County officials split on need for new income tax

By Ann Marie Shambaugh AnnMarie@youarecurrent.com City and town councils across Hamilton County soon will vote on whether to approve a .1 percent increase PUBLIC SAFETY to the 1 percent local income tax to fund and improve the county’s 911 communications center.

The town council of Arcadia, a town of 1,600 people north of Cicero, recently voted in favor of the tax, triggering a process that requires it to be considered by all Hamilton County city and town councils. To go into effect, councils representing more than half of the county’s population must approve the tax increase.

That means if approved by Carmel and Fishers, whose populations comprise nearly 60 percent of the county, the tax would be approved and go into effect Jan. 1, 2020.

The proposed tax could more evenly spread the cost of funding the 911 communications center across all county residents. Currently, Carmel, Fishers, Noblesville and Westfield combine to pay more than $5 million to run the center, with a statewide user fee charged to phone users covering $3.6 million. The county, small towns and townships are responsible for less than $1 million.

Previously, the county’s four largest cities helped subsidize the service for the small towns and townships, but Hamilton County Commissioner Christine Altman said officials from the large Altman cities decided they no longer wanted to absorb those costs.

Beginning this year, Hamilton County’s small towns and townships are responsible to jointly contribute $500,000 annually, an amount determined based on the number of calls to an area. The county agreed to phase in the amount they owe, with $50,000 due in 2019 and the amount increasing by 10 percent each year until they are paying the full amount. In the meantime, the county is funding the difference.

But even with only 10 percent of the full cost due this year, the small towns are hav-

ing a difficult time finding the funds, Altman said, partially because of state-mandated tax caps. And she doesn’t expect it to get any easier as their bill grows.

“Is it fair for the county to supplement the north versus the south (part of the county)?”

Altman said. “We didn’t want to get into that, so we had to come up with a plan where everybody felt comfortable and everybody was paying their fair share.”

The 911 communications center, housed in the basement of the Hamilton County Sheriff’s Office, handles more than 300,000 calls each year. It began dispatching all police and fire departments in the county after Carmel, Noblesville and Hamilton County consolidated their dispatch centers in 2012.

Rick McKinney, an at-large member of the Hamilton County Council, which handles the county’s finances, said the tax increase isn’t necessary.

“We haven’t had a problem for the first five or six years (of consolidation), so we’re fixing a half-a-million-dollar McKinney problem with a $17 million tax increase,” he said. “It’s sort of like using a sledgehammer to kill a fly.”

If the tax is approved, municipalities will no longer be required to pay a service fee to use the 911 dispatch center because the tax will fully cover its operation. In Carmel, that means the city would have $1.8 million to use elsewhere.

The tax is expected to raise approximately $16 million annually for the county, which is roughly $5 million more than its current budget, another concern for McKinney.

“There is no need right now for that extra money,” he said. “It will just go into an account and wait until the mayors and commissioner (who comprise the county’s 911 communications operations board) decide they need to spend it on something.”

Altman, who serves on the 911 communications operations board, and other county officials have proposed using some of the additional funds to pay for a new, freestanding 911 dispatch center.

NO VOTE SET IN CARMEL Carmel City Council President Jeff Worrell said he doesn’t know when the council will vote on the proposed tax increase, and he hasn’t determined how he will vote. He said he doesn’t like the idea of a new tax but that this one might make sense.

“We are empathetic to both the taxpayers who don’t want to be burdened with any additional taxes, but we also need to be empathetic to the smaller communities that don’t have the same resources,” Altman said.

“Those folks deserve the same service if they are in the county. I think this is a method to make sure that continues.”

The Westfield City Council was set to hold a public hearing on the tax Sept. 9. Fishers is scheduled to hold one Sept. 16. In recent years, Boone and Hancock counties joined dozens of others across the state in adopting a similar tax.

Carmel City Council candidates discuss debt, diversity

By Ann Marie Shambaugh AnnMarie@youarecurrent.com Five of the eight candidates running in contested races for the Carmel City Council participated in a League of ELECTION Women Voter’s forum Sept.

5 at Carmel City Hall. The central, northeast, north and west districts have a Republican and Democrat running in the Nov. 5 general election.

Only the West District race, in which Republican Debra Minott is running against Democrat Miles Nelson, had both candidates in attendance. Two Republican incumbents, Sue Finkam of the Northeast District and Laura Campbell of the North District, did not attend. Their respective opponents, Democrats Ti’Gre McNear and William Howard, participated.

Democrat Cleaster Davis, who is running against incumbent Republican Bruce Kimball in the Central District, missed the forum because he was in the hospital.

Several questions from the audience focused on Carmel’s debt and spending. Many of the Democratic candidates said they were concerned about the city’s debt load.

need to stop,” McNear said. “What I’m saying for Carmel leadership is to put a halt to the amount of debt we are (incuring).”

Minott said she believes the city’s debt load is manageable, even if a recession were to occur.

“I am not concerned about the debt as it stands today, because most of that debt relates to (tax increment financing) and those bonds are tied to the individual development projects that they produce,” she said. “If there is a recession, which is the reason folks often worry about debt, those

development projects still exist.”

Candidates also weighed in on Hotel Carmichael, a $43.5 million boutique hotel under construction at Carmel City Center.

“I feel, unfortunately, asking a candidate about Hotel Carmichael is difficult, because the cow has already left the barn on this one,” Nelson said. “If I come out against it, there’s really nothing I can do about that. I hope it turns out beautifully, and I hope it’s always full.”

His opponent has concerns about the project but is optimistic it will succeed.

“I’m excited to watch this coming up out of the ground, but I have to say I’m personally skeptical that we can fill it,” Minott said.

“I’m confident that the people who did their homework did it well.”

The candidates also expressed their opinions on Carmel’s diversity — both on the council and elsewhere — and what can be done to enhance it.

Nelson pointed out that a Democrat never has served on the Carmel City Council.

“It’s hard to have a diversity of opinion when it’s always just one singular group,” he said.

Howard said electing a Democrat to the council would be a good step in creating a government that is representative of the people it serves.

“Currently, that is not the case,” he said, adding later that the sitting council is “a bit of an echo chamber” that lacks independent voices.

Kimball and Minott said they believe the city is doing well with promoting diversity.

“We are doing things right,” Kimball said.

“We’ve got a mayor who is a renaissance mayor who has gone out of his way to create a diverse city not just in housing, but in culture.”

Judge dismisses noise citations, rules ordinance unconstitutional

By Ann Marie Shambaugh AnnMarie@youarecurrent.com Carmel City Court Judge Brian Poindexter has ruled the city’s noise ordinance unconstitutional and dismissed two COURTS citations related to events held at Lucas Estate.

The ruling comes as the City of Carmel and Lucas Estate are embroiled in a legal battle about whether the Lucas family is violating another ordinance by hosting large parties and Poindexter fundraisers at its mansion on W. 116th Street. Another judge has ordered mediation in that case, with a trial date set for 2021.

On Aug. 29, Poindexter ruled in favor of two people serving as event managers at Lucas Estate events who received noise ordinance citations after neighbors complained about noise from a St. Vincent Hospital fundraiser held Aug. 10, 2018, and a wedding for friends of the Lucas family held Sept. 29, 2018.

be unconstitutionally vague,” Poindexter stated.

The City of Carmel argued that it had authority to issue the citations because the city’s Board of Public Works did not approve the events beforehand, but Poindexter ruled that the ordinance doesn’t require that and — if it did — it would be unconstitutional.

“If Carmel is right that a person violates the ordinance merely by producing a sound

that is audible 50 feet from its source, and if Carmel is also right that the only celebrations and artistic performances exempt from the ordinance are those that the City approves in advance, it is hard to imagine a clearer violation of the First Amendment; political religious, and artistic speech will all be subject to Carmel’s regulation through unfettered discretion,” Poindexter stated.

The judge ruled that event managers cannot be cited for noises they didn’t make, even if a noise violation occurred during an even for which they are responsible.

He also determined that Carmel Police Dept. officers use subjective measures when giving the citations.

“Both officers testified that they read the ordinance and determined on their own what they thought it meant,” Poindexter stated. “Neither was able to say whether his interpretation matched that of fellow Carmel officers.”

City of Carmel officials declined to comment.

Michael Wukmer, an attorney for the Lucas family, said his clients declined to comment except that “they still hope to resolve all of their differences with the City in an amicable fashion.”

Carmel received the award Aug. 28 at the Aim Ideas Summit in French Lick, Ind. The $23 million Monon Boulevard project was designed to rejuvenate the Midtown corridor and includes pedestrian, bike and recreational uses, along with community gathering areas and extended sidewalk space to promote patios and green space.

“For more than 20 years, we have focused our efforts on creating public spaces, welcoming places for people from all walks of life to gather and meet their neighbors,” Carmel Mayor Jim Brainard said. “This award recognizes this project and its uniquely situated presence in our more densely populated central core, surrounded by commercial retail, restaurants and residential units.”

The project has given a boost to the local economy.

“Carmel’s Monon Boulevard project is a strong example of the ripple effects infrastructure investment can have on a community,” Aim CEO Matt Greller stated in a press release. “The project also proves the strong link between a focus on quality of life and economic development. Connectivity is an important feature of any 21st Century community, and Carmel’s project is a trendsetter.”

Brainard said the city has worked hard to support locally owned restaurants and businesses in the area.

“One of our goals with Midtown is to create a vibrant and bustling corridor that is filled with office workers during the day and apartment residents in the evening, to mix in with the tourists and visitors who are there at all hours of the day, spending money at our restaurants and shops, whose owners have invested in our city,” he said.

Cockatiel found after 3 weeks

By Renee Larr news@currentincarmel.com When Kathleen Gause-Thoman ended up with a cockatiel named Elvis from a family member, she wasn’t sure how to PETS care for the bird.

“My brother bought the bird about 14 years ago,” Gause-Thoman said.

“Long story short, I ended up with Elvis. I didn’t know at the time, but I should have had his wings clipped.”

That small bit of knowledge would have prevented what happened Aug. 5.

“I had Elvis sitting on my shoulder one day, and I went outside,” Gause-Thoman said. “I didn’t even think about it. The next thing I knew, he was flying up into a huge tree in my yard.”

Elvis stayed in the area for a day or so.

Gause-Thoman coaxed and called for Elvis to no avail. She had to go to work, but when she returned home, he was gone.

Gause-Thoman posted a missing bird notice on the Nextdoor app.

“I got a text on Aug. 25 from a man who lives in Ohio,” Gause-Thoman said. “He said while he was in (Carmel) visiting family, he found a bird. He said he took the bird to the

clubhouse of the apartment complex.”

Gause-Thoman called North Haven of Carmel to see if the bird was her pet. “(North Haven employee and resident) Mike Glenn got back to me, and we went back and forth a few times trying to verify if the bird he had was Elvis,” Gause-Thoman said. “I went into the apartment complex, and Elvis came right to me, whistling. They had never seen him act that way, so they knew he was mine.”

During the 20 days he was gone, Elvis stayed close to home, flying only about 2 1/2 miles from Gause-Thoman’s house.

Event to applaud recycling efforts

Carmel Green Initiative will present “Sustainable Living Seminar – Our Environmental Heroes” at 6:30 p.m. Sept. 19 at CGI the Carmel Clay Public Library, 55 4th Ave SE. The evening will include a screening of the WFYI film “Courage, Brains and Muscle: Our Environmental Champions.”

The film features former Indiana First Lady Judy O’Bannon.

Johnston Carol Johnston, a friend of O’Bannon’s who helped create the film, will attend to give insights on the film and Indiana’s progress in caring for the environment.

“I created a proposal in which the idea would be to create a documentary about the great work people are doing on environmental issues around the state,” Johnston said. “In terms of its environmental track record, it’s one of the worst in the country.

You can get bogged down quickly in the depressing statistics, but there are still lots of good people doing excellent work, and Judy O’Bannon has always been about what people are doing to make their communities better.”

Johnston and O’Bannon, wife of late-Indiana Gov. Frank O’Bannon, traveled the state for six months interviewing Hoosiers who are making a change.

“It was exciting because we were seeing people making changes at every level,” Johnston said. “Subaru in Lafayette is a giant international car manufacturer with a zero-waste policy that saves them $1 million a year. Then you have people doing remarkable recycling projects.”

The documentary was funded by a grant from the Rockefeller Family Fund. It was coproduced by O’Bannon and Gary Harrison.

“I didn’t know at the time, but she and Gary have made around 78 documentaries and won three regional Emmys awards,” Johnston said.

June Shirley Fouch Pickrell, 88, died Sept. 1. She was a long-term Alzheimer’s patient and resident of Hooverwood in Indianapolis.

June was born June 17, 1931, in Tipton County. She was preceded in death by her husband, Robert L. Pickrell; parents Clarence and Anna Yugerwitz Fouch; and sisters Dorothy Thompson and Helen Brumm.

June is survived by her brother, Nathan (Rosemary) Fouch of Brownsburg; children, David (Laurie) Pickrell of Texas, Mary Ann (Richard) Horak of Ohio, Stephen (Kathy) Pickrell of Monrovia, Nancy O’Dell of Noblesville, Jeffrey (Zola) Pickrell of Evansville, Melinda (Matthew) Miller of Carmel and Robert J. Pickrell of Indianapolis; eight grandchildren; and five great-grandchildren. A memorial service will be held Sept. 13 at First Christian Church, 16377 Herriman Blvd., Noblesville.

At the end of each school year, some local families have to worry about how they will feed their children when they’re CYAP not in school.

To address the problem, the Carmel Youth Assistance Program began offering summer meals in 2017.

This year, the program provided meals to 259 children, which is an increase of 45 percent from last Figge year.

“One of the underlying issues I kept hearing about was food insecurities,” said Maggie Figge, a CYAP early intervention advocate. “Most of the families that we work with are eligible for the free and reduced meals program. During the school year, they’re spending little or no money on breakfast and lunch for their kids. During the summer, their kids are home, and all of a sudden they’re spending a lot of money on it.”

Food is obtained through monetary or food donations through events like Pack the Cruiser. Families can pick up the food at Orchard Park Presbyterian Church, St. Christopher’s Episcopal Church and Merciful HELP Center in Carmel.

CYAP provides shelf-stable food that is easy to prepare by kids who may be home alone during the day.

“These families don’t have the luxury of being able to be home with their kids during the day in the summer,” Figge said. “So, we try to provide things the kids can make themselves.”

The reaction from families has been overwhelming.

“There are so many hidden blessings in this program,” Figge said. “On the outside, you’re getting kids food in the summer.

That is amazing in and of itself, but because these families are going to the same locations every Sunday, they’re building relationships with the volunteers.”

Hoe-Down to benefit TherAplay

By Desiree Williams news@currentincarmel.com The Children’s TherAplay Hoe-Down returns this month.

Executive Director FUNDRAISER Kathy Pelletier said the Sept. 21 event is the organization’s unique spin on a traditional gala.

“It’s not high heels,” she said. “It’s not rubber chicken. It’s barbecue and a mechanical bull. It’s just a really relaxed event that gets everybody to have a good time and really celebrate the accomplishments of the year.”

The 17th annual Hoe-Down is a fundraiser to support Children’s TherAplay’s mission to help children with special needs achieve functional goals through hippotherapy.

Hippotherapy treatments use the dynamic movements of a horse, which closely resemble that of humans, to develop children’s physical skills.

The Carmel-based nonprofit is one of the few clinics in the nation offering physical and occupational therapy.

The Hoe-Down is the organization’s largest annual event. It will include live music, live and silent auctions, a wine pull and

Senior class has county flavor

By Mark Ambrogi mark@youarecurrent.com Emma Chambers is convinced IUPUI women’s soccer team’s quartet of seniors provides a unique blend of SOCCER team chemistry.

“We all have different perspectives and styles of leadership,” the former Carmel High School player said. “We all play different positions. We’re all pretty close and respect each other’s opinions.

I think that will be good for the team. We have some freshmen that are going to step up, and think it’s good we can lead them because I know it can be intimidating.”

Joining Chambers are fellow seniors Jenna Sterr, Westfield High School; Bri Denny, Noblesville High School; and Sophia Lipka, Cathedral High School. Chambers plays midfield, Denny and Sterr are defenders and Lipka is the goalkeeper.

“They’ve grown into four very solid, very dependable young ladies,” IUPUI coach Chris Johnson said. “They get it done in the classroom really well, too, and step up when we have volunteer service opportunities. All four players lead by example. Jenna is not the most vocal player but lets her play do the talking. Emma, Bri and Sophia are all more vocal types. Sophia and Bri are a little more demanding personalities. Emma wants to do the right thing and hold people accountable around her.”

Sterr said she knew all the girls before arriving on campus.

“I played with Emma and Bri (in club soccer), and I’ve known Sophia through the soccer world,” Sterr said. “It was cool for us to come together and bring different aspects. I think we all do a good job of leading by example and stepping up to roles that

we need to fulfill.”

Chambers said she and Sterr played on a Carmel United club team together when they were younger. Carmel United later merged with the Westfield Youth Soccer Club to form Indiana Fire.

Hampered by minor injuries, Sterr played in 15 games, starting five, as a freshman.

Sterr became a Jaguars starter as a defender as a sophomore.

“We didn’t want to take her out of games as a sophomore,” Johnson said. “Jenna has developed into our most dependable oneon-one defender.”

Sterr said the defenders all work well together.

“Our main goal in the back line is handsdown to not get scored on,” Sterr said.

Originally, seven freshmen were in their class, but only four remain.

“We’ve all grown together. It’s cool we’ve made it this far,” Sterr said.

Chambers said it helps all four are from the Indianapolis area.

“It gives you a hometown pride thing,” she said. “All our parents are there to support us.”

Chambers played in all 23 games as a sophomore and started all 19 games as a junior.

“It was good to have a good junior year under my belt for my senior year,” Chambers said. “It wasn’t easy at first coming to college. I learned hard work does pay off and, hopefully, it does build up to a great senior year.”

IUPUI won the Horizon League championship in 2017 and advanced to the NCAA Tournament.

“We’re really excited for the season and ready to see what this team can accomplish,” Chambers said.

As you can tell, this is not easy and can be time-consuming. Many companies have popped up to provide these types of services, and they range in price from a few hundred dollars to several thousand dollars, plus the cost of ongoing ID monitoring.

These services range from credit-file reporting and monitoring all the way to true clearweb and dark-web monitoring and erasure of identities.

So, what can you do to erase your identity? Follow the aforementioned recommendations and/or contact the credit bureaus and place monitoring on your file — including freezes. Then contact private companies, like DeleteMe, which provide the niche service of online erasure and check the different ways they can remove your online Identity. Finally, if all else fails and you’re savvy enough, you can hire your own hacker to do all this for you.

So, yes, you can delete yourself form the Internet and get your privacy back.

It seems everywhere we look or every time we turn on the news, another company got hacked and millions of TECH volumes of personal information got stolen by thieves to be traded to other thieves. We then scurry to try and save our identities and accounts from being compromised and have to deal with all the frustrations that go with those activities.

Game promotes Lifeline Law

By Chris Bavender news@currentincarmel.com The eighth annual Carmel High School boys soccer team’s Make Good Decisions game is set for 8 p.m. Sept. 13.

SOCCER The team will play Columbus North at Murray Stadium. The game honors former player Brett Finbloom, who died in 2012 from alcohol poisoning during a party with a group of underage friends, and raises awareness of Indiana’s Lifeline Law. The Lifeline Law provides amnesty from prosecution for anyone who calls or texts for help for someone in need of medical attention.

“His friends weren’t aware of the signs of alcohol poisoning and also were afraid of getting in trouble, which prevented them from getting Brett help in time,” said Sebastian Penix, a senior CHS soccer player who is organizing the event. “Had they known about the Lifeline Law and made the call, Brett may be alive today. In an effort to educate other teeanagers, not only our teammates and friends but all community members, the team hosted the first annual Make Good Decisions Pack the House night during the season following Brett’s death at

“The main thing that I want people to take away from the game is to be able to know what to do if they or a friend are ever in trouble,” he said. “The Lifeline Law was put in place to save lives, so it is very important for teens to understand how it works. If teens are able to fully understand the law, as well as the signs of someone being in danger, then hopefully future tragedies can be prevented.”

Finbloom’s family has attended every previous game but is unable to this year because of a family commitment. State Sen. Jim Merritt, who authored the Lifeline Law, and Carmel Clay School Supt. Michael Beresford will speak at halftime. After their remarks, Penix will lead the Make Good Decisions pledge.

Tickets for the game are $5. Make Good Decisions T-shirts will be available for $10.

Bracelets, foam soccer balls and string backpacks will be given away. Donations can be made through Sept. 30 to the Brett Ryan Finbloom Memorial Scholarship by texting the word LIFELINE to 77948.

You’re new here. So am I. We’ve got lots to figure out, like places RELOCATION to eat, things to do, stuff you need done and things you need to find, and the list goes on.

First things first. Let’s make sure you’re saying it right. Carmel, Indiana, is pronounced KAR-muhl. Maybe that’s old news for you, but it’s not something you want to get wrong.

Carmel has experienced wild growth of late, doubling its population in a 15-year span from around 48,000 people in 2003 to nearly 100,000 in 2018. That might mean different things to different people, but in the context of this column, it means there are a lot of other new people around you.

According to U.S. Census Bureau data analyzed by IU’s Indiana Business Research Center, Carmel added nearly 3,000 new people in 2016. In 2018, there were slightly fewer newbies, about 1,500. The point is, you’re not alone.

CHS grad aims to join Air Force to honor former classmates who lost parents on 9/11

By Ann Marie Shambaugh AnnMarie@youarecurrent.com Most people who lived through the shock of Sept. 11, 2001, clearly remember where they were and what COVER STORY they were doing when they heard about the terrorist attacks on the World Trade Center in New York City.

But not Oakley Blake.

A toddler in an east New Jersey day care at the time, Oakley and his classmates laughed and played like any other day, oblivious to the panic and fear sweeping the nation. Eventually, his mother picked him up and took him home, but that didn’t happen for some of his classmates, whose parents died when the twin towers collapsed.

Oakley didn’t grasp the magnitude of that day at the time, but he does now. A 2019 Carmel High School graduate and freshman at Purdue University, he is in the Air Force ROTC program with plans to become a military pilot after graduation. The 18-year-old chose his career path in honor of former day care classmates.

“Just knowing about those kids (who lost parents) that I was with really inspired me,” Oakley said. “These kids didn’t have a choice. They had to make a sacrifice, so I feel indebted to give the same sacrifice they didn’t have the choice to make.”

'HAUNTING FEELING' Although Oakley doesn’t remember much about Sept. 11, 2001, his mother does.

Jennifer Blake was driving to work in a town 30 minutes west of New York City when she heard the news. When she arrived at the office, her co-workers weren’t sure what to do.

“It was really, really scary not knowing what was going on,” Jennifer said.

Her father worked in New York City and the family couldn’t get in touch with him because many forms of communication weren’t working. He didn’t have a cellphone and couldn’t use public transportation because it, too, was shut down.

“We didn’t hear from him until really late at night because he ended up having to walk to Long Island because they stopped all the trains,” Jennifer said. “It was a very scary situation.”

Her husband at the time was a pilot but wasn’t in the air when the attacks occurred. He soon lost his job when his airline made cutbacks as a result of the incident and its effect on the economy but was rehired when the situation improved.

Jennifer said day-to-day life changed for everyone who lived near the attack.

“Even after that, you’d see an airplane in the sky or low-flying airplanes and get a very haunting feeling,” she said.

LETTER OF INTENT Oakley Blake wrote the following letter of intent in 2018 to express interest in attending the Air Force Academy.

“Writing this in the month of September holds a lot of meaning to me. Seventeen years ago, I was just a child. We lived in the northernmost part of New Jersey at the time, about 30 minutes away from New York City. My father worked as a commercial pilot and my mother worked as a programmer, so I was often dropped off at a nearby daycare. Because NYC was so close to the daycare, families would often drop their kids off there before commuting to their jobs in the city. There is one terrible day I spent at that daycare that would be marked in American history forever. I was too young to be aware of it at the time, but the two planes had struck the Twin Towers. The date was September 11th, 2001.

My family still shares the stories of that day. My father’s phone was ringing

nonstop, with people making sure he was not flying at the time. My grandfather was working in the city, trapped as public transit back to his home had been shut off. But then there was me, still in that daycare with the other children. We played as though nothing was wrong, unaware and unaffected by the outside world. Parents came to pick up their kids one by one, earlier than scheduled. But there were some kids that would stay later than the rest, because their parents will never be there to pick them up.

These children are the reason I want to serve in the Armed Forces. The kids that I played with as a child lost their parents forever that day, and the thought of them will stay with me the rest of my life. They made an unknowing sacrifice on September 11th to all of us, and I will repay them by defending the freedoms they so rightfully deserve.”

A BETTER FUTURE The Blake family stayed in New Jersey for 10 years after the attacks, but Jennifer said they decided to move because taxes kept rising and the school system cut back on classes like P.E. and music.

Because her husband was a pilot, the family could live just about anywhere. They narrowed their choices to Carmel and Denver and settled on Carmel because it was nearer to family on the East Coast.

“We were looking for a place that would help our kids grow, and we found Carmel,” Jennifer said, adding that the family “flew in and fell in love.”

Life settled into a routine for the new Carmel residents, and the memories of Sept.

11 began to feel a little more distant, Jennifer said. It wasn’t until Oakley wrote a letter of intent to express interest in attending the Air Force Academy that she understood the profound impact the terrorist attacks had on him.

“It really shocked me,” Jennifer said. “I didn’t realize how much it affected him. It was part of every day for us, but I didn’t think of the kids and their perspective.”

The Blakes wear red, white and blue each year on Sept. 11 to mark the occasion.

Even though her memories of that day are intense on the anniversary, Jennifer said knowing her son plans to don his nation’s colors in a military uniform gives her hope.

“I can see the future getting better, especially with people like Oakley who will protect us,” she said.

For Oakley, an Eagle Scout who plans to follow in his father’s footsteps as a pilot, it just makes sense.

“I always knew I wanted to serve in some way,” he said. “Even though I don’t have any military in our family, I always knew I wanted to do it. With my dad being a pilot, it introduced me to flying and made me realize I can do what I love for the country I love.”

Know when

Commentary by Terry Anker Why does it seem more difficult to accept a loss when we expected a victory? Our team is in the lead for the entire game when, well into the fourth quarter, an interception gives the opponent good field position. Within a few moments they manage to complete a short pass which, with a well-executed field goal, puts them into the lead. With seconds to go, our home team fails to regain its rightful position. We lose that which belonged to us.

Conversely, the fans of the opposition are jubilant. To gain dominion when submission was expected is a sweeter fruit. They celebrate in blind joy that their hard work, prayers and good nature were rewarded with triumph while our team, now taunted as losers, struggles to reconcile what went wrong.

Isn’t much of life the same? Our anticipations, when dashed, are more bitter than any equivalent defeat. For some, the fear generated is highly motivating – more hours spent in preparation and planning.

For others, the fear generated leads to premature retreat – there is no reason to try if loss is inevitable.

If we don’t consider that we can, can we? Still, if we imagine that we can and we do not, is the emotional harm greater? Is the key to happy equilibrium to know the limits of our rational expectation, work to overcome those boundaries and remain prepared for failure while fully believing in our capacity to succeed?

Much success in business and life comes from the ability to stand tall between these forces. Musician Kenny Rogers posited that happiness is found in knowing when to hold them, knowing when to fold them, knowing when to walk away and knowing when to run. He may be correct.

One flew back to the cuckoo’s nest Commentary by Danielle Wilson My almost empty-nest euphoria lasted less than a week, friends. Our oldest decided after four days of college living, he needed to come home. What HUMOR the what?

Of course, within minutes of his inauspicious arrival, his main-floor bedroom looked like a Hurricane Dorian victim and our once-stocked pantry held nothing but an expired can of water chestnuts and the wrapper of a mac-n-cheese box. The clever lad also successfully coerced his dad, Doo, into taking him to dinner, where apparently he talked non-stop for 45 minutes while inhaling an order of breadsticks and a large deep-dish.

Cathy onto me as he made a beeline for significantly quieter garage waters.

I was able to appear genuinely engaged for a solid half-hour, nodding as he described his classes and asking clarifying questions about his roommate situation. But it was Friday night, I was exhausted from a long week of teaching and all I really wanted was an introvert moment with my phone to stalk Facebook and play Words.

After another 15 minutes, I couldn’t restrain my eyeballs from rolling any longer. I strategically suggested a quick episode of his beloved “The League” and shimmied off the couch toward the stairs.

Call me a bad mother. Call me a coward. I call it self-care. I want my empty nest back!

Commentary by Dick Wolfsie I just found a past-due notification from traffic court. Apparently, I had an overdue parking fine and I was being HUMOR penalized for failure to pay on time. It was an unintentional oversight.

On the news there was a story about an 86-year-old man in Arizona who was fumbling through his drawers (which is a disturbing image) and found a $1 parking ticket he got 60 years ago. Like me, he forgot to pay his fine.

Henry knew if he conveniently misplaced the summons, he could pay it decades later when a buck would be chicken feed. He assumed he could pick up some positive press for seniors at the same time. The story made him sound like a hero. There was no penalty levied and the BMV threw him a little party when he paid. The press ate it up.

The next day, Henry returned all the library books he checked out in 1950. Once again, all fines were waived.

I thought I had some good ammunition here to plead my own case. After all, my ticket was only a month old, and clearly Henry got big breaks for being a senior. I’m a senior, too. So, I picked up the phone.

“Hello, is this traffic court? Look, I have an overdue ticket, but I wonder if you read about Henry, the old guy who didn’t pay his parking ticket for 60 years?”

“Yes, of course we did. What an adorable story. We have his photo on our bulletin board as a lesson to all about the value of honesty. Who’s calling, please?”

“My name is Dick Wolfsie, and I…” “Yes, Mr. Wolfsie. We have your photo up, too. It’s disgraceful that just because you are on TV you think you can stiff the BMV.” “I don’t get it. This codger, Henry, doesn’t pay his ticket for six decades and he’s a hero. I’m four weeks late, and you double my fine?”

“There’s obviously been a mistake. We usually triple it after a month.”

“How many years would I have to go before my failure to pay goes from criminal to adorable?”

“You should live so long, Mr. Wolfsie.”

For years, Todd Keys made granola for friends and family. They encouraged him to sell it.

NEW BIZ “So I started selling it at the farmers market where I grew up in Winchester about seven years ago,” Keys said. “Hot Toddy’s became an actual business five years ago.”

From there, Keys said it kept expanding until Hot Toddy’s opened a spot in Broccoli Bill’s, 15009 Gray Rd., in Noblesville Aug. 25.

A grand opening is set for the first weekend in October.

Keys’ first farmers market in the Indianapolis area was Saxony Market in Fishers.

“Now, we do several different farmers’ markets,” he said. “My mother does the one we do in Winchester.”

Because he was selling granola, he decided to sell other items like cookies, muffins, pound cake, brownies, fruit preserves and apple butter.

“In the store, I plan to do all those things, like cakes and pies and maybe candies, fudge, toffee and peanut brittle,” Keys said.

The plan is to be open during regular Broccoli Bill’s hours, 9 a.m. to 7 p.m. Monday through Saturday and 11 a.m. to 5 p.m. Sunday.

on the northwest side of Indianapolis.

“I do most of the baking and he does office and bookkeeping,” Keys said.

Keys said they met Bill Weghorst, owner of Broccoli Bill’s, at a food safety course.

“We made the connection and decided it would be a good fit,” Weghorst said. “Earl was managing a restaurant at the time, and he decided to leave that and pursue this full time. We thought it was a good opportunity for our brand to have a retail store presence.”

Keys has a job as an American Airlines flight attendant, which he said he is able to work part time.

“We only have a minimum we have to fly, and I’m flying the bare minimum right now,” he said. “I’m only working six to eight days a month.”

Graduation held for ‘miracle’ baby after 135 days in NICU

“Pomp and Circumstance” flooded the ears of proud friends and family Aug. 28, a scene common at IU HEALTH NORTH most graduation ceremonies.

But upon closer inspection, this celebration was a little different than most. The cap and gown were purchased from Build-ABear; the event took place in a hospital hallway; and the graduate was only 135 days old. But everyone present felt that they were witnessing something special.

“It’s just a miracle,” said Taylour Needler, a nurse in the neonatal intensive care unit at IU Health North in Carmel.

Hartley Madelyn Moon was born April 15, almost four months before her Aug. 9 due date. Weighing only 1 pound, 4 ounces at birth, Hartley, alongside her family and medical care team, began a long fight for a healthy life.

Taylor Moon, Hartley’s mother, had not spent a single night at home since giving birth. The family lives in McCordsville.

“When she was born so early, I still felt like she should be in my belly and so I felt like I needed to be right there with her,” she said. “As it got further along, I felt like it was kind of good luck to be here with her. I knew that the first night I spent at home I wanted her to be with me.”

Needler, Hartley’s primary nurse, said during her stay in the hospital the tiny patient endured numerous procedures and was on a high-frequency ventilator. She also required laser eye surgery, a feeding tube, a CPAP and a cannula.

“Her future should look the same as any other full-term baby,” Needler said.

After a 135-day battle, staff at IU Health North and Hartley’s family decided that a celebration was in order, so they threw a NICU graduation.

“We see babies go home from the NICU every day, but for parents, especially parents who have been here for four months with a baby they didn’t know would live or not, this will be huge, almost like a second birthday for Hartley,” Needler said. “This day will be celebrated forever as her coming home day, so I think it’s special that we celebrate with the families and let them know that they have our support and encouragement.”

gown, down the hallway lined with nurses and family, Hartley’s parents, Taylor and Steven Moon, were visibly emotional as they prepared to take their baby home for the first time.

“Hartley is 135 days old today, but 135 days ago we weren’t really sure where we would be today,” Taylor said. “We definitely knew that it wasn’t a guarantee that she was going to come home someday.”

Hartley now weighs 8 pounds, 6 ounces.

Her parents have a sunny outlook and a new perspective on life.

“At the very beginning, if somebody had said, ‘You’ll be here for 135 days,’ that would have totally overwhelmed me,” Taylor said.

“It’s definitely taught us to just take it one day at a time, celebrate the little victories.

All of our little milestones were just something to get us through, so we didn’t focus on the bigger picture, but just the little things.”

Even after celebrating when Hartley’s weight doubled at 100 days, and the many other milestones that were hung on the wall of the Moon’s hospital room, the graduation celebrated the biggest milestone yet.

“We know that this could have ended really differently and we’re just so blessed and so happy that we get to bring her home,” Taylor said.

Country star returns with ‘Not Like Us Tour’

“I feel I have it documented MUSIC as I go, to a certain extent,” he said. “Of course, there are songs that are just put in for energy and flow.”

Gilbert, 34, is in the midst of his “Not Like Us Tour.” The country star returns to Ruoff Home Mortgage Music Center at 7 p.m. Sept. 21, exactly one year from his last performance in Noblesville.

One song on the upcoming album is “What Happens in a Small Town,” which he sings with Lindsay Ell. Michael Ray and Ell are the opening acts.

“It’s wonderful to perform that with her every night, especially with it going up on the charts like it is,” Gilbert said. “It timed out perfectly. Lindsay is an amazing person and performer. I have a blast watching her on stage. She’s a rocker. She fits right in. Michael Ray is a good buddy of mine.

He’s been out on tour with me before.”

“What Happens in a Small Town” and “Not Like Us” will be released on his fifth studio album, “Fire and Brimstone,” which will be released Oct. 4.

Gilbert is awaiting the birth of his daughter, who he said is due any day. Gilbert planned a break, so he said so long as the baby isn’t too late, it shouldn’t affect his schedule.

Gilbert and wife Amber’s first child, Barrett, was born in November 2017.

“All the albums have been chapters of my life, and this one is no different,” Gilbert said of being a father. “When I write about my life, it’s bound to influence it. Overall, I think our style will stay the same. We’ll always dance outside the box.

One of my favorite and most important pieces is this chapter, life in general, is going to change (with another child). It will make for some good songs.”

Gilbert said he always has songs in his head and some demos completed.

“I’ve been blessed to have the opportunity to write with some of the best songwriters in that town,” he said of Nashville, Tenn. “Sometimes, you might hit a couple

of songs that might fit the narrative of an album you are working on, or they might fit the narrative of the next one.”

Gilbert said usually before an album is released, he starts on the next one.

When Gilbert first arrived in Nashville, he enjoyed his first success writing songs for others while playing in smaller venues.

“We were playing motorcycle clubs, bars and college clubs,” Gilbert said. “We built a following we were all proud of before (country star Jason) Aldean cut those songs. When he did, it was an amazing jump for us, and it was a step up. We had to grind for quite a while. Since then, it’s been a steady ride. We’ve been blessed with some awesome fans. We are going to ride this thing until the wheels fall off and then get us some new wheels.”

Gilbert wrote Aldean’s singles “My Kinda Party” and “Dirt Road Anthem.”

Gilbert has close ties with NASCAR, and the series has been using the title track “Not Like Us” in its marketing “It’s a passion my record label (Big Machine) president and I share,” Gilbert said.

“I grew up around racing and have been a

racing fan, in general. Definitely a NASCAR fan.”

Gilbert performed at the Indianapolis Motor Speedway’s 400 Fest before the 2017 race. In fact, the race was named the Brantley Gilbert Big Machine Brickyard 400.

“It’s a legendary place,” he said of IMS. “It’s always a blast to head up that way, check a race out and play some music and see my mom’s side of the family (in Rushville).”

Gilbert is a strong supporter of the Wounded Warrior Project, which assists veterans with post-traumatic stress disorder.

Gilbert’s Georgia high school friend, Josh Greene, returned home from war with PTSD after Greene watched a friend, Army Sgt. Jonathan Lootens, die from a roadside bomb in Iraq. Gilbert watched as Greene struggled with substance abuse.

“He inspired the first verse of ‘One Hell of an Amen,’” Gilbert said. “That’s the first time PTSD hit home. It was the first person I knew well (who had) it. Everybody’s got their heroes. Those guys and girls (in the military) are mine.”

AAA Insurance Carmel PorchFest is set for 1 to 5:30 p.m. Sept. 15. Carmel held its first PorchFest in 2014, becoming the first city in Indiana to hold one.

The first PorchFest was held in Ithaca, N.Y. in 2007 and has grown each year.

The musical acts range from acoustic to electric and solo to ensemble in a free family friendly event. There will be performances on 19 different porches. Sets are all 45 minutes.

The PorchFest area is on 1st Avenue NW and 2nd Avenue between 1st Street NW and 6th Street NW in Old Town Carmel.

The PorchFest area will be open to foot traffic only. No on-street parking will be allowed from 6 p.m. Sept. 14 to 6 p.m. Sept. 15.

Parking is available at Sophia Square garage and the Indiana Design Center garage and along Range Line Road.

Clay Ross and three fellow members of Ranky Tanky played together as a jazz quartet, The Gradual Lean, at the CONCERT College of Charleston (S.C.) in the late 1990s.

“I brought the idea to the band to reform and perform Gullah music,” Ross said. “While this culture is familiar to audiences at home in the Lowcountry, I felt that this was something unique and authentic that we could share with the world.”

The Lowcountry is the region along the coast of South Carolina and Georgia, including the Sea Islands. The Gullah are African Americans who live in the region. The descendants were brought to the U.S. as slaves and developed their own Creole language, using an English base with elements from various West African languages.

13 at The Tarkington at the Center for the Performing Arts in Carmel.

ter have roots in the Gullah culture.

Ranky Tanky loosely means “to get funky” in Gullah. Ross said jazz influences also are always part of the music.

“This is just a part of who we are as musicians,” he said. “Also, Gullah culture contributed much to the root of all American music. Everything from blues to jazz to folk to gospel owes something to Gullah culture, and you will hear all of that in our sounds.”

The band will play material from its “Good Time” album as well as its debut album, “Ranky Tanky,” released in October 2017.

For the second consecutive year, “Tunes on the Tarmac” is cleared to land at Indianapolis Executive FUNDRAISER Airport.

A fundraiser for Flight1, a nonprofit that supports kids facing serious health or emotional challenges through flying, “Tunes on the Tarmac” is an evening of food, beverages and live music for adults 21 and older.

The Sept. 28 event is from 6 to 10 p.m. at the airport, 11329 E. Ind. 32 in Zionsville.

Featured performers are national recording artist Amy Gerhartz, a Nashville resident who has recorded six CDs, and special guest songwriter/musician Chris Trapper, a Boston native whose songs have been used in several hit movies and TV shows.

Tickets are $50 and include food, an open beer and wine bar, entertainment and a chance to see private jets. All proceeds benefit Indianapolis-based Flight1, an all-volunteer organization that builds confidence in kids ages 5 to 18, who are seriously ill or coping with the death of an immediate fam-

“The children put into use full-motion simulators and Cessna 172 airplanes to learn that they can do amazing things,” said Sandy Strawhorn, program director for Flight1.

“With the help of certified flight instructors, each child sits as pilot-in-command and typically completes a day, night and crosscountry flight. As children work the controls, it becomes clear of what is possible and what they are capable of doing. We call it, ‘Confidence through accomplishment.’”

Last year’s inaugural “Tunes on the Tarmac” raised more than $20,000 for Flight1.

Carmel saxophonist Rich Cohen sees the Indy Jazz Fest as a perfect means for exposure for his group with pianist MUSIC Chris Rutkowski.

“It’s our first time playing together at Jazz Fest,” Cohen said. “It’s a great opportunity for Chris and I to get more visibility for the group.”

The Cohen/Rutkowski Project will perform at the Block Party Sept. 21. It’s the final day of the Indy Jazz Fest, which starts Sept.

12. Cohen’s band will be one of 12 performing from 4 p.m. to midnight on two stages inside and outside of the Jazz Kitchen, 5377 College Ave., Indianapolis.

“We’ve had this group for two years,” Cohen said. “Chris is a great composer. He has a Ph.D. in composition, and he taught composition for several years. The group is kind of a vehicle for both of us to do our improvisational thing.”

The quartet was started by Cohen and Rutkowski.

It’s definitely one of my favorite shows.”

Keller’s daughter, Erin, a Fishers High School senior, plays Annelle Dupuy-DeSoto.

Uncitely word misteaks Commentary by Curtis Honeycutt I am a proud naturalized Hoosier. Although I was born and raised in Oklahoma (Boomer Sooner!), GRAMMAR GUY I’ve lived in Indiana for more than a decade. If I’ve learned one thing during my time here, it’s this: Indiana loves corn.

What about eggcorns?

An eggcorn is an unintentional word substitution we sometimes make in a phrase because we misunderstand or mishear the original phrase. The eggcorn got its name from linguistics professor Geoffrey Pullum in 2003, when he came across an article on Mark Liberman’s linguistics blog, “Language Log,” that discussed a woman who substituted the phrase “egg corn” for the word “acorn.” Pullum suggested that the linguistics community start referring to these phrases as “eggcorns.” The moniker stuck.

The difference between an eggcorn and a pun is that a pun is intentional; to the eggcorn utterer, the phrase may be an unintentionally clever way of relaying a misunderstood phrase. Here are some examples: “pass mustard” instead of

“pass muster,” “escape goat” instead of “scapegoat,” “bond fire” instead of “bonfire,” “flush out” instead of “flesh out” and “mute point” instead of “moot point.”

As you can see, these phrases actually make sense, although they’re technically incorrect. I had a co-worker (let’s call her Nadine) who unknowingly employed eggcorns all the time. Since I didn’t know what an eggcorn was, I used to refer to these phrases as “Nadinisms.” She would probably accuse me of being a “rebel rouser” for putting this in print. Just know I’ve changed her name here because, as Nadine used to say, “it takes two to tangle.” She really had a “sick sense” for eggcorns.

I hope I’ve “wet your appetite” to think of some more eggcorns. There certainly are a “wild variety” of them. Please note I’ve put all eggcorns in this article in “flotation marks” so that you know you’re not seeing an “optical delusion.”

History of St. Petersburg’s Peter and Paul Cathedral Commentary by Don Knebel The Peter and Paul Cathedral is St. Petersburg’s most visible landmark. It also is the final resting place of Russia’s most famous rulers.

TRAVEL In 1703, Tsar Peter I established St. Petersburg on land captured from Sweden. To protect his new city from an expected counterattack, Peter established a stone fortress on an island in the Neva River that leads to the Baltic Sea. He named the fortress for Saints Peter and Paul. In 1712, the same year Peter made St. Petersburg his capital, he began building a church in the center of the fortress. Having seen the great Protestant churches of Western Europe, with bell towers and soaring spires, he built the church in that style rather than in the style of other Orthodox churches of the time, most featuring domes. Peter ordered the massive bell tower completed first so that it could settle in the marshy soil before adding the remainder of the church. All but two of Russia’s imperial rulers, starting with Peter I, and some of their family members are entombed in sarcophagi inside the cathedral, which is now a museum. The body of Nicholas II, executed in 1918 during the Russian Revolution, was reinterred in the cathedral in 1998. All but two of the 41 tombs are made of white marble. The tombs of Alexander II and his wife were carved from solid blocks of semi-precious stones, each weighing more than 5 tons. Because of lack of space in the cathedral, more recent dukes and duchesses are interred in the domed Grand Ducal Mausoleum, built near the cathedral at the end of the 19th century.

NOW HIRING BOOKKEEPER/FINANCIAL ASSISTANT CARMEL:

this is a part-time position up to 29 hours per week. The candidate should be proficient with accounting software (Quick Books, other) payroll processing, Word and Excel with 2-3 years prior experience in a bookkeeping and/or financial assistant role.

Duties and Qualifications: Perform general bookkeeping duties, including posting information to accounting software AP, deposits, etc. Pay debts as they come due for payment, including necessary bills as well as supplier and vendor invoices. Maintain the annual budget and chart of accounts. Perform reconciliations of bank accounts on a monthly basis and year end close to insure accuracy. Issue financial statements to various staff members and committees. Make deposits and record all cash receipts. Process company payroll. Provide administrative support to management when required.

Minimum of Associate’s degree in business administration, accounting, or relevant field along with accounting and bookkeeping principles. Send resumes to ksweeney@carmelumc.org
