CCS to rebuild 1 elementary, relocate another

By Ann Marie Shambaugh AnnMarie@youarecurrent.com The Carmel Clay Schools board of trustees voted 4-1 at its June 25 meeting to approve a recommendation to build EDUCATION a new Carmel Elementary School building next to the current one and construct a new campus on Clay Center Road to replace Orchard Park Elementary, which is 5 miles away.

The vote came after several community members spoke against closing Orchard Park Elementary. The district has been discussing the future of its two oldest elementary campuses since April. Growth is projected on the west side of town but overall enrollment is projected to decline in the coming years.

Board Vice President Pam Knowles cast the only vote against the proposal. She said it didn’t make sense to make such an important decision before the district conducts its next demographic study, which is set Knowles to take place this fall.

“Right now, it seems we are doing this backwards because we are not doing the demographic study prior to making the decision. We’re basing this on a 2010 demographic study,” she said. “I can’t agree to building a new school and closing a beloved one. In the end, this recommendation may be spot on, but we don’t know that yet.”

CCS Director of Facilities and Transportation Ron Farrand, who gave an overview of the recommendation at the June 25 meeting, said waiting to vote on the recommendation

by a month or two would delay the project by a year, since students wouldn’t be moved to a new campus during the middle of a school year. He said waiting a year to build could increase costs by $1.8 million because of inflation.

Co-Interim Supt. Amy Dudley read a statement at the meeting, calling the recommendation and vote a “difficult” one to make.

“The recommendation was based on providing every student in our community, Dudley both now and in the future, a 21st-century learning environment in the most efficient and fiscally responsible manner,” Dudley said. “It is now our task to design and build those special learning facilities and work hard over the next three years to make these transitions a positive experience.”

Co-Interim Supt. Roger McMichael, who missed the June 25 meeting while vacationing in Maine, made the recommendation and previously said he selected these two schools because they were next due for millions of dollars in renovations.

The district plans to retain ownership of the Orchard Park building. Farrand said McMichael will work to find appropriate tenants, such as the Carmel Dads’ Club, an affordable child care center or Carmel Clay Parks and Recreation.

Before the vote, several people who live near Orchard Park Elementary spoke against voting at this time to close it.

Greg Lentz, president of the nearby Orchard Estates Homeowner’s Association, asked the board to gather more information and allow

“We feel that’s basically a rush to judgment,” Lentz said. “We feel the new superintendent should have a lot more input.”

In May, McMichael said the cost of building two new school buildings is estimated between $55 million and $60 million. He doesn’t expect the projects to increase the tax rate because the district was already planning for $37 million in bonds to upgrade the campuses.

The district also plans to retire some other debt by that point.

Students aren’t expected to move into the new campuses until the 2021-22 school year.

Preliminary site work is expected to begin in August 2019, with building construction starting in February 2020.

In 2020, the district plans to begin the redistricting process to balance populations at schools for the 2021-22 school year. CCS will try to send students to the school closest to where they live, Dudley said.

COMMUNITY TO DISCUSS IMPACT Residents who live near Orchard Park Elementary School are invited to a community conversation about how the closure of the school will affect the community.

The event will be from 7 to 9 p.m. July 10 at Orchard Park Presbyterian Church, 1605 E. 106th St. Attendees will discuss how the community can move forward and support each other and is not a time for political debate or political organizing. CCS considers rule changes for public comment

By Ann Marie Shambaugh AnnMarie@youarecurrent.com The Carmel Clay Schools board of trustees reviewed several proposed policy and bylaw amendments at its June 25 MEETINGS meeting, including one that would decrease the maximum amount of time given to speakers making public comments.

CCS bylaws state that the presiding officer on the school board must limit the time of each speaker’s comments to not exceed five minutes. Usually, the school board limits the comments to two minutes per person, and the proposed amendment would limit the maximum amount of time the presiding officer can give to three minutes per speaker.

Another proposal is to limit the total time for public comment at a meeting to 30 minutes.

“I think five minutes has always been too long.

We’ve never allowed anybody to speak for five minutes,” said board Vice President Pam Knowles, who also is on the policy committee. “The most they’ve ever spoken is for three minutes.”

Board member Michael Kerschner expressed concern with each speaker’s maximum time of two minutes because it wouldn’t give the board president much flexibility in handling individual cases.

“We are sending a message that, yes, your public comments are important, but only if you can spit it out in less than three minutes,” he said.

Board President Layla Spanenberg asked if the committee had considered limiting public

comment to items on the agenda. Knowles said the idea was considered but not something she supports.

“I think sometimes the public feels like they’re heard more if they stand at the podium and say what they have to say rather than in an email,” Knowles said.

Spanenberg said the board is not required to provide any time for public comment during its meetings.

“It’s an option we’ve exercised to allow and encourage opportunities to share comments with the board,” she said.

Knowles said the policy committee will update the proposed amendments based on the school board’s discussion and present it for a vote at a later date. The school board’s next regular session is scheduled for 7 p.m. July 23.

City still paying vocal coach charged with child seduction

The City of Carmel has continued to pay a vocal instructor who was charged with child seduction CITY NEWS last year to book concerts for city events.

In August 2017, Carmel Mayor Jim Brainard told Current the city was suspending its ties with Blair Clark, who owns Coach Blair’s Voice & Performance Studio on Main Street. On June 27, a city spokesman said in an email that the city has suspended “public performances” with Clark, who has not appeared on stage at a city event since the charge.

Clark, 63, was charged with child seduction on June 1, 2017, for allegedly hugging and kissing a 17-year-old intern at his

studio in a way that made her uncomfortable, according to a probable cause affidavit. He claimed the incident was a misunderstanding.

Clark books performers for city events through his business, Artists Development Company. He earns $1,000 per month, according to his contract with the city, and has continued to be paid the monthly fee since the child seduction charge.

The contract, signed in November 2016, states that the contract Clark automatically renews on Jan. 1 of each year. It also states that either party may terminate the contract “without cause” upon 30 days notice.

Clark’s trial is set for July 12 in Hamilton County. Jim Crum, Clark’s attorney, declined to comment on the status of the case until after the July 2 pre-trial conference.

Home Place Gardens to open

HAND Home Place Gardens is Noblesville-based HAND’s seventh apartment community in Hamilton County. The other properties are in Sheridan, Noblesville and Cicero.

“There is tremendous demand for affordable housing, whether it’s specifically for seniors or for the workforce,” HAND Executive Director Jennifer Miller said.

There are a total of 10 housing units in Home Place Gardens, which is on 2.4 acres on the south side of 106th Street between College Avenue and the Monon Greenway.

The project cost $2.6 million. A ribbon-cutting ceremony was held June 14.

Miller, a Fishers resident, said eight units will be available for seniors, age 55 and older.

“We have two that will be set aside for families,” Miller said. “The families are specifically going to be referrals from Prevail.

“This project has been 2 to 2 1/2 years in the making,” Miller said. “When I started with HAND in the fall of 2016 we were just acquiring the property. We had our ground breaking in June last year. We’re very excited to come full circle with ribbon cutting in June 2018.”

Miller said she hopes the first occupants will move in during July.

“Hopefully, we’ll be fully leased out by fall,” Miller said. “Our rental rates on this property are ranging from $550 to $950. It just depends on the number of bedrooms selected in the unit (one-, two- and threebedroom units). But it also depends on the household income.”

COVER STORY Venis, a Coloradobased screenwriter, saw Clark’s story of bravery as a Polish teenager during World War II on a short clip from HistoryBites, a Facebook page. Venis saw the clip because Clark’s son, Kevin, a Carmel resident, is a Facebook friend. She has been interviewing Clark and plans to write a screenplay that focuses on her life.

Clark, 96, moved to the Carmel Senior Living retirement community two years ago.

A Catholic, Clark was 17 when Nazi Germany invaded her hometown of Warsaw, Poland, in 1939.

“Janina was smart, fearless and persuasive enough to be able to move around Warsaw during the early part of the Nazi occupation and take information on Nazi actions to her brothers who were leaders in the Polish Resistance, essentially risking her life frequently as a spy,” said Venis, who is writing a full biography in tandem with the screenplay. “Janina and her brothers were the unsung heroes of Poland when that country needed them most. Her parents sheltered persecuted Jews who were traveling out of the country, and Janina and her brothers put other lives ahead of themselves.

Clark’s late husband, Charlie, a U.S. Army master sergeant from Indiana, met her in a canteen while she was a translator near the end of the war.

Clark, who lived in Elwood for many years, started to tell her story to civic groups and schools in the late 1950s and ’60s.

“Ball State wanted me to give a talk, and I did,” said Clark, who also has a daughter, Jane. “It got so big, and a lot of civic organizations came to me and asked me to speak.

I couldn’t say no, and I couldn’t forget what I know. I felt better when I talked about it.”

Clark said initially some memories were too painful to share.

Clichés are among the most difficult of the English language peculiarities to master. These overused, if not hackneyed, phrases aim to communicate some truism and convey a far more complicated idea quickly and approachably. For example: Don’t cry over spilled milk. On its face, the expression reminds us to reserve our deep emotion for deserving occasions. Perhaps we could complete the adage this way: Don’t cry over spilled milk, unless you’ve spilled it on your expensive, new silk curtains.

Still, the shorthand of the bromides often are worthy of our consideration, such as: A chain is only as strong as its weakest link.

True. We’ve each heard the old saying hundreds of times. So many times, in fact, that we’ve stopped taking note. Yet, a listener new to the language would pause and consider the words. The chain – a continuous run of interconnected metal circles. Each touches the other at a single point. Yet, combined they have remarkable strength and resilience. It has dropped anchor, lifted cargo, pulled stumps and carried the pendant around our necks – each in nearly identical configuration.

So, how can such a simple, even humble, loop have done so much? And, could we form a few intentional and powerful connections with those around us? Among the many failed promises of the electronic age is that human interactions could be replaced by virtual ones. Certainly, social media amplifies the voices of a few. Still, would we be better served by a handful of real, in-person relationships with other flesh-and-blood humans? Linked together, what can we hope to accomplish?

My children are constantly shoving things in my face to read. A test they did well on, a math problem they need help with, a permission slip they’re too afraid HUMOR to forge. And my response now, regardless of content, is almost always, “Wait. I need my glasses.”

Long gone are the days when I could focus simply by holding the paper out a little farther. If I don’t have my plus-1 tortoise shell readers on, fuhgeddaboudit. I’m blind as the proverbial bat. Distance is still fine, but anything within a foot is a headacheinducing blur. What’s frustrating is that I’ve always had perfect vision. In fact, I’ve spent the last 30 years obnoxiously teasing everyone else about not being able to see as well as I. Karma’s stupid.

So, I’m embracing my subpar sight. I’ve purchased multiple pairs of glasses and positioned them strategically around the house. I’ve resorted to borrowing the largeprint books from the library and am shopping for one of those gizmos that holds eyewear around the neck, which Doo is telling me are called Croakies (clearly, a derivative of the verb croak, meaning I’m aging quickly and will soon die). Yes, I can pull off the “headband look,” but not when I already have knock-off aviators sitting up there. It’s redundant.

On the positive side, my teacher street cred is about to increase exponentially.

Imagine me, peering down at a student over glasses attached to a bedazzled Bungee cord. Sure, it’s a bit spinster-librarian, but it screams, “I’m smart! Listen to me!”

I’ll end here. My oldest needs something to be signed. Now, where are my glasses?

READER’S VIEW Commuter tax not the answer to Indy’s pothole problem Editor, It’s an idea I thought would have died by now, but yet again Indianapolis leaders are suggesting a commuter tax as a remedy for the city’s pothole problem.

They say that people in Carmel are driving to Indianapolis to go to work and their local income tax should be split between the two areas.

I agree with Carmel Mayor Jim Brainard and his opposition to this idea. A thorough audit of spending should be done before it’s decided how to fix Indy’s pothole problem.

Indianapolis needs to quit blaming its road woes on its neighbors. Our residents frequent Indianapolis businesses, which increases sales taxes and food/beverage taxes.

The problem is that Indy has neglected its roads for so long that patches won’t cut it anymore. Roads need to not just be resurfaced but completely rebuilt. This is more expensive, but otherwise potholes are going to keep forming.

The commuter tax would essentially be taxation without representation since Carmel residents couldn’t hold Indianapolis leaders accountable if they misspent the money.

And it’s really hard to determine impact. Most commuters take I-465, I-70 or I-69. They aren’t driving heavily on the crumbling residential roads that are worst hit.

How do you account for someone who drives miles and miles through Carmel to work at an Indianapolis business just barely south of 96th Street? Carmel saw the wear and tear from that commute, not Indy.

Any commuter tax would require statehouse approval, so my guess is that it’s unlikely. But if it ever did happen, the good news is that Carmel will be OK. We have more residents coming in during the day for work then leaving (a 14 percent population increase), so it’s possible Carmel would not be harmed.

Sweeping conversation Commentary by Dick Wolfsie The other day I received something interesting in the mail.

I don’t intend to spend a single enjoyable moment with my vacuum. I have always felt there is something very frightening about vacuum cleaners. Every dog I have ever owned agrees.

I have no recollection of a similar followup after the Wolfsies bought our new sump pump. And no one cared a whit whether I had a positive experience with our document shredder. I recently had some issues with my Internet connection. The cable company called me the next day to ask if I would rate the service I was provided.

“I would be happy to do that,” I told the caller, “provided someone finally shows up.”

About that Oreck get-together: I’d be stuck for snappy conversation while guests clustered around the artichoke dip. I took a speech class in college and once spoke off-the-cuff for 15 minutes on the topic,

I think Mary Ellen and I will take a pass on having an Oreck party. We don’t want to sit around while our friends share their dirty little secrets. And we still have feelings for our first vacuum cleaner. It was tough saying goodbye to Kirby after 25 years. He was the product of a bygone era.

Until the day Kirby died, he pretty much remained in the closet.

Hospital jumps to victory

IU Health North Hospital’s NICU is the new champion of an international competition known as the Kangaroo NEWBORNS Challenge. NICUs from eight nations competed over 15 days to see which hospital had the highest average of hours in skin-to-skin contact with babies.

“I heard about this event at a developmental care conference a few years ago, and I knew it would be a perfect match for our unit,” said Paula Shaner, manager of clinical operations in the NICU at IU Health North. “This was our third year competing and our first year winning. Last year we almost won, so we felt even more motivated to win this year.”

The challenge started May 1 and wrapped up May 15, International Kangaroo Awareness Day. All of the NICU team members participated and decorated patient rooms and hallways with kangaroos to make it a fun experience for the patients and their families.

“Skin-to-skin contact is something we encourage year round, so we always encourage our moms and dads to hold

skin-to-skin. During the competition, we did everything we could to make it a fun environment for our families,” Shaner said.

“Families had a passport book and kangaroo stamps, and our nurses stamped one kangaroo in the book for each hour held.”

A total of 19 babies were held during the challenge with a total of 753 hours of holding. The longest a baby was held was 27 hours nonstop, with nine babies held eight hours a day or longer. Prizes were awarded to families, including the family who held the longest at one time and the family who held for the most cumulative hours over the course of the challenge.

Winner of Season 6 of “The Voice” in 2014, Kaufman said he didn’t have any expectations on what the victory would do for his career.

Not only will he perform from 5:30 to 7 p.m. July 3 at the Gazebo Stage, Kaufman will serve as grand marshal of the CarmelFest Parade July 4. Officials wanted a Carmel celebrity to lead the parade because it’s the 30th anniversary.

“I’ve had the opportunity to sing in a lot of amazing places, and I do love to travel, but it’s great to be a part of something here at home where people know me best,” Kaufman said. “Nobody has been more supportive of me than the people right here in central Indiana.”

The Carmel resident will perform with a four-piece band.

“I’ve been playing with these guys for a long time, and I’m really excited about the project that we’re currently working on,” he said. “We’ll play a handful of songs from that project, plus some of my other originals and some familiar covers.”

Wright Brothers continue tradition on North Stage

By Mark Ambrogi mark@youarecurrent.com To the best of Tim Wright’s recollection, The Wright Brothers band has been playing CamelFest every year since 2000.

“It’s been a tradition that people expect us to be there,” the Carmel resident said.

“Someday, we won’t be doing it. Everything changes over time. New things come in and old things go out. We’re pleased we’ve been able to do it for 18 years. It’s pretty amazing.”

The Wright Brothers will perform from 7:30 to 10:30 p.m. July 3 at the Gazebo Stage.

In addition to classic country and bluegrass music, Wright said the band will play a variety of soft rock, some classic Beach Boys and Beatles.

The Camel-based Jennerators, a classic rock band, will make its first appearance at CarmelFest, playing from 3 to 4:10 p.m. July 3 on the North Stage.

“It’s crazy how we started out at people’s houses and it just kind of exploded,” vocalist Jenni Hadden said. “It’s making us do more venues and we are having a lot of fun doing it. We started getting hired for corpo-

rate events.”

The Doug Henthorn Band will perform a Tom Petty tribute from 7 to 8:30 p.m. July 3 on the North Stage. Petty died in October 2017.

Road work should be done

By Heather Collins news@currentincarmel.com Construction season is in full swing in Carmel, but city leaders said one of the biggest projects will be complete before CarmelFest begins.

Range Line Road reconstruction is planned to be finished before the CarmelFest parade begins July 4. Workers have been eliminating lanes and installing a center median.

“We’re so excited that construction is complete and that the parade will be able to go on,” CarmelFest Chairman James Bednarski said. “There will be plenty of opportunities to get to Bednarski the festival easily and lots of opportunities for places to park.”

Not only will construction on Range Line Road be complete, but a new parking garage will provide attendees more opportunities to find a nearby spot.

“There will be more parking in the area

this year than ever before, thanks to the new Veteran’s Way Garage,” City of Carmel spokesperson Dan McFeely said.

The new garage is near the festival grounds just west of Graeter’s Ice Cream.

It contains 100 parking spots. Access to the Veteran’s Way Garage from Range Line Road will not be accessible after 10 a.m. July 4 because of the parade. Range Line Road will be fully accessible when the parade concludes at 2 p.m.

Parking spaces also will be available at The Tarkington Garage off of 3rd Avenue.

The south, east and west access points for the 3rd Avenue roundabout will be open.

The north access point will be closed.

Bednarski said viewing the parade will be a little different this year. Because of the new medians on Range Line Road, attendees can sit in the south-bound lane to watch the parade. They are urged to stay off of the new medians.

City officials encourage attendees to ride their bikes to the event. Bike parking is available off of Gradle Drive on the west side of the Monon Trail near the CarmelFest Marketplace.

For the first time in its 30-year history, the CarmelFest parade will be streamed live when CBS4 Indy airs the festivities on its Facebook page.

Coverage will begin at 10:30 a.m. July 4. It will be broadcast from the newly relocated parade review stand area at Flanner & Buchanan Funeral Center on East Carmel Drive. The new location will allow visitors to get a first look at the floats, participants and guests as the parade passes through the streets of Carmel. Parade highlights include the Happily Ever After Princesses, Granpa Cratchet Puppet Show and the Military Tribute grand finale.

Barbara Ellis will retire from her role as CarmelFest parade director at the conclusion of the 2018 event. She has been involved in the festival since 2004 when the Carmel Rotary Club became the event’s sponsor.

Ellis, a Geist resident, had just moved her Rotary membership to Carmel when the opportunity arose to plan the community event.

Ellis “It was because I had just left a company that I had found had not been very ethical in some of their practices, and I love doing event planning,” she said. “I love helping with that kind of stuff. I’m very logistically oriented, so I said, ‘I’ll do it.’”

The Rotary Club started from scratch.

After assuming leadership duties, Ellis said the team focused on transferring from manual to software systems and incorporating the club’s four basic tenets into the event guidelines: Is it the truth? Is it fair to all concerned? Will it build goodwill and

better friendships? Will it be beneficial to all concerned?

“We had to live like that in order to make sure that the guidelines we set for all of CarmelFest met those (Rotary) guidelines, and I think that’s what’s made it as successful as it’s been,” she said.

Ellis ran CarmelFest for three years before moving her focus to the parade. She served as as parade director and the point person for technical issues.

She said the decision to retire stemmed from a wish she and her late-husband shared throughout 35 years of marriage.

“I want to enjoy my time now as a retired

person,” Ellis said. “For me, that’s a lot of traveling. I want to do the right thing for CarmelFest. I want CarmelFest to have a good leader that can be there. I also want to honor the dream my husband and I had in my life now.”

Bec Hunter will assume the role of parade director next year. Hunter joined the CarmelFest parade team in 2007. She serves as the CarmelFest media/public relations director and parade co-director. During her professional career, she has worked for radio and TV stations, advertising agencies and works for RE/MAX Legends.

Find these spots for best view

By Maria Cook news@currentincarmel.com CarmelFest will host the city’s largest annual fireworks show July 4. It will begin at 9:45 p.m. and last about 25 minutes.

According to CarmelFest fireworks chairman Jeff Worrell, the show can be best viewed from a few strategic locations.

“Basically, if you can see the red light flashing on the communications tower next to the water tower in Carmel, you’ll be able to see the fireworks,” he said. “Everyone at the celebration at the gazebo will have great views. From Main Street, from the Arts & Design District, you’ll have a great view looking south.”

Worrell said the fireworks can’t be viewed from the middle of Center Green.

Festival visitors will need to go to either end of Center Green to watch the show.

Synchronized music will be available during the show on radio station WHJE 91.3 FM. For those planning to listen, Worrell suggests using an actual radio rather than a cellphone or laptop, since internet connections can create delays in sound.

The fireworks show is sponsored by Allied Solutions. CarmelFest is celebrating its 30th anniversary, so attendees can expect to see a particularly festive fireworks show, Worrell said.

“We try to make the show bigger and better every year,” he said. “In the past, we’ve had smiley faces and other unique shells, so just keep your eyes peeled. We’re going to have some new things this year.”

LED buttons help light up sky

By Chris Bavender news@currentincarmel.com It’s a CarmelFest tradition dating back 24 years: Spark Buttons. The colorful metal buttons with a flashing LED light come with more than $200 in coupons for free food from local merchants and deals from 22 local businesses.

Available for $5, button sales help fund the festival and fireworks.

“We strive to have one of the best fireworks shows in Hamilton County, and every Spark Button helps us deliver what we hope to be the biggest and best,” CarmelFest Chairman James Bednarski said.

Spark Buttons were first sold in 1994, when Jeff Worrell was chairman. The inaugural buttons cost $3.

“I wanted to give individuals the ability to contribute and support their hometown Independence Day celebration,” said Worrell, a Carmel City Council member. “Each year when I sell the buttons, I clearly see people motivated to do their part by reaching into

their wallet and pulling out a few bucks for the cause.”

Jack Badger contributed to the creation of the lighted buttons in the early 2000s.

“In the beginning years he attached small electronic components to our old buttons from previous years. He then drilled holes in the button and inserted lights,” Worrell said.

“Those first years I sold lighted buttons for $25 each. That is when we decided to formalize the lighted version, and now that is all we offer.”

Through the years, the buttons have become a signature part of CarmelFest with the majority being sold the week of July 4 at the parade and festival.

Wristbands needed for rides

CarmelFest aims to be a family friendly event each year by catering to small children through the KidsZone.

“We want to have a place where kids can go and have fun and be part of the celebration, so this is a good place for parents to take their young kids for a fun day of rides,” said Will Weprich, a member of the Carmel Rotary Club, which puts on the event.

“This is really focused just on the younger kids,” Weprich said. “It’s more to their interest.

A young family can just go down there and have fun.”

KidsZone will be in the Carmel courthouse Weprich south lot from 3 to 10 p.m. July 3 and noon to 9:30 p.m. July 4. Attractions include inflatable slides and obstacle courses, a rock climbing wall, Dino Land and PK soccer. Other offerings include a petting zoo, pony rides, face painting and a caricaturist.

“There is a lot that is new,” Weprich said. “It’s practically all new rides because we have gone to one vendor for the rides as opposed to several different vendors being used in the past. There are 16 rides in the KidsZone and eight carnival games for the kids to play. Some of the more exciting things will be the rock wall, the bungee trampoline and the trackless train.”

The entertainment stage returns this year. “(The stage is) full both days of different acts, including magic acts, taekwondo and the Monon Center will be doing some demonstrations,” Weprich said.

Each evening will conclude with a kids dance party and a DJ. To purchase wristbands for the KidsZone, visit carmelfest.ticketleap. com.

Guests in the KidsZone and ExtremeZone areas must have a wristband, which provides access to most activities.

In previous years, organizers took tickets at each ride.

Carmel Rotary Club member Will Weprich explained the change.

Why make the switch from tickets to wristbands?

Weprich said convenience is the main reason.

“We had parents standing in line for a fairly long time to purchase a number of tickets,” he said. “Then they would get out there and the kids would ride a couple of rides and they would run out of tickets. Then, either their day was over or dad had to get back in line again and buy more tickets. This way, they have the ability to purchase tickets in advance online, or even if they buy it on-site, the wristbands are good all day.”

How much do they cost?

KidsZone wristbands are $25 per day and include unlimited rides. ExtremeZone wristbands are $30. A select number of golden wristbands are available for $100 and provide VIP access to rides for both days. A $5 discount is available by purchasing wristbands online before July 1.

Where are pre-purchased wristbands picked up?

Guests that order wristbands online can pick them up at dedicated will call centers in the KidsZone and the ExtremeZone.

The ExtremeZone is a new feature to CarmelFest. Packed with activities for tweens and teens, it caters to a segment of the population that organizers from the Carmel Rotary Club felt was underserved during the event.

“If you look at the festival, you had the KidsZone, and that offered kids a lot to do,” said Will Weprich, Carmel Rotary Club member. “If you look to the northern end of the venue you have the rock ’n’ roll stage and beer tent for adults. In the middle we have the gazebo, which is family entertainment. So, we really felt we were not meeting the needs of tweens and teens. The rides are a little more exciting and more appropriate for the older kids. We wanted to fill what we saw as a void for those kids.”

Attractions include a 200-foot mobile zip line in the Center Green just south of The Palladium.

“We have 11 rides in the ExtremeZone,” Weprich said. “There are a lot of interactive things for kids to do, including Human Foosball, Human Wrecking Ball, Black Ops, Defender Dome, Toxic Meltdown and many others.”

Toxic Meltdown is an 8-player action game that challenges stamina, agility, speed and reactions. Two spinning-boom arms try to knock participants off their podium. Players have to duck underneath or jump over the foam boom.

The Human Wrecking Ball challenges players to climb atop inflated pads. Players grab the Wrecking Ball and hurl it at their opponents in an attempt to knock them off their inflated pad. The last person standing wins.

The ExtremeZone will be open from 3 to 10 p.m. July 3 and noon to 9:30 p.m.

For adventurous eaters, Cajun Sensation will spice things up with authentic Loui-

siana cuisine. Papageorge’s Greek Gyros will offer Mediterranean fare, and Bangkok House Restaurant will sell Asian dishes.

Guests looking for more traditional options may want to try Get Loaded (crabcakes), Bobbi Beer’s Beer Confectionary Co. and Sweet Corn Connection.

Several vendors will offer something sweet, such as Captain Jupitor’s ice cream and the classic Apple Donut booth.

Marketplace offers something for everyone

By Riya Chinni news@currentincarmel.com When CarmelFest returns July 3-4, more than 100 vendors from 11 states will set up shop.

Marketplace chairperson Kay Thompson said all vendors generally stay busy and that the diversity of offerings draws a good crowd. “(The vendors) definitely bring more people to CarmelFest and more money to the CarmelFest Committee,� Thompson said. “Our goal is to raise money for Rotary International.�

Among the new vendors is Clothing with a Cause, whose proceeds benefit the Wounded Warrior Project.

“We have a few this year that are new and interesting,� Thompson said. “We’re going to have a beekeeper who’s going to be selling his honey, one selling fudge and licorice and another vendor who’s going to be selling a collection of spices.�

Thompson said the variety of CarmelFest vendors should offer something for everyone.

CarmelFest vendors are accepted on a first-come, first-served basis through an online process. “If (vendors apply) early in the year, they have a good chance of being in,� Thompson said.

Coral Reefer Band guitarist eager to return to Carmel

By Mark Ambrogi • mark@youarecurrent.com Mac McAnally has learned it will take more than a heart attack to slow him down completely.

“I’m officially in cardiac rehab, but I’ve learned I suck at taking it easy,” said McAnally, who sat out just a month after suffering a heart attack Nov. 13, 2017. “I love what I do so much. It doesn’t feel like grueling work to me.”

McAnally, 60, has been a member of Jimmy Buffett’s Coral Reefer Band since 1994 and is a solo artist. In addition, he is a producer and songwriter.

McAnally said his doctors might want him to cut back a little, but his health his progressing.

“They’ve pretty much encouraged me to do anything that I feel good doing,” he said. “I’m kind of using that as a guide. I can feel myself getting stronger. If it begins to feel too much or becomes stressful, I’ll cut back.”

Between dates on Buffett’s summer tour, McAnally will appear at CarmelFest from 9 to 10:30 p.m. July 3 on the North Stage.

“I’m kind of enamored with Carmel,” McAnally said. “I’m a small-town guy. Most of my songs are sort of written about small towns. I know some folks consider Carmel an Indianapolis suburb, but it has an identity like a small town. I’m looking forward to coming back and applying my songs to that place that I’ve become fond of.”

McAnally made an appearance at CarmelFest in 2011 and then performed at The Warehouse, which has since closed, in 2016.

Shortly before his heart attack, McAnally was named the Country Music Awards Musician of the Year for the ninth time, tying one of his guitar idols Chet Atkins. McAnally won a record eight in a row from 2008 to 2015.

“I’m really humbled by that,” he said. “I feel like I’m the third-best guitar player in our band, so for me to have nine of those awards is really fortunate.”

After taking a month off after the heart attack, McAnally was back performing and has resumed his usual schedule.

“I take more breaks than I used to,” he said. “Obviously, I’m watching what I eat and moving around more fastidiously than I was prior to (the heart attack). I was just working too much and had a heart condition I didn’t know about.”

At each performance, fans tell him how they were praying for him after the heart attack.

“That’s overwhelming to know there are that many people in the world that give a hoot about me,” McAnally said. “I’m just a guitar player that’s been a lucky guy wandering around playing music for 60 years. The fact that has meant something to that many people is amazing to me and I will never cease to be grateful for it.”

As a solo artist, McAnally will perform his original songs and few of his favorite Buffett songs.

their support,” McAnally said. “Sometimes, I’ll sing a couple of songs I’ve written for other people in country music, like (Kenny) Chesney, Randy Travis or Alabama.”

McAnally said he understands at CarmelFest, the festival is the draw, not him.

“But I’ll be happy to see them and I’ll be trying to shake hands with them with my guitar,” said McAnally, who will be joined by Coral Reefer percussionist Eric Darken.

Natalie Hammond knows performing in CarmelFest Has Talent will be a chance to develop her vocal skills.

“I do believe it will be an opportunity to grow to perform in front of a good crowd, because it really gets you to become more confident in front of others and also just makes you become comfortable singing by yourself rather than in a choir setting,” said Hammond, who will be a Carmel High School junior in August.

Hammond Hammond, who will perform the song “I Found A Boy” by Adele, is one of five vocal semifinalists in the 16-and-over division in the competition, which is set for July 3 and 4 at the Gazebo Main Stage. Semifinalists will perform from 3 to 5 p.m. July 3. The competition will be trimmed to the top three, who will compete from 3:30 to 4:30 p.m. July 4 for the top prize.

Sophia Hughes, who will be a CHS senior, is another semifinalist in the 16-andover division.

“I like to sing solo and I have wanted to audition for a while. I just never got around to it,” Hughes said. “I think it’s a good way to show off the talent that Carmel has.”

Hughes Hughes will perform “Tattooed Heart” by Ariana Grande, her favorite singer.

Carmel residents Becca Carlton, 13, and Sadie Cohen, 9, are among the six vocal semifinalists in the 15-and-under division.

Sydney Greene and Jenna MacNulty, who will be CHS seniors, will perform in the new duet/ensemble category. They will sing “Fly,” written by Maddie & Tae. “We love the tune and overall message of the song and love to perform with each other,” MacNulty said. “This new category CarmelFest now offers gives us the chance to do just that as well as compete against other differing acts with the same passion as performing with other members or partners.”

Garrett Goodrich, Kurt Templeton and Ava McElroy are entered as a three-person band. Goodrich (vocals, rhythm guitar) and Templeton (lead guitar) will be CHS freshmen in August. McElroy (bass guitar) will be a Carmel Middle School seventh-grader.

“I believe that the new category is not only a good way for ensembles to perform their talent, but also to help rising bands like ourselves have a great start in the local music scene in Carmel,” Goodrich said.

Two other Carmel participants are entered in the new category. Julia Herstein, 7, will perform as a solo pianist, and Tege Holt, 11, will perform, sing and play the guitar in an original song.

Freedom Run returns July 4

By Chris Bavender news@currentincarmel.com For nearly 20 years, runners and walkers have participated in the Carmel Freedom Run. Although not an official part of CarmelFest, the event has become a tradition for many to kick off the Fourth of July holiday.

This year’s Freedom Run is set for 8 a.m.

July 4. The 4.5-mile run and 1.5-mile walk will start and end at Carmel High School.

“I think CarmelFest has brought a lot to the Carmel community, providing a great festival,” Freedom Run organizer Don Carr said. “Having an early morning run/walk gives people a great fitness Carr event to start their day.”

The run typically draws about 1,000 participants. Carr said the association with CarmelFest likely helps boost numbers.

“I’d like to think it has helped some, but that is hard to know for sure,” he said. “I’m

A Kids Fun Run also is part of the morning’s events and is a crowd favorite.

“This event draws a good crowd of kiddos,” Carr said. “It’s a free, short run, about 75 yards, and everyone gets a free prize afterwards.”

Although many sport the usual running gear, others don creative Fourth of July themed-outfits.

“We always get a handful of people who dress up in some sort of patriotic outfit, which makes the event fun,” Carr said. “We give out some prizes to the better costumes that same day.”

The Freedom Run wouldn’t be possible without volunteers. Carr said it takes 30 to 40 volunteers to put on the event. Each receives a shirt and refreshments.

The Freedom Run entry fee is $23 in advance and $28 the day of the run. There is a family discount of $15 for each family member after the first two entrants at $23.

CHS graduate Walker proves ready for her prime-time appearances

By Mark Ambrogi • mark@youarecurrent.com Kasey Walker was on an extended break from a hectic acting schedule and had settled into her job teaching dance.

However, when her brother, Bryan Walker, was ACTING diagnosed with cancer in 2016 and was sick for six months, it gave her a new perspective and encouraged her to begin pursuing acting jobs in 2017.

“I should be doing what I love. Life is short,” Walker said. “My brother is in great health and in remission. But that lit a fire in me because I had gotten complacent. I decided I wanted to get back into it.”

Walker Walker, a 2006 Carmel High School graduate, had her first TV audition for “Blue Bloods.” She got the job and the episode aired May 11.

“It was wild because it was such a whirlwind,” she said. “You audition, find out the next day you get it and filming happens a week later. TV happens very quickly.”

Walker also was on the Season 2 finale of “The Good Fight,” May 27, which streams on CBS All Access.

“That was the second TV show I did. I was a news anchor,” she said.

Walker recently shot an episode for a new Comedy Central show, “The Other Two,” by former “Saturday Night Live” writers Chris Kelly and Sarah Schneider.

“The previous things were dramatic and serious, and this was fun and light-hearted,” Walker said. “All I’ve done has been musical theater and I’ve wanted to branch out. TV is something I’ve always wanted to do, but I talked myself out of it or didn’t have the confidence, all of those excuses. I thought I’m going to go for it. I’m in New York for a reason. I started working with a new agent (Bill Timms) and things have been going well so far. I just hope it continues.”

Walker said she hopes it will lead to other projects.

“It’s like proof to other casting directors, that, ‘OK, I’ve done these three things, you can trust me with your projects,’” she said.

Walker said there are more productions shooting in New York than ever before.

“I don’t think I’d move to Los Angeles without a reason to do it,” said Walker, who turns 31 July 28. “All my friends and my boyfriend (John West) are here. I love New York. It’s where I feel most at home.”

Prior to taking a break, she had been touring in “We Will Rock You,” a musical based on the music of Queen.

“I had been doing theater for five years and steadily traveling and living out of a suitcase,” Walker said. “I felt very unsettled, so I stopped auditioning for two years. I thought I want to own one piece of furniture, at least, and build my life.”

Walker was active in the CHS performing arts scene, performing in plays, Accents show choir and the Coquettes dance team.

“It feels like a lifetime ago,” Walker said. “I feel Carmel was a good place for those things because they have such strong programs.”

Walker graduated from the University of Oklahoma with a bachelor of fine arts in musical theater performance.

“Right before I graduated, I auditioned for the ‘Legally Blonde’ tour in New York,” she said. “I learned I got it, so it was cool to move to New York already having a job I was going to do. I was only in New York for a couple of months before I left on tour for a year.”

For the last three years, Walker has been teaching dance to children ages 2 to 6. She also teaches dance at Broadway Bodies for adults.

“That’s what I do in my spare time, sort of pays the bills,” Walker said.

IBC Summer Gala set for July 13

By Mark Ambrogi • mark@youarecurrent.com Antony Holshouser enjoyed his experience with the Carmel-based Indiana Ballet Conservatory BALLET summer program so much that he decided to return.

“It’s very intensive. You really learn a lot from the teachers, the program and all the classes here,” Holshouser said Holshouser, 17, who attends Academy of Russian Classical Ballet in Redmond, Wash. “It’s really fun and engaging.”

The summer intensive program concludes with the Fourth Annual Summer Gala at 7 p.m. July 13 at Creekside Middle School, 3525 W. 126th St., Carmel.

“It was exciting because I just like performing. It’s just fun,” Holshouser said of his 2016 appearance in the gala.

There will be a special performance by Lasha Khozashvili, a principal dancer from the Boston Ballet, and Maria Baranova, a soloist from Boston Ballet. Khozashvili regularly performs in IBC’s “The Nutcracker.”

“It’s an opportunity to see them alone

on the stage,” IBC Executive Director Jenny Okamoto said. “I think they will do a contemporary piece as well.”

Students will do excerpts from “Le Corsaire,” prepared by founding Artistic Director Alyona Yakovleva-Randall.

“We’re going to do some original contemporary (pieces) like we always do,” Okamoto said. “We create the new pieces for the Diersing kids during the summer intensive.”

Okamoto said approximately 65 students from across the U.S. and Canada attend the session.

Eli Diersing, 17, is from Bloomington but attends the Interlochen Center for the Arts in Michigan. This was his first time attending the IBC summer intensive program.

He will head to another summer intensive program in Grand Rapids, Mich., following the gala.

Diersing has been dancing for 10 years but has become more serious in the past five years.

Eckard honored by choir

Eckard, a Clay Township MUSIC Board member, was one of the four founders of the South Bend Symphonic Choir. Eckard, who has lived in Carmel since 1994, was honored at the 50th anniversary banquet.

“It was very exciting,” Eckard said. “I got there and there were people I hadn’t seen since the choir started. There were six of the members that were still in the choir and they’ve been there from the beginning.”

Eckard ran through the history of the choir in a 25-minute speech June 9 at a banquet in South Bend.

“I told them things they never knew,” said Eckard, who also sang in the choir for several years.

Eckard was presented with a music box at the Symphonic Choir’s June 10 performance.

“I will treasure that memory and the fact that there is still a group in South Bend that is still singing and better than ever,” Eckard said.

“When we got together, it was clear that I was the newcomer to town and I wasn’t

working at the time, and I had time to do what had to be done,” said Eckard, who was previously a member of the Grand Rapids (Mich.) Symphonic Choir.

“Mary not only helped organize it, but she kept it going,” said Pat Miller, who is in her 47th year with the South Bend Symphonic Choir. “She was the president of the board of directors for at least 10 years. She was quite the backbone to the choir, keeping it a vital choir.”

Blueprint for Improvement: West Carmel kitchen transformation Commentary by Larry Greene

Background Info: This 1998 home in the Weston Ridge neighborhood of West Carmel is a great space for the owners to raise their small family.

After 20 years with no updates, the owners decided to remodel.

The goal was to create a more modern kitchen design for the homeowners while optimizing the space.

1. The largest transformation came from replacing the cabinetry with white cabinets on the perimeter and dark gray island cabinets. The contrasting cabinets help make the space appear larger than it is.

2. Additional cabinetry was added to bring the cabinets to ceiling height. This not only added storage but also helped make the space appear larger.

3. Another large transformation came from replacing the microwave with a microwave drawer which was incorporated into the island. A modern, stainless-steel range hood was installed above the stove, where the microwave previously was.

4. A modern glass subway tile backsplash and a new lighting plan finished off the look.

BEFORE PROBLEMS The kitchen felt small and lacked proper storage. The materials used in the original kitchen had been there since the home was built.

Those materials not only dated the space but no longer functioned well for the owners.

ORDINANCE NO. D-2427-18 AN ORDINANCE OF THE COMMON COUNCIL CITY OF CARMEL, INDIANA, AMENDING CHAPTER 4 , ARTICLE I, DIVISION III, SECTION 26 OF THE CARMEL CITY CODE Version B Synopsis: Amends background check requirements for vendors, exemption and time limitation provisions for solicitation activity.

WHEREAS, the City of Carmel, Indiana (“City”) has the power and authority, pursuant to Indiana Code § 36-8-2-4 and its general police powers, to regulate conduct on and the use of property in order to protect public health, safety, and welfare; and WHEREAS, Chapter 4, Article I, Division III, Section 26 of the Carmel City Code regulates door-to-door solicitation within the corporate boundaries of the City; and WHEREAS, the Common Council of the City of Carmel, Indiana, now finds that it is the public interest to update its door-to-door solicitation policy and procedures and to create a City “No-Knock” list for residents of the City who do not want commercial solicitation on their private property; WHEREAS, these amendments to Section 4-26 of the Carmel City Code streamline the process for commercial solicitors to obtain a City door-to-door solicitation permit and further the City’s objective of protecting the health, safety and welfare of City residents, as well as the right of City residents to enjoy privacy, quiet, and repose on their private property, while also protecting the First Amendment right of commercial solicitors to, subject to reasonable time, place, and manner restrictions, engage in the in-person solicitation of potential customers.

NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana, as follows: Section 1. The foregoing Recitals are fully incorporated herein by this reference.

Section 2. Carmel City Code Section 4-26 is hereby amended and shall read as follws: “(a) Definitions. Whenever used in this Chapter, the following words and phrases shall be defined as herein stated below: Door-to-Door Solicitation. Shall include all methods and means of selling commercial products, services or property within the corporate limits of the City of Carmel, Indiana Carmel, Indiana (“City”), by and through uninvited in-person solicitation of persons located on residential property.

Vendor. Any person, partnership, corporation, company, organization or entity who is engaged in the selling, peddling, merchandising or brokering of products, services or property to the general public for a commercial purpose. (b) Licensing.

(1) Any Vendor who desires to engage in Door-to-Door Solicitation shall first obtain from the Carmel Police Department a nontransferable Door-to-Door Solicitation license (“License”) permitting such activity by Vendor and/or by Vendor’s employees and/or agents.

(2) The Carmel Police Department shall provide to any person, upon request, a Door-to-Door Solicitation Vendor application form (“Application”) to be completed by a Vendor and submitted to the Carmel Police Department for review and approval by the Chief of Police, or his designee. The Application shall require the following: (a) Information about the Vendor and the Vendor’s business, the authority of the Vendor to transact business within the State of Indiana, and the nature of the Vendor’s proposed Door-to-Door Solicitation. (b) The Application shall require a Vendor to list the name of every employee and agent who will be involved in Door-to-Door Solicitation pursuant to a License issued to the Vendor under this Section, and the Vendor shall affirm thereon that none of the same has a felony or misdemeanor conviction within 10 years of the application date for a crime of dishonesty, fraud, theft, violence, and/or moral turpitude. (c) Each Vendor, and each employee and agent of said Vendor who is involved in Door-to-Door Solicitation pursuant to a License issued to the Vendor under this Section, shall also provide a valid government issued photo ID and signed release authorizing the Carmel Police Department (“CPD”) to run a criminal history report on the same. For each employee and/or agent requiring a criminal history report, the Vendor shall pay a non-refundable criminal history report fee of $20 to off-set the costs of obtaining the criminal history report on such individual by the CPD. Juvenile employees and agents of a Vendor shall also provide a copy of their work permit as issued by the State of Indiana. If any Vendor, or any employee or agent of said Vendor who is named in the Application is found to have a felony or misdemeanor conviction within 10 years of the Application date for a crime of dishonesty, fraud, theft, violence and/or moral turpitude, the Chief of Police may require said Vendor, employee or agent to deliver an official copy of any records reasonably related to such conviction. (d) The name, address and telephone number of the Vendor’s contact person.

(e) A License fee, in accordance with section 4-26(b)(3).

(3) A License and a non-transferable identification card shall be issued to a Vendor by the Chief of Police, or his designee, after the approval of such Vendor’s Application and the payment of a License fee. The License fee shall be $15 for a 10-day License, $90 for a 120-day License, or $180 for a 1 year License. Upon receipt of a License, a Vendor must also purchase from the Carmel Police Department, at the cost of $3 each, non-transferable identification cards for each employee agent of Vendor listed on Vendor’s Application and for whom the Chief of Police has confirmed has no felony or misdemeanor conviction within 10 years of Vendor’s Application date for a crime of dishonesty, fraud, theft and/or moral turpitude.

(4) The decision as to whether an Application is approved or denied shall be made by the Chief of Police within 10 days from the date the Application is submitted to the Carmel Police Department for processing.

(5) Vendor, and each of Vendor’s employees and agents, shall openly display upon his or her person the identification card issued by the Carmel Police Department whenever engaging in Door-toDoor Solicitation.

(6) If, while any Application is pending, or during the term of any License granted thereon, there is any substantial change in fact, policy or method that would materially alter any of the information set forth in the Application, the applicant shall notify the Police Chief, in writing, of the same within seventy-two (72) hours of Vendor’s notice of such change. If an applicant or licensee fails to so notify the Police Department, any License issued to the applicant and/or Vendor shall be suspended and/or revoked pursuant to Section 4-26(d), below. (c) Restrictions on License/ Door-to-Door Solicitation.

(1) Door-to-Door Solicitation by Vendors may only be conducted in the City between the hours of 9:00 a.m. and dusk, local time.

(2) Subject to earlier revocation, pursuant to this Section, a License, as well as any identification card(s) issued therewith, shall be valid for exactly 10 days, exactly 120 days, or exactly 365 days, as applicable, from the date the License or identification card is issued, and shall thereafter immediately expire and become null and void.

(3) Vendor, and Vendor’s employees and agents, shall comply with all applicable federal, state and local laws and regulations while engaging in Door-to-Door Solicitation. The issuance of a License and identification card does not empower a Vendor or any of a Vendor’s employees and agents to ignore “no solicitation” signs or to fail to immediately abide by otherwise lawful requests to not trespass on private property. (d) License revocation or denial.

(1) If the Chief of Police determines that one or more of the following apply to a Vendor and/or to any employee or agent of a Vendor who applies for a License or who is involved in Door-toDoor Solicitation, then the Chief of Police shall deny the Application and/or revoke an issued License and/or identification card(s) relating thereto, as applicable under the circumstances: (a) Vendor has submitted an Application that contains materially false or misleading information; (b) Vendor, or an employee or agent of the Vendor, has been, within 10 years prior to the date of Vendor’s Application submission date, while an Application is being processed, or after an Application has been approved, convicted of a felony or misdemeanor crime of dishonesty, fraud, theft and/or moral turpitude; (c) Vendor or any of Vendor’s employees or agents has violated this Section; (d) Vendor or any of Vendor’s employees or agents has failed to properly display his or her identification card while engaged in Door-to-Door Solicitation; (e) Two or more written and sworn complaints have been delivered to the Carmel Police Department regarding allegedly untruthful or illegal conduct concerning Vendor or Vendor’s employees or agents during his/her Door-to-Door Solicitation; (f) Vendor or any of Vendor’s employees or agents has contacted a resident in violation of this Section.

(2) All License and/or identification card denials/revocations shall be in writing, shall state thereon the effective date of the denial/ revocation and the reason for same, and shall be served by U.S. certified mail or by personal service on Vendor at Vendor’s address as contained in the Application.

(3) Any Vendor, within 20 days from the date on which notice of such Llicense and/or identification card denial or revocation notice

is served thereon, may by written request made and delivered to the Chief of Police within such time period, appeal such action to the Carmel Board of Public Works and Safety (“Board”). If a timely appeal is not made, the decision of the Chief of Police is final. If a timely appeal is made, the Board shall hear the appeal at a public hearing which shall begin no more than 20 days from the date of the receipt of the appeal request by the Chief of Police. The Board shall issue its written decision on the appeal no more than 10 days from the ending date of the hearing thereon, which Board decision shall be final.

(4) No Application, License or identification card fees shall be returned or refunded upon the revocation of a License and/or identification card issued pursuant to this Section, all such monies being deemed forfeited. (e) Penalties.

(1) Any person who engages in Door-to-Door Solicitation in violation of this Section shall be subject to a fine of $400 for each such violation, each day in which said violation occurs constituting a new offense.

(2) The City may seek a temporary and/or permanent restraining order against any Vendor and/or any employee or agent thereof in any court of competent jurisdiction.

(3) The City›s remedies hereunder shall be cumulative and pursuit of one remedy shall not preclude the pursuit of others under this section or otherwise.

(4) Willful or intentional disregard of this Section shall, to the full extent permitted by law, entitle the City to collect from the violator the City’s attorney fees, court costs, litigation expenses, and all other reasonable costs and expenses incurred in obtaining a restraining order and/or any other enforcement remedies against same. (f) Severability clause. If any paragraph, sentence or other part of this Section shall, for any reason, be adjudged invalid by any court of competent jurisdiction, such judgment shall not affect, impair or invalidate the remainder of this section, but shall be confined in its operation to the paragraph, sentence or other part thereof which is directly involved in the controversy in which such judgment is rendered. (g) Effect and scope. The adoption of this Section by the City, and the licensing of any Vendor hereunder, shall not constitute an endorsement or approval of the cause, goods, property and/or services represented or provided by, nor the product of any person engaged in Door-to-Door Solicitation within the City’s corporate limits or otherwise.”

Section 3. The remaining provisions of Carmel City Code Sections 4-26 are not affected by this Ordinance and shall remain in full force and effect.

Section 4. All prior ordinances or parts thereof inconsistent with any provision of this Ordinance are hereby repealed, to the extent of such inconsistency only, as of the effective date of this Ordinance, such repeal to have prospective effect only. However, the repeal or amendment by this Ordinance of any other ordinance does not affect any rights or liabilities accrued, penalties incurred or proceedings begun prior to the effective date of this Ordinance. Those rights, liabilities and proceedings are continued and penalties shall be imposed and enforced under such repealed or amended ordinance as if this Ordinance had not been adopted.

Section 5. If any portion of this Ordinance is for any reason declared to be invalid by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance so long as enforcement of same can be given the same effect.

Section 6. This Ordinance shall be in full force and effect from and after the date of its passage and signing by the Mayor and such publication as required by law.

PASSED by the Common Council of the City of Carmel, Indiana, this 18th day of June, 2018, by a vote of 6 ayes and 0 nays.

Don’t squick out on new words Commentary by Curtis Honeycutt Wouldn’t it be cool to be part of the team that gets to pick which words get added to the dictionary? Maybe it’s just me, but I feel like my fellow word GRAMMAR GUY nerds would geek out to sit on the Oxford English Dictionary (OED)’s new words team. As a dictionary outsider looking in, I’d like to provide commentary on some of the most notable recent (June 2018) additions to the OED. I’ll list my highlights in alphabetical order (because I’m not a monster).

Binge-watch (verb): It’s something we’ve all done, whether or not we’re proud to admit it. We binge-watch old seasons of “Parks and Recreation” and catch up on “The Crown” before the next episodes are added. Binge-watching is the emotional equivalent of destroying an entire pint of Ben & Jerry’s in one sitting. In the short run it feels amazing, but it’s not the best long-term habit.

Broccoli rabe (noun): Move over, Brussels sprouts — there’s a new trendy veggie at the farmer’s market. It’s not even related to broccoli, but it has broccoli-like buds and bitter-flavored greens.

Energy vampire (noun): This usually refers to electronic devices that continue to use phantom power while turned off, yet are still plugged into an outlet. In my case, it’s the nickname I gave to my 4-year-old.

Impostor syndrome (noun): It’s the feeling many people have when they doubt their own adequacy or qualifications for the task ahead of them. Believe it or not, award-winning humor columnists still suffer from impostor syndrome when they stare at a blinking cursor on a blank page on their computer screens.

Unalphabetical (adjective): If you feel like a cat being rubbed the wrong way when you see something out of alphabetical order, you are already familiar with this word.

Although I was tempted to list it unalphabetically, I just couldn’t bring myself to do it.

I love that the English language is living, breathing and constantly changing. Like it or not, it’s the dictionary’s job to reflect English word usage, so don’t get all squicked about it.

Payments and costs of Contract Documents are non-refundable.

Bidders shall assure that they have obtained complete sets of drawings and Contract Documents and shall assume the risk of any errors or omissions in bids prepared in reliance on incomplete sets of drawings and Contract Documents.

This Project will be funded by the City of Carmel.

A pre-bid conference for discussions of the Project, the bidding requirements and other important matters will be held on 07/11/2018 at 9am in the Caucus Room on the 2nd Floor of City Hall (One Civic Square). All prospective bidders are invited to attend the pre-bid conference. The pre-bid conference is not mandatory.

For special accommodations needed by handicapped individuals planning to attend the pre-bid conference or public bid opening meeting, please call or notify the city of Carmel, Engineer’s Office, at (317) 571-2441 at least forty-eight (48) hours prior thereto.

No bidder may withdraw any bid or proposal within a period of thirty (30) days following the date set for receiving bids or proposals.

The Carmel Board of Public Works and Safety reserves the right to hold any or all bids or proposals for a period of not more than thirty (30) days and said bids or proposal shall remain in full force and effect during said period. The City of Carmel reserves the right to reject and/ or cancel any and all bids, solicitations and/or offers in whole or in part as specified in the solicitations when it is not in the best interests of the governmental body as determined by the purchasing agency in accordance with IC 5-22-18-2 Christine S. Chaucie’s Place provides child abuse and youth suicide prevention programming to schools and youth serving organizations. The child abuse prevention program presented by Body Safety Educators is delivered in 45-minute to 1-hour sessions in a classroom setting. These presentations are scripted, however interaction with children is encouraged. Comprehensive training will be provided by Chaucie’s Place.
