Contractor’s Bid for Public Works, including Non-Collusion Affidavit as prescribed by the State Board of Accounts, completely filled out, signed, and notarized as required by the statutes of the State of Indiana, Section III of Part II of Form 96 titled “Contractor’s Financial Statement,” and acceptable bid security. The bid security shall be a certified check made payable to the Owner or satisfactory bond by an incorporated surety company in good standing and qualified to do business in the State of Indiana in an amount equal to 5% of the bid, said deposit being for the purpose of ensuring the execution of the contract for which bid is made. Any bid not accompanied by the above required items shall be deemed to be a non-responsive bid by the Owner.

No consideration for escalation on prices can be considered; therefore, contractors are advised to not include any such escalation clauses in their proposal for this project.

The Contractors to whom work is awarded shall be required to furnish a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract price, and they shall be acceptable to the City of Westfield, Indiana.

No bidder may withdraw their proposal within a period of 60 days following the date set for receiving bids. The City of Westfield, Indiana reserves the right to retain the three lowest bid proposals for a period of not more than 90 days, and said proposal shall remain in full force and effect during said time. The City of Westfield, Indiana further reserves the right to waive informalities and to award the contract to the lowest and most responsible bidder or bidders, all to the advantage of the City of Westfield, Indiana, or to reject all Proposals.
