Bring on the next challenge!

A

s recovery from the pandemic continues, businesses are now facing a new set of challenges, especially around material price increases and shortages, and while the economic prospects appear to be positive and most Members are busy, the issues of rising material costs and availability are beginning to impact on many.

Unlike the ‘heavy side’ of the construction sector, where more than 75% of materials are ‘home grown’, the electrotechnical sector imports the vast majority of its raw materials or finished goods from Europe or the Far East and a combination of global and local (UK) factors means that the issue of cost and availability isn’t going to go away any time soon.

There are several factors behind the issue of shortages and increases: ● Significant and unexpected upturn in worldwide workload – there has been a huge increase in demand, especially from the US and China, which has led to shortages in key products. ● COVID-19 recovery and logistical constraints – during the COVID-19 pandemic a significant portion of manufacturing facilities were closed for varying durations and the world’s distribution network was significantly impacted and is still recovering. This is resulting in delays to manufacturing and increased cost and time for delivery of

materials around the world’s distribution network. ● Supply from the EU – although there is now a trade agreement, the borders and customs processes and practices add administration, time, and cost to obtaining products. ● Hedging and bulk ordering – materials suppliers, main contractors, and many major UK projects have sought to offset disruption and delays by stockpiling or bulk securing manufacturing and supply slots. This hedging activity is resulting in increased pressure for the rest of the industry. ● Raw materials costs - the COVID-19 pandemic, post-Brexit trading rules and rising oil prices have led to soaring material prices. For example, copper has increased by 49% and steel by 25% in the past six months.

Unfortunately, there is no easy answer to fix the issues around materials, and just around the corner is another problem, related to product testing.

At the moment, materials are subject to an EU mark, but from 1 January 2022, a new UK mark will be required to allow products to be sold and installed. If mutual recognition is not agreed before 1 January 2022 then EU manufacturers will be forced to use UK Approved Bodies to enable them to comply with mandatory UKCA marking as from 1 January 2022.

The problem this causes is that the UK does not have sufficient test capacity to meet this demand, so disruption to EU exports to the UK will

ensue, and EU recognition of existing European Technical Assessments issued

by UK bodies and new UK Technical Assessment Certificates is required now.

A UK/EU agreement on mutual recognition would overcome most of the immediate issues for the UK, and from 1 January 2022, for the EU. Failure to address those areas of concern will lead to a further shortage of materials in the UK construction sector as we will no longer be able to import many of the products currently obtained from Europe.

With these challenges to be faced, it’s important that Members consider forward planning. SELECT has produced a series of guides for our SELECT TV channel, which feature our legal consultant, Professor Rudi Klein, explaining the steps Members can take when faced with cost rises and shortages from a contractual perspective.

Through the CICV Forum we are also represented on a Scottish Government and industry group which is collaborating on preparing a detailed investigation into the current and future impact of the materials shortages.

Via our membership of Actuate UK, we have asked the UK Government to reach agreement on mutual recognition of technical standards or seek an extension to the date of 1 January 2022.

Lots of challenges lie ahead, but we can assure you that SELECT will be working hard to ensure that Members’ views are effectively represented on these important issues.

Wall of Support is building momentum

ELECT has welcomed a number of Member businesses to the Wall of Support as our ongoing crusade for regulation of the electrical industry continues to gather momentum.

We’ve responded to demand from the industry by allowing qualified electricians to add a digital ‘brick’ to the online resource to show their support for protection of title.

Some 17 SELECT Member firms from across Scotland have now put forward their names to show their support, ranging from individual electricians to large electrical businesses.

Among them is Atalian Servest AMK, whose Director Mike Stark said: “It is vitally important that consumers are helped to make informed choices whenever they employ an electrician. That’s why I am backing SELECT’s campaign to regulate electricians by introducing protection of title for the

Retentions report could lead to a ‘cash lifeline’ SELECT has hailed a new report on cash retentions as “a potential game-changer” – and says its recommendations could lead to greater reinvestment in the industry.

The association says the in-depth review by the short life working group (SLWG) could bring an end to the practice of withheld retention payments and deliver “an essential

financial lifeline” for contractors.

Among its many practical proposals submitted to the Scottish Government, the new report recommends a retention deposit scheme, the introduction of best practice policy and automatic release of

retentions as early as possible.

SELECT President Donald W Orr said: “The issue of retentions is one that has blighted the industry for many years, and this report makes it clear that there is a widely-held belief that change is long overdue.

EuropeOn President Gerard Constantin said: “We agree that it is vital that only properly trained and qualified people design and carry out electrical works and we fully support the campaign to ensure that anyone calling themselves an electrician in Scotland would have to hold appropriate, industry-recognised qualifications.”

The latest signatories have been joined by Martin Whitfield, Labour MSP for South Scotland, and the SNP’s Michelle Thomson, who was elected as the representative for Falkirk East at the Holyrood elections in May. The new names join more than 70 politicians, trade unions, professional bodies and other organisations that have already indicated their support for SELECT’s campaign for regulation of the industry.

Their public stance underlines their backing for legislation in Holyrood which would make it an offence for someone to call themselves an electrician when they have no, or inadequate, qualifications.

Card is a winner

A

s part of its ongoing rollout of online grade card applications, the Scottish Joint Industry Board (SJIB) has introduced the new Academically Qualified Person (AQP) card.

The new card is for operatives and managers who have further education or higher education electrotechnical qualifications that do not fit the standard industry-recognised electrotechnical occupations.

Like other Electrotechnical Certification Scheme (ECS) cards, it can be applied for using a computer, laptop, tablet or mobile phone via the dedicated ECS Card portal, which was launched by the SJIB in May. Fiona Harper, Director of Employment and Skills at SELECT and The Secretary of the SJIB, said: “We are delighted to introduce this new AQP card as one of the options offered by the ECS Card portal.

“The portal has proved very successful so far and will help make things quicker and easier for SELECT Members and the wider industry. We will keep listening to feedback and add further resources as they are needed.”

To be eligible for the new card, applicants must hold an electrical engineering degree or a further education qualification in an electrotechnical discipline at SCQF Level 8 or 7, e.g. an HND or HNC. They must also have completed the ECS Health, Safety and

Environmental Assessment within the last 30 months, or hold a valid approved exemption.

Applicants will have the opportunity to select one of the following specialisms which will appear on the AQP card: ● Electrical Engineer (Power) ● Electrical Engineer (Control) ● Electrical Engineer (Instrumentation) ● Electrical Engineer (Communications) ● Electrical Engineer (Systems) ● Electrical Engineer (Electronics) ● Electrical Engineer (Building Services) ● Electrical Engineer (Environmental) The new card follows the successful Phase 1 of the new service which means cards can now be applied for, renewed and upgraded online in the following specialist areas: ● Electrotechnical – Electrician, Approved Electrician, Technician Electrician, Electrical Labourer and Operative ● ECS Related Discipline – Field Engineer, Equipment Installer, Aerial and Satellite Engineer and Control Systems Engineer ● Management – ECS Site Support, ECS Manager including Electrical Site Manager, Electrical Contract Manager, Site Manager, Project Manager and Contract Manager.

Using the portal is quick and easy, with applicants guided through a simple step-by-step process.

Certificate will bring simplicity

New infographic is packed with facts SELECT has released its second infographic of quarterly statistics which shows the wide range of activity carried out by the association over the last three months.

Hosted on the SELECT website, the graphic has been updated to show the

developments in technical, training, membership, communications, employment and skills between 1 April and 30 June.

It follows the release of our first infographic which tracked the association’s progress in the first three months of 2021.

Iain Mason, SELECT’s Director of Membership and Communications, said: “The first graphic was well received by Members and staff, so we will continue to issue it every three months to show the broad spectrum of work we do and our progress in key areas.”

SELECT has welcomed the introduction of a new Single Certificate of Construction which is designed to help simplify the process of certification.

The new certificate is a single, multi-page document that combines the certificates of construction and electrical installation certificate to help further increase standards across the industry. Its launch is the culmination of a positive and successful collaboration between SELECT – a long-standing and highly-regarded Building Standards Scheme provider – CertSure, the Local Authority Building Standards Scotland (LABSS) and the Scottish Government’s Building Standards Division (BSD).

Launched on 1 July, the certificate will meet the requirements of a building warrant to confirm that any electrical works carried out are fully compliant with all aspects of Scottish Building Standards, thus increasing the safety of all buildings now and in the future.

Dave Forrester, SELECT’s Director of Technical Services, said: “As the trade body for the electrotechnical sector in Scotland, SELECT has been a Scheme Provider since 2005, and is acutely conscious of the vital role certification has had in delivering new buildings and improved facilities. We have been pleased to be so directly involved in discussions with local authorities and certification providers about the move to a single certificate, with a view to improving efficiency and productivity across the industry.”

Make a bright decision

A

s young people prepare to receive their exam results across Scotland this month, SELECT is encouraging schoolleavers to make their future an electric one.

Thousands of teenagers will currently be mulling over their life choices – and SELECT says an electrical apprenticeship is the first step to an exciting and fulfilling career.

The association points to recent figures that showed a record intake of 738 apprentices for the electrical sector so far in 2021 and says an increasing number of youngsters are choosing an apprenticeship over traditional higher education routes.

Fiona Harper, Director of Employment and Skills, said: “From electric vehicles and battery storage to heat pumps and the Internet of Things, more youngsters are realising that the complexities of modern electrotechnology will put electricians in pole position in the employment market.

“There’s never been a more exciting time to be an electrotechnical professional, and the opportunity to be at the forefront of the technology of tomorrow is one that we hope will be willingly embraced by Scotland’s current

cohort of school-leavers.” Fiona, who is also The Secretary of the Scottish Joint Industry Board (SJIB), added: “It’s clear that young people are recognising that becoming a qualified electrician can provide an extremely rewarding and highly remunerative career. As part of this, the opportunity to ‘earn while they learn’ and gain practical skills in a real-life setting while studying is also an attractive proposition for many.

“The number of young people who have been taken on by companies this year has not only defied the pandemic but also suggests that more young people

are seeing electricians as custodians of the future – an image we would heartily endorse.”

Fiona said the sector is hearing more stories like that of aspiring young electrician, Paul Maxwell, who changed his initial career choice and now works with established Glasgow-based electrical contractors A Alexander & Son. The 27-year-old recently told CABLEtalk: “I studied marketing at university but soon realised it wasn’t for me. Becoming an electrician gives you a skill for life; it’s probably the best decision I’ve ever made.”

In addition to the opportunities provided by an apprenticeship, Fiona said electrical apprentices of the future would benefit from the long-standing campaign for regulation, the momentum of which continues to build.

She said: “The recognition of our trade as a profession will finally acknowledge the skill and dedication required to become a fully-qualified electrician, with training as in-depth and detailed as many university degrees. The electricians of tomorrow will be viewed as highly skilled, expertly trained professionals, equipped with the specialist tools needed to build and maintain a society that depends on electricity. Who wouldn’t want to be part of such a future?”

Apprentices in demand

T

he Scottish Electrical Charitable Training Trust (SECTT) and Scottish Joint Industry Board (SJIB) have saluted Scotland’s employers after a record number of apprentices were welcomed into the electrical sector.

A total of 738 new entrants to the industry were recruited in 2021, confounding fears that recruitment could be a casualty of the ongoing effects of the COVID-19 pandemic.

SECTT says the new cohort exceeded all expectations, being nearly 50% up on 2020 and in excess of the 700 which would be closer to a normal year’s intake.

Anne Galbraith, CEO of SECTT, said: “This really has been a remarkable year.

We took on 500 apprentices in 2020 and we are taking on a further 738 starting in the autumn of 2021. In a normal year, I would expect to take approximately 700 new starts, so this year has exceeded expectations already. In addition, nearly

all colleges are full to capacity and SECTT is now exploring further opportunities for next year.

“We would like to thank all employers who have stepped up and taken on an apprentice this year. It shows a real commitment and a recognition that we need to train the electricians of the future now. “ Fiona Harper, The Secretary of the SJIB, added: “It is clear that the future is electric and becoming an electrician is evolving into an aspiration for many young people, which is the way it should be.

“The industry as a whole is committed to the next generation of talent coming through, and employers are clearly supportive of creating a pool of highly trained, highly qualified personnel to take their business and the sector forward.”

Committed to success

T

he Construction Industry Coronavirus (CICV) Forum has pledged its ongoing commitment to the Scottish Construction Leadership Forum (CLF) and has warmly welcomed its new Chair, Scottish Government Minister Ivan McKee. The Forum is now a key contributor to the CLF, having realigned its infrastructure to be consistent with the mission of its fellow sector body.

At its full meeting on 17 June, the Forum said that it is looking forward to working closely with Mr McKee, the new Minister for Business, Trade, Tourism and Enterprise, who takes over the Chair from Kevin Stewart, who is now Minister for Mental Wellbeing and Social Care.

SELECT Managing Director and Forum Chair Alan Wilson said: “We are keen to continue the constructive and positive dialogue which we have enjoyed so far with the CLF, and to build on the strong foundations we have established.”

With Scotland set to follow England with its own so-called “Freedom Day” on 9 August, the Forum stressed that companies should continue to adhere to standard operating procedures (SOP) to ensure maximum focus on health and safety.

Rebecca Crosland, Chair of the Forum’s Health and Safety group, and Head of Health and Safety at the Building Engineering Services Association (BESA), said: “The past 15 months have been an extremely difficult period for everyone, and we have only come this far by pulling together and following the rules. This

SCHOOL FLOODLIGHT PROGRAMME While the Hearts contract was Gary’s first major lighting project for a football club, he is not finished with floodlights quite yet. SPIE UK, as part of its schools FM contract, will be partnering again with Signify to replace the

stanchions at each corner of the pitch.

These 14 luminaires are arranged in two rows of four, plus three rows of two, and conform with Scottish FA 800 lux Eh Gold criteria. There is extra space available on each headframe for more lux to be added at a future date to increase the level to UEFA Level B criteria.

The new Philips LED floodlights will give Hearts a big reduction in running costs and provide a much more efficient system, which should save the club more than 34,000 kilos of CO2e each year, resulting in an energy saving of circa 78%, as the original 56 halogen lamps in each of the four floodlight arrays have now been replaced with just 14 long-life Philips ArenaVision LED luminaires.

Describing his role on the project, Gary said: “Although I’m designated as a Design Manager, I’m an electrician by trade so my role early on in the contract was to liaise with Signify to

The floodlight array headframes have been retained on the existing floodlight support stanchions, so Gary’s team was responsible for the installation of the new Philips light fittings with their associated drivers; the drivers providing a regulating buffer between the current source and the high output lamps, making them less vulnerable to electrical overload.

In addition to the installation of the lights, the team also took the opportunity to re-engineer the power and wiring infrastructure for the floodlights as Gary explained: “Hearts originally had a low-level power unit in each of the floodlight support stanchions, which contained all remotecontrol gear. We decided to change the strategy because it was more efficient to have the distribution board at a higher level and feeding into the fittings locally as opposed to running loads of separate circuits up the side of the stanchion as they had previously done.

“So we have installed new distribution boards up on the top gantry of the stanchion local to the floodlights, some 60 feet above the ground, which then

lighting rig but the new 14 replacement LED light array now only fills about half of this, which helps to give Hearts flexibility going forward. With the installation of the 100A distribution boards, and extra space on the floodlight gantry, it effectively future-proofs the stadium. This allows for any ‘bolt-ons’, such as if they require more illumination because of new regulations or, for example, to incorporate specialist lights and management software to host light shows like other large clubs put on.”

Working closely with the SPIE FM team, Project Manager Tom Crockatt supervised the team, who were under pressure to complete the three-month project in time for the start of the 2021/22 Scottish Premier League season in late July.

Once Signify had delivered the lights to the ground, the team used Hearts’ mobile elevating work platform (MEWP) to load the lights and drivers onto the top gantry of each floodlight stanchion for installation.

Tom explained some of the challenges of the work: “Obviously, working at height meant that harnesses were required to maintain the safety of our operatives and tool lanyards were used to minimise risk, but we also had to make sure the areas around the base of each tower were barriered off to ensure the safety of Hearts staff and other contractors.

“The big job was to bolt the lights –

which, with their drivers, weighed about 32kg – to the existing headframe with M20 marine-grade bolts and nuts following the manufacturer’s installation guidelines, and also install the distribution boards on each of the stanchions, which were supported on Unistrut channel bolted to the structure.”

Electrical Supervisor David McCann described the cabling work involved.

He said: “We also had to run armoured cabling to and from the distribution boards to junction boxes located beside the lamp drivers, where cable type changed to rubber for final connection to drivers and flood lights.

“The existing infrastructure cabling was used from the main switch room to the incoming supply cubicle on each stanchion tower, and, as part of

upgrading the existing installation, new main switches, control contactors and isolators were installed. Then the complete system was tested and certificated.”

While the team enjoyed panoramic views across Edinburgh and the surrounding countryside, the working conditions were sometimes challenging, as Tom explained. “The weather conditions were not always favourable, but they did not delay the works,” he said.

“High winds would have had an impact but thankfully we did not encounter any during the work.”

Another challenge was working together with the Hearts stadium team while observing COVID-19 regulations.

Tom said: “COVID has had to be part of our working regime for some time now and our operatives are very mindful when working in client’s properties and alongside other contractors. The benefit to this project was that 90% of it was outside, so it was easier to deal with in terms of social distancing.”

The team finished the installation work on Friday 18 June and Signify returned on-site on 30 June to set up the precision aiming points across the pitch, with SPIE UK engineers assisting with the adjusting and final settings of the floodlight angles.

Looking back on the project, Gary is pleased with the way it has gone.

He said: “The big challenge for the team was taking the old halogen lights down because you’ve got 56 fittings per stanchion – that’s 224 lamps that have to be removed and replaced with 56 new ones and also fitting new distribution boards into the centre of the stanchions on the gantry. However, it went fairly seamlessly, and our team received positive feedback from the client.”

Tom added: “It was a pleasure to be involved in this rewarding project and be a part of the successful outcome, which will provide the client with ongoing cost and energy savings to help reduce the club’s carbon emissions. As a company, we have had a long-standing relationship with Hearts and wish them every success for the future.”

MATERIALS INFLATION & SHORTAGES: MANAGING THE RISKS ACTION

COMMENTARY

Review all your current and future jobs to assess risks arising from the price hikes/ lack of availability

Unless you have a clear oversight of existing and likely risks you are not in any position to manage them effectively

Stay close to your suppliers/distributors

Always keep your communication channels open to suppliers/distributors.

Ensure they have knowledge of your long-term needs and ask them to give you early warning of problems. Forewarn clients/customers of likely problems

Maintain adequate stocks of commonly used materials/components

Self-explanatory

If you are ordering materials/ components well in advance of commencing work, seek an advance payment or at least insist that they be included in your first payment

You are likely to be asked to provide a vesting certificate.

This simply indicates where the materials are located, that they are ensured and that they are held to the order of the client/customer. You may be asked for an advance payment bond if you want early payment

If you are submitting a lump sum bid, make sure that your price remains open for acceptance over the shortest possible time

You could also consider making the price conditional on work commencing within a certain period following award of contract/subcontract

One option – if at all possible – is to submit a price for the work, leaving the prices for materials/components to be determined on delivery

You will need to make clear that the materials prices will be based on their actual cost to you plus a stated percentage uplift to cover overheads and profit

Consider having two contracts – one for work and the other for supply of the materials/components

The materials contract can include a price adjustment clause

When doing domestic work, it is likely to be easier to include a price adjustment clause

You will need to bring to the householder’s attention that your price could be increased in line with any upward movement in materials prices

When working for a householder, make sure you warn of possible material shortages and delays

Reserve a right to substitute other suitable materials. Go to SELECT’S website for the relevant amendments to SELECT’S standard domestic contract

When you have existing lump sum contracts, you may be able to pursue options to mitigate price hikes/delays in obtaining materials

Always notify the other party as soon as you become aware of issues affecting your performance of the contract. NEC contracts, for example, have risk management provisions. These enable you to give early warnings of matters affecting contract performance. You can have early warning meetings with relevant parties (including suppliers) to mitigate the risk.

Across all your contracts you may be able to seek a design change (or change in specifications) to enable you to substitute alternative materials

Consider addressing the risks in your future contracts

It’s rare to have price adjustment clauses (or fluctuations clauses) in construction contracts. But there are optional clauses in both SBCC and NEC contracts which cater for increases in prices for labour, materials and fuel. Given the current uncertainty you should try to negotiate a price adjustment clause. Delays/availability of materials are more problematic since you are unlikely to have a right to an extension of time. Consider the other options in this chart such as the above action CABLEtalk

Working for a fairer future The Fair Work Convention was set up in 2015 and is improving conditions in the construction industry with a special inquiry group focused on the sector – so how is it making a difference to Member businesses?

It’s separate from government but has very strong links to it and acts as an independent advisory body to Scottish ministers. It has five dimensions: respect, fulfilment, security, opportunities and an effective voice.

These are the factors that are required to make sure Scotland is a good and fair place to work and they want to achieve these by 2025.

How are you involved?

The Fair Work Convention (FWC) was created six years ago and is a collaboration between groups including trade unions, employers and academics.

Last year the FWC launched the Construction Industry Inquiry Group to look at issues within the sector and I’m a member of this group through my role as The Secretary of the SJIB. The FWC’s five dimensions are the same objectives that are in the SJIB agreement – there’s a slight difference in emphasis and language, but the ethos is there. The SJIB agreement is now 50 years old but it’s withstood the passage of time.

It embraces those same dimensions as the FWC and that’s why we got involved. They’re also interested in what our part of the industry does.

Construction often gets a bad press but electrical contractors and electricians are viewed by many as the elite – and that’s where we should always aspire to be.

What are some of the issues the inquiry group has looked at?

Procurement is one the of the issues. It’s difficult to see a clear path to resolve this aspect of the sector because we’ve got to deal with issues such as retentions and low value tendering which the current procurement models don’t help with.

It’s interesting to see the work that Alan Wilson, SELECT’s Managing Director, has done, as well as others

“It’s about raising standards and creating the sort of industry in which people want to work” like Len Bunton and Rudi Klein, in terms of project bank accounts and retentions and how it all connects with procurement and how that in turn connects with the employment package.

It’s also looked at disputes and how to manage them. We have a very mature disputes process which works well but that might not be so true in other sectors within the construction industry. Again, it’s related to the five elements and how to make sure things are fair and equitable.

We have a great mix of voices and that gives us a range of different perspectives on the issues. I think everyone there has learned a lot from what they’ve heard and it’s helped them to look at things in a different way and get a better and more multifaceted understanding.

Why is the inquiry group important?

It’s about raising standards and creating the sort of industry in which people want to work. I’ve worked on sites and I can remember times when the mud was so bad you’d lose your boots in it. On days like that all you want to do is get somewhere

warm and dry, and that’s why it’s so important to have the right facilities and to raise standards.

You hear stories about people being bullied and harassed in construction and we need to find ways of changing that. Diversity is another issue, and we need to get more women and different ethnicities interested in the industry.

Construction also has quite a lot of issues with mental health. The electrical industry is doing a good job with this but these are aspects we need to look at as a whole industry. If we can make it a great place to work, then it will keep the talent pool flowing into the industry.

Why is it relevant to SELECT Members?

The FWC’s work connects with their desire to regulate and

protect the title of electrician. It’s helping to build that reputation, end bad practice and to be the type of sector that construction aspires to be. It puts them at the heart of the decision-making process.

It’s also got the potential to improve things around procurement and contracts. If contracts are packaged in such a way that more of our members can bid for them, then that’s good for them and the economy as a whole.

Electrical employers are some of the best. They take pride in their work, they pay their people well and there’s a sense of respect because it’s a highly skilled workforce.

We’re a great example but there’s always something more you can learn and always something that can be improved. There’s no complacency and it’s a great way of refreshing things.

Our HQ has received a lighting upgrade

W The light hen SELECT required an upgrade for the lighting at its HQ, former association president and experienced electrical contractor John Noble invited Thorn Lighting to provide an energy efficient solution.

Working on a brief to modernise the spaces and take into consideration daylight levels, a variety of luminaires have now been fitted in the entrance foyer, main office, car park and subsidiary offices at The Walled Garden.

No home study is required and the course lasts one day, from 9am to 4.30pm. There is no formal exam and no entry requirements, although it is recommended that learners have, or are working towards, an SVQ III MA in Electrical Installation or equivalent.

The course isn’t recommended for non-electricians and it is not advised for anyone who is not an electrically skilled person to install these products, as per the definitions in BS 7671 and The Electricity at Work Regulations (Regulation 16).

Drone surveying course

Also held in partnership with WCS, the new drone surveying course is designed to give learners an insight into the benefits of using drones to survey buildings, sites and land.

WCS will cover the Drone Code in detail, highlight key dos and don’ts of drone flight, and will also look briefly at the requirements of flight planning and the tools to do this.

emergency planning, highlighting the fact that drones should be treated as seriously as any other form of flight.

The course will use a combination of lectures, video presentations and practical drone flights.

Learners will also be issued with notes and documentation on the Drone Code and a flight planning assessment, which they can work on further after the course. No home study is required and the course lasts half a day, from 9am to 12.30pm.

TECHNICAL OVERVOLTAGE PROTECTION

uring the erection and completion of a new electrical installation, before putting it into service it is important to verify compliance with BS 7671: 2018 as amended to ensure that the installation operates correctly and is safe to use.

It is therefore essential to carry out relevant inspection and testing as part of the initial verification process and to issue correct certification on completion of work.

The certification should include details of the extent of the work covered and provide a record of the items inspected, and the tests carried out, with the details of these normally recorded on schedule(s) of inspections and schedule(s) of test results.

It would however appear that there is some concern in the industry that not all relevant checks are being properly carried out and recorded, i.e. where overvoltage protection has been provided and surge protective devices (SPDs) have been installed.

The failure to record the outcome of the checks carried out on these devices may be due in part to a lack of industry guidance providing details on what to check and where to record it.

For instance, minimal detail is given on what to check in the requirements given for initial verification in Chapter 64 of BS 7671, and there is nothing specific provided for indicating the presence of

Our expert provides more timely guidance after recent concerns were raised over the recording of overvoltage protection through the installation of surge protection devices SPDs when recording information in the model forms given in Appendix 6.

Requirements for overvoltage protection

Requirements to provide protection against voltage spikes and current surges due to lightning strikes or switching are given in Section 443 of BS 7671:2018. These include new requirements which have, since being introduced, undoubtedly resulted in SPDs becoming more commonly installed in new electrical installations.

The assessment methods previously given for determining if this type of protection was required or not included application of the AQ criteria, therefore protection against overvoltages of atmospheric origin was not usually necessary in Scotland as the environment would have met the AQ1 criteria, i.e. the risk associated with surge currents and overvoltages caused by lightning was negligible with fewer than 25 thunderstorm days per year.

SPDs were therefore not commonly installed other than perhaps where a lightning protection system was necessary for a building.

The introduction of the new requirements in BS 7671:2018 however changed this, with overvoltage protection now dependant on whether the consequences could result in: ● Serious injury or loss of human life, or ● The interruption of public services and/or damage to cultural heritage, or ● The interruption to commercial or industrial activity, or ● A large number of co-located individuals being affected.

For all other situations, a risk assessment method is necessary and only where the outcome from this indicates the protection is not required may it be omitted.

Note: A risk assessment method and examples of applying this calculated risk level (CRL) are given in Regulation 443.5 and there is also an exception for single dwelling homes. However, to apply this a cost analysis must be carried out to see if any subsequent losses due to damage caused by an overvoltage are tolerable.

Typically, when applying the new regulations (Regulations 443.4 and 443.5) the outcome in many instances will require overvoltage protection to be provided. Therefore, the presence, correct selection, erection, and correct operation of SPDs should be included as a part of the inspection process for initial verification purposes and details should be included in the record of the inspector’s checks provided in the certification.

Note: There is no specific test that can be performed to verify that a device is operating correctly. However, most SPDs have a status indication that should be checked to ensure the status indicates normal operating conditions – reference to manufacturer’s instructions will be necessary.

It is also worth noting from a designer’s perspective that to satisfy requirements in larger installations it may be necessary for more than one SPD to be installed within an installation. As well as being aware of these different ‘Types’ of SPD, the inspector will also need to be able to verify that they have been correctly selected and erected in line with the requirements given in Section 534.

Type 1 devices are typically installed where there is a risk of direct lightning current and will be located at the origin of the installation.

These should be expected in a building provided with a lightning protection system to BS EN 62305.

Type 2 and 3 devices may also be located downstream in such an installation close to sensitive and critical equipment, e.g. distribution equipment, comms room equipment etc.

Type 2 devices however can also be found located at the origin of an installation in a building – specifically one without a lightning protection system and then also located downstream close to sensitive and critical equipment, e.g. near each distribution board.

Type 3 would normally be found located at the end of any final circuits

supplying sensitive equipment, e.g. supplies to server equipment.

Note: Combined Type SPDs also exist – e.g. Type 1 and 2 – which provide high-surge-current-handling and better overvoltage protection level (Up).

What should be checked and how should the presence of SPDs be recorded?

After establishing that overvoltage protection is actually necessary and has been provided, locate where the SPDs have been installed and also check the manufacturer’s instructions carefully to determine if there are any specific installation requirements and make sure that these have been followed.

The details of the installed devices should be obtained during the inspection process and recorded on the circuit chart schedule of test results. The type of SPD is normally clearly visible and is indicated on the front of the device, as shown in the image on this page.

In some instances, an SPD will need to be supplied via its own dedicated overcurrent protective device (OCPD).

To protect it against short circuit faults and to limit the length of connecting cables to it, this OCPD should be located in the circuit way in the distribution board nearest to the incoming supply – this is outlined in guidance provided in Appendix 16 of BS 7671:2018 and is shown above in Figure 1.

The presence of the SPD can therefore again easily be identified in the circuit description section of the circuit chart schedule of test results. However, for clarity it may be preferable not to allocate a circuit number to it as shown in Figure 3 on the top of the opposite page.

Regarding recording the outcome of an inspection of an SPD, there is unfortunately no item provided for this in the current Schedule of inspection given in Appendix 6 for ‘Domestic and similar premises with up to 100A supply’.

However, the inspection of SPDs is mentioned in the ‘Examples of items requiring inspection during initial verification’ which is a simple checklist also provided in Appendix 6 to aid the

The presence of an SPD installed in a distribution board, as shown in Figure 2, above, should be identified in the circuit description section of the circuit chart schedule of test results and the position of this should correspond to the circuit way that has been allocated to it in the DB, e.g. Circuit No 1L1,1L2,1L3 or 2L1, 2L2,2L3.

Domestic consumer units

In domestic consumer units (CUs) an SPD will typically be rated for a 100A supply, in which case fault protection will be provided by the DNO cut out fuse and not provided by a separate OCPD in the CU. It will however be located close to the CU’s main switch or switch disconnector

inspector carrying out an inspection.

Recording the outcome is probably not strictly necessary and if a record of inspection is required or requested by the client it may be necessary to identify this in a separate attachment to the schedule of inspections.

Where overvoltage protection is not installed it may also be necessary to record this and it may be appropriate to insert a comment to this effect, perhaps in the ‘Remarks’ column of the circuit chart schedule of test results as shown in Figure 4 (shown below).

Similarly, where a Type 3 SPD is to be installed, e.g. to protect an item of IT equipment, the device will be located at the end of the final circuit supplying the equipment.

Therefore, it is also appropriate to record this information in the ‘Remarks’ column in the relevant row,

SPD status indication

SPDs and testing

In most SPDs, a visual indicator window is typically incorporated and would either normally be transparent or show a green status indication when initially installed. Where the indication is red, this means that either the device has operated or that it is defective and requires to be replaced.

Some SPD manufacturers also may provide for remote status indicating facilities, such as connections for an audible alarm. A check should be made on each SPD installed that the status indicator is showing correctly for normal operation and as per the manufacturer’s information. This should then be recorded, and the

As mentioned earlier, there is no specific test that can be performed to verify SPDs are operating correctly. However, with regard to testing, where they are present, care should be taken when conducting insulation resistance testing.

If carried out at 500V DC with an SPD connected, the SPD will operate and conduct what it sees as a surge current to earth as the value of its continuous operating voltage will have been exceeded. Regulation 643.3.2 allows for this and advises that where the SPD is likely to influence the test result and where it is not reasonable to disconnect the device a test can be conducted with the SPD connected but using a reduced test voltage of 250V DC.

This information should hopefully be useful in raising awareness of what to check and where to record relevant information regarding overvoltage protection. However, it should be noted that work is currently progressing on Amendment 2 to BS 7671:2018 and this is likely to include a review of the requirements given in Chapter 42, as well as the model forms given in Appendix 6. The requirements for overvoltage protection in Chapter 42 may be altered and include the recording of information relating to SPDs within the model forms provided in Appendix 6. This is something that those responsible for verifying compliance of electrical installations should be mindful of in the future.

Off to a winning start Dean Callan was named Apprentice of the Year by bosses at SELECT Member business TClarke, which also saw him awarded a place on their Future Leaders Programme

By Stephanie Koetsier Why did you want to become an electrician?

I’ve always liked working with my hands and technology. My dad also works in the construction industry so when I told him about my interests, he suggested being an electrician. I’d also done a short course in high school called Practical Electronics, and I enjoyed working with electricity, building something and watching it work at the end. I tied the two together and that’s why I’m here.

How did you find your apprenticeship?

I really enjoyed it. It gives you a wide insight into the industry so that by the end of it you’ve got your trade but you also have a general idea of what direction you want to go down.

It does have its difficult moments, but so does everything!

Was the college training what you expected?

I expected to learn how to wire a house 40

or an installation and connect it all up, but it was quite good to then see what happens behind the scenes too, like what happens in the office, quantity surveying, take-off sheets and the design side of things. It was good to see all the things that you don’t often see on a site and gain experience in it.

What did you enjoy the most and was anything challenging?

I think the project part of it was probably the most challenging just because there’s so much you have to do in quite a limited space of time. But it’s probably also the most enjoyable part, because by the end of it you’ve got this big portfolio of drawings that you’ve designed yourself and you’ve also gained experience in things like pricing the job and testing. That was great to have and look back on at all that you’ve achieved.

How about on site?

I started off as a 16-year-old in retail, so coming out onto a building site is a culture shock. You’re getting up early in the morning and working hard but the

Has there been anything about the job that’s surprised you?

I think once you’ve done your time as an apprentice and you’re going out it’s quite surprising that an electrician is just given a site and that’s it. You’ll maybe see your supervisor once or twice a week,

supportive. I didn’t really have any issues, but I know of a few apprentices who did. They got in contact with their training officer and they were out as soon as they could to help find a resolution. They’re always there and always willing to help. They’ll visit you at least once a year out on site just to see where you are and what skills you’ve learned. They are really beneficial.

How does it feel to be named TClarke’s Apprentice of the Year and be the first Scottish winner in the competition’s ten-year history?

It’s definitely something I couldn’t have done without the support of people from the Scotland office. They’ve been with me every step of the way and helped train me. It’s a massive achievement and I find it difficult to put into words. I’m really pleased and proud that I’ve been given that opportunity to be recognised.

I’m now on the TClarke Future Leaders Programme because of it, where I’m going to be shown different aspects of the business and they’re going to train me to be a future leader in the company.

It’s all a bit surreal, and very gratifying!

What does the future hold?

Dean appreciates the support he has received and is looking to the future

but it’s up to you to organise your work, make sure you’ve got enough materials, and liaise with site agents and the other trades. I always thought that was done for you – not in a lazy way! I like it, though, because it means I have to organise myself, but you do still have a supervisor who will come out and make sure it’s all done properly.

How helpful have the Scottish Electrical Charitable Training Trust (SECTT) and your training officers been during your journey?

They’re really helpful. I’ve had two training officers and they were really

Without doing that, I wouldn’t have been recognised

by SECTT to do the Apprentice of the Year competition. It’s a really important and crucial stage to just really get stuck in.

he talent of tomorrow is in safe hands thanks to the ongoing partnership between the Scottish Electrical Charitable Training Trust (SECTT) and Electrical Safety First (ESF).

Our organisations have teamed up to distribute free lockout kits to Scotland’s trainee electricians for the

13th year running, ensuring that they get the message about the importance of safe isolation.

More than 650 apprentices and adult trainees are now being supplied with the kits, which could potentially save their lives. Worth £30, the kits will help them avoid serious injury by ensuring that electricity is turned off until work is completed.

training officers visit 21 SECTT Approved Centres from the Shetland Isles to the Borders, handing out kits to 3rd Stage apprentices and adult trainees.

Among the recipients so far have been trainees at Ayrshire College, Ayr Campus and West College Scotland in Paisley, with physical distancing and other COVID-19 safety measures being observed at all times.

Our continuing partnership with ESF means we have been able to share the cost of these indispensable safety

devices and help safeguard the next generation of Scottish electricians.

Apprentices and adult trainees should become familiar with the kits as they are the same ones used when they sit the Final Integrated Competence Assessment (FICA).

Lesley Rudd, CEO of ESF , told me: “It’s vital that everyone in the industry adopts safe working practices and procedures and it’s important that this is established right at the start of an electrician’s career.

Running under the banner ‘Work dead safely: Stay alive’, our campaign highlights the steps operatives should take and reinforces the importance of using lockout kits.

It also graphically outlines the dangers of not safe isolating correctly, with case studies of electricians who have been burned, scarred for life and killed in preventable accidents.

Designed to be shared online, on-site and in offices and colleges, the campaign includes a free downloadable brochure and infographic, plus an easy-to-follow Ten Steps to Safe Isolation video.

FOCUS DEALING WITH STRESS We often talk about ‘feeling stressed’ but what IS stress, what triggers it and how can we deal with it to help make sure we’re not negatively impacted?

t’s fair to say that the past 18 months have been extremely stressful. Not only have there been long hours and high work intensity, but the global pandemic and Brexit have impacted the bottom line and significantly changed the way we all work.

Remote meetings, material delays and staying ‘COVID-safe’ have all impacted our day-to-day working lives and brought a whole new set of challenges. So how can we deal with this added stress?

The Mental Health Foundation explains that stress is “our body’s response to pressures from a situation or life event”. Interestingly, factors contributing to stress are not all situational as our ability to tolerate stress is coded in our genetic make-up.

Understanding this helps us to recognise that something we find relatively straightforward, may be extremely stressful for someone else and vice versa.

It’s also important to note that some 44

stress can be beneficial. It helps drive us and keep us motivated.

For peak performance, a degree of pressure is necessary for most people otherwise we can get bored and disengaged.

It’s when we feel that we have no control and the situation is persistent and overwhelming, that stress is experienced as negative and ultimately damaging.

The stress container

One way to help us understand how we experience stress and to address our stress levels is to think of it as a stress container which represents a receptacle into which everyday stresses flow.

Everybody’s container is a different size based on different factors such as life experiences. When the container overflows, difficulties develop.

from a good set of trainers and you can burn 150 calories in 30 minutes.

Sleep is also a powerful stress reducer.

A regular sleep routine helps calm the body and improves concentration, regulates mood and sharpens decisionmaking. To help get a good night’s sleep, stop doing any mentally demanding work several hours before going to bed so that you give your brain time to calm down. Try taking a warm bath or reading a calming, undemanding book for a few minutes to relax your body, tire your eyes and help you forget about the things that worry you.

As much as we all love that first cup of coffee in the morning, caffeine is a stimulant and will increase your level of stress rather than reduce it. We might need that first cup but throughout the day, try swapping it for water, squash or herbal teas. Keeping hydrated also helps your body cope with stress.

A glass of wine at the end of a busy day may seem appealing and make you feel less stressed, but alcohol can also increase feelings of anxiety so it’s best avoided if it’s been a stressful day.

We all have stress and it’s a natural reaction to many things in our life. The important thing is to recognise when it starts to negatively impact us and take appropriate steps to look after our mental wellbeing.

As our stress reactions were originally designed to protect us from hungry predators as opposed to worrying about being late for an important meeting, it’s no wonder that the ‘fight or flight’ response doesn’t quite cut it any more. Stress has evolved and comes in many forms including physical, emotional and chronic stress.

Physical reactions to stress can include a low immune system which increases vulnerability to infection, gastric problems, musculoskeletal issues and skin conditions such as psoriasis.

Stress can also alter our behaviour. Stressed people are

more likely to respond with anger or irritability which risks diminishing personal and professional relationships. In addition, prolonged exposure to stress can lead to formal mental health problems such as depression or anxiety disorders.

How can we reduce our stress levels?

Spotlight on the rise of LEDs

With halogen lamps on the way out, we examine what the future of lighting could now look like

lamps could result in significant savings for the end user on their energy bills.

Signify UK&I data also shows that a complete switch to LED lighting across the UK over five years would help reduce the UK’s carbon footprint by equivalent to one of our four coal power plants, 636 thousand cars, or nearly half a million (496,000) households.

LED lamps currently account for around 60% of all lamps sold in the UK, with this figure set to grow to about 85%, in line with the new regulation.

As of September 2021 for EU and October 2021 for UK, the UK will

implement two updated regulations – the Ecodesign Regulation and the Energy Labelling Regulation. Both have the goal of further expanding the lighting industry’s leadership in sustainability by delivering significant energy savings for lighting products and systems.

This is done for better product sustainability and efficiency. Products that fail to meet the regulation requirements will be phased out.

At Signify, we welcome this move from the government and feel this is a step in the right direction for progress in achieving net-zero by 2050. Indeed, our CEO Stephen Rouatt said: “We welcome the UK Government’s next step in the transition towards more sustainable lighting products. Using energyefficient LED equivalents for halogen, and fluorescent lighting on an even broader scale will significantly help the UK on its journey to decarbonisation, as well as lowering the annual electricity bills for consumers.”

Halogen sales

From 1 September 2021, retailers in the UK will no longer sell most halogen lamps for general household use, although retailers can continue to sell old stock till it is cleared.

Under legislation brought forward recently, sales of fluorescent lamps will also be banned from September 2023.

Currently, around two-thirds of lamps sold in Britain are LED and that makes a considerable impact in improving the energy efficiency of the country’s buildings.

Energy labels

To help make the switch, BEIS has also announced that from September, all lamps will feature new energy efficiency advice via ‘rescaled’ energy labels on their boxes.

The labels will simplify the way energy efficiency is displayed on a new scale from A-G, doing away with the A+ and A++ ratings. The new labels will raise the bar for each class, meaning very few lamps will now be classified as A, therefore helping consumers choose the most energy-efficient lamps.

Just as they have already done with household appliances, the government is rescaling the energy efficiency labels on lamps to make it harder for lamps to achieve an A-rating. This will empower buyers to make the right choices driven by clearer information.

What this means for the industry

From 1 September, relevant product characteristics will be needed in the newly documented EPREL2 database (European Product Database for Energy Labelling). It will be the manufacturer’s responsibility to upload their product information onto the database. If a product is not registered on the EPREL2 database, the product cannot be sold in the EU and will also not be CE marked.

The Ecodesign and Energy Labelling Regulations for lighting products also take into account the impact on human safety and comfort. In line with this, manufacturers will also need to update EPREL 2 on the stroboscopic visibility measures and flicker (Pst LM). These need to be in line with harmonised standards (SVM <0.9 from 1 September 2021, SVM < 0.4 from 1 September 2023) as flicker can cause visual discomfort and in extreme cases, can also cause migraines and even epileptic seizures.

What this means for the UK

For the UK, a similar regulation will come into force on 1 October, with

In conclusion

a few small differences, such as there being no requirement to use an EPREL style database as long as the data is documented in a publicly accessible web page. For simplicity, many manufacturers, Signify included, may well choose to utilise the EPREL2 database.

This regulation will be a key component in UKCA compliance.

Between now and September 2021, manufacturers can continue to put products that don’t meet the new standards on the market, but these must be sold by March 2023.

The measures are estimated to save customers £75 a year on their energy bills due to LED lamps having a far longer lifetime, while stronger labelling across the board will enable customers

The ban by the UK Government on halogen lamps is taking a step in the right direction to ensure that only exceptional quality products can enter the market and consumers are provided with all information at the time of purchase.

The changes and regulations will impact every manufacturer and are in line with sustainability goals that are pushing for more efficient lighting practices and circular products.

These are beneficial for the global economy and put human health and comfort first while also furthering the UK’s journey to reaching net-zero.

SWITCH-OFF FOR HALOGEN The sale of mains voltage halogen non-directional lamps was banned in the UK on 1 September 2018, meaning low voltage non-directional halogen lamps could continue, as long as they comply with eco-design requirements.

The new regulations will phase out most remaining halogen lamps from September 2021 and the traditional fluorescent tube lighting, which is common in offices, from September 2023 onwards.

HL R7 halogens will remain available on the market, and some fluorescents such as T5s.

Exemptions will be in place for lamps designed and marketed specifically for scene-lighting use in film studios, TV studios, and photographic studios, or for stagelighting use in theatres or other entertainment events.

Challenge of adjudication decisions

By Rebecca Barrass Associate Adjudications can be a useful tool for parties who want a dispute decided quickly and cost-effectively. But what happens when you receive an adjudication decision that you are not happy with?

Usually, a party can only challenge an adjudicator’s decision on one of the following grounds: ● There has been a breach of ‘natural justice’ by the adjudicator; or ● The adjudicator has acted outside of their ‘jurisdiction’.

A breach of natural justice can be argued where there has been some sort of procedural or inherent unfairness in the adjudication procedure. For example, if one party has not been given proper opportunity to set out its case, or there is some evidence of bias on the part of the adjudicator.

Arguments in relation to an adjudicator’s jurisdiction can be more complex, but in broad terms, refer to whether the adjudicator had the power to make the decision that they did.

Common challenges include: ● The adjudicator did not decide the dispute put to them in the Notice of Adjudication; or ● The adjudicator was not properly appointed to decide the dispute.

Case law shows that the courts are reluctant to interfere in the decisions of adjudicators and will only do so if there has been a very clear breach of natural justice or jurisdictional issue.

Importantly, a party cannot challenge an adjudicator’s decision just because they think they got the decision wrong, either because they made an error in relation to the facts or because there has been an error in law. In that scenario, a party wishing to challenge a decision would normally have to raise its claim afresh in court (or arbitration depending on the terms of the contract).

There are merits in this approach. Court actions give parties more time to assess a claim and give proper thought to all of the issues, but that does mean there is a time and cost implication.

Overall, a party’s options when it comes to challenging the decision of an adjudicator are limited and potentially costly so it is important for them be aware of the risks and potential outcomes should the decision not go their way. ● For more advice, contact Rebecca Barrass on 0141 303 1164 or email rebecca. barrass@macroberts.com

FOCUS MATERIALS From COVID-19 to the South China Sea, there’s currently a perfect storm of challenges for electrical wholesalers – but greater communication and collaboration with contractor customers could help both parties

F

or the last 18 months, UK businesses have been grappling with a barrage of inter-connected supply chain issues: COVID-19, Brexit, shipping container shortages and sky-high prices, shipping delays in the Suez Canal and the Pearl River Delta/South China Sea, a shortage of HGV drivers and so on.

According to our regular Electrical Distributors’ Association (EDA) surveys, which we introduced in the early part of 2020, ‘product availability’ has featured in the top three of the most pressing businesses

challenges faced by electrical wholesalers in every EDA survey since July 2020.

And in every EDA survey we’ve published this year, electrical wholesalers have voted ‘product availability’ their most pressing business challenge, with ‘manufacturer price increases’ and ‘lack of awareness of supply chain issues amongst contractors’ in second and third place respectively.

Product availability is an issue right across the construction sector, not only electrotechnical. Timber, cement, roofing products – you name it, all are experiencing challenges.

Electrical wholesalers are telling us that they are doing everything they can to help ease the situation: increasing stock holdings (where possible), having “open and honest” conversations with contractor customers across the trade counter, regular email bulletins to customers, posting product lead times on websites, and working collaboratively with customers to plan ahead.

Since the start of the pandemic, the EDA has held regular ‘Talking Shop’ meetings on Zoom at which wholesalers and manufacturers exchange views and information that help keep the supply chain flowing.

the storm along the supply chain contribute to these sessions, including Steve Bratt, Group CEO at SELECT’s counterpart down south, ECA. At his most recent appearance on 26 July, Steve called for greater collaboration and understanding between wholesaler and contractor regarding product availability.

chain, is playing its part to raise issues, collaborate on solutions, and signpost resources which can be used to educate and spread understanding.

We want SELECT Members to be aware that each part of the supply chain is dealing with similar issues and is doing everything it can to deal with the current challenges.

n my ongoing series of articles for CABLEtalk, I have endeavoured to focus on issues I continually see as an adjudicator which cause problems.

Just to reinforce some previous messages: ● Read the sub-contract you are signing up to and take advice ● Make sure there is a payment schedule in your contract, which sets up the date of your application for payment, due date, final date for payment, etc and stick to them rigidly ● Make sure your application for payment is fully detailed and substantiated.

reasons for this has been the fact that designers’ fees have been slashed to the point that, in many cases, a limited design is in place and the rest of the responsibility has been dumped onto contractors and their supply chain.

I was looking at contract documents recently in which there were more than 40 CDP packages in the tender. I was also involved in a situation advising a client, and 15 sub-contractors were involved in several communications all relating to the design of various CDP elements. Incredible!

The type of issues I see emerging in disputes include design development, extent of design responsibility, approval periods, extent of design necessary and interface issues. Of these, interface issues probably cause the biggest problem area. By that I mean how the specialist’s design integrates into the design of the rest of the building.

Communication can be the key to cutting CPD risks

How to mitigate risk and exposure Firstly, read the sub-contract and scope carefully to understand the extent of your design responsibility. Next, set that out clearly in your submissions and qualify for tender if necessary. Make sure there is engagement with the employer contractor and/or subcontractor to discuss and iron out any qualifications/design issues. And finally, make sure you are fully aware of any interface issues. The main thing is constant communication.

There is a further issue emerging which relates to the increasing costs of professional indemnity insurance (PII) and these issues have been a big part of discussions within the Construction Industry Coronavirus (CICV) Forum.

Several contractors and consultants have seen very big increases in the cost

of PII and, indeed, are having difficulty getting coverage. The impact of this is that contractors are being extremely cautious about taking on any design responsibility, due not only to the issues I have raised earlier but also in relation to increased costs.

However, I was encouraged recently by discussions with several Scottish local authorities who indicated that, due to the contractual and financial issues resulting from CDP, they were reducing the extent of these in tender documents and were considering paying designers additional fees in order that projects could be fully designed at tender stage.

Very positive news for the industry!

So going back to my banner for this article – treat CDP with extreme caution, as you could be buying trouble for your business in the months ahead.

3 KEEPING SOCKET SAFETY UP TO STANDARD THANKS TO TIMEGUARD VALIANCE+ The gold standard for residual current device (RCD) socket safety is BS7288:2016 yet there are still RCD devices being installed that do not comply with its safety precautions. For all installers, the replacement market is a golden opportunity to retrofit new RCDs and provide their customers with both the latest stylish designs and best possible protection.

Metal enclosures The regulations state that enclosures should be designed to encase a fire within it and restrict the fire spreading.

Lighting circuits The additional protection of a 30mA RCD is now required on all lighting circuits in a domestic property. All PowerBreaker RCDs are rated 30mA and Type A.
