#InThisTogether

F

rom the beginning of the pandemic, SELECT has adopted the hashtag #InThisTogether. We wanted to ensure that whatever information or advice we provided, we always sought to acknowledge that we were all working together and supporting each other across the industry.

The huge amount of information and advice we have provided through our website, social media channels, e-newsletter, CABLEtalk and, of course, not forgetting our telephone and email support to Members, has provided continuous and invaluable support. As a trade association, I am aware that this is part of our role, but I am very proud of the ‘above and beyond’ attitude our staff have shown, and the way they have led on the message that we are all in this together.

It was therefore both significant and pleasing that immediately after the announcement of the latest lockdown rules, the Forum was asked to attend a meeting with Fiona Hyslop, the Cabinet Secretary for Economy, Fair Work and Culture and Kevin Stewart, the Minister for Local Government, Housing and Planning. Both expressed their gratitude

SUPPORTING THE VACCINE ROLLOUT SELECT is throwing its weight behind the COVID-19 vaccination rollout by offering our training facility at The Walled Garden as a centre for delivering the jags.

It’s part of our efforts to continue to support the fight against coronavirus while we’re all #InThisTogether.

We have been in touch with the Scottish Government’s COVID-19 Offers of Support access point to let them know about the site’s potential to be used as a vaccination centre.

The facility at our HQ in Penicuik, Midlothian, is fully compliant with health and safety standards, which are obviously a primary consideration in all SELECT training programmes. The centre is equipped with a defibrillator on site as

well as a kitchen, toilets and a rest room, and there’s also ample parking.

SELECT has played a leading role in the fight against this terrible virus for nearly a year now, particularly in its initiation of, and participation in, the CICV Forum.

We hope that our training centre can help the vaccination effort and we’re ready to work closely with the health board teams if it’s needed. We’ll also continue to keep our Members updated with vaccination advice.

The funds will help the EIC as it offers financial assistance, emotional support and a range of other practical advice and guidance to the electrical sector.

Yet again, another example of #InThisTogether.

Finally, I’d like to thank all of you who have helped bring regulation of the industry a step closer. A second consultation on protection of title closed on 12 February and your contributions and ongoing support will help send a strong message that the industry is #InThisTogether and wants to see a safer, regulated sector.

Industry backs calls for regulation Survey reveals there is ‘overwhelming support’ for protection of title

T

he Scottish Joint Industry Board (SJIB) says there is now “overwhelming industry support” for regulation of the electrical industry, pointing to a recent consultation in which 90% of respondents said they were in favour of the measure.

The consultation by MSP Jamie Halcro Johnston, which closed in November, received 141 submissions, 121 of which were fully supportive, 10 partially supportive, one

neutral, three partially opposed and only three opposed.

Fiona Harper, The Secretary of the SJIB, said: “It was heartening to see such a high level of responses from a wide cross-section of the industry and to see so many organisations and individual electricians taking a real interest in the future of our industry.

“It was equally pleasing to see that the vast majority of the responses have been positive about the need for some form of regulation, and there is overwhelming support for protection of title for the profession of electrician.

“At present, anyone can claim to be an electrician and work on an electrical installation, which cannot be right” that there is a real appetite to deliver a bill through the Scottish Parliament as soon as possible to secure the safety of consumers and the integrity of the electrical sector in Scotland.”

Ms Harper, who is also Director of Employment and Skills at SELECT, saluted a second consultation on regulation, which was launched by Jamie Hepburn MSP, the Minister for Business, Fair Work and Skills, and closed on 12 February.

She added: “These consultations are a major step towards a safer industry and we look forward to welcoming a new dawn for electricians and their customers in Scotland.

“At present, anyone can claim to be

an electrician and work on an electrical installation, which cannot be right.”

The first consultation was set up by Highlands and Islands MSP Mr Halcro Johnston in a bid to present a case for regulation in advance of a proposed Holyrood Member’s Bill.

The Bill would be the culmination of a long-running campaign by the SJIB, SELECT and other leading industry bodies to make sure that those who work in the industry do so in a safe and competent manner.

SELECT has spent the past few years campaigning with other leading trade bodies for the introduction of regulation, with its many supporters listed on the online Wall of Support.

LEGISLATION VITAL FOR CHANGE SELECT has echoed the importance of the latest consultation on regulation and says only government legislation can bring about “comfort and security” to customers.

Alan Wilson, Managing Director of SELECT, said: “These consultations have given our industry the opportunity to shape the future and demonstrate that we are all committed to protecting consumers.

“The construction industry is littered with schemes which are operated on a ‘voluntary’ basis and while we would all like to imagine that such an approach would achieve change, there is no evidence to show that this form of approach ever works. Any real and

effective change must be underpinned by legislation – maintaining the status quo is not an option.

“The Scottish Government needs to introduce a package of measures which must include protection of title.

to a customer that someone who calls themselves an electrician was qualified and competent.”

Alan added: “There is a strong economic case for legislation too.

Scotland is investing £1.6 billion over the next five years in decarbonising heat in buildings and it makes sense that those undertaking that programme are trained, qualified and competent.

“But there is also a social side. Protecting title and making the role of electrician a profession will lead to greater interest in the industry and more opportunities for women and ethnic minorities to join it, which would be a significant advantage to us all.”

Prof Rudi Klein joins SELECT SELECT has moved swiftly to secure the services of the UK’s foremost construction expert to guide and advise Members on a range of essential topics.

Professor Rudi Klein has been appointed as a consultant to strengthen the association’s services after stepping down as Chief Executive of the Specialist Engineering Contractors’ (SEC) Group.

As a tireless campaigner and major force in driving industry improvement, his wealth of expert experience will now be on tap as he helps with the reform of payment systems, encourages the uptake of project bank accounts (PBAs) and supports work on the reform of retentions and regulation.

Alan Wilson said: “This appointment is a major coup. Professor Klein is universally acknowledged as a foremost expert in his field and has worked tirelessly to improve the trading conditions of businesses large and small.

“Professor Klein and SELECT already have an established relationship and have worked together for more than three decades. He will now be available to provide enhanced support and guidance on relevant contractual issues, potentially saving Members time and money.”

A barrister by profession, Professor Klein will work with SELECT for one day a month and will also assist in drafting briefing notes, producing expert advice and supporting necessary lobbying.

He said: “I am delighted to have the opportunity to work even more closely with SELECT and its Members, working both face-to-face and behind the scenes to help firms of all sizes.”

Keeping you up to date As the COVID restrictions continue to change, SELECT is making sure Members always have the latest information and advice

ELECT continued to offer a wealth of COVID-19 advice and guidance to Members as essential construction work was allowed to continue during the latest lockdown.

The association swung into action after the announcement on 4 January, answering hundreds of phone calls and emails, creating guidance documents and issuing daily updates to Members as events unfolded.

Just as it has for the past 11 months, SELECT will now continue to post the latest information on our dedicated COVID-19 hub at www.select.org.uk along with other updates via text, email, phone and our social media channels.

Further one-off Digital Drop-Ins are also being planned to help keep Members in the loop via webinar and answer questions on a range of issues.

SELECT assisted in the creation of an animation and infographic to remind construction workers how to use the right face covering in the right way.

Headlined Mask for Task: Cover for Covid, it shows the right respirator or mask for each job, along with specific dos and don’ts on wearing and taking care of face coverings.

The material was developed by Iain Mason, Director of Membership and Communications at SELECT and Chair of the Forum’s Communications sub-group, in partnership with Iain McIlwee,

The graphic is free to download from the CICV Forum website and is designed to be shared digitally or printed out and displayed in offices and sites.

Homeworking advice

Two new CICV Forum homeworking guides are now available, which feature advice, handy links and a checklist of measures for employers and employees to take.

Produced in response to queries from a growing number of officebased staff now working at home, the guides are open source and can be downloaded and shared for free.

M

embers are being invited to submit questions ahead of the upcoming Branch Updates to help encourage discussion and help SELECT deal with any pressing issues.

Presenting inquiries in advance was just one of a number of requests made in the recent Branch Update survey, which are now being rolled out to help keep the meetings useful and topical.

As well as the expanded Q&A, a technical quiz is currently being planned, along with brief updates from SELECT and the Scottish Electrical Charitable Training Trust (SECTT).

Due to the pandemic, the regular meetings will once again be held online via the GoToMeeting platform, with each Update starting at 6pm.

Branches’ £1,000 boost for charity SELECT’s big-hearted Branches have made a £1,000 donation to the Electrical Industries Charity (EIC) to help it continue its vital work during the pandemic.

Branch Chairs agreed to donate £100 from their funds to assist the charity, with SELECT making up the rest.

SELECT President Donald W Orr said: “The EIC is close to all our hearts and, in a normal year, SELECT would support it with fundraising events like the President’s Walk, the Teddy Bears’ Picnic and the SELECT Awards.

“Despite such events being currently suspended, we were keen that our support would still continue, so it was felt that a donation from the Branches would be a fitting alternative.

“I would like to thank each SELECT Branch for its generosity and agreeing to support such a worthwhile cause, which continues to offer vital help to those in our industry who need it most.”

SELECT’s safe isolation awareness campaign is now up and running, with a range of free material available for Members to help keep operatives safe.

Running under the banner ‘Work dead safely: Stay alive’, the campaign includes a brochure, animation and Ten Steps to Safe Isolation poster that can all be shared online, on-site and in offices and colleges at toolbox talks.

The guidance stresses the importance of observing correct safe isolation procedures and includes case studies of electricians who have been burned, scarred for life and even killed in accidents.

Taking action over apprentice grants SECTT to hold talks with minister over funding scheme Access to Scottish Government Apprenticeship Employer Grants will be discussed at ministerial level following an intervention by the Scottish Electrical Charitable Training Trust (SECTT).

The training specialist is due to meet Jamie Hepburn MSP, the Minister for Business, Fair Work and Skills, in the coming weeks to try to resolve the issue for electrical companies.

The action was initiated after being discussed by SECTT, SELECT and the Scottish Joint Industry Board (SJIB) in response to concerns that businesses were being unfairly excluded. The grants

scheme, which opened in January, provides up to £5,000 for employers to take on an apprentice or upskill an existing worker through apprenticeship.

However, the grants are only valid for apprentices recruited after 1 December 2020. This directly and adversely affects the electrical industry, which aligns with the academic year and has already taken on some 470 apprentices since the late summer of 2020.

Anne Galbraith, Chief Executive of SECTT, said: “It almost feels that we are being punished – and are certainly being disadvantaged – for being responsible and reliable and for being ahead of

the game by encouraging employers to give young people a chance.

“Given that the industry has gone the extra mile not only to afford young people a future, but also to enhance its skillsets, it would seem reasonable to ask that the eligibility date could be backdated to the start of the academic year.

“Alternatively, the Scottish Government could provide a fixed amount for employers who take on apprentices, rather than imposing this time restriction.”

Ms Galbraith said she was looking forward to talks with the minister, adding: “We are grateful to Mr Hepburn for his prompt response Jamie and for listening to Hepburn our concerns.”

Victory in fair payment campaign

SELECT help for Members over reverse VAT plan

Time limit for settling invoices cut to 30 days

S

ELECT has welcomed a major milestone in its long-running campaign for fairer payment terms for small businesses, after sweeping reforms were made to the UK Government’s Prompt Payment Code.

Under the new obligations announced in January, nearly 3,000 companies which are signed up to the Code will have to pay 95% of small business suppliers within 30 days of invoicing, halving the current time limit.

SELECT has been prominent among industry bodies in highlighting the issue of payment abuse, pointing out that £23.4 billion of late invoices are currently owed to companies across Britain.

Managing Director, Alan Wilson, said: “SELECT has been voicing its concerns about this damaging issue for many years and these reforms will go a considerable way to easing some of the pressure on small business owners.

“Smaller companies need all the help they can get at the moment as the construction sector continues its uphill

struggle to emerge from the grip of the pandemic.” According to the Federation of Small Businesses, 50,000 enterprises close their doors every year as a direct consequence of late payment.

Alan added: “Over years of listening to our Members, late payment has always been at the forefront of their issues.

“It causes real hardship to businesses and has a knock-on effect. It has hit hard in the last year on top of the restrictions the sector has faced, and I believe the reforms will be welcomed by ethical and responsible businesses. It is heartening that all our years of lobbying on this subject have secured a tangible result.”

The requirement to pay small businesses within 30 days will become effective from 1 July, with the existing target to pay 95% of larger businesses within 60 days remaining in place.

Changes which come into effect immediately include a requirement for the most senior person in a firm to sign the Code personally, acknowledgement that suppliers can charge interest on late invoices and the enablement of Code administrators to investigate breaches.

SELECT is currently preparing a range of information on reverse charge VAT to help Members navigate the new legislation when it comes into force on 1 March.

A brochure and template letters are being produced for Members to download free of charge, along with helpful webinars on the topic.

The scheme is being introduced despite SELECT being among 40 contractor and trade association members who wrote to Chancellor Rishi Sunak on January 13, urging the UK Government to delay it.

It is the second time SELECT and its fellow trade bodies have pressed the case for a rethink after a letter sent last December went unanswered.

John McGhee, SELECT’s Director of Finance & Resources and Association Secretary, said: “The introduction of reverse charge VAT is extremely disappointing, and we still feel it could be seriously detrimental to the economic recovery.

“However, we will continue to support Members who may be impacted by the change and are preparing a range of materials to help them navigate the new system step-by-step.”

VAT reverse charging means that businesses which are both VAT and Construction Industry Scheme registered will no longer pay VAT to most of their sub-contractors.

Instead, VAT will only be paid to firms which supply only labour (employment businesses) and to the merchants and businesses that sell building materials only without any fix.

The vaccine isn’t required by law and there may be many valid reasons why an employee can’t be vaccinated.

Some may fall within the protected characteristics under the Equality Act 2010, e.g. pregnant women and those with certain health conditions. A mandatory vaccination policy without exceptions would leave employers open to the risk of discrimination claims.

What if employees have religious or other objections?

Some religious followers may refuse a vaccination because of its ingredients, e.g. pork gelatine, while vegans could object if it has been tested on animals.

Both are recognised protected beliefs.

A general belief against vaccinations is unlikely to be protected because the reasons why each person may hold this belief will differ. A more specific belief may be protected if the individual can explain it as part of a cohesive and serious conviction, although this would be difficult to prove.

What if an employee has medical reasons not to be vaccinated?

It’s possible that employees with certain medical conditions will be advised against taking, or will choose not to receive, the vaccine. Such employees may have a disability and their choice not to get vaccinated could be “something arising from” that disability. This would mean they could be treated unfavourably as a 14

Getting straight to the point While it’s undoubtedly a positive step, rollout of the new COVID-19 vaccine also poses a challenge for employers. Some are already trying to make vaccination compulsory – but can you really force staff to have it? What if someone refuses or is exempt? We examine some of the most common questions currently being asked result unless this was justified within the vaccination policy.

Can an employer dismiss an employee for refusing the vaccine?

This is unlikely. A contractual obligation to be vaccinated is not likely to be reasonable unless it is necessary for the employee to carry out their role, e.g. in a high-risk healthcare environment.

Can employers provide the vaccination to their employees?

Should employers pay for the vaccine for their employees?

This is not currently an option.

However, if an employer requires an employee to be vaccinated as a health and safety measure, it would have to pay. This would not be a taxable benefit if the cost is less than £50. Government medical experts have published an outline of how any vaccine will be rolled out. Healthier, younger members of the public will be the last to be offered a vaccine and vaccines will not be commercially available for some months.

How will a vaccine impact an employer’s risk assessment?

Employers should update their risk assessments to reflect the availability of the vaccine when it is rolled out more widely. These may need to determine if additional measures can be put in place if an employee chooses not to be vaccinated.

Can employers make it a mandatory health and safety requirement for employees to be vaccinated?

As the Health and Safety at Work Act obliges employers to reduce workplace risks, it is reasonable for employers to ask employees to be vaccinated.

Employees also have a duty to cooperate with their employer to help reduce workplace risks. If an employer is able to show that having a vaccine is the most reasonably practicable way of mitigating the risk of COVID-19, it could in theory mandate the vaccination as a health and safety requirement. However, it may be risky to say that a refusal to get the vaccine would necessarily amount to a health and safety breach by the employee.

What about data protection?

Any employer considering introducing a vaccine monitoring or testing

programme should conduct a Data Protection Impact Assessment to appraise any new areas of risk. They may also need to update their employee privacy notice to reflect this.

Should employers be encouraging the vaccine?

Employers need to consider vaccination as part of their risk assessment and should encourage employees to get vaccinated once it becomes a realistic possibility. Any employer intending to mandate the vaccine as part of its approach to reducing risks will be open to discrimination claims and must consider if there are reasonable alternatives while carrying out the risk assessment. Any policy should be objectively justified as a proportionate means of achieving a legitimate health and safety aim, maximising the number who can attend work safely.

What does this mean for employers?

At present, we are still some time away from a vaccine being available to employees, so employers should not be looking to finalise their policies just yet.

A supportive attitude is much safer and likely to be more productive than a heavy-handed and reactive approach requiring contractual obligation.

What can employers do now?

Consider your policies carefully and take advice as early as possible. Look out for new guidance on the SELECT website over the coming weeks and talk to our Employment Team.

Powering through When SELECT Member Matt Burton set up on his own two and half years ago, he had no idea he’d soon be working through a pandemic.

But the challenges of COVID have made him even more determined to succeed, through hard work and dedication to customer service

fter Matt Burton’s wife announced she was pregnant in 2018, he decided it was time to leave the company where he had been a supervisor for eight years and strike out on his own. Since then, he has built Matt Burton Electrical, based in Newton Stewart, Dumfries and Galloway, into a successful business servicing domestic, commercial and agricultural customers.

Matt came late to a career in electrical contracting. His first interest had been mechanical engineering, which he studied for two years at college. When Matt’s work takes him to a lot of farms

he couldn’t find a job in this field, he worked shifts at his best friend’s family campsite business and got interested in the electrical industry. Matt said: “My friend Bob was a qualified electrician and ran the electrical contracting side of his family’s business.

“Bob and his family offered me an apprenticeship and I worked my way up to supervisor. The electrical side of the business grew so that 90% of our work was outwith the holiday camp.

“I always knew I would like to start my own business when I had the right knowledge and experience and Bob’s family gave me their full support.

“I was very lucky to have my best friend as my mentor; he was always encouraging and open to my ideas.”

Working together

Also part of the Matt Burton Electrical team is his wife Kay, who plays a big role helping with the accounts side of the business, and his apprentice, Jamie Smith, who joined in November 2019.

Matt said: “It had always been my plan to take on an apprentice. It’s not only to give a young person a chance of a career but also because I am very particular on how I do things, so I wanted someone with no bad habits. Jamie stood out

immediately; he was polite, interested in the job and had the right attitude. Seeing him improving and growing over the last year makes me feel very proud.”

Matt also gets great satisfaction from the positive feedback he receives. He said: “I really enjoy involving customers in their projects and the feeling you get from making their ideas a reality.

“One standout moment was before Christmas where we helped a doctor’s family get their kitchen ready for the festivities. Rotting joints in their home resulted in major works for more than a year, with the family using a makeshift kitchen in their workshop/garage.

“Once their new kitchen was installed we managed to get the power on by 11pm on 22 December. They could not have been more thankful, with the wife in tears because she finally managed to get her family around the table for Christmas dinner. The doctor works

extremely long hours between COVID wards and A&E at the hospital at nights and weekends and at his surgery throughout the day. It gave us a great feeling of pride to play our part in giving them an early Christmas present.”

A message to you from Rudi SELECT is delighted to have secured the services of renowned industry champion Professor Rudi Klein as a consultant. Here, he outlines his new role and how he aims to help Members benefit from his extensive knowledge

F

irst, let me say that I am delighted to be working for SELECT. Over some 30 years I have got to know many of its Members and have made long and lasting friendships.

Over that period SELECT has emerged as the leading trade body in Scotland’s construction industry and its views are regularly sought by government and other industry bodies.

It was no accident that under the leadership of Managing Director Alan Wilson, so many professional and trade bodies came together as the CICV Forum to support the industry through the COVID-19 crisis.

So how can I help SELECT continue this excellent work and assist you, its Members, in some of the many issues you face every day?

Supporting the regulation crusade

One of my tasks will be to support the pioneering work carried out by SELECT in seeking statutory registration of qualified electricians. This has been an all-consuming campaign for SELECT which is now bearing fruit.

The 2019 review by consultant Pye Tait of the case for registration concluded that a package of measures 18

was necessary. These included protection of title, licensing of firms and individual registration based on the Scottish Joint Industry Board (SJIB) schemes.

Given that licensing and registration schemes exist in many other jurisdictions, such as in most US states, this conclusion was entirely appropriate.

But there is now an added factor – the Building Safety Bill. This Bill is being introduced in the current session of the Westminster Parliament and is the UK’s response to the Grenfell tragedy.

The centrepiece of the Bill is the appointment of a building safety regulator to oversee measures to enhance safety in high-rise buildings.

Amongst these will be improving the capabilities and competencies of trades people involved in the construction process.

A successful outcome to SELECT’s campaign for regulation of the electrical industry in Scotland will help complement the aims of the Building Safety Bill.

I therefore intend to devote some of my time to helping develop and influence the appropriate regulatory framework, which is the subject of a current consultation.

Pushing for retentions reform

I’ve campaigned for many years to reform the cash retentions system, writing many articles on the subject in

At the end of last year, another Pye Tait review, commissioned by the Scottish Government, recommended that retention monies should be ring-fenced in a retention deposit scheme, which has been the focus of the campaign run by SELECT and other trade bodies over recent years.

If retentions are protected from those that use and abuse them, the likelihood is that they will fall out

of fashion. The Pye Tait report stated that the overwhelming majority of clients and Tier 1 contractors use retentions as working capital – no surprise there!

The Scottish Government decided to consult the industry on reform of the practice, with the consultation closing last May and the consensus being that there should be a statutory retention deposit scheme.

The Scottish Government has now decided to set up a working group to agree on the way forward and I will be briefing our representative on that group and working with Alan Wilson to keep the pressure on for legislation.

Little will happen before the May elections but we must be prepared to lobby prospective candidates to support a statutory retention deposit scheme.

Offering vital legal support

As a visiting university professor of construction law, I am keen to help improve Members’ understanding of construction contracts.

To that end, I’ll be creating short podcasts on some of the issues faced

by Member firms when taking on new contracts. Watch this space!

Unfortunately, I won’t be able to deal with individual legal queries, which can be submitted to the MacRoberts hotline on 0141 303 1111, but I would welcome any ideas on the type of issues which arise frequently and cause difficulties for firms. These ideas can be addressed to Iain Mason, Director of Membership and Communications.

Alongside my SELECT colleagues, I look forward to playing a part in helping to improve the industry in Scotland. In the meantime let’s throw everything at getting positive outcomes to the long-standing problem of retentions and to the campaign for regulating the electrical industry.

SELECT plays a leading role in the Local Authority Forum, which brings together expertise from councils across the country to find answers to the issues facing our industry and ensure the highest standards of electrical excellence

T

he Local Authority Forum (LAF) was set up in 2007 and remains a valuable platform for councils and housing associations across Scotland to come together to share experience, develop

ideas and resolve shared problems.

Although COVID-19 has restricted the quarterly meetings organised by the LAF at SELECT’s Walled Garden headquarters, virtual meetings have been continuing online on an impromptu basis, bringing the LAF’s expertise to bear to find solutions

to issues. Andy Graham, Housing Services Business Change Manager with Fife Council and current Chair of the full LAF, describes it as an invaluable group which helps to leverage the combined skills of its members to promote a shared approach to maintaining excellence in electrical standards.

of interest. As well as this, where new technologies and processes have been identified, we might invite an industry expert to present on how these technologies may assist us.

“We also invite Scottish Power to attend the forum to discuss communication and infrastructure issues as we are keen to build a closer working relationship with Distribution Network Operators.

“In the afternoon session I will give an update from the SELECT Electrotechnical Committee, which I also attend, and SELECT Technical Adviser Stuart McKelvie will also be on hand to provide technical support.

“This helps to keep LAF members up to date with developments, so they can feed that information back to their teams at their respective councils and housing associations.

“Before the meeting is concluded, the forum will discuss future agenda items and presentations that may be useful.

“SELECT’s Specifier and Client Relations Manager, Yvonne Wilson, facilitates every meeting and does a sterling job ensuring presentations are arranged and minutes are posted on the website, as well as circulating information and future agendas between members.”

Working together

Andy said the great strengths of the LAF are in its ability to encourage councils to share knowledge and experience and to act in a collective way to influence best practice. He explained: “Over the years we have built up a good degree of partnership working across the different councils where people are willing to share their knowledge and experience for the benefit of others.

“For instance, sharing technical and procurement documents from their 22

own local authorities or procedures for undertaking certain types of electrical work – this helps others to not reinvent the wheel, saves time and promotes a consistency of approach.”

As there has been a growing request for knowledge exchange, particularly since the first COVID-19 lockdown, Andy has been running impromptu LAF sessions online – and the success of these mini-forums is an indication of how the LAF will develop going forward, reaching more councils through remote conferencing.

Andy said: “One council was looking for something to do with stair lighting, so I emailed forum members at other councils to see if someone had already been down this road. Another council had developed a document that took six months to get through procurement, so they shared that work, and this helped the other council see the route to market, which saved a lot of work.”

Developing benefits

This mutual co-operation is also under way with a big project to update a local authority document that was compiled by SELECT in 2010 for the testing of domestic properties.

With 18th Edition regulatory changes and factors such as surge protection and arc fault detection to be considered, a decision was taken to provide an 18th Edition document for all members to use in the future.

LAF members will split up the original document to work on updating individual aspects of the guidance and will convene later in the new year to produce a new up-to-date document.

Andy said: “We’re always looking at product development and achieving best value for LAF members. At present, for instance, Fife Council is running a trial on Fire Angel products and a report will be submitted to the forum when it’s been completed.” Fife Council has already

been instrumental in the development of a number of AICO products, such as the Ei414 RadioLINK+ Fire and Carbon Monoxide alarm interface, the Ei1529RC control switch and the SmartLINK Gateway – the Ei1000G. Fife Council is investigating trial sites for the SmartLINK Gateway and influenced the final product, ensuring Ei1000G facilitates the safety of tenants, aids compliance across housing stock and ensures ease of monitoring for Registered Social Landlords.

Andy added: “Going forward, renewable technologies in traditional and new build properties will take centre stage as councils strive to reduce carbon emissions and improve energy efficiency.

With gas being phased out, battery storage, heat pumps, PV arrays and electric vehicle charging are under discussion, as well as the infrastructure that supports them.”

Increasing value

The LAF realises that it’s one thing to get its members excited about new products and developments but it’s quite a different situation when they return to their council and find they are stonewalled by finance. That’s why it encourages members to bring people with the purse strings to understand the

Andy said: “We encourage members to bring their accountants and surveyors.

“For instance, when we started fitting RCBOs in consumer units, the initial costs proved to be a bridge too far for several councils. But once forum members engaged with manufacturers, a competitive price for a consumer unit was identified which allowed authorities to budget for future installs.

“The latest challenge is the cost of incorporating surge protection and arc fault disconnection in consumer units.

As this is not a legislative requirement, many local authorities feel the cost is prohibitive. The forum will engage with manufacturers to ensure best value.”

Change for the better

In partnership with the SELECT Electrotechnical Committee, the LAF is also persuasive in lobbying for change, and has made some progress with Scottish Power with regards to allowing council electricians to install isolators when fitting new consumer units in properties, as LAF member Sandy Mackintosh, Electrical Project Manager at Clackmannanshire Council, explained: “It’s been a bit of a bugbear

The LAF is recognised by Scottish Power as an important forum to tap into with issues regarding electrical supply, such as highlighting the issue of diverted neutral current (DNC). Last year they asked LAF members for assistance in testing for and reporting any deterioration of aluminium cable heads in properties that might lead to DNC. When Sandy learned of the potential for DNC to cause problems last year at the LAF he took immediate action.

He explained: “We had an emergency meeting with our Service Leaders and organised toolbox talks with all our plumbing and gas engineers to explain the issues, and how the use of continuity clips would help them work safely. We even arranged for them to have training at Scottish Power’s training centre.”

Essential insights

This helped to prepare Sandy and his team when Clackmannanshire Council had an incident at Christmas when a power surge cut electricity to more than 200 homes, blowing fuses and damaging electrical appliances.

He added: “The forum has been invaluable to me, particularly as it gave me an insight into this DNC situation.

When the reports came through of the power surge in Tillicoultry I knew what had happened and what to do.

“Out of our 5,000 Clackmannanshire Council homes we identified around 2,000 that have aluminium TNCS cables, so we have developed a programme of upgrades to their electrical boards with surge protection. In the forum’s ethos of sharing best practice, we will discuss this DNC event and share the solutions we came up with so that others can benefit from what we learned.”

Cyber safety made simple The rise of digital working means online security is vital, but the good news is you don’t need to be an IT expert to protect your business from hackers

A

s businesses adapt to the ongoing pandemic, digital ways of working have become more important than ever.

But as technology advances, so do the scams designed to target weaknesses in firms’ cybersecurity.

Protecting yourself from online crooks and hackers can seem like a daunting task. However, some of the most effective tools are also the simplest – and are often free.

Declan Doyle is Head of Ethical Hacking at the Scottish Business Resilience Centre (SBRC). Ethical hackers search for vulnerabilities that a crook could exploit so organisations can stop attacks before they happen.

He said: “There’s a misconception that cybersecurity has to be expensive, but the most important things you can do are free. Even something as simple as doing an update on your computer can really help.”

Pick a passphrase

a business can take is to review the passwords it uses. Declan explained: “We like to think of ‘passphrases’ now because one word no longer cuts it.

‘Dictionary attacks’ use software that attempts every word in the dictionary until it gets a password that works.

“Choose three random words, something that’s not associated with you. Put a random number in the word and throw in special characters. The spacebar is your friend – add spaces between words and letters and add in underscores.

“It’s also important not to reuse passwords. All it takes is for a hacker to get access to one account and they can log into others.”

If you’re worried about remembering multiple passwords for different accounts, Declan recommends making the most of tech tools you probably already have on your computer.

Password managers are like a bank vault for your details – keeping them secure and meaning you only have to remember one password to access them.

Phishing for info

Another common tactic used by crooks is to send phishing emails – messages that pretend to be from legitimate

sources to trick you into handing over details. If you think an email looks suspicious or if it’s unexpected, the best thing to do is call the person it claims to be from to see if the message is genuine.

“If you’re concerned about something then just pick up the phone and double check,” said Declan. “It might be frustrating, but it’s far less frustrating than losing thousands of pounds and it’s always better to be safe than sorry.

“If you’re not expecting it, definitely raise an eyebrow. I’d also look out for vagueness. If someone is chasing an outstanding payment then they would usually provide a lot of detail.

“Spelling mistakes can also highlight the fact that something’s not right, as well as emails with a sense of urgency about getting you to do something right away. They want you to panic so take a breath, calm down and think about it.”

COVID confusion

During the COVID-19 pandemic, scammers have changed their tactics to try to take advantage of the health crisis.

Phishing messages urging people to click to claim government help or PPE have become increasingly common and security experts predict a rise in hoax emails offering vaccines. Lockdown has

also made businesses increasingly reliant on video and the move to virtual meetings has brought with it a new set of risks. “Check your surroundings,” advised Declan. “Do you have any passwords or sensitive documents in the frame or on the walls, maybe written on a whiteboard? Something as simple as an invoice number could be used against you. It’s the same with your social media presence. Do you have your children’s names on there and also use them as a password? Are you giving anything away that could make it easier for a hacker?”

a hacker’s link. If you find yourself in that situation, Declan’s advice is not to panic. “Take a deep breath – it’s not the end of the world. If it’s your personal email details, then change your password straight away and contact your account provider. If it’s your business, speak to your service provider.

“You can also call the SBRC’s cyber incident response hotline, which is completely Declan Doyle

free. We’ll talk you through what to do and do a check-up a couple of weeks later. We hate blame culture and don’t want anyone to panic. We don’t want to make anyone feel stupid.

“Cybersecurity is for everybody in an organisation and it’s important to make everyone feel involved.

“Being aware of it and having a good attitude can make a real difference.

You should never feel scared to come forward if you think you’ve clicked on a phishing email. If companies aren’t making people feel comfortable with talking about cybersecurity, they’re putting themselves at risk.”

As part of its ongoing website update, the Scottish Joint Industry Board (SJIB) will soon be launching a portal that will allow ECS Card applications to be made online. We explain how this simple five-step process will make things quicker and easier than ever…

his new portal is an exciting development for the SJIB and is another example of how we’re maximising technology to help Members, particularly during the pandemic. Here’s a step-by-step guide to how it will work:

Step 1: Choose your specialism The new ECS Cards section will be broken down into the following specialist areas: ● Electrotechnical ● Management ● Network infrastructure (originally datacomms) ● Fire, emergency and security systems (FESS) ● Cabling and jointing ● Building controls.

The new portal makes your application simple

Step 2: Pick a card

After selecting your specialism, a list of different cards will appear. Clicking on a card will then reveal a summary of the criteria needed to either obtain it for the first time, renew it or apply for an upgrade. If you believe you meet these criteria, just click on the appropriate application form.

Step 3: Fill in the detail

You’ll be asked to complete various sections, some mandatory, others

optional, as well the dates on which you completed specific training.

You should then upload copies of relevant certificates.

Step 4: Check that everything’s in order

At this stage, if you fail to provide the correct information or upload certificates, you’ll be unable to proceed to the next section. This means you may have to organise specific training before you can complete the application.

Health and safety training update Several SJIB ECS Cards have been replaced by new cards that were introduced in January 2021, although the SJIB will honour any old card until it expires.

SELECT Members should be aware that the criteria for each of the new cards has changed – most significantly the health and safety requirement.

Anyone applying for the new cards will have to prove that they have completed the appropriate health and safety training, with the ECS Health, Safety and Environmental Assessment not accepted.

A key feature of the new online service is that you’ll be able to see your training record and ECS card on your mobile, tablet or computer. In turn, this can be shown to an employer, potential employer, site manager or

anyone who needs to check your details. So if you lose your card or leave it at home, you can still prove your current status and training record etc.

Flexible options

We know that some people still prefer pen and paper, so we’re providing the option to print out the application and enter the details by hand. All paper-based applications should be posted to The Walled Garden.

The cards will be launched in stages, with an initial focus on electrotechnical and management specialisms and the others following in due course.

The Electrotechnical Site Safety Assessment has now been added to the suite of training courses available in the SELECT virtual classroom

ELECT has recently adapted its course for The Electrotechnical Site Safety Assessment (TESSA) into a session based in our virtual classroom.

Delivered on the GoToTraining platform, this one-day SQA-approved course is suitable for applicants applying for the following new ECS Cards: ● Electrical Labourer ● Operative ● Site Support.

Such applicants must complete the TESSA course, and when renewing their card in the future can complete the ECS Health, Safety and Environmental Assessment.

The course is applicable broadly across the construction and related industries and has been accredited to SCQF Level 6 by the SQA. Successful candidates will be awarded an SQA certificate and should have the ability to: ● Operate safely within their abilities on a construction site ● Demonstrate a good level of knowledge about health and safety practice ● Demonstrate a basic level of knowledge about the structures and mechanisms associated with regulation of electrical work.

The TESSA course is made up of two separate parts:

Home Study

Candidates are sent a home study pack at least two weeks before the course, which they must read and study – we recommend at least six hours of study time. These notes will form the basis of an online ECS Health, Safety and Environmental Assessment at the end of the day course (see below).

TESSA Day Course

Checklist for change Make sure your business has got all the Brexit basics covered with our guide from the accountancy and tax experts BDO

I

t’s been a long and drawn-out separation from the European Union but, following the 11-month transition period, the UK has finally left the EU’s Customs Union and Single Market.

A new free trade deal with the EU was finally agreed and ratified and businesses need to prepare themselves for life outside of the EU from 2021.

Wait and see is no longer an option.

Certain policy easements that were put in place for a potential no-deal Brexit will not be reintroduced because the UK Government’s view is that businesses have had time to prepare.

So, what are the immediate actions businesses need to take? Whatever the size of your business, you should prepare your supply chains, workforce, VAT registrations, processes and cashflow.

Below we outline a number of areas that businesses predominantly operating in the service sector should consider from an indirect tax point of view.

Customs procedures

In February 2020, the UK Government confirmed that, at the end of the Brexit transition period, UK sales and purchases with EU counterparts will become exports and imports, as with the rest of the world. EU and UK traders will therefore have to submit customs declarations and will be liable to checks 30

FEBRUARY/MARCH 2021

on goods. Any business buying products from the EU will need to understand the changes; how these may impact timescales for deliveries or affect costs, for example, new customs duties payable or agent handling fees.

Adjust your contract terms

Where your post-Brexit trade will incur additional duty, administrative costs for transport or other costs, you should review your terms of businesses with suppliers and customers. Will you or your supplier become liable for importation and VAT registration obligations when EU acquisitions become imports?

Know your customs duty rates

Confirm what duty tariff you will be paying on imported goods. Some tariff rates will go up, but others will go down under the new UK Global Tariffs.

Despite a free trade agreement, customs tariffs may still be payable based on the origin of the goods, so additional information and an understanding of this may be required.

Safeguard your supply chain

Customs simplifications such as Customs Warehousing and Inward Processing

Relief can help protect your cashflow from customs duty and VAT charges.

Consider applying for Authorised Economic Operator (AEO) status and review your country of origin position, commodity codes and customs values.

Consider also the potential loss of call-off stock and consignment stock simplifications which may add to compliance costs and obligations. Are there UK-based suppliers that may offer a better solution?

Ensure your systems are ready

Check that your systems are set up to handle the new VAT requirements and customs arrangements and make sure your teams have been trained on what they need to do. For instance, Postponed VAT Accounting will involve accounting for import VAT on the VAT return (for both EU and rest of the world purchases) rather than paying it at the port or airport of entry to the UK. To take advantage of this, the import declaration must be appropriately completed, so Pauline Davidson

instructions to the agent need to be clear and accurate.

Trading in the EU

If you deliver work in the EU you will need to check that you have all the necessary licences/permits/approvals for the other EU countries you operate in so you can carry on trading.

Secure your staff

Check to make sure any EU staff working in the UK have applied for settled status, or pre-settled status, and understand the recently announced transitional arrangements.

Northern Ireland

As a result of the Northern Ireland Protocol, trading in or with Northern Ireland may require additional procedures or registrations to be in place. Any businesses which do trade with or in Northern Ireland should ensure they understand what is required.

Making VAT reclaims on EU expenses

There is an established online

“Whatever the size of your business, you should prepare your supply chains, workforce, VAT registrations, processes and cashflow” mechanism for reclaiming VAT on business expenses you incur within the EU. It is likely that UK businesses will only be able to use a paper-based 13th Directive process which means that refunds can take much longer. Therefore, make claims now to limit the potential hit to your cashflow.

Considering an EU entity

Many businesses more involved with the supply of goods are setting up companies, particularly in Republic of Ireland and the Netherlands, to ensure that they have a presence in the EU and to take advantage of EU arrangements. This obviously comes with other taxation consequences to be considered.

There are still unknowns about what the longer-term trading environment will look like, but by covering the fundamentals, your business will be in a better position to succeed in uncertain times.

Disunited After the Internal Market Act became law in December, the way the home nations collaborate on policy and regulation to boost productivity postBrexit is more critical than ever. So what are the implications?

or a UK internal market to function properly, a system of mutual recognition, together with non-discrimination safeguards, is required.

These principles are well-known in EU law.

Mutual recognition ensures that complying with regulation in one home nation is accepted without question as compliance in the others. If not, it creates more bureaucracy, extra costs and may lead to discrimination between companies or goods.

The law ensures that mutual recognition will cover mandatory requirements relating to lawful sale and, among other things, product requirements and production methods.

Non-discrimination will cover: ● Associated matters like transport and disposal of goods ● Public procurement that members of the Builders Merchants’ Federation (BMF) have been concerned about.

This means direct and indirect discrimination is outlawed. In addition, Whitehall wants to ensure equal treatment of labour, such as the recognition of qualifications and regulation of the professions. Having legislated for these principles at the outset, the Act can be looked at again later to see if they are working as intended. If it is felt an alternative, non-legislative way can give the same

result, the UK Government should be magnanimous enough to change the law accordingly.

The markets

Scottish, Welsh and Northern Irish companies regard the UK as their most significant market, and smooth crossborder trade and human movement are essential for economic recovery.

all the materials and products it uses and imports them from England. But the reverse is also true and commuters from England make daily crossings to go to work.

Scotland

The Scottish Construction Leadership Forum (CLF) is a collaboration between

Construction Scotland and the Scottish Government. It began in March 2019 to improve how the industry operates and to strengthen existing ties with clients.

Prior to COVID-19, the CLF was considering a wider agenda for change across the industry. The pandemic has forced all parties to work more collaboratively.

In October 2020, the CLF published its COVID-19 Recovery Action Plan that, among other things, looked at the resilience and capability of the supply chain. Among its recommendations is a desire to increase the use of local, sustainable and recycled materials to minimise embodied carbon and promote the indigenous supply chain, especially for timber and recycled materials.

If the proposals become law, requiring greater use of indigenous Scottish materials, especially in public sector projects, would breach the non-discrimination principle. This cannot be the original intention and there is work to be done to iron out Continued on page 34 >>> CABLEtalk

inconsistencies and wrongful assumptions.

Marketing departments make big play of brands and the value of promoting the geographic origin of goods.

For example, various products are branded as ‘Scottish’ or ‘Made in Wales’ in adverts. Government and business will doubtless look at the salience or accuracy of such claims, and whether they have any demonstrable effect or influence within the UK internal market.

regulation that is common to all home nations. Barriers that hinder the supply of materials and products will be detrimental to customers.

Trade associations like SELECT and the BMF want

to avoid logistical disruption to our SME members as a result of separate but parallel regulatory burdens.

The BMF is aware of the potential difficulties that could lie ahead. For example, significant differences applying to Building Regulations in either Scotland or England could have marked implications for manufacturers and contractors. Other possible repercussions could be: ● If one or more nations decided to set higher or more stringent standards or regulations, would manufacturers either (a) withdraw from a market or (b) produce goods to two or more sets of standards or regulations to maintain sales or market share?

● Manufacturers could try to drive the market by making goods to more stringent standards in the hope that other home nations adopt them later.

Care is required with reserved and devolved matters to avoid regulatory difference between London and Edinburgh. Despite the House of Lords’ concessions, the Scottish Parliament has voted to reject the internal market provisions. The Scottish Government has described them as “an act of constitutional sabotage” and, with the Welsh Government, is looking to mount a joint legal challenge.

Conclusion

Unmanaged regulatory differences have a knock-on effect along supply chains.

Higher prices passed on can either restrict choice or reduce the number of firms offering goods. That is in nobody’s best interest.

In my opinion, the logical approach is to remove un-coordinated, separate and parallel regulatory burdens at different stages of the supply chain.

If not confronted, the cumulative burden will add significant costs that force companies to weigh up if it worth entering or remaining in a market…or not.

he current COVID-19 pandemic could well be the most important phenomenon of this century. It is generating lasting and deep changes in all countries, from the way citizens interact with each other to their hopes for tomorrow’s world, from the relevance of some jobs to remote working dynamics, and from travelling to education and so on.

In contrast with a general feeling of worrying uncertainty, EuropeOn has

adopted a positive outlook on the current situation, focusing on what can be done to improve business opportunities and up electrical contractors’ game.

With 1.8 million professionals across Europe and 300,000 companies, electrical contractors are well placed to make a valuable contribution to recovery strategies. We have now outlined these strategies in our new report, Business Opportunities Since Covid-19: Electrical Contractors at the Forefront of a Green and Digital Recovery for Europe.

some of the major preoccupations expressed by society since COVID-19.

To do this, we singled out three priorities: ● Mitigating climate change with a green recovery ● Improving indoor life quality ● Transforming ways of working.

For each of these priorities, we explained how electrical contractors can make a difference while expanding their business as follows.

Mitigating climate change with a green recovery

Many recent polls show that ecological concerns have risen more than ever in 2020. Elections in several EU countries were characterised by a surge in ‘green’ votes, while sales of electric vehicles (EVs), solar panels and energy-efficient heat pumps have risen considerably.

Many voices have echoed the need to restart our economy on greener grounds and the UK Government itself is calling for a “green recovery”.

Electrical contractors must be ready for this green transition, keeping in mind that first movers will reap most of the benefits. A prerequisite is to be able to install and operate technologies such as solar panels, EV charging points, integrated battery storages or smart meters.

But this is not all – we must shift from a ‘product’ to a ‘service’ approach.

Electrical contractors are best positioned in the value chain to advise clients on a series of upgrades that they can do in homes and businesses to save energy, foster circularity, improve predictive maintenance and so on.

Contractors should also be able to explain the new support schemes that public authorities are implementing in the field of energy transition. Such expertise has a cost and if we do not take the lead, others eventually will.

Improving indoor life quality

Successive lockdowns and curfews imply that we spend more time at home.

situation exacerbated citizens’ need of ‘feeling good at home’.

In order to work, study or simply stay at home in the most comfortable way, it is more essential than ever to rely on enough light and a good supply of energy, ventilation, heating and excellent connectivity. Upgrading one’s house can also be viewed as a safe investment in current times.

Here again, electrical contractors can bring value to their client by proactively presenting to them a wide range of solutions to upgrade their indoor life quality.

It is also important to communicate to clients that electrical contractors know how to work under COVID-19 rules, thanks to clear guidance.

“With this report, we hope to trigger a reflection on how electrical contractors can up their game” Indoor life quality is not limited to houses. Indeed, we still need to go to office and public buildings from time to time. In order to do it in a safe way and reduce the risk of contamination, electrical contractors can propose contactless technologies such as automatic lighting and heating systems, hands-free taps and toilets and automatic doors.

Transforming our ways of working

One of the obvious new trends is the fast digitalisation of working dynamics. But why does this matter to electrical contractors?

are involved in fibre-optic and data installation. Connectivity is key for remote working and with many prejudices against digitalisation now being vanquished, this will convince clients to equip themselves with digital devices in offices or even at home.

Second, looking at electrical contractors’ businesses, they have also had to take a leap and embrace digitalisation, for example using social networks to advertise their services and planning digital instead of face-to-face meetings with worksite partners.

At EuropeOn, we also believe that digitalisation can foster cooperation.

In the past few months, we might not have been able to meet, but we have maintained contact via digital tools.

In this regard, we have been very impressed by the collaborative and successful work done by the Construction Industry Coronavirus (CICV) Forum, of which SELECT is a leading member. In addition, many trade organisations, including SELECT, have developed e-learning to ensure that professionals keep up-skilling.

All in all, EuropeOn’s report showcases six main areas of business opportunities for electrical contractors, with national and local examples. While we focused our reflection on positive opportunities, we also identified areas of vigilance, such as shortages in the workforce and a drop in new orders. Finally, we expressed a series of asks for policymakers to support a job-driven recovery.

With this report, we hope to trigger a reflection on how electrical contractors can up their game.

Looking for new or rising business opportunities is crucial and so is getting closer to clients and decisionmakers. We also need to broaden our hard and soft skills and become more attractive to young professionals.

Conflict avoidance: A new era for construction?

By Rebecca Barrass, Associate, MacRoberts LLP Disputes in the construction industry are, unfortunately, commonplace and the impact of the COVID-19 pandemic has brought construction disputes and their financial cost into sharp focus.

In order to try to avoid a potential tidal wave of damaging disputes, the Royal Institute of Chartered Surveyors (RICS) has introduced the Conflict Avoidance Pledge.

Those who sign the pledge effectively indicate that they are committed to working collaboratively and using early intervention techniques to try to resolve differences between parties before they escalate into full blown disputes.

As Len Bunton has previously outlined in CABLEtalk, RICS also offers a Conflict Avoidance Process (CAP). It operates as a contractual mechanism aimed at avoiding prolonged disputes. A CAP procedure and

timetable can be incorporated into parties’ contracts or entered into as a separate agreement. Common features of a CAP are: ● Parties appoint a CAP member in the event of a potential dispute ● The member meets the parties to discuss the dispute and agree the process ● This may involve further meetings, submission of written explanations, site visits, or submission of settlement offers ● The member will aim to complete the process within 28 days and offer recommendations.

The recommendations are not binding.

However, they are likely to give parties invaluable insight into their own and the other party’s position. Parties can also

agree to implement the recommendations in part or agree a settlement which modifies their terms. Taking a dispute to a formal resolution process is often time consuming and expensive. With a CAP the only outlay is the member fees. Even if it only results in part of a dispute being settled, it can mean huge savings.

For years, the construction industry has been plagued by lengthy disputes and the CAP provides a potential tool to avoid them. APPRENTICES TALENT OF TOMORROW Talented golfer Scott Murdoch is on course for a great career as he nears the end of his apprenticeship Hi Scott, what made you think of becoming an electrician?

I wanted to become an electrician because I wanted a practical career but also one that required thought. I got the opportunity to do work experience in the industry while I was still at school and found it very interesting, and this helped me make my decision on my future career path.

Was it difficult to get an apprenticeship?

I managed to gain an apprenticeship with the company that I had work experience with. However, after my first year I moved companies which has allowed me to see a vast variety of electrical systems.

How have you found it?

It’s been very enjoyable and interesting, particularly because of the variety of work that we carry out.

Was the college training what you were expecting?

At college there was a lot more theoretical work than I was expecting.

But through the help and advice from both the lecturers at college and the electricians at work, I was able to achieve good results which have provided me with more opportunities off the back of that.

And what about working on site?

I found that if you understood the work in college in a work booth environment and the basic principles that you are taught, this can then be applied on jobs at work. The two go hand in hand – gaining experience on site helps you at college and understanding what’s taught at college helps you on site.

Has there been anything about the job that’s surprised you?

The main thing that’s surprised me is

Ready fore the future the variety of work that I have had the opportunity to see and be part of. For example, domestic housing, farms, schools and renewables.

How helpful have the Scottish Electrical Training Trust (SECTT) and your training officers been during your journey?

SECTT has been very helpful throughout my apprenticeship.

The help from my training officer, lecturers at college and everyone at

work has ensured that my apprenticeship has been straightforward and rewarding.

This is all due to the guidance I have received.

What does the future hold?

I want to continue working and gain more and more experience installing different wiring systems so that I can keep improving my knowledge and developing my understanding of the industry.

GETTING TO KNOW YOU Alex Kerr

Employment and Skills Administrator Hello Alex. How long have you been working at SELECT?

I have been working at SELECT since May 2019. At first I was working as temporary staff for the Employment and Skills Function and I became a member of the permanent staff in January.

Tell us a bit about your work life so far and how you ended up at The Walled Garden.

My work life has just begun! I graduated from the University of Stirling in 2019 with a Bachelor of Accountancy (BAcc) with Hons in Accountancy and Business Law. In my summer recesses in 2017 and 2018, I worked as a temp for the Employment and Skills Function. When I completed my degree, I wanted to start work straight away and once again joined SELECT as a temp because I loved working here during my summer recess.

What does your job entail?

Tell us more about what you do.

As an Employment and Skills Administrator, I cover a variety of tasks.

I mainly focus on Apprentice and Adult Trainee registration, the Final Integrated Competence Assessment (FICA), Advanced Competence Assessment (ACA) and the Crediting Electrotechnical Competence (CEC) Scheme. I also assist with other duties for the Employment and Skills Function and the SJIB, such as marking ECS HS&E Assessments.

What’s a typical day like for you at work?

During the day I answer a lot of telephone and email enquiries regarding ECS HS&E Assessments and Grading. In between the enquiries I am updating records, marking assessments, organising and attending meetings for updates and taking action that is required for those meetings. Every day is different, which I love.

Do you get the chance to meet SELECT Members?

On a day-to-day basis I don’t get to meet our Members face to face but I do get the chance to correspond with them over telephone and email. In 2019 I was lucky enough to attend the SJIB’s 50th anniversary dinner at Edinburgh Castle and the SELECT Awards in Glasgow, which gave me the chance to meet some of our Members.

What do you think are the main benefits of SELECT membership?

From my point of view as an Employment and Skills Administrator, the main benefit our Members receive is a discount for ECS HS&E Assessments that the SJIB issue, as well as a discount for the training courses that SELECT provides, such as BS 7671 qualifications.

In addition, the SJIB is there to advise Members on the criteria their employees need to meet to obtain ECS cards.

What do you find most enjoyable about your job?

I enjoy being able to help someone with

their query. I find it quite rewarding to show someone how to apply for an ECS HS&E Assessment or how to apply for a Grade Card because it enables them to go on site or get offered employment with a new company. In my job, no two days are the same and I am always learning new information and skills, which improves my service to the SELECT Members and the operatives.

What impact has lockdown and working remotely had on what you do?

Since working from home, I have missed the workplace environment.

Everyone in SELECT is so friendly and when we were in the office it was lovely to see everyone and say “Good morning!” as you prepared for your day. Despite working from home, we are still able to work together and speak to each other through video calls. Working from home has also changed some of our procedures, but we have adapted, and our team, as well as everyone at SELECT, has done an amazing job to continue to provide our services.
