What it means: The approval amends Articles 2, 4, 5, 6, 8, 11 and 15 – concerning definitions, zoning applications and approvals, subdivision procedures, site design and improvement standards, zoning districts, signs and enforcement, respectively – and appendix A, concerning fees, charges and expenses, as an overall update for the unified development ordinance. The ordinances were last updated in 2017.

What happened: The council introduced an ordinance to approve additional appropriations from the city’s general fund for a public purpose grant for the reconstruction of the Logan Street Pedestrian Bridge over White River.

What it means: Jeff Spalding, city financial controller, explained the need for the appropriation.

“We appropriated funds last year for this purpose, but it was in anticipation of this (memorandum of understanding) being completed with the county. Well, that all didn’t quite occur during the last fiscal year,” Spalding said. “As a result, the appropriation for that lapsedm so this is, in effect, reappropriating funds that (the council) appropriated the previous year. The amounts have been set based on the amounts referenced in that MOU.” Because the ordinance was introduced for first reading to the council, no final action was taken. A public hearing for the ordinance was set for the next council meeting, Aug. 13.

What happened: In line with the agenda item prior, the council approved a memorandum of understanding between Hamilton County and the City of Noblesville concerning construction of the Logan Street Pedestrian Bridge over White River.

What it means: City of Noblesville and Hamilton County attorney Mike Howard explained the details.

“This memorandum of understanding was discussed midyear of 2018,” he said. “The bids came back substantially higher than anticipated. The amounts in this MOU were arrived at by talking to the engineering department for the county. Essentially, we have a base reimbursement in Paragraph 2 of $1,542,823, and that includes our contribution, not only to the construction of the structure, but also the lighting on the structure.”

The MOU outlines costs associated with the widening of the bridge to allow for a pedestrian pathway along the road’s edge, crossing over White River. The city and county have agreed to split costs.

The construction of the pedestrian bridge was bid at $3,715,500 in addition to election costs of $587,900, totaling $4,303.400. The City of Noblesville, as outlined by the MOU, will pay a minimum of $1,542,823, half of which will be paid when and if the Noblesville Common Council approves the MOU at its next meeting, Aug. 13. The MOU also states that the City of Noblesville will not pay more than $1,622,750 for the total cost of the project.

The project is set to be complete by September but has experienced delays because of heavy rain.

Noblesville AT&T Store robbed, employee escapes

Noblesville police are investigating and asking for the public’s help to identify two individuals who robbed an AT&T CRIME Store in Noblesville.

At approximately 6:28 p.m.

July 22, police were called to the store at 17159 Mercantile Blvd., near Lowe’s and Meijer along Ind. 37, after a report of an armed robbery.

Police said based on witness statements and evidence collected at the scene, two subjects entered the store and confronted an employee with a handgun. The employee was able to flee without injury and without further contact with the suspects. There were no other employees or customers in the store. No injuries were reported.

Police said they believe the robbers are men but aren’t sure of other identifying details. Officers said they are reviewing security camera footage from the store and other nearby stores.

Voting for a racist is a racist act

Commentary by Terry Anker Used cars and cellphones oddly fit into the same category of being simultaneously useful, to the point of essential, while being exceedingly difficult to purchase. To be entirely clear, it is not too hard to walk to the counter and ask for a phone, sign a paper or two and walk out with a working device.

The problem comes in understanding what, exactly, it is that one has agreed to pay.

Forever phones, leases, tradeins, trade-ups, switch-over deals, loyalty offers – wow! We are looking for a reliable device to get text messages from our kids when basketball practice is over, but we must become an expert in fine-print and wholly Byzantine exceptions, fees, upcharges, expansion packs and extended warranties.

So, we modern humans turn to the web. We look for more digestible offers without the endless double-speak of hyper-competitive sales folks effectively trained to pick our pockets. Like some updated Artful Dodger puppeted by Oliver Twist’s wicked Fagin, they descend on us, knowing little of the harm they cause as they themselves try to survive. So, the relative calm of internet surfing in our own homes leads to false security that any of a dozen or so prominent sites offer a secure and “transparent” place to make a purchase.

Isn’t it always better to “get it in writing?” So, we chat with the sales teams. They cut and pivot, always coming back to their own required script. For the tough questions, we are directed to “call,” not email. Is it really for clarity, or is it to simply to loosen up the definition of “the truth” a bit? Why is it so hard to get a straight answer?

Yes, there are stupid questions Commentary by Danielle Wilson Although it’s hard to believe, school is just around the corner. And with those first few weeks will come countless Meet the Teacher nights and information HUMOR sessions. As a mother of four who has sat through more of these than I care to recall, please allow me to share some advice.

Don’t ask stupid questions! The old saying, “There are no stupid questions” is true only for children. It does not apply to adults in a meeting. There are, absolutely, stupid questions. Here are three of the most common: • Any question you ask before the end, after being told to hold all questions to the end. Teachers are professionals.

They’ll have anticipated almost everything you want to know.

• Any question you ask after the teacher has already shared the answer.

There is nothing more annoying than

• That question about the special exemption that your child will need because she is co-president of the state 4-H this year and will probably miss several exams to organize goat and squash competitions (true story): If posed through an email or after the official presentation, this question is of course not stupid. But to waste the time of everyone in the room with such a specific, applies-only-to-your-family, passive-aggressive “my kid is awesomest!” query is ridiculous and frankly rude. We’ve got places to be, lady!

Telling a racial or ethnic minority to “go back” to the country he/she “originally came from” is racist. It’s the oldest racist attack in the book; every racial epithet is a shorthand way of saying, “You don’t belong in America based on your ethnicity.” It is discriminatory. A supervisor would put their company at legal risk for saying this to an employee. This is not a tough call. Like it or not, it’s racist.

Voting for a racist is a racist act. What is a vote? It is how we put a person in a position of power over others. Anyone who gives a racist power over those he/she is prejudiced against is giving that person real ability to harm people based on their race.

When a racist asks for power, people of conscience say no.

Voting is a choice. A person can vote, or not, and they can vote for someone who should be entrusted with power, or not.

Choosing to vote for a racist is a willful act of racism.

“Whataboutism” cannot excuse it.

In 2016, my neighbors voted for President Trump by a wide margin. Let all understand that in 2020, a vote for Mr. Trump is unequivocally and decidedly an intentional act of racism.

Amid improvements, county seeks additional funds to upgrade 146th Street in Carmel

By Ann Marie Shambaugh annmarie@youarecurrent.com When Deb Leyndyke moved into her northeast Carmel home near 146th Street and Carey Road in 2001, she enjoyed relaxing on her back patio and walking her dogs along the perimeter of the neighborhood.

She doesn’t often do those things anymore.

As Hamilton County communities have grown, so has the traffic on 146th Street. It’s led to increased noise and motor vehicle accidents on the road, which has become one of the county’s major east-west thoroughfares. “(146th Street) has worried me for a long time,” Leyndyke said. “Whenever I hear sirens just outside of my window, I know it’s probably because something has happened at 146th and Carey.”

Accidents at intersections along 146th Street between Clay Terrace and Hazel Dell Parkway increased nearly 17 percent between 2015 and 2018, according to numbers provided by the Hamilton County Sheriff’s

Office.

Leyndyke – who witnessed a car veer off the road through a fence and whose husband’s favorite car was totaled at a 146th Street intersection – is among many area residents with concerns about the road.

And elected officials have taken notice, too.

Hamilton County – which is responsible for maintaining the road – has made several improvements and has some major projects planned on the east and west sides of the county. But along the oldest stretch of the four-lane road, which seems to be most concerning to drivers, a lack of funding has made some recommended upgrades unattainable to date.

LEARNING FROM THE PAST

Serving as a southern border of Noblesville and Westfield and a northern border of Carmel and Fishers, 146th Street touches all of Hamilton County’s cities. It stretches from the Boone County line on the west and connects to I-69 to the east via Campus

Parkway in Noblesville.

Once a two-lane county road, Hamilton County officials met great resistance from people who lived near it in the mid-1990s, when officials proposed widening it in the heart of the county. Hamilton County Commissioner Steve Dillinger, who was first elected in 1989, recalls being told he had “asphalt for brains” because he supported the project.

The county council almost didn’t fund the expansion, but when a Dillinger survey showed that 87 percent of residents thought it was a good idea, it was included as part of a $70 million bond issue, Dillinger said.

Because the road touched so many cities, officials from those municipalities agreed to allow the county to improve and maintain it.

“They all signed an agreement that from that time on, 146th Street would be under the control of the county all the way through,” Dillinger said. “The reason for that was to create continuity.”

The first phase of the project widened 146th Street to a four-lane road between Spring Mill and Cumberland roads, a stretch with many of the traffic concerns now. In part because of the resistance to the project, county officials said they kept the road too narrow and allowed too many curb cuts and traffic lights to appease developers and nearby residents, which has led to some of the difficulty of efficiently getting through the area now.

“The county has tried to look at what we did wrong in the past and what we can do better,” said Brad Davis, Hamilton County Highway Dept. director.

“Had the people in the early days tried to limit some of that access, that whole congested area from Greyhound Pass to Allisonville Road would be a little bit different.”

2035, with several failing to be acceptable as early as 2020 if improvements aren’t made.

The study recommended teardrop roundabout interchanges, similar to those on Keystone Parkway in Carmel, at all intersections except the at the entrance to Cool Creek Commons in Carmel, where a two-lane metered roundabout is recommended.

The study also estimated the cost of upgrading each intersection, with the metered roundabout coming in at $5.8 million and the others at approximately $27 million each. Because of the construction costs and need to acquire many parcels of land to build teardrop roundabouts, county officials are not sure what the future will look like at those intersections.

“It’s very difficult when you get someplace like Gray Road or Carey Road because the amount of property we’d need to do those (teardrop roundabouts) is very large,” Davis said. “There are a lot of businesses already developed right up next to the road, so it’s not known if you could even do them or not.”

Hamilton County Commissioner Mark Heirbrandt said he and other county representatives went to Washington, D.C., after completion of the 2018 feasibility study to meet with elected officials and the Federal Highway Administration to disHeirbrandt cuss the possibility of using federal funds to help pay for the projects.

“We very rarely come out there asking for funding, but this is such a large project,and it’s so important to the county we felt it was important to look for any funding opportunities that were out there,” Heirbrandt said.

To date, funding has not been identified, but county officials plan to continue applying for federal grants.

Heirbrandt said the intersection at Hazel Dell Parkway is the top priority of all intersections in the study. He also said the county may start preliminary

engineering and environmental work there to stay “ahead of the game.”

CHANGES COMING

Elsewhere along 146th Street, the county has major improvement projects under way. Interchanges will be built at Ind. 37 and Allisonville Road, with construction expected to start in early 2020 and late 2022 or early 2023, respectively.

Later this year, the county plans to repave certain segments of the corridor, including the intersection at Hazel Dell Parkway. A larger repaving project, which received federal funding, will upgrade the road from U.S. 31 to Hazel Dell Parkway. The project isn’t expected to begin until late 2023, when federal funds become available.

The county also is planning to look at 146th street at U.S. 31, which uses a system of ramps and signals that many drivers find confusing. Officials want to find ways to help traffic flow more efficiently through the area.

County officials also are planning to use what they’ve learned through the 146th Street project to widen roads that are expected to become major east-west corridors in the future: 236th Street and 276th Street.

In the meantime, the county has upgraded the 146th Street corridor in smaller ways, adding multiuse paths, upgrading and installing ADA compatible ramps, upgrading pedestrian crossings and signalized intersections and implementing flashing yellow arrows for left turns.

When the county first considered widening 146th Street more than 25 years ago, collaboration has been key. With so many municipalities affected, officials say they are still committed to working together to improve the road throughout the county.

“The county and all the cities and towns all get along really well,” Heirbrandt said. “We all realize that we’re stronger as a team rather than just one entity.”

that is going to be happening along 146th Street east of (Ind.) 37, which is terrific, but I don’t have major concerns and haven’t heard from constituents who have major concerns about (Noblesville’s portion) of 146th Street.”

In Noblesville, one of the busiest intersections is where Allisonville meets 146th Street. The county plans to construct a dog bone-style roundabout interchange where 146th Street will pass under Allisonville Road. However, funding has not been secured, and there is no timeline for the project.

“We’ll do whatever we can to support what the county wants to do with 146th and Allisonville because really, when you get to River Road and you go west, it’s really more a function of interchanges that are probably at the point where stoplights may or may not be the anO’Connor swer, and it’s pretty obvious they’re not,” O’Connor said.” So, how much is it going to cost to build over/under intersections or (build) roundabouts at those spots? Is that even feasible with the level of traffic?”

For now, the city is looking to alleviate east/west congestion by extending and widening a busy corridor approximately 3.5 miles to the north, which is Pleasant Street.

“It’s just a challenge with the number of vehicles that are traversing east and west, which, frankly, that’s why we’re trying to get Pleasant Street done, because that will help alleviate (the problem) a little bit, or open up more of a traffic flow. That likely won’t take much traffic off of 146th Street, but it is another east/west corridor.”

In 2018, a feasibility study looked at improving intersections from Lowe’s Way to Hazel Dell Parkway.

The study, conducted by CHA Consulting and funded through Hamilton County, concluded that most intersections operated at an acceptable level of service at the time, but that all of them will be unacceptable by

The value of a dollar — In the U.S., apparently not every dollar is equal. The value of $1 varies depending on where you go.

According to new data compiled by 24/7 Wall Street from the Bureau of Economic Analysis (BEA), a dollar goes the furthest in America’s “poorest states,” such as Mississippi and Alabama. According to 24/7 Wall Street’s research, only four states (Rhode Island, Florida, Oregon and Delaware) are actually worth $1. The states that were named the most expensive include New Jersey, California and New York, with each averaging about $0.87 to $0.88 on the dollar.

Hawaii was by far the priciest state — with a $1 bill being worth only a measly $0.84.

The warm-weather state was also dubbed the most expensive state. Indiana ranked 11th with a value of $1.11 on the dollar.

Carmel residents star in ‘Flipping Exes’

The Carmel residents TELEVISION dated for a stretch of time they can’t even agree on, yet decided to form a houseflipping business three years ago called Flipping Exes.

The Bravo network saw the potential for a reality show on their home design and real estate business. “Flipping Exes!” debuts at 10 p.m. Aug. 6 on Bravo. The first season has seven episodes in which the couple finds homes in need of repair or redesign and turns them around to sell.

“I feel the viewers are going to see the dynamic that we do genuinely, sincerely care about each other,” Klemm said. “I’m very upfront and dramatic because I do have a big personality. The dynamic of him dealing with that is pure comedy in itself sometimes. We get on each other’s nerves and there is a lot of drama because we are two completely different people.

But at the end of the day, Michael and I do care about each other. I don’t think I’ll kill him, in the meantime.”

LeSure, who is a financier who oversees construction, said the fact they have different personalities creates a balance.

The partners do some of their house flipping in Carmel, which Klemm described in a show promo as “Beverly Hills of the Midwest” and “a real estate gold mine.”

The Flipping Exes business started after Klemm and LeSure broke up.

“The show follows our overall process of how we acquire houses, develop a budget and Nina’s role in beautifying a house,” he said.

Klemm has been a licensed Realtor for 10 years.

“My experience has really helped our flipping business. Working with buyers day-in and day-out really helps me transfer visions of what a client is looking for into a home,” Klemm said. “I had flipped a few houses before Michael even entered my life. Being a Realtor was my primary job and I would (flip homes) on the side, one or two a year, starting in 2011.”

The event kicks off with the first workshop at Carmel Clay Public Library at 12:30 p.m. Following a table read, Eric Wayne Key, founder of Digipitch, will demonstrate his free online screenwriting and film-pitching software at 3:30 p.m.

Rachel Murphy, a professional line producer based in Indiana, takes the stage at 4 p.m. She will show how to break down a film’s budget to reflect real-life costs of producing a feature film.

The evening session will begin at 6:30 p.m. and will focus on the screening of four short movies made by midwestern women filmmakers. A Q&A will follow.

The vision isn’t always shared.

“As you will see in the show, Michael and I definitely don’t see eye to eye 99.9 percent of the time,” Klemm said However, LeSure said Klemm’s vision usually wins out.

“I do feel like I have to reel her in a lot and let her know we are in business to make money,” LeSure said. “But her vision in terms of what she wants the house to eventually look like, I feel she definitely wins on that. She has a good eye and knows what is current and relevant.

Budget-wise, she doesn’t win out on that all the time because there are things that just don’t make sense in terms of what she wants to do with a house and it being economically sound.”

Klemm said she met LeSure when he was a Sunday school teacher for her sons.

One thing the two can’t even agree on is how long they dated.

“Depends on who you ask. Michael forgot to tell me we were broken up, so my time frame and his are a little different,” Klemm said. “Maybe six months different,

but we make it work.”

LeSure said there was clear documentation of communication.

“Let’s disagree to disagree,” said Klemm, who said she believed they dated more than a year and LeSure thinks it was less.

LeSure said seeing the finished home product will appeal to the TV audience.

“Our dynamic, how we interact, should have some appeal and I feel Nina has a dynamic personality, which is a draw,” LeSure said.

Klemm said listening to her clients helps her understand how to do the flips.

“Every episode I talk what buyers are looking for and why they are looking for it,” she said. “When we flip, I try to incorporate everything a buyer is looking for in that flip.”

LeSure estimates they have flipped 40 houses. The more dramatic flips are featured on the show, LeSure said.

“Some houses you can get at a decent price and just need minor things in terms of paint, carpet and counter tops,” he said.

Ober to display work at Art Fair

“I had to take a very long ARTIST break as we’ve had six children over the past 11 years,” said Ober, whose children range in age from 2 to 11. “I haven’t done a lot of creating, but in the past two years I started doing more painting and drawing.”

The Noblesville resident will show her artwork during the Art Fair on the Square, which runs from 9 a.m. to 5 p.m. Aug. 3 in Noblesville.

“I’ve been focusing this year mostly on abstract landscapes, but I’ll have some other things as well,” Ober said.

Ober said she was active in the Cincinnati art scene before having her first child. She had been a part of solo and group exhibits.

“I actually traveled to Europe for painting work before kids, too,” Ober said. “I kind of put everything back on the shelf to use my creative energy to be raising my kiddos.”

Ober, a 1999 Westfield High School graduate, and her husband, Kevin, moved from Cincinnati to Noblesville in 2008. Both are both Indiana University graduates.

“I’ve had the opportunity to show each month at their exhibits as well as I’ve been exhibiting at the Nickel Plate Arts in Noblesville,” Ober said.

Her work has been featured for the past year in the Hamilton East Public Library’s Ignite Studio’s quarterly exhibit in Fishers.

Her work was shown at Fishers City Hall in July.

Ober has a side business as a photographer.

Make mine a portmanteau Commentary by Curtis Honeycutt

I’ve said it before and I’ll say it again: We Americans love efficiency. We also become enamored with novGRAMMAR GUY elty — new things entertain us until there’s a new shiny object that tickles our fancy.

The language equivalent of efficiencymeets-novelty is the portmanteau. I’ll admit, when I first heard this word, I could’ve sworn it was a rustic wine village in the South of France. Portmanteau is a French word originally meaning “suitcase.” However, author Lewis Carroll introduces a new meaning for the word “portmanteau” in his book “Through the Looking-Glass.” Humpty Dumpty explains to Alice that new words made from two words being smashed together — like “slithy” (slimy and lithy) and “mimsy” (miserable and flimsy) — are like a portmanteau. There are two meanings packed up into one word.

I should note that “portmanteau” is itself a portmanteau: It combines the French words “porter” (to carry) and “manteau” (a cloak).

Why do I care to teach you about a French word that was redefined by a 19thcentury British author? Portmanteaus are fantastic, and they combine efficiency and novelty so well. The following are some of my favorite portmanteaus, which were all invented by someone who wanted to be cute and concise. You’ll find all of these words, by the way, in the Merriam-Webster Dictionary: chillax (chill and relax), skort (skirt and shorts), smog (smoke and fog), turducken (turkey and duck and chicken), glamping (glamour and camping) bromance (brother and romance).

How about some new portmanteaus? I’ll offer up a few: flarf (a flag that can become a scarf), phowner (a person who owns a phone), roboat (a robot boat) and singull (a seagull that isn’t in a romantic relationship).

Perhaps creating a portmanteau that catches on is tougher than it seems. Inventing new words from existing words is fun. It keeps our language alive and vibrant. Send me an email or a tweet with any portmanteaus you create.

Napier: World’s Art Deco capital Commentary by Don Knebel Napier is one of New Zealand’s most visited cities. Much of its appeal is the result of the city’s response to a TRAVEL horrendous natural disaster.

Napier is on Hawke’s Bay along the east coast of New Zealand’s North Island, about 200 miles northeast of Wellington, the nation’s capital. The Máoris, New Zealand’s original people, settled the area because of its natural harbor. By the 20th century, Napier had become an important port city, exporting a variety of agricultural products from nearby farms and ranches. On Feb. 3, 1931, a massive earthquake struck the Hawke’s Bay area, killing at least 256 people and destroying the commercial center of Napier. The earthquake also increased Napier’s elevation by at least 6 feet, creating about 15 square miles of new shoreline. Undaunted, residents of Napier almost immediately began rebuilding their downtown area.

Many of the new buildings incorporated the elegant and then popular architectural style later known as Art Deco.

Zealand’s busiest ports, exporting large quantities of wine, wood and wool. The Marine Parade, a picturesque seaside promenade, passes by the National Aquarium, an assortment of parks, a graceful Art Deco concert shell and the famous bronze statue of “Pania of the Reef,” a mermaid figure from Máori mythology and now the symbol of the city. But Napier’s popularity with visitors from around the world rests largely on the dozens of meticulously maintained Art Deco buildings in its downtown, considered to rank second (if at all)
