By Ann Marie Shambaugh AnnMarie@youarecurrent.com Carmel Mayor Jim Brainard is asking the city council for $25 million in bonds to primarily fund land GOVERNMENT acquisition for redevelopment projects, but some councilors said they’d like to have more details and oversight before casting a vote.

The proposal includes $13.4 million to acquire 26 parcels ranging in price Brainard from $16,000 to $3.7 million.

City councilors received a list of addresses the Carmel Redevelopment Commission is eyeing, but the city declined to release the list publicly because of how it could impact purchase negotiations.

At a Feb. 4 meeting of the city council’s finance committee, Brainard said the sites are in or near the Arts & Design District, Midtown, City Center and Home Place, areas the city has been redeveloping or targeting for redevelopment.

“Land aggregation is critical to continuing to redevelop and continuing to do what’s put Carmel on the map for the last 25 years,” Brainard said, adding that the city wouldn’t be committed only to sites on the list and that officials could use the funds for other parcels if a redevelopment opportunity arises.

Councilor Adam Aasen said he was troubled by some of the addresses on the list.

decades,” he said. “I see the role of the CRC as taking undesirable properties, buying them and turning them into something desirable. These are some of the more desirable properties in the city, and besides COVID, they’re all doing very well.”

Aasen, whose family owns Donatello’s Italian Restaurant on Main Street in the Arts & Design District, said he is not in favor of telling small business owners — who have already been battered by the Aasen pandemic — they may soon have to relocate, likely to somewhere with higher rent.

“It’s really disheartening at this time when small businesses are struggling so much that we want to buy up occupied buildings full of small businesses and tear them down using public debt,” he said.

“You’re going to have a hard time convincing me on that.”

Brainard said that the city works closely with businesses forced to relocate to find new locations.

“Muldoon’s is an example. They were very concerned about relocating,” Brainard said of the restaurant now near Main Street and the Monon Greenway. “If you asked their owners today, they would say it’s the best thing that ever happened to them.”

Councilors said they support adding a provision that requires council review and approval before the CRC uses the bond funds to purchase land.

Other proposed projects in the bond include nearly $6 million for various projects, including garage improvements and a water tower light show, and $4 million for roundabout beautification.

The committee will hold its next meeting at 5 p.m. Feb. 10. The full council will have the final vote on the bonds.

Councilors not convinced ADU process needs to change

By Ann Marie Shambaugh AnnMarie@youarecurrent.com Last year, at the request of Carmel Mayor Jim Brainard, Carmel’s Dept. of Community Services proposed several CITY NEWS changes that would make it easier to add accessory dwelling units — also known as in-law quarters or granny flats — to address a lack of affordable housing in the city.

But after months of discussion, review of community feedback, revisions by the Carmel Plan Commission and recommended changes by the Carmel city council’s land use committee, some Carmel city councilors said they believe the ordinance has become so watered down it doesn’t change much about the existing process to build an ADU or realistically add affordable housing options.

At a Feb. 1 meeting of the Carmel City Council’s land use and special studies committee, several councilors said they didn’t see enough of a reason to support the current version of the ordinance.

“Nobody from the city has made a compelling argument to make these changes,” said city councilor Laura Campbell, who serves on the committee.

“We don’t have dozens of requests (for ADUs). We’ve Campbell had no requests in the last year.”

ADUs can be a structure separate from the primary dwelling or attached to it, such as above a garage or in a basement. ADUs provide a separate, independent living space with its own entrance.

Currently, all types of ADUs must be approved by the Carmel Board of Zoning Appeals. The BZA has approved five ADUs since 2015. ADUs are permitted without BZA review in certain areas of the city, including in the Old Town overlay area and the Village of WestClay.

“The ordinance was designed to make it easier to build ADUs, not because of market demand, but as a housing option that we think will benefit the community, and which will benefit the community,” City of Carmel spokesperson Dan McFeely said.

“That residents are choosing to see this as something to fear is unfortunate but not surprising, given that anytime a change is proposed, our residents seem to focus on the downside.”

As originally proposed, the ADU ordinance included a set of standards that — when followed — would not require ADUs to go before the BZA for approval. It also stated that 20 percent of lots in new residential developments with 10 or more lots of 1 acre or less include an ADU in some form.

The original proposal received some support, but many Carmel residents expressed concerns that ADUs would alter existing neighborhoods by adding traffic, noise and stress on infrastructure. The Builders Association of Greater Indianapolis stated that it opposed the ADU requirement in new subdivisions because it would hinder consumer choice and increase construction costs.

As it deliberated the proposal, the plan commission removed the requirement for ADUs in new neighborhoods and added a requirement for detached ADUs to receive special use approval from a BZA hearing officer. Then, the council’s land use committee recommended that detached ADUs must

The move will provide more space for vaccine clinic operations.

“The county’s buildings and grounds crew has been working nonstop to help get the new clinic set up,” stated Christian Walker, HCHD emergency preparedness coordinator.

Hamilton County is allotted 800 doses of the COVID-19 Moderna vaccine per week, and it expects the number to double by mid-

month. The Exhibition Hall has six times the space of the Annex Building and will allow the health department to administer up to 3,600 doses per week.

“Moving to this larger space will allow us to scale up quickly once more vaccine becomes available,” Walker stated. “Supply is our only hinderance to getting more people vaccinated at this point.”

Vaccines are administered from 9 a.m. to 4 p.m. Monday through Friday at the fairgrounds. Health care providers, first responders and people 65 and older can register for an appointment at ourshot.in.gov, by calling 2-1-1, through AARP or through their local libraries.

Carmel man dies after shootout with police on Main Street

By Ann Marie Shambaugh AnnMarie@youarecurrent.com A Carmel man is dead after a shootout with police officers Jan. 31 in the 400 block of W. Main Street.

POLICE According to the Carmel Police Dept., officers fired at Keith Scales, 60, after he raised a high-powered rifle at them. Scales was transported to the hospital, where he died from his injuries.

The incident began at approximately 11:25 a.m. Jan. 31 after police received a call about a person threatening suicide. As they were

responding, they received information that gunshots had been fired.

When officers reached the scene, they could see and hear gunshots being fired from out of the windows and doors of the residence. Several vehicles were hit, including one police vehicle. Police secured and evacuated the area and asked people to avoid west Main Street for several hours.

Investigation of the incident will be handled by the Fishers Police Dept. Anyone with information is asked to contact the non-emergency police line at 317-571-2580.

Armed juvenile arrested, another suspect remains at-large after chase

POLICE At approximately 2:38 a.m.

Carmel police officers responded to a break-in alarm at the Sprint/T-Mobile store at 890 E. 116th St. Police said as they responded they saw a suspicious person looking into the windows of Pinnacle Firearms at 589 W. Carmel Dr. The person ran to a car parked nearby and fled the scene.

Police attempted to stop the vehicle, but

the driver continued to flee before exiting the car near E. 116th Street and Eden Estates Drive, where two suspects fled on foot.

Officers pursued and caught an armed juvenile, who has been charged with unlawful possession of a firearm and resisting law enforcement.

The other suspect escaped despite police using a K9 and drones in their search.

Meet Farwa Hoffman Commentary by Shelly Gattlieb Scott and Farwa Hoffman met in 2008 while attending the College of Podiatric Medicine and Surgery at CHARACTERS Des Moines University, OR CARMEL and they are now both foot and ankle surgeons practicing in Carmel. They were married in 2010 in Carmel and now have four sons.

During the pandemic, the family has enjoyed going on nature walks and exploring their backyard for earthworms. The boys are best friends who love to play with dinosaurs, build snowmen and conduct science experiments.

Celebrate Valentines Day, support county businesses

But it’s TOURISM also led to a slate of unique offerings for Valentine’s Day. Hamilton County Tourism has partnered with local businesses throughout the county to offer packages, discounts, fun date ideas for couples, family outings and more for Valentine’s Day, Feb. 14. Four Day Ray Brewing, a brewery in Fishers, was eager to launch a creative offering for the holiday by installing igloos in its beer garden.

The igloo garden, which has five insulated, lighted, close-knit seating enclosures for groups of four to six, opened Jan. 25.

“That’s something new for us,” Four Day Ray Marketing and Events Director Brooke Killey said. “We are very excited for the opportunity for people to come dine in those. It is an opportunity for guests 21 and over.”

There is no fee to reserve the igloos, but each igloo guest must make a $30 minimum food and beverage purchase. Reservations are for two hours.

Four Day Ray also will release Liquid to Lips, a hazy IPA, for beer lovers during Valentine’s week as well. The beer has passionfruit, tangerine and guava characteristics and is only available in cans. There are 50 cases.

In the past, Killey said Four Day Ray has offered beer dinners during Valentine’s week, but the COVID-19 pandemic limits event offerings.

Tru Direction, a nonprofit focused on promoting financial education, is partnering with Banzai to offer free GIVING BACK personal finance courses for local schools.

Banzai is a platform designed to introduce students to adult financial situations, from budgeting and paying insurance to navigating taxes. Although Banzai is typically sponsored for schools by local banks or credit unions, Carmel-based Tru Direction decided to sponsor it for schools in central Indiana.

“We thought it was really a great program, and financial literacy is such an important need in schools and for students,” said Ruth Nisenshal, program director of Tru Direction. “(We) selected to sponsor Banzai programs in schools because of its unique web-based interactive program.”

Tru Direction is sponsoring Banzai for 14 schools in Hamilton, Marion and Elkhart counties. Local schools include Carmel Middle School, Clay Middle School, Hamilton Southeastern High School and Fishers Junior High School.

Banzai courses use realistic scenarios to teach students about financial planning.

The online curriculum is then supplemented by printed workbooks provided to teachers. The course work can be completed remotely, and teachers can monitor student progress.

“Because (Banzai) has always been a virtual program, it’s really become more significant that students can do it at home,” Nisenshal said. “It doesn’t depend on a student being in a classroom. That made it more important now than in previous years.”

Banzai’s syllabus aligns with the Indiana Dept. of Education’s standards for financial literacy.

“A lot of schools don’t necessarily teach financial literacy, so (Banzai) fulfills that need,” Nisenshal said.

Tru Direction works throughout the nation to promote financial fitness. It has an annual scholarship program for students that can be used for expenses related to higher education.

How to weather the storm Commentary by Lorene Burkhart As I was growing up in southern Indiana, my mother would say that “someone had weathered the storm” inPLAIN TALK stead of saying that they were resilient. She would remind us to “keep our chin up” if the going got tough. “Carry on” is another good resilient replacement.

Whatever the wording used, we all know what is meant. A definition that I recently read for resilience is the capacity to recover quickly from difficulties, to bounce back and adapt. But how do we accomplish this goal?

A term being used abundantly is “mindfulness,” meaning a mental state achieved by focusing one’s awareness on the present moment while calmly acknowledging and accepting one’s feelings and thoughts. One of our Stratford residents, a former doctor, made us aware of its effectiveness when he explained how it is being used for pain management instead of pills and other invasive techniques.

We’re considering having meditation as a group to help us “weather the storm” of loneliness and isolation. It seems easier

to stay with a new routine if it’s a group effort. We can’t expect the COVID-19 vaccine to affect our mental state until enough of the population is vaccinated and we can resume parts of our “normal” life. Frankly, it’s difficult to remember what that is!

Acknowledging that we need help is the first step in our new mental attitude program, then deciding how to organize and implement our strategy is the key to success. Try to surround yourself with people who have a positive outlook and share your concerns about the situations that bother you. Being willing to change a mindset will help you achieve your goal of feeling resilient and in charge of your life.

It’s worth the effort to know that when we are “liberated” from our restrictions we will be ready to move forward knowing that we have “weathered the storm.”

He said the trivascular screening was quick and painless, and included a panel of three tests using a noninvasive ultrasound device.

During a trivascular screening, the ultrasound device is moved over the abdomen, neck and legs, looking at the rate of circulating blood and possible bulges in the blood vessels. The screening evaluates arterial disease from multiple points of view. And it helps doctors detect clogged, damaged or weakened blood vessels,

Former Colt, wife work together to improve marriages, homes

By Mark Ambrogi mark@youarecurrent.com From the time they met, Mark and Christina Thomas were married within a year. Yet they weren’t exactly an instant match.

“We didn’t hit it off right away, because he’s bold and I’m a little more shy,” Christina said. “The first question he asked me was, ‘If you were to die today, would you go to heaven?’ I was like, ‘Yeah, of course. What do you mean?’

Then I pondered that thought and began considering what it meant. I thought that was a little strange and bold, but it did make me think.”

The Carmel couple will celebrate 21 years of marriage Feb. 12, two days before Valentine’s Day. Mark, raised a Baptist, was 30 when they married, and Christina, raised a Catholic, was 10 years younger.

The two met in a Chicago gym where Christina worked.

Mark, a defensive end, had played with the Chicago Bears but was now playing for the Indianapolis Colts and was in the process of a move. He learned Christina was going to school for interior design, and she suggested he look at furniture from her uncle’s store for his new home in Carmel.

She came to Carmel to help him set up his house.

The couple would meet with Colts teammates Hunter Smith, Jeff Saturday, Justin Snow and Adam Meadows on Monday nights for a Bible study born out of the Champions for Christ athletic ministry.

The couple was supposed to get married April 1, 2000 but moved it up to hold a ceremony at a Champions for Christ conference in Orlando.

“We were champing at the bit to get married,” Mark said.

They would later have a wedding ceremony in the Chicago area, but Mark wanted football and ministry friends to attend. Close friends attended as well.

“We had an ulterior motive. We wanted people close to us to get a dose of Jesus and we knew they would never come to a conference,” Mark said. “Members of (Christina’s) family got saved. Her parents got saved. It was a powerful week.

It wasn’t the most aesthetic wedding. It was borderline cheesy. We were married in a ballroom. But lives were forever changed from the wedding.”

When Mark retired from the Colts after the 2001 season, he attended a two-year program with Champions for Christ in Austin, Texas, to become a pastor. He returned to become pastor of a Carmel church in 2003, leaving in 2018. The church, which has undergone several name changes, is now The Well in Carmel.

“Because I wore so many hats as pastor, I started counseling people, and then more and more people came as couples and Christina would join us,” he said. “We work well together. We were five years into marriage and she’s only 25 and counseling people that are twice her age. The Lord just gave her wisdom and people benefited from it. We enjoy doing it together, and the way we’re wired is so different.”

Sometimes, it was a one-week counseling session and sometimes it would be 10 weeks. If he was going to perform a marriage ceremony, Mark said he would usually have six to eight pre-marriage counseling sessions.

The couple could speak from their own experiences.

“We faced a lot of challenges early in our marriage with job loss and moving across the country. We had four kids in six years,” Christina said. “Our youngest has special needs.”

Christina said they don’t officially charge for the counseling service.

“We’ve just always said whatever you think it’s worth, but we’ve never said this is our rate,” Mark said. “It hasn’t been that formal. It’s just been they need help, and they are our friends, or they introduce us to their friends.”

Besides counseling couples, Mark Thomas leads a group of friends in a service called house church in the home of he and his wife, Christina, or a cabin on their property. It’s typically a group of approximately 20 people. House church is a term given to a group of Christians meeting in private homes.

“What we like about it is that it fosters, almost necessitates, community,” he said. “This is who we are with all the time. Realistically, three to five times a week these people are in our home. We actually do life together. The other thing it really cultivates is participatory gatherings.”

Instead of a minister delivering a sermon, everyone participates.

“It’s discussion-based, instead of just monologue,” Mark said. “What this does is, my kids are all involved, and they love it. The dialogue process helps people grow and mature.”

The couple has four children: Caleb, 19, Katelyn, 16, Naomi, 14 and Jude, 13.

The couple conducted services by Zoom for nearly two months when the COVID-19 pandemic forced a lockdown.

“All of us in the family then had COVID around the same time at Thanksgiving,” Christina said. “We think our youngest son got it from going to an arcade.”

But they have been able to resume services after a break.

“Once every other month, we’ll do it at someone else’s house to spread it out,” Mark said.

The cabin on the couple’s 8-acre property was the first house built in Carmel. Constructed in 1828, it was originally owned by the Kinzer family. The main house was built in the 1840s.

“The deed is on sheepskin,” Christina said of the property, which is on the National Register of Historic Places.

The couple also keeps busy as Mark has found a way to assist in Christina’s home design business.

Instead of just wanting interior design ideas, she was finding clients would want a new master bathroom or kitchen.

“We decided to do a design and remodel business,” said Mark, who has taken on the role of project manager. “I handle the construction, and she handles the design.”

Loyal opposition

Lynnwood Farm legacy lives on

Commentary by Terry Anker Margaret Thatcher, former British prime minister and closest international confidant and ally of President Ronald Reagan, often referred to them as the “loyal opposition.” Of course, she was describing the members of her rival political party. Those were the good people who spent most of their day attacking her personally and her policies tirelessly. Was she likely a fan? Probably not.

Although her cabinet was not well regarded by the mostly wealthy men who opposed her from the liberal Labor Party, Thatcher knew that they remained, above all, “loyal” to their oath to England above their self-interest. The Crown ruled, just as it had done for centuries.

Everyone agreed.

With March Madness approaching, we all take sides. Joe is a Purdue fan and Jill loves IU. OK. They must have their reasons. But what if Joe hates Jill for her transgression? And what if Jill works to punish Joe for his support of the Black & Gold? Take up arms! Buy profane T-shirts meant to offend! Cover the family wagon with bumper stickers, not in support of the home team, but in an attempt at bold affront to theirs! Jill will cheer for any team that is playing Purdue. Run them off the court! Joe feels the same, his hatred for all things Cream & Crimson fills his heart and the pages of his Facebook account.

So, what of the “loyalty” to our fine state and to our fellow Hoosiers? Could we temper our contempt by constraining it to those outings where our team is confronted with them on the field? Do we have to express our animus endlessly? Sure, wave the flag for the alma mater. Yet, is their abject destruction really to our benefit? Shared power disrupts corruption. Absolute power, well, we all know the rest.

An introvert’s night out Commentary by Danielle Wilson Longtime readers will know that I fully embrace my introvert self. I take no shame in Irish goodbyes, consistently HUMOR decline social engagements and love few things more than reading a trashy Nora Roberts’ novel alone in the wonderfully reclusive confines of my bedroom. That said, even I am beginning to long for a return to the pre-pandemic days of restaurants and parties and people (please note that this wistfulness does not apply, and will never apply, to hugging, because that kind of personal-space invasion is downright loathsome).

So, when my brother-in-law and his wife invited us for chili to celebrate Doo’s birthday, 80 percent of me was truly excited to go. Their entire household had already had COVID-19 at Thanksgiving. It was a Saturday and I literally had nothing else to do except grade history papers on the pros and cons of the ’50s. Blecht. Bring on the beans and chocolate cake!

Honestly, the evening was delightful.

Besides the obvious benefit of having a legitimate reason to shower and apply mascara, I was able to engage in face-to-face conversations with real human beings and enjoy a hearty meal in a comfortable space that wasn’t my own house, classroom or minivan. Was I ready to leave a full hour before we actually did? Yes. Nine o’clock calls to me with the sweet voice of a lover regardless of my location. And was I utterly exhausted by the time we returned home?

Of course. Social interaction drains me to my very core.

But was indulging a brief return to normalcy worth it? Absolutely. Even this introvert is hoping for a swift end to isolation.

Editor, I was excited to read your cover article in the Jan. 12 Current in Carmel. My friend gave me the copy as she knew that our family lived on Lynnwood Farm from late in 1946 to early 1948. My father, Hobart Jones, was the swine herdsman. At that time, I was a toddler and don’t have any of my own memories, but through the years there were lots of family stories about our time there.

It was always remembered fondly, especially the other people who worked there and the Purdue Ag students who worked there in the summers and helped my dad as they showed the hogs at different state fairs and livestock shows in the Midwest.

Dad went on to be swine herdsman for Mrs. Matilda Wilson (Dodge) at Meadowbrook Farms in Rochester, Mich. Mrs. Wilson was the widow of John Dodge, who started the Dodge car company. Meadowbrook is now Oakland University.

Dad came back to Purdue in 1950 and had a distinguished career as a professor of animal science in the College of Agriculture. Of course, swine management and research were his specialty!

So, thanks and kudos to those who live in the area who are working to keep the legacy of Mr. Lynn’s farm preserved and alive.

Still ‘The crossroads of America’?

Editor, In 1937, the Indiana General Assembly declared a new state motto: “The crossroads of America.”

But despite the nostalgic images this may bring to mind of Industrial Age locomotives traversing the United States, the phrase has always referred to Indiana’s position at the intersection of major highways. In 1937, this primacy of location for automobile transit made Indiana crucial to the American economy, a major caretaker of the key to the future.

But automobile transit is no longer the key to the future. Accessible and carbon-neutral public transportation is.

If Hoosiers fail to recognize this truth, we will abdicate the right to call our state “the crossroads of America.” To be a “crossroads” means to be where the innovation is. When it comes to transportation innovation, Indiana is several steps behind. When it comes to acting ethically to preserve our collective future, Indiana is many steps behind.

Currentoon joins cancel culture Editor, Current in Carmel has joined the liberal media cancel culture. Tim Campbell’s Jan. 26 “comic” had an elderly woman asking a Girl Scout selling cookies if she had any with nuts. The girl points to the next table where Mike Lindell, MyPillow founder, is depicted as an idiot holding a pile of pillows.

Mike was recently canceled with thousands of others on Twitter, Fakebook and YouTube for speaking up about the blatant fraud during the last election. The Constitution allows state legislators only to make election law. It does not allow judges to change the rules for voting. That happened in four swing states. Mail-in ballots have never been allowed other than absentee with verified signatures.

You can cancel everyone you want and silence the rest, but you will not address these issues because you do not want to know the answer. Indiana does not use paper ballots and has no way to verify who you voted for. Mike Lindell will sleep well tonight with his Bible in hand. Campbell will keep trying to cancel the obvious.

No need to revise approval process for ADUs Editor, The city council should not approve a proposed ordinance allowing the construction of accessory dwelling units (ADUs) up to 1,300 square feet in the backyard of the primary residence in residential neighborhoods, ostensibly to provide affordable housing for aging parents. There is no data indicating that the current process for obtaining approval for an ADU needs to be revised.

Under the terms of the proposed ordinance, neighborhoods with HOAs or covenants that bar the construction of ADUs are exempt. Consequently, the desired “affordable” housing is to be achieved by the construction of ADUs in unprotected neighborhoods. Moreover, an ADU may be constructed for use as an Airbnb — the antithesis of affordable housing.

Finally, once the aging occupant(s) no longer reside(s) in the ADU it will most probably convert to a rental property, increasing the density of a neighborhood previously zoned for single-family homes, with attendant increases in traffic and noise.

Being stuck at home due to COVID-19 creates opportunities to tackle household issues you wouldn’t normally HUMOR have time for. I spent some time last weekend arranging my shelved books in alphabetical order.

The Dewey Decimal System was no longer working for me (if you’re under 50, please Google it).

Mary Ellen had her own project. The annoyance could be ignored no longer: Most of our Tupperware lids didn’t fit or were missing.

I knew there was a problem. Almost every leftover in our refrigerator is in a pastel-colored plastic container with a piece of Reynolds Wrap over it. I think this is the reason my mouth waters whenever I see aluminum foil.

The lid dilemma is my fault. I always put the Tupperware tops in the bottom dishwasher rack, and an hour later the results look like a Salvador Dali clock. Years ago, a lady in Fort Wayne had potato chips that looked like famous people. One of our Tupperware lids looks like Mick Jagger.

Tupperware’s inventor made the same mistake the Heinz people once made. Not to mention the Bic Pen people. And many toothpaste companies. Tops should always be attached. I’m glad the people at American Standard attach the lid to the seat, or men like me who are always losing things would spend the first half of the day looking for the TV remote, then divide up the next 12 hours between the cellphone and toilet topper.

“Mary Ellen, have you seen the lid to the toilet seat?”

“Did you misplace it again? When was the last time you used it?”

“This morning, after I brushed my teeth.”

“Well, it must be there. Did you put it down somewhere? Never mind. You never put it down.”

Back to my wife’s project of trying to match container parts.

“Why are you even bothering, Mary Ellen?

Just throw out the misfits. We’ll buy new Tupperware.”

“Dick, what an odd position to take for a man whose bottom dresser drawer is storing 11 solo socks without a mate.”

(“Few things are harder to put up with than the annoyance of a good example.”

— Mark Twain) “Mary Ellen, what’s that hint of orange in all these containers?”

“That’s just marinara sauce stains that won’t come out.”

“Well, if all those containers are stained and ugly, you really should throw them out.

What good are they?”

“Boy, that sock analogy still hasn’t sunk in, has it?”

It reached the point where I couldn’t stand it anymore. The shuffling and rattling were disturbing my Sunday nap, so I marched into the kitchen.

“Mary Ellen,” I implored, “can’t you stop this silliness for an hour and do something else?”

She told me to put a lid on it.

All about wounds Commentary by Dr. David Sullivan A wound can be categorized in two ways: acute or chronic. A specific event is usually the cause of FOOT HEALTH an acute wound, and this type of wound usually heals without delay. A chronic wound, however, is persistent. It can last a month or longer.

Never delay your response to a wound.

You should always seek medical attention if any of the following criteria are met: • The wound is half an inch deep or deeper.

• Bleeding persists after 20 minutes.

• Blood flow doesn’t stop after applying pressure to the wound.

• The wound was a result of a serious accident.

Wash it The first thing you should do after realizing you have a wound or ulcer is to wash the affected area. The key to thoroughly healing a wound is avoiding infection. If you’re a patient with diabetes, your body’s ability to fight infection is weakened, which could delay the overall

healing of your wound. Clean the wound by following these steps: • Apply pressure to soak up blood or other fluids.

• Inspect for foreign objects and remove to prevent infection.

• Rinse wound with running water, mild soap and avoid products like hydrogen peroxide that could irritate the skin.

Wrap it Once your wound has been cleaned, keep the area sterile by quickly wrapping it in a bandage. For diabetic foot ulcers, wrap gauze around your ankle and foot, making sure the wound is covered and receiving optimal pressure without limiting circulation.

Finally, it’s important to contact a wound specialist for a prompt assessment.

NEW BIZ Iyer has found the perfect fit with Ace Handyman Services.

“I’m handy quite a bit around the house and always wanted to start a small business in the area,” said Iyer, who opened his Carmel office Feb. 1.

Iyer was sold on the fact that the franchise is affiliated with Ace Hardware.

“If you’ve ever been in an Ace Hardware store, it’s a fantastic culture,” Iyer said.

“They’re always welcoming. The same culture and brand name is provided with Ace Handyman services.”

Iyer’s service covers all of Hamilton County.

“This is handyman services for home improvement, repair and maintenance,” said Iyer, who has five employees: four craftsmen and an office manager.

“We get referrals from Ace Hardware

stores in the area,” Iyer said. “We have a full digital platform we utilize to reach our customers through our website and Facebook.”

A mechanical engineer, Iyer worked 11 years for Cummins in Columbus, Ind. “I’m a diesel engineer by trade,” he said.

Iyer has a bachelor’s degree in engineering from the University of Mysore in India. He came to the U.S. to work for an Indian company with ties to General Electric, Tata Consultancy Services, in Schenectady, N.Y. Iyer “I’ve always wanted to work with engines,” he said. “I’ve always been a gearhead, interested in motorbikes, cars and diesel engines, so I decided I wanted to do a master’s in mechanical engineering from West Virginia University, which is one of the top diesel engine programs.”

Iyer, who earned a Master of Business Administration from Arizona State Univesity, has lived in Indiana since 2000, including the past six years in Carmel.

“I have 22 years of corporate experience in engineering, sales and marketing,” he said.

“I love being able to show my versatility when playing two different roles, especially at Civic,” said Masterson, who plays Jane Bennet and Miss De Bourgh. “Being in ‘Much Ado About

Nothing’ (in February 2020) and ‘Pride & Prejudice,’ I have found a lot of similarities between Hero and Jane. They are two women who fall in love at first sight and receive proposals. They each have their own unique personalities, but the similarities are uncanny, so when the opportunity arises to play another character who is the polar opposite, I am so excited.

“Miss De Bourgh is the absolute furthest away you could get from Jane, and although she’s on stage for only a couple of scenes, they are the most fun.”

The production of “Pride & Prejudice” will be streamed live from The Tarkington at the Center for the Performing Arts in Carmel at 7 p.m. on Feb. 12, 13, 19, 20, 26 and 27. An on-demand option will be available for viewing starting Feb. 14.

The production is Masterson’s second appearance in “Pride & Prejudice,” having performed in it at Ball State University.

“While my best friend was cast as Jane, I was cast as her nemesis Caroline Bingley, another polar opposite of Jane,” the Carmel High School graduate said. “Caroline was snarky and crude, but Jane is kind, sweet and a great person to be around. Funny enough, Emily Rogge Tzucker, Civic’s director of ‘Pride & Prejudice,’ was the dialect and movement coach for that production. That was the first time we had ever worked together, and I am so glad I get to work with her again.”

Tzucker also directed “Much Ado About Nothing” for Civic last year.

“It was so nice to be in rehearsal with her again,” Masterson said of Tzucker. “She was my professor at Ball State, and it was so nice to be around someone who taught me so much. During my junior year, Emily’s class was the one where I finally gained confidence in my acting abilities. She is

a wonderful role model, and if she directs another show at Civic, you better believe I’m going to be in that audition room.”

Megan Tiller, a Zionsville resident, portrays Lizzy Bennet.

“Lizzy has been a dream and honor to bring to life,” Tiller said. “She beats to her own drum, despite what society expects and I really admire that.”

This is Tiller’s first time working on “Pride & Prejudice.”

“I love Kate Hamill’s adaptations of dramatic works and Emily Tzucker’s direction,” Tiller said. “I think our audiences will be surprised and tickled by this take on ‘Pride & Prejudice.’”

Tiller, a 2016 Zionsville Community High School graduate, said she began her love for Civic Theatre through the Junior Civic Program and Act One in the fifth grade when Civic was located at Marian University. She then moved on to the Young Artists Program through high school.

“During that time, I performed in over seven productions. ‘Pride & Prejudice’ marks my eighth show on the Civic stage, and I couldn’t be more excited,” she said.

“I have been performing for as long as I can remember. I started out taking dance lessons at The Village Dance Studio, and the rest is history. I just recently graduated from Ball State University in the BFA Musical Theatre class of 2020. I don’t plan on stopping anytime soon.”

Like the cast, Carmel resident Tzucker is glad to have a show despite having to wear face masks and practicing social distancing.

“The challenges in no way match our excitement to bring our community a piece of theater during this unprecedented time,” she said. “We have worked hard to create a safe space for our actors and artists that will allow our TE audience to feel like they are in the theater. The cast is a fantastic group.”

Children’s theater company to present ‘Newsies’

By Mark Ambrogi mark@youarecurrent.com La Cañada Junior Theater, a children’s theater company operating out of Southern California THEATER for 12 years, is bringing “Newsies” to Zionsville.

The co-directors are Speedway resident Rick Barber and Indianapolis resident Chris Barber. They Rick Barber are not related but frequently work together.

The Saturday rehearsals will be from 1 to 3:30 p.m., starting Feb. 27 and will conclude with a performance May 22 at the Boys & Girls Club of Boone County/Zionsville Unit, 1575 Mulberry St. The performance will be live if safe amid the COVID-19 pandemic or streamed or recorded. There will be no rehearsal April 10.

“Chris has a lot of professional dance experience and worked at a lot of studios

in Carmel and Indianapolis teaching professional dance,” Rick said. “My expertise is more in music. I’m a vocal teacher. When we do a lot of shows, he’ll do more choreography and I’ll do more music and staging.

We’ve been working together on and off for seven years.”

Chris and Rick assist with the high school musicals at Fishers and Decatur Central and shows at Footlite Musicals.

Chris Barber Rick learned about the company when it placed information about a need on Indy Theater Community’s Facebook page.

Rick plans to reach out to local middle school music directors to get more children involved.

The students are divided into age groups of 5-8, 9-11 and 12 and older for the rehearsals.

Last week, I wrote about the difference between “capital” and “capitol.” My research opened up a can of worms, which is what I wrote about two GRAMMAR GUY weeks ago. While researching when the word “capitol” needs to be capitalized, I stumbled upon the topic of “capitonyms.”

Capitalization changes everything.

A capitonym is a word whose meaning changes when its first letter is capitalized.

Capitonym purists will tell you that, when capitalized, the capitonym’s pronunciation changes as well, as in the example of “polish” and “Polish.” I subscribe to the more inclusive definition that a capitonym’s pronunciation sometimes changes when the word is capitalized. Let’s look at some examples.

For some reason, some of the most notable capitonyms are months. Think about “march” and “March,” “august” and “August” and “may” and “May.” When these words appear in their lowercase forms, they mean one thing; when they are capitalized, they are months in the Julian calendar. If you want to dive down a fun rabbit hole, look up the “year of confusion.” In the year 46 B.C., Julius Caesar decided he wanted to begin his new 12-month calendar the following year. As a result, 46 B.C. ended up lasting 455 days.

There’s another category of common

capitonyms: Place names, such as countries or cities. In the case of countries, we have “china” and “China” and “turkey” and “Turkey.” I found a lengthy list of capitonym cities, but here are my favorites: “nice” and “Nice,” “mobile” and “Mobile,” “reading” and “Reading” and “tangier” and “Tangier.”

Interestingly, each of the cities I just listed takes a different pronunciation from each of their lowercase counterparts. If I wanted to break that pattern, I would have included “scone” (the delicious breakfast biscuit) and “Scone” (the city in Scotland). Perhaps this is where you can find the Scone of Destiny.

Still another batch of familiar capitonyms falls into the category of religious terminology. A “mosaic” is different from “Mosaic” Law. When something is “catholic,” it’s universal; when someone is “Catholic,” they belong to a global Christian denomination.

“See” what I mean? What was Job’s job, anyway? Can I have the lawnmower back that I lent you around Lent? A mass of people attended Mass.

Once you delve into the world of capitonyms, you’ll notice them everywhere. You may even notice that it’s rainier up on Mt. Rainier.

Norbulingka Institute: Tibet Comes to India Commentary by Don Knebel The Norbulingka Institute, near Dharamsala in northwest India, provides an opportunity to learn about Tibetan TRAVEL Buddhism and to see Tibetan artworks with their creators.

In 1959, after an unsuccessful revolt against Chinese control, Tenzin Gyatso, the 14th Dalai Lama, fled Lhasa, Tibet, with a small entourage. They settled in McLeod Ganj, a former British military town in the mountains above Dharamsala, where the Dalai Lama, thought by Tibetan Buddhists to be the latest reincarnation of Avalokitevara, the bodhisattva of compassion, established a government in exile. Tens of thousands of Tibetan refugees subsequently settled in and around McLeod Ganj. In 1988, to provide employment for the refugees and to ensure the preservation of Tibetan artisanship, the exile government’s Minister of Religion and Culture and his wife founded the Norbulingka Institute, named for the Dalai Lama’s former home in Lhasa. In 1995, the Dalai Lama dedicated a site 10 miles southeast of McLeod Ganj as the Institute’s home. The 7-acre site now includes a library, offices, workshops and a temple, all built by Insti-

tute workers in traditional Tibetan styles.

Today, the self-sustaining Institute employs about 300 artisans, creating religious statues and other works of art according to ancient and sacred Tibetan designs and proportions. Their extraordinary handiwork is evident in the temple, which features a 14-foot-tall gilded-copper statue of the Buddha, the largest of its kind outside Tibet.

The Institute contains Tibet’s only national museum, with 160 dolls in traditional Tibetan dress. Visitors can eat Tibetan food in the Hummingbird Café, purchase art in the showroom or relax in the Japanese-style garden, strung with Buddhist prayer flags.

Those so inclined can spin the cylindrical prayer wheels flanking the entrance, each of which contains a Buddhist mantra.

Buddhist tradition holds that spinning the wheel can have the same beneficial effect as reciting the mantra.

NOTICE IS HEREBY GIVEN that upon not less than twenty-four (24) hours’ notice given by telephone, facsimile, electronically or otherwise on behalf of the Carmel Clay Schools, Indiana, (the “School Corporation”), prior to ninety (90) days from the date of the second publication of this notice, separate electronic and sealed bids will be received on behalf of the School Corporation in care of the School Corporation’s municipal advisor, Baker Tilly Municipal Advisors, LLC (the “Municipal Advisor”), 8365 Keystone Crossing, Suite 300, Indianapolis, Indiana 46240, (317) 465-1500 (telephone), (317) 465-1550 (facsimile), bids@bakertilly.com (e-mail), in the manner as set forth herein for the purchase of the General Obligation Bonds of the School Corporation designated as “Carmel Clay Schools, Indiana, General Obligation Bonds, Series 2021” (the “Bonds”) in the aggregate principal amount of Twenty Million One Hundred Thousand Dollars ($20,100,000) (preliminary, subject to change), bearing interest at a coupon rate not exceeding five percent (5.00%) per annum.

TYPES OF BIDS ALLOWED. Bidders may submit a bid for the Bonds as set forth in this Notice.

Bids may be submitted via the PARITY® web site (“PARITY®”). Bidders may access the sale at the PARITY® website via the sale link at Internet Address www.newissuehome.i-deal.com between 10:00 a.m. and 11:00 a.m. (Eastern Standard Time) on the date identified in the notice given by, or on behalf of the School Corporation, not less than twenty-four (24) hours prior to the sale of the Bonds. To bid via PARITY®, bidders must have both (1) completed the registration form on PARITY®, if not previously registered, and (2) requested and received admission to the School Corporation’s sale, as described in the Registration and Admission to Bid and details set forth below. As an alternative to PARITY®, bidders may submit individual, sealed bids by mail, electronic mail or facsimile transmission to the Municipal Advisor at the applicable address or facsimile number described above until 11:00 a.m. (Eastern Standard Time) on the date identified in the notice given by, or on behalf of the School Corporation, not less than twenty-four (24) hours prior to the sale of the Bonds. It is currently anticipated that sealed bids will be requested to be submitted on February 24, 2021.

POTENTIAL BIDDER QUESTIONS. If a potential bidder has questions related to the School Corporation, the financing or the submission of bids, questions should be submitted by electronic mail to the Municipal Advisor at the addresses set forth in this notice no later than 11:00 a.m. (applicable Eastern Time) on February 23, 2021. Any question submitted after such date and time or not submitted via electronic mail to the Municipal Advisor at the addresses set forth in this notice will not receive any response. To the best of the School Corporation’s ability, all questions submitted on or before such date and time and submitted via electronic mail to the Municipal Advisor at the addresses set forth in this notice will be addressed by the School Corporation and sent to all potential bidders, including all bidders requesting the 24 hours’ notice of sale, no later than 5:00 p.m. (applicable Eastern Time) on February 23, 2021. Additionally, upon request, the written responses of the School Corporation will be sent via electronic mail to any other interested person or entity requesting such written responses. Potential bidders should review the information in this notice as well as the Preliminary Official Statement for information regarding the School Corporation, the financing and the submission of bids prior to submitting any questions.

FORM, MATURITY AND PAYMENT OF BONDS. Interest on the Bonds shall be calculated on the

basis of twelve (12) thirty (30)-day months for a three hundred sixty (360)-day year and shall be payable semiannually on January 15 and July 15 in each year, commencing no earlier than July 15, 2022. The Bonds will be issued as fully registered bonds in either certificated form or in book-entry-only form (as selected by the successful bidder) in either denominations of $5,000 each or any integral multiple thereof or minimum denominations of $100,000 each and any multiple of $1,000 above such minimum denomination, as selected by the successful bidder, not exceeding the aggregate principal amount of such Bonds maturing on the applicable principal payment date, and when issued, will be registered in the name of the successful bidder or if the successful bidder determines to have such Bonds issued in book-entry-only form, then in the name of CEDE & Co., as nominee for The Depository Trust Company (“DTC”), New York, New York. If b ook-entry-only form is selected by the successful bidder, the purchasers of beneficial interests in the Bonds (the “Beneficial Owners”) will not receive physical delivery of bond certificates and ownership by the Beneficial Owners will be evidenced by book-entry only. As long as Cede & Co. is the registered owner of the Bonds as nominee of DTC, payments of principal and interest will be made directly to such registered owner, which will in turn, remit such payments to the DTC Participants for subsequent disbursement to the Beneficial Owners. Neither the School Corporation nor the financial institution selected by the School Corporation as the registrar and paying agent (the “Registrar” and the “Paying Agent”), shall have any liability for the failure of DTC or any DTC Participant to remit the payment or provide any notice to any Beneficial Owner.

The Bonds shall be numbered consecutively from 2021R-1 upward, shall bear an original issue date which shall be the date the Bonds are issued and shall mature on the dates and in the amounts as follows: Maturity Date Principal Amount* July 15, 2022 $615,000 January 15, 2023 1,155,000 July 15, 2023 1,190,000 January 15, 2024 1,215,000 July 15, 2024 1,240,000 January 15, 2025 1,265,000 July 15, 2025 3,280,000 January 15, 2026 3,330,000 July 15, 2026 3,380,000 January 15, 2027 3,430,000 *estimated, subject to change The School Corporation reserves the right to adjust principal amounts within maturities of the Bonds to achieve approximate level annual debt service levies of the School Corporation based upon the rates bid by the successful bidder, the School Corporation’s current debt service levy and the School Corporation’s anticipated debt service levy during the term of the Bonds.

Except as may be agreed to by the School Corporation and the successful bidder, all payments of interest on the Bonds will be paid by check or draft mailed one business day prior to each interest payment date, to the registered owners of the Bonds at the address as it appears on the registration books kept by the Registrar and Paying Agent as of the first (1st) day of the month of the interest payment date or at such other address as is provided to the Registrar and Paying Agent in writing by such registered owner. Except as may be agreed to by the School Corporation and the successful bidder, principal on the Bonds will be payable at the principal corporate trust office of the Paying Agent. Notwithstanding

the foregoing, (a) so long as DTC or its nominee is the registered owner of the Bonds, principal of and interest on the Bonds will be paid directly by the Paying Agent to DTC by wire transfer on the interest payment dates and principal payment dates in accordance with the procedures required by DTC, and (b) so long as all of the outstanding Bonds are held by one accredited investor, principal of and interest on the Bonds may be paid directly by the Paying Agent to DTC by wire transfer on the interest payment dates and principal payment dates without presentment of the Bonds.

The Bonds may be transferred or exchanged at the office of the Registrar, subject to the terms and conditions set forth in the Bonds.

REDEMPTION PROVISIONS. Unless otherwise noted in the twenty-four (24) hour notice of sale received by all interested bidders prior to the sale date of the Bonds, none of the Bonds shall be subject to optional redemption prior to maturity.

Upon the election of the successful bidder with respect to the Bonds, any of the Bonds may be issued as term bonds subject to mandatory sinking fund redemption on January 15 and July 15 of the year set forth above at 100% of the face value in accordance with the schedule set forth above. If any of the Bonds are subject to mandatory sinking fund redemption, the Paying Agent shall credit against the mandatory sinking fund requirement for any term bonds and corresponding mandatory sinking fund redemption obligation, in the order determined by the School Corporation, any term bonds maturing on the same date which have previously been redeemed (otherwise than as a result of a previous mandatory redemption requirement) or delivered to the Paying Agent for cancellation or purchased for cancellation by the Paying Agent and not theretofore applied as a credit against any redemption obligation. Each term bond so delivered or canceled shall be credited by the Paying Agent at 100% of the principal amount thereof against the mandatory sinking fund obligation on such mandatory obligations and the principal amount of that term bond to be redeemed by operation of the mandatory sinking fund requirement shall be accordingly reduced; provided, however, the Paying Agent shall credit such term bonds only to the extent received on or before forty-five days preceding the applicable mandatory redemption date.

Notice of any mandatory sinking fund redemption will be mailed by first class mail by the Paying Agent not less than 30 days prior to the date selected for redemption to the registered owners of all of the Bonds to be redeemed at the address shown on the registration books of the Registrar; provided, however, that failure to give such notice by mailing or a defect in the notice or the mailing as to such Bonds will not affect the validity of any proceedings for redemption as to any other Bonds for which notice is adequately given. Notice having been mailed, such Bonds designated for redemption will, on the date specified in such notice, become due and payable at the then applicable redemption price. On presentation and surrender of such Bonds in accordance with such notice at the place at which the same are expressed in such notice to be redeemable or as otherwise agreed to by the School Corporation and set forth in the Bonds, such Bonds will be redeemed by the Paying Agent for that purpose. From and after the date of redemption so designated, unless default is made in the redemption of such Bonds, interest on such Bonds designated for redemption will cease.

INTEREST RATES. Each bid submitted must be for all of the Bonds and must state the rate or rates of interest therefor, not exceeding the maximum per annum interest rate hereinbefore specified.

Such interest rate or rates must be in multiples of

one-eighth (1/8) or one-one hundredth (1/100) of one percent (1.00%). Bids specifying more than one interest rate must also specify the amount and maturities of the Bonds bearing each rate. All Bonds maturing on the same date shall bear the same rate of interest. Although not a term of sale, it is requested that each bid show the total dollar cost to final maturity and the true net interest cost on the entire issue to which such bid relates.

BIDDING DETAILS. Any person interested in submitting a bid for the Bonds must furnish written notice of such intent along with such person’s name, address and telephone number, on or before 11:00 a.m. (Eastern Standard Time), February 23, 2021, to the Municipal Advisor at the address set forth above.

The person may also furnish a telex, facsimile number or e-mail address. Notwithstanding the foregoing, any person or entity registered in PARITY® will be automatically deemed to have complied with the foregoing requirements for so long as such person or entity is registered in PARITY®. In addition to sending the notice on PARITY®, the School Corporation will cause each person so registered to be notified of the date and time bids will be received for the Bonds not less than twenty-four (24) hours before the date and time of sale. The notification shall be made by telephone at the number furnished by such person and also by telex or facsimile and electronically if a telex or facsimile number or e-mail address has been furnished. No conditional bid or bids for less than one hundred percent (100.0%) of the par value of the Bonds will be considered. The School Corporation reserves the right to reject any and all bids and to waive any informality in any bid. If no acceptable bid is received on the date fixed for sale of the Bonds, the sale may be continued from day to day thereafter without further advertisement for a period not to exceed thirty (30) days, but if so continued, no bid will be accepted which offers a net interest cost which is equal to or higher than the best bid received at the time fixed for the sale.

A bidder for the Bonds may purchase bond insurance to guarantee the repayment of the debt service of the Bonds from a bond insurance company; provided, however, the payment of any premium for any such bond insurance will be paid by the successful bidder from its discount bid, and will not be paid by the School Corporation.

Each of the bids for the Bonds not submitted via PARITY® shall (i) be sealed in an envelope if mailed, or with a cover page if sent electronically or via facsimile, marked “Carmel Clay Schools, Indiana, General Obligation Bonds, Series 2021”; (ii) be on the form approved by the School Corporation, without additions, alterations or erasures, which form may be obtained from the Municipal Advisor at the address set forth herein; and (iii) be delivered to the Municipal Advisor on behalf of the School Corporation at the applicable address or facsimile number set forth above.

While it is not a requirement for the successful bidder, the School Corporation encourages the successful bidder to make a good faith effort to offer the Bonds to be purchased by residents of the School Corporation.

INTERNET BIDS. If using PARITY®, bidders must first visit the PARITY® web site where, if they have never registered with PARITY®, they can register and then request admission to bid on the Bonds. Only NASD registered broker dealers and dealer banks with DTC clearing arrangements will be eligible to bid via PARITY®. RULES OF ELECTRONIC BIDDING. The “Rules” of PARITY® can be viewed on its website and are

Bidders must comply with the requirements of PARITY® in addition to requirements of this Official Notice of Intent to Sell Bonds if the bidder is using PARITY®. To the extent there is a conflict between the Rules of PARITY® and this Official Notice of Intent to Sell Bonds, this Official Notice of Intent to Sell Bonds shall control.

CLOSED AUCTION. Bidders may change and submit bids as many times as they wish during the sale period for the Bonds, but they may not withdraw a submitted bid. The last bid submitted by a bidder prior to the deadline for the receipt of bids will be compared to all other final bids to determine the winning bid. During the sale, no bidder will see any other bidder’s bid, nor will they see the status of their bid relative to other bids (e.g. whether their bid is the leading bid).

AMENDMENTS. The School Corporation reserves the right to amend any information contained in this Official Notice of Intent to Sell Bonds. The School Corporation also reserves the right to postpone, from time to time, the date established for the receipt of bids on the Bonds. Any such amendment or postponement will be announced in the same manner as the notice of the sale from the Municipal Advisor as described in “BIDDING DETAILS.” If any date fixed for the sale is postponed, any alternative sale date will be announced at least 24 hours prior to such alternative sale date.

BASIS FOR AWARD. The sale of the Bonds will be awarded to the bidder making a bid that conforms to the specifications herein and which produces the lowest Net Interest Cost to the School Corporation.

The Net Interest Cost is determined by computing the total interest on all of the Bonds from the date of delivery to the date of maturity or mandatory sinking fund redemption, if applicable, and deducting therefrom the premium bid, if any, or adding thereto the amount of any discount. In the event of a bidder’s error in net interest cost rate calculations, the interest rates and premium, if any, set forth or incorporated by reference in the Official Bid Form will be considered as the intended bid.

In the event that the School Corporation fails to receive a bid on the Bonds from at least three Underwriters (as hereinafter defined), the School Corporation shall so advise the successful bidder for the Bonds (such successful bidder, the “Purchaser”).

If the Purchaser is an Underwriter intending to resell all or any portion of the Bonds to the Public (as hereinafter defined), the Purchaser must, prior to acceptance of its bid by the School Corporation, either (i) agree in writing to neither offer nor sell any of the Bonds to any person at a price that is higher than the initial offering price for each maturity of Bonds during the Holding Period (as hereinafter defined) for any maturity of the Bonds or (ii) request in writing that the School Corporation treat the first price at which 10% of a maturity of the Bonds (the 10% test) is sold to the public as the issue price of that maturity, applied on a maturity-by-maturity basis.

have greater than 50 percent common ownership, directly or indirectly, (c) the term “Underwriter” means (i) any person that agrees pursuant to a written contract with the School Corporation (or with the lead underwriter to form an underwriting syndicate) to participate in the initial sale of the Bonds to the Public, and (ii) any person that agrees pursuant to a written contract directly or indirectly with a person described in clause (i) of this paragraph to participate in the initial sale of the Bonds to the Public (including a member of a selling group or a party to a retail distribution agreement participating in the initial sale of the Bonds to the Public), (d) the term “Underwriters” means more than one Underwriter, and (e) the term “Holding Period” means the period starting on the date the School Corporation awards the Bonds to the Purchaser (the “Sale Date”) and ending on the earlier of (i) the close of the fifth business day after the Sale Date, or (ii) the date on which the Underwriter has sold at least 10% of each maturity of the Bonds to the Public at prices that are no higher than the initial offering price for such maturity of the Bonds. GOOD FAITH DEPOSIT. The Purchaser will be required to provide to the School Corporation a good faith deposit (the “Deposit”) in the form of cash, a certified check or a cashier’s check or a wire transfer in the amount of one percent (1.00%) of the principal amount of the Bonds to be issued. The Deposit must be provided to the School Corporation no later than 3:30 p.m. Eastern Standard Time on the business day immediately following the award of the Bonds. All checks shall be made payable to “Carmel Clay Schools”, against default by the Purchaser in complying with the terms of this Notice and of its bid. No interest on the Deposit will accrue to the Purchaser. The Deposit will be applied to the purchase price of the Bonds awarded to the Purchaser.

In the event the Purchaser fails or refuses to comply with the provisions of the bid and this Notice, the Deposit shall become the property of the School Corporation and shall be taken and considered as liquidated damages of the School Corporation on account of such failure or refusal.

The Purchaser will be required to make payment for the Bonds in Federal Reserve or other immediately available funds and accept delivery of the Bonds within five (5) days after being notified that the Bonds are ready for delivery, at a bank designated by the

School Corporation. Any premium bid must be paid in cash at the time of delivery as a part of the purchase price of the Bonds. The Bonds will be ready for delivery within sixty (60) days after the date on which the award is made, and if not deliverable within that period, the Purchaser will be entitled to rescind the sale and the Deposit will be returned. Any notice of rescission must be in writing. At the request of the School Corporation, the Purchaser shall furnish to the School Corporation, simultaneously with or before delivery of the Bonds, a certificate in form satisfactory to the School Corporation regarding the price at which a substantial amount of the Bonds of each maturity was reoffered to the public.

It is anticipated that CUSIP identification numbers will be printed on the Bonds, but neither the failure to print such numbers on any Bonds nor any error with respect thereto shall constitute cause for a failure or refusal by the Purchaser to accept delivery of and pay for the Bonds in accordance with the terms of its bid. No CUSIP identification number shall be deemed to be a part of any Bond or the contract evidenced thereby and no liability shall hereafter attach to the School Corporation or any of its officers or agents because of or on account of such numbers. All expenses in relation to the printing or typing of CUSIP numbers on the Bonds shall be paid by the School Corporation. The Purchaser will also be responsible for any other fees or expenses it incurs in connection with the resale of the Bonds.

AUTHORITY AND PURPOSE. The Bonds are issued under the provisions of the Indiana Code to provide the School Corporation with funds to pay for all or a portion of the costs of the 2021-2023 Facility Project as described and defined in the resolution adopted by the Board of School Trustees of the School Corporation on January 25, 2021, as more fully described in the Preliminary Official Statement, together with the expenses necessarily incurred in connection therewith, including the expenses incurred in connection with the issuance of the Bonds.

The principal of and interest on the Bonds are a general obligation of the School Corporation payable from ad valorem property taxes on all taxable property within the School Corporation as described in more detail in the Preliminary Official Statement.

BOND DELIVERY. At the time of delivery of the Bonds, the approving opinion of Barnes & Thornburg LLP, Indianapolis, Indiana, Bond Counsel, as to the validity of the Bonds, together with a transcript of the proceedings for the Bonds, the printed Bonds and closing certificates in the customary form showing no litigation, will be furnished to the Purchaser at the expense of the School Corporation. In addition, unless bond counsel is able, on the date of delivery, to render an opinion to the effect that (1) under existing laws, regulations, judicial decisions and rulings, interest on the Bonds is excludable from gross income under Section 103 of the Internal Revenue Code of 1986, as amended, for federal income tax purposes, and (2) the interest on the Bonds is exempt from income taxation in the state of Indiana for all purposes except the state financial institutions tax, the Purchaser shall have the right to rescind the sale, and in such event the Deposit will be returned.

PRELIMINARY OFFICIAL STATEMENT. A copy of the Preliminary Official Statement prepared at the

direction of the School Corporation may be obtained in limited quantities prior to submission of a bid by request from the Municipal Advisor at the address set forth above. Said Preliminary Official Statement will be in a form deemed final by the School Corporation, pursuant to Rule 15c2-12 of the Securities and Exchange Commission (the “Rule”), subject to completion as permitted by the Rule.

The Preliminary Official Statement when further supplemented by an addendum or addenda specifying the interest rates of the Bonds, and any other information referred to in paragraph (b)(1) of the Rule, shall constitute a “Final Official Statement” of the School Corporation with respect to the Bonds, as that term is defined in the Rule. By awarding the Bonds to the Purchaser, the School Corporation agrees that, no more than seven (7) business days after the date of such award, it shall provide to the senior managing underwriter of the syndicate to which the Bonds are awarded, if applicable, up to ten (10) copies of the Official Statement at the School Corporation’s expense, any additional copies to be at the expense of the underwriting syndicate. The School Corporation designates the senior managing underwriter of the syndicate to which the Bonds are awarded, if applicable, as its agent for purposes of distributing copies of the Final Official Statement to each participating underwriter. Any underwriter executing and delivering an Official Bid Form with respect to the Bonds agrees thereby that if its bid is accepted by the School Corporation (i) it shall accept such designation and (ii) it shall enter into a contractual relationship with all participating underwriters of the Bonds for purposes of assuring the receipt by each such participating underwriter of the Final Official Statement.

The Purchaser shall be responsible for providing (i) in writing the initial reoffering prices and other terms, if any, to the Municipal Advisor as and at the time requested and (ii) a certification verifying information as to the bona fide initial offering prices of the Bonds to the public and sales of the Bonds appropriate for determination of the issue prices of, and the yields on, the Bonds under the Internal Revenue Code of 1986, as amended, as and at the time requested by the School Corporation’s bond counsel.

In order to assist bidders in complying with paragraph (b)(5) of the Rule, the School Corporation will undertake, pursuant to the Continuing Disclosure Contract which shall be delivered to the Purchaser at the closing on the Bonds, to provide annual reports, certain financial information, and notices of certain events as required by Section (b)(5) of the Rule.

A description of this undertaking is set forth in the Preliminary Official Statement and will also be set forth in the Final Official Statement.

If bids for the Bonds are submitted by mail, they should be addressed to School Corporation in care of the Municipal Advisor at the address listed above.

The School Corporation reserves the right to reject any and all bids for any reason and for no reason at all and to waive any and all informalities, defects or requirements set forth in this notice or any bid submitted in response to this notice.
