Mandates may cause utility increase news@currentnoblesville.com Two upcoming projects required by the federal government have led the City of Noblesville to propose a minor rate money increase in sewer rates within city limits.

The two projects, totaling $11.73 million, represent unfunded mandates ordered by the Environmental Protection Agency and the Indiana Dept. of Environmental Management.

Noblesville Utilities has requested a threeyear rate increase of 3.5 percent on all sewer fees. The new rate was presented to the Noblesville Common Council at its May 9 meeting and will be voted on at its May 23 meeting.

“It’s unfortunate that the EPA and IDEM have left the city with no choice but to bear the responsibility for the construction and funding of these projects,” Noblesville Mayor John Ditslear stated in a press release. “While no one likes to see a rate increase, in the long run, these projects will still be beneficial to our city and are necessary to protect our waterways.”

Noblesville charges a flat rate for residents, which is currently $37.68 per month. If approved, the rates will change July 1 this year and in 2018 and 2019.

Since 2007, the sewer fee for Noblesville residents has only risen a total of $5.80 per month.

The two federal unfunded mandates involve the Long Term Control Plan Phase IV (estimated cost of $3,590,800) and phosphorus removal and air supply system replacement ($8,138,800).

Long Term Control Plan Phase IV The city began its 15-year Long Term Control Plan in 2007 with plans to complete the work in five phases. Phase IV, expected to begin in June, will remove stormwater from combination sewers in Old Town. Currently, the existing stormwater mixes with sanitary sewage and flows to the treatment plant through combined sewers. When completed, stormwater will flow into a newly installed storm sewer system and out to the receiving streams.

south of Roosevelt Drive,” Utility Director Ray Thompson stated. “This will improve the drainage along those streets and remove unwanted water from the treatment plant.”

Phosphorus Removal Project For the past year, the city has operated a Phosphorus Removal Pilot in preparation for this project, which will remove phosphorus from the wastewater at the treatment plant.

Phosphorus is a nutrient that passes through the typical treatment process and now must be targeted and removed. When phosphorus is found in waterways and streams, it creates excessive algae growth, which causes algae blooms and robs the water of oxygen, killing fish and creating odorous waters. The Phosphorus Removal Project will begin construction later this summer.

Noblesville again a Tree City

By Sadie Hunter • sadie@youarecurrent.com For the 27th consecutive year, the City of Noblesville has been named a 2016 Tree City USA by the Arbor Day outdoors Foundation.

The national honor recognizes the city’s commitment to effective urban forest management.

The city received Tree City USA recognition by having the program’s four requirements: A tree board or department, a treecare ordinance, an annual community forestry budget of at least $2 per capita and an Arbor Day observance and proclamation.

Noblesville also received a Tree City USA Growth Award for demonstrating environmental improvement and higher level of tree care.

“Trees provide us with so much more than just shade and beauty,” Noblesville Urban Forester Vince Baker said. “Proper planting and caring for trees helps improve our surroundings, reduce pollution, lower energy costs and improves the appearance of our community.”

EXECUTIVE SUMMARY Although most of the work is rarely seen by the public, one of the city’s information technology department’s major roles is maintaining and updating the city’s website.

The department is made up of six employees, including two geographic information system workers. IT maintains all of the city’s networks, computers, servers, cameras, printers and phones. The department also assists Noblesville’s police and fire staffs with laptops, dispatch software and equipment upgrades. Like public safety, IT is on call at all times of the day to assist those who work non-traditional shifts. In 2016, the city purchased 75 new ruggedized laptops to replace older models in patrol vehicles.

NEW WEBSITE The city’s new website was launched in May 2016, designed to have a fresh look and

be more user-friendly. The city said the site has been modernized with a responsive design, which allows use on a computer, tablet or phone. This was the first major website overhaul since 2004. In 2015, the website saw 147,529 unique website visits, and in 2016, the site saw 157,526 unique visits. The heaviest website day for the past three years has been Oct. 31.

CITYWORKS Cityworks is a GIS-based asset management system that most city departments use. It is used to track service requests within the city, keep up on inventory maintenance, track materials used and record all city assets. In 2016, there were 9,644 work orders, 787 service requests and 2,511 inspections. Some of the city assets that are GPS-located include 19,736 street trees, 6,297 posts, 7,708 street signs and 870 cityowned street lights.

Since 2011, NPA has awarded 29 grants worth $23,000 to local homeowners to help offset the costs of fixing up the exteriors of their homes. Council approves BorgWarner news@currentnoblesville.com The City of Noblesville and BorgWarner have agreed on terms to bring the new Indiana Tech Center development to Noblesville. The Noblesville Common Council approved the development agreement at its May 9 meeting.

The facility will be built at the southeast corner of 141st Street and Olio Road along the I-69 corridor.

BorgWarner will consolidate its central Indiana operations that are currently performed in two separate facilities by combining research and development, testing, prototype building, engineering and design work into one, open-concept building with interactive office environments and collaboration zones.

As part of the agreement, BorgWarner will begin construction on the two-story technical center in June for an expected opening in 2018. The company, based in Auburn Hills, Mich., plans to purchase $13 million in new personal property, such as machinery and equipment, to be installed within five years.

STUDENT STARS GET RECONITION

Noblesville Youth Assistance Program provides support in many areas

By Mark Ambrogi • mark@youarecurrent.com The Noblesville Youth Assistance Program keeps progressing in its mission to strengthen youth and cover story families through community involvement.

The 5-year-old Noblesville program is free and voluntary for youth, ages 3 to 17, facing life challenges.

The Westfield Youth Assistance Program began in 2009. The NYAP came after and is one of six programs serving students and their families in Hamilton County. The others are Carmel, Fishers, Hamilton Heights and Sheridan.

“We’re a not-for-profit agency, but we’re technically employed by Hamilton County under Superior Court I with Judge (Steve) Nation. We work really closely with Noblesville Schools and the guidance counselors,” said Ashlan Cavender, an early intervention advocate with NYAP. “What happens is guidance counselors identify any families or kiddos that are at risk or need some extra help or assistance. They refer them to our program.

We set up a meeting with the family. We basically talk to them about what they need help in and how we can support them. We connect them to services in the community that can assist them, whether that is any type of counseling or whether that is getting them involved in sports, whether they need mentoring, tutoring, summer camps, food and clothing assistance.”

Brandy Egan, the program’s other early intervention advocate, said the program also gets referrals from the prosecutor’s office.

“Every time a truancy letter is sent, we receive a copy of that. We try to get involved

with the family first and see if there is a way we can support them to get the child back in school regularly, prior to them going to court or any formal charges being filed,” Egan said. “We also get all the copies of the incorrigibility packets that are turned into the prosecutor’s office to give us a chance to work with them first before the prosecutor’s office goes any further with it.”

Incorrigibility is a status offense for juveniles, occurring when a minor under age 18 refuses to accept the authority or discipline of adults.

“Most of our referrals come from Noblesville Schools, and the prosecutor’s office is second,” Cavender said. “It’s just to offer them any kind of support to prevent any other negative things from happening, help them do better in school or get them more

involved socially, medically or emotionally.”

Cavender said there are numerous agencies NYAP has developed relationships with that can help.

“We develop a plan with the families and tackle it from there,” she said.

Cavender said they could refer or help them get into any type of organization in the county.

“Our job is to help empower the kids and the families to meet their needs on their own and not need help from anyone else,” Egan said.

For the past four years, the Noblesville Youth Assistance Program has sponsored a Shining Stars program honoring students in each of the Noblesville Schools.

The awards are open to any student in the district.

“We would still sponsor the event even if none of the Shining Stars were in the Youth Assistance,” Ashlan Cavender said.

Due to confidentiality, the NYAP has never identified if any of the Shining Stars have used their assistance.

Some of the criteria used for picking the Shining Stars overcoming adversity or a tragedy at home or school; demonstrated a profound positive change in attitude or behavior; or overcome a significant obstacle at home or school and have made an extraordinary academic positive turnaround.

Noble Crossing Elementary fourth-grader Finn Sallmen fits that model with his positive approach. Finn said he has worked hardest on improving his English.

Stacy Sallmen said they adopted Finn and his two sisters, Mia and Zoe, who came from Ukraine in the fall of 2014. Mia is an eighth-grader at Noblesville West Middle School, and Zoe is a Noble Crossing third-grader.

“Finn has taken off, and he’s done awesome,” Stacy said. “He’s progressing very well. He has amazing teachers. Everyone at Crossing has been awesome. It’s not been easy. They come from hard places. To see him excel like this and recognized as a Shining Star is very humbling.”

Divided notions Commentary by Terry Anker If we were to name only one, what would it be? Certainly, we thinking humans establish our lives in ways that set personal priorities. But if we had to identify a single thing, around which the whole of our lives was formed, could we do it? We might put our faith at the top of the list, or family, or career, or education. Others could hold that avoiding an addiction to be of the highest order – each moment would place that desire to precede all other needs. Often, our priorities shift over time. Those of us who put our children at the zenith would have surely not considered such a structure before beginning a family.

Whatever the prioritization, we all follow some chart helping us to navigate our way in the tumultuous sea of daily existence.

Alas, for some, we think so precious little about what our Polaris is (or should be) that we are led by it with little notion of its presence – or worse, our dominion over it.

Over the past 64 years, North and South Korea, a people divided, have followed different guiding stars. The leaders of the North set as their first objective the preserving of their political regime. As such, military needs consume most resources, and national priorities are tightly constrained. The South followed an intellectual path to free markets and open democracy.

Today, there are vast differences, evidenced by these divergent roads, with two of the starkest being life expectancy, which is 25 percent greater in South Korea, where personal freedom exists.

If priorities set long-ago can destructively constrain our future growth, do we fall behind in failing to routinely review our own guide stars?

I am not a crier. Never have been. At least I can blame these moments of weakness on the magical manipulators of marketing.

But the other day I was sitting in the always-long drive-thru line of Chick-FilA, opening the mail, and out of the blue I begin full-on sobbing into my steering wheel. The culprit? Graduation information from the high school! I mean, seriously!

I’m counting the days until “Geoff-Geoff” is on his merry way, out the door and onto independent, adult living. But between the dorm-fridge raffle announcement and information on cap and gown pick-up, all I could do was think about my first baby boy. Towheaded and talking at an elevated level to be heard above his invasive twin siblings.

Hensley, a Fishers resident, served as co-owner of Penn Station franchises and then as CEO and managing partner of McIndy Ventures, which owned 19 McAlister’s Deli franchises. That was sold in November 2015.

Hensley, 56, opened Fresh To Order in April in Noblesville. It is the former spot of Paradise Bakery in the Hamilton Town Center.

“When I sold the McAlister venues, I was looking for something that had a menu where the items were made fresh and on site,” said Hensley, CEO of Acuity Restaurant Group. “It’s a quick, casual, upscale restaurant. There is a beverage station with several custom beverages.”

Hensley said this is the first Fresh To Order franchise to open north of Tennessee, and he has a deal to open 10 in the Indianapolis area.

Childless women increasing – There has been a small but significant increase in the number of childless women in their early 30s over the past decade, according to recently released data from the U.S. Census Bureau’s Current Population Survey’s fertility supplement. In 2006, 26.2 percent of women ages 30 to 34 were childless, meaning they had never given birth to a child.

By 2016, that number had risen about four percentage points to 30.8 percent.

Yakovleva-Randall said the spring showcase is one of IBC›s most beloved and well-received productions.

“I look forward to dancing in it since I’ve been dancing (with IBC) since I was 8,” Julia said. “I’ve kind of been through all the levels.

It’s really nice because it shows the progression of all the different dancers. They all go through this school and progress and grow.”

Morgan said it was great to see the growth as they go through the levels. Morgan saw her own growth during the YAGP national finals last month.

“It was an amazing experience,” Morgan said. “It was a competition, but I looked at it more as a growing opportunity because you got class every day, so you are able to push yourself and learn more about yourself every day rather than just one time on stage.”

“We are definitely going to be able to stay together for the summer,” Julia said. “We aren’t competitive. We don’t think about that.

An indoor project for spring Commentary by Krista Bocko Now that we’re deep into spring, I’m turning almost all of my attention to outside house stuff.

However, I’m still always D.I.Y. tweaking things on the inside and trying to make the most of the limited space. I love the challenge (most of the time).

So here’s a project I want to share: chalkboard contact paper. I have painted a chalkboard on the side of my pantry, but this contact paper is the stuff to use if you want a less messy, smaller-scale solution to paint and chalk dust. I use the contact paper on the inside of some of my cabinet doors. I love this because 1) it’s hidden, 2) the contact paper is easy to apply and remove, so even if you rent, it’s a great solution, and 3) it’s a great way to keep oftenused recipes, favorite quotes or sayings, phone numbers and more handy.

Buy a roll of chalkboard contact paper and a chalk pen from the craft store. Use a straight edge and an X-Acto knife to make clean cuts and apply. You might find it helpful to use a credit card or a squeegee to smooth out any air bubbles. Bonus: I also

use small squares of the paper as pantry jar labels.

So easy, and because I’m impatient and want to see a quick transformation, I love the instant gratification of this project.

Members of the Coptic (Egyptian) Church trace their origins to Saint Mark, who they believe visited Egypt in 42 A.D. travel and became their first patriarch. Today, the Coptic section of Cairo is known for a unique church dedicated to the Virgin Mary, to whom they attribute a famous miracle.

Built as early as the seventh century, the church rests on a foundation of logs and stone extended between the tops of the south gate towers of the Roman-era Babylon Fortress, creating the illusion that the church was suspended in the air and giving the church the name Al-Muallaka, meaning “the Hanging” or “the Suspended.” Centuries of accumulated debris have raised the ground level around the church by about 20 feet, nearly burying the towers and eliminating the illusion, but entering the church still requires climbing 29 steps.

The interior of the church has been remodeled repeatedly, but one of its most distinctive features remains. The vaulted wooden ceiling is reportedly intended to suggest an inverted Noah’s ark. Seven huge icons above the altar are among the church’s 110

icons, one of which, called the “Coptic Mona Lisa” because of its iconic portrayal of Mary and the infant Jesus, was created in the eighth century. In the late 10th century, the Fatimid Caliph who ruled Cairo reportedly challenged Patriarch Abraham, who had recently remodeled the church, to prove that faith could move mountains, as Jesus had taught. Copts believe that after Abraham prayed for three days to Mary’s icon, she appeared and gave him the power to cause a section of a mountain near Cairo to break

off and move, earning the Caliph’s favor.

Whether or not the story is true, the Hanging Church remains a symbol of the ongoing Christian history of Egypt, and the mountain is still called “Mokattam,” meaning “broken off mountain.”
